The ruling party in Zimbabwe, ZANU PF, has gained a two-thirds majority in Parliament after winning at least two constituencies in recent by-elections. These by-elections took place on Saturday 4 February 2024 to fill vacancies left by the recalls of Members of Parliament and councillors by CCC’s disputed interim secretary general Sengezo Tshabangu. Six constituencies held by-elections, including Chegutu West, Seke, Goromonzi South, Mkoba North, Pelandaba-Tshabalala, and Zvimba East.
ZANU PF was able to secure a two-thirds parliamentary majority, which they had failed to achieve in the general elections held on 23-24 August 2023. They only needed to win three seats to reach this majority. They now have 190 seats in the 280-member National Assembly.
In Marondera, ZANU PF won all three vacant council seats. In Ward 10, ZANU PF received 489 votes compared to CCC’s 152. In Ward 8, ZANU PF had 435 votes while CCC had 121. In Ward 3, ZANU PF received 325 votes while CCC had 73.
Zvimba East constituency:
ZANU PF’s Kudakwashe Mananzva won the Zvimba East constituency with 10,359 votes, defeating independent candidate Oliver Mutasa and CCC’s Agrippa Alberito, who received 1992 and 855 votes respectively. Oliver Mutasa, a recalled CCC MP, ran as an independent candidate.
Pelandaba-Tshabalala constituency:
Joseph Tshuma of ZANU PF won the Pelandaba-Tshabalala constituency with 1845 votes, defeating CCC’s Moreblessing Tembo (464 votes) and DOP’s Abraham Yona Nkomo (156 votes). This constituency was previously represented by Gift ‘Ostallos’ Siziba before his recall by the CCC.
Seke Constituency:
Kashambe Munyaradzi Tobias, who belongs to the ZANU PF party, has been elected as the Member of Parliament for Seke Constituency. He received 8,586 votes with Everisto Chisi getting 669 votes, while Willard T. Madzimbamuto received 2401 votes. 
Mkoba North:
ZANU PF also claimed Mkoba North, with candidate Ncube Edgar receiving 2,415 votes and defeating Patrick Tayiya of DOP, who received 1,663 votes. The seat was previously held by CCC MP Amos Chibaya, who was recalled and then barred from standing in the by-election by a court.
Chegutu West Constituency:
Shakemore Timburwa of ZANU PF won the by-election in Chegutu West Constituency, becoming the MP with 6,697 votes. The previous CCC candidate, Admore Chivero, lost as an independent candidate, receiving 2,626 votes. Gift Konjana of MDC-A received 668 votes.
Goromonzi South Constituency:
In Goromonzi South Constituency, Washington Zhanda of ZANU PF won with 6,865 votes, while Reuben Chikudo of CCC received 1,067 votes.
The Election Resource Centre, an election watchdog, noted that voter turnout remained extremely low, averaging 13% at observed polling stations by noon on election day.

ZANU PF Secures Two-Thirds Majority In Zimbabwe Parliament After February By-Elections

The Government has warned chiefs, headmen and village heads that those who are selling State land to desperate land seekers face dismissal and prosecution.
Four village heads from Dema in Mashonaland East Province have since been convicted after appearing in court for selling stands in undesignated places.
The parcelling out and selling of State land has become rampant, not only in Dema but countrywide, especially close to growth points and peri-urban areas.
The Director of Communication and Advocacy in the Ministry of Local Government and Public Works Gabriel Masvora told The Sunday News that the Government is conducting capacity-building workshops within the country’s eight rural provinces to conscientise traditional leaders on their role and ensure they do not overstep their mandate.
He said the issue of land distribution in exchange for bribes was one of the major objectives of the workshops due to an unprecedented increase in “Sabhuku deals”. Said Masvora:

The sale of State land is illegal. The duties of a village head are spelt out in Section 12 of the Traditional Leaders Act 29:17 and do not include land allocation.
The land is allocated by the rural district council concerned after the submission of names of those who want communal land to the council and a resolution is then made.
Our ministry carried out capacity-building workshops from May 2022 to April 2023 at all the eight rural provinces in every district and the meetings were attended by chiefs, headmen and village heads.
The duties of each traditional leader were explained and illegalities were spelt out. Chiefs and headmen supervise village heads, and where the rampant sale of land occurs, they are empowered by the law to recommend dismissal.
We continue to engage the Council of Chiefs which is an assembly of elected traditional leaders and the provincial assembly chairpersons to continue to raise awareness of the illegality of land sales and the consequences thereof.
Several village heads have been convicted of illegal land sales in the country with the recent example of Dema village heads convicted on 8 January 2024.

