This claim is false. The message should be dismissed and condemned with the contempt it deserves.
There are no new recruitment drives targeted as claimed in the fake news. Our employment practices continue to be through the same official channels. All job seekers are urged to verify any job offers or recruitment announcements through official channels.
The Public Service Commission uses formal channels of communication to inform its valuable stakeholders of any opportunities and developments in the Civil Service.
Prospective employees are advised to register through the PSC Online Registration or visit any PSC offices for assistance.

No New Teacher Deployment Policy - PSC

The Public Service Commission (PSC) has issued a circular to all Government Ministries announcing that Statutory Instrument 197 of 2024, the Public Service (Amendment) Regulations, 2024 (No. 3), is now in effect.
The regulation stipulates that for public service employees appointed before the effective date, the pensionable age is 65, with the option to retire at 70 years while still receiving a full pension.
The circular, titled Circular No. 3 of 2025, was signed by the PSC Secretary, Sibusisiwe Zembe, and dated January 28, 2025. It reads in part:

Following the coming into effect of Statutory Instrument 197 of 2024 on 01 January 2025, you are hereby advised to adhere to the following key provisions and implementation guidelines of the new regulations:
1. The mandatory retirement age for members appointed into Public Service is now seventy (70) years.
2. The stipulated age for early retirement for members is now sixty (60) years upon approval of the Commission.
3. Section 6(b)(1) of Statutory Instrument 1 of 2000, as amended, regarding the age limit to appointment on pensionable conditions of service, is still in force. This, therefore, means that a candidate shall not be appointed to the Public Service on pensionable conditions of service if he or she is fifty (50) years of age or above. However, any such person may be appointed on contract for a specified period of service.
4. Members below the age of sixty (60) and above the fifty-five (55) who were in service prior to 1 January 2025, can retire upon the approval of the Commission.
5. Members who were in service prior to 1 January 2025, are allowed to retire at sixty- five (65) upon giving notice.
6. The provisions of Statutory Instrument 197 of 2024 shall not apply to persons who retired on or before 31 December 2024.

The government has changed the rules for when civil servants can retire. Before, they could retire at 60, but now they can wait until they are 70 and still get their full pension. If they want to retire early, they can do so at 60 with permission. If they were already working before the new rules took effect, they can retire at 65. People over 55 can also retire with approval. These new rules do not apply to people who retired before December 31, 2024.

PSC Announces New Retirement Age Guidelines For Civil Servants

The Public Service Commission (PSC) has begun implementing regulations to extend the retirement age for civil servants and uniformed personnel from 65 to 70 years, reported <a href="https://www.herald.co.zw/govt-starts-implementing-new-retirement-age/">The Herald</a>.
This change follows concerns from government workers, particularly teachers, about the delay in enacting the new law.
Statutory Instrument 197 of 2024, known as the Public Service (Amendment) Regulations, 2024 (No. 3), was published on December 30, 2024.
The regulation states that for public service employees appointed before the effective date, the pensionable age is 65 years, with the option to retire at 70 years with a full pension.
For those appointed on or after the effective date, the pensionable age is set at 70 years.
Despite this, some employees, particularly teachers, have been asked to retire, even if they had expressed a desire to extend their retirement age to 70.
Some teachers have also faced eviction from school quarters as headmasters instructed them to retire, arguing that they had not received a circular formally allowing the extension.
In an interview with The Herald on Wednesday, Moses Mhike, Permanent Secretary for Primary and Secondary Education, said that the implementation of the regulations had been delayed due to factors involving the PSC. Said Mhike:

We got a circular yesterday from PSC and we have started sharing it with our structures. Yes PSC had delayed issuing the circular to guide Line Ministries.

Justice, Legal, and Parliamentary Affairs Minister Ziyambi Ziyambi said that the decision to extend the retirement age was aimed at utilising the skills and experience of individuals who have reached 65.
He also said the extension reflects the country’s rising life expectancy, with middle-aged adults now living into their 80s.

The government is extending the retirement age for teachers and civil servants from 65 to 70 years. Some teachers have been asked to retire before they turn 70, even if they want to work longer. This change is meant to keep experienced workers in their jobs for longer. The delay in implementing the new law caused confusion and uncertainty for many employees. The government hopes the new retirement age will make use of workers' skills and experience as people live longer.

