<p>Former Public Service, Labour and Social Welfare Minister, Prisca Mupfumira, who was facing charges of corruption involving US$90 million National Social Security Authority (NSSA) funds, has been found not guilty and acquitted of the charges after a full trial.</p>
<p>Mupfumira was facing criminal abuse of office charges. She was accused of “corruptly” influencing a US$90 million property development deal between NSSA and Drawcard Enterprises.</p>
<p>According to <a href="https://www.newzimbabwe.com/former-cabinet-minister-prisca-mupfumira-acquitted-of-us90m-nssa-corruption/"><strong>NewZimbabwe.com</strong></a>, Deputy Chief Magistrate Ngoni Nduna delivered the judgement on Saturday, 15 June 2024.</p>
<p>Mupfumira was accused of handpicking Drawcard, a land development firm without going to tender, and pressuring NSSA into entering an agreement with the company.</p>
<p>Nduna cleared Mupfumira of wrongdoing ruling that she never sat on the NSSA Board and, therefore, cannot be accused of handpicking Drawcard Enterprises. He said:</p>
<blockquote>
<p>Her cry that she may have been a mere victim is not far-fetched. The court comes to this conclusion because there is all the evidence, in black and white, that NSSA Board proceeded on its own resolution in the execution of the Mzenya Project, but the State persisted with her prosecution.</p>
</blockquote>
<p>The court further noted that there were no minutes of meetings where the accused was recorded forcing NSSA to engage Drawcard.</p>
<p>The magistrate said it is clear that Procurement Regulatory Authority of Zimbabwe (PRAZ) provisions were superseded by the resolution of June 30, 2017, from application on Offtake Housing Projects and the identification and engagement of a developer. He said:</p>
<blockquote>
<p>The only conclusion to be arrived at is that NSSA did not go to tender because they resolved not to do so.</p>
<p>Accused was not part of the deliberations where that resolution was arrived at. If ever PRAZ applied to the projects, it is the legal advisors in NSSA who should be held liable for not properly advising the board on legal issues.</p>
<p>They let the board subvert a statutory provision. And persons who could have erred, in the face of clear evidence, were lined as witnesses against the accused.</p>
</blockquote>
<p>Mupfumira, who was represented by Admire Rubaya of Rubaya and Chatambudza Legal Practitioners, denied the allegations, arguing that she was a victim of circumstances.</p>
<p>She claimed her prosecution was driven by individuals who were against her loyalty towards President Emmerson Mnangagwa during his time as the vice president.</p>
<p>Mupfumira also denied handpicking Drawcard stating that it was the responsibility of the board of NSSA, and the court concurred with her.</p>
<p>The court said it is the legal service department at NSSA that failed to properly advise the board.</p>
<p>Mupfumira was jointly charged with a director at NSSA, Barnabas Matongera, who was discharged at the close of the State’s case.</p>
<p>Magistrate Nduna was appointed a High Court judge by President Emmerson Mnangagwa among 11 other judges. They will be sworn in on Monday by Chief Justice Luke Malaba.</p>

