<h2>End-of-year message by Zimbabwe Congress of Trade Unions (ZCTU) Acting Secretary General Kudakwashe Munengiwa:</h2>
<blockquote>
As we enter the festive season, the Zimbabwe Congress of Trade Unions (ZCTU) notes with regret that 2024 has been a difficult year for workers.
It is a year they would want to forget quickly and a year that can be best described as “annus horribilis”. The much-anticipated improvement to the plight of the working people did not materialize.
During the course of the year, the working people of Zimbabwe have been confronted with among others:
<ul>
<li>Lack of serious consultation on serious policy issues like the introduction of the ZiG currency</li>
<li>Unilateral devaluation of the ZiG without due care of its implications to the workers and ordinary Zimbabweans.</li>
<li>Poverty/ slavery wages that have failed to match the poverty datum line of over US$500 against a wage of around US$300;</li>
<li>Shocking price increases and over-the-roof inflation levels;</li>
<li>Punitive taxation regime on workers and Zimbabweans as a whole;</li>
<li>A health delivery system that has failed to recover from collapse and innocent Zimbabweans continue to die of treatable diseases;</li>
<li>A collapsed education system that has been characterized by chaos and constant threats of industrial action from teachers over low salaries;</li>
<li>Erratic supply of water and electricity that has decimated industrial production; Loss of jobs, high unemployment and underemployment levels;</li>
<li>Low capacity utilization in industry</li>
<li>Serious brain drain in the health sector and other critical sectors</li>
<li>Informalisation of the economy;</li>
<li>Institutional collapse, decay and corruption;</li>
<li>Endemic poverty afflicting in excess of 80% of the population;</li>
<li>Threats, arrests of trade unionists, civic leaders by a paranoid state;</li>
</ul>
Given the above, therefore there has been nothing much to celebrate in 2024 as workers continue to suffer immensely.
The economic situation has certainly not been kind to Zimbabweans. Let us take this Christmas and New Year break not to ponder on what could have been, but to ponder on what to do about it in order to improve our lives.
Workers should come back prepared to fight against economic haemorrhage as the year 2025 also looks gloomy for workers.
The Government has already put in place a highly punishing taxation regime. So desperate is the Finance Minister that his 2025 budget is hinged on brutal taxation by introducing other taxes such as Fast Food Tax, Betting Tax and Plastic Bag tax.
The Minister should realize that overtaxing a nation can have negative consequences as people will begin to think on ways to evade paying taxes; it can lead to dissatisfaction, protests, and even revolution.
Excessive taxation can also make a nation less competitive in the global market, potentially leading to reduced foreign investment.
He should also realise that excessive taxation can limit individual freedom and choice, as people have less disposable income to make their own decisions.
Ultimately, high tax rates can cause brain drain as it drives talented individuals to seek opportunities in lower-tax countries
Despite this, the ZCTU wishes you a peaceful and accident-free Christmas and New Year. Let us all meet in 2025, ready to take forward the workers’ struggle in whatever form.

Zimbabweans Groaning Under Burden Of Excessive Taxation - ZCTU

The Zimbabwe Congress of Trade Unions (ZCTU) has criticized the Reserve Bank of Zimbabwe for unilaterally devaluing the Zimbabwean Gold (ZiG) currency without considering its impact on workers and ordinary citizens.
In a statement issued on Tuesday, October 1, ZCTU Acting Secretary General Kudakwashe Munengiwa said the ZiG has been devalued by over 44%.
He said this devaluation has reduced workers’ earnings, leaving them financially vulnerable, especially as many shops charge double prices for ZiG transactions.
Munengiwa condemned the government’s reluctance to engage with workers and businesses through the Tripartite Negotiating Forum (TNF), in violation of Section 13(2) of the Constitution, which mandates the government to involve citizens in development plans that affect them. He added:

We would like to note that RBZ has been taking people for granted for quite some time now when introducing a new currency.
When it introduced the bond notes in 2016 RBZ claimed that the bond notes were adequately backed by lines of credit from Afreximbank and that the 1:1 exchange rate between the USD and RTGS$ were also backed by adequate lines of credit.
Lately, they also claimed that the ZiG was adequately backed by gold. These all have proved to be false guarantees as the local currency could not hold against the USD and other foreign currencies.
</blockquote>
Munengiwa said the government’s fiscal mismanagement and high inflation have significantly contributed to the devaluation of the ZiG, urging the government to take responsibility for the currency’s decline.
He asserted that workers are now earning in a rapidly depreciating currency that fails to fulfil basic economic functions, adversely affecting their earnings, pensions, and insurance.
Munengiwa urged employers to pay a substantial portion of wages in USD to support workers.
He also called on the government to establish a minimum wage in USD to protect vulnerable workers and ensure fair compensation to combat poverty and reduce inequality, including gender disparities.