Teachers And Civil Servants Face Uncertainty Over Retirement Age Extension

The government plans to freeze recruitment next year as it faces challenges in adequately remunerating its current workforce.
In his presentation of the ZiG276.4 billion 2025 national budget at the New Parliament Building in Mt Hampden on Thursday, Finance Minister Mthuli Ncube announced that the salary allocation for 2025 would account for 56.4% of total revenue, surpassing the government’s policy limit of keeping salaries under 50% of revenue.
Ncube said that recruitment will be restricted to critical sectors, including health and education. Said Ncube:

The current remuneration framework agreed with Government workers, provides for a self-adjusting mechanism of the US$ pegged local currency component of the salary, that takes into account movements in the exchange rate.
In this regard, outlays on employment costs since April 2024 have cushioned civil servants from movements in the exchange rate
Government recently awarded a US$40 increase to the civil service, payable in local currency at the prevailing exchange rate, effective from 1 September 2024.
The 2025 allocation for employment costs of ZiG152.6 billion or 56.4% of revenue, is based on this principle and hence already factors in the exchange rate self-adjustment in workers’ salaries.
Invariably, this allocation is now above the fiscal rule threshold of containing employment costs at maximum of 50% of revenue.
To address this unsustainable position, revenue enhancement measures will be implemented, whilst also limiting the recruitment of additional personnel only to critical sectors such as health and education.
</blockquote>
Ncube stated that the Public Service Commission (PSC) will conduct a review of staffing levels within the public service, focusing on upskilling and reskilling employees where possible.
A new compensation framework will be implemented, ensuring it aligns with the principle of equal pay for equal work. He said:

The rationalisation exercise will also benefit from the recent Job Evaluation Exercise, which was undertaken by the Public Service Commission, with the aim to have a fit for purpose and professional civil service, with the capacity to deliver quality public services.
The exercise identified several issues, including functional duplications and role overlaps within Ministries, Departments and Agencies (MDAs), the existence of more managerial jobs, than non-managerial jobs and the prevalence of dead-end jobs for specialists.
Going forward, Government will implement the recommendations of the Job Evaluation Report, by reviewing the manning levels in the public service, up-skill and re-skill members where feasible, as well as adopt a new compensation framework which conforms with the principles of equal pay for equal work.
In the interim, an immediate moratorium on implementation of some of the already approved structures will be necessary, pending finalisation of this exercise.
Furthermore, a tripartite dialogue exercise on the structure and reporting framework for devolved units across all MDAs is also essential, to curtail the unsustainable growth in wage-related costs.

Government Plans Recruitment Freeze In 2025

The National Social Security Authority (NSSA) acting general manager, Charles Shava, said that the deduction of pension contributions from civil servants’ US dollar salary component will continue over the next two months.
This deduction, which was implemented retroactively from January 2024, began in June under the direction of the Public Service Commission.
Speaking during a session of the IPEC/NSSA Journalists Mentorship Programme for 2024 last week, Shava said (via <a href="https://www.newsday.co.zw/business/article/200029101/backdated-pension-deductions-in-civil-servants-us-salaries-to-continue">NewsDay</a>):

The law says contributions to NSSA will be based on the currency of income so if an organisation is paying its employees in US dollars their contribution to NSSA will be in US dollars. If it is paying in ZWG, their contributions will be in ZWG.
The particular issue of civil servants emanated from the fact that with effect from January this year, the US$300 was converted to a salary and by that operation their contribution to NSSA, because it became salary, had to be contributed to US$.
So, as NSSA, we wrote to the Public Service Commission informing them of the need to align with the SI [statutory instrument] which was passed by the government which the Public Service ministry confirmed with another SI to make sure that those deductions are done properly in US$ as per the law.

The PSC opted to spread out the pension contribution deductions over a two-month period to minimize the financial impact on civil servants, as the deductions were applied retroactively from January 2024. Said Shava:

That is an issue between the Public Service Commission and employees in government. So, as NSSA, we really don’t have anything that we could do or not do except just to enforce the law by making sure that contributions from the public service are done in the correct currency as per the law.
This is from January 2024. This does not affect the private sector. I think their systems are working well. Those that are paying in ZWG are paying and those who are paying in ZWG are paying so we don’t have problems with the private sector. This is only for the public service.
</blockquote>
In June, civil servants, such as teachers took home net salaries of about US$270 down from US$320 following the deductions.
Trade unions representing public service workers condemned the move by the Government to deduct their USD salaries for their pension contributions, describing it as “fraudulent”.
Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe wrote to the PSC challenging the decision and said they were alarmed “by such callous unilateralism intended to further impoverish civil servants.”
NSSA has a long history of shortchanging pensioners amid allegations of corruption and poor management at the Authority.

