Bulawayo Mayor Councillor Solomon Mguni has slammed CCC local authority candidate David Coltart for insinuating that there is endemic corruption within the city, <a href="https://www.sundaynews.co.zw/mayor-pours-vitriol-on-coltart/">The Sunday News</a> reported.
Mguni likened Coltart to an “over-excited toddler” who has just been introduced to “jiggies” for the first time.
Coltart, who is contesting Ward 4, has been touted as Bulawayo’s next mayor if CCC wins a majority in the local government elections.
In an interview with a local online publication, the former Education Minister vowed to rid the local authority of corruption. Said Coltart:
<blockquote>
Bulawayo is not working because of corruption; it is driving away potential investors. I want our city to have more investments and we can do that by eradicating corruption, which has become endemic.
</blockquote>
Responding to the remarks by Coltart, Mguni said the former minister’s utterances were reckless and unfortunate. He said:
<blockquote>
We take great exception to such reckless utterances from an individual of such maturity and professional calling who once occupied a Cabinet Ministerial position in the Government of Zimbabwe.
While we are open to criticism as a public institution; we frown upon unfounded and baseless accusations of corruption and malpractices.
His assertions imply that all the Government agencies; including ZACC who carried out investigations and inquiries relating to the operations of the City of Bulawayo are incompetent.
We challenge him to produce proof of such corrupt practices on the part of management and councillors of the City of Bulawayo.
His behaviour is akin to that of an over-excited toddler who has taken sight of jiggies.

Mguni accused Coltart of pushing what he termed the agenda of white monopoly empowerment. He said:
<blockquote>
We call upon all patriotic residents to ignore unsubstantiated claims that have the potential to harm the image of the city and drive away potential investors.
It is the likes of Mr Coltart who, historically, have been pushing the agenda of white monopoly empowerment at the expense of disadvantaged black entrepreneurs who are now seeking to reverse black economic empowerment by labelling it as corruption.
</blockquote>
Mguni joined the Douglas Mwonzora camp after the controversial 2020 pre-COVID lockdown Supreme Court ruling on MDC-T succession and as a result, was not among the Bulawayo councillors who were recalled.

Bulawayo Mayor Likens David Coltart To A "Toddler" Excited Over "Jiggies"

Bulawayo City Council has appointed Engineer Sikhumbuzo Ncube as the local government authority’s substantive Director of Engineering Services. Ncube takes over from the late Eng Smile Dube who passed on in  2021 from an undisclosed ailment.
Mayor Councillor <a href="https://www.pindula.co.zw/Solomon_Mguni">Solomon Mguni</a> has hailed the appointment which is with effect from 1 April. Cllr Mguni wrote on his Facebook page:

Deserved appointment. Congratulations; City Engineer. Hands-on the deck.
</blockquote>
Eng Ncube attained his first degree in Civil and Water Engineering from 1998 to 2003 and his second degree in an Executive Master of Business Administration from 2009 to 2011 from the <a href="https://www.pindula.co.zw/NUST">National University of Science and Technology (Nust)</a>, the <a href="https://www.chronicle.co.zw/bulawayo-mayor-hails-eng-ncube-appointment/">Chronicle</a> reports.
His profile from the local authority states that he began his professional career as Student Engineer with Stewarts and Llyods – Bulawayo Office in 2002.
He then joined the Zimbabwe National Water Authority after his graduation where he worked as a Projects and Planning Engineer, and Water Supplies Engineer (2004 – 2006).
He also worked with Proplastics, a Division of Murray and Roberts as a Design and Sales Engineer and Acting Regional Sales Manager (2006 – 2007).
Eng Ncube then joined World Vision Zimbabwe where he held several roles such as Water Sanitation and Hygiene (WASH) Engineer and Water and Sanitation Coordinator.
He joined the City of Bulawayo as a Senior Engineer – Waste Water in 2010 and also worked as a Senior Engineer – Water Distribution before his promotion to Principal Engineer – Strategic Planning (2015 – 2018). He was further promoted to the position of Deputy Director of Engineering Services (Water and Sanitation) in February 2018 and has been Acting Director in the Engineering Services Department from January 2022 till his appointment as the substantive Director of the department.
Meanwhile, Cllr Mguni said a full complement of substantive heads of departments will be out soon, amid strong indications that the City’s acting chief fire officer Mr Lynos Phiri will be one of the confirmed substantive departmental heads.

