At least 15 convicts who were released last month under the Presidential Clemency Order issued by President Emmerson Mnangagwa last month have been rearrested for various offences, including murder and armed robbery.
The Presidential Clemency Order was aimed at de-congesting national prisons and improving living conditions by reducing the sentences of 4,270 prisoners nationwide.
The national police spokesperson, Assistant Commissioner Paul Nyathi, confirmed that 15 people had been rearrested countrywide, with charges varying from theft, unlawful entry, and stock theft to armed robbery and murder. Some of the individuals had pending court cases, while others had already been convicted. Nyathi said:
<blockquote>
They were arrested for offences such as theft, unlawful entry and theft, stock theft, armed robbery and murder.
</blockquote>
A recent case involved Brian James, a Harare man who was rearrested and sentenced to one year in jail for stealing blankets, phones, and an inverter from a house in Borrowdale. Harare magistrate Mrs Ethel Rutendo Chichera initially sentenced James to 15 months in jail but suspended three months on the condition of good behaviour.
The Presidential amnesty caused a stir with members of the public protesting the release of convicted rapists who had served only a portion of their sentences. The early release of such individuals has led to public outcry and raised concerns about the safety of communities.
The Hwange Colliery Company Limited (HCCL) has also raised concerns about <a href="https://www.pindula.co.zw/2023/06/02/criminality-rising-since-presidential-amnesty/">an increase in crime in the mining town since the release of over 4,000 criminals</a>, including rapists, through the Presidential Amnesty Order. The HCCL Acting Loss and Control Manager, James Phiri, released a memo urging employees to be vigilant and take necessary precautions, such as locking doors and not leaving valuables outside the house.

15 Released Convicts, Rearrested After Committing More Offences

The <a href="https://www.pindula.co.zw/Chikurubi_Maximum_Security_Prison">Zimbabwe Prisons and Correctional Services (ZPCS</a>) has released 2 500 prisoners after President Emmerson Mnangagwa recently approved the release through the Presidential Amnesty.
The amnesty was extended to prisoners including the <a href="https://news.pindula.co.zw/2021/04/14/mnangagwa-approves-prisoner-amnesty-request/">terminally ill, female prisoners and juveniles who are not serving specified offences</a> and some have since been released.
Specified offences are serious offences such as murder, treason, public violence, car-jacking, human trafficking, unlawful possession of firearms and rape or any sexual offences.

Mourners who had gathered at Murombedzi Growth Point to pay their last respect to Zimbabwe’s founding leader, Robert Mugabe reportedly clashed over Mugabe and Mnangagwa branded t-shirts.
News Day, a local publication, reports that Mugabe sympathisers who had come wearing t-shirts branded with Mugabe’s pictures were overshadowed by those wearing t-shirts branded with Mnangagwa’s pictures.
The chaos is said to have intensified after Mugabe t-shirts were barred.
As a way to resolve the deadlock, Zanu PF central committee member, Shiella Mabasa popularly known as Yondo Sister addressed members of the public explaining why Mnangagwa’s t-shirts were at Mugabe’s funeral. Mabasa said:
<blockquote>This party regalia was left over during the campaign period and we felt it was important to give our members as we mourn a departed hero of Zanu PF and Zimbabwe, it has nothing to do with politics.</blockquote>

Mugabe & Mnangagwa T-Shirts Cause Chaos At Mugabe Funeral

President Emmerson Mnangagwa has said that the ideology of the late founding leader of Zimbabwe, Robert Mugabe, will continue to guide the nation.
He was speaking after the arrival of the remains of the late veteran leader who passed on in the early hours of Friday in a hospital in Singapore where he was receiving medical attention. Mnangagwa said:
<blockquote>We are gathered here to receive his body and we are grieved and we say our sincere and deep condolences to the former First Lady who has brought the body, Amai Grace Mugabe, children and immediate family members, the entire nation of Zimbabwe, our people who are grieved and are in mourning because the light which led us to independence is no more, but his works, ideology will continue to guide this nation.</blockquote>
Mugabe was popularly known for his socialist and populist policies including free education and free medication for all.
The former ZANU PF boss is said to have rejected advice from the then president of China, Deng, who had advised him to adopt capitalism which he said would result in the transformation of the economy.
Although scores of Zimbabweans benefitted from the policies, analysts observe that the initiatives were not sustainable.

