<p><span><strong><a href="https://www.pindula.co.zw/Reward_Kangai">Reward Kangai</a></strong>, a former chief executive officer of <strong><a href="https://www.pindula.co.zw/NetOne_Zimbabwe">NetOne</a></strong>, a government-owned telecommunications company, says it is public knowledge that bigwigs are involved in most of the corruption cases that have affected Zimbabwe’s economy.</span></p>
<p><span>He made the remarks in response to a Pindula News article in which the chairperson of the Zimbabwe Anti-corruption Commission, Justice <strong><a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Loice Matanda-Moyo</a></strong> bemoaned the <strong><a href="https://zero.pindula.co.zw/zacc-losing-highly-skilled-workers-justice-matanda-moyo/">departure of skilled personnel from the commission. </a></strong></span></p>
<p><span>Kangai said those leaving the anti-graft organisation are afraid of being victimised for targeting political elites. Said Kangai:</span></p>

<div><span>In December 2017 Kangai wrote a report to President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" title="Emmerson Mnangagwa">Emmerson Mnangagwa </a>alleging that <a href="https://www.pindula.co.zw/Supa_Mandiwanzira" title="Supa Mandiwanzira">Supa Mandiwanzira,</a> then Minister of ICT, Postal and Courier Services, had captured <a href="https://www.pindula.co.zw/NetOne" title="NetOne">NetOne</a> and POTRAZ, both parastatals under the purview of his ministry.</span></div>
<div><span>The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission" title="Zimbabwe Anti-Corruption Commission">Zimbabwe Anti-Corruption Commission</a> commissioner <a href="https://www.pindula.co.zw/Goodson_Nguni" title="Goodson Nguni">Goodson Nguni</a> announced in January 2018 that Mandiwanzira had been cleared by the ZACC investigations and that instead, they wanted to arrest Kangai himself. </span></div>
<div><span>Kangai was subsequently arrested on 10 January 2018 but was released on bail the same month.</span>
<p><span>In 2019, ZACC investigated him for possible abuse of office, allegations which stemmed from a forensic audit conducted in 2016 by the Auditor General.</span></p></div>

Ex-NetOne CEO Kangai Says "It’s An Open Secret Bigwigs Are Involved In Most Corruption Cases"

<p>Reward Kangai, the former chief executive officer of state-owned mobile network operator NetOne, has accused the Zimbabwean office of Price PricewaterhouseCoopers (PwC) of causing his arrest after they allegedly stated wrong figures after a forensic audit of Netone. Kangai has since written to the regional headquarters of PwC to complain about the conduct of the local office.</p>
<p>Revealing the information, Kangai said,</p>
<blockquote><p>I have lodged a complaint to the regional PWC HQ on the unprofessional conduct of the local PWC office during the NetOne forensic audit, whose report was used by Supa Mandiwanzira to cause my arrest…Section 8.8 of the NetOne Board minutes of 14 Sept 2009, raised Management authority limit to US$250 000, yet PWC forensic audit wrongfully stated that US$80 000 spent to purchase concrete mix for base station construction was done without Board approval.</p></blockquote>
<p>Part of an email Kangai sent to PwC reads,</p>
<blockquote><p>Thank you for your prompt response. Kindly, please receive the attached copy of NetOne Board minutes 14th September 2009, which gave authority limit of purchases of up to US$250 000 without the need for Board approval as shown in Section 8.8 the minutes and also the findings of the PWC forensic audit in section 5.309. Thus, the charge against me raised as a result of the PWC forensic audit report is false. There are several such wrong findings made by PWC Zimbabwe, which resulted in my arrest on the 10th January 2018 and I accordingly, hold PWC responsible for causing my arrest.</p></blockquote>
<p>In the past, Kangai has previously accused former Minister of ICT and Cyber Security, Supa Mandiwanzira of corruption and went as far as writing to President Emmerson Mnangagwa to make his case.</p>

Former NetOne Ceo Accuses PricewaterhouseCoopers Of Lying, Unprofessionalism During Audit, Blames Them For Arrest

<p>Reward Kangai, the former chief executive officer of state-owned mobile network operator NetOne, has accused the Zimbabwe Anti-Corruption Commission (ZACC) of trying to protect ICT Minister Supa Mandiwanzira by whitewashing the charges made against him. T<a href="https://news.pindula.co.zw/2018/01/07/zacc-clears-supa-corruption-allegations-raised-kangai-bopela-kangai-face-arrest/" rel="noopener" target="_blank">his comes after the anti-graft body cleared Mandiwanzira of any wrongdoing in the numerous allegations made against him by Kangai.</a> Kangai also bemoaned the fact that ZACC was now coming after him for corruption. Said Kangai:</p>
<blockquote><p><em>This is an attempt to whitewash the case against the Minister. I never made a report that the money was paid. If it was an attempted murder, would the police go on and investigate a murder case.</em></p>
<p><em>The point is I stopped the country and Netone from losing $4 million and here somebody is trying to cover up something despite the evidence having been there including minutes of the meeting.</em></p>
<p><em>I reported the matter to the economic intelligence of the government after having made submissions to the Chief Secretary to the President.</em></p>
<p><em>I also submitted a document with evidence to the former President in 2016, they didn’t act and now they are after me.</em></p></blockquote>

Kangai Accuses ZACC Of Whitewashing Case Against Supa Mandiwanzira

<p>The Zimbabwe Anti-Corruption Commission (ZACC) has cleared Supa Mandiwanzira the Minister of Information Communication Technology and Cyber Security over corruption allegations which were made by former NetOne CEO Reward Kangai. Kangai who has an acrimonious relationship with the minister wrote to President Emmerson Mnangagwa calling <a href="https://news.pindula.co.zw/2018/01/03/kangais-full-report-mnangagwa-supa-mandiwanzira-captured-netone-potraz/" rel="noopener" target="_blank">on him to investigate and arrest Mandiwanzira on allegations of criminal abuse of office and corruption.</a></p>
<p>ZACC insisted that it was not protecting the minister although it revealed that Kangai and businessman Agrippa Masiyakurima, also known as Bopela, could soon be arrested. Bopela had previously made corruption allegations against Mandiwanzira as well.</p>
<p>Speaking to the Standard, ZACC commissioner Goodson Nguni said:</p>
<blockquote><p><em>We investigated the $4 million that Kangai alleged the minister had paid to Megawatt and we found out that there was no $4 million paid to anybody at Megawatt. We had a court order, raided NetOne offices and looked at their bank statements, went to check at the Reserve Bank of Zimbabwe and other banks. We established that no money was ever paid by NetOne that amounted to $4 million, so we disregarded that story.</em></p>
<p><em>But NetOne complained against Reward Kangai in substantive cases of fraud and corruption in the awarding of tenders for base stations by a company called Bopela and we are on it. Very soon we will get to some action regarding that. So we are not covering up for any minister</em></p></blockquote>
