The opposition Citizens Coalition for Change (CCC) has expelled self-styled interim secretary-general and senator Sengezo Tshabangu, who now faces a potential recall from the Senate.
Tshabangu appeared before the party’s National Disciplinary Committee on February 12, 2025, where he was charged with four counts of misconduct relating to his actions between November and December 2024.
According to a statement from CCC spokesperson Willias Madzimure issued on Wednesday, 19 February, the charges stemmed from Tshabangu’s decision to unilaterally alter the party’s Parliamentary Portfolio without the approval of the President or any other authorized organ of the party.
In addition, Tshabangu was accused of making derogatory public remarks about acting president Welshman Ncube after he had already been suspended from the party.
Madzimure said Tshabangu’s actions violated Clause 9.1.2.3 of the CCC Constitution, which outlines the party’s rules and regulations.
He further condemned Tshabangu’s behaviour, stating that it had damaged the party’s reputation and shown a “brazen defiance” of the authority of Ncube, as well as other key party organs, including the National Standing Committee, National Executive Committee, and National Council.
Tshabangu, who was represented by party legislator and lawyer Kucaca Phulu during the hearing, was found guilty on all four charges. Said Madzimure:

The Citizens Coalition for Change (CCC) kicked out Sengezo Tshabangu for his bad behavior. Tshabangu changed party things without permission and said mean things about the leader. The party didn't like this and said he broke the party's rules. Tshabangu was then thrown out of the party. The party was not happy with what he did because it made the party look bad and he didn't listen to the leader. Tshabangu was found guilty and now he is no longer part of the party.

Welshman Ncube Expels Tshabangu From CCC Over Misconduct

A faction of the Citizens’ Coalition for Change (CCC) led by Welshman Ncube claims it is the legitimate party capable of making binding decisions.
This assertion comes amid internal disputes with two other CCC factions: one led by Tshabangu, the “interim secretary-general,” and another loyal to former party leader Nelson Chamisa, led by Jameson Timba, the “Chief Administrator.”
The Ncube-led faction purportedly suspended Tshabangu on Thursday, just hours after High Court judge Justice Neville Wamambo ruled that Tshabangu had no authority to make changes in Parliament.
The ruling was based on Tshabangu’s alleged violation of a previous High Court order (HH 652/23), initially secured by Timba’s faction, which barred Tshabangu from making recalls pending the resolution of cases HC 6872/23 and HH 652/23.
Timba accused Ncube of exploiting his party’s ongoing legal battles against Tshabangu, arguing that Ncube’s reliance on cases initiated by his faction proved they were the only legal and legitimate authority for the CCC MPs and councillors.
However, in an interview with <a href="https://www.newsday.co.zw/local-news/article/200036851/tshabangu-labels-suspension-a-sideshow-null-void">NewsDay</a> on Friday, Ncube’s spokesperson Willias Madzimure dismissed Timba’s claims, asserting that Ncube’s faction is the bona fide CCC. Said Madzimure:

The CCC has noted with concern a statement issued by Jameson Timba, in which he purported to be the interim party leader and chief administrator of the CCC party.
We categorically dismiss and refute the claims made in that statement. There is no position of party leader and administrator under the CCC party constitution.
For the record, Nelson Chamisa resigned as president of the CCC party over twelve months ago and was replaced by acting president Welshman Ncube, whose position has been confirmed by the latest High Court ruling.
The High Court decision, the day before yesterday confirmed that there is only one CCC, led by acting president Professor Welshman Ncube.

The Citizens Coalition for Change (CCC) faction led by Welshman Ncube has accused certain Members of Parliament of buying positions from Sengezo Tshabangu, the leader of a rival faction and contested interim secretary-general.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200036038/ccc-mps-paying-tshabangu-for-posts">NewsDay</a> on Sunday, CCC spokesperson Willas Madzimure claimed that some MPs were paying Tshabangu to either secure their places in Parliament or gain appointments to key positions. Said Madzimure:

There is money at play. Money is exchanging hands in a very serious manner. I am talking about large sums of money here.
It is not by merit that they are taking those positions. Some people are paying to assume those positions.
Kuti ahh ndoda kumbonzwa kuti chigaro ichi chinoita sei, then they pay money and are appointed.
You remove Mai Kore (Lynette Karenyi) as senior as she is — does that make sense? They are buying and selling positions.

