ZACC Chair Justice Matanda Moyo Must Be Investigated - Suspended RG Masango
Clement Masango, the suspended Registrar General has written a letter to The Police Anti Corruption Unit (PACU) and to the Special Anti Corruption Unit (SACU) demanding that they investigate ZACC Chairlady Justice Loice Matanda for criminal abuse of office, Newsday reports.
According to the publication, the suspended RG Masango is claiming Justice Matanda Moyo showed favouritism to a witness who is part of his case which is before the courts right now.
Masango is reportedly alleging that the investigation officer in his case Eric Chacha, Justice Matanda Moyo were unprofessional in handling his case. In a letter to PACU dated 4 March 2021 Masango said:
For the foregoing reasons, I submit that both the chairperson of Zacc and Eric Chacha criminally abused their duty as public officers in showing undue favour to Peter Bwanya to my detriment within the contemplation of section 174 of the Criminal Law (Codification and Reform) Act and with that, I would like to lodge an official complaint against them with your office
Having looked at the documentary evidence placed before the magistrates court against me and listened to the testimony of the attesting witnesses, I am convinced that both the investigation and the subsequent criminal charges against me are clearly a culmination of gross abuse of duty by the chairperson of Zacc as well as by Eric Chacha, the investigating officer in the matter.
According to the publication, Masango is stating the following:
- He requested Chacha to be investigated for perjury because he allegedly lied under oath
- He requested a forensic audit from Home Affairs and Cultural Heritage ministry secretary Aaron Nhepera but it was not done
- He complained about Chacha’s conduct to Matanda Moyo but he did not receive any response
- Chacha reportedly arrested arrest two other workers at the Civil Registry Department Benjamin Makiwa and Arthur Mathews, forcing them to corroborate Bwanya’s allegations against him and when they refused he arrested them for theft.
The suspended RG Masango was arrested for criminal abuse of office and prosecutors are alleging that at some point he diverted government vehicles to be used at his farm allegations he is denying saying he got approval to use the vehicles.