The ZCTU is unhappy with the RBZ for reducing the value of the ZiG currency by 44%, making it harder for workers to earn enough money. The government didn't talk to workers first, which is not fair. The RBZ has made false promises about the currency in the past. The government needs to take responsibility for the currency losing value. Workers should be paid in USD to help them. The government should also set a minimum wage in USD to ensure fair pay and reduce poverty.

ZCTU Slams RBZ For Unilateral Devaluation ZiG Currency

The Zimbabwe Congress of Trade Unions (ZCTU) has condemned the recent arrests of several pro-democracy campaigners in the country.
In a statement released on August 2, ZCTU Secretary-General Japhet Moyo denounced the ongoing arrests, saying that they are intended to instil fear among the citizenry. Reads the statement:

The Zimbabwe Congress of Trade Unions (ZCTU) is seriously concerned with the reports of ongoing arbitrary arrests and alleged torture of human rights defenders ahead of the 44th SADC summit of heads of State.
Reports also indicate that on Wednesday 31 July 2024, ARTUZ General Secretary Robson Chere and three others were ejected from their plane as they prepared to fly out via the Robert Mugabe International Airport.
Chere was said to have been heavily tortured with gruesome photos circulating on social media. We call upon the state to prioritize the protection of citizens and demand timely and thorough investigations into the matter for justice to be meted out.
The right to demonstrate is a fundamental right of every citizen. We are seriously concerned with the current trend of arrests of citizens as well as human rights defenders in the country and call upon security agencies to exercise restraint and tolerance.
Even those who are arrested have a constitutional right to bail and must be brought before the courts in a reasonable time.
The current situation where people are arrested and spend months on end in detention without trial is completely unacceptable. The rule of law must be adhered to, to the later.
The ZCTU strongly condemns these arrests that are meant to instil fear in the general public. It is such behaviour which continues to tarnish the image of Zimbabwe. We demand transparency on arrests.
We demand an environment conducive to freedom of association and assembly where every Zimbabwean can discharge his or her duties without fear of being arrested, tortured or abducted.

The ZCTU is very upset about all the arrests of people who want democracy. They say that the arrests are meant to scare people. The ZCTU wants the government to protect citizens and make sure investigations are done properly. They also want people to be able to protest without being arrested. ZCTU Condemns Wave Of Arrests Targeting Pro-Democracy Activists

The Zimbabwe Congress of Trade Unions (ZCTU) has requested an urgent meeting with Central Bank Governor John Mushayavanhu to discuss the impact of the Monetary Policy Statement (MPS) on workers.
Mushayavanhu presented the MPS on Friday last week and the introduction of a “structured currency”, known as Zimbabwe Gold (ZiG) was the major highlight of the presentation.
ZiG is backed by a composite basket of foreign currency and precious metals (mainly gold) held by the Reserve Bank of Zimbabwe (RBZ).
According to a letter seen by <a href="https://www.newzimbabwe.com/trade-unions-request-urgent-meeting-with-rbz-governor-over-new-zig-currency-confusion/">NewZimbabwe.com</a> dated April 8, 2024, signed by the ZCTU secretary general, Japhet Moyo and addressed to Mushayavanhu, price hikes have eroded the majority of workers’ earnings who are now failing to make ends meet. Part of the letter reads:

The working people of Zimbabwe have already suffered immensely as wages have failed to keep pace with price hikes.
The situation has worsened rendering it practically impossible for workers across all sectors to earn the current salaries and sustain their families or be able to go to work.
In this vein, the ZCTU is requesting an urgent audience whose agenda would be to discuss and understand the Monetary Policy and its implications on workers.

