The Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, has accused some online publications of peddling falsehoods on strategic and operational matters at the Zimbabwe Broadcasting Corporation (ZBC) saying they are bent on tarnishing the image of the Government.
In a statement issued on Friday, 17 May, Muswere said the deployment of staff at ZBC is the responsibility of the organisation’s Board and Chief Executive Officer. He said:

The ministry wants to make it clear that the Board and the Chief Executive Officer are responsible for the management of the ZBC in accordance with the Public Entities and Corporate Governance Act. The deployment of staff at ZBC is therefore the responsibility of the Board and CEO.
I call upon all media practitioners to exercise their duties within the confines of Section 61 of the Constitution and the Cyber and Data Protection Act.
I also encourage the media to adhere to the ethics of journalism which include truthfulness, accuracy, authenticity and objectivity.

This statement comes after the ZBC Board on Tuesday, 07 May, announced the appointment of Charles Munganasa, a ZBC board member, as acting CEO.

The Zimbabwe Broadcasting Corporation (ZBC) on Tuesday, 07 May, announced the appointment of Charles Munganasa, a ZBC board member, as acting CEO.

The appointment of a ZANU PF activist as acting ZBC CEO raises questions about the national broadcaster’s impartiality, especially after the government announced plans to raise US$100 million for the ZBC annually.
The Cabinet recently approved amendments to the Broadcasting Services Act which will compel motorists to buy radio licences from ZBC whenever they renew their vehicle licences.
If the amendments are passed by Parliament, it will become mandatory for motorists to first pay a US$92 annual licence fee for car radios before acquiring vehicle insurance cover or policy unless there is an exemption from the ZBC.

ZANU PF Youth Leader Appointed Acting ZBC CEO

The Zimbabwe Broadcasting Corporation (ZBC) has issued a 90-day ultimatum to its former employees, instructing them to vacate certain apartments where they have resided for decades, ostensibly to facilitate renovations.
However, the ownership of these apartments is currently under legal dispute. The ex-employees assert that they purchased the units through a credit scheme back in the 1990s. The matter is still pending before the courts.
In a letter seen by <a href="https://www.newsday.co.zw/local-news/article/200024349/zbc-ex-workers-fight-over-apartments">NewsDay</a>, ZBC’s investment executive, James Chiwera, communicated to the occupants that they must vacate the premises. He said:

Please be advised that the ZBC will be embarking on extensive renovations of the Hatley House in line with the corporate strategy as well as to comply with the City of Harare’s public health bylaws.
As a result, the contractor will be commencing exterior works effective January 29, 2024. You are given 90 days notice period to vacate the premises.

One of the former ZBC employees told NewsDay that they believe the courts will rule in their favour. He said:
<blockquote>
For decades, these haven’t just been flats, they have been our homes.
Many of us have raised our families here and built our lives within these walls.
We are more than happy to cooperate with reasonable upgrades.
But surely, alternative solutions can be found without pushing families onto the street, especially during a housing crisis.

In an affidavit, Onias Gumbo, the former ZBC director of marketing, administration, and finance, revealed his pivotal role in creating an employee credit union.
He said that under this scheme, each employee made monthly contributions to collectively purchase properties of the flat.
According to Gumbo, some of the properties acquired in Harare include Copper Queen, Dick King Didsbury, Sendton Court, and the contested Hatley House.

ZBC Orders Ex-workers To Vacate Apartments

The Zimbabwe Broadcasting Corporation (ZBC) Board of Directors has given the company’s former chief executive officer Adelaide Chikunguru 48 hours to make a formal report concerning her claims on social media of unfair dismissal.
ZBC said if Chikunguru fails to make the report within the prescribed period, it reserves the right to approach the High Court for a decree of perpetual silence on her part.
Chikunguru was suspended by the ZBC board on 28 February pending a hearing into acts of misdemeanours but she tendered her resignation two days later before the internal process could take place.
After she resigned, Chikunguru alleged on social media that she was forced out of her job through victimisation for spurning Information Minister Jenfan Muswere’s sexual advances.
In a statement issued on Tuesday, 12 March, the ZBC board threatened to take legal action in response to the allegations. Reads the statement:

On 28th February 2024, the Board of Directors (“the Board”) of the Zimbabwe Broadcasting Corporation (“the Corporation”) suspended the former Chief Executive Officer of the Corporation, Ms. Adelaide Chikunguru. The Board did not make public the details of the allegations against the former CEO.
Subsequently, on the 1st of March 2024, the former CEO resigned and thus closed the door on an independent and impartial investigation of the allegations. The hearing panel would have consisted of a retired judge of the Supreme Court and two senior legal practitioners, each of more than twenty years standing. The presenter of evidence would have been a senior advocate in private practice.
Thereafter, the former CEO has resorted to social media to suggest that the charges were trumped up in pursuit of a personal and politicised agenda by certain named individuals. Privileged documents of the Corporation have been made public and out of context, to drive a misleading narrative that has caused immeasurable reputational and financial prejudice to the Corporation and its stakeholders. The use of the privileged documents, albeit out of context, is contrary to her contract of employment and the relevant legislation.
Her social media statements, whilst apparently targeted at specific individuals, have scandalised the Corporation, its Board, and critical Stakeholders. Specifically, the suggestion is that the Board has abdicated its fiduciary duty to the Corporation and is acting at the whim of the Minister and the Board Chairman. The suggestion is made further, that the Corporation is unable to meet its obligations to key Stakeholders. Name-dropping has been central in this sustained and unmitigated assault on the Board, the Corporation, and its key Stakeholders.
The Board registers its grave concern with the sustained, protracted, unmitigated and continuing onslaught on the Corporation, its key Stakeholders, and the associated reputational risk.
The Board publicly asserts its fiduciary responsibility to the Corporation and takes strong exception to Ms. Chikunguru’s insinuation that it has abdicated its fiduciary obligations and oversight role over the affairs of the Corporation.
The Board publicly asserts that the narration regarding its capacity to meet its obligations to both internal and external stakeholders is false and has no basis whatsoever.
The Board reassures its valued stakeholders that the Corporation remains committed to its core mandate within the dictates of sound corporate governance.  The Board will remain focused on what it has to do in the public interest.
The Board makes it categorically clear that at no time did Ms. Chikunguru raise with the Board, as she should have done, what she is now raising in the public domain.
The Board advises Ms Chikunguru to pursue her claims, if any, through the due process of the law and notes her continued suggestion that her lawyers have been briefed. The Board publicly states that there is no substance in the allegations against the Board and the Corporation. To this end, the Board invites her to execute her threats of resort to law against the Corporation within the next forty-eight (48) hours. In the event that she does not do so, the Board reserves the right to approach the High Court for a decree of perpetual silence calling upon her to bring the threatened legal action or forever keep her peace. This decision is necessary to protect the continuing harm to the Corporation’s interests and those of its Stakeholders.
The Board wishes to emphasise that her resignation has not ended the investigation of the issues that led to her suspension. She will be made to account in terms of the law for any loss, potential or real, of assets or other forms of prejudice that the Corporation may have suffered because of her alleged misconduct. Neither her resignation nor her media statements will stop or derail the Board from completing its investigation and taking the necessary legal steps to protect the Corporation’s interests and recover any lost value or assets.
The Board reserves the right to protect and preserve the integrity of its confidential documents and to protect the Zimbabwe Broadcasting Corporation and its valued Stakeholders to the fullest extent permissible at law.

ZBC Gives Former CEO Adelaide Chikunguru 48-hour Ultimatum

Zimbabwe Broadcasting Corporation (ZBC) reporter Hector Murombedzi has died.
He was 53.
Murombedzi died at the Suburban Medical Centre in Warren Park, Harare on Monday afternoon (15 January), <a href="https://www.zbcnews.co.zw/?p=19386https://whatsapp.com/channel/0029VaFJjZCHLHQevjfdaY1F/169">reported ZBC News</a>.
He joined ZBC in 1997 as a camera person before he was assigned to be sub-editor on the radio news on the English desk.
Murombedzi later joined the reporters’ pool where he was appointed Mashonaland Central Province Bureau Chief.
He then retraced his footsteps to the Radio News Desk as Sub-Editor, a position he held until his death.
Mourners were gathered at House Number 5-27th Crescent, Warren Park 1, Harare.
Murombedzi is survived by his wife Joyce and two children.

ZBC Journalist Hector Murombedzi Has Died

The Zimbabwe Broadcasting Corporation (ZBC) has apologised to the nation and vowed to take disciplinary action against its presenters who made tribal remarks on air.
Last Wednesday on Good Morning Zimbabwe, presenters, Farai Juliet Magada and Victoria Manase claimed that the 19th century Ndebele King Lobengula Khumalo sold the country’s mineral resources to colonialists for sugar and that colonialism was justified to some extent.
In a statement, ZBC Acting Permanent Secretary for Information, Publicity and Broadcasting Services, Jonathan Gandari said the remarks made by the presenters do not represent the views of the public broadcaster. Read part of the statement:

The Zimbabwe Broadcasting Corporation (ZBC) extends its apologies to the people of Zimbabwe, and its audiences regarding the inappropriate remarks made by the presenters of Good Morning Zimbabwe on Wednesday, 3rd January 2024.
The National Broadcaster places it on record that the said remarks do not represent the views of the ZBC.
ZBC holds great respect for all the people of Zimbabwe, as well as the valorous history of our forefathers in defending their land, humanity, and dignity.
Furthermore, ZBC assures the nation that it upholds a comprehensive Editorial Policy that places national interests at the forefront of all content.
Concurrently, appropriate disciplinary measures are being taken against any individuals found to have violated the Standard Operating Procedures and Editorial Policy of the national broadcaster.