"Mugabe's Ideology Will Continue To Guide This Nation," - ED

Former Cabinet Minister, Professor Jonathan Moyo has claimed that President Emmerson Mnangagwa has bribed Zvimba traditional leaders with ten thousand ($10 000) cash each and promises of cars in a bid to influence their decision over the burial of the late former president of Zimbabwe, Robert Mugabe.
Posting on Twitter on Tuesday, Moyo who skipped the country’s borders during the army’s Operation Restore Legacy in November 2017 said:
<blockquote>Instead of going to mourn with them, he’s summoning the chiefs of the bereaved to his office to bribe them with $10K cash bundles &amp; promises of cars for the corrupt purpose of getting them to defy Gushungo’s now known declaration to rest next to his mother at his ancestral home!</blockquote>
The meeting was reportedly held on Tuesday at Munhumutapa Building in Harare on Tuesday.
It is believed that the meeting was meant to discuss where the former ZANU PF boss will be buried. The State wants him to be buried at the National Heroes Acre whilst Mugabe’s family members are reportedly keen to have him buried at his rural home in Zvimba.

"ED Bribing Zvimba Chiefs To Influence Their Decision On Mugabe Burial," Ex-Cabinet Minister

A lady claiming to be a relative of Zimbabwe’s founding leader, the late former president Robert Mugabe has said that she won’t stomach the sight of President Emmerson Mnangagwa at the funeral of the former ZANU PF boss. She said that Mnangagwa and his lieutenants were responsible for Mugabe’s death in an oversea country. She said that she would have loved Mugabe to die in Zimbabwe. The lady added that she was prepared to go to jail for denigrating Mnangagwa.
Mugabe died on Friday the 6th of September in a hospital in Singapore where he was receiving medical attention.

President Emmerson Mnangagwa has said that Zimbabwe was rising from its knees. He cautioned however that reviving such an economy was not an easy task.
The Herald reports that Mnangagwa was addressing the World Economic Forum meeting this week in South Africa. Mnangagwa reportedly said:
<blockquote>My country is in a different situation, it has a collapsed economy, none of my colleagues here have a collapsed economy, we have a collapsed currency, none of my colleagues here have a collapsed currency.
So we are building and reconstructing that collapsed economy. To do so, we have to interrogate what we need to do, what resources are at our disposal to reconstruct our economy under sanctions….
We realise that government is not in the business of doing business, so it is critically important that we have conversations with the people over there (investors), but we must create conditions in our jurisdictions where they can feel that their capital is safe. We must have the right regulatory institution.</blockquote>
His remarks come when the country is implementing currency reforms that have resulted in the reintroduction of the Zimbabwe dollar the country had ditched in 2008 following a record high hyperinflation.
The reforms, through Statutory Instrument 142 of 2019 resulted in the banning of all foreign currencies for all domestic transactions.

President Emmerson Mnangagwa has described the late former president of Zimbabwe, Robert Mugabe as a Pan Africanist, principled man, intelligent and a strategist. Mugabe died in the early hours of Friday in a hospital in Singapore where he had been receiving treatment for a sustained period of time.
Mnangagwa said that history would remember Mugabe as a person who stood firm in protecting the gains of the armed struggle and on the land reform agenda which unfortunately attracted sanctions on the country.
The president also said that Mugabe will be remembered as a person who championed the rights of the people of Africa and Zimbabwe in particular.
He said that the principled Mugabe remained a focused man despite life hurdles including imprisonment by colonialists. In the end, he brought Independence to Zimbabwe in 1980.
Mnangagwa also said that Mugabe was iconic in nation-building and enhancement of education in the country.
The president described Mugabe as a great teacher and mentor. He added that Mugabe had forgiving inner humanity which gave birth to multiracial harmony which was replicated in other countries in the region.
He thanked the Singapore government and medical team that was attending to him in his last days.

