The Zimbabwean government has launched a door-to-door crackdown to confiscate smuggled goods flooding the country, especially during the festive season.
Those found in possession of smuggled items face imprisonment without the option for bail.
The operation will also target wholesalers, supermarkets, and tech shops, seizing smuggled products including food items, clothing, drugs, beverages, fertilizers, cement, vehicles, electrical gadgets, and solar panels.
Addressing journalists in Harare on Wednesday, Tafadzwa Muguti, the Permanent Secretary for Presidential Affairs in the Office of the President, announced that a taskforce has been deployed to all major border posts and key roads to prevent the entry of smuggled goods.
The taskforce comprises various government agencies, including the Zimbabwe Revenue Authority (ZIMRA), the Zimbabwe Republic Police (ZRP), the Reserve Bank of Zimbabwe (RBZ), and the Consumer Protection Commission. Said Muguti (via <a href="https://www.herald.co.zw/govt-launches-door-to-door-crackdown-on-smugglers/">The Herald</a>):

This December, we will have inter-governmental agencies stationed at our major border posts to ensure zero tolerance for smugglers. The task force will conduct door-to-door inspections of all goods in wholesale and retail shops.
I want to issue a stern warning to Diasporans returning for the holidays. We often see rising prices and increased black market trading as they come back.
Many choose not to declare their groceries and attempt to smuggle in illicit alcohol and other items, be aware that there will be no fines for violations at roadblocks; rather, those caught will be arrested on the spot. You risk spending Christmas behind bars if you engage in these activities.
</blockquote>
Muguti said that the crackdown aims to protect the local industry from cheap, often counterfeit products that pose health risks to consumers.

They are targeting products like food, clothes, drugs, and electronics. Government agencies like ZIMRA, ZRP, RBZ, and the Consumer Protection Commission are working together to stop this. The crackdown is to protect local businesses and consumers from dangerous and fake products. People are warned not to smuggle items during the festive season or they will be arrested and spend Christmas in jail.

Government Targets Smuggled Goods With Door-to-Door Operation

Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, has warned Chitungwiza councillors against dabbling in corrupt activities saying they will be arrested if they become wayward.
This comes after Chitungwiza councillors in 2022 gave each other graves which they then sold for US$500 per grave.
Muguti also warned the councillors against having unnecessary workshops in order to milk council coffers by generating allowances. He said:

There is a policy you had last year where you gave each other graves. Stop It. Free graves are outlined in the office of the Minister of State through social welfare. We have been doing this since 1980.
In all your wards, there are social welfare officers. We know the poor people in your area. What you were doing last year, councillors identifying poor people and deciding who to dish out graves to. You think I did not know that some of you were selling the graves for US$500.
When you see us arresting you, it is because you would not have been transparent with my office. The chamber secretary is there to guide you when you have your meetings.
Don’t override him because he is your lawyer. If he tells you, ‘the law says don’t do this,’ don’t do it. This is coming with a very stern warning.
We don’t do workshops for the ease of generating allowances. We do them to enhance each other’s capacity. So you would rather do one workshop for three days than a scenario where today you are in Kariba and tomorrow you are in Masvingo.

He also accused some councils of accumulating as much as 500 litres as fuel allowance.
Muguti said his office will not tolerate abuse of office by councillors.

Tafadzwa Muguti Warns Chitungwiza Councillors Against Abuse Of Office

Chitungwiza Town Council is poorer than Epworth, Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, has said.
Muguti said this when he congratulated the newly-elected councillors of Chitungwiza Town Council on Monday.
He said the local authority’s mandate was clear, as stipulated in the Constitution of Zimbabwe and the Urban Councils Act Chapter (29:15).
Muguti challenged the councillors to improve service delivery in the dormitory town where flowing raw sewage has created permanent “streams”.
Unlike Epworth, considered by some the poorest residential area in Harare Metropolitan Province, Chitungwiza doesn’t have a single traffic light. Said Muguti:

Local authorities in Zimbabwe play an important role in promoting sound local governance and undertaking and coordinating urban development to enhance the socio-economic development of Zimbabwe.
Chitungwiza Town Council is one of the largest local authorities, but you are the poorest, even Epworth has more money than you. It is time to build a better Chitungwiza.