NSSA To Continue Backdated Pension Deductions From Civil Servants' US Dollar Salaries

Trade unions representing public service workers have condemned the move by the Government to deduct their USD salaries for their pension contributions, reported <a href="https://www.newsday.co.zw/local-news/article/200027879/civil-servants-govt-clash-over-us-deductions">NewsDay</a>.
This comes after Public Service Commission (PSC) Secretary Tsitsi Rosemary Choruma-Dozwa on 28 May wrote a circular stating that all public service workers would be required to pay their pension contributions in foreign currency, starting this year.
Civil servants earn salaries both in United States dollars and ZiG and the new directive states that government workers would use the same ratio in making their contributions.
However, unions representing government workers have described the move as “fraudulent”.
Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe has since written to the PSC challenging the decision to implement US dollar deductions.
Majongwe said they were alarmed “by such callous unilateralism intended to further impoverish civil servants.” He added:

The US$ National Social Security Authority deductions must be commensurate with the US$ salary adjustments, and in any case, the proposed deductions and backdating are not a product of consultation with stakeholders such as unions representing the civil servants.
The US$ NSSA deductions must succeed in meaningful US$ salary adjustments which we feel are long overdue, and the PSC and government must respect its workers and desist from approaches that are tantamount to colonial master and servant relationship.
</blockquote>
Speaking to NewsDay, Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said:

The US$ deduction is going to severely affect workers, the majority of who earn depressed salaries.
We continue to demand a US$1 260 salary for teachers so that they will have enough to cater for the basics even after paying these subscriptions.
</blockquote>
Zimbabwe Teachers Association (ZIMTA) spokesperson Goodwill Taderera said:

What is critical is that they have to communicate before a deduction is made. We strongly advise that in future our employer should make a communication first so that we can prepare before a deduction is made.

Zimbabwe Congress of Trade Unions (ZCTU) vice-president Valentine Chikosi:

Workers are faced with a precarious situation where their salaries are predominantly in ZiG yet their expenses are predominantly in United States dollars.
People need foreign currency to cover rent, transport, fuel, medical expenses and school fees among other statutory obligations.
Workers are left with no option but to source the much-needed US dollars from the black market risking being arrested.
</blockquote>
Chikosi said the ZIG had so far failed to improve the welfare of workers, adding that there was an urgent need to address the “peanuts” salaries earned by most workers.
Meanwhile, the NSSA acting General Manager, Charles Shava, stated USD contributions by public service workers “would go a long way in sustaining the viability of the NSSA scheme.”

Govt Faces Backlash For Deducting Civil Servants’ USD Salaries For Pension Contributions

The government has declared that all public service workers who earn in foreign currency would be required to pay their pension contributions in the same currency, starting this year.
Civil servants earn salaries both in United States dollars and ZiG and the new directive states that government workers would use the same ratio in making their contributions.
In a circular dated 28 May 2024, PSC Secretary Tsitsi Rosemary Choruma-Dozwa stated that the USD National Social Security Authority (NSSA) contribution would be implemented following the conversion of USD COVID-19 and cushioning allowances to pensionable emoluments with effect from 1 January 2024. She wrote:

Please be advised that the Treasury has concurred with implementing the provisions of Statutory Instrument (SI) 169/2021 on the public sector employees with effect from 01 January 2024, Section 8(b)(4) provides that, “Any person in Zimbabwe who earns remuneration in a currency other than that of Zimbabwe shall be required to pay his/her contributions in foreign currency and in cases where individuals earn remuneration in a combination of foreign currency and Zimbabwean Dollars, he or she shall pay contribution the same currency ratio.”
Please note that the outstanding contributions should be staggered in three months, commencing in 2024.

As reported by <a href="https://cite.org.zw/public-service-workers-to-pay-pension-in-foreign-currency/">CITE</a>, Choruma-Dozwa also wrote to the government’s Paymaster advising of the same instruction.
This came after NSSA Acting General Manager, Charles Shava wrote to the Permanent Secretary in the Ministry of Public Service, Labour and Social Welfare on 24 January 2024, requesting assistance to notify the PSC that following the conversion of the USD COVID-19 Allowance for public service employees into a pensionable salary, NSSA advised on the computation of NSSA contribution as guided by Section 8(b) of SI 169 of 2021.
The NSSA acting General Manager stated that this request “would go a long way in sustaining the viability of the NSSA scheme.”
This prompted Simon Masanga, the Permanent Secretary in the Ministry of Public Service, Labour, and Social Welfare, along with George Guvamatanga, the Permanent Secretary in the Ministry of Finance and Economic Development, to write to the secretary of the PSC, requesting the same order. Reads the letter in part:

Following the conversion of the US$ COVID-19 and US$ cushioning allowances for Public Service employees into a pensionable salary, the NSSA has advised that the computation of NSSA contributions is guided by Section 8(b) of SI 169 of 2021.
Given this development, NSSA is requesting the commission to implement the provision of SI 169 of 2021 with effect from 1 January 2024 to enable the viability of the NSSA schemes.
</blockquote>
Meanwhile, unions representing public service workers have criticised the move, saying it will further impoverish them.