A video clip of the presenters has now gone viral with them discussing historical issues about the end of apartheid in South Africa in 1994.
The discussion, which they described as trivia, focuses on South Africa, colonialism and slavery.
During the discussion, the presenters made the remarks that sparked outrage and reportedly resulted in their suspension pending further disciplinary action.

ZBC Apologises Over Tribal Remarks, Vows To Take Disciplinary Against Presenters

President Emmerson Mnangagwa has appointed a new Zimbabwe Broadcasting Corporation (ZBC) board which will be chaired by Helliate Rushwaya.
Rushwaya was on the previous ZBC board and is the only former board member who has been retained.
Acting Permanent Secretary for Information, Publicity and Broadcasting Services, Jonathan Gandari announced the appointment of the new ZBC board via a statement issued on Wednesday, 10 January.
Other members of the new ZBC board are Advocate Lewis Uriri, Chipo Nheta, Precious Charandura, Charles Munganasa, Henry Mukono and Naneti Silikuni.
The appointment of the new ZBC board comes after the Minister of Information, Publicity and Broadcasting Services Jenfan Muswere fired the Josaya Tai-led board over several key performance, oversight and corporate governance issues at ZBC, as well as the tribally divisive remarks by the two female ZTV presenters.
The sacked ZBC board, chaired by Tai, included Thomas Bvuma, Tsitsi Dangarembizi, Helliate Rushwaya, Dorothy Mabika, Devnanda Popatla, Reverend Thompson Dube and Brian Mutangandebvu.
In 2023, Mnangagwa appointed Martin Rushwaya as the new Chief Secretary to the President and Cabinet. He took over from Misheck Sibanda who retired.

Mnangagwa Appoints Rushwaya As Chairperson Of New ZBC Board

The Zimbabwe Broadcasting Corporation’s Radio Zimbabwe, in collaboration with various organisations, organised a march in Harare to raise awareness about gender-based violence (GBV). Participants, including the Zimbabwe Republic Police, musicians, and civic organisations, emphasized the importance of educating society about the harmful effects of GBV.
Radio Zimbabwe presenter, Thabani Gambiza, highlighted the need to engage with people and make them understand that GBV affects everyone. She said:

As broadcasters, we have had several programmes but it’s key to get in touch with the people as we did and make them understand that GBV is killing girls, women, men and generations.
</blockquote>
Gospel artist Petronella Piwa encouraged fellow artists to use their influence to fight against GBV. The Zimbabwe Republic Police (ZRP) emphasised the significance of partnerships in addressing GBV cases.
Population Service Zimbabwe emphasized the importance of enlightening communities about GBV, particularly in areas like Mbare where such cases are prevalent. The Zimbabwe Broadcasting Corporation, represented by National FM Station Manager Isaac Munzabwa, highlighted its commitment to raising awareness about GBV through various programs and news items. He said:

Gender-based violence (GBV) refers to harmful acts inflicted on individuals based on their gender. It encompasses physical, sexual, emotional, and economic abuse. Signs of GBV include physical harm, sexual assault, verbal insults, economic control, and social isolation. While women, girls, and marginalised groups are often disproportionately affected, men and boys can also be victims. It is vital to create a safe and supportive environment that recognises and addresses the experiences of all individuals affected by GBV, seeking assistance and support for both men and women impacted by GBV.

ZBC, ZRP, Musicians And Civic Organisations March To Raise Awareness On Gender-based Violence

An opposition Member of Parliament (MP) says the Zimbabwe Broadcasting Corporation (ZBC) licence fees should be scrapped because the broadcaster is biased in favour of ZANU PF.
Speaking at a media policy dialogue hosted by the Media Alliance of Zimbabwe (MAZ) in Harare, Binga North MP Prince Dubeko Sibanda (CCC), said:

The ZBC licence fees are no longer fit for purpose. Citizens cannot continue to fund ZANU PF propaganda.
I would rather have the ZBC privatised and join other parastatals in the Mutapa (Investment) Fund or be funded directly at ‘Shake Shake’ building (ZANU PF headquarters).
</blockquote>
However, speaking at the same event, the Director at Gender and Media Connect (GMC), Patience Zirima, said while ZBC needs to be reformed, scrapping licence fees is not the solution. She said:

Let us be careful not to throw away the baby with the bath water. We must consider that ZBC covers all languages, which is a positive thing outside politics.

MAZ convened the policy dialogue to consider priority issues for the 10th Parliament and to try to influence the policy agenda for the recently appointed Information, Publicity and Broadcasting Services minister Jenfan Muswere.