Meanwhile, Lovemore Maiko (Cllr Ward 7) bounced back as the Mayor of Chitungwiza and will be deputised by Jerita Mutigwende (Cllr Ward 12). Maiko takes over from Kiven Mutimbanyoka.

Chitungwiza Is Poorer Than Epworth, Says Tafadzwa Muguti

Councillor <a href="https://www.pindula.co.zw/Lovemore_Maiko/">Lovemore Maiko</a> of Ward 7 was re-elected as the Mayor of <a href="https://www.pindula.co.zw/Chitungwiza_Municipality/">Chitungwiza town</a> in Zimbabwe on September 18, 2023. Alongside him, Councillor Jerita Mutingwende from Ward 12, both representing the CCC party, was chosen as the Deputy Mayoress. Maiko secured 31 votes in the election, surpassing Leah Chidamba of the ruling ZANU PF who received only two votes.
The election process was overseen by Mr. <a href="https://www.pindula.co.zw/Tafadzwa_Muguti/">Tafadzwa Muguti</a>, the Secretary for Provincial Affairs and Devolution. Speaking after the election, Muguti said:

I expect councillors to support, respect and work hand-in-hand with the mayor and deputy. I also ask for discernment and being able to understand that the moment you are elected, you’re not a political appointee, but a full government official. We take our politics, be it Zanu PF or CCC, to our party offices. The moment we come here, residents expect to see city fathers and mothers who are going to help and lead them.

During his acceptance speech, Mayor Maiko expressed his commitment to prioritise the well-being of the residents. He acknowledged the responsibility and leadership required to provide reliable and quality service to the municipality’s residents, emphasising his dedication to fulfilling this duty. He said:

I accept this with a huge sense of responsibility and the agency of leadership in delivering quality service to the residents of our municipality reliably. Councillors are residents first before they are aldermen, and collectively we shall remain conscious of this and plan, implement and evaluate within the framework of this position.

Maiko was first elected Mayor in 2018, but in March 2022 was recalled by the opposition MDC-T, led by <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora.</a> He is one of dozens of councillors and legislators who were recalled by the MDC-T since the <a href="https://news.pindula.co.zw/2020/04/02/full-supreme-court-ruling-on-mdc-leadership-crisis-case/">2020 Supreme Court ruling</a> on the MDC leadership crisis. 
In Chitungwiza, there are a total of 33 Councillors. Among them, 25 were elected as Ward councillors, while the remaining 8 were selected through proportional representation. ZANU PF has three councillors representing them in the municipality.

Councillor Lovemore Maiko Re-Elected As Mayor Of Chitungwiza Town

The Zimbabwe Republic Police and the City of Harare on Wednesday, 12 April launched joint operations to curb traffic congestion at all major intersections during peak hours.
This will involve the full-time deployment of police officers at intersections with faulty traffic signals as a clampdown on Mushikashika (pirate taxis) and restoration of order at bus terminuses in the CBD.
A statement issued by the Office of the President and Cabinet on 12 April 2023 titled “PUBLIC OUTCRY OVER TRAFFIC CONGESTION AND RECKLESS DRIVING”, reads:

The Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Mr. Tafadzwa Muguti today held a meeting with all Government Ministries, Departments and Agencies involved in roads administration and traffic law enforcement.
The meeting follows numerous complaints from residents over frustrating traffic jams and reckless drivers who tend to drive on pavements and oncoming traffic.
There is a standing cabinet directive on the Decongestion of the City of Harare. Please be advised that guided by the standing guidelines of the Inter-Ministerial committee the Secretary of State for Provincial Affairs and Devolution has herein directed the following be implemented immediately in Harare Metropolitan Province in order to address the ongoing challenges on our roads;
1. All commuter omnibus operators to get a valid rank permit that will allow them to operate from their designated bus ranks and within operational times. The City of Harare will publish the designated official bus termini in the City. All passengers ought to respect and board their buses from these designated points;
2. A digital database of all commuter omnibus operators is to be implemented as part of the Local Authority Digital System (LADS). This will include digital payments collections of fines and fees whilst the Zimbabwe Republic Police shall utilise the system to verify the roadworthiness of vehicles, outstanding warrants on drivers, outstanding tickets and any other listed offences of drivers. Phase two shall include all other motorists;
3. All unlicensed and unroadworthy vehicles to be impounded and compliance protocols to be enforced at operator’s cost. This includes those operating with yellow plates and mushikashika;
4. All drivers guilty of reckless and dangerous driving are to be arrested on the spot and taken to court within the statutory 48 Hrs. This includes those driving on oncoming traffic, driving on pavements and those who deliberately create additional lanes by encroaching cycle tracks and pedestrian walkways;
5. All vehicles which have fitted extra lighting that is not permitted by the law shall have their vehicles impounded. These include those who have installed blue, red, green or yellow security and emergency reserved lights illegally on their vehicles.
The Zimbabwe Republic Police and the City of Harare shall from today launch joint operations to curb traffic jams at all major intersections during peak hours, whilst intersections with faulty traffic signals shall have full-time deployments.
We shall continue to engage all stakeholders to ensure that we promote a trafficable and safe environment for our citizens.
This will include redesigning our entire traffic system in the City of Harare in order to support the ever-growing vehicle population.
Harare Metropolitan Province has a Zero Tolerance Policy on Lawlessness and Corruption. We urge all drivers to please respect the traffic laws of Zimbabwe and other motorists so as to avoid arrest and further inconveniences.

