The Zimbabwe Election Support Network (ZESN) has dismissed the Zimbabwe Human Rights Commission’s (ZHRC) claims that it was collaborating with Team Pachedu to collate and tabulate the 23 August 2023 general election results to announce them prematurely.
In its election report, the ZHRC claimed that ZESN has been working with Team Pachedu to destabilise peace in the country.
However, in a statement, ZESN rejected the allegations, saying it has never collaborated with Team Pachedu. <a href="https://www.newsday.co.zw/local-news/article/200020368/zesn-denies-team-pachedu-links">It said</a>:
<blockquote>
ZESN would like to categorically state that it does not and has never worked closely or collaborated with Team Pachedu to collate and tabulate results.
</blockquote>
On election day, police officers raided ZESN offices in Harare and arrested 40 election monitors.
The Police also confiscated computers and other related election material that was being used by the poll watchdog to monitor the election.
Those arrested were working for ZESN and the Election Resources Centre (ERC) to monitor and give updates on election proceedings. Said ZESN:

Additionally, addressing a Press conference in Harare on 24 August 2023, Police Spokesperson Assistant Commissioner Paul Nyathi confirmed the arrest of the ERC and ZESN staff and not Team Pachedu, a sure sign that the latter was never a part of the observation team working on independently verifying results.

ZESN said election observation is crucial in gathering information regarding an electoral process, to assess whether the elections are conducted per the laws of the country, regional or international principles, standards and best practices.

ZESN "Categorically" Denies Team Pachedu Links

Team Pachedu, a team of data analysts, says they have started auditing several discrepancies that they claim to have found in the Zimbabwe 2023 presidential election results announced by the Zimbabwe Electoral Commission (ZEC) chairperson, Justice Priscilla Chigumba on Saturday night.
According to ZEC, ZANU PF candidate Emmerson Mnangagwa had 2,350,711 votes which translate to 52.6%, beating his closest competitor Nelson Chamisa who received 1 967 343 which translates to 44% of the total votes cast.
However, in a statement issued this Sunday, 27 August 2022, Team Pachedu they will, in due course, publish all the discrepancies in the figures which ZEC announced. Reads the statement:

We have taken note of the official Presidential Election results that were announced yesterday by the Zimbabwe Electoral Commission chairperson, Justice Priscilla Chigumba. 
For us, the huge task has begun as we are already scrupulously auditing several discrepancies that we have found on the announced presidential totals vis-à-vis the data that we collated. 
We wish to extend our deepest gratitude to everyone who has assisted us thus far by either volunteering to be polling agents, local observers, or by assisting financially and morally. 
One of our priority resolutions for the 2023 general election was the need to leverage technology as much as we could to help mitigate the perennial electoral fraud.
Through our own and citizen support, we managed to deploy two systems, Buhle and Mandla. While Buhle is a big data app that helped us to unearth 746,871 serious discrepancies that were on the 11 July release of the 2023 Voters’ Roll, Mandla, on the other hand, focused on Parallel Vote Tabulation. 
The deployment model of Mandla was centered on the polling agents as the ultimate end users for the sake of data quality assurance.
This meant that we had to collaborate with political parties and organisations that were deploying agents and observers.
Unfortunately, Mandla was ultimately not officially endorsed and used by one of our key partners on election day.
This severely crippled Mandla’s scope, that is, real-time national collation. Most of the valuable data that we eventually collected in real-time using Mandla on voting day was through partner CSOs and unofficially from agents on the ground. We ended up without complete national coverage. 
Despite this severe limitation, we managed, against all odds, to collate ample data in Mandla both on election day and post-election that we are now using to audit several discrepancies in the figures that ZEC announced yesterday, along with the discrepancies that we have already identified on the official V23A, V23B, V23C and V23D forms. 
A big thank you to all the peace-loving Zimbabweans and all the election agents who worked tirelessly on, and post, election day.
We thank you all for voting in peace and for being tolerant in the face of a very hostile electoral environment. 
To all those who supported the project and believed in it, we are deeply humbled. Yesterday’s announcement was not the end but is just the beginning.
We shall be publicly publishing all the discrepancies in the figures which ZEC announced.

Team Pachedu Pledges To Publish Presidential Election Results "Discrepancies"

The Zimbabwe Electoral Commission (ZEC) has declared Emmerson Mnangagwa as the winner of the 2023 presidential election triggering varying responses. ZEC said Mnangagwa secured 2,350,711 votes which translates to 52.6%, while Nelson Chamisa received 1 967 343  which translates to 44% of the total votes cast.
Advocate Thabani Mpofu, who represented Chamisa in the legal challenge of the 2018 presidential election results, urged the public to remain patient, stating that they would correct the outcome. He posted on X, formerly Twitter:
<blockquote>
Be calm Zim &amp; maintain peace. As I said, this is the beginning of many beautiful things. ED loses against his own people &amp; against his opponents. So how is he declared a winner? You can’t call this election a dog’s breakfast without insulting dogs. This shall be corrected.
</blockquote>
In response to Mpofu’s comments, Jealousy Mawarire stated that lawyers would benefit financially from the lawsuits. He expressed the view that this cycle of legal disputes would continue every five years during Zimbabwean elections. He said:

And it’s now time for lawyers to make money, then nothing changes and the cycle is repeated in 5 years, Zim elections !!!. Renyu ratanga bamunini, rovai bag!!!! We supported someone in 2018, he got 2.1 m votes but akati “Mugabe endorsement” lost him the election, this time takati regai zvizhakane tiri “kuma terrace”

Team Pachedu agreed with Thabani Mpofu’s assertion that the Zimbabwe Electoral Commission (ZEC) manipulated the election results to favor Emmerson Mnangagwa. Team Pachedu responded by pointing out that ZEC unlawfully added additional voters to the voters’ roll after the official registration deadline had passed. Team Pachedu reacted:

ZEC illegally added more voters to the voters roll after registration had officially closed. The final voters roll published by ZEC on 11 July had 6,619,691 voters. However, ZEC has just announced a different higher VR figure of 6,623,511 voters. ZEC must be sued! @ZECzim
</blockquote>
Prior to the announcement of the results, Team Pachedu alleged that the Zimbabwe Electoral Commission (ZEC) was compelling Presiding Officers and Polling Agents to sign new V11 forms at Goromonzi RDC offices. They stated that they had received multiple reports of similar incidents from various regions, with a significant number of them originating from rural polling stations. Team Pachedu called for an immediate explanation from ZEC regarding these allegations.
Promise Mkwananzi, the spokesperson for Citizens Coalition for Change (CCC), suggested that there was a process to rectify “this madness”. He said:

We are in a transition that transcends all this madness, it’s an evolution! Zimbabwe will never go back where it was before the 23rd of August 2023.
</blockquote>
According to academic Ibbo Mandaza, the Citizens Coalition for Change (CCC) participated in an electoral process that was flawed. Mandaza expressed regret, stating that CCC unintentionally became involved in an exercise that was fundamentally flawed. He said:

Regrettably., CCC stumbled into a flawed exercise and witnessed the entire sham, the worst in the history of elections in Zimbabwe. Back to the future!

Ibbo Mandaza’s comments resonate with the sentiments expressed by Douglas Mwonzora, the leader of the MDC when he withdrew from the presidential race, citing an unfair and imbalanced electoral environment. Mwonzora urged the opposition to boycott the poll, stating that participating in such a situation would be an act of misguided courage. Mwonzora warned:

This election is stacked against the opposition; already, laws are being changed as the election process is going on.
</blockquote>
ZANU PF supporter, Kudzai Mutsisi stated that a significant number of people did not participate in the voting process, which may have contributed to Chamisa’s defeat in the election. Analyzing the election results, Mutsisi said:

Looking at the election results, it’s clear LOTS of people didn’t vote… U don’t vote but waste time on social claiming nonexistent victory for your preferred candidate… Harare has more than 1 million voters, only 700 000 voted. Singing at rallies doesn’t win elections folks.

Some observers alleged that the voting delays encountered in Harare and Bulawayo, which are known as opposition strongholds, were intentionally orchestrated to discourage the electorate and limit the number of votes for Chamisa. At several polling stations, ballot papers arrived extremely late, some as late as 11 p.m., despite the scheduled voting start time of 7 a.m. These delays were seen as an effort to hinder the voting process and possibly undermine the support for Chamisa.

Zimbabwe 2023 Elections: Reactions To Mnangagwa's Victory Against Chamisa

The Zimbabwe Republic Police has provided an update regarding the <a href="https://www.pindula.co.zw/">arrest of individuals</a> affiliated with the Zimbabwe Election Support Network (ZESN), Election Resource Centre (ERC), and Team Pachedu. They were detained on charges of purportedly disrupting the electoral process. In a statement seen by Pindula News, Assistant Commissioner Paul Nyathi, the police spokesperson, stated that the State will not contest their bail applications. Read the statement:

<h3>ARREST OF 36 SUSPECTS AND RECOVERY OF ICT EQUIPMENT INTENDED TO BE USED TO ILLEGALLY ANNOUNCE 2023 HARMONISED ELECTION RESULTS</h3>
The Zimbabwe Republic Police, on 23rd August 2023, arrested 36 suspects following a raid at various safe houses and hotel rooms set up by certain individuals and civic organisations, including the Zimbabwe Election Support Network (ZESN), Election Resource Centre(ERC) and Team Pachedu, for subversive intentions.
The arrest followed a tip-off that the said persons had set up bases and gathered equipment to use for tabulating voting statistics with the intention of unlawfully announcing election results and transmitting same to foreign country for unknown reasons. The coordinators of the information were hiding at Holiday Inn Hotel in Harare and were in the process of feeding information to a location in The Grange, Harare, where the Presidential Election results were to be have been announced using a VPN System through a so-called “Apollo” concept. The results were to be announced on 24th August 2023 at the instigation of Citizen Coalition for Change (CCC). This action was meant to preempt Zimbabwe Electoral Commission (ZEC), which is the sole constitutionally obligated board to announce election results.
The arrested persons are currently in Police custody. As the Zimbabwe Republic Police, we do not regret arresting people who engage in criminal and unlawful activities but in the spirit of promoting national harmony during our election season, the State will not oppose bail.

The Zimbabwe Republic Police (ZRP) has disclosed the identities of individuals associated with the Zimbabwe Election Support Network (ZESN), Election Resource Centre (ERC), and Team Pachedu. These individuals were arrested on suspicion of interfering with the current electoral proceedings. In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nyathi said:

<h3>ARREST OF 41 SUSPECTS AND RECOVERY OF ICT EQUIPMENT INTENDED TO BE USED TO ILLEGALLY ANNOUNCE 2023 HARMONISED ELECTION RESULTS.</h3>
The Zimbabwe Republic Police is disturbed by subversive and criminal activities by certain individuals and civic organisations such as Zimbabwe Election Support Network, Election Resource Centre and Team Pachedu, in relation to the ongoing electoral process in the country.
This follows the tip-off received and subsequent raid by a Zimbabwe Republic Police crack team at Holiday Inn Hotel, Harare, number 44 Downie Avenue, Belgravia, number 27 Milton Park. Harare and number 501, The Grange, Harare.
As a result, a total of 93 smart cellphones, 38 laptops, two (2) smart watches, two (2) modems, one (1) WIFI router, one (1) external hard drive, Nokia feature phone (kambudzi), one (1) printer, 1 X 24 port switch, various computer chargers, power back-up unit and headphones were recovered.
The equipment was being used to unlawfully tabulate election voting statistics and results from polling stations throughout the country. These figures were being supplied by some observers and political party agents. 
The coordinators of the information were stationed at Holiday Inn, Harare and were in the process of feeding information to a location in The Grange, Harare where the Presidential Election results were to be announced using the VPN System through the Apollo concept. The results were to be announced on 24th August 2023 as promised by Citizen Coalition for Change leader Nelson Chamisa. 
Police have arrested 41 suspects in connection with this case (see the attached annexure).
The Zimbabwe Republic Police implores individuals, syndicates and civic organizations to conduct lawful activities in line with the country’s laws. Therefore any criminal acts aimed at causing alarm and despondence among Zimbabweans will be severely dealt with in terms of the country’s laws.
Meanwhile, the Zimbabwe Republic Police urges the public to continue being peaceful as the Zimbabwe Electoral Commission finalises the voting and ballot counting process. The police reiterates that no gathering at polling stations will be allowed.
The Zimbabwe Republic Police commends Zimbabweans for the exemplary conduct and peaceful environment which characterized the pre-election and the election period. This should continue during the post-election period. Police will continue to maintain law and order in the country through patrols, blitz and general traffic enforcements.