Civil Servants To Pay Pension Contributions In Foreign Currency

Reports have emerged suggesting that ZANU PF, through its government workers affiliates, including the Teachers for Economic Development (ED) and Nurses for ED, may be involved in the hijacking of civil service recruitment processes.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200024553/zanu-pf-hijacks-govt-recruitment">NewsDay</a>, ZANU PF affiliates have set up centres in various provinces. These centres shortlist government job seekers who are also party members.
The shortlisted members’ names are then taken to the Public Service Commission (PSC). Government officials are allegedly pressured to prioritize these ZANU PF-affiliated candidates for employment or training.
The recruitment process is overseen by ZANU PF district and provincial party chairpersons, as well as party legislators and affiliate leaders.
Jobseekers are required to provide evidence of their links to ZANU PF, such as party membership cards or participation in party events.
For instance, in Chikomba District, ZANU PF Chikomba West legislator and ICT minister Tatenda Mavetera is leading the recruitment efforts.
A communiqué sent to party members seen by NewsDay reads:

Chikomba West Constituency Teachers for Economic Development Update: All teachers who completed their course not employed go and register to MP’s [member of Parliament] office next to N Richards Chivhu.
MP [Tatenda] Mavetera is a true leader who leads by example. That’s finalisation of second phase. Ngatifonerei vanhu vane madetails ari pazasi (Let’s contact the people with details below). #Famba Zanu PF Famba #Famba Mavetera Famba (Forward Zanu PF, Forward Mavetera).

However, PSC secretary, Tsitsi Choruma, professed ignorance on the matter, saying “I have never seen the ZANU PF recommendation letters”.
ZANU PF director of information, Farai Marapira told NewsDay that the recruitment programme did not originate from the party. He said:

As the economy is starting to recover and expanding, more jobs are opening up and we want these jobs to be taken up by Zimbabweans, so we conscientise the nation on the jobs that are coming up so that people fill up these spaces.
The affiliates, in their autonomy have the right to behave as they do, but this is not a ZANU programme and ZANU PF does not look for jobs for people, but if it is the wish of the affiliates to do so, I believe it is within their mandate because I believe they are independent juristic independent institutions. But we encourage Zimbabweans to take up the new jobs as our economy is expanding.
</blockquote>
ZANU PF activists have, at times, been associated with incidents of misconduct, such as hijacking government initiatives like food aid distribution and misappropriating presidential agricultural inputs.

ZANU PF Accused Of Hijacking Civil Service Recruitment

The Government has discharged at least 66 schoolteachers from the public service for running for public office in the 2023 Harmonised Elections.
Before the elections, Public Service Commission (PSC) Secretary Tsitsi Choruma issued a circular to all heads of government ministries warning them about political participation.
She said a civil servant who would file nomination papers as a candidate for elections to Parliament or local authority “shall be deemed to have resigned from the Public Service with effect from the date of acceptance of his nomination by the Nomination Court.”
PSC general manager Grace Machakaire, in correspondence to the secretary for Primary and Secondary Education, said 66 teachers who contested in last month’s elections will be replaced. Wrote Machakaire:

In line with the Public Service Commission General Letter referenced D/16, dated 17 May 2023, the Commission intends to replace sixty-six (66) teachers who resigned from the Public Service to participate in the 2023 harmonised elections.
In view of this, you are requested to urgently provide learning areas for the Teachers (copy attached) to enable the Commission to make an informed decision.
</blockquote>
However, posting on X, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) said only teachers who contested as opposition candidates were fired while those who participated in the elections as ZANU PF candidates were spared. ARTUZ said:

In line with section 200 of the constitution, it decided to replace 66 teachers who were successfully nominated as candidates for the 2023 elections.
Shockingly teachers like Enock Chevedza (of Gokwe South) and Garikai Makwakwa (Makonde, Mashonaland West) who won as councillors for ZANU PF remain in office.

ARTUZ challenged the PSC to enforce the Constitution and to be impartial, adding “All teachers who ran for political office must be treated equally, regardless of their political affiliation”.