Bulawayo City Appoints Substantive Director Of Engineering Services

Former Minister of Mines, <a href="https://www.pindula.co.zw/Obert_Mpofu">Obert Mpofu</a> has said Bulawayo, Zimbabwe’s second-largest city, has been turned into a growth point by sitting councillors who are predominantly from the opposition.
His remarks did not sit well with Bulawayo mayor <a href="https://www.pindula.co.zw/Solomon_Mguni">Solomon Mguni</a> who accused the ZANU PF government of contributing to the collapse of the former industrial hub of Zimbabwe.
Speaking while presiding over a full council meeting Wednesday, Mguni said:
<blockquote>
We are meeting today when the city is under immense pressure, assault and insults from our political detractors,” Mguni said in his first full council meeting.
They have taken every opportunity to twist facts and doctored them to their political advantage.
One senior Matabeleland North provincial member is being quoted in the state media describing Bulawayo as having turned into a growth point.
This house must agree with this senior politician that the collapse of the city`s road network in 2021-2022 is attributed to the failure of the central government`s Emergency Road Rehabilitation Programme (ERRP).
As the adage goes, statistics don’t lie. 2021-22 saw the erratic or non-disbursement of allocated ZINARA funds, some which were diverted towards the government`s ERRP.

This saw 18 Bulawayo roads taken over by the Department of State Roads, CMED and various associated contractors under the Ministry of Transport and Infrastructure Development.
Out of the 18 roads, only three of them were completed while twelve of the said roads are at zero per cent.
Mguni urged councillors to speak with one voice in urging the central government to disband the ERRP “which has had a deleterious effect on the city maintenance road efforts.”

"Bulawayo Has Been Turned Into A Growth Point" - Obert Mpofu

The City of Bulawayo says it is planning to raise US$100 000 to help the needy through the Mayor’s Cheer Fund.
Speaking at the official launch of the Mayor’s Cheer Fund on Thursday, 1 December, Bulawayo mayor Solomon Mguni urged the corporate world as well as individuals to donate to the cause. He said:
<blockquote>
Our target for the year 2022 has been set at US$100 000, ladies and gentlemen, we cannot achieve this without your support and participation.
We launch today’s cheer fund and call you as partners in various spheres of life to help us fundraise for this very important occasion on the calendar of the city.
</blockquote>
Mguni donated ZWL$100 000 while other councillors donated ZWL$120 000.
Fortwell wholesalers donated ZWL$1 million, Ingwebu Breweries chipped in with US$3 000 while Davies Granite donated US$1 000.
Other corporates such as YWCA, Madlala tours, World Vision, Rotary Club, and other stakeholders donated non-monetary items such as blankets and food hampers.
Mguni revealed that the local authority will be holding various activities to fundraise including a music concert featuring some leading musicians from the city. He said:

One of these initiatives is the I love Msizkay concert which we will be co-hosting with Msizkay and other artists at the City Hall gardens on Saturday 10 December 2022.
We invite everyone to join in on this day for fun and join as we also work towards assisting the needy community in the city of Bulawayo.
We call for your partnership and assistance in ensuring that we raise and also meet the target of US$100 000.
I also urge each one of us in various communities to share what we have with our friends and neighbours during the Christmas period.

Bulawayo Mayor Launches Christmas Cheer Fund

Bulawayo Mayor, <a href="https://www.pindula.co.zw/Solomon_Mguni">Solomon Mguni</a> and former deputy mayor, <a href="https://www.pindula.co.zw/Mlandu_Ncube">Mlandu Ncube</a>, Thursday boycotted a Citizens’ Coalition for Change (CCC) meeting organised for councillors in Harare allegedly in fear of the MDC-T leader <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a>.
The councillors were in the capital attending an Urban Councils Association of Zimbabwe (UCAZ) workshop.
CCC sources said the party took advantage of the UCAZ indaba to summon the councillors following the recalling of Ward 3 councillor and deputy mayor <a href="https://www.pindula.co.zw/Tinashe_Kambarami">Tinashe Kambarami</a> by the MDC-T allegedly at the instigation of Mguni and Ncube.
It is claimed that while Ncube has been actively participating in several CCC Whatsapp groups, Mguni’s allegiance has not been clear since Mwonzora started recalling members viewed as aligned to <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa.</a>
Sources said 13 councillors attended Thursday‘s meeting while one councillor tendered his apology after failing to attend.
Bulawayo City Council has 29 councillors with only one belonging to ZANU PF.
One councillor who attended the meeting addressed by the CCC’s leadership spoke to NewZimbabwe.com:
<blockquote>
Following the recalling of Kambarami, the party wanted to know those councillors, who are still with us and those who are pretending to be with us, while they are with Mwonzora.
Thursday‘s meeting finally exposed those fence-sitting individuals.