Prisca Mupfumira Acquitted Of US$90 Million NSSA Corruption

<p>Prisca Mupfumira, the ZANU PF Senator for Mashonaland West province, asserts that girlfriends of married men, colloquially known as “small houses,” should not receive benefits from a deceased estate to the detriment of the deceased’s spouse.</p>
<p>As of 2022, the Marriages Act (Chapter 5:15) acknowledges ‘civil partnerships’—unions between a man and a woman who cohabit without the customary payment of lobola—and grants property rights to the individuals in such relationships.</p>
<p>During a Senate debate initiated by Mashonaland West Senator Bybit Lydia Tsomondo, Mupfumira emphasized that “small houses” should not automatically inherit from a deceased estate solely based on cohabitation. She said (<a href="https://www.sundaymail.co.zw/new-senator-calls-for-protection-of-widows-from-small-houses"><span style="text-decoration: underline;"><strong>via The Sunday Mail</strong></span></a>):</p>
<blockquote>
<p>You find that sometimes some girlfriends end up benefitting. It might be because the husband was cohabitating with a girlfriend for three months and you find such a woman benefitting…Because he died while staying with a small house, she ends up taking everything.</p>
</blockquote>
<p>The Marriages Act, which was promulgated in May 2022 and took effect in August 2022, repealed both the Customary Marriages Act (Chapter 5:07) and the Marriage Act (Chapter 5:11). Now, there is one comprehensive law governing all marriages in Zimbabwe.</p>
<p>Here are the salient points to note from the Marriages Act:</p>
<h2>1. AGE OF MARRIAGE</h2>
<p>The minimum age of marriage is 18 years for both girls and boys. It is, therefore, a crime to marry off a child and anyone involved in that will be prosecuted. It is a substantial crime if the parents or guardians are involved.</p>
<h2>2. CONSENT</h2>
<p>There must be free and full consent from anyone wanting to get married.</p>
<h2>3. TYPES OF MARRIAGES:</h2>
<p>a). A civil marriage is a monogamous marriage between a man and a woman.</p>
<p>b). A registered customary marriage is potentially polygamous and done according to customary rites.</p>
<p>c). A qualified marriage is a union contracted according to religious rites which is not registrable as civil or customary marriage and is potentially polygamous.</p>
<p>A registered customary law marriage may be converted to a civil marriage.</p>
<h2>4. UNREGISTERED CUSTOMARY LAW UNIONS (KUBVISIRANA PFUMA)</h2>
<ul>
<li>Unregistered customary law unions are not recognised marriages</li>
<li>Unions contracted after the new ACT must register within 3 months of the date of the union.</li>
<li>However, unions that existed before this ACT must be registered within 12 months.</li>
<li>Failure to register does not invalidate the union, guardianship, custody and the rights of succession of children in such a marriage. (limited recognition).</li>
</ul>
<h2>5. CIVIL PARTNERSHIP (KUBIKA MAPOTO)</h2>
<p>It is not a marriage but recognised ONLY for purposes of property sharing It is a relationship of a man and a woman above the age of 18 years living together on a genuine domestic basis It can co-exist with any other marriage including a Cavil marriage.</p>
<h2>6. EQUAL STATUS OF ALL MARRIAGES</h2>
<p>All marriages are equal. there is no marriage superior to the other.</p>
<h2>7. LOBOLA</h2>
<p>For customary law marriages, the agreement relating to lobola or marriage consideration is necessary. Customary law formalities are a prerequisite.</p>
<h2>8. EQUAL RIGHTS</h2>
<p>Parties to a marriage have equal rights and obligations during the subsistence of the marriage and at its dissolution.</p>
<h2>9. MARRIAGE OFFICERS:</h2>
<p>a. Magistrates</p>
<p>b. Ministers of religion</p>
<p>c. Chiefs (they solemnise customary marriages)</p>
<p>d. Heads of embassies</p>
<h2>10. DIVORCE LAW (MATRIMONIAL CAUSES ACT)</h2>
<p>The law on divorce applies to all types of marriages and civil partnerships but does not apply to unregistered customary law unions.</p>

Prisca Mupfumira Calls For Protection Of Widows From “Small Houses”

<p>The defence case in the trial of ZANU PF Central Committee member and former Public Service Minister Prisca Mupfumira, who faces criminal abuse of office charges, is expected to finally start next month.</p>
<p>Mupfumira is accused of flouting National Social Security Authority (NSSA) tender processes and pressuring the Authority’s management to fast-track the construction of low-income houses in Gweru during her time as a cabinet minister.</p>
<p><a href="https://www.herald.co.zw/mupfumiras-defence-case-moved-to-feb/"><strong><span style="text-decoration: underline;">The Herald</span></strong></a> reported that Mupfumira appeared in court this week before Harare regional magistrate Stanford Mambanje, who said the defence case will start on a continuous roll on 28 and 29 February.</p>
<p>Mambanje also indicated that the presiding regional magistrate Ngoni Nduna was not available, hence the postponement.</p>
<p>This comes as Barnabas Matongera, who was jointly charged with Mupfumira, was acquitted by Nduna at the close of the State case in March 2023.</p>
<p>Nduna said Matongera played no role in the decision towards the construction of the low-cost houses in Gweru.</p>
<p>Mupfumira and Matongera were charged with criminal abuse of office.</p>
<p>The magistrate ruled that Mupfumira should be put to her defence to explain how the construction firm, Drawcard Enterprises, that undertook the project, won the tender.</p>
<p>Mupfumira then approached the High Court, challenging Nduna’s ruling arguing that he erred in dismissing her application for discharge. The High Court, however, dismissed her application.</p>