Govt Fires 66 Teachers For Contesting In 23 August Harmonised Elections

The government has said Tuesday, 22 August will be a half day for all civil servants in order to enable them to prepare and travel to vote on Wednesday.
In a statement, the Secretary to Service Commissions, Tsitsi Rosemary Choruma said that normal working hours will resume on Thursday, 24 August 2023. Reads the statement:

Following the proclamation of Wednesday, 23 August 2023 as the Harmonised General Election date, the Secretary to Service Commissions, Dr Tsitsi R. Choruma, wishes to announce that Tuesday, 22nd August 2023 will be a half day for all public servants in order to enable them to prepare and to travel to the various stations where they are registered to vote.
The voting exercise is critical and of utmost importance as it allows all citizens to exercise their sovereign right in participating in this key electoral process.
The Secretary to Service Commissions takes this opportunity to wish each and every public servant a peaceful voting exercise.
Normal working hours will resume on Thursday, 24 August 2023.

Civil Servants Sent Home Early, Set To Resume Normal Working Hours On 24 August

The government has transferred lecturers and non-lecturing staff at technical and teachers’ colleges from the Public Service Commission (PSC) to the Tertiary Education Service Council (TESC).
In a circular to teacher training colleges and polytechnic principals dated 12 July 2023, TESC said the transfer was effected in terms of section 72(2) and (3) of the Manpower Planning and Development Act (Chapter 28:02). TESC said:

Reference is made to the PSC’s Minute A/28/44 dated June 23, 2023, regarding the subject matter. In this regard, PSC transferred all members employed in technical, vocal and teachers colleges to the TESC with effect from June 23.
Members who had exercised their right not to join the TESC were automatically and by operation of law transferred to the council.
If there are members who are averse to the transfer, principals should secure written submissions and send the submissions to the Tertiary Education Council Secretariat no later than July 31.

Meanwhile, polytechnic employees who spoke to <a href="https://www.newsday.co.zw/local-news/article/200014113/govt-transfers-tertiary-education-staff-from-psc">NewsDay</a> said that they feared that their working conditions will be worse under the council.
A non-lecturing employee was quoted as saying that they preferred working under PSC as it provided job security instead of “being forced to join” a “trial and error arrangement led by retired people.”

Govt Transfers College Staff From PSC To Tertiary Education Service Council

The Public Service Commission (PSC) has started to implement the first phase of the retention allowances payments to civil servants under the Skills Attraction, Retention and Development Fund (SARDF).
The retention allowance is aimed at attracting highly competent professionals into Government service and ensuring those already employed do not leave the civil service due to low remuneration.
In a statement on Wednesday, PSC secretary Tsitsi Choruma said the first phase will target 11 categories of critical skills with total pay benchmarked to local and regional earning levels.
Grades from the deputy director and below will be eligible for the allowances.
Engineers, information and communication technology specialists, mining surveyors, forensic scientists, architects, veterinary officers, quantity surveyors, social development officers, psychologists, metallurgists, and legal drafters make up the 11 categories.
Choruma said the allowance was set at 70 percent of the basic salary of the member’s grade. She said:

The identification of jobs was based on the high level of attrition in these categories and also the difficulty in filling the posts once a vacancy arises.
The retention allowance for the job categories has been benchmarked using the salary levels obtaining on the market as observed from different salary surveys both locally and regionally.
As additional resources become available, more jobs will be added to the list, and the retention allowance improved.

The Ministry of Finance and Economic Development had allocated ZWL$1.512 billion for the SARDF to pay the retention allowances.

Here Is How To Apply For Employment In Public Service

The government is recruiting another 8 382 teachers to complement the existing staff.
Ministry of Primary and Secondary Education spokesperson Taungana Ndoro said 7 000 names were sent to Treasury for its concurrence and to budget for their salaries and allowances before they were engaged.
He said 1 382 names were still with the Public Service Commission (PSC) for vetting and approval. Said Ndoro:

We have 1 382 attrition posts awaiting PSC approval, and they will be recruited once the processes are done.
We also have 7 000 posts sent to Treasury for concurrence so they will also be joining once the process is done.
Everyone is back at school and it’s business as usual across the country.
However, there are schools that need more staff and that is why the process of engaging more teachers is in place.