According to the RBZ, on Tuesday, 09 April, the ZiG strengthened by 0.2% to 13.53 per US dollar, up from 13.56 per dollar the previous day.

ZCTU Request Urgent Meeting With RBZ Governor Over Monetary Policy Statement

The Zimbabwe Congress of Trade Unions (ZCTU) has criticised the government’s approach in dealing with illegal occupations of land and likened the eviction of villagers to the seizure of Arab land by Jewish settlers in Palestine since 1948.
This comes after the government demolished the homes of some villagers in Masvingo and Matabeleland South provinces raising fears that the nation is slowly backsliding to the 2005 Operation Murambatsvina demolitions.
Many occupants facing demolitions had settled in the areas for decades only to be arrested and prosecuted for illegal land occupation.
Speaking to <a href="https://www.newzimbabwe.com/labour-blasts-govts-zionist-approach-to-land-evictions/">NewZimbabwe.com</a> on Tuesday, ZCTU secretary general, Japhet Moyo implored government officials to be humane and desist from creating a needless humanitarian crisis. Said Moyo:

Land is a right and thus should be accessible to all individuals. In the past, we have noted the regularisation of informal settlements for political expediency.
Now that elections are over, politicians are looking the other way as if nothing is happening.
We are faced with a humanitarian crisis, we expect the government to approach the issue with cool heads.
A “Zionist” approach towards alleged illegal settlers is not a solution.

Moyo said the ZCTU stands against the perpetuation of exclusionary colonial laws adding that some villagers are being evicted by greedy political bigwigs who want more land for themselves. He said:
<blockquote>
The same laws being invoked to evict villagers are also undermining the authority of traditional leaders who settled the villagers in the first place.
These villagers were not settling themselves, but they got a go-ahead from traditional leaders and in some cases, they got a go-ahead from land officers.
The operation has exposed our government’s ineptitude. It left the villagers undisturbed for decades only to bombard them with evictions on short notice.
If our leaders have the conscience and time for some soul-searching, they will realize their errors and omissions.

On 13 February this year, the Zimbabwe Republic Police said 3 700 people had been arrested countrywide under the ongoing Government operation dubbed “No To Land Barons and Illegal Settlements on Land”.
According to the Police, 28 people were arrested in Tokwane-Ngundu Resettlement, 26 people were arrested for allegedly occupying grazing lands and distributing gazetted land to their relatives at Lazy Five Farm in Karoi, and 123 people were arrested at Enyandeni Resettlement Area, Gwanda.

ZCTU Condemns Govt's "Zionist" Approach Towards Illegal Land Occupiers

The Crisis in Zimbabwe Coalition (CiZC) has accused the Zimbabwe Congress of Trade Unions (ZCTU) of being captured by the State following the suspension of Obert Masaraure, the president of the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ).
Masaraure was suspended recently for alleged misconduct and is also accused of leaking information from ZCTU deliberations of a 27 April 2023 meeting.
In a statement, CiZC said a small clique in the ZCTU leadership has been captured by the State as part of the post-coup government’s project to establish a one-party dictatorship. It said:

The manoeuvres to capture the labour movement follow a similar pattern to what we have seen with the main opposition political party post-2017.
Indeed, it is no mistake and clearly, part of the broader scheme of the second republic under President Emmerson Mnangagwa to re-establish the one-party State project.
By allowing itself to be used in the second republic’s one-party State project, this small clique in the ZCTU leadership must be reminded that it will never have its cake and eat it.
And, indeed, the affiliate unions of the ZCTU have already shown that they will not take the victimisation of labour leaders lying down.

The ZCTU leaders flew business class and the trip was funded by the Zimbabwean government, raising speculation that Taruvinga and Moyo could have been compromised.
They informed ILO that Zimbabwe no longer had a bad human rights record, resulting in Zimbabwe being struck off the list of 24 countries with a terrible human rights and labour injustice record.

The leaders of the Zimbabwe Congress of Trade Unions (ZCTU) recently met President Emmerson Mnangagwa at State House amid criticism by the union’s affiliates of betraying the workers’ cause and hobnobbing with State officials.
<a href="https://thenewshawks.com/zctu-leaders-meet-president-amid-labour-capture-criticism/">The NewsHawks</a> reported that ZCTU leaders were accused of misleading the International Labour Organisation (ILO) at a meeting in Switzerland over Zimbabwe’s bad human rights record.
They informed ILO that Zimbabwe no longer had a bad human rights record, resulting in Zimbabwe being struck off the list of 24 countries with a terrible human rights and labour injustice record.

