The Inter-Parliamentary Union (IPU) has reviewed the case of imprisoned former Zimbabwean Member of Parliament (MP) <a href="https://www.pindula.co.zw/Job_Sikhala/">Job Sikhala</a>.
They expressed their concern about the legal basis for his extended incarceration and criticised the handling of his trial. The IPU called for a fair assessment of the evidence and urged higher courts to adopt a just verdict.
They were dismayed by Sikhala’s detention in a maximum-security prison and the inhumane conditions he faced. The IPU recommended his provisional release and immediate medical care. They highlighted the oversight function of the Zimbabwean parliament and called for their examination of the allegations. The IPU also proposed a mission to discuss the case and find possible solutions. The Secretary-General was instructed to convey these decisions and continue engaging with the authorities.
Sikhala has been in prison for over a year, even though he had not been convicted of any crimes before May 2023. A lawyer and judge named Mr. Rahim Kahn from Botswana was sent by the Inter-Parliamentary Union to watch Sikhala’s trial and he found that the government did not have enough evidence to prove Sikhala did anything wrong. He said that it would be unfair to convict Sikhala based on the evidence they had. However, Sikhala was found guilty and given a suspended sentence and a fine. His case for incitement is still ongoing. 
<h3>Observations and Recommendations</h3>
The Committee on the Human Rights of Parliamentarians made the following observations and recommendations to the Governing Council of the Inter-Parliamentary Union:
1. The Speaker of the National Assembly of Zimbabwe has provided information and assured the IPU Committee on Human Rights of Parliamentarians that they can visit Zimbabwe and meet with all parties involved.
2. Mr. Rahim Kahn conducted trial observations and submitted a comprehensive report.
3. The report highlights deficiencies in the legal proceedings against Sikhala, including inconsistent and unreliable evidence and the denial of bail. It suggests that the charges against him may be in response to his exercise of free speech.
4. Sikhala has been held in Chikurubi Maximum Security Prison since June 2022, with all bail applications denied. Reports indicate his health has deteriorated, and he is being held in inhumane conditions. The authorities are called upon to release him and provide necessary medical care.
5. The Parliament of Zimbabwe has oversight functions and can investigate such allegations.
6. Sikhala has been unable to participate in the 2023 elections due to his prolonged detention, hindering his right to take part in public affairs. He subsequently lost his Parliamentary seat.
7. The IPU Committee proposes a mission to Zimbabwe to discuss the case and possible solutions and hopes the authorities will receive the mission.
8. The decision is to be conveyed to relevant authorities, the complainant, and other interested parties.
9. The Committee will continue examining the case and report back later.

Inter-Parliamentary Union Reviews The Case Of Imprisoned Former Zimbabwean MP Job Sikhala

Dr. Thokozani Khupe, the former Deputy Prime Minister of Zimbabwe, has made an announcement stating that she has been diagnosed with cancer for the second time. Her post on X (formerly Twitter) seen by Pindula News, read:

Dr. Thokozani Khupe, a proportional representation Member of Parliament representing the Citizens Coalition for Change (CCC) in Bulawayo, has revealed that she has been diagnosed with cancer for the second time. This announcement comes after a picture of her looking frail during a swearing-in ceremony in Harare was shared online on Thursday.
Dr. Khupe was initially diagnosed with breast cancer in 2011, and had to undergo treatment and surgery, resulting in the loss of one of her breasts. In response to her own experience, she established the Thokozani Khupe Cancer Foundation (TKCF) in 2012, aiming to raise awareness about cancer. She highlights the urgency of early detection and the lack of awareness surrounding cancer, as many women continue to lose their lives to the disease.
Breast cancer is a significant health concern in Zimbabwe, surpassing even HIV as a growing epidemic. As October is dedicated to breast cancer awareness globally, Dr. Khupe calls for men to also undergo screenings. While the disease has predominantly affected women, recent studies have shown that men can also develop and succumb to breast cancer, with one in every 10 women and one in every 100 men being at risk.