Scrap ZBC Licence Fees - CCC MP

The director of radio services at ZBC, <a href="https://www.pindula.co.zw/Robson_Mhandu/">Robson Mhandu</a>, has been suspended following allegations of sexual harassment. Mhandu reportedly demanded sexual favours from a female presenter, Farai Juliet Magada, in exchange for approving her transfer request.
Audio recordings and WhatsApp messages shared as evidence suggest that Mhandu used his position of power, and threatened to send Magada back to Bulawayo if she refused, <a href="https://www.zimlive.com/zbc-suspends-robson-mhandu-in-bombshell-sexual-harassment-probe/">ZimLive</a> reported. He referred to Magada also known as Farie Jules as his wife and constantly pestered her for sex.
He told her that she needed to “motivate me by work and number two, the obvious… it’s a combination of the two.” Mhandu told Magada in an audio recording of their meeting in his office at Pockets Hill:

Tell me if you don’t want to do it and you’ll go back to Bulawayo.
</blockquote>
When Magada asked Mhandu if her transfer should depend on sex, he told her that “we don’t separate the two.” He threatened:
<blockquote>
I will send you to Bulawayo, I have the power.
In our tradition one mustn’t give their woman space. Shumba (lion) is a military management animal, no letting go, never ever.
</blockquote>
Magada asked Mhandu if giving him sexual favours guaranteed her transfer, and he responded:
<blockquote>
It’s one million percent guaranteed… Remember you moved from Khulumani FM to Classic 263 on my signature MaMoyo. Your talk of guarantees is purely a sign of disrespect from a typical Zimbabwean woman.
</blockquote>
Mhandu repeatedly used terms of endearment like “honey,” “darling” and “sweetheart” while persistently pressuring Magada for sex through WhatsApp. 
During their meeting, Mhandu expressed concerns about Magada’s work performance stating that she was only employed because of his protection and support. Mhandu referred to himself as a lion and insisted that work and personal matters cannot be separated and urged Magada to “do the right things right“.
After Magada firmly rejected Mhandu’s request for sexual favours on WhatsApp, Mhandu angrily responded by abruptly closing the topic. He declared:

Case closed, no further discussion on this issue. It’s now work and work. SIMPLE.
</blockquote>
When he was at ZIMRA and the Zimbabwe Open University, Mhandu also faced similar allegations of misconduct.
During a workshop attended by information minister Jenfan Muswere, sexual harassment in the media industry was discussed, with efforts made to develop a common policy for media workers. The minister said the government views sexual harassment as a violation of human rights that affects everyone.
ZBC CEO Adelaide Chikunguru claimed to be unaware of Mhandu’s suspension, but an insider accused her of lying. The insider told ZimLive:

She’s lying. She has always thought Mhandu wants her job, she’s careful not to be seen as instigating his downfall.
</blockquote>
According to ZBC workers who spoke to ZimLive, Mhandu has a long-standing history of demanding sexual favours from female subordinates. One anonymous employee said:
<blockquote>
This is just a tip of the iceberg. The ZBC should actually be conducting a wider inquiry, led by an independent panel. What they will find is a sickening sexual bullying culture that has permeated the organisation for many years.
</blockquote>
Despite the substantial evidence, Mhandu plans to contest the charges during an upcoming internal disciplinary hearing.

ZBC Director Of Radio Services Robson Mhandu Suspended Over Sexual Harassment Allegations

A senior government official has said opposition CCC party leader Nelson Chamisa will not get equal coverage with President Emmerson Mnangagwa from State-controlled media because the latter is the Head of State, <a href="https://www.newsday.co.zw/local-news/article/200015349/govt-scoffs-at-chamisas-demands-for-fair-media-coverage">reported NewsDay</a>.
Speaking during a workshop on elections and the media in Bulawayo last week, Information, Publicity, and Broadcasting Services deputy minister Kindness Paradza said CCC should wait until it takes over power to enjoy unfettered public media coverage. He said:
<blockquote>
Accept reality. We cannot equate President Mnangagwa and Mr Chamisa. He is the Head of State and government and we should not expect ZBC to treat them equally.
In the unlikely event that he (Chamisa) will become the next government, you will see what I am talking about.
So can you just relax until you are in government and you will see what we are talking about?
</blockquote>
The workshop was organised by the Ministry of Information and attended by journalists and representatives from CCC, MDC-T and ZANU PF.
Information Ministry director for media services George Chisoko said:
<blockquote>
The question here is about Mnangagwa being a president of ZANU PF doing ZANU PF work and being the Head of government.
Now there are stories we see on television where President Mnangagwa is doing government business, there is no way we can ignore that he is doing government business and, therefore, he will be covered.
</blockquote>
The state-owned television channel, ZBC TV has been providing live coverage for Mnangagwa’s campaign rallies while Chamisa has been denied the same opportunity.
Section 155 of the Constitution stipulates that State media must provide all political parties and candidates contesting an election with fair and equal access to electronic and print media.
Meanwhile, Paradza said public broadcasters have denied CCC airtime because opposition party leaders instigate hate speech. He said:

ZBC charges for the outside broadcasting, the live broadcasting that you are talking about. If you want you can approach ZBC and you pay for that.
If you want your rallies to be covered as live events you can approach ZBC they will tell you the charges.
But this is an election period, and the charges have been reasonably reduced.