The NewsHawks gathered that the State House “secret” meeting was facilitated by Mavima and happened on 7 July and the ZCTU was represented by Taruvinga and Moyo.
Moyo denied that their meeting with Mnangagwa was kept a secret to ZCTU affiliates and only publicised afterwards after word had leaked. Said Moyo:

ZCTU would like to dispute that it held any secret meeting with HE the President of Zimbabwe.
Actually, the meeting being referred to was urgently called on short notice and our affiliates were thereafter briefed.
You can check our Facebook page as well as our Twitter handle to attest that there was nothing secretive about the meeting.
The matter is already on the agenda for our next formal meeting. We further informed our affiliate representatives of the upcoming TNF meeting.
The agenda of the TNF is to receive the reports of the TNF technical committees.
All this information is going to be part of our discussions when we formally meet.

A memorandum sent to members of the ZCTU’s general council by Moyo about the meeting with Mnangagwa reads:

According to the informal invitation, the purpose of the meeting was to brief HE the President on the outcome of the ILC that was held in Geneva in June 2023.
However, for social partners, the meeting created an opportunity to engage on other pertinent issues that we have always raised with the line Ministry.
Our team was therefore able to inform HE the President about the challenges workers face, the volatility around socioeconomic matters that has affected the constituency and most important we wanted to understand government policy regarding safeguarding or protecting wages and salaries in the current inflationary environment.
We also raised our concern about the functioning and effectiveness of the TNF platform which has not been able to meet regularly to attend to the issues that the platform was constituted to deal with.
Our view was that there’s no seriousness on the part of the government at the TNF to address the challenges, alternatively, they are failing to deal with the situation.
The other matter we raised was the criminalisation of the trade union work and how our affiliates have struggled to access workplaces and we were able to give examples of Chinese investments where politicians have interfered with trade union work.
We also discussed the Labour Amendment Bill and differed with the employers’ representatives who indicated their objection to its assertion by the President.
The employers appear to be putting a strong opposition to the signing of the Labour Amendment Bill and have submitted their objection to the Ministry of Public Service and social welfare.

The ZCTU’s general council recently suspended Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure over alleged misconduct.
However, the Zimbabwe Banks and Allied Workers Union (ZIBAWU) issued a statement condemning Masaraure’s suspension.
ZIBAWU said they believe Masaraure was being victimised for the speech he made on May Day as Crisis in Zimbabwe Coalition spokesperson after ZCTU leaders tried to prevent him.

ZCTU Leaders Meet President Mnangagwa Amid Labour Capture Allegations

The Zimbabwe Congress of Trade Unions (ZCTU) was this week making efforts to convene an urgent Tripartite Negotiation Forum (TNF) meeting amid rising inflation which has wiped wages.
The TNF is a platform that brings together the government, business sector, and labor unions to engage in dialogue and negotiation on socio-economic issues affecting the country.
The Zimbabwe dollar has depreciated by 647% on the parallel market since January this year and has seen its value tumble to a peak of US$1:ZW$10 000 on the parallel market last week.
Despite authorities’ decision to contain the inflation rate through a blended system, the rate jumped to 175.8% in June, up from 86.5% in May.
ZCTU secretary general, Japhet Moyo, told the <a href="https://www.theindependent.co.zw/local-news/article/200013394/hefty-taxes-wipe-out-zw-salaries-zctu-seeks-urgent-indaba-with-govt-business">Zimbabwe Independent</a> that over-taxation has pushed workers deeper into poverty. He said:

We are being ripped off. Government is taking more than a third, and we are only left with little, yet prices are rising daily. Something must be done urgently.
</blockquote>
Moyo said after the deduction of medical insurance and funeral assurance, many workers were taking home nothing and in some cases, the net can be in the negative. He said:
<blockquote>
Looking at what has happened over the past three weeks where the currency has literally crashed, wages are being wiped out by taxes.
All collective bargaining platforms have agreed to increase salaries. It means everyone, poorly paid as they are, are now in that bracket where they pay taxes.
It is unfortunate that these (income tax) reviews have to be done when government announces their fiscal policies, and workers have to wait.
It is an unfortunate situation where the poor have to pay taxes at the highest rates. We wrote to the Ministry of Public Service, Labour and Social Welfare this week requesting that we convene the TNF to look into the collapse of the currency.
We want to raise as many questions as possible. The currency has collapsed. We want to find out the measures which authorities are putting in place to protect wages. Life is now difficult for everyone at the moment.

