The Cabinet considered and approved the Zimbabwe School Examination Amendment Bill on Tuesday, 8 April.
If the bill is eventually passed into law, individuals convicted of leaking public examination question papers could face up to nine years in prison. Schools found guilty of the same offence would be deregistered and shut down under the proposed legislation.
The new regulations also state that anyone caught impersonating a student and sitting for an exam on their behalf will face imprisonment.
Previously, those found guilty of similar offences could face up to a year in jail, but in many cases, the courts opted for community service instead.
Speaking during a post-Cabinet media briefing in Harare on Tuesday, Information, Publicity and Broadcasting Services Minister, Jenfan Muswere, said:

The decision to amend the Zimbabwe School Examinations Council Act [Chapter 25:18] is to address challenges obtaining in the education sector, in particular, examination leakages, registration anomalies and fraudulent practices at some examination centres countrywide.
The Zimbabwe School Examinations Amendment Bill, 2024, therefore has inter-alia, the following objectives: streamlining Board functions to provide for the deregistration of non-compliant examination centres; strengthening of the operational efficiency of the Board; and reviewing of penalties for examination malpractices. More critically, the Bill eliminates leakages across all examination centres.

Speaking at the same briefing, Primary and Secondary Education Minister, Torerai Moyo, said:

It should be noted that on leakages, we have had leakages especially in 2022 where more than five examination question papers leaked, especially, for Ordinary Level.
To address this mischief, we have come with this new Bill. According to section 141 of the Constitution, the general public will decide as they make submissions to the Bill, they will decide on the penalties, but what we are proffering as a solution is imprisonment of those culprits.
We are likely to come up with penalties, for leakage of one paper, one may be imprisoned for a period that exceeds nine years so that it becomes a deterrent measure to those who may want to engage in that criminal act.
Another measure is the deregistration of examination centres.
We are going to penalise those schools, registered or not. In the majority of cases unregistered centres as compared to registered centres (are often the culprits). So, we are going to deal decisively with this by deregistering these centres.
Another way is the issue of impersonation, where someone will masquerade as a bona fide student, writing the examination for another person. Those that will be caught will also face the same music and go to jail.

The government in Zimbabwe is making a new law that says if someone leaks exam papers they could go to jail for up to nine years. This law also says schools that do this will be closed. If someone pretends to be a student and takes an exam for them, they could go to jail too. Before, the punishment was not as severe. The government wants to stop exam cheating and make sure students take exams fairly. This new law will make sure people who cheat in exams face serious consequences.

New Bill Proposes 9-Year Jail Term For Leaking ZIMSEC Exam Papers, Impersonation

The government is working on plans to begin paying teachers for their role in invigilating the Zimbabwe Schools Examination Council (ZIMSEC) examinations.
At present, teachers are not compensated for their work during the exams, while other service providers, such as security personnel, are paid for their duties during the ZIMSEC examination processes.
In an interview with <a href="https://www.manicapost.co.zw/government-to-pay-invigilation-allowances/">The Manica Post</a> during a Learning Passport tour of schools in various parts of Manicaland Province this week, Taungana Ndoro, the Director of Communication and Advocacy in the Ministry of Primary and Secondary Education, explained:

The issue of invigilation and payment of teachers for that task (examination invigilation) has been discussed for a while.
We are happy that the Zimbabwe Schools Examination Council led by Dr Nembaware has gone on a benchmarking exercise throughout Africa and other countries to find out how best to treat invigilators. 
So we are hopeful that they will come up with a win-win situation for the issues raised by the teachers about invigilators and their welfare.
It is really under consideration, and we are hopeful that something positive will come out of that.

ZIMSEC spokesperson Nicky Dhlamini said the decision to pay invigilators is up to the Ministry of Primary and Secondary Education, as it is responsible for employing teachers. She said:

ZIMSEC actually engaged teachers and the parent ministry way back in 2018 when this issue was first raised, to which the ministry gave a response. ZIMSEC is guided by the ministry as the main shareholder and parent ministry.
So, until such a directive is given by the ministry, ZIMSEC cannot give any direction. Teachers are invigilating at their stations of work so the direction comes from their employer.

Several teacher representative organisations, including the Progressive Teachers Union of Zimbabwe (PTUZ), had already raised the issue of paying invigilators with the Ministry of Primary and Secondary Education.

The government is planning to start paying teachers for watching over exams in Zimbabwe. Right now, teachers don't get paid for this, but other workers like security guards do. The Ministry of Primary and Secondary Education is discussing this issue with ZIMSEC. ZIMSEC says it is up to the Ministry to decide if teachers should be paid for invigilating exams. Teacher unions have already talked to the Ministry about this. Hopefully, a decision will be made soon to pay teachers for this important task.