ZBC Won't Treat Mnangagwa, Chamisa Equally - Govt

The Government has said ZANU PF pays the Zimbabwe Broadcasting Services (ZBC) for all rallies that are broadcast LIVE on ZBCtv.
Ndavaningi Mangwana, the permanent secretary for the Ministry of Information, Publicity and Broadcasting Services said the opposition CCC party should pay ZBC for live coverage of its rallies.
He made the remarks while responding o a statement issued by CCC on Tuesday, 25 July alleging State media bias in covering political events. Said Mangwana:

Govt itself pays for the National Heroes Galas that also benefit from live broadcasts.
We call upon everyone to support our National institutions in their commercial efforts to avoid turning into fiscal burdens to the taxpayer.

Mangwana repeated the claim on Wednesday as he responded to journalist Mduduzi Mathuthu who had queried why ZBC refuses to broadcast CCC rallies. Said Mangwana:

If they pay for live broadcasts, the broadcaster will oblige the request. It’s a commercial arrangement.

Mathuthu responded by saying that in neighbouring South Africa, SABC does not charge the ruling ANC party, or opposition parties such as EFF and DA to show their live rallies. He said:

That’s where the “public broadcaster” comes in. SABC does not charge EFF, DA or ANC to show their live rallies. You will remember that ZBC forces us to pay the licence fee, and in turn, the public – in their varied interests – expect the ZBC to be fair and balanced, which they are not.

ZANU PF Pays ZBC For Live Coverage Of Rallies, Says Mangwana

Ndavaningi Mangwana, the permanent secretary for the Ministry of Information, Publicity and Broadcasting Services, has responded to a statement issued by CCC on Tuesday, 25 July alleging State media bias in covering political events.
Mahere said that “it is a matter of public record that ZBC refuses to give any independent or fair coverage to the CCC” leader Nelson Chamisa.
She was responding to claims by the Deputy Information Minister, Kindness Paradza, that the opposition is “refusing to take up airtime on ZBC.”
Posting on Twitter, Mangwana said the Government has directed ZBC formally respond to the CCC public statement so that issue is resolved amicably. Said Mangwana:

The Public Broadcaster is independent of Govt and has its own board, management and editorial team as well as policy.
We support them with policy directions, resource advocacy, and parliamentary accountability. We have since asked them to formally respond to the CCC public statement so as to correct any misunderstandings which may have arisen between the parties.
The ZBC have assured us that they will issue a statement in the spirit of public institution accountability. 
The position of Govt is that;
-the Public Broadcaster is there to serve all. This includes all political parties, all natural or juristic persons.
From our preliminary inquiry, we have been made to understand that, there are challenges with bringing CCC people on air as they either don’t want to come to programs or they have internal contradictions which give them a challenge in deciding who should moderate or appear on a program and how the program should be structured.
This sometimes leads to indecisions on who should attend a program on their behalf and the embargoing of others from attending.
The Public Broadcaster tries to avoid getting involved in these internal contradictions which sometimes lead to the party not being represented at all in spite of ZBC’s efforts at having equitable representation of all players.
When it comes to the airing of CCC adverts, the ZBC reports that CCC leadership has an “unrealistic” expectation that ZBC should do the commercial productions for them.
This is a misunderstanding of the public broadcaster’s role. The CCC party needs to have its own creatives to do its productions just like Zanu PF.
The ZBC is a broadcaster and not an advertising agency and would appreciate completed productions and of course commensurate payment for the purchased airtime.
May we take this opportunity to point out that Zanu PF pays for all the rallies that are aired live on television.

Govt Orders ZBC To Respond To CCC Allegations Of Bias

The Government has said opposition political parties in the country are reluctant to utilise free airtime that the Zimbabwe Broadcasting Corporation (ZBC) provides them to reach out to potential voters, reported <a href="https://newziana.co.zw/2023/07/24/opposition-parties-not-taking-up-free-broadcast-air-time/">New Ziana</a>.
Deputy Minister of Information, Publicity and Broadcasting Services, Kindness Paradza said that ZBC has slots such as the Ballot, the Candidate, the Manifesto, and the Constituency Indaba for all political parties on all four radio channels and television stations to deliver their messages free of charge.
Paradza made the remarks while addressing diplomatic missions accredited to Zimbabwe and observer groups on the country’s preparedness for the upcoming harmonised elections. He said:

However, let me tell you esteemed ambassadors and also observers, most of the opposition political parties don’t want to utilise this free airtime, they refuse.
I am sure you ambassadors have watched television news and where reporters are saying please we need to interview you the parliamentary candidates, local authority candidates, come and say out your manifesto, but they have refused some of them, and only a few have come forward.