ZRP, City Of Harare Launch Joint Operation To Curb Traffic Congestion

The Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, <a href="https://www.pindula.co.zw/Tafadzwa_Muguti">Mr Tafadzwa Muguti</a> has said City Parking fines are grossly unreasonable.
In a statement seen by Pindula News, Muguti urged <a href="https://www.pindula.co.zw/Harare_City_Council">Harare City Council (HCC)</a> to engage members of the public prior to such resolutions being passed by councillors. Reads the statement:

<h2>PRESS STATEMENT PUBLIC OUTCRY OF CITY PARKING FINES AND MISCONDUCT 10 MARCH 2023</h2>
The Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Mr. Tafadzwa Muguti met with the City of Harare Management, the City Parking Management and the Zimbabwe Republic Police on Thursday the 9th of March 2022. The meeting called by the Secretary followed the public outcry on the exorbitant parking fines and unruly behaviour by City Parking officials that has led to violent clashes with motorists. As Harare Metropolitan Province we have directed both City of Harare and City Parking to immediately seize the unprofessional manner in which the City Parking officials were now operating.
Whilst we encourage all local authorities to collect revenues from enforcement of by-laws, there has to be a human face to this practice. This includes taking into consideration the current state of the economy and that globally all economies are trying to recover post-Covid-19, Zimbabwe included. The recent fines charged by the City of Harare include;
– US$132 for late parking 
– US$100 for towing of your vehicles 
– US$20 for administration fee
As Government we find these fines to be grossly unreasonable and are not people centred. There has to be engagement between the City Council and residents especially motorists prior to such resolutions being passed by councillors. Local governance requires that council resolutions passed by councillors reflect the ambitions, desires and expectations of the residents. So the parking fees reviewed upwards should have been as a results of public consultations between councillors and the residents in the respective jurisdictions. 
The failure by the City of Harare to urgently address the public outcry by residents has led the Secretary of State to request that the Minister of Local Government and Public Works. Hon. J.G. Moyo under the Urban Councils Act urgently Intervenes in this matter. An investigation team has been established by the Hon. Minister and shall look into the City Parking affairs mainly covering:
– The Shareholding of City parking 
– The Financial Management of City Parking revenues 
– The Allegations of Corruption and misconduct by City Parking Officials 
– The Parking Fees Resolution Justification by Councillors 
– The Use of money collected from City Parking by the City of Harare.
We encourage all motorists to pay for the parking in order to avoid enforcement but not to pay bribes to City Parking officials. All acts of misconduct and corruption should be reported to the nearest ZRP Police Station. lastly, the City of Harare should ensure that parking bays are clearly marked, clean and all storm drains cleared. We expect only the best service delivery standards from the City of Harare to its residents. Please stand guided accordingly.

City Parking Fines Grossly Unreasonable - Muguti

Around seventy per cent of schools that were operating without proper registration in Harare Metropolitan Province have so far complied with the requirement to register.
This was said by Harare Metropolitan Secretary for Provincial Affairs and Devolution Tafadzwa Muguti.
Speaking in a recent interview with <a href="https://www.sundaymail.co.zw/new-unregistered-schools-move-to-comply">The Sunday Mail</a>, Muguti said Harare had a total of 400 schools that were operating without registration. He said:
<blockquote>
We had a total of 400 unregistered schools as of 2021. And, as of the end of last year, almost 300 schools had been registered; that is over 70 percent have managed to comply.