Teachers To Be Paid For Invigilating ZIMSEC Exams

Two men from Epworth, Harare, appeared before the Epworth Magistrates’ Court on Thursday facing charges of violating the ZIMSEC Act. Specifically, they were accused of attempting to impersonate another person during an examination.
The court heard that on October 16, 2024, the two defendants, Paddington Chataika (36) and Joseph Murimba (33), conspired for Murimba to take the Zimbabwe School Examinations Council (ZIMSEC) Mathematics Paper 2 on behalf of Chataika, who was a registered candidate. As part of their plan, Chataika provided Murimba with a copy of his passport to facilitate the impersonation.
The scheme was uncovered when a whistleblower alerted ZIMSEC officials, who, along with police, went to the examination centre. They discovered Murimba in the examination room, having already completed the test.
Both defendants were convicted and sentenced to 12 months in prison, with 6 months suspended. The remaining 6 months were also suspended on the condition that they complete 210 hours of community service.

The plan failed when officials caught the impersonator in the act. Both men were found guilty and sentenced to 6 months in prison, with the other 6 months suspended. They also have to do 210 hours of community service. Cheating is wrong and they got caught breaking the law.

Epworth Men Convicted And Sentenced For ZIMSEC Examination Impersonation

A man from Damafalls Phase 4, Ruwa, who was allegedly running an unregistered school in Eastview Phase 6, Caledonia, and misappropriated nearly US$7,000 paid by students for examination registration, has appeared in court.
The National Prosecuting Authority (NPA) said that the accused person, Rutendo Zivanai, appeared before the Harare Magistrates’ Court on Thursday for contravening the Education Act and fraud charges. Said the NPA:

Allegations are that, sometime in March 2024, the accused person received payments from 34 Ordinary Level students purporting that he would register them for examinations at a registered ZIMSEC centre but failed to make any arrangements and converted the money to his own use.
The accused person was running an unregistered school in Eastview Phase 6, Caledonia, Findale Academy.
On the 14th of October 2024, the students went to the purported examination centre as advised by the accused person to sit for the examinations and upon arrival were informed that they were not registered as candidates, hence were sent away.
A police report was made, leading to the arrest of the accused person.

The complainants suffered a total prejudice of US$6 908 and nothing was recovered.
The students were later able to write some of their examinations after President Emmerson Mnangagwa paid the examination fee.
The Minister of Primary and Secondary Education, Torerai Moyo, confirmed this development during a visit to Findale Academy on 16 October. Said Moyo:

I want to thank His Excellency the President for coming to the rescue of all these learners because their fundamental right, education, had been violated through this theft by the owner of this school.
What is most important is the fact that the proliferation of unreasonable schools is a challenge to us as the Ministry of Primary and Secondary Education, and we are going to take measures against all those schools that are operating illegally.
</blockquote>
ZIMSEC Chief Executive Officer, Lazarus Nembaware confirmed the centres where learners were set to sit for their examinations. Said Nembaware:

We are now putting in place all the requirements so that the affected learners will start writing their exams starting tomorrow.
So starting tomorrow they must report to the centres which we have allocated them. They will write as Pirate candidates and their results will be made public.

A man from Ruwa allegedly stole US$7,000 in exam fees from students at his unregistered school. He was taken to court for fraud and breaking the law. The students were not registered for their exams, but the President helped pay for them to write their exams. The Minister of Education said they will take action against illegal schools. The students were able to write their exams at different centers. The CEO of ZIMSEC confirmed this and said the results will be public.

School Owner Who "Stole" US$7 000 Exam Fees Appears In Court

The Ministry of Primary and Secondary Education has increased security measures to prevent leaks of public examination papers.
As the Zimbabwe School Examinations Council (ZIMSEC) prepares to commence Ordinary and Advanced Level examinations this month, authorities aim to avoid the issues of paper leaks that have plagued previous exam sessions.
According to Ministry spokesperson Taungana Ndoro, new security protocols include delivering exam papers to schools with compromised security just minutes before the exams begin.
Cluster centres have been established at schools with robust security infrastructure to securely store examination papers, ensuring their safe distribution to nearby schools on exam day.
Moreover, real-time monitoring will be implemented, with ZIMSEC dispatching monitors to all examination centers to detect and prevent any potential leaks. Said Ndoro (via <a href="https://www.herald.co.zw/zimsec-upgrades-examinations-security/">The Herald</a>):
<blockquote>
We have enhanced security around examination processes and we are very confident that they will be written without any glitches, incidents or issues across the country. We can even say that the ZIMSEC exams are now more secure than those of Cambridge.
The Grade 7 examinations were conducted and completed successfully without any incident and we expect the same when it comes to the O and A level examinations.
Some of the measures that have been put in place are that ZIMSEC monitors have been deployed to all centres across the country to ensure adequate measures informed by the ZIMSEC standards are adhered to.
In terms of transport and storage of the examination material, firstly the papers are transported to provinces, districts and then cluster centres and from cluster centres they will be transported to the examination centre on the day of the exam.
When we say a cluster centre we mean a school with better security infrastructure within a certain area, that means a cluster centre in rural areas might cover up to 10 or more schools but in urban areas, a cluster will cover maybe two schools.
The morning paper will be transported in the morning and collected soon after, while the afternoon paper will be transported in the afternoon and collected the same day. The expenses will be catered for by the examination fees.