Paradza urged opposition political parties to come forward and utilise the free airtime as ZBC was a national and public broadcaster.
He also claimed that through its radio and television stations, Zimpapers had also come up with free airtime slots for the benefit of all political parties.

Govt Says Opposition Parties Refusing To Utilise Free Broadcast Airtime On ZBC

The Zimbabwe Broadcasting Corporation (ZBC) has said it is complying with the national constitution and the Electoral Act by availing airtime to all political parties ahead of the upcoming general elections.
ZBC Director Radio Services, Robson Mhandu, on Tuesday, said ZBC is offering free and paid-for airtime to presidential and national assembly candidates.
Mhandu made the remarks at a National Media Indaba on the 2023 general elections in Mutare where he was representing ZBC chief executive officer, Adelaide Chikunguru. <a href="https://zbcnews.co.zw/2023/07/11/national-broadcaster-avails-airtime-to-all-political-players/">He said</a>:

We have put in place a quality assurance committee that will be looking at all our products.
The committee is comprised of experts from the company and other professionals.
With regard to the issue of airtime, our motivation is to give equal airtime to all the approved candidates through due process.
We have the issue of equitable airtime for National Assembly members. We may not be able to give everyone individual airtime, but our strategy has been through discussion programmes.
Those who are able to attend will have the pleasure of having the ZBC accorded airtime but if they don’t come, it’s bad news.
We have tried to persuade you by advertising that we have your airtime at your disposal, please come to the discussion programmes on the radio in the language which you prefer.
We also have products like poems, jingles and songs so that we give coverage to everyone, leaving no one and no place behind. Our programming schedules have been availed to the authorities.
There is the issue of paying for airtime at reduced rates, not for profit and we abide by that.
We have also planned and put in place recording centres for the convenience of political parties.
We have recording facilities at Pockets Hill, Mbare Broadcasting Centre, Central Radio in Gweru, and Montrose in Bulawayo.
We also have bureau centres in all the provincial capitals for political players to choose the most convenient places.

Zimpapers Editorial Executive, William Chikoto said they had been planning for the elections and are giving free airtime and discounted rates of up to 70 percent “to all political actors.”
In June 2019, High Court judge Justice Joseph Mafusire ruled that ZBC and Zimpapers acted unconstitutionally during Zimbabwe’s 2018 Elections as they failed to provide a fair opportunity for the presentation of divergent views and dissenting opinions.

We Have Availed Airtime To All Political Players - ZBC

The Zimbabwe Broadcasting Corporation (ZBC) on Thursday launched a new television transmission system that improves the quality of its content aired on DStv platforms, reported <a href="https://newziana.co.zw/2023/06/30/zbc-launches-new-tv-transmission-system/">New Ziana</a>.
The quality of the ZBC TV channel on DStv has been poor despite the content being produced by the State broadcaster with high-definition quality.
The poor quality was due to the use of aging analogue transmission networks by third parties.
As a result, the ZBC feed had to be downgraded from high definition to standard definition and analogue formats before contribution to DStv.
In a speech read on his behalf at the launch, ZBC board chair Josiah Tayi said the upgrade on the DStv transmission system improved the quality of service to customers. He said:

Our viewers have been experiencing poor picture quality for far too long, and we have heard their complaints loud and clear. But I am pleased to report that those days are now behind us.
With the new DStv contribution system, ZTV’s picture quality has improved dramatically, from poor to HD clear.
Our audience can now enjoy watching their favourite programs in crystal-clear quality, just like the other channels on the DStv platform.
At ZBC, we are committed to bringing quality content to our audience, and we recognize that this is only possible if we have the right technology to support it.
Our partnership with MultiChoice has been instrumental in providing us with the necessary tools to deliver on this promise.
In the past, the picture quality of ZTV on the DSTV platform was painful to watch, while other channels were clear.

ZBC chief executive officer Adelaide Chikunguru said the system was aimed at facilitating the direct transmission of digital signals from ZBC to DStv.
She said the total cost of the system was approximately US$80 000. Said Chikunguru:

Tremendous quality improvements were observed, and we have received positive feedback since the system went live.

ZBC is the state-owned broadcaster in Zimbabwe and like the Rhodesian Broadcasting Corporation (RBC) before it, it has been accused of being a government mouthpiece with no editorial independence.