Govt Hires 8 300 More Teachers

The Government is recruiting more qualified teachers to be deployed in 28 largely rural districts of the eight non-metropolitan provinces.
The teachers will be deployed to 28 districts in Mashonaland Central, Mashonaland East, Mashonaland West, Masvingo, Manicaland, Matabeleland North, Matabeleland South, and the Midlands.
The 28 districts include Muzarabani, Rushinga, Mount Darwin, Mudzi, Uzumba Maramba Pfungwe, Hurungwe, Chiredzi, Mwenezi, Chipinge, Binga, Lupane, Tsholotsho, Bulilima, Matobo, Gwanda, Insiza, Umzingwane, Gokwe North and South.
The recruitment is being done through the Public Service Commission (PSC) in collaboration with the Ministry of Primary and Secondary Education.
In a statement, PSC secretary Tsitsi Choruma interested newly-qualified teachers should submit the required documents to the district office of choice by not later than 16 January. Part of the statement reads:

Those who are interested should complete application forms available at the Public Service Commission district offices.
Duly completed teacher application forms with certified copies of national identification, birth certificate, academic and professional qualifications including transcripts should be submitted to the district office of choice by not later than January 16.

Ministry of Primary and Secondary Education spokesperson Taungana Ndoro said qualified teachers will have the opportunity to work in their own districts. He said:

We are recruiting teachers from their own districts through our district offices so as to avoid the issue of transfers.
We are giving people the opportunity to work in their own districts so that it would be better for them.
The applications are still coming because the vacancies are still open. This is a lucky shot for people who grew up in those districts.

Govt Recruiting Teachers At District Level

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has reiterated its demand for the restoration of teachers’ pre-October 2018 salaries of US$540.00.
In a letter dated 9 January 2022 addressed to the Public Service Commission (PSC), ARTUZ Secretary General Robson Chere said a meeting between the Commission and teacher unions should be convened to address teachers’ incapacitation. Wrote Chere:

We write to remind you that the incapacitation of teachers remains unaddressed and is an obstacle to the efficient discharge of duties by teachers.
As the schools open this January of 2023, Our members have advised us to engage you on the need to restore the salaries to pre-October 2018 figures of USD $540.
As a Trade Union, we are also passionate about the development of the Education sector in our country and we are alarmed by the continued prejudice of learners who continue to suffer, as long as this matter remains unaddressed.
Even the development of our nation is being compromised as each year students with potential do not get the best from their teachers.
We implore your office to give this matter the urgency it deserves.
We reiterate our call for a legitimate conversation between yourselves and bona fide workers’ representatives from the education sector.

Rural Teachers Write To PSC, Reiterate Demand For Restoration Of US$540 Salaries

The Public Service Commission (PSC) says civil servants holding positions above Deputy Director Grades will get 2022 bonuses at the beginning of 2023 based on their performance for the year 2022.
In a statement issued on Monday, 21 November 2022, the Secretary to the Public Service Commission, Tsitsi Rosemary Choruma, said from 2023 onwards, all civil servants including those of positions of Deputy Director Grades and below will receive bonuses based on performance. Reads the statement:

<h2>GOVERNMENT POSITION ON BONUSES FOR CIVIL SERVANTS</h2>
The Public Service Commission wishes to inform that bonuses for civil servants for this year, 2022, will be treated as follows:
1. As per the signed agreement at the recent meeting of the National Joint Negotiation Council (NJNC), only those of positions of Deputy Director Grades and below will receive bonuses.
2. This bonus will constitute the following:
a) 13th cheque, plus
b) Special Presidential Bonus.
3. This will be paid out in two equal batches in November and December.
4. It must be noted that Director Grades and above signed performance contracts at the beginning of 2022. It is in view of these performance contracts that Directors and above will NOT receive any bonus in 2022 but rather will, at the beginning of 2023, get performance awards based on their performance for the year 2022.
5. These awards will only be extended to Directors and above after all evaluations and assessments for the year 2022 are completed.
6. Only Director Grades and above who meet their set targets will get performance awards.
7. This is in line with Government’s new practice of performance contracting which only rewards satisfactory performance and sanctions non-satisfactory performance for Directors and above.
8. Government is committed to ensuring that a results-based, high performance, high productivity Work Culture is inculcated within the civil service.
9. From 2023 onwards, performance contracting, which had only thus far been for Director Grades and above, will also be cascaded to all civil servants of all grades across the board.

Govt Announces Position On 2022 And 2023 Bonuses For Civil Servants

The Public Service Commission (PSC) is investigating at least 22 000 teachers for failing to report for work when schools opened on 7 February while 1 220 have been suspended, teachers’ unions have claimed.
When the the2022 first term commenced in February, teachers stayed away from work saying they were financially incapacitated.
The Government responded by extending a salary increment to civil servants but it was far much lower than what teachers were pushing for.
Teachers who failed to report for work after the salary adjustment were then suspended.
PSC acting secretary Walter Mpandawana on Monday said the number of suspended teachers was much lower than reported. He said:

The whole picture hasn’t been provided to the commission. We have received some figures, but I don’t have the statistics now.
The figures are not that much, it’s just that I don’t have the statistics at the moment.
</blockquote>
However, Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure insisted the figures were accurate. Said Masaraure:

At the moment we have recorded around 1 220 teachers who have been suspended, including school heads while 22 000 are being investigated.
We have been challenging the suspension because it is illegal. We hope the courts overturn these suspensions.
We can’t have a country being run like this. Our labour laws don’t allow such things.