Muguti warned schools that have not complied that they risk being closed.

Police have launched a manhunt for ten (10) suspected drug kingpins in Harare who are believed to have been supplying illicit drugs to the public.
<a href="https://www.sundaynews.co.zw/manhunt-for-10-drug-kingpins/">The Sunday News</a> reported that over the past two weeks, law enforcement agents have arrested over 1 500 drug dealers across the country under a multi-agency operation codenamed “No to dangerous drugs and illicit substances: See something, say something”.
Secretary for Harare Metropolitan Provincial Affairs and Devolution Tafadzwa Muguti said the Government will ensure that all drug dealers are brought to account. He said:

Once the police have reasonable suspicion that you are dealing in drugs, they have no choice but to call you in for questioning.
In Harare Province, I understand at least 10 well-known drug lords are on the run and police are looking for them.
As Government, we will continue to pour resources into the operation to make sure all those responsible for selling drugs are brought to book.

Muguti added that about 40 percent of those arrested during the operation were from Warren Park. He said:
<blockquote>
For the benefit of those who may not understand our position on drugs, it’s very simple: If you buy drugs, you take drugs, you sell drugs or you transport drugs, this means you are part of the value chain of the drug industry. All of the above are illegal activities.
No fish is too small or too big; as long as you play a role, you will face the music.

Zimbabwe Republic Police (ZRP) national spokesperson Assistant Commissioner Paul Nyathi, said:
<blockquote>
We can neither deny nor confirm that specific individuals are wanted for questioning, but police have intensified investigations into several suspected drug kingpins.
Some have gone into hiding, but police will not leave any stone unturned as we continue with the operation across the country.
To date, about 1 500 people have been arrested in connection with their involvement with drugs across the country.
So far, police have recovered large quantities of mbanje, crystal methamphetamine — commonly referred to as mutoriro — and bottles of banned addictive cough syrups such as BronCleer, Benylin with Codeine and Adco-Salterpyn syrup, among other illicit substances in a recent raid in Mbare.
Some of the houses we raided were being used by people as waiting rooms, but are now being occupied by some families who were engaging in criminal activities such as brewing illicit and dangerous substances, which promote drug and substance abuse and related criminal activities.

Police Launch Manhunt For 10 Suspected Drug Kingpins

Drug abusers will no longer be treated as victims but as criminals, a senior government official has said.
Harare Metropolitan Affairs and Devolution secretary Tafadzwa Muguti on Friday said treating drug users as victims will not help in ending the scourge of drug abuse.
He was speaking at the launch of a national anti-drug operation dubbed No To Dangerous Drugs And illicit Substances; See Something Say Something. <a href="https://www.newsday.co.zw/local-news/article/200006999/govt-declares-war-on-drug-abusers">NewsDay</a> quoted Muguti as saying:
<blockquote>
We have stopped looking at rehabilitation first before arrest because that is the mistake we were doing.
If we find someone who is under the influence of drugs, the law says that you can be arrested for being drunk and intoxicated in public.
So as it is, anyone who is found under the influence of drugs is eligible to arrest and they will tell us when they get sober where they would have bought the drug.
If we continue treating drug users as victims while they know exactly where the drugs are coming from, we won’t stop this pandemic.

Police in Harare on Friday arrested 10 drug users and peddlers, with one of them found in possession of 50 bottles of Bron Cleer cough syrup.
During the raid yesterday, several drug users were nabbed at police roadblocks in Southerton.
Muguti said drug dealers are operating mainly from high-density suburbs and transporting the drugs using passenger vehicles. He said:

As you saw today, we have captured a number of drug lords who were actually transporting drugs using passenger vehicles.
We are now aware that drug lords are now using high-density suburbs as safe havens. 
Government raised concern over the increasing involvement of schoolchildren in drug and substance abuse and implored school heads to treat drug offences as criminal offences, not as disciplinary offences.