Zimbabwe's Former Deputy Prime Minister Khupe Has Announced Second Cancer Diagnosis

The Zimbabwe Anti-Corruption Commission (ZACC) says it has arrested the Clerk of Parliament, <a href="https://www.pindula.co.zw/Kennedy_Chokuda">Kennedy Mugove Chokuda</a>, for approving a US$9K per laptop tender.
The tender was awarded to Blinart Investments but was eventually cancelled following public outrage. 
ZACC says Chokuda’s actions constituted Criminal Abuse of Duty as a Public Officer. 
The Ministry of Finance and Economic Development issued statements to the effect that it had <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">cancelled two tenders to supply laptops and desktops</a> arguing that the suppliers had overpriced the commodities.
Blinart Investments which had been awarded the tender to supply laptops was selling each laptop at USD9 264.49  and the government would have paid US$1 602 755.77 for 173 laptops.
The other company, Mid-End Computers and Hardware (P/L), demanded US$243 052.36 for 79 desktops as each was priced at USD3 076.61.
Members of the public criticised Parliament for awarding the tender saying this was grand corruption.
It also emerged that some companies, Lacheln for instance, submitted bids for the Laptop tender at Parliament for as low as $213 655 but Parliament opted for Blinart which had tendered for $1.6 million. 
Blinart’s managing director, Elizabeth Muchenje, has since appeared before Parliament to explain how the company levied US$9 264.49  per laptop to the Parliament of Zimbabwe.
Addressing the Parliamentary Public Accounts Committee (PAC) committee, Muchenje said the laptop prices reached a price of US$9 264.49 each because they were high-end laptops with seven other accessories per laptop.
Muchenje said there was the HP Spectra 32GB laptop, Laptop Stand, Laptop Backup, HDMI Adapter, USB Adapter, Wireless Mouse HP, Laptop pouch, and Microsoft Professional Office 2019.

US$9k Per Laptop Tender: Kennedy Chokuda Arrested

Norton Member of Parliament (Independent) <a href="https://www.pindula.co.zw/Temba_Mliswa">Temba Mliswa</a> has said the nation should not be alarmed by reports saying that MPs will be given US$40 000 saying it is part of the US$80 000 they were given for the purpose of purchasing cars. 
In a Twitter thread seen by Pindula News, Mliswa said MPs deserve the money. He said:

Just want to provide context and an explanation about the US$40 000 to be given to legislators. I’m the Chairperson of the Welfare Committee Pressure Group. That figure isn’t a gift but it’s a loan.
Again, initially and as approved in the Budget, MPs had been given US$80 000 for cars. However, they acquired vehicles for US$50 000 leaving a US$30K change. It’s part of that figure.
It’s also unfortunate that people operate with a mindset that MPs shouldn’t be supported in accordance with their offices and obligations. Every role and job has conditions of service. These are part of that. Why should the role of being an MP be dangerous, risky&amp; yet thankless?
How can we be effective in positions of oversight over the Executive and other arms of Gvt when we are not capacitated? Look at what the Judiciary and the Executive gets. How do you oversee such arms of Gvt from a position of dire poverty?
We are on PSMAS media (medical) aid and it doesn’t work. Fees we pay for ourselves. Ministers got US$500 000, Deputy Ministers US$350 000. We get US$40 000 and suddenly everyone is an economist attacking us! We are the poor and dull cousins who gives more and gets less in return really.
Let’s continue with this line of thinking and what you get at the end of the day is corruption with MPs susceptible to bribes due to dire situations. Look at Wadyajena’s Agric Committee where the MPs have been rendered dumb and obliging to his shenanigans because of money.