Prisca Mupfumira’s Defence Case Moved To February

<p>Former cabinet minister Ignatius Chombo has been cleared of all remaining criminal charges, as the prosecution withdrew two allegations against him. Chombo had been facing court proceedings without trial for the past five years, resulting in other charges being dismissed due to lack of evidence.</p>
<p>His initial arrest in 2017 was part of a crackdown on individuals associated with former President Robert Mugabe. The recent charges, which accused Chombo of showing favouritism to Alois Chiimba during his tenure as Local Government Minister, were found to lack supporting evidence by the Zimbabwe Anti-Corruption Commission (ZACC). The allegations included the manufacturing of fraudulent documents for the acquisition of a property and the subsequent fraudulent transfer to Chimimba.</p>
<p>Earlier this year, charges relating to the misappropriation of a US$14 billion Reserve Bank of Zimbabwe capital expenditure loan were also withdrawn due to insufficient evidence. Kennedy Madekutsikwa from the National Prosecution Authority (NPA) confirmed the lack of evidence against Chombo.</p>
<p>There are concerns regarding the practice of “catch and release” of individuals perceived to be involved in corruption. This approach has led some to question the government’s commitment to effectively combating corruption. Authorities defend their actions by stating that they cannot detain individuals without sufficient evidence. Supporters argue that it is more prudent to conduct thorough investigations before making arrests, as baseless arrests would violate the rights of individuals and waste taxpayers’ money.</p>
<p>Since President Emmerson Mnangagwa assumed power in 2017, numerous prominent politicians have been arrested on corruption charges, but convictions have been few and far between. Some analysts suggest that the arrests may be politically motivated, targeting Mnangagwa’s opponents, while others believe they are merely a façade to create the impression of action against corruption. Notable figures arrested include Prisca Mupfumira, Obadiah Moyo, and Justice Mayor Wadyajena.</p>

Former Minister Chombo Cleared As State Withdraws All Corruption Charges

<p>The National Social Security Authority (NSSA) has vowed to take action against officials implicated in looting the state-run pension fund following a new forensic audit.</p>
<p>In an interview with the Zimbabwe Independent, NSSA board chairman Emmanuel Fundira said that the authority was working through the audit before taking any action. Fundira stated that NSSA wanted to “clear all the mess which has been existing in NSSA”. He said:</p>
<blockquote>
<p><em>We want to clear all the mess which has been existing in Nssa. There have been correct and serious observations made in the audit and we are going to follow that as a bible and make sure that people are accountable for their transgressions.</em></p>
</blockquote>
<p>Fundira who was appointed chairman in May spoke after a ceremony to honour outstanding insurers at the Independent Insurance Survey Awards 2023 on Wednesday this week.</p>
<p>The announcement follows the authority’s success at the 2023 Good Practice Awards in Abidjan, Côte d’Ivoire, where NSSA won three certificates of merit in recognition of service delivery initiatives. NSSA also won three awards at the Independent Insurance Survey Awards 2023.</p>
<p>NSSA’s acting general manager, Charles Shava, said that the awards demonstrate the authority’s journey towards service delivery excellence. He said NSSA’s vision is to become a world-class provider of social security by 2030, and Shava emphasised the importance of investing in technology to achieve this goal.</p>
<p>NSSA has over the years lost millions of dollars through corruption by some of the officials and some senior government officials, including former Public Service minister Priscah Mupfumira, who allegedly prejudiced the authority of US$6.5 million. The case is still pending. Corruption has resulted in the authority’s inability to pay pensioners. Some government retirees are reportedly receiving only US$35 as their pension pay-outs, despite decades of loyal service.</p>

NSSA Vows To Act On Officials Implicated In Looting Pension Fund

<p>The High Court has dismissed an appeal by former Public Service, Labour and Social Welfare Minister Prisca Mupfumira challenging the Magistrates Court’s decision to dismiss her application for discharge in a criminal abuse of office case.</p>
<p>Mupfumira is being accused of unlawfully directing National Social Security Authority (NSSA) management to enter into a housing project with a company called Drawcard Enterprises (Private) Limited (Drawcard) without following the proper procedures.</p>
<p>Her application for discharge was recently dismissed by Harare magistrate Ngoni Nduna, leading her to appeal at the High Court.</p>
<p>However, High Court judges justices Benjamin Chikowero and Rodgers Manyangadze, dismissed her application. Part of the ruling, seen by <a href="https://www.newsday.co.zw/local-news/article/200010100/high-court-piles-more-misery-on-mupfumira"><span>NewsDay</span></a>, reads:</p>
<blockquote>
<p>We reiterate that we have studied the record of the proceedings unfolding before the first respondent.</p>
<p>We do not see anything or any basis to descend in that arena… The case for the prosecution was clear. It was simple.</p>
<p>The record of proceedings discloses the applicant’s pivotal involvement in the favourable positioning of Drawcard right from the Metbank Building Meeting, the Anesu Building Meeting and the applicant’s unrelenting pressure upon Chihota and Mukondomi to hurriedly conclude the contract.</p>
<p>All in all, the nine grounds for review are, at the end of the day, a grouping of grounds of appeal and argument to motivate such grounds. They miss the point.</p>