Progressive Teachers Unions of Zimbabwe (PTUZ) president Takavafira Zhou said the number of teachers under investigation is higher than what has hitherto been reported. He said:

Actually, 22 000 is an understatement because more than 50 000 are under investigation by the government.
We have more than 5 000 who are already on suspension without pay yet the law is very clear that unless you have a criminal record you can be suspended on half your salary.
So the whole essence of the assault on teachers by the government is very unfortunate.

22 000 Teachers Under Probe For Absconding

The Public Service Commission (PSC) said teachers who are refusing to return to work will be replaced without the option of re-engagement in future.
This comes after the PSC gave the teachers an ultimatum to report for duty by 22 February 2022 or face dismissal.
Speaking to NewsDay yesterday, PSC chairperson Jonathan Wutawunashe said teachers who are absent from work should have a valid and verifiable reason to do so. He said:
<blockquote>
Those teachers who signal that they are no longer willing to work, naturally, have to be replaced as quickly as possible in the interests of schoolchildren.
A teacher, who is absent from work, needs to give a valid and verifiable reason for unavoidable absence, failing which the regulations provide procedures for disciplinary measures, which include dismissal.
Urgent recruitment, where there are no teachers, will be done in accordance with established recruitment procedures.

The PSC said it would replace the striking teachers with unemployed trained educators or college graduates.
Primary and Secondary Education spokesperson Taungana Ndoro on Tuesday said that the majority of teachers reported for duty fearing dismissal.
The majority of teachers and school heads boycotted classes when schools reopened for the 2022 first term on 7 February citing incapacitation.
The Government offered civil servants a 20% salary offer, with part of their Zimbabwe dollar salaries equivalent to US$100, paid in hard cash.
Teachers, who constitute the greater proportion of the civil service, insist the offer is not good enough and are pushing for the restoration of their pre-October 2018 US$540 salary.
Meanwhile, Zimbabwe Teachers Association (ZIMTA) president Richard Gundane reiterated the union’s call for its members to report for work.
Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said the unity among teachers has been broken by the Government’s use of deceit and threats.
Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe castigated some teachers’ unions for their “complicity in incapacitating teachers.”

PSC To Replace Absentee Teachers

The majority of teachers in public schools have reported for duty after the Public Service Commission (PSC) threatened to fire them.
Last week, the PSC gave striking teachers up to 22 February to resume work or else be regarded as voluntarily resigned.
In an interview with State media on Tuesday, Primary and Secondary Education communication and advocacy director, Taungana Ndoro expressed satisfaction with the teacher turnout. He said:

We have received reports from all the provinces and we are happy to say that teachers who turned for duty were more than 60 per cent and that’s more than the number of teachers who turned out when schools reopened.
This is an encouraging number and we will continue monitoring the situation.

Most teachers in public schools failed to report to duty when schools opened for the 2022 first term on 7 February saying they were financially incapacitated.
They have been demanding pre-2018 US dollar salaries of up to US$540 but the Government offered them US$100 in addition to a US$75 COVID-19 risk allowance and a 20 per cent increment on the Zimbabwe dollar component of their salaries.
Zimbabwe Teachers Association (ZIMTA) national secretary-general Goodwill Taderera also said the majority of their members had reported for duty across the country. He added:

You see, we are obviously not happy with the salary we are getting as teachers. We are still maintaining that we go back to the pre-2018 salary structure.

Progressive Teachers Union of Zimbabwe (PTUZ) leader, Takavafira Zhou, said that they had resolved that teachers return to work while they continue pushing for the restoration of their salaries. He said:

Collated evidence from provinces revealed that the best protection from the employer is the unity of purpose in diversity and therefore teachers must return to schools as we continue fighting for US$540.

