Two men from Harare have been ordered to perform unpaid community service and pay fines after being caught selling underweight sugar.
According to the National Prosecuting Authority (NPA), Ernest Gwetsai (30) from Glenview 1 and Forget Dzapasi from Glen Norah A were recently convicted in the Harare Magistrates’ Court on two counts related to the sale of falsely labelled and underweight sugar.
The duo was found guilty of delivering products with misleading labels and selling goods without invoices.
They sold “Star Brands 2kg” brown sugar, which was found to be underweight, ranging from 1.243 to 1.330 kg per pack.
The illegal activities were uncovered by police detectives, who purchased a case of the sugar from KKK shop at Target Building, Corner Bute and Rezende St, Harare, in June 2024.
Subsequent investigations revealed that Gwetsai and Dzapasi were the suppliers of the sugar, but they could not provide any documentation for a second consignment delivered to the same shop. They were unable to explain the lack of invoices or delivery notes for the goods.
As a result, the two men were sentenced to 12 months in prison, with four months suspended for five years.
An additional eight months were suspended on the condition that they complete 210 hours of community service.
They were also fined US$100 for selling goods without invoices.

The police discovered this when they bought the sugar from a store in Harare. The men were sentenced to 12 months in prison, but some of the time was suspended. Two Harare Traders In Court For Selling Underweight Sugar

The Zimbabwe Sugar Association (ZSA) says Zimbabwe has enough sugar for the domestic market and even has a surplus to export.
This comes amid reports that sugar is not readily available in some major retail chains.
ZSA senior agriculture and industrial research chemist Washington Mutatu told New Ziana that the public must not panic over the availability of sugar. He said:

I think currently we are producing enough sugar cane to produce sugar which should be able to supply our domestic market and for export.
So consumers should not be worried about the availability of sugar, it’s actually available.
</blockquote>
Mutatu also said sugar produced locally was uncompetitive because of the high production costs of electricity, water, fertiliser and labour. He said:

Our cost of production is very high, so as scientists we have to investigate ways and methods of reducing the cost of production.
</blockquote>
Mutatu urged sugar producers to diversify into the manufacture of more sugar by-products to improve their revenue streams.

Zimbabwe Has Adequate Sugar For Domestic Consumption - ZSA

The Zimbabwe Sugar Association (ZSA) has allayed fears of a shortage of sugar in the country saying it has adequate sugar stocks for local consumption.
This follows reports that some “unscrupulous” retailers have hiked the price of sugar from roughly US$2.60 to US$4.00 for a 2kg packet.
In a statement issued on April 11, 2024, ZSA chairman Willard Zireva the available sugar stocks are adequate to meet normal local demand, and also, the cane milling season resumes this month, thereby guaranteeing the availability of sugar. Said Zireva:

The Zimbabwe Sugar Association advises all stakeholders and the general public that the recommended unit shelf price of table sugar remains unchanged at US$2.60 for wholesale and US$2.76 for retail of SunSweet, with Gold Star white sugar retailing at US$2.80 per 2 kg unit.
The Zimbabwe Sugar Industry currently holds adequate sugar stocks for local consumption. The demand for sugar will spike as a result of the operating environment and speculative behaviour by some market players. However, despite these factors, the stocks on hand are adequate to meet normal local demand.
The cane milling season resumes mid-April, only a week away, and this will further boost the existing stocks of sugar.
The Zimbabwe Sugar Industry remains ready and able to meet the demand for sugar now and into the future.

Yesterday, Confederation of Zimbabwe Retailers (CZR) president Denford Mutashu acknowledged the unjustified price hikes of sugar on the local market.
He said there is a shortage of sugar on the market emanating in part from retailers’ and wholesalers’ failure to access the product from the supplier.

Zimbabwe Sugar Association Speaks On Shortage, Price Hike

The Zimbabwe Sugar Association (ZSA) has assuaged concerns about possible sugar shortages resulting from the current drought, which has been exacerbated by El Niño weather conditions.
According to the ZSA, the sugar crop is cultivated under irrigation, and there is sufficient water in dams to sustain production for the next two seasons.
In a statement, ZSA Chairman Willard Zireva clarified that sugar cane is a year-round crop, grown using irrigation methods.
The sugar currently available for sale was harvested from the 2023 milling season. Said Zireva:

The ZSA wishes to advise stakeholders and the general public that there will be adequate sugar supply for both household and industrial consumption despite the current El Nino induced drought that the country has experienced which has affected the harvest expected from the other crops.
As sugar cane is a twelve-month crop grown under irrigation in Zimbabwe, the sugar that is currently on sale was produced from sugar cane crops harvested during the last milling season which ended in December 2023.
Due to the good rainfall received in the last agriculture season, the major dams that supply water for sugar cane irrigation in the Lowveld have sufficient water to last the next two seasons.
He said the next sugar cane milling season is expected to resume mid-April and millers are currently undertaking regular, off-crop maintenance of sugar mills in readiness for the new season crop whose harvesting is scheduled to start soon.

Zirva reiterated that the industry has more than adequate stocks for the local market’s domestic and industrial use.