High Court Dismisses Prisca Mupfumira's Application

<p>ZANU PF has certified the former Public Service Minister Prisca Mupfumira fit to run for a seat in parliament even though she once evaded trial over alleged US$95 million pension fund embezzlement citing insanity.</p>
<p>Mupfumira, who is the current Makonde senator won a ZANU PF ticket to defend her seat in elections set to be held later this year.</p>
<p>According to <a href="https://www.zimlive.com/zanu-pf-okays-mupfumira-poll-candidacy-despite-her-claims-of-insanity/"><span>ZimLive</span></a>, in allowing Mupfumira to contest in the primaries, ZANU PF violated its own pledge not to allow party officials facing criminal charges to contest elections on party tickets.</p>
<p>Last month ZANU PF spokesperson Chris Mutsvangwa told journalists that the party approved all CVs from those who were aspiring to contest in the internal polls except where a candidate faced criminal or violence charges.</p>
<p>Mutsvangwa said “there is zero tolerance against tolerance and violence” in the party.</p>
<p>In a post on Twitter, prominent journalist and government critic Hopewell Chin’ono, said by allowing Mupfumira to contest as an MP, ZANU PF has proved that it is a “criminal enterprise”. He wrote:</p>

ZANU PF Certifies Prisca Mupfumira Fit For Elections Despite Her Claims Of "Insanity"

<p><span>Former Tourism and Hospitality minister, <strong><a href="https://www.pindula.co.zw/Prisca_Mupfumira">Prisca Mupfumira</a></strong> has been dragged into the case of Gogo Plaxedes Mashasha’s case after the latter was declared fit to stand trial.</span></p>
<p><span>Gogo Mashasha was Friday declared mentally stable to stand trial. She will be back in court next week for a bail application.</span></p>
<p><span><strong><a href="https://zero.pindula.co.zw/woman-who-kept-hubbys-corpse-to-spend-two-weeks-in-custody/">Gogo Mashasha is in custody</a></strong> for failing to report the <strong><a href="https://zero.pindula.co.zw/woman-lives-with-husbands-decaying-corpse-son-lives-in-ceiling-for-14-years/">death of her husband who was found in a decomposing state.</a></strong> </span></p>
<p><span>A family spokesperson, Nobuhle Mashasha, said they read about the death of her grandfather in H-Metro, as her grandmother never informed anyone.</span></p>
<p><span>Some members of the public have, however, suggested that there is an impartial application of law after Gogo Mashasha was declared fit to stand trial. One comment seen by Pindula News read:</span></p>

<p><span><em>Meanwhile, Mupfumira was not fit for trial but could contest in ZANU PF Central Committee elections.</em></span></p>

<p><span>Some context:</span></p>
<p><span>Mupfumira was arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on 25 July 2019. <strong><a href="https://news.pindula.co.zw/2019/07/26/mupfumiras-charge-sheet-shows-massive-corruption/">Mupfumira’s Charge sheet</a></strong> shows that she allegedly:</span></p>
<blockquote>
<p><span><em>1). Siphoned over US$500 000 from Nssa for personal use and,</em></span></p>
<p><span><em>2). Siphoned over US$40 million in ‘illegal’ investments she reportedly directed the State pension manager during her tenure as Public Service Minister.</em></span></p>
<p><span><em>3). Verbally instructed then permanent secretary, Ngoni Masoka, to get a loan advance of US$90 000 for the purchase of her ministerial vehicle (Toyota Land Cruiser ADX-0878), Nssa does not have that provision.</em></span></p>
<p><span><em>4). Accepted another ministerial vehicle from the government, a Range Rover registration ADY-6878.</em></span></p>
<p><span><em>5). Received US$101 814,80 from Nssa’s corporate social responsibility budget and converted the sum to personal use detailed under “advances to parent ministry”.</em></span></p>
<p><span><em>6). Ordered Nssa to inflate its budget to US$350 000 before claiming US$303 520 for personal and political interests in her constituency.</em></span></p>
<p><span><em>7). Directed the advancement of US$62 250 000 worth of Treasury Bills in March 2017 as double cover to struggling MetBank which in turn misappropriated US$37 035 000 of it.</em></span></p>
<p><span><em>8). As a result, another US$4 908 750 was lost to MetBank in June 2017 in an opaque housing scheme as a result of a directive alleged to have come from Mupfumira who demanded that the deal be signed within 48 hours.</em></span></p>
<p><span><em>9). <b>Drawcard (Pvt) Ltd of Gweru</b> also prejudiced Nssa of US$6 500 000 under similar circumstances.</em></span></p>

