UK-based Zimbabwean lawyer, Brighton Mutebuka, says former Citizens’ Coalition for Change (CCC) leader Nelson Chamisa has been vindicated for pursuing a strategy of “strategic ambiguity.”
This approach involved keeping the party’s structure and leadership organisation deliberately vague and amorphous.
Chamisa aimed to make it difficult for opponents to infiltrate the party or target specific individuals, and to protect the CCC from internal and external threats.
By not having a clear leadership hierarchy or a formal constitution, Chamisa sought to obscure the party’s inner workings and make it challenging for adversaries to fully understand the CCC’s operations.
Chamisa’s critics, however, argued that this strategy allowed him to maintain personal control over the party, leading to a lack of transparency and accountability.
The emergence of Sengezo Tshabangu, who claimed to be the party’s interim secretary-general, and the subsequent recall of dozens of CCC Members of Parliament and Councillors, have been blamed on the “strategic ambiguity” approach.
However, Mutebuka believes that this strategy exposed senior party figures who were allegedly undermining Chamisa and working for the ruling ZANU PF party. Mutebuka posted on X:

1. Without the much-maligned “Strategic Ambiguity” by Nelson Chamisa’s critics, your Mafumes, Ncubes, Hwendes and others would have held legitimate and formal posts.
2. They would have declared what on paper would have appeared like a legitimate &amp; bona fide split of CCC.
3. Such a split would have appeared credible, meaning some opposition supporters would have genuinely believed them &amp; the grievances that they would have identified as the cause of the split.
4. At this point in time, Chamisa has now been emphatically vindicated.
5. That’s because, it’s now clear even to his worst critics that he had been surrounded by regime infiltrators, collaborators &amp; apologists hitherto masquerading as genuine opposition politicians.
6. The strategy has acted as a political sieve, by exposing the political mercenaries in his midst.
7. That has in turn given him the best possible chance to undertake a successful political reset by rebuilding his political spaceship anew free from political contamination.
8. He is now clearly free from some of the political junk he inconveniently inherited from Alliance Project.
9. As we have now discovered, that “Orbital Junk” was outwardly laden with name &amp; brand recognition while inwardly hollow &amp; conspiratorial Brutus like.
10. The infiltration won’t stop, so strong &amp; effective round the clock measures have to be taken to address this scourge on an ongoing basis.
11. Chamisa’s reputation suffered immensely as Strategic Ambiguity was roundly condemned from a democracy &amp; good governance standpoint.
12. He lost the narrative battle but won the war &amp; had the last laugh. Now he can rebuild, incorporating the lessons he has learnt, balancing between democratic &amp; Strategic imperatives!

Chamisa's "Strategic Ambiguity" Approach Paid Off - Mutebuka

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa said that the party delayed allocating top positions to expose “snakes” within the movement. The opposition leader’s stance has been described as “strategic ambiguity”.
Chamisa was responding to an X user, who had commented on a post on Unity Day, saying there are too many snakes in the [CCC] party.
The former ICT Minister said the party deferred appointing individuals to top positions so that those who are power-hungry would expose themselves. He said:

Regai dzibude pachena, tisvike takachena! Ndizvo muchiona takanonoka kuti tipanane zvigaro. Taida venyota yesimba nemakaro ezvigaro vabude pachena. Masiriri anonetsa kuchengetedza unoona pasi patota nehavi!!! Lol Let them (snakes) expose themselves so that we reach our destination clean. That’s why we delayed allocating positions amongst ourselves. We did that to expose those thirsty for positions to come out in the open. Those salivating for positions cannot remain hidden indefinitely, they will expose themselves.

CCC has yet to announce its top leadership since its formation in January 2022 amid claims Chamisa has sidelined his former colleagues in the MDC Alliance resulting in tension within the opposition party.
Chamisa is accused of personalising power and the absence of structures has been cited as a factor in the rise of Sengezo Tshabangu, a CCC activist who seized control of the party after claiming to be the interim secretary general.
Tshabangu has been on a recalling spree, targeting those perceived to be close to Chamisa and inadvertently handing parliamentary and council seats to ZANU PF which the opposition party won in the August 2023 general elections.

