Transport and Infrastructure Development Minister Felix Mhona has said that any vehicle involved in an accident after passing through a manned roadblock would result in the accountability of the police officers and/or Vehicle Inspectorate Department (VID) officials manning the roadblock.
Mhona made this statement in response to a question from Manicaland Senator Jane Chitsamba, who had inquired about the Ministry’s efforts to address the surge in road carnage.
In recent weeks, dozens of people have been killed in several accidents across the country, with some of the accidents attributed to unroadworthy vehicles. Said Mhona (via <a href="https://cite.org.zw/traffic-cops-to-be-held-liable-for-accidents/">CITE</a>):

It is quite saddening that over 26 precious lives were lost in June alone, with over 56 people injured.
We are taking serious measures in terms of mitigatory actions as a Ministry, but this calls for a holistic approach.
Where we have witnessed recklessness, where we did not preserve the sanctity of life on our roads, where others are driving under the influence of alcohol, and through the enforcement agents, we have said if a vehicle passes through a manned checkpoint and is involved in an accident, the officials are accountable.
Not only that, even the operators of those buses. So we are not only charging the drivers.
</blockquote>
Mhona revealed that in all reported accidents, the vehicles did not have certificates of fitness, indicating they were unfit for the road. He said:
<blockquote>
So we cannot continue to watch. We cannot continue to allow such anarchy and lawlessness on our roads. We are tabling a very deterrent Statutory Instrument (SI) to address such malpractices.
We are witnessing 2,000 lives lost per annum in this small country of Zimbabwe. We cannot continue to have such an alarming number.
I want to assure the august House that we will not rest on our laurels as a Ministry, but will continue to appeal to this august House for deterrent measures.

According to the Traffic Safety Council of Zimbabwe (TSCZ), from January to May 2024, the country had a total of 21,183 road crashes, resulting in 860 fatalities and injuring 4,350 people.

The Minister of Transport in Zimbabwe said that if a vehicle gets into an accident after passing through a roadblock, the police officers at the roadblock will be responsible. This decision was made after many accidents in the country where people died. The Minister also mentioned that many accidents happen because vehicles are not safe to be on the road. He emphasized the need to create laws to prevent accidents and save lives. In the first five months of 2024, there were over 21,000 road accidents in Zimbabwe, causing over 800 deaths. The Minister promised to take action to make the roads safer.

Police Officers Manning Roadblocks To Be Held Liable For Accidents, Says Minister Of Transport

Police in Bulawayo have implored motorists to desist from paying bribes to police officers manning roadblocks during the festive season, reported <a href="https://cite.org.zw/dont-butter-the-cops-police-warn-against-bribery/">CITE</a>.
Addressing reporters and residents at the Bulawayo Media Centre on Thursday during a meeting hosted by the Zimbabwe Union of Journalists, Superintendent Crime Bulawayo West District, Enock Chishiri, warned that bribing police officers can have dire consequences. He said:

We have mounted several roadblocks around the city to ensure that the vehicles moving on the road are roadworthy and that motorists adhere to road rules.
We urge motorists to desist from offering bribes to police officers on duty. We are curbing corruption and at the same time trying to keep everyone safe. People must not be complacent in committing crimes. 
There have been reports that when a vehicle is overloaded, passengers are asked to lie down or hide somehow so that they are not seen.
Such conduct is dangerous because if anything goes wrong, a lot of people will be hurt.

Zimbabwe Republic Police (ZRP) acting spokesperson in Bulawayo Province, Assistant Inspector Nomalanga Msebele, said the police will be in full force to enforce traffic rules. She said:
<blockquote>
The police will be having 24-hour roadblocks around the city to enforce compliance. We will be impounding all vehicles that are not roadworthy.
There are a lot of Mshikashika vehicles that pirate at this time of the year. So as means of keeping people safe, we are having these roadblocks, from December 15 to January 15.
As for overloaded buses, we shall be making passengers disembark and we take them back to where they would have come from.
We also urge motorists to exercise extreme caution when on the road. We will be having increased traffic because of people coming in to visit from other places.
Some will be over-excited and will be overspeeding, going through red traffic lights and ignoring road signs.

According to the ZRP, any member who engages in corruption will be arrested without fear or favour.
The warning extends not only to civilians but also to transporters, clearing agents, and anyone who initiates acts of corruption with police officers.
However, unregistered and defective kombis as well as pirate taxis (mushikashika) are always on the road playing cat and mouse with the police but in most cases, they pay bribes to be able to continue operating.
During the festive season, more people travel for longer distances and pirate taxis, although illegal, provide alternative transport as bus operators traditionally hike fares around Christmas Day.

Motorists Warned Against Bribing Traffic Cops During Festive Season

The government will soon deploy doctors to join the security services at roadblocks to screen motorists for COVID-19 in a move meant to flatten the curve.
The healthcare workers will also be mandated to advise security personnel to prevent from entering the city centre, those suspected to be infected with the coronavirus.
This was said by the vice-chairman of the Ad-Hoc Inter-Ministerial Taskforce on COVID-19, Amon Murwira, at a media briefing in Harare yesterday. Said Murwira:
<blockquote>We have agreed that law enforcement should be combined with awareness and also screening. There will be some points where we will actually send doctors to screen people in a car to find out if people are clean and clear in terms of the disease, not only papers.
The papers do not tell whether you have COVID-19 or not, so we are increasing and tightening up the functions of our blocks. This is all in the spirit of protecting Zimbabweans.</blockquote>
Meanwhile, Home Affairs and Cultural Heritage Deputy Minister, Mike Madiro bemoaned the tendency by some motorists to circumvent security checkpoints to access the central business district.
Madiro said the police have taken measures to ensure that the central business district is completely sealed so that those trying to use unorthodox means are taken care of.