<p><span>Her <a href="https://news.pindula.co.zw/2019/12/10/mupfumira-mentally-unfit-to-stand-trial-lawyer/">trial failed to start on schedule as she was said to be unfit</a> to stand trial. </span></p>
<p><span>Mupfumira’s lawyer <a href="https://www.pindula.co.zw/Charles_Chinyama" rel="noopener noreferrer" target="_blank"><strong>Charles Chinyama</strong></a> told deputy chief magistrate Crispen Mberewere that his client had an operation in October 2019, resultantly, a private psychiatrist recommended a maximum of <strong><a href="https://news.pindula.co.zw/2019/12/10/mupfumira-mentally-unfit-to-stand-trial-lawyer/">three months to assess her mental well-being.</a></strong></span></p>
<p><span>Chinyama requested Mupfumira’s trial be postponed to April 2020. </span></p>
<p><span>Mupfumira was <strong><a href="https://zero.pindula.co.zw/corruption-accused-prisca-mupfumira-cleared-to-contest-zanu-pf-internal-polls/">cleared to contest for a post in ZANU PF’s Central Committee</a></strong> in October 2022.</span></p>

Former Minister Mupfumira Dragged Into Gogo Mashasha's Case

<p>Former Public Service and Social Welfare Minister Prisca Mupfumira has been cleared to contest for a post in ZANU PF’s Central Committee.</p>
<p>One Martha Munondo-Tafirenyika was disqualified at the last minute, allegedly on the basis of lacking seniority, after she attempted to challenge Mupfumira.</p>
<p>Tafirenyika had earlier been cleared by the party’s headquarters to stand in the weekend Zanu PF Central Committee (CC) Makonde women’s quota polls, reported <a href="https://www.newzimbabwe.com/us90-fraud-charged-ex-minister-mupfumira-gets-easy-pass-into-zanu-pf-central-committee-challenger-elbowed-out-for-lacking-seniority/"><span><strong>NewZimbabwe.com</strong></span></a>.</p>
<p>However, Tafirenyika said she received a phone call from ZANU PF provincial political commissar, John Yotamu, informing her of the disqualification. She said:</p>

<p>Yes, l have been told that l cannot contest and the reason that has been given is that of seniority.</p>
<p>How could they wait until the last minute after l had already campaigned the length and breadth of Makonde up to Chijaka, visiting each and every chairlady, going as far as Jechenene in Mhangura, wasting my resources from the sale of farm produce, all for nothing?</p>
<p>There is corruption in all this. How can they protect someone who has pending corruption cases to contest in the election?</p>
<p>The world is watching, what would people say of us allowing someone who hasn’t been cleared of corruption?</p>
</blockquote>
<p>Tafirenyika’s disqualification will allow Mupfumira to be elected unopposed into the ZANU PF Central Committee.</p>
<p>Meanwhile, Mupfumira has appeared before the courts in a matter relating to US$90 million fraud at the National Social Security Authority (NSSA) and the matter is yet to be finalised.</p>


Corruption-accused Prisca Mupfumira Cleared To Contest ZANU PF Internal Polls

<p>The Zimbabwe Prison and Correctional Services (ZPCS) said that it does not give preferential treatment to some inmates as has been claimed.</p>
<p>ZPCS has been accused of showing favour to incarcerated ex-Cabinet ministers and other public figures by separating them from other inmates and offering them special treatment.</p>
<p>However, ZPCS Deputy Commissioner-General Christine Manhivi said the practice is meant to protect them against violence and harassment as such public figures were prone to abuse in the cells.</p>
<p>Speaking during an all-stakeholder anti-graft Indaba organised by the Zimbabwe Anti-Corruption Commission (ZACC) and Transparency International Zimbabwe (TIZ) in Harare recently, Manhivi said:</p>
<blockquote><p>We have different classes of inmates who, all need protection in terms of the law. All of us are potential prisoners and we must protect inmates as required by the law.</p>
<p>Ministers and other public figures are prone to verbal and physical abuse when in custody by some angry inmates.</p>
<p>Recently a female minister who was in remand prison was harassed and threatened with violence by some inmates who accused of failing to build proper cells while in Government.</p>
<p>We had to remove her and place her in a different cell as a way of protecting her from attack.</p></blockquote>
<p>This follows reports indicating that former Cabinet minister Prisca Mupfumira arrested for corruption-related charges was offered five-star treatment in remand prison.</p>
<p>Reports also made rounds that some prison officers had developed relationships with inmates to an extent of allowing them to be intimate with their partners in solitary cells while serving.</p>
<p>Other inmates were reportedly seen attending family funerals when they are expected to be in prison.</p>
<p>However, legal experts described the practice as unfair. Harare lawyer Alex Majachani said:</p>
<blockquote><p>It is not appropriate at all. It violates the right to equality before the law. All inmates have the same status in prisons and no one must be treated differently.</p>
<p>Again, high ranking officials need to appreciate the conditions of prisons once they are caught on the wrong side of the law.</p></blockquote>

