The Zimbabwe Revenue Authority (ZIMRA) has issued a clarification regarding regulations requiring individuals from specified professional bodies to present a valid tax certificate before renewing or registering their practising certificates. This new policy was announced last month under Public Notice 92 of 2024.
ZIMRA communications manager, Francis Chimanda, explained to the <a href="https://www.chronicle.co.zw/zimra-clarifies-tax-clearance-certificate-for-professionals/">Chronicle</a> that the move aims to bring professionals who are not currently in the ZIMRA system into the tax net, while also strengthening compliance among those already registered in the ZIMRA database. Said Chimanda:

This has been in place for those who were compliant. ZIMRA, however, is now enforcing the measures for the non-compliant professionals and effective date is January 1, 2025.

Chimanda said that registration for a valid tax certificate was free.
In a Public Notice 92 of 2024 issued last month and in accordance with the amendment to Section 80A of the Income Tax Act (Chapter 23:06), ZIMRA listed the nine affected professional bodies as Architects, Engineers and Technicians, Land Surveyors, Legal Practitioners, Auditors and Accountants, Health Practitioners, Veterinary Surgeons, Real Estate Agents and Quantity Surveyors. ZIMRA said:

All individuals seeking certification, registration, or licensing with their respective professional bodies must present a valid tax clearance certificate at the time of application or renewal.
The tax clearance certificate must be valid no earlier than 30 days prior to its submission. ZIMRA encourages all professionals in these fields to ensure compliance with this new requirement to avoid any disruptions in their practice.
</blockquote>
In compliance with the directive, the Nurses Council of Zimbabwe (NCZ) on Tuesday advised all health institutions and organizations to submit a list of their ZIMRA tax-cleared personnel ahead of registration or renewal.
The NCZ also warned that no practising certificate would be issued without valid tax clearance. NCZ said:

In line with the requirements of Public Notice 92 of 2024, issued on the 5th of December 2024 by the Zimbabwe Revenue Authority (ZIMRA), the Nurses Council of Zimbabwe wishes to advise all nurses to produce a valid tax clearance as part of the registration and renewal requirements.
All health institutions and organisations are hereby required to submit a list of their ZIMRA tax-cleared personnel to the NCZ as a prerequisite for renewal. Please note that all nurses residing outside Zimbabwe are exempt from this requirement.

This is to make sure everyone pays their taxes. The new rule will start on January 1, 2025. It is free to get a tax certificate. The Nurses Council of Zimbabwe is also making sure all nurses have their taxes in order before renewing their licenses. If they don't, they won't get a new certificate. ZIMRA Clarifies Tax Certificate Requirement For Professionals

The Zimbabwe Revenue Authority (ZIMRA) has announced that effective January 1, 2025, insurance companies must verify a valid tax clearance certificate before issuing vehicle insurance to public transport operators. This requirement is part of the Finance Act No. 2 of 2024.
The regulation applies to vehicles registered under the Road Motor Transportation Act for both goods and passenger transport.
ZIMRA urged insurance companies to comply with this regulation and to assist operators in obtaining the necessary tax clearance certificates. 
A letter dated 06 December 2024, addressed to the Commissioner of the Insurance and Pensions Commission, by ZIMRA’s Acting Commissioner, Domestic Taxes, M. Chinanayi, reads:

RE: PRODUCTION OF VALID TAX CLEARANCE CERTIFICATES BEFORE INSURANCE OF VEHICLES UPON LICENCING – FINANCE ACT No. 2 OF 2024
Reference is made to the Finance Act. No. 2 of 2024 which was gazetted on 25 October 2024 and which amended the Income Tax Act [Chapter 23:06] by introducing new requirements that insurance companies need to comply with.
Please be advised that in terms of section 80A of the Income Tax Act, insurance companies are now required to ensure that effective 1 January 2025, no public transport operators are issued with vehicle insurance unless they produce a valid tax clearance certificate. The section reads:
“(5) Notwithstanding anything contained in the Road Motor Transportation Act [Chapter 13:15] and Insurance Act, the following persons who are certified, registered or licensed to operate the business of the omnibus or taxicab for the carriage of goods or passengers for hire or reward, in whose name the goods vehicle, omnibus or taxicab is or is required to be registered in terms of the Road Motor Transportation Act [Chapter 13:15] and Insurance Act shall not be certified, registered or licensed by ZINARA nor be eligible for vehicle insurance unless (at the time the certification, registration or licensing of the person concerned is effected or renewed) there is produced to the certifying, registering or licensing authority under the Act concerned a tax clearance certificate valid no earlier than thirty days before its production.”

ZIMRA says from 2025, public transport operators need a tax clearance certificate to get vehicle insurance. This is a new rule under a law passed in 2024. The rule applies to both passenger and goods transport vehicles. ZIMRA wants insurance companies to follow this rule and help operators get the certificates. ZIMRA To Enforce Tax Clearance Certificate Requirement For Public Transport Operators

The Zimbabwe Revenue Authority (ZIMRA) has described as fake a document titled “Issuance of tax clearance certificates ([ITF263] for the year 2022.”

<li>Fully Fiscalised and Interfaced. For those registered for Value Added Tax (VAT), should fully fiscalise for multi-currency with their invoice/receipts showing currency of transaction and their devices interfaced with ZIMRA servers. </li>
</ol>
a) Approach ZIMRA Fiscal Devices Approved Supplier listed in Public Notice Number 85 on ZIMRA website. Please note that the devices should be configured to show: 
✔ Transactions done in local currency ZW$ 
✔ Transactions done in foreign currency like the USD. 
b) Where clients have devices that cannot be configured for multicurrency, different devices should be configured to show either of the above requirements. 
Due to the unstable performance of the e-Services platform, some taxpayers have not been able to access their tax clearance certificates on time. ZIMRA, therefore, apologizes for any inconvenience caused.

ZIMRA Dismisses "Public Notice On Issuance Of Tax Clearance Certificates" As Fake

ZIMRA has in the following notice notified all taxpayers that they should be up to date with their tax obligations. ZIMRA also took the time to address the challenges being faced by Zimbabweans in trying to get tax clearance certificates and said those without valid certificates are deemed to have tax clearance till the end of this month. Said ZIMRA in notice 11 of 2021:

All Tax Payers Without Valid Tax Clearance Are Deemed To Have Tax Clearance Certificates Expiring On 28 February - ZIMRA

The Zimbabwe Revenue Authority (ZIMRA) has issued a notice advising individuals importing goods for sale into the country to apply for a Business Partner Number. The requirement applies to individuals who import goods exceeding RTGS$8 000.00. Below is the notice in full:
<blockquote>PUBLIC NOTICE: IMPORTATION OF COMMERCIAL GOODS BY INDIVIDUALS
The Zimbabwe Revenue Authority (ZIMRA) in this public notice would like to advise that all individuals importing commercial goods into Zimbabwe would be required to apply for a Business Partner Number through the ZIMRA E-Services Platform on the website http://efiling.zimra.co.zw or visit your nearest ZIMRA office for further assistance.
Please note that with effect from 9 September 2019, no individual importing commercial goods, for example, goods for resale of a value exceeding RTGS$8 000.00, will be cleared unless they have the Business Partner Number and a valid Tax Clearance Certificate.
The requirements for the application for a Business Partner number are:

<li>Stamped current Bank Statement</li>
<li>Identity card</li>
<li>Proof of residence in the form of a utility bill, supported with an affidavit if not in your name.</li>