Some economists have said the solution lies in Zimbabwe returning to full dollarisation but the Government has ruled that out, and instead, blames saboteurs for the country’s unending economic challenges.

ZCTU Seeks Urgent Meeting With Government, Business

Zimbabwe Congress of Trade Unions (ZCTU) secretary-general Japhet Moyo has said the majority of employers in the private sector cannot afford to match the recent salary adjustments set by the Government.
The Government recently approved a 100% salary increment for civil servants, with COVID-19 allowances also increased from US$200 to $250 across sectors excluding the health sector.
Moyo said in the past the private sector had been using Government salaries as a yardstick but this time, very few can afford to do that. <a href="https://www.sundaynews.co.zw/government-sets-salary-bar-too-high-private-sector/">The Sunday News</a> quoted Moyo as saying:
<blockquote>
There were different reactions to the Government’s position. Some sectors sort of followed what the Government offered its workers and some are offering a bit lower and we have not heard of anyone that is offering above that yet.
It is not always that they follow what the Government prescribes to its own employees but that has been the trend for a long time.
There are employers who believe that it is unaffordable as they source foreign currency from the black market.
Not all employers get their money from the auction system so they are worried that they may not be able to match what the Government has given for its workers from where prices are usually pegged. That’s the sentiment I am getting.
Collective bargaining has been very difficult, there are many backlogs that are there in all sectors so it looks like many of these sectors will not be able to do what the Government has done for its workers this time around.

However, economist Morris Mpala, said despite the 100 percent increase in salaries for civil servants, public workers still earn less than workers in the private sector. He said:
<blockquote>
The 100 percent salary increase is good, yes but still civil servants rank low as compared to the private sector.
It is of course in the right direction that they were awarded this increase but it does not really motivate the private sector to do much as they still remain high in terms of salary rankings.

Most of the time, civil servants rarely enjoy a salary increment because as soon as an announcement is made, shops and service providers hike prices and the exchange rate also shifts on the parallel market.

Private Sector Cannot Match Government's Salary Increment - ZCTU

Former Zimbabwe Congress of Trade Unions (ZCTU) president Peter Mutasa says the Citizens Coalition for Change (CCC) should resort to”guerrilla tactics” amid a systematic ban on opposition rallies by the Police.
CCC leader Nelson Chamisa recently said Police have banned more than 60 of the party’s rallies across the country.
Opposition activists have also been brutally attacked by suspected ZANU PF supporters during some of their campaign activities.
<a href="https://www.zimlive.com/mutasa-urges-ccc-to-employ-guerilla-tactics-amid-state-crackdown/">ZimLive</a> quoted Mutasa as saying CCC should adopt underground campaign methods to be able to canvass for votes ahead of the general elections set to be held later this year. Mutasa said:

Zimbabwe is a military dictatorship. There is no doubt that the constitution has been suspended and constitutional rights taken away.
Citizens can no longer exercise freedom of expression, association or assembly.
Opposition gatherings are banned and their leaders are detained without trial.
Journalists are arrested for exposing corruption and trade unionists are brutalized for demanding better working conditions.
Under such circumstances, the opposition must not be predictable.
It must use guerrilla tactics and underground political activities to fully exercise their constitutional rights that are being unlawfully limited by state agencies.

Former ZCTU President Urges CCC To Employ "Guerilla Tactics" Amid Systematic Rallies Ban

The Zimbabwe Congress of Trade Unions (ZCTU) has requested Public Service, Labour and Social Welfare minister Paul Mavima to respond publicly to allegations that he bought a US$350 000 Borrowdale house through the National Social Security Authority (NSSA).
Media reports claim Mavima facilitated the property deal without following due process.
In a statement dated 28 February 2023, ZCTU acting secretary-general Kudakwashe Munengiwa said:

The Zimbabwe Congress of Trade Unions notes with concern the corruption allegations relating to the purchase of a Borrowdale house being levelled against the Minister of Labour and urge him to come clean.
Mavima is accused of arm-twisting NSSA to buy him a house valued at US$350 000 while promising to pay back later after receiving his US$500 000 housing allowance awarded to Cabinet ministers.
Upon purchase, it is said the house was sold to Mavima before the property could be entered into NSSA books.
We note that funds used to purchase the said property are pensioners’ contributions and investments.
It is, therefore, prudent for the minister as the custodian of those funds to come clean on the matter.