Zimbabwe Council of Chiefs president Chief Mtshane Khumalo said that traditional leaders are aware that State land should not be sold and those engaging in illicit land deals should be arrested.
Early this month, the Zimbabwe Republic Police (ZRP) said police will arrest land barons and anyone illegally selling land in the country, regardless of their status.
ZRP spokesperson Assistant Commissioner Paul Nyathi urged members of the public to verify the status of any land before being settled or made to pay for purported allocation or development.
He said the public should report criminal activities by land barons at any nearest Police Station or National Complaints Desk number on (0242) 703631 ог WhatsApp number 0712 800 197.

Village Heads Risk Dismissal, Prosecution For "Sabhuku Land Deals"

Recalled Seke Member of Parliament Willard Tapfumanei Madzimbamuto says he will seek to reclaim his seat in the by-elections as an independent candidate.
Madzimbamuto is among more than a dozen Citizens’ Coalition for Change (CCC) MPs recalled by Sengezo Tshabangu since October 2023.
Tshabangu, who claims to be CCC’s interim secretary general, justified the recalls of the elected representatives saying they had ceased to be members of the party.
Posting on X, Madzimbamuto vowed to run for the seat again but not as a CCC candidate. He said:

For the avoidance of doubt and clarity, l will be participating in the by-elections as an independent candidate.
</blockquote>
Madzimbamuto did not explain why he decided to go independent but just a few days before the 09 December by-elections, a High Court judge barred recalled CCC MPs from participating in the polls as CCC candidates.
As a result, all the party’s nine candidates were removed from the ballot papers, allowing ZANU PF to win seven of the nine seats, with the other seats won by Tshabangu’s candidates.
In the August 2023 general elections, Madzimbamuto narrowly won the seat after he garnered 14 032 votes.
The ZANU PF candidate, Tobia Munyaradzi Kashambe received 13 277, while DUZ’s Frederick Muzanenhamo polled 235 votes in the largely rural constituency.

Recalled CCC Candidate Says To Participate In By-elections As An Independent

The losing candidates from ZANU PF in Zvimba East and Seke constituencies have approached the courts to overturn the final results announced by the Zimbabwe Electoral Commission (ZEC) in last month’s elections. Francis Mukwangwariwa, the ZANU PF candidate for Zvimba East, lost to Oliver Mutasa of the Citizens Coalition for Change (CCC) by 189 votes. In the Seke constituency, ZANU PF candidate Munyaradzi Tobias Kashambe was defeated by William Madzimbamuto of CCC by 755 votes.
The ZANU PF candidates have filed a petition in court against the winners and ZEC, seeking to overturn the declaration and requesting that the respondents cover the legal costs. Mukwangwariwa’s petition alleges electoral irregularities that occurred on August 23, the day of the voting. Mukwangwariwa wrote in his affidavit:

On the day of voting and at Stapleford Siding polling station there were various electoral irregularities that occurred more particularly in that: The Zec officials who were at the said polling station were giving voters aligned to Mutasa more ballot papers than what is required. Some of the voters aligned to Mutasa were being given five ballot papers instead of three ballot papers. The extra two ballot papers were for the National Assembly elections ballots.
My election polling agents noticed the anomaly and complained to the Zec official and the later did not address the issue in a meaningful way. My polling agents witnessed and confirmed one voter namely Oliver ID 63-163346-W-63, who had been given five ballot papers with extra two parliamentary ballots all of which had been voted in favour of Mutasa.

Mukwangwariwa claimed that despite alerting the police, ZEC ignored irregularities at the polling station. He argued that the declaration of poll results lacked information on rejected votes, contradicting his observations of people voting with extra ballot papers. His polling agent refused to sign the V23B form due to inconsistencies. Mukwangwariwa criticized the lack of proper verification and reconciliation before declaring the final results. The respondents’ response is pending.
In the Seke constituency, Kashambe, the losing ZANU PF candidate, is requesting a vote recount due to alleged mathematical errors in tallying the total votes, resulting in an inflated count for Madzimbamuto. Kashambe also claims corruption, stating that elderly voters were denied assistance despite difficulties finding their names on the voter list. Kaseke alleges:

a. Irregularities in that there were mathematical errors in adding the total number of votes received thereby inflating the number of votes received for the Respondent.
b. Corrupt practices in that there were old-aged voters who were turned away for failure to locate their names despite the fact that no assistance was given to them. Again, during the counting times, polling agents representing the applicant’s political party at some points were chased away from the polling room while respondent’s agents remained.
The accompanying Affidavit/s and documents, together with evidence to be adduced at the trial hereof, will be used in support of this Petition.