Drought Will Not Affect Availability Of Sugar In Zimbabwe - ZSA

Sugar producer, Hippo Valley Estates Limited says the local sugar industry has been negatively affected by the lifting of all restrictions on the importation of basic grocery items including sugar.
In a statement of financial results for the year ended 31 March 2023, Hippo Valley said the suspension of duty has resulted in sugar from stable economies being dumped onto the local market. The company said:

With the recently introduced Statutory Instrument 80 of 2023 allowing duty-free importation of several commodities including sugar, the sugar industry faces huge pressure to compete against imports coming from competitors operating in stable and subsidized environments.
Additionally, the ongoing rolling power outages are set to compound recovery challenges across the economy.
The company continues to monitor and navigate these complexities and implement appropriate value preservation measures.
</blockquote>
In May last year, and again this year, the Government suspended import duty on 11 products, namely sugar, maize meal, rice, milk, flour, salt, cooking oil, petroleum jelly, toothpaste, bath soap, and washing soap.
Finance and Economic Development Minister, Mthuli Ncube, said the move was necessitated by unjustified price increases by suppliers.

Duty-free Sugar Imports Pile Pressure On Local Sugar Industry

The Zimbabwe Sugar Association (ZSA) has dismissed reports that there could be a shortage of sugar in the country.
ZSA chairman, Muchadeyi Masunda told <a href="https://www.sundaynews.co.zw/no-sugar-shortage-looming-in-zimbabwe-zsa/">The Sunday News</a> that the country has adequate sugar on the market as millers resumed operations last month.
Last week, in Bulawayo some shops were only selling one kilogramme of sugar packets with customers allowed to buy only two packets. Said Masunda:

We can assure the market that there is no shortage of sugar with both Triangle and Hippo Mills having resumed milling at the beginning of the new milling season in April.

He said that if adequate resources are available, it was possible for the sugar industry to double its installed capacity of producing 800 000 metric tonnes of raw sugar.
Masunda said the sugar industry required vast tracts of land in the Lowveld and a fairly sophisticated water irrigation system to double production.

Sugar Association Allays Fears Of Looming Sugar Shortage

Starafricacorporation Private Limited company has announced the closure of its Goldstar Sugars Harare branch from today to Sunday over an increase in raw sugar prices.
In a statement, the company’s Chief Executive Robson Nyabadza said some employees shall take leave for the next seven days. Reads the statement:

Kindly be advised that the plant at Goldstar Sugars (GSS) will be closed for a week from Monday 13 February 2023 to Sunday 19 February 2023 due to a lack of raw sugar.
The outage of raw sugar is a result of the raw sugar price increase effected by the Zimbabwe Sugar Sales (Private) Limited (ZSS) on 9 February 2023, which makes it difficult for the company to operate the refinery viably as well as the onerous trading terms, that ZSS has imposed, which have constrained the supply of raw sugar to the extent that the refinery is experiencing frequent raw sugar stockouts.
Management is engaging ZSS and the Ministry of Industry with a view to procuring a viable pricing and raw sugar supply arrangement that will ensure an uninterrupted supply of adequate tonnages to the refinery.
All employees shall take leave with effect from 13 February 2023 and report for duty on 20 February 2023, except those doing debt collection and other specified and essential activities as shall be advised by their line managers.

<blockquote>ZIMBABWE SUGAR INDUSTRY STATEMENT ON THE SUPPLY OF SUGAR IN THE LOCAL MARKET
The Zimbabwe Sugar Association (ZSA) has received numerous enquiries on the availability of sugar in the local market and has also noted, with serious concern, that some retailers and wholesalers are trading sugar at prices way beyond the recommended levels and in some cases with consumers being made to pay in foreign currency notwithstanding the fact that the industry sells and delivers sugar in Zimbabwe dollars.
It has, therefore, become necessary for the ZSA to advise our valuable customers and interested stakeholders as follows:
<ol>
<li>Sugar packing and distribution operations were indeed briefly disrupted during the third week of March 2020 and the first week of April 2020 as the Millers and Refiners were implementing, at short notice, robust measures to protect the more than 20 000 employees from the COVID-19 pandemic.  This resulted in some delivery backlogs to key wholesalers and retailers right across the country.</li>
<li>We are pleased, however, to inform all our valued customers that the sugar industry successfully recalibrated its operations and that all the necessary interventions are in place in order to mitigate Consequently, all backlogs have virtually been cleared and normal deliveries are being scaled up to ensure that all areas across the country are fully serviced with immediate effect.</li>
<li>We are also pleased to advise that the 2020/21 sugar milling season started successfully and on schedule and that the Sugar Mills are currently operating at full capacity, with no major bottlenecks. The sugar industry expects to produce around 455 000 tons of sugar this season, compared to 441 000 tons in the prior season.</li>
</ol>
We, therefore, call upon all stakeholders to desist from speculative buying activities and implore wholesalers and retailers to continue selling sugar at the recommended prices.
The sugar industry has resolved to monitor the situation on an on-going basis in order to encourage orderly behaviour in the trade.
The sugar industry will suspend supplies to all those wholesalers and retailers identified as being involved in hoarding and/or speculative activities involving our products.

The memo also announces that 1kg, 5kg and 10kg packs for brown sugar will sell for $63,84 $319.20 $638.40 while white sugar will sell at $67.21, $336.04 &amp; $672.09 respectively.