Some of the CCC councillors, who were present at the meeting include Donaldson Mabuto (Ward 9), Arnold Batirai Dube, (Ward 24) Sikhululekile Moyo (Ward 17), Edwin Dube ( ward 8), Ernest Rafamoyo (20) and Kambarami.
Due to fear of losing their posts, which will see some forfeiting cars and other perks, some have allegedly been attending meetings of both political parties to assess where the political wind is blowing.

Bulawayo Mayor, Deputy Boycott CCC Meeting Allegedly In Fear Of Mwonzora's Wrath

Bulawayo mayor Solomon Mguni on Monday accused the ruling ZANU PF of promoting illegal vending in the city, which was leading to rampant littering.
Mguni spoke as the city launched a campaign dubbed ‘Spring Cleaning Week’ which will see the local authority clear rubbish which has piled up at seven locations in the city centre.
He said ZANU PF encouraged the vendors who had been chased out of the CBD to return and occupy 5th Avenue where they are untouchable, even by the police. He is cited by <a href="https://www.zimlive.com/2022/09/bulawayo-mayor-accuses-zanu-pf-of-fuelling-illegal-vending-in-the-city/">ZimLive.com</a> as saying:
<blockquote>
People who were settled here (5th Avenue) were settled by politicians from the ruling party and we have tried to engage the party and the security apparatus of the state to try and remove them.
This is a public road, it was closed to vending and we decentralised markets but people think money is the city centre. 5th Avenue remains a public road, it was gazetted as a public road and it remains as such. We have to enforce the law, but it requires collective effort of all government agencies including the Environmental Management Agency, health authorities, the security apparatus of the state and our own security officers to ensure that we reopen the road to the public. It’s a question of enforcement which has gone beyond the local authority alone.

During the peak of COVID-19, the central government ordered Bulawayo to clear vendors from the CBD to high-density suburbs and 5th Avenue was reopened to the motoring public.
Mguni however says many of the vendors have returned and are getting protection from Zanu PF.

Bulawayo Mayor Mguni Accuses ZANU PF Of Promoting Illegal Vending

Bulawayo City Council Ward 3 councillor Tinashe Kambarami has accused the mayor, Solomon Mguni, of frustrating council management’s bid to effect his reinstatement.
The High Court recently ordered Kambarami’s reinstatement after he successfully challenged his recall by the MDC-T.
In his judgement, Justice Martin Makonese ruled that the letter to recall Kambarami by the MDC-T was null and void as he was not a councillor by the time it was written.
It’s now three weeks after the High Court judgement, but Kambarami is still to be reinstated.
Speaking during an interview with The Sunday News, Kambarami accused Mguni of frustrating the process of his reinstatement. He said:
<blockquote>
The mayor is the biggest problem, he is single-handedly frustrating the whole process of my reinstatement.
Last week he stopped a special council meeting as he said he was in Plumtree but my question is does council business stop because the mayor is not around?
Right now Clr Mlandu Ncube is going around being introduced as the Deputy Mayor, something which he knows he isn’t.
Last Thursday he even went to the council stores department and collected the Deputy Mayor’s fuel allocation for the whole month, which is tantamount to fraud.
Mguni is now in contempt as he is using his powers to block the reading of the order by council management.
I say, reading because this is not about any interpretation but about reading and implementing as the order is clear that I have been reinstated as ward three councillor and the city’s Deputy Mayor.
If he continues doing this I will end up dealing with him as an individual. He cannot be allowed to continue furthering factional fights in council.
If you don’t like me, you are free to go drink wine with your friends but when it comes to council business we have to follow the book.
What Mguni should remember is that I was not elected by him, but the ward three community had confidence in me leading them.
Mguni is a lawyer but I am shocked how he does not read the law to see the implications of all this.
He should remember that he is too junior in politics which is why I think he is being this childish.