This year marked the final examinations for learners under the Continuous Assessment Learning Activities (CALA).
Starting next year, students will be assessed based on a new heritage-based curriculum, which emphasizes five pathways: science, technology, engineering, and mathematics (STEM), visual and performing arts, technical and vocational education and training, humanities, and commercials.

The Ministry of Primary and Secondary Education in Zimbabwe is taking new steps to stop exam paper leaks. Security measures include delivering papers to schools just before exams start and setting up secure centers to store exam papers. ZIMSEC will also send monitors to all exam centers to prevent any leaks. The Grade 7 exams went well with these measures. From next year, students will be graded based on a new curriculum focusing on STEM, arts, vocational education, humanities, and commerce. This year's exams are the last for Continuous Assessment Learning Activities (CALA) students.

ZIMSEC Adopts New Measures To Prevent Exam Paper Leaks

ZIMSEC has published the timetable for the June 2024 O’ Level examinations. The examinations management body issued a notice advising candidates to verify their subject entries and personal information with their respective examination centres.
ZIMSEC said starting from April 22, 2024, candidates can obtain their statements of entry at their examination centres.

ZIMSEC June 2024 O' Level Timetable Is Out

The Government has said candidates who failed to write Zimbabwe School Examination Council (ZIMSEC) examinations due to rains will be allowed to sit for their affected papers, reported <a href="https://www.newzimbabwe.com/government-offers-zimsec-examination-candidates-disrupted-by-rains-reprieve/">NewZimbabwe.com</a>.
Heavy rains and thunderstorms in some rural areas caused flash floods that hindered accessibility of examination materials and consequently disrupted Ordinary and Advanced level examinations.
The matter was raised by Members of Parliament in the National Assembly.
Responding to parliamentarians, the Deputy Minister of Primary and Secondary Education Angeline Gata said affected learners will be given the opportunity to write their examinations. She said:

In response to the question that has been asked, yes, the Ministry is aware that there are some schools that could not collect their examination papers because of the flooded rivers.
The affected schools will liaise with the head office so that the children are accorded time to write their exams.
We know that the river will not be flooded for maybe three days. So, arrangements will be made for the affected learners to have their exams during the exam period.

In an attempt to curb leakages of papers, ZIMSEC introduced a new system of delivering examination papers to centres on the day of writing.
However, the system, introduced this year, has resulted in some examination centres delaying exam sitting.

Govt Offers Reprieve For ZIMSEC Examination Candidates Affected By Rain

<h2>Full statement by the Zimbabwe School Examinations Council on November 2022 Ordinary Level Results.</h2>

The Zimbabwe School Examinations Council (ZIMSEC) issued a statement on the 17th of October 2022, informing the nation that some candidates had been found to have had pre-access to some Ordinary Level Question Papers. Subsequent statements were issued on the 20th of October and the 10th of November 2022 providing updates on the investigations into the matter.
ZIMSEC wishes to give the following update to the nation and our stakeholders.
<ol>
<li>There have been false reports circulating on social media, particularly from a ZIMSEC parody (false) Twitter account and an online publication, Afrogazette, purporting that the Ordinary level results have been cancelled. ZIMSEC has issued no statements on the pass rate of the 2022 O Level Examination candidates or cancellation of results. These reports are published in mischief to cause anxiety and unrest amongst candidates and parents. We advise all stakeholders to disregard these speculative attempts to cause panic and despondency and await official updates from ZIMSEC.</li>
<li>The Council is in the process of finalizing its assessment of 2022 Ordinary Level performance. The November 2022 Ordinary Level examinations marking has been completed. Processes that precede the release of the results are currently underway.</li>
<li>Candidates who had pre-access to question papers at different examination centres were identified during the writing of the examinations and also at the marking of scripts stage. These candidates will, in line with the ZIMSEC Act, Section 34, have examination results cancelled.</li>
<li>Our stakeholders are called upon to expect the release of results to deserving candidates when all necessary processes have been completed.</li>