Prisons Boss Defends Five-star Treatment For Ex-minister Prisca Mupfumira

<p>The trial of former Tourism Minister, Prisca Mupfumira and the former NSSA director contribution and collections, Barnabas Matongera, in which they are accused of abuse of office has been set for November.</p>
<p>The duo is accused of flouting tender procedures when they approved a housing project in Gweru involving the development of 200 stands.</p>
<p>Magistrate Ngoni Nduna set their hearing for November 18, 19 and 20 on a continuous row at the Harare Magistrates’ Court.</p>
<p>Their trial was supposed to have commenced Monday but the State was yet to furnish the duo with some documents to prepare their defence.</p>
<p>Mupfumira, through her lawyer Mr Sylvester Hashiti, applied for scraping of her bail reporting conditions, but the State represented by prosecutor Michael Reza said it was not prepared to respond to the application saying she must go back to the High Court where she was granted bail.</p>
<p>Mupfumira was arrested last year over corruption and has since been relieved of her duties as the minister of Tourism.</p>
<p>Meanwhile, some have expressed concern over the way the state is handling the case saying there is a lack of enthusiasm on the part of the state suggesting that the government might not be committed to fighting corruption in the country.</p>

Mupfumira's Trial Dates Have Been Set

<p>The trial of  Prisca Mupfumira in which she stands accused of siphoning public funds amounting to US $95 Million from National Social Security Authority (NSSA) will kick off on 19 October, Newsday reports.</p>
<p>According to the publication, the state which will be led by George Manokore has notified magistrate Trynos Utawashe that they are ready to proceed:</p>
<blockquote><p>Prosecutor George Manokore yesterday told magistrate Trynos Utawashe that the State was now ready for trial after several false starts, with Priscilla Mupfumira’s lawyer Advocate Silvester Hashiti threatening to file for refusal of further remand in protest over the delays.</p></blockquote>
<p>Prisca Mupfumira is facing 7 counts of frauds as the state alleges that she siphoned $95 million from NSSA and bought properties in Asia, Europe and South Africa.</p>
<p>Mupfumira who was publicly arrest last year in July and was in remand for close to a month before being released on bail has denied the allegations levelled against her that she used pensioners’ money to buy properties in Dubai, South Africa and the United Kingdom.</p>
<p>President Mnangagwa fired Prisca Mupfumira from her job as a cabinet minister after she was released from prison and her case <a href="https://news.pindula.co.zw/2019/12/10/mupfumira-mentally-unfit-to-stand-trial-lawyer/">could not commence at some point as she was said to be suffering from mental instability.</a></p>

The Trial Of Former Tourism Minister, Mupfumira Kicks Off

<p>Former Minister of Tourism and Hospitality, Prisca Mupfumira’s freedom bid hit a snag after the Supreme Court on Tuesday dismissed her appeal against the refusal of bail in her corruption case by the Magistrates Court in August.</p>
<p>Mupfumira was arrested by the Zimbabwe Anti-Corruption Commission (ZACC) in July and has been in remand prison since then awaiting trial.</p>
<p>She was subsequently dismissed from her role as a minister by President Emmerson Mnangagwa.</p>
<p>In dismissing Mupfumira’s appeal, Justice Anne-Marie Gowora said that the appeal filed by Mupfumira to the High Court having been made in terms of subsection 116 and 117 was irregular. She said:</p>
<blockquote><p>The appellant was not appearing before the High Court in proceedings under the Act. She appeared before the Acting Chief Magistrate on initial remand and it is to that court that an application under section 117 should have been made and determined. No such application was made or determined.</p>
<p>It becomes evident therefore that reliance on section 117 by the appellant for the determination of an appeal under rule 6 was incorrect. The proceedings before the High Court were therefore irregular.</p></blockquote>