This follows Tshabangu’s dismissal of Kore as the Leader of the House in the National Assembly, replacing her with Maureen Kademaunga, the Sunningdale legislator.
Edwin Mushoriwa, the former chief whip, was also removed in the reshuffle.
In the first six months after the 2023 general elections, Tshabangu recalled dozens of CCC MPs and councillors, asserting that they were no longer party members.

The recent national budget proposal exposes the Zanu PF government’s obnoxious penchant to compulsorily expropriate people’s money to the last cent to fund the honchos lavish lifestyle.
As Citizens Coalition for Change (CCC) we are of the conviction that the fundamental error in the budget statement was failure to understand what makes a nation succeed.
Our success must move from a government that is just a tax collector to one that enables economic growth and create jobs. Our people are suffering idleness.
A CCC government will implement the following budget policies:
1. Ensure job creation by funding youth and women innovation funnels and entrepreneurial development
2. Cut off middlemen often called “buyers” in the mineral value chain by enhancing capacity of the Minerals Marketing Authority to Zimbabwe and Fidelity Printers. This will prevent pilferage and haemorrhage of precious minerals for the benefit of the select few.
3. Empower communities through revenue share of mineral wealth through community ownership schemes run by trusts.
4. Drive innovation, partnerships and good governance to have part of mineral wealth exploited fully by exclusive mining by Zimbabwe Mining Development Fund.
5. Fund rural value addition in agriculture, organise communities and offer export incentives. Develop and deploy rural industrial hubs and access to market schemes.
6. Have robust fiscal regime that curtail non-value adding imports whilst growing local capacity.
7. Invest in science and technology including innovation hubs that go beyond the familiar of copying and pasting already existing ideas.
8. Re-invent the idea of growth points as centres of economic success stories and as places to live and thrive for the youth.
9. Increase tax collection by simplifying the tax code and offer tax breaks for Small Micro and medium enterprises.
10. Reform, fund and refine technical college training to enable massive export of labour on a government to government agreement.
11. Negotiate taxations agreement that enable additional tax benefit from the Zimbabwe trained diaspora benefitting foreign governments.
12. Simplify license, permits and tax payments to simplify the cost of doing business so as to attract investment and prevent underground economy.
As CCC we believe in the importance of health for all. Taxes should not be used to punish citizens and corporates. A CCC government will do the following:
1. Establish a lean collecting agent for lifestyle taxes including but not limited to sugar tax, airtime and data tax, tobacco and cigarette surtax, and other health related tax collections
2. Ensure a 100% free tax regime for health service firms and PAYE exemption of health service workers.
3. Initiate a council that encompass Aids, TB, Cancer, Diabetes and Hypertension instead of just one that cares for HIV and AIDS.
The education budget allocation greatness is that it exceeds the Maputo Declaration albeit that 16% of nothing is nothing. A one size fits all model causes inordinate tax burdens.
As a CCC government we shall cover 100% of rural schools’ budget, 70% for high-density schools, 50% of low-densityschools and 0% of private schools.
Presenting a budget on the mantra of “Building Resilience for Sustained Economic Transformation” is a loud sounding nothing when in the statement the anchor remains agriculture and mining.
A CCC government will drive economic diversification as a strategic imperative. Further we shall ensure the entire Zimbabwe is a special economic zone for 5 years to attract and retain investment then create jobs.
The country’s economy is largely formal. Introducing corporate tax as a panacea solves nothing in our view. A CCC government will drive a program to simplify the tax code including licensing and permit codes.
We shall liaise with professional bodies to further simplify reporting standards of small enterprises. This will enable easy and cost-effective compliance.
A decentralized area-based Zimra booth is a simple idea but effective. Capturing the formal into informal shall be done with massive reduction of tax heads and tax amounts.
As a CCC government our intention is to collapse ministries with insignificant allocations and or make them departments.
Allocations should be alive to value creation ministries more. We shall discard incremental budgets and implement value and activity-based budgeting.
It is sad that civil servants’ welfare was largely ignored in this budget. As CCC government we shall benchmark salaries to regional standards with a first-year premium of a higher cost of living in the country.
The budget is based on a ZiG conversion that is sub optimal and false. It’s a lie. As CCC government in our first year of office we shall base our budget on US dollar, discard the ZiG and then deploy a mono currency in the second year.
The diaspora rights particularly the right to vote could increase diaspora remittances and promotion of import substitution to help the balance of payments and the current account.
The budget is anti-people, anti-business and anti-Zimbabwe. It must be rejected.

