Elon Musk, CEO of SpaceX, announced that the company is working swiftly to increase Starlink’s internet capacity in dense urban areas in Africa.
This decision comes in response to the temporary halt of new Starlink sign-ups in several African urban centres due to overwhelming demand.
Starlink reported that these regions had reached network capacity, leading to the suspension of new user registrations.
Musk said African users residing outside city centres can still sign up for the service, as there is significant capacity available in these areas. Musk wrote on X:

Please note that there is still significant capacity outside of city centers.

This development comes as Starlink’s residential service has sold out in Bulawayo, just a week after the internet service provider announced that the city centre and surrounding areas had reached full capacity.
Harare reached capacity a few weeks ago for the SpaceX product, and Bulawayo follows suit as users seek what they consider an affordable and fast internet connection.
According to the Starlink map on its website, Bulawayo is now marked as sold out. This designation indicates that the internet service capacity has been fully utilised in specific areas, particularly in densely populated cities.
As a result, customers can place orders but will enter a queue until the capacity for the low-orbit satellites can be increased.
Meanwhile, Elon Musk has not provided a specific timeline for when this increased capacity will be available.

Starlink services in Harare are currently sold out, as confirmed by SpaceX, the parent company. This announcement comes on the heels of two weeks of reported slow speeds in the area, attributed to network congestion.
Typically, Starlink users enjoy download speeds ranging from 25 to 220 Mbps, with most experiencing speeds exceeding 100 Mbps. However, some users have faced significant slowdowns, reporting speeds as low as 1 Mbps.
To mitigate congestion, SpaceX has implemented restrictions on the number of customers allowed to access Starlink in certain areas.
This has resulted in additional locations, including Norton, Chitungwiza, Epworth, and surrounding areas, also being marked as sold out on the Starlink map. Users attempting to sign up in Harare now receive the message:

According to <a href="https://www.techzim.co.zw/2024/10/starlink-sold-out-in-areas-outside-harare/">TechZim</a>, Starlink’s new “Sold Out” designation appears to be indefinite, indicating a significant shift from previous status updates.
Previously, the service allowed users to place deposits while waiting for availability. The cessation of this practice suggests a more serious capacity constraint.
The areas now marked as “Sold Out” are: Arcturus, Chitungwiza, parts of Concession, Dema, Epworth, parts of Glendale, Goromonzi, Harare, Juru, Manhenga, Mazowe, Melfort, Norton, Nyabira, and Ruwa.

Aura Group has announced that it is now an officially licensed reseller of Starlink, the satellite internet service developed by SpaceX.
On Monday, September 16, Aura Group Chief Executive Officer Samuelle Dimairho revealed that an official launch event for the service is scheduled for September 24, 2024. Said Dimairho:

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) issued two licenses to Starlink Zimbabwe (Pvt) Ltd on September 6, 2024: a telecommunications license for network services and a national Internet Services Provider license.
These licenses enable Starlink to offer Internet services across Zimbabwe using its Low Earth Orbit (LEO) satellite network.
POTRAZ has also warned that selling or distributing Starlink user terminals without appropriate authorisation and clearance is a criminal offence.

Local Company Aura, Becomes Official Reseller Of Starlink

The Postal and Telecommunication and Regulatory Authority of Zimbabwe (POTRAZ) says internet service provider Starlink plans to roll out its service in Zimbabwe during the third quarter of this year.
In an interview with <a href="https://www.herald.co.zw/starlink-to-roll-out-in-third-quarter/">The Herald</a>, POTRAZ director general, Gift Machengete, said satellite services will enable remote parts of the country to access the internet. He said:

About Starlink, they have indicated in their application that they will roll out service in the third quarter of the year.
That is what they have said. In their application, they will provide backhauling connectivity and they can also enter into commercial arrangements with local players…
Satellite service providers provide high-speed internet services. There will be areas where they will be providing services that have not had the service, like the rural areas, where there is no optic fibre.

Backhaul refers to the set of copper, fibre, or wireless links that connect the core (or backbone) networks with smaller subnetworks at the network’s edge and these connections allow users to access the internet by connecting to the subnetwork.
The primary role of backhaul is to expand network coverage and facilitate high-speed data transmission.
In an interview with State media at the weekend, Information, Communication and Technology, Postal and Courier Services Minister, Tatenda Mavetera, said:

There will be better service delivery by the Government — in schools and hospitals, the Government has an opportunity now to provide Internet coverage in remote places at a lower cost.
Tax revenue — increased digital transactions will result in a direct increase in tax revenue for the Government, which, in turn, will result in better service delivery.