ED: "History Will Judge Former President Robert Mugabe"

President Emmerson Mnangagwa has defended the <a href="https://zero.pindula.co.zw/civil-servants-threaten-to-join-doctors-strike-demand-that-govt-reverse-austerity-measures/">austerity measures</a> saying that they were for the greater good of the country.
He speaks when the nation is crying over the hardships induced by the government initiated austerity measures. His remarks follow Foreign Affairs Minister, SB Moyo’s warning that <a href="https://zero.pindula.co.zw/things-are-going-to-be-tighter-to-a-maximum-of-3-years-govt/">three coming years will be tougher</a>.
Speaking at the politburo’s 331st meeting where he opened with a call for honest introspection, the President said:
<blockquote>As we approach the first anniversary of the second republic, we must intently introspect the degree we have achieved that which we promised our people as outlined in the people’s manifesto. I challenge the information and publicity department of the party to develop a communication strategy that will highlight our successes since being elected into office. Our victory in July 2018 was a call to service, our task remains enormous but if we remain united nothing is impossible.
I am aware that our current austerity measures are causing some hardships to our people but this is necessary for us to have a stable and growing economy which is in sync with others in the region and elsewhere. If we choose populist policies we will be doing a disservice to our country.  So we must brace up and endure the hardships, albeit always explaining to our people what we are trying to do. As I highlighted in the past, the situation will begin to get better by the end of the year.</blockquote>

ED: Choosing Populist Policies Is Doing A Disservice To Our Country

President Mnangagwa has promoted a senior Zimbabwe Prisons and Correctional Service (ZPCS) officer, Senior Assistant Commissioner Shepherd Mpofu, to the position of Deputy Commissioner-General.
The 46-year-old Mpofu is replacing Deputy Comm-Gen Huggins Machingauta who retired early this year. In a statement, ZPCS national spokesperson chief correctional officer Meya Khanyezi said:
<blockquote>The President of the Republic of Zimbabwe, His Excellency Cde Emmerson Dambudzo Mnangagwa has in terms of Section 9(1) (b) of the Prisons Act (Chapter 7:11) promoted Senior Assistant Commissioner Shepherd Mpofu to the rank of Deputy Commissioner-General with effect from 13 June 2019.</blockquote>
Deputy Comm-Gen Mpofu who holds a Bachelor of Business Administration (Management) degree from Solusi University joined ZPCS in 1996 and rose through the ranks to the current position.
He was the officer commanding Matabeleland South Province before his recent promotion.

ED Promotes Senior ZPCS Officer

President Mnangagwa has lamented the state of local hospitals saying that patients from other countries used to come in for treatment.
He was responding to a listener’s question on who had expressed concern over the state of local hospitals. Speaking during a Capitalk 100.4 radio programme dubbed “Catching Up With ED” Mnangagwa said that there are plans to revive the health sector.
He said that he recently met with doctors who narrated their grievances to him. He also said that the cost of medical equipment and drug supplies in some traditional suppliers was exacerbating the crises.
The president said that the government has since started looking for other suppliers of medical needs and India is one of the potential partners.
The Zimbabwean health sector is currently in a sorry state. Workers have also lamented over the working conditions which they say put their lives in danger. Ironically, the government has not been prioritising that sector when budget allocations are made.

"Zimbabwe Used To Have Patients From Outside", ED Speaks On State Of Hospitals

The Zanu-PF youth member in Bulawayo and three men who allegedly masqueraded as Central Intelligence Organisation (CIO) operatives who were jointly accused of using President Mnangagwa’s name to extort a woman of US$12 000 have been granted bail.
Bulawayo magistrate Mr Franklyn Mkhwananzi granted the quartet $300 bail each, on condition they report to the police twice a week, reside at their given addresses and not to interfere with witnesses.
Blessing Mushando was arrested in a joint operation by members of the Criminal Investigations Department (CID) from Harare and Bulawayo. He initially appeared in court on Saturday where he was remanded in custody by Bulawayo magistrate Miss Nomasiko Ndlovu.
The state alleges that on 24 March this year, Mushando drove to Shangani in a ZANU PF branded car and there he swindled Ms. Priscilla Ncube of USD$12 000. It is alleged that he told her that he was linked to President Mnangagwa and could liaise with his office to secure her Tobo mining syndicate.
On the same day, Mushando was given US$2 000 by Ms. Ncube after he convinced her that he had the capacity to assist her in securing the mine. Mushando was allegedly given the money by one Dumisani Ndlovu on behalf of Ms Ncube.