Meanwhile, self-exiled former Local Government Minister, <a href="https://www.pindula.co.zw/Saviour_Kasukuwere">Saviour Kasukuwere</a> said MPs were setting a wrong precedent. He said:
Go to banks and get loans! Ndochii icho cho. [what’s that?] Which other nation has such a precedent? What about if Cllr’s follow suit? Shumba siyaizvo! Ko makadyiwa? [don’t do that. What if you lose elections.]
Also responding to Mliswa’s post, Nzekete AG @AMakuyana said a loan is given based on one’s income and credit rating. He added:

Once you get money at the end of your tenure as MP without consideration of whether you can pay or not – then that is certainly a furlough or grant!
</blockquote>
Other commentators said MPs do not care about the welfare of the general public.

"It's Not A Gift" - Mliswa Speaks On US$40 000 To Be Given To Members Of Parliament

The Parliament of Zimbabwe was put on the spotlight recently when a computer tender was awarded to a company that was supplying the gadets at USD9 264.48 each, a price <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">viewed by Treasury as very high</a>. 
While <a href="https://news.pindula.co.zw/2022/09/26/chokuda-cancels-us9k-laptop-tender-says-its-not-morally-justifiable-to-buy-at-tendered-price/">the tenders were cancelled, suppliers blacklisted</a>, talk on the deal has not yet subsided.

List Of Companies That Submitted Bids For Laptops Tender Awarded To Blinart At US$9K Each

The Clerk of Parliament of Zimbabwe, Mr <a href="https://www.pindula.co.zw/Kennedy_Chokuda">Kennedy Chokuda</a>, has said he cancelled the controversial laptop tender in August.
He said this was regardless of compliance with all procurement requirements in choosing the two companies that eventually won <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">tender to supply laptops and desktops.</a> 
<a href="https://zero.pindula.co.zw/parliament-says-the-blacklisted-companies-had-better-prices-compared-to-competitors/">In a statement</a> seen by Pindula News, Chokuda said the two companies, Blinart Investments P/L ANCE and Mid-End Computers and Hardware (P/L) had the lowest prices compared to their competitors. Reads his statement issued on 17 September 2022:

However, while all the procurement processes had been adhered to and cognizant of the need to exercise prudence and probity in all procurement processes, our due diligence processes indicated that the prices quoted were highly inflated. It is at this particular point that on Friday 9th August 2022. I, as the Accounting Officer, directed the Parliament’s Director Procurement Unit, in the presence of the Director Audit, to initiate cancellation of the tender and to proceed with retendering as the quoted prices were not justified. It is in this regard, that no contract has been signed with any of the two suppliers, and no payment processes have been activated in respect of the two suppliers.

Confusion: 
In a different letter dated 29 August 2022, Chokuda notified other companies that had applied for tender that Blinart Investments and Mid-End Computers and Hardware had won the tenders. Reads the letter seen by Pindula News:

He then stated that Blinart Investments had won the tenders to supply laptops at USD9 264.48 each while Mid-End Computers and Hardware had won the tender to supply desktops at USD3 076.61 each.
His statement issued on Saturday 17 September came after the Ministry of Finance and Economic Development had directed the cancellation of the tender and blacklisting of the concerned suppliers from any future Government procurement process. 
Treasury cited exorbitantly inflated prices. Finance Secretary <a href="https://www.pindula.co.zw/George_Guvamatanga">George Guvamatanga</a> said:

Treasury notes with concern that these suppliers are charging USD9 264.48 and USD3 076.61 for a laptop and desktop, respectively. These USD dollar prices have been exorbitantly inflated way beyond those that are prevailing in the market and hence, are not acceptable.