Drug Abusers To Be Treated As Criminals, Not Victims - Muguti

Secretary for Provincial Affairs and Devolution for Harare Metropolitan Province Tafadzwa Muguti said that the Government will deal decisively with Harare City Council officials corruptly acquiring land and selling it to line their pockets.
Muguti was responding to a Twitter post by the Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Nick Mangwana.
Mangwana had alleged that CCC councillors bought land at 10 cents ($0.10) per square metre for an Industrial stand in Glaudina.
Muguti bemoaned corruption at the local authority saying graft had reached “disgusting levels.” He said:

We have been witnessing massive land sales even in wetlands. When I engaged the Mayor [Jacob Mafume] he also expressed concern.
We will get to the bottom of this and find out who did what and when. I can promise that we will deal decisively with all those who cut corners to enrich themselves.
We will not leave any stone unturned as we seek the truth. The level of corruption in the [Harare City Council] has reached exhaustion and disgusting levels.
The land is easily sold off including wetlands with no change of use. Heads will roll that I can promise.

Last week a <a href="https://www.herald.co.zw/massive-harare-land-looting-exposed/">report by The Herald</a> claimed that CCC and MDC Alliance councillors, working in cahoots with top council officials, were buying commercial and industrial stands for as little as US$60 and reselling them at more than US$120 000.

"Heads Will Roll," Muguti Warns "Corrupt" Harare Councillors

Harare Metropolitan Province secretary <a href="https://www.pindula.co.zw/Tafadzwa_Muguti">Tafadzwa Muguti</a> has said the Mupedzanhamo market needs major renovations before it is reopened.
Mupedzanhamo was closed in September following <a href="https://zero.pindula.co.zw/mupedzanhamo-violence-three-arrested-over-murder/">violent clashes</a> between suspected ZANU PF and Citizens Coalition for Change (CCC) space barons as they fought to control the marketing spaces.
At least <a href="https://zero.pindula.co.zw/mupedzanhamo-fire-zanu-pf-member-dies-in-violent-clashes/">two people died and 13 others were arrested</a> during the skirmishes.
There has been the politicisation of major markets in Harare Metropolitan province, <a href="https://www.newsday.co.zw/local-news/article/200005140/mupedzanhamo-market-to-reopen">NewsDay</a> reported citing a statement issued by Muguti on Friday. He is quoted as saying:

It’s a well-known fact that all major markets in Harare Metropolitan Province have been taken over by politicised space barons who constantly abuse their positions in their respective parties and social standing in the society. This has affected markets such as Glen View Furniture Complex, Jambanja in Chitungwiza, Coca-Cola Corner and Siyaso, amongst others.”
The respective ministries have begun planning for the upgrade, renovations and construction of more markets for our traders. The market is in need of major renovations which include ablution facilities, water, and sewer infrastructure upgrade, perimeter wall repairs, remarking trading spaces, adequate parking and electrical installations, to name a few.

Muguti said that on Tuesday an inter-ministerial technical committee visited the Mupedzanhamo to ascertain the extent of damage to infrastructure and its suitability to be reopened before the festive season.

"Mupedzanhamo Market Is In Need Of Major Renovations" - Muguti

The government has applauded the Ruwa Local Board, which is led by the opposition Citizens Coalition for Change (CCC), for being corrupt-free and for creating thousands of jobs.
The Ruwa Local Board has nine councillors and they are all from CCC. The local authority does not have any pending cases before the courts.
The Ruwa Local Board won three awards at the inaugural Harare Metropolitan provincial awards, which honoured residents, businesspersons and people who excelled in the fields of arts, sports and others in 2022.
Ruwa competed with Harare City Council, Chitungwiza City Council, and Epworth Local Board.
It was voted the best Harare Metropolitan Council, its mayor Kizito Chivafa was voted the best mayor, and the board also got the top investment award.
Addressing stakeholders at the awards ceremony over the weekend, Harare Metropolitan provincial secretary Tafadzwa Muguti said:

Two years ago l called all town clerks and mayors into one room and l explained the main areas to get development, and one of the major issues was to attract investment.
In a space of two years, Ruwa has attracted US$40 million in investments, has zero corruption cases before the courts, had a budget for roads, and did what other councils have failed to do — fixing roads for investments.