The ZCTU is concerned that powerful individuals continue to manipulate systems to bleed NSSA while payouts and benefits remained paltry.
Contacted for comment by <a href="https://www.newsday.co.zw/local-news/article/200008483/come-clean-on-us359k-deal-zctu-tells-mavima">NewsDay</a> on Tuesday, Mavima said:
I have no comment. There is a forensic audit underway. It should remain objective and not tainted with comments from the minister.

ZCTU Demands That Minister Mavima Publicly Responds To US$350k Borrowdale House Allegations

The Zimbabwe Congress of Trade Unions (ZCTU) has condemned the Maintenance of Peace and Order Act (MOPA), saying it is still the draconian Public Order and Security Act (POSA) by another name.
Speaking at a recent workshop held in Mutare attended by representatives from government, Labour and other business representatives, ZCTU president Florence Taruvinga said all the provisions of POSA are still in MOPA. She said:

Government responded by enacting MOPA. Regrettably from a labour point of view, government simply changed the name from POSA to MOPA.
Prove us wrong because we believe that all the provisions of POSA are still in MOPA.
What worries labour most is what we see as the deliberate ignoring of what the law says for instance on the contentious issue of public gatherings.
Even POSA exempted trade unions from seeking permission for public gatherings.

MOPA Is POSA By Another Name - ZCTU

The Zimbabwe Congress of Trade Unions (ZCTU) on Thursday urged the private sector to pay workers United States dollar bonuses.
In a statement, ZCTU acting secretary general Runesu Dzimiri implored employers from the private sector to emulate the government which has started paying civil servants’ bonuses in foreign currency. Said Dzimiri:

The Zimbabwe Congress of Trade Unions (ZCTU) has noted the government initiative to pay bonuses in United States Dollars (USD) to cushion the suffering civil servants and call upon all other employers to follow suit.
In the same vein, we are calling upon all employers, including those in the private sector, to emulate the government by incentivizing their employees by giving them a well–deserved bonus after a year of hard work.
Every year most workers look forward to the 13th cheque as a goodwill gesture by employers to motivate them to work hard.
Indeed, in some companies, the 13th cheque is part and parcel of an employment contract.

ZCTU also demanded that all workers be paid in United States dollars saying all goods and services are now priced in foreign currency. Said Dzimiri:

ZCTU Urges Private Sector To Pay USD Bonuses

ZCTU has urged the government to close down schools till striking teachers return to work because of reports of students being involved in undesirable activities in schools and there is no one to chastise them because there are no teachers to control them.
This was after a video of a nasty fight in a school where students are seen fighting each other with chairs in a classroom circulated.

<div dir="auto">WEDNDESAY 7 OCTOBER 2020 is World Day for Decent Work (WDDW), a day workers across the globe stand up for decent work as they seek to build secure workplaces and better livelihoods.</div>

<div dir="auto">Trade unions under the banner of the ITUC are commemorating the day under the theme “A New Social Contract for Recovery and Resilience” to ensure the global economy can recover and to build the resilience required to meet the convergent challenges of the pandemic, climate change and inequality.</div>

<div dir="auto">A lot of work has been put in place by social partners towards the realization of decent work across the world but as we commemorate the 13th WDDW Zimbabwean workers are mourning the death of that dream. The precarious nature of employment for both public and private sector employees is a mockery to decent work. The government and employers are gradually dismantling the four pillars of decent work condemning virtually all workers into modern day slavery. Hope for economic recovery is fast fading under the clouds of corruption, mis-governance and lack of rule of law.</div>