On Saturday, President Emmerson Mnangagwa announced he had approved the licensing of Starlink by POTRAZ to provide advanced internet and related digital processing services in the country through IMC Communications (Pvt) Ltd.
SpaceX, the company that provides Starlink, is owned by South Africa-born American billionaire, Elon Musk.
Starlink is a high-speed internet service designed to offer reliable connectivity in even the most remote locations around the world.
It is currently officially offered in a few African nations, including Nigeria, Mozambique, Zambia, Kenya and Malawi.

Starlink To Roll Out In Third Quarter - POTRAZ

President Emmerson Mnangagwa’s decision to approve the licensing of SpaceX to provide internet services in Zimbabwe in partnership with controversial dealer and ex-convict Wicknell Chivayo has come under scrutiny.
On Saturday, Mnangagwa said he had approved Elon Musk’s SpaceX to introduce its Starlink internet services in Zimbabwe in partnership with Chivayo’s IMC Communications.
In a statement, Mnangagwa said that Starlink will provide the service in the country “through its sole and exclusive local partner IMC Communications.”
It has since emerged that IMC Communications, which has no known track record in telecommunications in Zimbabwe or anywhere in Africa, shared the same offices with Chivayo’s Intratrek Zimbabwe Pvt Ltd (53 Samora Machel Ave., Harare).
Intratrek, owned by Chivayo, has failed to implement the multimillion-dollar Gwanda Solar Project, and a recent visit by the Energy Parliamentary Portfolio Committee to the site of the proposed solar plant revealed that little progress has been made towards the construction of the 100-megawatt plant.
<a href="https://www.newsday.co.zw/thestandard/news/article/200027445/starlink-licence-eds-chivayo-nod-raises-stink">The Standard</a> reported sources as saying IMC Communications was given the green light to partner with SpaceX only last week by the Ministry of Information Communication Technology and Courier Services.
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), which does the licensing, was reportedly left out of the whole process.
Speaking to The Standard, political analyst Maxwell Saungweme questioned how Chivayo’s company was selected without going to tender. He said:

This is not surprising. Zimbabwe has endemic corruption and proximity to the State House, which is all one needs to make it in the corruption minefield.
This is what bleeds this nation and the economy and unfortunately, there are no incentives for the regime to change course.
No one should be surprised by this given the proximity of Chivayo to the centre of power.

In recent months, Chivayo had been Mnangagwa’s guest at State House and attended several State events, where he relegated Vice President Kembo Mohadi to the periphery.
Chivayo was with Mnangagwa to welcome Kenyan President William Ruto for the official opening of the Zimbabwe International Trade Fair last month in Bulawayo.
Transparency International Zimbabwe executive director Tafadzwa Chikumbu told The Standard that the Starlink deal has to be scrutinised. Said Chikumbu:

Every Zimbabwean has a right to tender in any procurement process in the country provided that it is done in line with the provision of the Public Procurement Act, which provides for procurement to be done in a fair, transparent and competitive process.
So any procurement that is done outside it is deemed invalid and should be subject to scrutiny.

Centre for Natural Resources Governance (CNRG) director Farai Maguwu, said:

We believe the selection process was done in the dead of the night. The deal is dodgy, especially given that it is awarded to a convicted criminal.

President Emmerson Mnangagwa’s biographer Eddie Cross recently described Chivayo as “a nasty, corrupt businessman.”
In January this year, POTRAZ warned individuals and companies caught distributing and advertising Starlink Internet Services’ gadgets that they would be arrested as the service hadn’t been licenced in the country.
The son of ZANU PF spokesperson Christopher Mutsvangwa and his wife Monica, who is the Women’s Affairs, Community, Small and Medium Enterprises Development Minister, Neville, is languishing in remand prison following his arrest early this month for operating a Starlink satellite connection before the service was licensed.