Zimbabwe Police Disclose Identities Of ZESN, ERC, And Team Pachedu Members Arrested For "Election Interference"

Team Pachedu, a civic society group based in Zimbabwe, has announced the development of an application called Mandla which they said incorporates robust security features aimed at countering any dissemination of fraudulent data by the Zimbabwe Electoral Commission (ZEC).
According to Team Pachedu, Mandla possesses the ability to promptly audit the votes recorded at each polling station. They stated:

In developing the App we created security features that will counter any fake figures from @ZECzim in real-time. The focus is not only the V11 but what goes into it. Mandla has the capability to instantly audit votes of each PS. We will not get tired of protecting the vote.
</blockquote>
<h3>Some Context:</h3>
In 2018, the opposition MDC Alliance, then under the leadership of Nelson Chamisa, alleged that the Zimbabwe Electoral Commission (ZEC), in collusion with the ruling party ZANU PF, had engaged in electoral fraud to favour ZANU PF’s presidential candidate, Emmerson Mnangagwa. The dispute escalated to the courts, where the MDC Alliance was requested to present polling station return forms (V.11) as evidence of the alleged manipulation of the electoral process. However, the MDC Alliance failed to produce the V.11 forms.
If the Mandla app is capable of providing the V.11 forms from each polling station, any potential data manipulation at the national command centre would be rendered ineffective. This is because there would be concrete evidence showcasing the voting patterns at every polling station, thus countering claims of electoral tampering. In 2018, the MDC Alliance asserted that ZEC had manipulated figures, inflating Mnangagwa’s vote count to ensure his victory over Nelson Chamisa.
Pindula News reached out to Team Pachedu to gain an understanding of how their application functions and to clarify any concerns regarding potential legal violations. Team Pachedu explained that their application serves as a vote tabulation system. They further explained the process as follows:

Upon the announcement of results at polling stations, agents will then capture the results and the national totals will be tallied together in real time.
</blockquote>
Team Pachedu emphasized that the system results cannot be objected to by authorities. This is because the results are sourced from valid Zimbabwe Electoral Commission (ZEC) results posted publicly outside the polling stations. Team Pachedu said:
<blockquote>
Authorities cannot object to the system results because first, the results will be valid ZEC results that are posted outside the polling stations and second, we do not intend to announce the results as the official results nor to declare any candidate to have been duly elected. The tabulation system complies with Section 66A(1) and Section 66A(2) of the Electoral Act.
</blockquote>
Team Pachedu clarified that with data quality assurance in mind and to comply with Section 66 of the Electoral Act, for now, only ZEC-approved agents shall be using the system once their parties give the green light.

Team Pachedu: Our App Will Counter Fake Figures From ZEC

Team Pachedu, a group of Zimbabwean researchers, has urged the opposition in Zimbabwe to pressure the Zimbabwe Electoral Commission (ZEC) to release the voters’ roll, to avoid “fraud of 2013.”
Reports of discrepancies in the number of registered voters and the actual population in certain areas, as well as the inclusion of deceased individuals on the voters’ roll, led to allegations of a flawed voters’ roll in the 2013 elections in Zimbabwe. Opposition parties and civil society organizations accused the Zimbabwe Electoral Commission (ZEC) of manipulating the voters’ roll to benefit the ruling party, ZANU-PF. The controversy surrounding the voters’ roll led to calls for transparency and electoral reforms, which remained a major issue in subsequent elections to ensure free and fair elections in Zimbabwe.
 Team Pachedu believes that if the opposition agrees to participate in the polls with a flawed voters’ roll, there is a risk of a repeat of the 2013 situation. In a Twitter post seen by Pindula News, Team Pachedu said:

There can never be a fair election without an electronic voters roll. Opposition parties should not run the risk of endorsing an already unpopular Zanupf in August 2023. There has to be pressure on ZEC to release the roll. The fraud of 2013 should never be repeated.
</blockquote>
During a recent voters’ roll inspection process, many people found their names missing from the voters’ roll upon verifying at ZEC centres or via mobile phone platforms, and others discovered that their names were moved from the polling stations in which they registered. Some have viewed these glitches as part of structural vote rigging.
ZEC’s chief elections officer of ZEC, Utloile Silaigwana, last week announced that the <a href="https://www.pindula.co.zw/2023/06/04/zec-zimbabwe-voters-roll-available-to-candidates-by-end-june/">voters’ roll for the upcoming general elections will be available to election candidates at the end of June.</a> Silaigwana assured the public that any anomalies observed during the voters’ roll inspection exercise will be rectified during the final compilation of the voters’ roll.

Opposition Should Pressure ZEC To Release Voters' Roll To Prevent 2013 Fraud - Team Pachedu

President Emmerson Mnangagwa has described his meeting with the United Kingdom’s Minister for Africa Andrew Mitchell as an opportunity to work on the full restoration of relations between Zimbabwe and Britain.
Mnangagwa had travelled to the UK to attend the coronation of the new British monarch, King Charles III and returned home on Sunday. <a href="https://twitter.com/edmnangagwa/status/1655316583378501635">Mnangagwa tweeted</a>:

However, Team Pachedu, a group of data analysts active on Twitter, derided Mnangagwa’s trip to London, calling it “a trip of shame.” <a href="https://twitter.com/PacheduZW/status/1655185758930567168">They wrote</a>:

Other African leaders had the opportunity to meet Prime Minister Rishi Sunak but Mnangagwa got to meet Mitchell.
Mnangagwa also met Commonwealth Secretary-General Patricia Scotland who emphasised Commonwealth values in their discussion centred on re-admission. <a href="https://www.newzimbabwe.com/https-www-newzimbabwe-com-mnangagwa-missing-from-king-charles-iiis-historic-picture-with-state-leaders/">Said Scotland</a>:

The President and I discussed a range of issues, including Zimbabwe’s ongoing application to rejoin the Commonwealth and reaffirmed the commitment to the values of the Commonwealth.