Temporary Relief For Fake CIOs & ZANU PF Youth Who Used ED's Name To Defraud People

An editor at the Independent, Dumisani Muleya has claimed that Mugabe might be long gone, the system he left is still intact. Muleya notes that president Emmerson Mnangagwa was successful in retaining Mugabe’s failures.
Muleya says that during an interview with eNCA in 2017 when the people marched against Mugabe he indicated that celebrations were premature since it was not certain that the removal of former president Robert Mugabe from power would bring about the transformation the nation was yearning for. He said:
<blockquote>The form and character of the regime might change, but not its substance or content, I indicated before challenging the presenter to interview me again 12 months down the line to test the realism and credibility of my observations.
In other words, metaphorically I posited a scenario like a chaotic brawl aboard a ramshackle ship on high seas sailing to nowhere or unknown destination, in which the captain is removed as vessel leader and is thrown into the waters, while one of his protégés takes over.
The ship, however, remains intact and continues sailing; still going nowhere.</blockquote>
The editor believes that he was right to argue that Mugabeism, a system Mugabe introduced, would not go away with his demise. He said that the current administration is repressing, brutalising, hounding, arresting, abducting, crushing and even killing people the way the Mugabe administration did. Muleya added that Zimbabwe is still grounded by issues such as the economic crisis, corruption, and poverty which were present when Mugabe was the president.

Post Mugabe, The Ship Continues Sailing, Going Nowhere!

President Emmerson Mnangagwa is tipped to win both the VOA Studio 7 and ZimLive opinion polls that were conducted online to determine whether president Mnangagwa is taking Zimbabwe in the right direction or not. Voting started 48 hours ago. The Studio 7 survey is still ongoing and is about 13 hours left. As it stands, more participants are responding in the affirmative. See results below:

Mduduzi Mathuthu, the editor of ZimLive said that the poll only shows how ZANU PF has invested in social media. Mathuthu said:
<blockquote>This abnormal swing clearly tells us that Zanu-PF has invested in internet trolls and bots (robots) with the sole aim of trying to change the narrative about their failing leader.
Their only problem is that they peaked too early and their methods are now known.</blockquote>
However, a socioeconomic commentator Tich Mushambadope told The Herald that the results reflected reveal that most internet users do not like the new MDC leadership. Mushambadope said:
<blockquote>This is after more 22500 votes which is relatively large population sample. The affirmation by such a high percentage of Zimbabwe is instructive and testament…In more ways than one, the poll results serve as a timely referendum that vehemently rejects the MDC efforts to cast a gloomy portrait of the nation’s course.</blockquote>
Some commentators attributed the results to President Mnangagwa’s re-engagement efforts.

OPINION POLL RESULTS: Is ED Taking Zimbabwe In The Right Direction

NewsDay reports that the rehabilitation of Mbare flats is proving to be only a gesture meant to hoodwink people after the company contracted by the government and the Harare City Council to do the rehabilitation, FCG Singapore, ceased operations a month ago.

Officials are sitting there in their offices thinking work is going on, but we are spending the whole day seated. There is no progress.</blockquote>
There are concerns over the possibility of exploitation after workers reported that they were owed their money and that they were made to work without protective clothing. Speaking to the NewsDay, FCG Singapore chairperson Gabrielle Arezio said:
<blockquote>I am following up on that matter. We were instructed to work on the plumbing systems. When the President visited Matapi Flats, he told us to repair the toilets and the bathrooms. These are in a bad state. We are currently sourcing materials. After that, we will continue with the exterior and interior paintings.</blockquote>
FCG managing director Francis Mambo dismissed allegations that workers had gone for months without salaries. He said:

OPINION POLL: Is ED Taking Zimbabwe In The Right Direction, Results So Far

President Emmerson Mnangagwa has said that the government intends to ban the exportation of unprocessed granite. This, he said, is part of efforts to enhance foreign currency generation.
Speaking after touring Southern Granites (PVT) Ltd in Chitungwiza yesterday, the president said:
<blockquote>This has been an eye-opener. I am told that this factory has been in existence for quite some time, but all that I knew was our rocks were being extracted and depleted in Mutoko and sent in big blocks to Beira on their way to Europe.
The information was that we did not have capacity nor the technology to process these rocks to become finished products. Now that we have the technology I have instructed the Minister of Industry and Commerce (Mangaliso Ndlovu) to craft a Statutory Instrument to ban the exportation of raw blocks. We need to value add.
The difference is that a raw block ( at least 2,5 tonnes), if exported, will fetch us about US$4,5 million and if value addition and beneficiation is carried out we earn US$12,9 million. So, any reasonable person will go for beneficiation and this is the way to go in our industrialisation and modernisation of our industries. We have no choice, we must do that and we have to support companies of this nature. Let me say to our companies that beneficiate, you will have full support of Government.</blockquote>
He said Minister Ndlovu would sit with entities exporting raw granite so that they come up with an agreed time frame to stop such exports.

Govt Moves To Ban Exportation Of Unprocessed Granite

President Mnangagwa yesterday castigated the use of violence and demonstrations by workers to have their grievances addressed.
He said this while addressing delegates during the launch of the Tripartite Negotiating Forum (TNF) which brings together Government, business and labour to discuss challenges affecting the country. 
Meanwhile, the TNF Bill which bans stay-aways before exhausting other diplomatic routes was expected to be signed into law (to become Act) early yesterday morning by President Mnangagwa. The president said:
<blockquote>In the Second Republic, let us shun the culture of militancy, disharmony and demonstrations. We must develop greater understanding of each other’s perspectives. Like one writer says, ‘Most problems would disappear if people talk to each other more, instead of talking about each other.
Differing positions must be permissible within our country, however, these must never divide us or result in conflict. Violence must never be used as a tool to gain temporary advantage, at the expense of the people we must serve and protect. The old, retrogressive culture will only serve to widen our fissures and exacerbate our socio-economic challenges, and further delay the prosperity that our country so much needs and our people deserve.</blockquote>
His remarks coincide with the calling of protests by some civil society organisations and political parties who want both the political and economic crises dealt with forthwith.

Labour minister, Sekai Nzenza has told Senate that president Mnangagwa shall tomorrow sign the Tripartite Negotiating Forum Bill which will outlaw stay-aways or strikes before exhausting negotiation channels with government and other stakeholders.

This Bill will be signed by the President on Wednesday, and it is a new initiative that was introduced that workers and government engage in negotiations and also with the Apex Council, and workers can no longer engage in stayaways before engaging the TNF stakeholders.</blockquote>
The ZCTU to have been advocating the signing of the bill into law. However, it remains unknown whether the latest move by the government to ban protests will impress the labour union.

President Mnangagwa's Jets Lifestyle Continues

President Emmerson Mnangagwa on Thursday issued a fierce warning against corrupt tendencies that have become synonymous with the country’s public procurement system. Mnangagwa said that the procurement mal-practices in both public and private sectors should come to an end
Officially launching the Procurement Regulatory Authority of Zimbabwe (PRAZ), the president said:
<blockquote>It is disheartening that purchasing and supplying activities have in the past been characterized by procurement malpractices such as bid-rigging, complementary bidding and inflating prices. In some cases, contracts were awarded without following proper tender procedures while awarding committee members who sometimes double as contractors.
These procurement malpractices in both private and public sectors must certainly stop.</blockquote>
The PRAZ took over from the State Procurement Board (SPB) whose leadership was implicated in corruption scandals.
Analysts have always viewed procurement system as prone to political interference since procurement officials are appointed by political elites.

President Mnangagwa Declares War On Procurement Decay & Cartels

The president of Tanzania, John Pompey Magufuli has pledged to assist Zimbabwe with grain. Magufuli said that Tanzania had a surplus during the 2018/19 farming season and feels obliged to help Zimbabwe which is expecting famine due to drought and cyclone Idai. President Magufuli said this in Swahili and president Mnangagwa was the interpreter.