ZBC Launches New Television Transmission System

ZBC News photojournalist Idah Mhetu has died. Details about her passing away are, however, still sketchy.
Mhetu’s death was confirmed by the permanent secretary of the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana on Sunday morning. He tweeted:

ZBC Photojournalist Idah Mhetu Has Died

The Zimbabwe Broadcasting Corporation (ZBC) has acquired a licence from the Broadcasting Authority of Zimbabwe (BAZ) to open a new television channel.
In a public notice, ZBC said the new channel will be called Zimbabwe National Television (ZNTV). Reads the notice:

ZBC Granted Licence For New TV Channel

A Zimbabwe Broadcasting Corporation (ZBC) senior reporter Tendai Munengwa and an intelligence officer, Henry Kachere, appeared in court over the weekend after they allegedly extorted businessman and ZANU PF councillor Scott Sakupwanya.
<a href="https://www.hmetro.co.zw/duo-nabbed-for-extorting-top-businessman/">H-Metro</a> reported that Munengwa and Kachere appeared before magistrate Yeukai Dzuda who remanded them in custody to Saturday, 11 February for bail considerations.
Prosecutors said the two men connived to extort money from Sakupwanya by threatening to expose some sensitive classified information of some illegal gold dealings they allegedly claimed were happening at his company, Better Brands Jewellery.
Better Brands was recently ordered to suspend its operations at Redwing Mine in Penhalonga, by the Environmental Management Agency (EMA), following reports of the deaths of scores of artisanal miners.
It is alleged that before implementing their plan, Munengwa approached Sakupwanya and demanded US$25 000 so that he could bring the documents and cause their destruction upon payment.
Sakupwanya is alleged to have indicated that he could afford US$15 000.
Munengwa allegedly accepted the money and indicated he was going to bring the CIO officers handling the matter to his offices on 9 February.
On the same day, the police obtained a trap authority and Sakupwanya gave the money to Tozivepi Milward, his security officer, to give the money to the two.
It is further alleged that Munengwa and Kachere went to Better Brands offices in Greendale where Kachere showed Milward the file, which they claimed contained incriminating information.
Milward then handed over the trap money to Munengwa who received it and took possession of the cash.
The police reacted promptly and arrested the two at the scene and recovered the trap money from Munengwa.

ZBC Senior Reporter, CIO Officer Arrested For Extorting ZANU PF Councillor

Zimbabwe Broadcasting Corporation (ZBC) employees have appealed to the government to pay half of their salaries in foreign currency as most basic services such as rentals are now pegged in USD.
ZBC workers committee chairperson Maushe Mutetepi on Thursday, 02 January appeared before the Parliamentary Portfolio Committee on Information, Media and Broadcasting Services.
He told Parliamentarians that the minimum wage at ZBC was $188 000.
Mutetepi also said that ZBC has now become a training ground for other media houses as it is losing experienced workers at an alarming rate. He said:

Staff retention and understaffing are serious issues. Last year, 50 employees left ZBC. From our engineering department, eight left.
Some are on exit as we speak and the major reason is remuneration. They are just using their leave days.
When you look at what others are getting elsewhere and across the border, you will see that mine is just a title with empty pockets.
It’s a title to say he is an engineer at ZBC, but what do you have to show for that?
With the proliferation of broadcasting houses, ZBC is just being used as a training ground.

ZBC Workers Demand USD Salaries And Farmland

The Zimbabwe Broadcasting Corporation (ZBC) has refuted reports claiming that it has banned Winky D’s latest album titled Eureka from being played on its platforms.
The album is considered by some commentators to be critical of the government.
In a statement issued on Wednesday, 04 January 2023, the public broadcaster said:

The Zimbabwe Broadcasting Corporation has noted with concern unfounded messages circulating on various social media platforms alleging that there has been a ban on Winky D’s songs on the ZBC platforms.
ZBC is a public broadcaster and is guided by the philosophy of leaving no one and no place behind.
It should be categorically stated that we do not discriminate against any music artists.

ZBC Hikes TV And Radio License Fees

Paidamoyo Muzulu writing for the Newsday said Zimbabwe was in need of another ZBC or ZBC has to do better and reform and start pushing for content interesting to viewers. Muzulu made the following argument as to why Zimbabwe is in need of another broadcaster:
<blockquote>The six new television stations Fair Talk Communications, Jester Media, Acacia Media, Channel Dzimbahwe, Rusununguko and Zimpapers Television Network are entering a saturated television market. We have so many established private players in the sector MultiChoice’s DStv and Open View Decoder.
Econet’s KweseTV came and fumbled before it exited the market within a short space of one year. In simple terms, the new licence holders have not to be only innovative in their programming, but also have deep pockets to survive the television broadcasting jungle.
The Zimbabwean audience would be the biggest losers as the private players go head-to-head in search of commercial interest, not public interest. This is the moment that ZBC has to reinvent itself and become a real public broadcaster.
The closest we have of a national public broadcaster is the BBC. This is a tall order for ZBC to implement that model after 40 years of behaving like an appendage of Zanu PF or government. It is a State broadcaster and should just do that.
Public broadcasting model is anchored on showing the plurality in the State, deal with divergent issues in an impartial way and pursue issues that are of public not commercial interest.
In other words, news bulletins should be impartial, talk shows should reflect the diversity in the country, all national events including sporting events should be aired on national TV at no cost to the public. The ruling party and opposition parties should have equitable access to and coverage from the national broadcaster.
The public broadcasting model is hinged on financing from listeners’ licence fees and government grants from the taxpayer funds.
It should not be worried about having sponsored programmes for its sustainability and more importantly, the ruling party and government officials should stop abusing the national broadcaster as their lapdog or praise singers.
If ZBC does not change course, it would be a great disservice to the people of Zimbabwe and abuse of public resources. New management and staff who understand and appreciate public broadcasting model should join the national broadcaster. All Zanu PF imbedded journalists at the State broadcaster can join any of the newly licensed party associated broadcasters and push their commercial interests.
It is important therefore that we have a new ZBC. We need a new deal. ZBC has to reform and restructure and change its ways since its formation of being a mouthpiece of ruling parties and assume a national outlook.
Citizens should demand more and hold to account the national broadcaster, the extended honeymoon should be over.</blockquote>
ZBC has for time immemorial been accused of biased news coverage and sidelining other political parties except for the ruling party.