Since Mnangagwa came to power in 2017 on the back of a military-assisted transition, a euphemism for a military coup, he has attempted to mend relations with the UK.
But despite his unexpected invitation to Charles III’s coronation, relations seem not to have thawed between Zimbabwe and its former colonial master.

Mnangagwa Hails UK "Trip Of Shame"

Former Herald editor <a href="https://www.pindula.co.zw/Caesar_Zvayi">Caesar Zvayi</a> has accused Team Pachedu of cyber-bullying magistrate Feresi Chakanyuka <a href="https://www.pindula.co.zw/2023/04/28/jacob-ngarivhume-sentenced-to-four-years-in-jail">who sentenced</a> <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">opposition leader</a> <a href="https://www.pindula.co.zw/Jacob_Ngarivhume">Jacob Ngarivhume</a> last month.
Former MDC Alliance principal and <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">Transform Zimbabwe</a> leader, Jacob Ngarivhume, was sentenced to four years in jail for incitement of public violence charges. The charges stemmed from a July 2020 tweet in which Ngarivhume called for a <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">national shutdown</a> to protest the poor leadership of the ZANU PF-led government. He was convicted after a three-year trial and sentenced to an effective three years in jail, with 12 months conditionally set aside, by Harare magistrate Feresi Chakanyuka.
Ngarivhume’s conviction and sentence have resulted in accusations that the government is persecuting political opponents before the upcoming <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">harmonised elections</a>, scheduled between 26 July and 26 August this year.
Zimbabwean human rights advocacy organization, Team Pachedu, posted photos of Magistrate Chakanyuka on social media, asking the public to “make her famous.” Said Team Pachedu:

Meet Feresi Chakanyuka. She is the magistrate who convicted and sentenced Jacob Ngarivhume. She is the same magistrate who has been unjustly denying Job Sikhala bail. She is also the same magistrate behind the legal persecution of Marry Mubaiwa. Make her famous!

Sikhala has been in prison since June 2022 and has been denied bail on multiple occasions for allegedly inciting public violence during the <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">funeral wake</a> of CCC activist <a href="https://www.pindula.co.zw/Moreblessing_Ali">Moreblessing Ali</a>. Meanwhile, <a href="https://www.pindula.co.zw/Marry_Chiwenga">Marry Mubaiwa</a>, the former wife of Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Chiwenga</a>, has been in court for several years over various charges, including the <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">attempted murder</a> of the former <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">military boss</a>, which she claims are fabricated.
In response to Team Pachedu’s post, Caesar Zvayi said Team Pachedu must be “nipped in the bud” a phrase which means to stop or prevent something at an early stage before it can become a bigger problem or grow into something more serious. He said:

This is a clear attempt to intimidate the judiciary. Her Worship Feresi is being persecuted before our eyes for prosecuting criminals. There is need for strong DETERRENCE. 
This Cyber-Bullying by these Selous Scout nostalgics MUST be nipped in the bud. For those who may not know the Selous Scouts’ motto was ‘PAMWE CHETE’, this ex-Rhodies- led outfit calls itself “PACHEDU”. Coincidence?

Critics accuse the Zimbabwean government of controlling the <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">judiciary system</a>, using it to punish <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">political opponents</a> and championing the ruling party’s agenda. They argue that <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">political opponents</a> are targeted to discourage them from confronting the government.
These accusations have had a negative impact on President Emmerson Mnangagwa’s re-engagement agenda. The lack of <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">judicial independence</a> has raised concerns among the international community, hindering <a class="Markdown_link__9ACHA MarkdownLink_linkifiedLink__KxC9G">Zimbabwe</a>‘s efforts to improve relations with the West.
ZANU PF has denied accusations of judicial capture, maintaining that the judiciary is independent and operates without any political influence.

Team Pachedu Accused Of Bullying Magistrate Who Sentenced Ngarivhume

Data analysts Team Pachedu on Sunday announced they had cancelled their planned mass protests against the deteriorating socio-economic environment and the continued incarceration of Job Sikhala.
The protests were also against the looting of the country’s resources by the elite exposed by the Al Jazeera documentary called “Gold Mafia”.
In a Twitter post, Team Pachedu said they cancelled the protests which were scheduled to coincide with Independence Day celebrations on 18 April due to a lack of stakeholders’ consensus. Reads the post:

We have been pushing for a peaceful national protest on April 18 in light of the deteriorating socio-economic environment, including the Gold Mafia saga and the unjust continual detention of Job Sikhala. Regrettably, we are calling off due to a lack of stakeholders’ consensus.
</blockquote>
However, some civil society organisations said they had not been formally approached by Team Pachedu about the planned protests.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200010352/gold-mafia-demo-flops">NewsDay</a>, Crisis in Zimbabwe Coalition chairperson Peter Mutasa said:

We are not aware of any discussions around this. We were never approached or consulted about it.
So we do not know much about why stakeholders didn’t support it as stated.
</blockquote>
Centre for Natural Resource Governance director Farai Maguwu also told the publication that Team Pachedu never consulted them about the protests. He said:

I am not privy to who was coordinating, how they consulted and who was consulted.
I think the coordination should have occurred through or with established movements such as workers’ unions, student movements, and civil society.

The Gold Mafia is a term used to describe gold smuggling and money laundering gangs in southern Africa who share links with top officials in Zimbabwe’s government.
The Al Jazeera Investigative Unit recently produced a four-part series titled “Gold Mafia” which exposed how the gangs work.
The gang members get rich while plundering their nations and keeping millions in abject poverty.
They use gold to turn dirty cash into clean, seemingly legitimate money for those with large amounts of unaccounted wealth.
The criminals do so by using a complex web of companies, counterfeit identities and fake documents.