Mupfumira's Latest Freedom Bid Fails At The Supreme Court

<p>The government has launched a drive to lure Zimbabweans in the diaspora to engage in the economic development of the country, especially in the tourism sector.</p>
<p>The Minister of Tourism and Hospitality, Priscah Mupfumira is in the United Kingdom for Zimbabwe’s roadshow whose aim is to engage diasporans. She said:</p>
<blockquote><p>The main theme is to reach out to Zimbabweans and diasporas of all backgrounds, religious communities, academic, media, tourism trade, tourism organisations, tourism associations, airlines, tourist boards, embassies, conservation organisations, youths, United Kingdom government and others engaged in economic development.</p>
<p>The diasporas, together with the wider stakeholders, have a huge role to play in releasing the huge potential of the tourism sector for socio-economic<br/>

<p>The number of Chinese tourists to Zimbabwe has been increasing recently. It has grown from  14 407 arrivals recorded in 2017 to 19 428 last year.</p>
<p>The opening of the new office comes when 340 Chinese tourists are set to travel to Zimbabwe today as part of a three-country tour, which will include Djibouti and Tanzania. ZTA acting chief executive Rita Likukuma said it is important to show them hospitality. She said:</p>
<blockquote><p>The significance of that speaks to the volumes of tourists that we will be getting out of China. Already, we are having the inaugural flight which is a three country visit. Over 340 delegates will be coming as tourists to sample Zimbabwe and to dispel some of the fears they may have about Zimbabwe and Africa.</p>

Zimbabwe Tourism Authority Opens New Office In Asia

<p>The minister of tourism and hospitality, Prisca Mupfumira has appealed to other member countries of the Kavango Zambezi Transfrontier Conservation Area (KAZA TFCA) to adopt the Uni-visa concept.</p>
<p>Zimbabwe and Zambia launched the Uni-visa in November 2014 to facilitate trade and development.</p>
<p>The two countries intend to spread the idea to the other three (KAZA TFCA) countries Angola, Botswana and Namibia and later across Sadc.</p>
<p>Environment, Tourism and Hospitality Industry Minister Prisca Mupfumira last week that rolling out the Uni-visa in the region depends on the response from other member countries. She said:</p>
<blockquote><p>As Zimbabwe and Zambia, we are ready to roll out the Uni-visa but we stand guided by the three partners once they are ready. Roadshows by Zimbabwe and Zambia were meant to be in May because the pilot is complete. We should put this high on agenda, let’s give it seriousness because it’s a priority in tourism.</p></blockquote>
<p>Mupfumira also said that the aim is to have a SADC Uni-visa.</p>
<p>Other member countries have indicated that assessment of the initiative is underway.</p>
<p>Some of the advantages of using the KAZA Uni-visa which costs USD$50 are that it allows tourists to obtain one visa to visit both countries multiple times within a month. It also affords the holder to visit Botswana for day-trips through Kazungula Border.</p>

Zimbabwe And Zambia Pushing Other KAZA Members To Adopt The Uni-Visa Approach

<p>The Minister of Environment, Tourism and Hospitality industry, Prisca Mupfumira said tourism is a low hanging fruit from where communities can tap.</p>
<p>She was speaking at an interministerial meeting of states in the Kavango Zambezi Transfrontier Conservation Area (KAZA TFCA) held in Victoria Falls on Thursday.</p>
<p>She also reminded members that the main goal is community transformation. Mupfumira said:</p>
<blockquote><p>The focus of our efforts should be to transform the lives of the communities throughout the KAZA landscape, contribute to the socio-economic development of our nations as well as improve the conservation status of flora and fauna of the TFCA.</p></blockquote>
<p>Mupfumira also mentioned that tourism sector’s current positive contributions to economies can be surpassed. She said:</p>
<blockquote><p>Honourable Ministers, you all appreciate the current positive contributions tourism is making to our economies, in terms of foreign currency inflows, employment creation and contribution to our GDPs.</p>
<p>We need therefore to thrive not just to sustain such contributions at current levels, but to increase the same… I note that tourism is largely a low hanging fruit, thus our thrust should be two pronged, that is grow both international arrivals and domestic tourism so that the locals may also enjoy their God-given resources.</p>
<p>All this can only happen when we continue to look after our pristine wildlife and environment.</p></blockquote>

<p>The Parliamentary Portfolio Committee on Environment and Tourism has resolved to summon the Minister of Environment Prisca Mupfumira over the continued destruction of wetlands in Harare.</p>
<p>This was revealed by the Committee’s chairperson Concillia Chinanzvavana. She said that the Minister has to answer questions on development projects being done in the city that have negatively impacted water availability.</p>
<p>Said Chinanzvavana:</p>
<blockquote><p>The minister of Environment should come to Parliament and provide evidence over the rampant destruction of wetlands we are seeing in many parts of Harare.</p>
<p>We have noticed that areas such as Borrowdale, Glen Lorne and Eastlea have developments on areas that are protected at law.</p></blockquote>
<p>Harare Wetlands Trust coordinator Julia Pierini expressed concern over the destruction of wetlands in Harare and said that if the issue is not addressed the water woes will continue and may even cascade to smaller settlements.</p>