Chivayo, Starlink Internet Service Deal Criticised

The government has officially granted Starlink, a satellite internet service provider owned by Elon Musk’s SpaceX, an operation license to operate in Zimbabwe.
Starlink will provide the service in Zimbabwe through its sole and exclusive local partner IMC Communications which is owned by ex-convict Wicknell Chivayo, according to <a href="https://x.com/zimlive/status/1794353558147805515">ZimLive</a>.
In a statement issued this Saturday, 25 May, President Emmerson Mnangagwa said the licensing of Starlik demonstrates his administration’s commitment to providing an environment where investment in technology is promoted. Reads the statement:

One of the strategic pillars that anchor the 2nd Republic’s developmental agenda under Vision 2030 is innovation, science and technology.
Prioritisation of the digital economy and the emerging importance of technology in our day-to-day activities requires Government to lead from the front in providing an environment where investment in technology is promoted.
In this vein, I’m pleased to announce that I have approved the licensing of Starlink by POTRAZ to provide advanced internet and related digital processing services in Zimbabwe through its sole and exclusive local partner, IMC Communications (Pvt) Ltd.
Starlink @Starlink is a Low Earth Orbit (LEO) Satellite operator wholly owned by global conglomerate Space X led by prominent multi-billionaire @ElonMusk.
The entry by Starlink in the digital telecommunications space in Zimbabwe is expected to result in the deployment of high-speed, low-cost, LEO internet infrastructure throughout Zimbabwe and particularly in all the rural areas.
This will be in fulfilment of my Administration’s undertaking to leave no one and no place behind. The investment confidence expressed by Starlink in Zimbabwe’s telecommunications infrastructure also dovetails with the 2nd Republic’s mantra, “Zimbabwe is open for business”.
I encourage more investment by foreign conglomerates in Zimbabwe as we are an investment destination of choice.

Elon Musk's Starlink Granted Operating Licence In Zimbabwe

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has issued a warning to the public regarding the use of unauthorised satellite internet service in the country as SpaceX’s Starlink equipment trickle into the Zimbabwean market. The regulator said possessing or operating telecommunication equipment or systems without a valid license, certificate, or authorization from POTRAZ is considered a legal offence.
In a notice seen by Pindula News, POTRAZ outlined the licensing framework for satellite internet services in Zimbabwe. According to current regulations, satellite internet can be provided by public network operators or foreign-based satellite service providers/operators. Foreign providers can offer their services in Zimbabwe either through partnerships with licensed local network operators or by obtaining their own licenses.

<h3>Read the full statement below:</h3>
1) The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) regulates the provision of postal and telecommunications services in Zimbabwe. The mandate of POTRAZ includes licensing of postal and telecommunications service providers and enforcement of compliance with licence conditions and applicable laws for the sector. The licences are issued in terms of the Postal and Telecommunications Act [Chapter 12:05) (The Act), as read with the Postal and Telecommunications (Licensing, Registration and Certification) Regulations, 2021,
2) Under the current licensing framework, the provision of internet by means of satellite systems can be done by Public Network Operators or by foreign-based satellite service providers/operators. A foreign-based Satelite Service Provider/Operator can offer services in Zimbabwe using any of the following options: –
i) Through duly licensed Public Network Operators. Under this arrangement the Satellite Operator and the local network. Operators enter a Virtual Network Operator (VNO) agreement, that must be approved by the Authority, to ensure that the Public Network Operator meets legal and regulatory requirements stipulated in the licence.
ii) A Satellite Service Provider/Operator can apply for their own licence that would authorise them to provide services.
iii) End users can apply for private network licences which would authorise the utilisation of externally operated Satellite systems.
3) The Act prohibits the provision of telecommunication services or operation of telecommunication systems, including the possession or control of radio transmission equipment without a licence, certificate or authorisation expressly given by POTRAZ.
4) It has come to the attention of the Authority that there are entities masquerading as licensed satellite service Providers or local agents accredited to distribute customer premises equipment for the provision of satellite-based internet services to unsuspecting members of the public.
5) The public is reminded that only service providers who are licensed or authorised by POTRAZ are permitted at law to provide telecommunication services or distribute/install customer premises equipment for purposes of providing telecommunications services including satellite-based broadband internet services to customers or end-users.
6) The public is further reminded that local licensed Operators are only allowed to distribute satellite-based internet services if their VNO agreements have been approved by the Authority.
7) Being found in possession of or operating a telecommunication equipment/ system without a valid licence, certificate or authorisation from POTRAZ is a statutory offence punishable at law.