Team Pachedu Cancel Gold Mafia Protests

The Media Institute of Southern Africa (MISA) says the sending of unsolicited political messages to mobile phone users violates the Cyber and Data Protection Act.
This comes after voters across the country have been bombarded with messages purportedly from President Emmerson Mnangagwa soliciting votes ahead of forthcoming general elections.
MISA has written a letter to the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) dated 11 April asking how third parties were accessing citizens’ personal data, including phone numbers.
In the letter, MISA Zimbabwe chapter director Tabani Moyo noted that the messages were based on constituency segmentations as per the voters’ roll. Part of the letter reads:

Over the past few weeks, mobile phone users have reported receiving unsolicited political messages that are personalised and highly targeted through local and constituency-based segmentation.
The messages’ personalisation and targeted nature are closely related to the information in the voters’ roll.
There is every reason to believe that the unsolicited texts violate the Cyber and Data Protection Act which governs the use of personal biometric data.
The Act states that the use of personal biometric data in this way is prohibited unless the data subject gives consent in writing.
… In that regard, MISA Zimbabwe seeks to know how third parties have access to subscriber numbers and are sending unsolicited messages in a possible breach of the law.

One of the messages sent to a subscriber reads:

Moyo indicated that mobile telecommunication operators, that is Econet, NetOne, and Telecel, as well as Zimbabwe Electoral Commission (ZZEC) have denied leaking citizens’ personal information to ZANU PF.
He said POTRAZ ought to clarify the matter and ensure that citizens’ right to privacy will remain protected.

Unsolicited ED Mnangagwa Texts Illegal - MISA

The Zimbabwe Electoral Commission (ZEC) has distanced itself from the leakage of voters’ data.
Voters in various districts have begun receiving messages praising the government’s work and signed by President Emmerson Mnangagwa.
The texts were personalised to include the name of the recipients’ district — and signed “President ED Mnangagwa”. One of the messages reads:

ZEC’s deputy chairman Rodney Simukai Kiwa told AFP that she was “shocked” by learning of the SMSs. He said:

We have not given anything to anyone. We do not even know what to say.
</blockquote>
Meanwhile, pressure group Team Pachedu has accused ZEC of passing voters’ data to ZANU-PF in breach of privacy and electoral rules.
Team Pachedu on Tuesday said they will take legal action after voters’ phone numbers were apparently leaked presumably by ZEC. Said Team Pachedu:

The messages being sent are not to ZANU-PF members, but to constituency voters including those in the opposition who never supplied their personal details to ZANU-PF.
(We) are looking forward to taking legal action against ZEC.

Zimbabwe is set to hold general elections later this year but no date has been set yet for the polls.

ZEC "Doesn't Know What To Say" About PresidentED Campaign SMSs

The <a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe (RBZ)</a> has been asked to explain the missing US$295 million from gold exports to the United Arab Emirates (UAE) in 2021.
RBZ reported that Zimbabwe exported 28 468kg of gold to UAE for US$1 604 058 775 in 2021.
However, UAE reported that it received 34 340kg of gold from Zimbabwe for US$1 898 899 693 in 2021.
This means US$294 840 918 is unaccounted for or RBZ underreported its exports by that figure. 
In a Twitter post seen by Pindula News, Team Pachedu, an online political activism group, demanded to know how could UAE import more than Zimbabwe exported. Said Team Pachedu:

You reported that Zimbabwe exported US$1.7 Billion gold worldwide in 2021, however, United Arab Emirates says that they imported US$1.9 Billion gold from Zimbabwe in 2021. How does UAE import more than what you exported? Explain the discrepancy!

This comes as authorities are under fire for alleged gold illicit trade after some government officials and offices were named in Al Jazeera’s documentary – Gold Mafia – as involved in gold smuggling operations.
Episode 01 of the documentary was released last week, episode 02 is expected this Thursday.
In the documentary, Tendai Biti, a former Minister of Finance and Economic Development, claimed that Zimbabwe was losing gold worth about US$1.2 billion every year.
Government officials are denying the allegations.

RBZ Asked To Explain US$295 Million Missing From Gold Exports To UAE

Team Pachedu, a group of data analysts has urged Members of Parliament to reject the Zimbabwe Electoral Commission (ZEC)’s delimitation report set to be tabled before Parliament on 6 January 2023.
Team Pachedu argued the report should be rejected because, in their view, it was based on a flawed voters’ roll. It said:

The delimitation report is based on a shambolic voters roll that ZEC illegally refused to avail to stakeholders since May 30 when the delimitation roll closed.
The report is manifestly flawed and should be rejected in its entirety for this very reason.

Team Pachedu has long been demanding a soft copy of the voters’ roll to be used in this year’s general elections from ZEC.
Some ZANU PF officials and groups affiliated with the ruling party have also criticised ZEC’s delimitation report, saying it is flawed.
NewsDay reported that ZEC chief elections officer Utoile Silaigwana declined to comment on the matter and referred the publication to his deputy Catherine Mpofu and the commission’s spokesperson Jasper Mangwana.
Mpofu and Mangwana were reportedly unreachable for comment on Thursday.

Team Pachedu Urges MPs To Reject ZEC's Delimitation Report

The Zimbabwe Electoral Commission (ZEC) on Wednesday accused a group of data analysts, Team Pachedu, of trying to hack into its system “about 100 times” and destabilise the country’s election processes.
Appearing before the Parliamentary Portfolio Committee on Justice and Legal Affairs for a post-budget consultation meeting, ZEC chief elections officer Utoile Silaigwana likened Team Pachedu’s alleged hacking attempts to attempted rape. Silaigwana said:

The Pachedu group has not been able to break into our system, but they have made several attempts.
They have maliciously spread a lot of disinformation, misinformation and malformation about the commission, which then in the public eye looks like ZEC is highly, highly vulnerable and they have broken into, but they have not.
I think it is some kind of silly manoeuvres to try to destabilise ZEC. The purpose of the commission reporting them is that this is an attempt.
If someone attempts to rape, it is an offence, right? So they are attempting to rape ZEC and this is why we reported them.
There have been about 100 attempts to hack into our server, which hosts the voters’ roll, but they have never broken into it.
Our website system is separate from the system that hosts the voters’ roll.
</blockquote>
Team Pachedu says it has unearthed gross irregularities on the Voters’ Roll and has accused ZEC of attempting to rig the 2023 general elections.