OPINION: Zimbabwe Needs A New ZBC  - Newsday

A worker at the Zimbabwe Broadcasting Corporation (ZBC), Pockets Hill studios in Harare, has tested positive for the coronavirus.
The development was revealed by Acting Chief Executive Officer Ms Halliet Rushwaya in a notice to staff members Tuesday evening.
She said the employee concerned is now self-isolating at home while government guidelines regarding contact tracing, disinfection and testing are being implemented.
The broadcaster said normal programming will also be affected while visitors won’t be allowed at Pockets Hill until further notice.
It added that staff at the Montrose studios in Bulawayo were tested earlier this week while those in Harare are scheduled to undergo testing this Wednesday.
Zimbabwe has witnessed a surge in the number of coronavirus cases recently with many companies closing or suspending services as members of staff tested positive for the virus.
The Parliament of Zimbabwe is one of the institutions that have since suspended business over the virus after two legislators tested positive this week.

ZBC has implemented a cocktail of cost-cutting measures. The measures were revealed in a leaked memo from the broadcaster’s HR department to the entire ZBC staff. The company announced that there will be no transport allowances for people who are being ferried from home by ZUPCO and lunch will be saved to critical stuff only and photocopying will be centralised.

Lunch Will Be Served To Critical Staff Only - As ZBC Announce Cost Cutting Measures To Its Staff

The Chief Executive Officer of the Zimbabwe Broadcasting Corporation, Wisdom Hombarume has reportedly launched a witchhunt exercise meant to identify a whistleblower who exposed his mismanagement of the broadcaster’s funds.
Zim Morning Post reported recently that ZBC’s internal audit exposed Hombarume’ s dishonesty and financial indiscipline after he claimed company funds on the pretext that he was to attend a workshop in Botswana but instead went to South Africa for private business.
An insider who is one of the board members told Zim Morning Post that the Acting finance director Maxwell Judah who facilitated the procurement of the air tickets was also implicated in the scandal. The source said:
<blockquote>A payment of US$ 1,244.00 towards the purchase of an air ticket of Hombarume was made on 30th of January 2020.

Hombarumbe was scheduled to travel to Botswana on Saturday 8 February via Johannesburg.</blockquote>
The source also told Zim Morning Post that employees who are reportedly yet to receive February salaries confronted Hombarume over the matter.
Hombarume then allegedly got angry and promised to identify the whistleblower.

State Broadcaster, the Zimbabwe Broadcasting Corporation (ZBC) has denied allegations that it is politically biased in favour of the ruling ZANU PF party.
Appearing before the Parliamentary Portfolio Committee on Media chaired by Prince Dubeko Sibanda on Thursday, the ZBC head of news and current affairs Gilbert Nyambabvu said:
<blockquote>There is an inherent perception by certain individuals that they will not be covered by ZBC.
When I was an editor of a certain media organisation before going to ZBC, I was in regular communication with some members of the MDC and they gave me their diaries.
However, after I joined the ZBC, I have not had any request from MDC members to cover any of their events and perhaps they think that they are not going to be covered.</blockquote>

Zimbabwe Music Rights Association (ZIMURA) has lamented the government’s failure to implement the Copyright Act, to enable musicians to receive their royalties.
Appearing before the Information, Publicity and Broadcasting Services Parliamentary Portfolio Committee chaired by Binga North legislator Prince Dubeko Sibanda (MDC-Alliance) on Thursday, ZIMURA executive director Polisile Ncube said:
<blockquote>As a collecting society, I think our government is letting us down in terms of the implementation of the Copyright Act. We do have a Copyright Act, the penalties were drafted well, but when it comes to implementing, there is a problem.
Those types of charges for us are not a deterrent at all because the pirate will just leave the court and go back and set up shop at the same corner.
If you catch them again they go to court and pay the same $20 and go back again so if the committee could assist us in terms of the implementation of the Act, it will be helpful.</blockquote>
The Zimbabwe Broadcasting Corporation (ZBC) reportedly owes ZIMURA $746 439,09 dating back to 2012.
Efforts by the musicians to recover the funds have hitherto been unfruitful.