The Parliament of Zimbabwe has said all procurement requirements were met in choosing the two companies that eventually won <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">tender to supply laptops and desktops.</a> In a statement seen by Pindula News, the clerk of Parliament, Kennedy Chokuda said the two companies, Blinart Investments P/L ANCE and Mid-End Computers and Hardware (P/L) had the lowest prices compared to their competitors. Reads the statement that was issued after Treasury cancelled the tenders and blacklisted the two companies citing exorbitantly inflated prices:

<h2>PRESS STATEMENT ON PROCUREMENT OF ICT EQUIPMENT FOR PARLIAMENT OF ZIMBABWE</h2>
1. The Parliament of Zimbabwe notes with concern the circulation of official documents on social media regarding the procurement of ICT equipment for the institution. This statement is, therefore, issued in the public interest to set the record straight on the matter.
2. It is a fact that Parliament did go to tender with the view to purchasing various ICT equipment that forms part of the tools of the trade for Parliament. In total compliance with the Public Procurement and Disposal of Public Assets Act and our Procurement Plan, the tender was duly advertised in the local media on 19th and 23rd June 2022 and in the Government Gazette on 15th June 2022 requesting potential suppliers to submit their bids for the supply of the ICT equipment.
3. In compliance with the national procurement procedures, the submissions were duly considered by the Evaluation Committee and forwarded for further scrutiny by the Special Oversight Procurement Committee (SPOC). It is during these processes that two companies were cleared as meeting the set criteria, including the lowest price submissions payable in local currency. 
4. According to procurement regulations, it is a mandatory requirement that all bidders are made aware of the results of the tender process as reflected in the said signed letter being circulated on social media.
5. However, while all the procurement processes had been adhered to and cognizant of the need to exercise prudence and probity in all procurement processes, our due diligence processes indicated that the prices quoted were highly inflated. It is at this particular point that on Friday 9th August 2022. I, as the Accounting Officer, directed the Parliament’s Director Procurement Unit, in the presence of the Director Audit, to initiate cancellation of the tender and to proceed with retendering as the quoted prices were not justified. It is in this regard, that no contract has been signed with any of the two suppliers, and no payment processes have been activated in respect of the two suppliers.
6. As an institution of Parliament, we continually review our procurement processes and procedures and this incident provides an opportunity for us to reflect on our processes to make them more tight and robustly transparent.
7. Parliament wishes to inform the public that we are conscious of our responsibility to the nation and it will always be guided by the need to get value for money in all its procurement processes.

Parliament Says The Blacklisted Companies Had Better Prices Compared To Competitors

The first female Parliamentarians in Independent Zimbabwe included the wives of prominent nationalists and liberation war fighters such as <a href="https://www.pindula.co.zw/Victoria_Chitepo?utm_source=PindulaList&amp;utm_campaign=PindulaList">Victoria Chitepo</a>, <a href="https://www.pindula.co.zw/Joice_Mujuru?utm_source=PindulaList&amp;utm_campaign=PindulaList">Teurayi Ropa Nhongo</a> now know as Joice Mujuru,<a href="https://www.pindula.co.zw/Ruth_Chinamano?utm_source=PindulaList&amp;utm_campaign=PindulaList"> Ruth Chinamano </a>and <a href="https://www.pindula.co.zw/Sunny_Takawira?utm_source=PindulaList&amp;utm_campaign=PindulaList">Sunny Takawira</a>.
Below are some of the first female Parliamentarians (both House of Assembly and Senate) in Independent Zimbabwe:
<h2>1. <a href="https://www.pindula.co.zw/Naomi_Nhiwatiwa?utm_source=PindulaList&amp;utm_campaign=PindulaList">Naomi Nhiwatiwa</a></h2>
Naomi Pasiharigutwi Nhiwatiwa was war hero, charity worker and former Cabinet minister. She was a former adviser to the World Health Organisation (WHO)’s Africa Region.  At independence in 1980, she became one of only five female MPs from the Zanu PF side – and along with Joice Mujuru and Victoria Chitepo, they were the only women in Cabinet.

