Some CCC members who were deployed as polling agents in Hwange Central for the 23 August Harmonised Elections have reportedly not been paid for their services.
The affected polling agents from Empumalanga Suburb in Hwange told <a href="https://cite.org.zw/ccc-polling-agents-in-hwange-central-unpaid-for-services/">CITE</a> that those who raised these concerns in the CCC Hwange Central Polling Agents WhatsApp group were removed by the group administrators for being “too vocal.” One of the polling agents said:

When we asked our chief polling agent, he said the party was supposed to pay us. When we asked who was responsible for making the payments, whether there is any treasurer, provincial office or any local office, we were told CCC has no structures. From the ground up to the main, the head is (CCC leader Nelson) Chamisa.
We are not getting answers via the proper channels. We don’t have the actual figures of how much we will receive.
The chief elections officer in Ward 4 just said we will receive our money or tokens of appreciation.

Another disgruntled agent claimed that there were over 150 polling agents in the WhatsApp group but those who requested their tokens were removed by the group administrators. Said the agent:

About seven to eight members were removed from the group for being too vocal. The group admins include one Charity Munenge and the MP, Daniel Molokele.
We don’t know if other polling agents in Victoria Falls and Lupane have been paid. But I know two guys in Lupane who were complaining that they too have not been paid.
In some instances, some candidates who were businesspeople and had extra money were paying agents from their pockets.

When contacted for comment by the publication, CCC national spokesperson, Promise Mkhwananzi, said the polling agents “should get in touch with the relevant authorities within the party,” which was the “Elections department.”

CCC Polling Agents In Hwange Central Unpaid For Services, Three Weeks After The Elections

The Zimbabwe Electoral Commission (ZEC) has refuted reports claiming that election agents and observers are being re-called to sign new V.11 result forms.
In a statement, ZEC Chief Elections Officer Utoile Silaigwana said:

The Zimbabwe Electoral Commission (ZEC) notes with concern reports circulating on social media to the effect that election agents and observers are being re-called to sign new V.11 result forms.
The Commission would like to inform the public that the said reports are false.
The polling station returns (V.11 forms) form part of election residue and copies are sealed in ballot boxes soon after the counting of ballots is completed at the polling station.
The said ballot boxes are to be opened by any person until the time specified in the law for their opening and disposal of the contents except by order of the Electoral Court.
</blockquote>
This comes after the Elections Resources Centre (ERC), a civil society organisation (CSO), claimed that its observers were being harassed and ordered to sign new V.11 forms.
Messages allegedly being sent to election agents and observers to return to their polling stations to correct “errors” on V.11 forms have also been circulating on social media platforms.

ZEC Refutes Reports About New V.11 Forms

State security agents have been accused of forcing polling agents and observers to amend V11 forms used in the 23 and 24 August Harmonised Elections elections amid allegations of rigging.
The V11 forms are signed by all polling agents to confirm results per polling station.
The Elections Resources Centre (ERC), a civil society organisation (CSO), claimed that its observers are being harassed and ordered to sign new V11 forms. It said:
<blockquote>
The observers informed our offices that they were being summoned to polling locations to sign new V11 results forms as there allegedly were errors on previous ones.
In other instances, they were summoned to surrender phones used to communicate with ERC offices on election day.
While the majority of observers have been contacted telephonically, the ERC notes concerning cases in Kariba, Karoi and Makoni where observers have been physically visited at their homes with these requests.
As per the legislative framework on elections, V11 forms by now should be sealed in boxes, which contain election residue and cannot be reopened unless someone requests a recount.
Further, it is through an election petition that the court orders the reopening of election residue to solve an electoral outcome dispute.

CCC deputy elections officer Ellen Shiriyedenga told <a href="https://www.newsday.co.zw/thestandard/news/article/200015870/v11s-saga-polling-agents-under-siege">The Standard</a> that the party has instructed its polling agents to report to their polling stations, but not to sign new forms. She said:
<blockquote>
We said that they should go, but what’s important, however, is that once results were declared and announced, no change should be made to the V11 or the V23 forms, which is contrary to what has been declared.
They will go, but they will not sign or agree to have ballot boxes reopened.
We told them that they should refuse unless it is a question of clerical errors and not any alterations as projected in the V11 and V23 forms.

Last week, Police arrested 39 ERC and Zimbabwe Election Support Network (ZESN) observers on charges of planning to prematurely announce election results.
The observers were granted US$$200 bail each on Friday.
The arrests were condemned by the United Kingdom and United States embassies as well as by some election observer missions.

Polling Agents Summoned To Sign New V11 Forms - Report

Nelson Chamisa, the leader of Citizens Coalition for Change (CCC), told party supporters at the White City Sports Stadium in Bulawayo this Sunday that the party’s agents had been deployed to all 12,374 polling stations. He confidently stated that the party would have the election results by August 24.
Polling agents play a crucial role in ensuring fair elections. They are appointed representatives of political parties tasked with monitoring polling stations. In the 2018 elections, the MDC Alliance, under Chamisa’s leadership, encountered challenges due to the absence of agents at certain polling stations. This resulted in allegations of rigging, but without their presence, the party was unable to substantiate the claims. Polling agents act as vigilant observers, safeguarding the integrity of the electoral process and enabling parties to address any irregularities or concerns that may arise.
Chamisa also introduced David Coltart, a former Education Minister and council candidate for the party. Coltart, a seasoned lawyer, pledged to address pressing issues in the local government authority of Bulawayo. These issues include corruption, water scarcity, violation of vendors’ rights, corrupt tender allocations, and resident abuse. With his legal expertise, Coltart expressed his commitment to reviewing council by-laws that do not prioritize the public’s interests. 
The leader of CCC will address the final rally before the election in Harare on Monday.
