The Ministry of Primary and Secondary Education says it recognises Teachers for Economic Development (Teachers4ED) as a trade union organisation.
The Ministry’s spokesperson Taungana Ndoro said teachers are therefore free to attend Teachers4ED meetings during working hours. He said:

As a Ministry, we recognise Teachers4ED as a union and as such members are allowed to participate in its activities as long as they undertake proper clearance procedures from their workstations.

Ndoro was responding to questions raised after several teachers and school heads attended a ZANU PF orientation meeting organised for ED affiliates on Wednesday when they were supposed to be in class.
The meeting was held in Masvingo.
Progressive Teachers’ Union of Zimbabwe (PTUZ) president, Takavafira Zhou, however, disagreed with Ndoro’s assertion.
Zhou said all unions have a constitution and are registered with the Ministry of Labour.
He argued that Teachers4ED cannot be a union because it does not represent the interests of teachers. Said Zhou:

Teachers for ED is not a union. Unions are registered with the Ministry of Labour and remember this so-called union does not in any way stand for teachers’ plight.

Masvingo Provincial Education Director (PED), Shylette Mhike concurred with Ndoro, adding people should not confuse the ED acronym with “Emmerson Dambudzo”.
She said ED stands for Economic Development.
The meeting that the teachers attended was an orientation event which was superintended over by Masvingo ZANU PF political commissar, Brian Munyoro.
There were 24 other ED affiliates including Health Ambassadors for ED, Pastors for ED, Cross Border Traders for ED, Mahwindi for ED at the meeting.
A teacher who declined to be named told The Mirror that teachers who are not members of Teachers4ED were being left out of workshops, training programmes and other Government programmes that have monetary benefits. Said the teacher:

There is a lot of insecurity among teachers as a result of this association. Those who are not members of Teachers4ED are being sidelined in Government programmes.
The education system has been turned into a political landscape and it is those teachers with political instincts who will survive and this is a death blow to education.

Teachers Free To Attend Teachers4ED Meetings During Working Hours - Ndoro

Teachers for Economic Development (Trs4ED), a ZANU PF-affiliated group, has urged the government to take measures to ensure that teachers who want to work in the United are protected from human traffickers.
In a statement, Trs4ED said that there should be a bilateral agreement between the Government of Zimbabwe and the UK so that Zimbabwean teachers who get teaching jobs in Britain are protected. Reads the statement:

Teachers for Economic Development (Trs4ED) notes the United Kingdom’s designation of the new policy that allows qualified teachers from nine (9) countries including Zimbabwe to apply to the Teaching Regulation Agency (TRA) for Qualified Teacher Status (QTS) in the UK. 
This will allow UK schools to recruit Zimbabwean teachers. Trs4ED notes the interest generated by this development in the teaching fraternity which was awash on social media.
Regarding this new development, Trs4ED is of the view that the government needs to intervene so that those teachers willing to take up the offer are protected from the jaws of human traffickers, incidents of irregular migration and being ripped off by the so-called visa sponsors. 
In that regard, Trs4ED is set to engage with the Government of Zimbabwe particularly the Ministry of Primary and Secondary Education (MOPSE) and Ministry of Public Service, Labour and Social Welfare to ensure that a system is developed that protects our teachers from the vagaries of chancers who end up initiating suspects into homosexuality, drug trafficking, human smuggling, human organs trafficking among other transnational crimes.
Noting that Zimbabwe is a friend to all and enemy to none, Trs4ED advocates for a Memorandum of Understanding (MOU) or some form of a bilateral agreement between the Government of Zimbabwe and the UK so that our teachers are protected, respected and the profession remain dignified. 
Our view is to push for a similar agreement between Rwanda and Zimbabwe that saw teachers working in Rwanda. 
Lastly, Trs4ED can be represented in the diaspora where economic development projects are implemented back in our motherland.

Trs4ED Urges Govt To Protect Teachers From Exploitation In Britain

President Emmerson Mnangagwa warned that ZANU PF will punish teachers who refuse to support the ruling party.
Addressing over 5 000 teachers at the launch of the Teachers for Economic Development (Teachers4ED) at the Harare International Conference Centre (HICC) on Wednesday, 19 October 2022, Mnangagwa urged ZANU PF officials who were present at the event to punish “errant” teachers. He said:
<blockquote>
Our party and government are ready to support you. We have the ZANU PF chairperson here (Oppah Muchinguri). You (Muchunguri) heard me telling them that the ZANU PF party supports them (teachers).
Your children here (the teachers) have chosen to stand with us.  Nurture and guide them. For those who would have shown errant behaviour, you should pinch them, don’t beat them too much. Anenge aita musikanzwa munoshunya hamunyanyi kurova.
</blockquote>
Meanwhile, the Citizens’ Coalition for Change (CCC) led by Nelson Chamisa has condemned the alleged partisan abuse of teachers by ZANU PF.
In a statement, CCC said the ZANU PF-led government should improve teachers’ conditions of service instead of forcing them to attend its political rallies. CCC said:

We condemn the partisan abuse of teachers by ZANU PF. Teachers like any citizen have the freedom to make political choices.
Frog marching them to ZANU PF rallies won’t improve their working conditions or the broken education sector.

Mnangagwa Says "Errant" Teachers Risk Being Beaten

More than 5 000 teachers met in Harare on Tuesday at the Harare International Conference Centre, to launch a new union called Teachers for Economic Development (Teachers4ED).
The teachers, who were clad in regalia blended with ZANU PF colours, abandoned their workstations to attend the launch which was graced by President Emmerson Mnangagwa, Vice President Constantino Chiwenga, Minister of Primary and Secondary Education Evelyn Ndlovu and other senior ZANU PF members such as Patrick Chinamasa and Oppah Muchinguri.
Addressing the teachers during the launch, Mnangagwa urged the educators to continue supporting ZANU PF. He said:

Reject those who may seek to derail your cause, founding revolutionary aspirations and the Pan-African values of your budding organisation.
As the teaching fraternity, never allow yourselves to be used as tools by our country’s detractors in their divisive and subversive activities. Always remain patriotic and loyal to our country.
Informed by this relationship, our ZANU PF Party must remain closely connected with the education sector and the teaching fraternity immersed in the Party.
We must never again allow any challenges or differences we may face as a people, to separate these two institutions.

The teachers, some of whom went through ZANU PF’s Herbert Chitepo school of ideology openly expressed their support for Mnangagwa’s re-election bid in 2023.
Chiwenga also spoke at the event and denied reports that there was factionalism in ZANU PF. He said:

When you go back home, please tell those misguided souls that we have only one candidate and that’s our guest of honour (Mnangagwa).