<h2>2. <a href="https://www.pindula.co.zw/Thenjiwe_Lesabe?utm_source=PindulaList&amp;utm_campaign=PindulaList">Thenjiwe Lesabe</a></h2>
After Independence, Thenjiwe Lesabe was elected Member of Parliament for Matobo district in Matabeleland South as a member of PF-ZAPU. She later represented Umzingwane in Parliament. She was again elected chairperson of ZAWU at Zapu’s 1984 congress.
She died in 2011 and was denied hero status by the Zanu PF politburo. She was instead offered a state-assisted funeral because at the time of her death she was no longer a Zanu PF member. <h2>3. <a href="https://www.pindula.co.zw/Jane_Ngwenya?utm_source=PindulaList&amp;utm_campaign=PindulaList">Jane Ngwenya</a></h2>
Jane Lungile Ngwenya was raised in Buhera, the daughter of a migrant from Lesotho and a mother of Shona background. On January 22 1977 Jane Ngwenya was injured after an explosion of a parcel bomb that killed Jason Moyo in Lusaka, Zambia.
After independence, Ngwenya served as the Deputy Minister of Labour, Manpower and Social Welfare, a key portfolio that oversaw the rehabilitation of returnees and refugees from the armed struggle.

<h2>4. <a href="https://www.pindula.co.zw/Sheba_Tavarwisa?utm_source=PindulaList&amp;utm_campaign=PindulaList">Sheba Tavarwisa</a></h2>
Sheba Tavarwisa was a primary school teacher and fighter in Zimbabwe’s war of liberation. She was a member of ZANLA the military wing of ZANU. She left teaching to become one of the first women commanders in ZANLA.
She is among other women liberation war fighters that were denied heroine status such as Catherine Garanewako, Thenjiwe Lesabe, Tichaona Freedom, Nyamubaya and Ruth Nyamurowa.

Independent Zimbabwe's First Female Parliamentarians & Senators

The Parliament of Zimbabwe has suspended all sessions after two legislators had tested positive for the coronavirus. The development was announced in a statement by the clerk of Parliament. We present the statement in full below. 
<blockquote>It is with a heavy heart that Parliament announces the suspension of most of its business due to exposure of some Members &amp; Parliament to COVID-19. As at this morning, only two Members of Parliament had been confirmed positive. A driver from one of our service providers and a journalist who were part of the team also tested positive. Our thoughts and prayers are with the affected and their families. The Members were part of a team that had been on field visits around the country. Everyone who was part of that team is now in self-quarantine in line with the Ministry of Health and Child Welfare guidelines This measure has been taken to safeguard the health of Members of Parliament, staff and the public who interact with the institution. Consequently, tomorrow’s sitting for the National Assembly will be done with very limited numbers for the sole purpose of adjourning to a future date This will allow for the deep-cleaning and disinfection of the Parliament Building and contact tracing and testing of those who came into contact with the affected Members of Parliament.
Parliament of Zimbabwe will continue to monitor the situation and Members of the public will be duly advised of the date of resumption of the business of Parliament. The Zimbabwe Coalition on Debt and Development (Zimcodd) has criticised the Parliament for neglecting its oversight role on the use of public resources.
This comes after Parliamentarians who were participating in a Zimcodd virtual meeting claimed that they were only learning of some developments with regards to the fight against coronavirus on social media platforms.
Zimcodd, however, believes that Parliament should have been involved in making decisions on how the country should be fighting the pandemic. Zimcodd said:
<blockquote>Parliament has not issued even a statement on how the institution is contributing to the fight against the pandemic while maintaining their oversight role on the use of public resources.
Several decisions have been made without the involvement of Parliament, let alone the Portfolio Committees on Health and Child Care, Budget and Finance and Public Accounts. In essence, there is no legislative effort from the Parliament of Zimbabwe to limit the negative social and economic impacts on the most vulnerable.</blockquote>
Before Parliamentary sessions were suspended in March over the coronavirus pandemic, some legislators, including MDC’s Regai Tsunga, expressed concern over the Executive’s signing of international treaties and mega deals without the approval or backing of Parliament.