Chamisa Says "Strategic Ambiguity" Exposed Snakes Within CCC

Citizens’ Coalition for Change (CCC) self-declared Change Champion in Chief Nelson Chamisa has dismissed Tendai Biti’s call for collective leadership in the party, saying he would rather follow his heart.
Biti was one of the MDC Alliance deputy presidents before the party morphed into CCC and abandoned leadership structures.
The former Minister of Finance is reportedly among several senior former MDC members who formed CCC who have been sidelined by Chamisa who allegedly prefers working with those he considers loyal to him.
On Saturday, 11 November, Biti criticised CCC’s “strategic ambiguity” championed by Chamisa, saying he believes in collective leadership among other values and will “never” compromise on his beliefs. He said:

I have my challenges and reservations about our identity, structural, strategic and procedural polity.
I am a democrat who believes in constitutionalism, the rule of law, transparency, openness and collective leadership. I can never compromise on these core values.
</blockquote>
However, responding to one of his followers on the X social media site who had asked for “Transparency and collective leadership”, <a href="https://x.com/nelsonchamisa/status/1723950486267519243?s=20">Chamisa said</a>:

Is there anything called collective leadership for unlike hearts and minds?? Governance issues are matters of the heart.
</blockquote>
Political commentators say Chamisa risks losing control of CCC after a party activist, Sengezo Tshabangu, claimed to be the party’s interim secretary general and successfully recalled scores of elected representatives.
Chamisa has also been accused of exhibiting dictatorial tendencies by allegedly running CCC without consulting other party members and making decisions unilaterally.
Commenting on Chamisa’s post on X, journalist Hopewell Chin’ono said the CCC leader has made it clear that those who do not agree with him should move on. He said:

I think those who are wanting collective leadership should leave CCC and allow Nelson Chamisa to run his project the way he wants to. He has made it explicitly clear here that there is no place for them in CCC.
Those wanting a democratically run party should just leave! He doesn’t want to work with people he differs with and he has said it. Accept and move on!

Last month, opposition activist,  <a href="https://wiki.pindula.co.zw/Freeman_Chari">Freeman Chari</a> who is also a software engineer based in the United States of America, suggested that “strategic ambiguity” has been CCC’s weakness.

There Is Nothing Called Collective Leadership - Chamisa

Tendai Biti, a senior official in the opposition Citizens Coalition for Change (CCC), has responded to allegations of colluding with the ZANU PF regime and Sengezo Tshabangu to recall CCC officials from Parliament and local authorities.
The former Finance Minister expressed shock and sadness at “false” labels and recalls of elected representatives. Biti emphasised his commitment to the struggle for democracy and stated that he would never be part of weakening it. Biti affirmed his dedication to democratic values and transparency. His statement reads:

Zimbabwe at a crossroads
Zimbabwe is at a crossroads. The weight of a stolen election, unprecedented corruption and the looting of public assets sits heavy on the shoulders of Zimbabweans who want and deserve better.
The environment in the world right now is toxic. The wars in Ukraine and the Middle East have pushed Zimbabwe to the bottom of the world’s attention calendar. This has allowed the vampire state here to carry out brazen election fraud. Not satisfied, the regime is now engaged in a malicious push to weaken our struggle, the progressive movement, through the illegal recall of elected public representatives. 
It is therefore shocking to hear, and read, a daily stream of abusive, malicious and defamatory claims that Professor Welshman Ncube and I, are colluding with the regime and its proxies to append a struggle that have occupied and consumed all our adult lives.
I do not speak for Prof Ncube, an honest and decent comrade who buried his dear mother on Friday, but as someone who has been in this struggle for as long as I have, one who has endured Zanu PF’s jails and physical attacks by the same, it is heartbreaking, if not tragic, that many Cdes that have been with us on this journey are now given false labels and badges, Zanu PF wish they had coined first.
I don’t believe in recalls. I have never been part of recalls. I will never be part of recalls.
In my life, I have been recalled twice in 2015 and in 2021 through the pernicious use of section 129(1)(k) of the Constitution of Zimbabwe. I know the pain of a recall. My family knows the pain of a recall. The people of Harare East know the pain a recall. With other MPs, such as Temba Mliswa, we unsuccessfully fought for the removal and repeal of section 129(1)(k).
Like most Zimbabweans, I only get to read about the patently illegal recalls by Mr. Tshabangu in the newspapers.
Given what I and my family have given to this struggle, it saddens me that I have to state publicly that I will never be part of a project to weaken the democratic struggle in Zimbabwe. I have been imprisoned and tortured for the change we all seek, and I have stood firm. I have never worked for Zanu PF, and I will die before I lend my hand to the illegitimate Zanu PF regime.
I had hoped to be a Member of Parliament. I have my reservations about the process that prevented this happening. I have my challenges and reservations about our identity, structural, strategic and procedural polity.
I am a democrat who believes in constitutionalism, the rule of law, transparency, openness and collective leadership.
I can never compromise on these core values.
However, no dispute nor differences is ever sufficient to place one at the service of Zanu PF.
I have a daily job at my law practice and that’s where I have retreated to fight for Zimbabweans in that sphere of my influence. Additionally, I have progressive international engagements that require my full attention.
Fellow Zimbabweans, all this chatter and actions by the illegitimate regime and its proxies are an engineered distraction from the main prize: to free ourselves from this rapacious dictatorship. It has been a long and tortuous road; and victory is closer than the distance back to where we started.