<div dir="auto">We note that Employment Creation, Rights at Work, Social Protection and Social Dialogue have over the years been under attack and the Covid-19 pandemic has presented government and employers with lethal ammunition to disregard the pillars. Decent work deficits are deepening and the progress that had been achieved over the past decade is being decimated. Labour rights are being relegated to the periphery and massive arbitrary retrenchments have been rolled out particularly in the Hotel and catering industry. Social dialogue has been suppressed at all levels spearheaded by government which is dithering on fully constituting the Tripartite Negotiating Forum to set the tone for new social contract.</div>

<div dir="auto">Zimbabwe need a new social contract that would be central to charting the path to recovery from the effects COVID-19 as well as to building an economy of shared prosperity and sustainability but lack of political will remains a key barrier.</div>

<div dir="auto">This year, we are restricted from our usual gatherings to mark the commemorations due to the risk of spreading the virus. We will however continue to engage workers through other platforms. Our key message to workers in Zimbabwe is that the ZCTU would continue to push and demand for the realization of decent work standards, including decent wages, for workers despite the unprecedented assaults directed at it. Our demands for wages as per those workers earned as at August 2018 will remain our prime demand. We salute our nurses, teachers and all other sectors which are fighting for decent wages despite all the threats directed at them. Its time workers rally around decent work and chat a new beginning that secures a pro-poor people centred future.</div>

Govt Condemned Workers Into Slavery - ZCTU

The Zimbabwe Congress of Trade Unions has told workers to prepare for scheduled “general strikes” amid poor salaries and working conditions concerns.
The call comes barely hours after the announcement that the <a href="https://news.pindula.co.zw/2020/10/02/civil-servants-given-a-40-cost-of-living-adjustment/" rel="noopener noreferrer" target="_blank">government has announced a 40% cost of living adjustment</a>, which workers say is still insignificant. Posting on social media, ZCTU said:

Meanwhile, teachers in government schools are already on industrial action since the resumption of classes on the 28th of September.
They are vowing to boycott classes for as long as the government has not restored their October 2018 salaries.
On average, government workers are earning an equivalent of US$35, before deductions, which is way below the poverty datum line which stood at <a href="https://stateofthenation.co.zw/2020/08/11/zimbabwes-poverty-datum-line-rises-to-11-333/" rel="noopener noreferrer" target="_blank">ZWL$11 333 (USD133) as of August</a>.

ZCTU Tells Workers To "Get Ready For General Strike"

The Zimbabwe Congress of Trade Unions (ZCTU) has warned the government that the prevailing economic challenges being experienced by workers will lead to massive protests.
Speaking after the labour body’s general council meeting on Thursday, ZCTU secretary-general Japhet Moyo blamed failed governance for the ongoing hardships. ZCTU said in a statement:
<blockquote>The ZCTU is in the process of consulting structures to get a mandate for mass action in the event that the above issues are not addressed.
The ZCTU notes with great concern that notwithstanding the reduction in fuel duty, placing fuel procurement on the interbank market will result in frequent price adjustments, given the rapid depreciation of the real-time gross settlement dollar (ZWL$) on both the interbank and parallel markets.
The upward adjustments in fuel prices will have knock-on effects on the prices of basic goods and services, worsening the impact of the already depreciating exchange rate on the general level of prices.</blockquote>
The ZCTU is demanding that the lowest paid worker in Zimbabwe should get north of US$600.00.
The Labour body also demanded the immediate convening of the Tripartite Negotiation Forum (TNF). It said:
<blockquote>The ZCTU demands that an urgent Tripartite Negotiation Forum be convened to discuss the State of the economy and the way forward.
Contrary to the Constitution, this government has a tendency of announcing policies without consultations as required by section 13(2) of the Constitution. We reserve the right to approach the courts for redress.</blockquote>

ZCTU Warns Govt Of Mass Protests

The government has been blasted over plans to scrap what it considers useless degrees.
State Media reports over the weekend revealed that the government through the Zimbabwe Council for Higher Education (ZIMCHE) will soon confine some degrees at state universities to the dustbin.
In responses to the reports, Zimbabwe Congress of Trade Unions (ZCTU) western region chairperson Ambrose Sibindi said they could challenge the legality of such a move. Said Sibindi:
The government approved these degrees and citizens invested money on the same, as they paid huge sums of money on fees. Some people are already in employment having used those degrees, the question is what is their fate now? They are in danger of losing their jobs or losing chances of promotion.