ZIMSEC Statement On November 2022 Ordinary Level Results | Full Text

The Zimbabwe School Examinations Council (ZIMSEC) has dismissed social media claims that the November 2022 Ordinary Level examinations will be cancelled due to massive leakages of some papers.
In a statement on Tuesday, 17 January, ZIMSEC said it is finalising the processes preceding the release of the results.
It also said those candidates who had access to exam papers before they were written were identified during the writing of the examinations and also at the marking of scripts stage and their examination results cancelled. Part of the statement reads:

ZIMSEC Says 2022 November O' Level Exams Will Not Be Cancelled

Teacher unions have urged the Zimbabwe School Examinations Council (ZIMSEC) to protect the credibility of public examinations after 588 people were arrested over examination paper leakages this year.
Zimbabwe Teachers Association (ZTA) secretary-general Goodwill Taderera said ZIMSEC should pay its staff meaningful salaries so that they won’t be tempted to leak examination papers. Said Taderera:

Indeed, we have heard of the examination leaks and over 500 people were arrested, which means that all our examinations lose their integrity and credibility.
The widespread leaks mean that they fall far too short of the expected international standards. We do not support the leaks.
ZIMSEC must begin to take the examination process seriously, it must try to pay people well so that they do not leak the examination papers.
Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure claimed that some examination markers have recommended the nullification of the 2022 ZIMSEC ordinary level examinations due to “widespread” leakages. He said:

The teachers, who are marking the examinations, have advised us that the situation is a disaster.

The examiners have actually advised Zimsec to nullify the results. To deal with this, we need to set up a team to investigate what went wrong. As unions, we are ready to assist with investigations.

Last week, ZIMSEC deputy director Farai Zisengwe said A” Level results will be out in early January, but it did not specify when the “O” Level examination results would be out.
He also said three subjects were leaked, including Mathematics, English Papers 1 and 2 and Combined Sciences Papers 1 to 3.

Teacher Unions Urge ZIMSEC To Take Examinations Seriously

The Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ) has demanded the nullification of the November 2022 Ordinary and Advanced Level Zimbabwe School Examinations Council (ZIMSEC) examinations.
This comes after five hundred and eighty-eight (588) candidates were caught cheating while sitting for the examinations.
In a post on Twitter, ARTUZ alleged that some candidates were reproducing the ZIMSEC marking scheme word to word, with some schools recording uniform answers. <a href="https://twitter.com/ARTUZ_teachers/status/1605173541841911808">ARTUZ said</a>:

[The police] will have to nab more cheats. The cheating is beyond measure. We are learning that learners were reproducing the ZIMSEC marking scheme word to word.
Uniform answers whole school. We can’t conceal this. We should protect the integrity of our public exams. CID at UCE [United College of Education] in [Bulawayo] now.

In <a href="https://twitter.com/ARTUZ_teachers/status/1605181866344353792">another tweet</a>, ARTUZ said “We call upon [ZIMSEC] to nullify these examinations. The whole exercise is now turning out to be a joke.”

Rural Teachers Demand Nullification Of 2022 ZIMSEC O' And A' Level Examinations

The Zimbabwe School Examinations Council (ZIMSEC) says five hundred and eighty-eight (588) candidates were caught cheating while sitting for November 2022 Ordinary and Advanced Level final examinations.
ZIMSEC reportedly roped in the Central Intelligence Organisation (CIO) to investigate the seemingly unprecedented examination paper leaks that rocked the 2022 “O” and “A” Level examinations.
ZIMSEC deputy director Farai Zisengwe and the Ministry of Primary and Secondary Education Director Barnabas Mangosho on Thursday appeared before the Parliamentary Portfolio Committee on Education led by Honourable Torerai Moyo.
Zisengwe and Mangosho told the Committee that despite the progress on the issue of leaked papers, the matter has not yet been concluded as far as O’ Level examinations are concerned. Said Zisengwe:

This is an issue that has not been concluded. We are doing the assessment and we are marking to identify these cheats.
About 588 candidates were caught along the way, but we believe there are more who will be caught during the marking period.

The Zimbabwe Republic Police (ZRP) said the recent leaks could be traced to ZIMSEC offices in Harare.

However, Mangosho disputed the ZRP’s position, arguing that there were no leakages at ZIMSEC. He said:

No November 2022 question paper leaked from ZIMSEC because of the security protocols that were put in place.
It is regrettable that a member-in-charge of the police in Gutu posted on social media that the question papers had leaked from ZIMSEC yet there was no evidence of such.