Political analysts suggest that ZANU PF’s actions aim to secure a two-thirds majority, a goal they narrowly missed by four MPs. Winning the Gutu West by-election, postponed due to the death of <a href="https://www.pindula.co.zw/Christopher_Mutonhori_Rwodzi/">Christopher Mutonhori Rwodzi</a>, could help close the gap. Rwodzi, a former Zimbabwe National Army officer and politician, ran as an independent candidate after ZANU PF denied his participation. ZANU PF Approaches Courts To Overturn CCC Wins In Some Constituencies

Three children aged between 9 and 15 drowned in a water-logged pit left open by sand poachers in Mayambara Village in Seke on Tuesday.
The deceased children were identified as Blessing Ndhlala, 15, a Form 2 student, Stephen Masaure, 12, (Grade 6) and Queentine Madamombe, 9, (Grade 3).
They were in the company of their grandmother, Mavis Nzara, 68, when they drowned.
Gogo Mavis told H-Metro that they were looking for firewood near the Hunyani River when the incident occurred. She said:

We were looking for firewood along the river bank when the children went to the pit.
Pavandisiya ndafunga kuti varikunotsvaga makavi. One of them shouted for help, and when I rushed there, I found them struggling, and I tried in vain to rescue them.
I don’t know why they never went swimming in the shallow water. They just went into the pit for a reason I do not know.

Three Children Drown In Open Pit In Mayambara Village

A 37-year-old man from Seke Village who raped his friend’s wife twice without protection has been sentenced to an effective 18 years in jail.
Travolta Gijimani was convicted on two counts of rape after a full trial by Chitungwiza regional magistrate Clever Tsikwa.
Gijimani was sentenced to 10 years in prison for each charge but two years were suspended on condition of good behaviour.
The two sentences will run consecutively, that is one after another, rather than concurrently which means at the same time.
Allegations were that in September this year, Gijimani and his wife visited the complainant’s house and asked her to take care of their children since they were travelling to their rural home.
She agreed and went to their house to be with the children.
It was further alleged that Gijimani returned on another day at around 7:30 AM when his children had gone to school.
He found the complainant, who is aged 24, sleeping in the spare bedroom.
She said she saw Gijimani entering the room holding a kitchen knife demanding sex from her, but she refused.
Gijimani allegedly raped the complainant and threatened to kill her with a knife if she ever disclosed the matter to anyone.
The accused then returned to his rural home where he had left his wife.
On the second count, in October, the complainant’s husband sent Gijimani US$25 to give to his wife, who is the complainant.
After handing over the money to his friend’s wife, Gijimani raped her again, without protection.

Seke Man Rapes Friend's Wife, Twice

Robbers pounced on an unnamed company along Seke Road in Harare last week Tuesday.
The Zimbabwe Republic Police (ZRP) is investigating the matter. 
In a report seen by Pindula News, ZRP said the unknown assailants broke into the premises and stole US$99 971, ZAR15 080 and ZWL20 080 cash which was in a Chubb safe. 
In another robbery case, a Bulawayo businessman lost US$15 000 and a cellphone after he was attacked by three suspects outside his home in the city centre.
Police said the incident occurred on September 9 at around 12 midnight. Reads the police report:

The ZRP is investigating a robbery case in which a Bulawayo businessman (34) was attacked by three unknown male suspects at Corner 3rd Avenue and Robert Mugabe Road on 9 September at around 12 midnight.
The suspects pounced on the complainant, who had parked his vehicle outside his residence. They flashed him in the eyes with a torch while threatening to assault him with an unknown object before stealing US$13 000 and two Samsung cellphones.

Meanwhile, ZRP Beatrice arrested Knowledge Chimuchekwa (30) in connection with a robbery case which occurred at Pondoro Farm Chinhoyi where property worth US$5703.00 was stolen.
Police recovered the stolen cellphone from the suspect. The other suspects, identified as Ray Chirombo of Glenorah, Harare, Give of Chitungwiza, Trynos of Southley Park, Harare and Lucas of Epworth, Harare, are on the run.
In a related case, police announced the arrest of Tinotenda Chigwande (37) and Huggins Nyamukanga (40) for a spate of robbery and theft cases committed in and around the Glen-Norah area between February 2022 and September 2022.
Police say Tinotenda Chigwande was picked by Harare police on Tuesday last week in connection with a case of theft from a car and he implicated Huggins Nyamukanga who was later arrested after a shootout with the police.