Kambarami Accuses Mguni Of Obstructing His Reinstatement

Former Bulawayo deputy mayor, Tinashe Kambarami was on Wednesday afternoon ejected from council chambers by Bulawayo City Council security personnel after he turned up for a full council meeting.
The Supreme Court reinstated the former Ward 3 councillor as Bulawayo’s Deputy Mayor last week and he came for the full council meeting on the basis of the ruling.
Deputy Mayor, Councillor Mlandu Ncube left his designated seat in the council meeting as Kambarami moved to occupy it, claiming it was rightfully his place.
The mayor, Cllr Solomon Mguni and the town clerk, Christopher Dube were however of the view that Kambarami no longer had any standing in the local authority. Kambarami said:
<blockquote>I have been reinstated, you all have the judgement, I am back in the. You are not above the law. The judgement was served to the Chamber Secretary (Mrs Sikhangele Zhou), she is aware of it, I am not going anywhere.</blockquote>
Cllr Mguni said Kambarami was an intruder and ordered security to remove him from the meeting. Said Mguni:
<blockquote>I think there is an intruder in the house, I will ask the chamber secretary to ask the colleague or the gentleman outside the room before we proceed, council has not received anything to the effect that he must be in attendance.
Whatever issues he has will be resolved outside the meeting. Chief security officer can you remove him before we proceed.</blockquote>
Ward 24 councillor, Arnold Batirai was reportedly the only one who voiced his support for Kambarami to attend the meeting.
Kambarami was later ejected from the council meeting by seven council security officers.
Kambarami was among seven councillors from Bulawayo who were recalled by the Douglas Mwonzora-led MDC-T.
He insisted that his case was different from the six other councillors and vowed to approach the courts to force Council to allow him to take back his seat.

Former D/Mayor Tinashe Kambarami Thrown Out Of Full Council Meeting

The MDC has instructed Bulawayo mayor Solomon Mguni to re-instate his former deputy Tinashe Kambarami.
In a letter dated October 14, MDC Bulawayo provincial secretary Ernest Rafamoyo ordered to Mguni to re-instate Kambarami until his <a href="https://www.pindula.co.zw/Supreme_Court_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Supreme Court</a> appeal is finalised. Wrote Rafamoyo:
<blockquote>After taking into consideration all the developments around the above matter … the position of the party, in consultation with the national leadership, is that councillor Kambarami remains the deputy mayor with the same conditions, privileges and benefits until the appeal is finalised by the Supreme Court. Please be guided accordingly.</blockquote>
High Court judge Justice <a href="https://www.pindula.co.zw/Thompson_Mabhikwa" rel="noopener noreferrer" target="_blank">Thompson Mabhikwa</a> nullified Kambarami’s election as a councillor arguing that he had failed to notify the MDC and the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission" rel="noopener noreferrer" target="_blank">Zimbabwe Electoral Commission (ZEC)</a> of a previous conviction.
Kambarami has since appealed to the Supreme Court for the nullification of his election to be reconsidered.

MDC Instructs Bulawayo Mayor To Re-instate Kambarami

The Bulawayo City Council (BCC) has suspended the sale of stands to residents over currency distortions in the country. In December last year, BCC made a decision to sell stands in foreign currency but has now rescinded the decision after an outcry by residents.
In an interview with the Southern Eye, over the weekend, Bulawayo Mayor Councillor Solomon Mguni said:
<blockquote>We are not selling housing stands because of currency distortions. The cost of delivering the stands is way too expensive as contractors servicing stands on our behalf want foreign currency, which we do not have.
So for now, we have not signed contracts for the servicing of housing stands. We are now engaging residents on the way forward. The thing is that if we charge in foreign currency, we risk creating land barons or having stands being grabbed by those with access to foreign currency for speculative purposes, leaving out genuine residents who are in need of the stands.
We are a pro-poor council and very mindful of those dynamics and those factors that are why we have said for now we would rather not sell any housing stands.</blockquote>