Govt Applauds CCC-led Local Authority

The Widows for Economic Development (Widows4ED) union has petitioned President Emmerson Mnangagwa to fire Provincial Development Coordinator (PDC), Tafadzwa Muguti, following their eviction from ark Street, Harare where they were vending.
Vendors were authorised by the late Harare Provincial Minister, Oliver Chidawu in 2018, to sell their products in the open space on Saturday and Sunday only.
However, Muguti closed the site in September ordering armed anti-riot officers to seal it off. 
Widows4ED addressed its letter to Mnangagwa and copied it to Vice President Constantino Chiwenga, Zanu-PF provincial chairperson Godwills Masimirembwa, Police Commissioner General, Godwin Matanga, the Zimbabwe Anti-Corruption Commission (ZACC) and Home Affairs Minister Kazembe Kazembe. Read the letter signed by Fungai Mutinsi, the Widows4ED chairperson:

Our main challenge is Muguti who defied a Court Order by unleashing the Zimbabwe Republic Police (ZRP) on September 17. Old women were threatened and told they would be thoroughly beaten.
After realising that most of the widows and youths were unable to engage in productive activities because of exorbitant rentals charged by property owners, we decided to introduce the concept of a weekend market to bring convenience and affordability to the shopping public, while giving widows and youths access to affordable trading spaces.

Beginning 2016, we approached various authorities within both central and local government, culminating in the granting of permission to use Park Street during weekends for the Weekend Market concept.
Over the past six years that we have been operating, a significant number of widows and youths have managed to upgrade their operations migrating from being weekend table operators to owners of boutique shops in and outside Harare.
Since the unfortunate passing on of (former Harare province minister Oliver) Chidawu, the Park Street Weekend Market has been under siege from the very people who never liked the concept…
Muguti told us in our face that he had instructions from you, your Excellency, to shut down our weekend market. This was shocking and difficult to believe, as we do not know you as a person who is against the uplifting of marginalised members of the society.
Muguti clearly stated that he is the President’s blue-eyed boy in Harare and had direct orders from the President to clear the rot caused by the late Chidawu.
We kindly request that you reconsider the suitability of Muguti as Harare PDC regards his conduct which violates the country’s law and will likely foment negative sentiment against the government and the party.

Muguti recently gave all councils under his authority orders to initiate a cleanup campaign.

Widows4ED Petition President Mnangagwa To Fire Tafadzwa Muguti

The City of Harare has distanced itself from an ongoing operation by the government targeting illegal structures in Harare Metropolitan Province.
The government last week announced a 45-day operation to demolish illegal structures in Harare, Chitungwiza, Epworth, and Ruwa.
Harare City Council’s Small Medium Enterprise (SMEs) committee chairperson, Denford Ngadziore (CCC), told <a href="https://www.newsday.co.zw/local-news/article/200003791/govt-gets-tough-on-illegal-structures">NewsDay</a> that the demolitions were being at the wrong time as the country is in the middle of the rainy season. Said Ngadziore:

We are worried about the demolitions of Murambatsvina. We are not part of Murambatsvina by the government.
l am told they are in Chitungwiza and they are coming to us. We are worried as Harare City Council. We are worried about the timing, we are in the rainy season.
This is not the first time this has happened and this is heartless. l remember the government demolishing houses in Budiriro during the rainy season (in June last year), leaving many people exposed to the rain.

“Operation Murambatsvina” was a government operation that was launched in 2005 targetting illegal structures across the country.
According to human rights groups, the operation destroyed about 700 000 structures and affected 2.4 million, most of them in the informal sector.
Harare Secretary for Provincial Affairs and Devolution Tafadzwa Muguti told NewsDay that the City of Harare had not formally communicated its displeasure about the operation. Muguti said:

Councillor Denounces Ongoing "Operation Murambatsvina" In Harare

Harare Metropolitan Province has launched a 45-day operation to demolish illegal structures on wetlands in and around the capital.
The campaign, which coincided with the onset of the rainy season, is expected to run until December 15.
The operation code-named “Operation Zero Tolerance to Environmental Crimes” will be conducted in Harare, Chitungwiza, Ruwa, and Epworth with the assistance of the police.
Each local authority will be expected to provide both material and human resources for the operation.
Harare Metropolitan Provincial Affairs and Devolution Permanent Secretary, Tafadzwa Muguti, said:
<blockquote>
We are aware that our councils are actively involved in parcelling out land in wetlands.
All housing developments in wetlands shall be stopped, with all cases of purchase or award of such land being reported to the Zimbabwe Anti-Corruption Commission.
</blockquote>
Muguti said institutions, shop owners, companies, vendors, public transporters, actual passengers, and the general citizenry who violate statutory requirements will be targeted.
Meanwhile, Chitungwiza acting town clerk, Evangelista Machona, said the blitz will be focusing on four environmental issues. She said in a notice:

The operation is a response to concerns raised by the Presidium over increased environmental crimes in Harare province.
The operation is specifically focusing on four environmental issues; solid waste management, invasion of wetlands, illegal sand abstraction and illegal brick-moulding and emissions.