Team Pachedu Attempting To Rape ZEC - Silaigwana

The Judicial Service Commission (JSC) says its official website was hacked recently and the hackers posted information that is “patently false and meant to mislead members of the public.”
In a statement issued on Monday, 21 November, JSC said information that has been shared by “Team Pachedu” purportedly taken from its website was posted by “intruders” and therefore false. Part of the statement reads:

It has come to our attention that there is a Twitter handle, @PacheduZW, operated by what is referred to as ‘Team Pachedu’ which has been sharing some information that they purport to have uplifted from the JSC website.
We wish to inform the public that the information they are sharing which they purport to have accessed through the JSC website is false. We state hereunder some of the false narratives;
Kudzanai Machemedze is not and has never been employed by the Judicial Service Commission.
He was studying towards a BSc Information Systems Honours Degree with the Midlands State University and he applied for Industrial attachment with the JSC on 5 May 2021.
He was on attachment as a student with the JSC from May 2021 to November 2021. He was a student on training, he, therefore, did not have the capacity at all to design or build websites, let alone be involved in JSC procurement processes.
During the COVID-19 era, there were travel restrictions imposed by the Government to contain, combat and prevent the spread of the COVID-19 pandemic.
Courts were declared essential services and members of staff were therefore required to go to work.
For ease of travel, members of the Judicial Service were issued with letters which they would produce to the authorities.
These letters were given in hard copy form and were never posted on the JSC website because they are not part of the regular information shared on the public domain by the JSC.
Whilst we are unable to confirm whether or not one such letter was issued to Mr Machemedze during his time of attachment, we are certain that no such letters were ever posted on our website as alleged.
The quotations and billing invoices which are being attributed to the JSC by Team Pachedu were allegedly issued in 2020.
Without admitting that they are genuine, these documents were issued well before Kudzanai Machemedze started his industrial attachment with the JSC in May 2021.
In any case, Kudzanai Machemedze was never engaged by the JSC as a software developer, neither did he participate in building the JSC website.
He was a student on training, he therefore did not have the capacity to execute such a task as alleged.
The Judicial Service Commission never procured any services for cyber security as alleged. Even if it did, the Judicial Service Commission follows laid down procurement processes which do not involve assigning students on attachment to do procurement on its behalf.
Procurement documents are delivered in hard copy form and subjected to rigorous procurement processes before they are submitted for payment through a Government payment system known as Paynet. This process and the documents thereto are not posted on the JSC website.
The allegations that we received and posted on our website an invoice of USD $119 450 for cyber security are therefore false.
Government through treasury never paid for the alleged USD$119 450.
The information purported to have been accessed on the JSC website by ‘Team Pachedu’ has not been accessed from official information on the JSC website but has been posted by ill-meaning intruders to spin their malicious narrative.
The contents of that information are patently false and meant to mislead members of the public.
The JSC has since launched full scale investigations into the unauthorized intrusion into its website.
Finally, we wish to assure members of the public that the Judicial Service Commission servers are secure.

Judicial Service Commission Says Its Official Website Was Hacked

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> wants data analysts Team Pachedu arrested for violating data protection laws and hacking into its website.
This was after Team Pachedu had reported that there were several irregularities and security loopholes in the voters’ roll, NewsDay Zimbabwe reported quoting ZEC spokesperson Commissioner <a href="https://www.pindula.co.zw/Jasper_Mangwana">Jasper Mangwana</a>. He is cited as saying:

If someone has the capacity to access information that does not appear on the homepage of the website, what is it?
Is it not hacking? We are not very sure of why they had to dig into information on our website. It is not about being exposed. We are worried about the means they use to obtain the information.
We do not know how they intend to use that information. We do not know the profile of Team Pachedu, who they are, whether they are registered or not for us to engage them. We will not agree to meet a faceless group. To achieve what?
</blockquote>
Team Pachedu said the IT loopholes were so gross that they could be identified by “anyone” browsing on the internet. Said Team Pachedu:
<blockquote>
There are serious security loopholes in Zec IT systems, which are accessible to anyone browsing on the internet. For instance, the critical folders that run the website ./wp-includes and ./wp-content were left unsecured. We found five people managing the insecure Zec website.
The fact that they call it hacking exposes their weaknesses in IT expertise. There was no hack!
We don’t operate in the shadows. Recently, we invited Zec to a roundtable debate and to tour Zimbabwe showing Zec, along with journalists, the evidence of illegal double voters that we found during our five-month fieldwork audit. Zec refused to meet us face-to-face.
</blockquote>
Team Pachedu has been exposing anomalies on the voters’ roll including the alleged movement of 170 000 voters from their constituencies and wards and the creation of additional polling stations under unclear circumstances.
The data analysts say ZEC could be deliberately creating anomalies to manipulate the 2023 elections in favour of the ruling ZANU PF.