Biti Speaks On Strategic Ambiguity, Recalls And Failure To Be In Parliament

Opposition activist,  <a href="https://wiki.pindula.co.zw/Freeman_Chari">Freeman Chari</a> who is also a software engineer based in the United States of America, has been criticised by some CCC sympathisers for suggesting that the party’s “strategic ambiguity” or failure to have structures (party positions occupied by members elected at a congress), a constitution, and an ideology, has been its weakness.
In a recent thread on the social media site X (formerly Twitter), Chari said strategic ambiguity has destroyed accountability in CCC as well as the abdication of responsibilities. He said:

Initially we thought people were carrying over their responsibilities from MDC-A but slowly the idea of a formless entity was pushed. This had 2 issues. There were no responsibilities and there was no accountability. Everything became centralized and inefficient.
The impact of this was there for all to see. Nobody could move unless directed by the only person who seemed to have a position – Nelson [Chamisa]. Those who had critical responsibilities started abdicating and those gaps could be seen. Within CCC people spoke about this in hushed tones.

Responding to Chari’s no-holds-barred criticism of CCC and its leader Nelson Chamisa, UK-based lawyer and political commentator Brighton Mutebuka said it was a strategic miscalculation for Chari to reveal CCC’s inner workings on a public platform. He said:

The more the strategic position one occupies or the role one plays, the greater the responsibility towards showing discretion when communicating sensitive information relating to the organisation.
The crucial roles that you have played demand the highest levels of emotional regulation &amp; social responsibility.
The regime &amp; its acolytes will naturally celebrate &amp; harvest as much as possible from the strategic information that has been freely &amp; unexpectedly disclosed on a public forum.
It’s an unfortunate development for one who has invested so much for the opposition cause – and, for that reason, is directly in the line of fire from the regime.
It’s tantamount to inadvertently campaigning for the regime and does not provide any constructive solutions for addressing the highlighted issues…
To then so publicly berate the leader of the very opposition you were pitching for &amp; disclosing sensitive information you were privy to in the process would have been a boon to the regime, while disappointing millions of opposition voters who had rallied behind your initiatives.
It’s yet another tragic example of the opposition movement scoring own goals and showing an unfortunate tendency to self-destruct at crucial points in the journey towards seeking democratic change.

Tich Gwanzura wrote: “(It also has the effect of transmitting the message that the purveyor of that information has given up &amp; has no regard about the consequences of their disclosure.) Same same as saying I am giving up.“
Charles Magagada said: “I can pick all your points but 9 strikes most. Zanu elements discuss sensitive information internally yet the opposition activists can shoot anyhow and claim it’s democracy? Some even have the privilege to directly conduct the responsible authorities but choose otherwise.“
After President spokesperson George Charamba said Chari’s X thread is “a must read” for people who want to understand the “confusion in factions around Chamisa and CCC”, Solomon Haruzibwi said: “Probably the reason why I would never tweet anything that gives Charamba an orgasm no matter how frustrated I get.“
