Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi has refuted reports that public gatherings had been banned in the lead-up to the upcoming 44th SADC Summit scheduled for August 17 in Harare.
In a statement issued on Friday, 02 August, Nyathi said the claims as false and urged members of the public to adhere to the country’s laws while engaging in various activities. Said Nyathi:

The Zimbabwe Republic Police dismisses social media postings alleging that the Government of Zimbabwe has banned or prohibited public gatherings due to the forth coming Southern African Development Community (SADC) Summit. This is false.
The public should dismiss this false information with the contempt it disserves. The Zimbabwe Republic Police implores the public to observe the country’s laws whilst conducting various activities in order to assist in the maintenance of law and order.

The police in Zimbabwe say that public gatherings are not banned for an upcoming event. They say it is not true and people should follow the country's rules. Some people on social media spread false information, but the police are asking people to ignore it. They want everyone to follow the laws to keep order in the country. People can still gather for events, despite what some people are saying. The police want everyone to stay calm and obey the rules.

Public Gatherings Not Banned - ZRP

Police have warned members of the public against taking part in unlawful gatherings in any part of the country.
In a statement, ZRP spokesperson Assistant Commissioner Paul Nyathi said they are aware of social media messages “openly agitating for violence”.
He said some of the messages are being circulated by people who are living outside the country and locals should not allow themselves to be used to commit crimes. Said Nyathi:

The Zimbabwe Republic Police warns the public against engaging in any form of unlawful gathering in any part of the country.
The police has taken note of offensive messages circulating on social media platforms openly agitating for violence and illegal gatherings, especially in Harare and Bulawayo.
The public is accordingly advised to ignore these messages. Some of the messages are being circulated by elements who are not resident in the country and taking this advantage.
The Zimbabwe Republic Police is on full alert and will deal decisively with unruly elements bent on disturbing the current peaceful environment obtaining in the country.
The public should be careful against being used as a conduit to loot shops and destroy property through unlawful gatherings.
The Police strongly warns politicians who are sending false information locally and internationally about the security situation in the country that they risk being arrested.
Zimbabweans are implored to report to the police anyone circulating false messages to the public for swift action to be taken.

Police Issue Stern Warning Against Unlawful Gatherings

The Zimbabwe Republic Police (ZRP) on Friday urged Zimbabweans to report funerals to the law enforcement agency in the weeks leading up to the 2023 general elections.
Addressing Harare residents, ZRP national spokesperson Assistant Commissioner Paul Nyathi said reporting funerals to the police will ensure that they will not be mistaken for political gatherings. <a href="https://www.newsday.co.zw/local-news/article/200009588/report-funerals-or-police-will-storm-them">NewsDay</a> quoted Nyathi as saying:

If we are at a funeral during elections, it’s better to report to the officer-in-charge and that will be put on record because some neighbours would lie (that there is a political gathering).
There are some people who want to campaign at funerals. Why should you campaign at one’s funeral?
We also expect politicians not to address supporters at people’s homes. If a neighbour complains, we come.

In Zimbabwe, it is an offence to hold a gathering without police permission.
According to <a href="https://zimfact.org/fact-sheet-zrp-the-law-and-your-right-to-gather-what-the-law-says/">Zimfact</a>, in terms of the Maintenance of Peace and Order Act (MOPA), Chapter 11:23, an organisation planning a demonstration or a march must appoint an official convenor and notify the police seven days before the event.
A notice of five days is required before a public meeting. The convenor must give police details of the event, such as; the contact number of the designated convenor, the venue, times, the purpose of the event, the number of marshals, and the anticipated number of participants.
If the convenor of the gatherings does not give this notice, they can be charged and fined or jailed for up to one year.

Police Say The Public Should Report Funerals During Elections

The Zimbabwe Republic Police (ZRP) has warned members of the public not to be hoodwinked into participating in illegal gatherings, which they say will be disguised as church prayers. In a statement issued via social media, the ZRP said
<blockquote>It has come to the attention of the Zimbabwe Republic Police that there are some individuals who are mobilising people to gather at certain public places without notifying the respective Regulating Authority in terms of section 24 of the Public Order and Security Act (Chap 11:17).
That notification allows police to make security considerations such that there is minimal interference with the rights of those who do not want to be part of such gatherings. We are therefore appealing to members of the public not to participate in unsanctioned gatherings which in most cases result in malicious damage to property, looting of property, interference with normal of flow of traffic in central business districts and resultantly disturbs the maintenance of law and order by the police.
Members of the public should not be hoodwinked into participating in politically inclined activities under the guise of church prayers in public places. In the same breath, those who are planning and mobilising people to participate in unlawful gatherings are being warned to desist from such acts and comply with the law.
Anybody found on the wrong side of the law will be arrested and dealt with according to the laws of the country.</blockquote>
There is heavy police presence in the Harare Gardens where some churches are supposed to hold a prayer meeting.