ZEC Says Team Pachedu Hacked Its Website

The Zimbabwe Electoral Commission (ZEC) has threatened to sue activists and pressure groups for disclosing people’s personal details when exposing alleged discrepancies on the national voters roll.
Speaking on Thursday in a meeting with the Parliamentary Portfolio Committee on Justice, ZEC chief elections officer Utoile Silaigwana said the public disclosure of voters’ personal details was illegal and exposed voters to physical attacks.
Silaigwana singled out Team Pachedu, a group of activists who have been at the forefront in exposing alleged ZEC misdemeanours in managing the voters’ roll. He said:

First and foremost, it is important to note that most, if not all, of the allegations that are being raised on social media have not been formally brought to the attention of the commission save through unorthodox means.
A shadowy group called Team Pachedu has been at the forefront of raising some of the allegations on social media, especially regarding issues related to the national voters roll.
The publication of voters’ information on social media, as is now being done without seeking clarification from the commission, is highly deplorable and puts voters at risk.
As much as the national voters roll is a public document, it is also a security document containing voters’ personal details.
Any abuse of it attracts legal consequences and the commission has a duty to protect voters’ information which they supplied in confidence.
The advent of social media has exacerbated challenges related to the security of information of citizens.
</blockquote>
Silaigwana said allegations made against ZEC may negatively affect the credibility of the electoral process. He said:
<blockquote>
The commission is accountable to Parliament through the Justice Committee and has engaged to give updates on electoral activities.
Of concern to the commission are the various allegations which relate to the mandate of the commission that has been highly publicised on social media, which have a damaging effect of casting aspersions on the credibility of our electrical process.

Team Pachedu recently exposed irregularities, among them the movement of over 170 000 registered voters from constituencies without their consent.

ZEC Threatens Whistleblowers

An analysis of the voters’ roll conducted by the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> has revealed that 3 253 people aged 100 years or more are appearing on the roll.
Eleven (11) of those are older than the oldest surviving person in the world on record, Japanese Kane Tanaka, who turned 119 on January 2.
ZEC chief elections officer (CEO) <a href="https://www.pindula.co.zw/Utoile_Silaigwana">Utoile Silaigwana</a> was not picking up calls for clarification.
A total of 3112 people are aged between 101 and 110 years while 130 are between 111 and 120.
Meanwhile, ZEC has been so far failed to explain voters roll anomalies identified by online pressure group Team Pachedu over the past weeks.
It claimed that the<a href="https://news.pindula.co.zw/2022/02/14/zec-accused-of-moving-170k-voters-from-their-original-constituencies/"> commission had redirected 170 000 voters</a> from their registered polling stations to those outside their constituency and or wards, some as far as 100km apart.
Team Pachedu also highlighted questionable registration patterns including hundreds of residents of Chinotimba who share the same house voting in different wards.
ZEC <a href="https://news.pindula.co.zw/2022/02/18/zec-statement-on-allegations-moved-voters-to-new-polling-stations-without-their-knowledge/">dismissed the allegations as malice.</a>

Over 3200 People Aged 100 Years Or More Appear On ZEC's Voters' Roll - Report

Team Pachedu, an opposition political activism online group, has said the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> is secretly correcting “issues” the group cited.
The group recently accused ZEC <a href="https://news.pindula.co.zw/2022/02/14/zec-accused-of-moving-170k-voters-from-their-original-constituencies/">of moving 170 000 voters</a> to new constituencies and or wards without their consent but ZEC, in a statement published by Pindula News, dismissed the allegations as malice. 
<a href="https://news.pindula.co.zw/2022/02/18/zec-statement-on-allegations-moved-voters-to-new-polling-stations-without-their-knowledge/">In a statement</a> delivered by acting CEO Jane Pamhidzirai Chigidji, and published by Pindula News, ZEC said:

The Zimbabwe Electoral Commission wishes to set the record straight on a number of allegations and issues that have been extensively published in both the social and some print media in the past few days. The allegations if not clarified or cleared have effect of causing unnecessary alarm and despondency to the public and soiling our electoral process for selfish political gain…
The Commission has now come to the conclusion that there are some stakeholders who have resolved to adopt a strategy of soiling its credibility to account for their electoral loss or losses to the electorate. In the past, some have openly confessed to the Commission that they cannot always tell their constituents the truth for fear of losing their support. Thus they have to find a scapegoat and that scapegoat is the Zimbabwe Electoral Commission. However, lies have no legs and chickens will always come back home to roost.
</blockquote>
Team Pachedu issued a statement this Thursday claiming ZEC was now rectifying the issues they had raised earlier. Said the group:

ZEC’s alleged actions were interpreted as an attempt to rig the 26 March by-elections and the 2023 harmonised elections.

Team Pachedu, an opposition political activism online group, has responded <a href="https://news.pindula.co.zw/2022/02/18/zec-statement-on-allegations-moved-voters-to-new-polling-stations-without-their-knowledge/">to a statement</a> by the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> in which the commission denied allegations of electoral fraud. Team Pachedu had accused ZEC <a href="https://news.pindula.co.zw/2022/02/14/zec-accused-of-moving-170k-voters-from-their-original-constituencies/">of moving 170 000 voters</a> to new constituencies and or wards without their consent but ZEC, in a statement published by Pindula News, dismissed the allegations as malice. We present Team Pachedu’s response below:

<h2>IN RESPONSE TO THE ZIMBABWE ELECTORAL COMMISSION</h2>
21 February 2022
Team Pachedu has taken note of ZEC’s Press Statement. “Response to Allegations of Rigging.” We have also watched the press conference held by ZEC on 18 February 2022. Unfortunately, despite issuing the press statement and subsequently convening a press conference, the Zimbabwe Electoral Commission has still FAILED to provide satisfactory explanations for the various concerns and anomalies that we raised.
<h2>We challenge ZEC to provide explanations FOR ALL the following specific issues:</h2>
1. Why the Commission has made extensive changes to 156 Polling Stations, without consulting stakeholders, gazetting or informing 85,409 voters whose polling stations have been changed by the Commission. The Commission removed. merged. split up and also created new polling stations without following due process. violating Section 22A(2) of the Electoral Act which states that the Commission should consult all interested parties when determining the location of polling stations and the areas that the polling stations serve. </blockquote>
<blockquote>2. Why 170.867 addresses have been altered by the Commission without following due process. Section 35(2) of the Electoral Act states that for alterations to the voter’s roll that are made without the oral or written consent of a voter. a notice of the alteration must be published in the Gazette. but this was never done. </blockquote>
<blockquote>3. Why the Commission removed over 39.900 voters from the voters’ roll without following due process. Section 33(4) of the Electoral Act states that all removals from the voters’ roll must be gazetted, but so far, only 58,502 out of 98,459 removals have been gazetted. We challenge the Commission to explain this discrepancy and/or to list all the Gazettes made in this regard. </blockquote>
<blockquote>4. Why the Commission has changed the Ward or Constituency of over 6,900 voters despite the fact that their physical addresses have not changed as recorded in both the July 2018 and January 2022 voters’ rolls. A typical case in point is the Zvimba East/Glenview South mass-movement. where hundreds of voters have been moved from Amalinde Farm Tent polling station in Zvimba East to Chirangano Car Park Tent polling station in Glenview South without due process. Section 35(2) of the Electoral Act requires all alterations made by the commission to be gazetted, but these changes were not gazetted. Furthermore, Section 25(2) says that those who seek to be transferred to a new constituency must provide an address in the new constituency. However, for thousands of voters affected. the old address never changed implying electoral boundaries were altered without due process. </blockquote>
<blockquote>5. Why there are now many cases of people who reside at the same physical address, but have now been allocated polling stations in completely different wards or constituencies, some being several kilometres away from where they reside and voted in 2018. This is especially concerning when we know that their allocation was correct on the July 2018 Voters Roll. The Commission’s vain attempt to explain this as -two different classrooms at the same polling station” is not satisfactory as we are referring to polling station allocation to completely different wards or constituencies for the same physical address. This points to an illegal tempering with electoral boundaries, and the fact that no one was notified of such changes violates Section 37A of the Electoral Act. </blockquote>
<blockquote>6. Why ZEC Commissioners have accepted thousands of ‘Proof of Residence’ affidavits which have “UNKNOWN”, -UNNAMED”, or “N/A’ addresses. The law requires each voter to have a proof of residence and ZEC commissioners should know better than to accept UNKNOWN addresses. Section 22(a) of the Electoral Act states that a voter registration officer has the power to “demand any information reasonably necessary to enable the voter registration officer to ascertain whether the claimant is qualified to be registered as a voter or to ascertain his or her place of residence.” The presence of UNKNOWN addresses in the voters. roll points to serious breaches of the Electoral Act. A case in point, in Greendale. Harare East Constituency, 413 records do not have any address and are recorded in the voters’ roll simply as “UNKNOWN, UNKNOWN, UNKNOWN”. The Commission also needs to explain how they were allocated Wards and Constituencies when their addresses are UNKNOWN. </blockquote>
<blockquote>7. Why IDs that fail the MOD23 verification (fake IDs) are in the voter’s roll. We expect ZEC to have quality assurance mechanisms that can detect fake IDs. The fact that ZEC’s systems are so porous presents a serious challenge to the integrity of the elections if any ID can be considered as genuine by the Commission when in fact it is not. How can ZEC guarantee Zimbabwe electoral integrity when they clearly do not have quality controls? </blockquote>
<blockquote>8. We acknowledge that the Commission has deleted some of the duplicates that we raised alarm over, however, we remain concerned that some other forms of duplicate entries still exist in the voters’ roll. Section 32(1) of the Electoral Act states that the Commission should -ensure that no person is registered as a voter more than once on the voters roll for any one polling station”. The Commission should explain why they kept a roll that had duplicates all along, and why some duplicates are still there. </blockquote>
<blockquote>9. Last. but not least. the Commission must explain what their plans are regarding people who have committed perjury by providing false proof of residence affidavits. such as the 49 people registered at 1 Harare Road. Kwekwe, which has been shown to have no residents or at Stand 1981. 1st Crescent, Glenview 1, where 33 people are registered to vote, yet ground verifications have since confirmed the house. which is home to Misheck Chisvo (ZANU-PF Glenview South primary election candidate). does not accommodate the 33 voters. </blockquote>
<blockquote>10.These are our urgent concerns that need urgent answers from the Commission, however, they are not the only concerns. We expect to include additional concerns in our final report that we shall publish in due course.We should also put it on record that since the Commission started a new biometric voter registration exercise in 2017. it has never released a complete voters’ roll with fingerprints and photos for proper analysis and ground verification. Because of this. our analysis uses the voter’s ID number as the primary unique piece of data. If the Commission continues to insist that some of the various types of duplicate records that we are finding in the voters’ roll are different people. </blockquote>
<blockquote>Then we challenge the Commission to release a full voters’ roll with fingerprints and photos for proper verification. We would also like to remind the Commission the Voters’ Roll is a public  document, and Section 21(4) of the Electoral Act requires ZEC to provide copies of the Voters’ Rolls which are “to be used in an election”, i.e., copies which include photos.We are deeply concerned by ZEC’s claims of cases where people, allegedly, use a stolen identity card or the identity card of a relative to register to vote. </blockquote>
<blockquote>In its statement, ZEC admits that it is aware of a weakness of the AFIS system which does not pick up these duplicates. Bearing this in mind, the public would expect ZEC to have a secondary method of verification which flags duplicate ID Numbers. The fact that both the July 2018 and January 2022 versions of the voters’ roll contain exact duplicate ID numbers suggests that ZEC does not have this secondary method of checking, or that it is not working properly, or otherwise that it is due to gross professional negligence.</blockquote>
<blockquote>Furthermore, we are disturbed to hear that the Commission has disassociated itself from the genuine 31 January 2022 copy of the voters’ roll that we have. However, all our findings are fully corroborated by screenshots that we have been capturing from the ZEC BVR Inspection website https://bvrinspection.zec.org.zw implying that our copy of the voters’ roll is authentic and has never been tampered with in any way.</blockquote>
<blockquote>We would like to remind the Commission of its mandate to conduct efficient, free, fair, transparent, and credible elections while maintaining absolute independence from any political party. With this in mind, we are disturbed to see that thousands of supporters were prevented from attending a political rally in Highfields this weekend, while none were prevented from attending a rally in Marondera on the same day. We remind ZEC that it has the power to instruct persons in the employment of the State, Section 239(J), such as police officers. We expect ZEC to issue a statement condemning the actions of the police who contravened section 133C and 151 of the Electoral Act.</blockquote>