Zimbabwean Parliament Criticised For Neglecting Its Oversight Role On Use Of Public Resources

President Emmerson Mnangagwa has delivered his State of the Nation Address in Parliament where he also officially opened the second session of Parliament.
Among other issues, the president said that he was encouraged by the nation’s positive response to currency reforms.
He also said that in addition to economic reforms, his administration has embarked on political reforms.

Members of Parliament have criticised the licensing of copper exportation when the country has not been producing the mineral.
MDC MP for Magwegwe constituency, Anele Ndebele said that copper exporting licences were encouraging vandalism of copper cables. While addressing Parliamentarians, Ndebele said:
<blockquote>I wish honourable speaker to then invite the minister of Home Affairs. Perhaps we could have a joint statement from the minister of Home Affairs and Cultural Heritage and the Minister of Mines and Mining Development on the wisdom of granting copper exporting licences to registered entities in Zimbabwe.  
It is a fact honourable speaker that in this country we do not produce copper. It is also a fact that granting copper exporting licences to particular entities promotes vandalism for copper cables.</blockquote>
While some of the country’s copper mines were shut down a decade ago due to low prices of the mineral, some known reserves have depleted.

MPs Say Licensing Copper Exportation Promotes Vandalism

Parliament of Zimbabwe is calling for public nominations for new Zimbabwe Anti-Corruption Commission (ZACC) commissioners.
This comes after President Mnangagwa dissolved ZACC amid claims that it had become a white elephant, with some of the members allegedly involved in corrupt activities, while others were dabbling in factional politics. Mnangagwa, through his officials, reportedly forced Zacc chairperson Job Whabira and his commissioners to resign so that a new team could be established. There were reports that Justice ministry secretary Virginia Mabiza is tipped to take over as Zacc chairperson. Below is the notice calling for public interviews by Parliament:

Parliament Calls For Public Nominations For New ZACC Commissioners

Leader of Government business in Parliament who is also the Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi announced that Parliament will resume on January 29.
Ziyambi said this following the passing of the 2019 National budget in the National Assembly. Both the National Assembly and Senate adjourned last week on Thursday after the former had passed the 2019 National Budget. Said Ziyambi:

Parliament To Resume Sitting On January 29

Speaking while donating to people living with disabilities and the elderly in Nketa suburb yesterday, Zanu-PF Bulawayo Provincial Secretary for Administration Elphas Mashaba urged legislators to prioritise delivering what they promised the electorate.
He donated footwear to hundreds of the elderly and their grandchildren and to people living with disabilities. Said Mashaba:
<blockquote>The campaign period came and passed. Now it is the time to fulfil whatever they promised us. If they are slow, we the people have the capacity to hold them accountable. We are tired of all talk no action. We now want the results.</blockquote>
Mashaba urged all politicians to be in solidarity with President Emmerson Mnangagwa’s call for servant leadership.

Zanu-PF Urges MPs To Deliver Campaign Promises

President Emmerson Mnangagwa yesterday urged parliamentarians to be accountable to the people who elected them into office and help to push forward the country’s vision.
He said this during the ground-breaking ceremony for the new Parliament building in Mt Hampden, Harare. Mnangagwa also warned MPs against bunking parliamentary sessions. Said Mnangagwa:
<blockquote>I urge all parliamentarians to understand that they have a critical role to play as they enact and pass laws that will propel attainment of our national vision 2030. As such, hard work, diligence and commitment to duty must be embedded in all parliamentarians. Mnangagwa Warns MPs Against Bunking Parliamentary Sessions

In a supplement to the Extraordinary Government Gazette dated August 29, 2018, President Mnangagwa proclaimed September 25 as the day for the official opening of the First Session of the Ninth Parliament of Zimbabwe. Mnangagwa is expected to set the legislative agenda for the new session.
He proclaimed the date in terms of Section 145 of the Constitution, which states that the first sitting of Parliament after a general election must take place at a time and date no later than 30 days after the President-elect assumes office. Mnangagwa said the first sitting of the Ninth Parliament will be held at 12 o’clock.