Majority Of Teachers Return Back To Work

The Government has said it will not be held to ransom by teachers who have either not reported for duty or are reporting for duty but not teaching.
In a statement, the Zimbabwe Public Service Commission (PSC) said all teachers, deputy heads and heads of schools who do not report for duty by Tuesday 22 February 2022 will be deemed to have resigned from the service. Said the PSC:

The government notes with concern that, in spite of the significant steps it has taken to improve conditions of service, working with the Apex Council, some teachers continue to absent themselves from work, with some reporting for duty but not working.
This has had the effect of depriving learners of their inalienable right to education as well as prejudicing parents of their significant investment in their children’s education.
This behaviour on the part of some teachers is all the more distressing in view of the fact that it is coming at a time when learners have already lost more than a month of learning in 2022 alone due to the COVID-19 pandemic, and were therefore looking forward to the opportunity to catch up with their studies.
Such behaviour cannot be tolerated as it will have a lasting, negative impact on an entire generation.

The PSC added that teachers who are reporting for duty but not teaching will also be deemed to have resigned.
All those who fail to report for duty by the 22nd of February and were occupying institutional accommodation are expected to move out with immediate effect, the PSC said.
The PSC invited unemployed trained teachers, university and college graduates in the sciences, engineering, technical, vocational areas and other disciplines who are interested in joining the teaching profession to ensure that they are registered at the nearest district education offices as the recruitment process shall begin soon after the 22nd of February 2022.
Headmasters and teachers deemed to have resigned shall not be eligible for this recruitment. Said the PSC:

Government has taken the position that it will now work with those who demonstrate their commitment by performing their duties at all times to serve the nation.
In terms of Section 75 sub-section 4 of the Constitution of Zimbabwe, concerning the right to education, the Government of Zimbabwe has already taken reasonable legislative and other measures, within the limits of the resources available to it, to achieve the progressive realisation of the right to education.

Govt Gives Striking Teachers 22 February Ultimatum

Public Service Commission (PSC) secretary Jonathan Wutawunashe has dismissed as fake a message circulating on social media claiming the Commission is set to distribute waiting numbers and cards for job seekers to the Ministry of Youth, Sport, Arts and Recreation. Here is Wutawunashe’s full statement:

The Public Service Commission has noted with concern a message circulating on social media masquerading as a Commission announcement that youths who are seeking employment in Government should come to the Ministry of Youth, Sports, Arts and Recreation on Monday, 17 January where they will be given waiting numbers and cards by the Commission. The Commission advises that this is FAKE NEWS created out of mischief.
Those who follow our posts will observe that consistently, the Commission conveys authentic communication in a standard manner. 
As a rule, where vacancies arise in the Public Service, job adverts are publicised through national newspapers, broadcasting services, our website, LinkedIn, Twitter and Facebook accounts.
Such job adverts are on letterhead, bear an authentic PSC logo, are clearly branded, and display our various contact details at the bottom (c.g. Facebook, Twitter, LinkedIn accounts, Whatsapp number, email and contact phone numbers).
Readers should distrust any information that does not conform to this standard procedure, and that advertise unusual procedures that depart from the Commission’s normal operations.
Prospective job seekers who wish to be considered for future jobs, as and when they become available, can register on the PSC online job registration system, the Human Resources Management Information System (HRMIS), which is accessible on the Internet from any part of the country.
Interested job seekers can register online by visiting the Public Service Commission (PSC) website. http://www.psc.gov.zw/, clicking on “human resources on the top banner and selecting “recruitment and appointments”, then selecting “Click here to register.” This will lead the applicant through the registration process.

We Have Not Advertised Any Job Vacancies – PSC

The Herald reports that the <a href="https://www.pindula.co.zw/Civil_Service_Commission" rel="noopener noreferrer" target="_blank">Public Service Commission</a> paymaster at the Salary Services Bureau (SSB), Brighton Chiuzingo, was recently issued with a dismissal letter.
Chiuzungo was suspended in December last year following reports of abuse of office and mismanagement, pending investigations.
He was accused of involvement in corrupt activities, among other shady deals before he was given a suspension letter.

Salary Services Bureau Boss, Chiuzungo Fired - Report

The Progressive Teachers Union of Zimbabwe is concerned with what it considers the harassment of teachers in Chimanimani and Chipinge districts bt the Public Service Commission (PSC).
PTUZ secretary general Raymond Majongwe said that the PSC has dispatched teams to the district, where they are demanding teachers to fill in forms indicating they were on strike in February. Said Majongwe:
<blockquote>Can someone tell me how the government, aware of devastation in this area, can dispatch PSC teams demanding teachers to fill in Forms indicating they were on strike in February? Teachers in Chimanimani and Chipinge are being harassed. But WHY???</blockquote>
The two Manicaland districts were ravaged by Tropical Cyclone Idai over the weekend. The cyclone destroyed roads, bridges and buildings, leaving hundreds of people feared dead.
St Charles Lwanga High School in Chimanimani was extensively damaged by rockfalls which killed a form 1 pupil and a security guard.