Kambuzuma Member of Parliament, Willias Madzimure (CCC), says Zimbabwe has to amend its laws to allow prison inmates to be permitted family time and to exercise their conjugal rights, as happens in other countries.
The Government is currently working on the Prisons and Corrections Services Bill, which seeks to reform legislation governing prisoners.
Madzimure argued that allowing family time for prison inmates will enable them to keep their families intact whilst they serve their sentences. <a href="https://cite.org.zw/give-inmates-family-time-and-conjugal-rights-mp/">CITE</a> quoted Madzimure as saying:

It is important that we have a special day at the end of every month where the prisoners can interact with their families because we have already punished the inmate by incarcerating him.
I think it is important that we also work along those lines and do something to make sure that we have got full rehabilitation of prisoners.
A prisoner who spends ten years in prison after leaving a one-year-old child, the child will be nine years old by the time he is released.
For him to go home and say, “I am your father, I am back” and expect the child to really embrace the father and understand that this is the father, will be a torrid time for both the prisoner and the child.

Madzimure also said when a married person or one in a relationship, is arrested and imprisoned, their partners should be allowed to visit them to provide conjugal rights. He said:

I would want to raise the issue of conjugal rights for prisoners. In Sweden, the moment you are arrested, you are interviewed and you submit the name of your wife, if you are married and if you are a married woman, you submit the name of your husband.
If you are a person who is not yet married, you submit your girlfriend’s name.
So every Thursday, you are allowed to be visited by your wife or husband in private. The reason is very simple.
The issue of sexuality is not a secret and for us to expect someone to go to prison and spend ten years alone in prison without enjoying his or her rights, I think it is wrong.
This can be corrected so easily by making sure that we have prisoners with private accommodations that can be used for that purpose because let us not assume that there is nothing happening in prisons.
A lot of things happen in prison – so let it be clear that this is the facility that we have in prisons.

Last week, President Emmerson Mnangagwa pardoned 4 279 prisoners under the latest Presidential Amnesty.
According to the Zimbabwe Prisons and Correctional Services (ZPCS), a total of 4 166 men and 104 women will be released from the country’s 47 main prisons and eight satellite prisons.

Give Prisoners Family Time And Conjugal Rights - CCC MP

An opposition MP has demanded a ministerial statement from the Minister of Primary and Secondary Education, Evelyn Ndlovu, explaining the operations of the <a href="https://www.pindula.co.zw/TeachersforED">Teachers4ED</a> union which is reportedly affiliated with ZANU PF.
Kambuzuma legislator, Willias Madzimure (CCC), argued that teachers should be non-partisan as they deal with learners from different political backgrounds.
On a point of national interest in the National Assembly, Madzimure said the responsible minister should explain why teachers are now affiliated with political parties. Madzimure was quoted by <a href="https://www.newzimbabwe.com/parly-mp-slams-teachers4ed-outfit-demands-explanation-from-education-ministry/">NewZimbabwe.com</a> as saying:

It is not clear whether it’s a government policy or if it is under an Act of Education.
A teacher can only belong to a teachers’ association and not a political party association.
We want a ministerial statement from the responsible Education ministers on why they are allowing this to happen.

Teachers for Economic Development code-named TeachersforED is a voluntary teacher organisation aimed at economically empowering the country’s educators through self-income generating projects.
The Ministry of Primary and Secondary Education approved the formation of TeachersforED in June 2022.
However, the formation of TeachersforED was condemned by some leaders of teacher unions who felt that it would result in the politicisation of schools as it had the backing of the ZANU PF-led government.
Various “4ED” outfits campaigning for President Emmerson Mnangagwa have emerged over the past several months.
Some of the “For ED” outfits include Journalists4ED, Artists4ED, Mahwindi4ED, Pastors4ED, VaPostori4ED, ArtisanalMiners4ED among others.