Mnangagwa Proclaims Parliament Opening Date

Yesterday, legislators demanded to be paid their outstanding allowances before dissolution of Parliament as most of them were unlikely to return after the July 30 harmonised elections. 
Musikavanhu legislator Mr Prosper Mutseyami (MDC-T), was the first to raise the issue after he rose on a point of order. The issue was rekindled during a report presented by Zanu-PF Chief Whip Cde Lovemore Matuke. Said Mutseyami:
<blockquote>We have MPs who have failed to sail through. These MPs are not coming back unless they stand as independents. In that regard, it is important that Parliament ensures that the MPs are given their money before they leave. On residential stands, we were issued with offer letters. Offer letters are nothing. We need lease agreements and this should be done through the administration of Parliament.</blockquote>
Zvishavane-Ngezi MP Cde John Holder (Zanu-PF) and Binga North MP Mr Prince Sibanda (MDC-T) supported Mr Mutseyami.

MPs Demand Outstanding Allowances

<a href="https://news.pindula.co.zw/2018/04/12/thokozani-khupe-expelled-from-parliament/">Thokozani Khupe has responded to her recall from Parliament saying it is a malicious act of interfering into the internal affairs of the party</a>.
Speaking through her aide Witness Dube, Khupe said she has advised her lawyers to seek legal recourse on the issue. She also revealed that the MDC-T leadership crisis is before the High Court and as such she did not deserve to be recalled from Parliament. Said Dube:
<blockquote>MDC-T Acting President, Hon Dr Thokozani Khupe, finds her recall from parliament as a malicious act of interfering into the internal matters of a political party, considering that she had long written to parliament notifying them of a leadership crisis in the party. This leadership crisis is currently awaiting settlement before the High Court of Zimbabwe, and it is therefore difficult to understand what legal criteria the Parliament of Zimbabwe used in taking sides with the other faction of the party. The Acting President has instructed her legal counsel to seek legal relief on this matter.</blockquote>
Khupe has been embroiled in a succession battle with Nelson Chamisa following the death of MDC-T founding leader Morgan Tsvangirai in February this year. She was expelled from MDC-T together with Abednico Bhebhe and Obert Gutu for refusing to endorse the party’s National Council decision to appoint Chamisa as the acting president.

Khupe Responds To Recall From Parliament, Advises Lawyers To Take Legal Route

The Parliament portfolio committee on Public Service Labour and Social Welfare has called for the fresh vetting of war veterans and their children benefiting from government through the ministry of Welfare Services for War Veterans, after discovering the existence of thousands of fake war veterans milking the treasury.
Part of the report reads:
<blockquote>An audit should be conducted to establish the number of genuine War Veterans and their dependents to avert and eradicate leakages to non bona-fide beneficiaries. A massive exercise to vet War Collaborators still needs to be carried out and this has not been provided for in the budget. This is a new government ministry and is still under-resourced in terms of human resources. Most of the staff in this ministry been seconded from the Armed Forces and this is creating issues of accountability and inefficiency in the ministry.</blockquote>
The ministry is looking after the interests of 34,000 War veterans and their dependents, 9,000 War Victims (Disabled), 5,400 Ex Political Prisoners, Detainees and Restrictees.

MPs order fresh vetting of war veterans after discovering that fake veterans are milking treasury

Responding to questions from MDC-T senator for Matabeleland South Sithembile Mlotshwa, local government minister, Saviour Kasukuwere said government will give residential stands to legislators in various cities and towns in a bid to ease the accommodation crisis facing them.
Said Kasukuwere:
<blockquote>I want to thank you very much, Honourable Senator, we have not denied making sure that our members of Parliament have serviced land, if anything, we are currently going through the process of making sure that land is available, serviced residential stands to a number of our senators and members of the National Assembly. Particularly those in cities which are not preferred by the majority, for example, Bulawayo, Gweru and Marondera, we have already made strides in terms of accommodating individual interests of our MPs. It is only in Harare where, because of limited serviced land, we have not been able to progress in the manner that we would have expected.</blockquote>
Asked by Bulawayo Senator Tholakele Khumalo on when the allocation would begin, the minister said already some members were benefiting.

