The Zimbabwe Republic Police has provided an update regarding the <a href="https://www.pindula.co.zw/">arrest of individuals</a> affiliated with the Zimbabwe Election Support Network (ZESN), Election Resource Centre (ERC), and Team Pachedu. They were detained on charges of purportedly disrupting the electoral process. In a statement seen by Pindula News, Assistant Commissioner Paul Nyathi, the police spokesperson, stated that the State will not contest their bail applications. Read the statement:

<h3>ARREST OF 36 SUSPECTS AND RECOVERY OF ICT EQUIPMENT INTENDED TO BE USED TO ILLEGALLY ANNOUNCE 2023 HARMONISED ELECTION RESULTS</h3>
The Zimbabwe Republic Police, on 23rd August 2023, arrested 36 suspects following a raid at various safe houses and hotel rooms set up by certain individuals and civic organisations, including the Zimbabwe Election Support Network (ZESN), Election Resource Centre(ERC) and Team Pachedu, for subversive intentions.
The arrest followed a tip-off that the said persons had set up bases and gathered equipment to use for tabulating voting statistics with the intention of unlawfully announcing election results and transmitting same to foreign country for unknown reasons. The coordinators of the information were hiding at Holiday Inn Hotel in Harare and were in the process of feeding information to a location in The Grange, Harare, where the Presidential Election results were to be have been announced using a VPN System through a so-called “Apollo” concept. The results were to be announced on 24th August 2023 at the instigation of Citizen Coalition for Change (CCC). This action was meant to preempt Zimbabwe Electoral Commission (ZEC), which is the sole constitutionally obligated board to announce election results.
The arrested persons are currently in Police custody. As the Zimbabwe Republic Police, we do not regret arresting people who engage in criminal and unlawful activities but in the spirit of promoting national harmony during our election season, the State will not oppose bail.

Police Give Update On Arrested ZESN, ERC, Team Pachedu Members

The Zimbabwe Republic Police (ZRP) has disclosed the identities of individuals associated with the Zimbabwe Election Support Network (ZESN), Election Resource Centre (ERC), and Team Pachedu. These individuals were arrested on suspicion of interfering with the current electoral proceedings. In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nyathi said:

The Zimbabwe Republic Police is disturbed by subversive and criminal activities by certain individuals and civic organisations such as Zimbabwe Election Support Network, Election Resource Centre and Team Pachedu, in relation to the ongoing electoral process in the country.
This follows the tip-off received and subsequent raid by a Zimbabwe Republic Police crack team at Holiday Inn Hotel, Harare, number 44 Downie Avenue, Belgravia, number 27 Milton Park. Harare and number 501, The Grange, Harare.
As a result, a total of 93 smart cellphones, 38 laptops, two (2) smart watches, two (2) modems, one (1) WIFI router, one (1) external hard drive, Nokia feature phone (kambudzi), one (1) printer, 1 X 24 port switch, various computer chargers, power back-up unit and headphones were recovered.
The equipment was being used to unlawfully tabulate election voting statistics and results from polling stations throughout the country. These figures were being supplied by some observers and political party agents. 
The coordinators of the information were stationed at Holiday Inn, Harare and were in the process of feeding information to a location in The Grange, Harare where the Presidential Election results were to be announced using the VPN System through the Apollo concept. The results were to be announced on 24th August 2023 as promised by Citizen Coalition for Change leader Nelson Chamisa. 
Police have arrested 41 suspects in connection with this case (see the attached annexure).
The Zimbabwe Republic Police implores individuals, syndicates and civic organizations to conduct lawful activities in line with the country’s laws. Therefore any criminal acts aimed at causing alarm and despondence among Zimbabweans will be severely dealt with in terms of the country’s laws.
Meanwhile, the Zimbabwe Republic Police urges the public to continue being peaceful as the Zimbabwe Electoral Commission finalises the voting and ballot counting process. The police reiterates that no gathering at polling stations will be allowed.
The Zimbabwe Republic Police commends Zimbabweans for the exemplary conduct and peaceful environment which characterized the pre-election and the election period. This should continue during the post-election period. Police will continue to maintain law and order in the country through patrols, blitz and general traffic enforcements.