Structures On Wetlands In Harare Province To Be Demolished

Harare City Council (HCC) Thursday demolished several “illegal” houses in New Tafara accusing owners of illegally settling themselves on a piece of land reserved for council employees.
Acting town clerk Phakamile Mabhena Moyo confirmed the development. Moyo told NewsDay Zimbabwe:

That area was allocated to City of Harare workers who have valid allocation letters signed by the director of Housing and Community Services.

One of the affected residents, Getrude Kundiranga, said police threw teargas to disperse them. Kundiranga said:

The police had dogs, guns and they threw teargas canisters at the civilians. My house has been demolished and my three-year-old daughter and I have nowhere to go.

Combined Harare Residents Association (CHRA) president Rueben Akili warned home seekers not to buy land from land barons. Akili said:

It has become a growing trend that as we head towards elections for the past 10 years, there are issues of politically-motivated land invasions.

Over the years, the local government authority has demolished thousands of homes saying they were built in undesignated sites like wetlands or the land was acquired illegally.
Land barons often have links with political elites who shield them from the law. 
Eventually, it is the home seeker who pays the price in most cases. In a few cases, authorities regularise the illegal structures. 
In a related case, Harare Metropolitan province secretary Tafadzwa Muguti yesterday said 75% of businesses in the capital were operating illegally. 
The demolitions in most cases coincide with the rainy season.
He added that the government will not stand by and entertain lawlessness, “so it is important that we find ourselves doing the right things.”

Harare Demolishes "Illegal" Houses In New Tafara

Harare Metropolitan Province has 52 000 illegal houses of which 25 000 are in Chitungwiza, a dormitory town less than 30km south of the capital.
This was said by Harare Metropolitan Provincial Affairs and Devolution secretary Tafadzwa Muguti on Tuesday.
Muguti was speaking at a consultation workshop on the preparation of the Chitungwiza Municipality master plan. He said;

Due to the absence of council master plans, land barons, and politicians grabbed the opportunity to amass ill-gotten wealth.
As we speak, dysfunctional settlements are the order of the day in towns such as Chitungwiza. We have over 52 000 illegal settlements in Harare province.
Some have no documents and some have corrupt documents. In Chitungwiza, we have 25 000. 
Government is having a headache trying to clear a mess that has been created by some opportunists who are not even council workers or government officials.

Muguti said Chitungwiza municipality has been operating without a master plan since 1996. He said:

This saw the local authority facing a lot of challenges, chief among them uncontrolled development.
We have witnessed the invasion of institutional stands, recreational as well as servitude turned into residential properties and these uncoordinated developments are causing a lot of challenges in Chitungwiza.
If someone is corrupt, they should face the law. If we see you building without documentation, we will act immediately.

52 000 Illegal Houses In Harare Metropolitan Province

The Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province has urged Harare City Council to enforce by-laws in order to effect a ban of trading at traffic intersections. In a statement, seen by Pindula News, Secretary for Provincial Affairs and Devolution – Harare Metropolitan Province in the Office of the President and Cabinet, Tafadzwa Muguti said the local government authority has the mandate to keep the city clean. The Office of the Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province has repeatedly encouraged the City of Harare to enforce its by-laws in order to ensure that our Central Business District is clean, and most importantly orderly. We have noticed the increase in traders at traffic intersections and shop pavements, whilst some unscrupulous businesses are now also distributing their stocks at traffic intersections, also evading the tax authorities in the process. The City of Harare has been reminded of its sole mandate to ensure a clean and orderly Central Business, District, this is inline with its mantra of being a “world-class city by 2025”. As such all trading at traffic intersections, begging, distribution of flyers, trading from car boots and solicitation of any kind is strictly prohibited. The City of Harare has also been reminded of its sole mandate to fully operationalise its District Offices in order to ensure that the employees maintain a clean, orderly and healthy CBD whilst their District business inspectorate enforces business and health permits in all retail outlets. The City by-laws are very clear on the legal remedies and the prosecution of offenders.
