The Zimbabwe Congress of Trade Unions (ZCTU) was this week making efforts to convene an urgent Tripartite Negotiation Forum (TNF) meeting amid rising inflation which has wiped wages.
The TNF is a platform that brings together the government, business sector, and labor unions to engage in dialogue and negotiation on socio-economic issues affecting the country.
The Zimbabwe dollar has depreciated by 647% on the parallel market since January this year and has seen its value tumble to a peak of US$1:ZW$10 000 on the parallel market last week.
Despite authorities’ decision to contain the inflation rate through a blended system, the rate jumped to 175.8% in June, up from 86.5% in May.
ZCTU secretary general, Japhet Moyo, told the <a href="https://www.theindependent.co.zw/local-news/article/200013394/hefty-taxes-wipe-out-zw-salaries-zctu-seeks-urgent-indaba-with-govt-business">Zimbabwe Independent</a> that over-taxation has pushed workers deeper into poverty. He said:
<blockquote>
We are being ripped off. Government is taking more than a third, and we are only left with little, yet prices are rising daily. Something must be done urgently.
</blockquote>
Moyo said after the deduction of medical insurance and funeral assurance, many workers were taking home nothing and in some cases, the net can be in the negative. He said:
<blockquote>
Looking at what has happened over the past three weeks where the currency has literally crashed, wages are being wiped out by taxes.
All collective bargaining platforms have agreed to increase salaries. It means everyone, poorly paid as they are, are now in that bracket where they pay taxes.
It is unfortunate that these (income tax) reviews have to be done when government announces their fiscal policies, and workers have to wait.
It is an unfortunate situation where the poor have to pay taxes at the highest rates. We wrote to the Ministry of Public Service, Labour and Social Welfare this week requesting that we convene the TNF to look into the collapse of the currency.
We want to raise as many questions as possible. The currency has collapsed. We want to find out the measures which authorities are putting in place to protect wages. Life is now difficult for everyone at the moment.
</blockquote>
Some economists have said the solution lies in Zimbabwe returning to full dollarisation but the Government has ruled that out, and instead, blames saboteurs for the country’s unending economic challenges.

ZCTU Seeks Urgent Meeting With Government, Business

The Tripartite Negotiating Forum (TNF), which brings together government, business and labour, is expected to resume this week.
TNF was initially established in 1998 as a voluntary platform but it was later legislated through the Tripartite Negotiating Forum Act of 2019.
Public Service, Labour and Social Welfare Minister Paul Mavima, who chairs the TNF, said:
<blockquote>
We are going to have a task force meeting in Mutare this Tuesday before we convene a full TNF in two weeks.
We work through various committees, each dealing with specific issues which they bring to the agenda of TNF.
</blockquote>
Zimbabwe Congress of Trade Union (ZCTU) secretary-general Japhet Moyo said that labour organisations were looking forward to the meeting. He said:
<blockquote>
The Government (which chairs the forum) officially wrote to us proposing that we constitute a task force to negotiate a social contract which then feeds into the main TNF.
We are happy with the move. Our major concern is on the pricing of goods, low wages and incidences of dismissals of workers’ representatives.
</blockquote>
Employers’ Confederation of Zimbabwe (EMCOZ) president Demos Mbauya said:
<blockquote>
There is consensus within TNF that we need to convene and dialogue to come up with a social contract specifically to address the issue of economic stability.
To that end, the economic cluster of the TNF will be meeting next week (this week) to start work on the social contract.
We need to give dialogue and consensus-building around major economic policy interventions a chance. As business we are committed to playing our part.

The main wing of TNF last met in April 2020 but the meeting ended prematurely when labour walked out in protest over the minimum wage.
Labour had proposed that the minimum wage should be negotiated at the national level, while Government and business wanted sector-based negotiations.

Tripartite Negotiating Forum Resumes This Week

<blockquote>The Zimbabwe Congress of Trade Unions (ZCTU) is deeply concerned with the state of the country’s economy. The deteriorating and unstable macro-economic environment has had a serious impact on the worker and their quest for decent salaries.
The upward adjustment in the fuel prices has had knock-on effects on the prices of the basic goods and services such as transport, rentals, schools fees, food and medical aid.
The working people of Zimbabwe have already suffered immensely as wages have failed to keep pace with the inflationary trends.
The situation has worsened rendering it practically impossible for workers across all sectors to earn the current salaries (June 2019) and sustain their families or be able to go to work.
It is in this vein, that the ZCTU is calling for the urgent convening of the Tripartite Negotiating Forum (TNF) whose sole agenda would be to discuss the macroeconomic situation and erosion of workers’ salaries.</blockquote>