Zimbabwe Police Disclose Identities Of ZESN, ERC, And Team Pachedu Members Arrested For "Election Interference"

The Election Resource Centre (ERC), an independent election watchdog, has denied claims made by Zimbabwe’s ruling party, ZANU PF, that it received foreign funding from the West to train election agents. The ERC stated that training election agents was not part of its mandate.
ZANU PF’s finance boss, Patrick Chinamasa, claimed that ERC and the Zimbabwe Election Support Network (Zesn) had received foreign funding to train election agents, allegedly provided by the United Kingdom, France, Australia, USAID, Sweden, the United States embassy in Harare, US-based National Democratic Institute and the European Union.
The ERC refuted these claims, stating that it was neither aware of the donation nor part of such a programme as alleged by ZANU PF. Said the election watchdog in a statement:

Unfortunately, this statement from Zanu PF is not true with regards to ERC. As ERC we, therefore, put it on record that we are neither aware of the donation nor are we part of such a programme as alleged by Zanu PF.
As a law-abiding entity, we continue striving for electoral excellence, our mission as ERC is to provide credible information, strategic services and deliberative platforms that aim to improve the quality of democracy and elections at all tiers of Zimbabwean society and Africa at large.
The ERC is a think-tank and advocacy organisation on electoral and democracy issues in Africa, having been formed following the need to deepen electoral research work in Africa that would inform effective citizen participation as well as strengthen policy engagement towards improvement of the quality of electoral and democratic practices.

ZESN, which also dismissed the claims made by ZANU PF, reiterated that it does not finance or train any political party agents as this is not part of its core business and mandate. ZESN restated that it does not provide funding or training for political party agents and does not endorse any political party or candidate in Zimbabwe. It said its core business and mandate is to promote democratic elections in Zimbabwe through domestic oversight on all electoral processes including voter registration, nomination, pre- and post-electoral environment, and polling day processes, among others.

ERC Denies ZANU PF's Foreign Funding Claim

In an interview with Daily News, Zimbabwe Election Support Network (ZESN)  Chairperson Andrew Makoni said the organisation did not endorse any election results when it published its sample based observation (SBO) results projection.
Makoni said ZESN conducted SBO in order to remove uncertainty over presidential election results by independently validating or invalidating the official presidential election results. Below is an excerpt of the interview:
<blockquote>Q: Some allege that Zesn endorsed the presidential election results, what’s your take on that?
A: Zesn as a non-partisan and impartial organization did not endorse any election result; in addition no voters were asked whom they voted for. The SBO is not an exit poll and findings of the SBO simply revealed that the official results as announced by Zec are consistent with our projections, which some may call validation. Since the SBO is based on a sample of polling stations it produces estimated ranges within which the results announced by an electoral management body should fall.
SBO projections on the presidential results were misinterpreted as an endorsement of the Zec results and some took the SBO as counter to claims by some of the contesting candidates that the election results had been tampered with.
It is important to note that the Zesn SBO could not confirm whether or not there should have been a run-off and did not pass a judgement on other electoral processes as we are still observing the post-election period. In addition, it is important in future for the media to acquaint themselves well with the numerical and sampling methodologies and seek expert views on these to enable them to report accurately.</blockquote>

We Did Not Endorse Any Election Result: ZESN

Zimbabwe Election Support Network (ZESN) Monitoring and Observation Manager Ian Goredema said the Zimbabwe Electoral Commission (ZEC) is unable to deliver a free, fair and a credible poll due to government control of the board. Goredema told journalists on an election reporting workshop in Kwekwe recently that the ministry of information controls ZEC’s website.
He also said that ZEC needs approval from the Zanu-PF government to post anything. Said Goredema:
<blockquote>ZEC is not in charge of its own website. The information is managed by the ministry of information. To post anything they need approval from the ministry. It’s not ZEC that uploads information on that site and that is one of the aspects which speaks of the so called independence of the commission.</blockquote>

Zanu-PF Govt Manages ZEC Website: ZESN

Electoral watchdog, Zimbabwe Elections Support Network (Zesn) has advised the Zimbabwe Electoral Commission (Zec) to comply fully with the Electoral Act and reveal full details about the printing of ballot papers. Zesn warned that not doing so could lead to a disputed election. Said Zesn
<blockquote>Zesn believes that adherence to the tenets of an open data policy by the commission will enhance on the integrity and transparency in the administration of electoral processes whose outcomes are acceptable to contesting political parties, interest groups and the electorate.</blockquote>