588 ZIMSEC Examinations Cheats Arrested

A 23-year-old man was sentenced to 12 months in prison after he swindled Ordinary Level and Advanced Level candidates a total of $495 000 after selling them examination papers.
Kudzai Chireya claimed he was a Zimbabwe Schools Examination Council (ZIMSEC) official and created a WhatsApp group that he used to defraud the learners.
He appeared before Chipinge magistrate, Alfred Chinembiri facing fraud charges on Wednesday.
Chireya pleaded guilty to the offence and was sentenced to 12 months in prison.
However, three months were suspended on the condition of good behaviour and the remaining nine months were suspended on condition that he performs 350 hours of community service at Birchenough Bridge Hospital.
The prosecutor, Thulani Zondwayo, told the court that in October this year, Chireya devised a plan to defraud unsuspecting prospective ZIMSEC candidates through WhatsApp. Said Zondwayo:

Through his WhatsApp group named MrPovo, Chireya said he was a ZIMSEC official and had access to both Advanced and Ordinary Level October 2022 to November 2022 examination question papers.
Chireya captured some screenshots of different examination papers using his cellphone. These included Mathematics Paper One and Two as well as English Paper Two.
In order to access the aforementioned full examination papers, one had to pay $5 000 on his supplied Ecocash number, 0785588968.
… The accused received a total of $495 000 from different complainants and he converted the money to his personal use.
The offence came to light when ZIMSEC officials witnessed the alarming leakages of its examination papers and reported the matter to the police.

Zondwayo said on 29 November, police from CID Commercial Crimes Division in Harare pounced on Chireya and arrested him. He added:
They searched and recovered his cellphone which contained several Ecocash transactions made by examination candidates. Nothing was recovered.

Bogus ZIMSEC Official Dupes Candidates $495 000

A 26-year-old Bulawayo man has been jailed for writing a Zimbabwe School Examination Council O’ Level Mathematics examination for another person.
Osmund Sibanda (26) from Cowdray Park in Bulawayo was hired by the candidate, Jeffrey Mumpande, to write the public exam for him and was only caught while writing the final paper.
The two men appeared before Victoria Falls resident magistrate Godswill Mavenge on Tuesday and were convicted of impersonation charges.
Sibanda and Mumpande both pleaded guilty to the offence and will serve eight months in jail each.
Prosecutors told the court that on 20 October at around 9 AM, Mumpande gave his national identity card and a statement of entry to Sibanda so that he could sit for Maths Paper Two on his behalf.
The matter came to light when the invigilator Simelokuhle Zvavanjanja was doing the verification process on all candidates and discovered that Sibanda was using Mumpande’s identity card. Court records read in part:
Investigations were carried out and it was discovered that the accused connived with Jeffery Mumpande to sit for his Mathematics examination using his candidate number 3088 and centre number 04377.
The matter was reported to the police, leading to the duo’s arrest.
Investigations established that the duo had used the same tactic to write the first paper on 19 October and were not caught.

Tailor Hired To Write O' Level Maths Paper Jailed Eight Months

The Zimbabwe School Examinations Council (ZIMSEC) says purported November 2022 examination papers being advertised for sale on social media platforms are fake.
This comes after three Harare men, going by what seem to be fake names, claim to have November examination papers for six subjects for sale.
The trio claims to have ZIMSEC Mathematics, Combined Science, English Language, Shona Language, Geography and History papers.
They are calling themselves Dr TN Machache (0775 197 627), Mr PG Chigumbu (0736 312 609) and Mr N Mwenje (0789 962 343) and gave contact numbers on which they could be reached. Their social media advert read:

We sell November 2022 ZIMSEC papers at a very affordable price. NB. We only have access to the examination papers of the following subjects: Mathematics, Combined Science, English Language, Shona Language, Geography and History.
</blockquote>
When contacted by <a href="https://www.sundaynews.co.zw/fake-november-2022-zimsec-exam-papers-vendors-unearthed/">The Sunday News</a>, “Dr Machache” using mobile number 0775 197 627, said they are no longer offering Mathematics and Combined Science examination papers, saying they “reached the maximum number of people [on Wednesday].”
He said that each examination paper was going for US$80.
However, ZIMSEC public relations manager Nicky Dlamini said the papers are fake. She said:

Good day, ZIMSEC is aware of the image with purported 2022 exam papers on sale. The Security department of the Council has verified that these are fake papers being sold in an attempt to defraud those who purchase them.
</blockquote>
She added that full investigations are in progress and further comments will be available after the conclusion of the investigations.