Govt to give MPs serviced residential stands

Norton MP <a href="http://www.pindula.co.zw/Temba_Mliswa">Temba Mliswa</a>, who vowed not to accept a parliamentary vehicle last year saying it was a waste of taxpayers’ money, has now applied to have one. Before his expulsion from <a href="http://www.pindula.co.zw/Parliament_of_Zimbabwe">Parliament</a> last year when he was <a href="http://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front">Zanu-PF </a>Hurungwe West MP, Mr Mliswa did not take the delivery of his Ford Ranger bought for him by Parliament saying that Government should buy cheaper vehicles locally to save money.
Mliswa confirmed to The Herald that he had submitted his name for a vehicle and is set to drive one by year end. He defended his decision saying that he would be disadvantaging his constituency from benefiting from the injection of a vehicle to carry out the many programmes he has lined up.
Mliswa said he still believed that Government should procure vehicles from Willowvale Mazda Motor Industry and other local assembling plants in line with the economic blueprint, <a href="http://www.pindula.co.zw/Zim_Asset">Zim-Asset</a>.

Mliswa applies for parliament vehicle despite vowing not to accept one as it was a waste of taxpayers money

Kuwadzana East MP Nelson Chamisa (MDC-T) read names of ministers, who continuously absented themselves from the National Assembly’s question-and-answer sessions. He cited foreign affairs minister Simbarashe Mumbengegwi and Vice President Phelekezela Mphoko as the most delinquent.
Chamisa also said Mugabe’s nephew, Patrick Zhuwao, was a truant minster,
<blockquote>We know Mphoko only comes to the House during official opening of Parliament and the National Budget, and that Foreign Affairs minister Simbarashe Mumbengegwi is the number one truant minister to the extent he is now even foreign to this Parliament. Youth minister Patrick Zhuwao is another truant minister and he is even going to the extent of harassing our Parliamentary Portfolio Committees and he must be dealt with because his behaviour is untoward.</blockquote>
Other ministers named include Simon Khaya Moyo (Policy Co-ordination), Kembo Mohadi (State Security), Ignatius Chombo (Home Affairs), David Parirenyatwa (Health and Child Care), Jonathan Moyo (Higher Education), Samuel Undenge (Energy), Douglas Mombeshora (Lands), Nyasha Chikwinya (Women Affairs), Obert Mpofu (Macro-Economic Planning) and Saviour Kasukuwere (Local Government).
Most deputy ministers were also reportedly bunking Parliament. Chamisa told Deputy Speaker of the National Assembly, Mabel Chinomona, that all the truant ministers must be charged with contempt of Parliament.

Mugabe's nephew listed as one of biggest Parliament "bunkers"

MDC-T legislator for Mutasa Central MP, Trevor Saruwaka, was barred from entering Parliament on Thursday for wearing a national flag jacket which authorities described as “inappropriate clothing”.
Speaking to NewZimbabwe.com Saruwaka said,
<blockquote>I am shocked because I didn’t know it’s a criminal offence to be patriotic. We are allowed to enter the august House dressed in a jacket and a tie which, again, is the way our colonial masters used to do.  The response I got from the Parliament security personnel was out of the ordinary. Eight of them formed a circle and blocked me from getting inside because I was wearing what they called ‘political party regalia’. What pains me most is that if you come to Parliament dressed in West African attire like from Ghana and Nigeria the same security personnel salute you.</blockquote>
Government recently warned that those “abusing” the flag risked heavy fines and spells in jail.