Mupfumira Set To Appear Before Parliament Over Destruction Of Wetlands

<p>The tourism sector has earned over $1 billion so far this year. This figure surpassed the total earnings of $967 million in 2017.</p>
<p>The government expect the earnings to double in 2019. In an interview with The Sunday Mail, Environment, Tourism and Hospitality Industry Minister Prisca Mupfumira said,</p>
<blockquote><p>In 2018, we have been targeting $1 billion in revenue and I am happy to say that we have surpassed that target. On arrivals, we have reached 2,7 million… We are confident that the new year will be even better if we do our things properly… I don’t see any reason why we cannot double those figures. For that to happen, we need enablers; that’s the major issue.</p></blockquote>

Tourism Sector Earns Over $1 Billion In 2018

<p>A source told The Herald Government pledged to pay US$4 million a month towards the $150 million International Air Transport Association (IATA) debt. The source attended the meeting between Team Tourism, Finance Minister Mthuli Ncube and Reserve Bank of Zimbabwe governor Dr John Mangudya.</p>
<p>Team Tourism is a collaborative working group led by Environment, Tourism and Hospitality Industry Minister Prisca Mupfumira. The source said:</p>
<blockquote><p>The team’s meeting with the Ministry of Finance and the RBZ discussed the IATA debt in great detail and a resolution to immediately address the skyrocketing repatriation debt was reached. A payment plan was agreed on and the Ministry of Finance, through the RBZ, will make significant monthly payment of US$4 million a month towards the $150 million debt.</p></blockquote>

Govt Pledges To Clear $150 Million IATA Debt

<p>Speaking in the National Assembly, Tourism and Hospitality Industry Minister Prisca Mupfumira said Government is working on legalising shebeens to promote local tourism.</p>
<p>Mupfumira said the shebeens should be registered with her ministry through the Zimbabwe Tourism Authority (ZTA) Said Mupfumira:</p>
<blockquote><p><span>What we are in the process of doing as a Ministry is to ensure that all tourist activities, shebeens, lodges or whatever are registered with the Ministry through ZTA. So, we have the next two months to register such. I would urge Honourable members to advise us of any lodges you might find mushrooming in the residential areas so that we register them. Once we register, we will be able to find out what activities they are carrying out and if they are not lawful, the law will take care of whatever is unlawful. I am talking about registration.</span></p></blockquote>
<p><span>Mutoko East MP Ricky Mawere had expressed reservations on legalising shebeens or the practice by some people to turn their homes into lodges saying it would erode the country’s moral fabric. However, Speaker of Parliament Jacob Mudenda allayed fears that shebeens will be prostitution hotspots saying once legalised they would adhere to the tourism policy.</span></p>

Govt To Legalise Shebeens

<p>Zanu-PF Mashonaland West province has joined calls for Vice President Emmerson Mnangagwa to be expelled from his position in the party and Government. The resolution was made at a  Provincial Executive Council (PEC) meeting and was announced by acting provincial secretary for administration Farai Charakatenda.</p>
<p>The council also recommended the expulsion from the party of politburo member Prisca Mupfumira and Zvimba West legislator Ziyambi Ziyambi who are perceived Mnangagwa loyalists. Ziyambi, however opposed his ouster and requested to know reasons for the recommendation arguing he has never defied party leadership or the party constitution and that he always sought advice from his seniors including provincial chairman Ephraim Chengeta.</p>
<p>Earlier on today, the Zanu PF Youth League  also called for Mnangagwa’s immediate removal from the position of vice president both in the party and government. The call started with Bulawayo province yesterday and Zanu PF Mashonaland Central province followed suit.</p>

Mashonaland West joins calls for Mnangagwa and allies to be fired

<p>Minister of  Public Service, Labour and Social Welfare, Prisca Mupfumira has revealed that the government has started the process to recruit an initial 2 300 teachers as well as an undisclosed number of nurses and doctors. Speaking on the sidelines of the Institute of People Management of Zimbabwe (IPMZ) 2017 Convention yesterday, Mupfumira said:</p>
<blockquote><p><em>We can’t recruit all teachers we require because of resource constraints but I am happy to report that right now we are in the process of recruiting 2 300. This has been agreed between my Ministry, the Ministry of Finance and Economic Development, Public Service </em>Commission as well as the Primary and Secondary Education Ministry and as such the process<em> will continue.</em></p></blockquote>