President Mnangagwa has said that illegal settlers should not be evicted like criminals. This was revealed by ZANU PF Chief Whip, Pupurai Togarepi during a media briefing that followed the Zanu-PF Caucus meeting in Harare yesterday.
Togarepi said that the president cases must be treated on a case by case basis. He said:
<blockquote>The President said the evictions should be done in a dignified way and the relevant Ministry should identify land to resettle the illegal settlers. 
Where the illegal settlers have grown crops on someone’s farm, the President said they should be allowed to stay on until they have finished harvesting their crops.
Where they have settled on undesignated land, the President said efforts should be made to regularise their stay on that piece of land.</blockquote>

"They Should Not Be Evicted Like Criminals", ED Speaks On Illegal Settlers

ZANU PF chief whip, Pupurai Togarepi has indicated that the government intends to reintroduce the basic commodities and groceries scheme, popularly known as Bacossi. The scheme was previously implemented by the then Reserve Bank of Zimbabwe Governor Gideon Gono during the 2007-2008 when the country as per official statistics recorded a record high inflation of about 231 million percent.
Speaking to journalists soon after the Zanu-PF Caucus meeting in Harare yesterday, Togarepi revealed the government’s plans to cushion citizens from inflation. He said:
<blockquote>The Government through the Grain Marketing Board is setting people’s shops so that people can access commodities at cheaper prices. The President urged MPs to convey this message to their respective constituencies. He said people should understand Government’s position on the ongoing economic reforms.</blockquote>
Togarepi also said that the president was calling upon the citizenry to be calm since the challenges the country is facing were a passing phase. He added that Parliamentarians should partner with relevant authorities so as to ensure that every household was provided with food.
The president’s remarks are in resonance with those delivered by Monica Mutsvangwa, minister of Information when she visited the United Kingdom recently.
Critiques then said that another Bacossi initiative will not work as the previous one did not work. Simply, the scheme does not address the economic fundamentals and is not sustainable. They said that the government needs the scarce foreign currency to import the commodities needed in shops since the industry is in a parlous state.

Govt Reintroducing BACOSSI Scheme

President Mnangagwa has called upon the nation to be calm as the government is working towards returning things to normalcy. His remarks come at a time when prices of commodities and fees are hiking at an unprecedented rate.
ZANU PF’s chief whip Pupurai Togarepi said that the president revealed that the challenges were temporary and will pass. Speaking to journalists soon after the Zanu-PF Caucus meeting in Harare yesterday, Togarepi said:
<blockquote>The President assured members that people will not starve because Government is working on providing enough food for each household.</blockquote>
There are high tensions in the country as soaring inflation has eroded workers’ salaries. Labour unions, consumer groups and opposition political parties have in the past few weeks threatened to take it to the streets as a sign of displeasure in the state of affairs.
Health and education officials last week gave the government a two-week ultimatum to address their issues threatening to suspend their services if demands were not met.

ED: Do Not Panic Over Current Economic Reforms, All Shall Be Well

A Herald article has suggested that more time should be given to president Emmerson Mnangagwa for him to push through wide-ranging structural reforms.
It observes that the country is burdened with a lingering economic crisis, natural disasters and economic sanctions by the West. It also suggests that the national dialogue creates a platform for the exchange of political ideas and opinions in a peaceful and respectful environment.
The also said that Zimbabwe has much potential and this can only be unleashed when the incumbent president is given more time to address issues bedeviling the country. Part of the article reads:
<blockquote>In order to unleash this potential, the West should pay more attention to the actions of the Mnangagwa administration rather than the hostile rhetoric of Chamisa. It should not squander this opportunity for change and potentially trigger a return to hardline politics, but support President Mnangagwa as he tackles national unity, a challenging economy and natural disasters among many other issues.
He deserves more time and goodwill to push through wide-ranging structural reforms, and a chance to prove Zimbabwe is genuinely embracing democratic values and principles.</blockquote>
