ZANU PF National Chairperson Oppah Muchinguri-Kashiri has warned party members against misusing Resolution Number 1 of the 21st National People’s Conference to attack fellow members, sow divisions, and create artificial factions within the party.
The resolution, adopted at the conference, aims to extend President Emmerson Mnangagwa’s term of office until 2030.
Addressing a special State of the Party meeting at the ZANU PF headquarters in Harare on Thursday, March 13, Muchinguri-Kashiri said that the resolution should not be exploited to stir up discord or justify petty disciplinary She said:

Allow me to put the 21st National People’s Conference resolution number one under the spotlight. Party leadership has observed, with dismay, the abuse of the resolution and the weaponisation of the ‘2030’ slogan.
The resolution is a collective outcome that cannot be monopolised by a few individuals for personal gain and glory.
These few individuals are now exploiting the resolution and the 2030 slogan to provoke discord and petty disciplinary cases. This must stop forthwith.
You’re all aware that the resolution was and is supported by everyone hence let us give the requisite party protocol time to process it accordingly.

Muchinguri-Kashiri, who also serves as the Defence Minister, is widely regarded as a close ally of Vice President Constantino Chiwenga.
In her address, she seemed to take umbrage with the recent orchestrated attacks on Chiwenga, where a faction of party members sang derogatory songs about him at the National Heroes Acre, while lavishing praise on President Mnangagwa.
Muchinguri-Kashiri warned that this behaviour posed a “national security risk”, although she did not elaborate on the specific nature of the threat.
President Mnangagwa is currently serving his second and final term, which is set to expire in 2028. While he has publicly stated his intention to step down at the end of his term, many both within and outside ZANU PF remain skeptical about his commitment to relinquishing power.

Defence Minister Oppah Muchinguri-Kashiri will represent President Emmerson Mnangagwa at the inauguration of Mozambique’s President-Elect, Daniel Chapo, in Maputo on Wednesday, January 15.
Muchinguri-Kashiri, who is standing in for Mnangagwa during his annual leave, also attended the inauguration of Ghanaian President John Mahama in a similar capacity.
She departed for Mozambique on Tuesday and will join several Heads of State and Government at the event.
Chapo, who is set to become Mozambique’s fifth president since its 1975 independence, will succeed Felipe Nyusi, who completed two terms in office. Both leaders are from the ruling Frelimo party.
The inauguration ceremony will take place at Independence Square in Maputo, the capital.
Zimbabwe and Mozambique share a strong historical bond, rooted in the liberation struggle, during which Mozambique provided crucial rear bases for Zimbabwe’s freedom fighters.
Furthermore, Zimbabwe depends heavily on the Beira Corridor—responsible for 70% of its imports and exports—as well as for energy security through its main fuel supply route.
However, Chapo’s inauguration comes amid political tensions in Mozambique, with the country still grappling with deadly post-election violence and instability following the contested results of the 9 October 2024 elections.

This political unrest, compounded by an ongoing jihadist insurgency in the northern region, has escalated into violent clashes following the disputed election results.
Over 30 people have been killed in the protests, including prominent figures such as Elvino Dias, the lawyer of opposition leader Venâncio Mondlane, who was preparing a legal challenge to the election outcome.
Dias and Paulo Guambe, a parliamentary candidate from the Podemos party, were killed while travelling together in Maputo on 18 October.

ZANU PF has resolved to reduce the number of delegates attending the 21st Annual National People’s Conference, scheduled to take place at the Zimbabwe International Trade Fair grounds in Bulawayo from October 22 to 27.
The announcement was made by the party’s National Chairperson, Oppah Muchinguri-Kashiri, following her address at the third meeting of the National Coordinating Committee, held at the party headquarters in Harare on Friday, September 20.

We are happy to report that already, our agenda and programmes for the conference are already in place. We have already agreed on the delegates that will be attending.

We avoided bringing all the lower engines of the party as we used to do in the past because we also learnt best practices from other countries such as China.
They don’t bring a lot of people to a conference. We have also adopted that so the numbers will be quite small and even the inputs and resolutions that will come out of the conference will be rich because of the numbers.
Delegates will debate, argue and do critical thinking.

According to <a href="https://www.zimlive.com/muchinguris-daughter-hammers-out-deal-with-accusers-to-avoid-criminal-trial/">ZimLive</a>, Rushesha was arrested by detectives from the CID commercial crimes division on Friday. She was accused of swindling three complainants of large sums of money in botched bulk fuel supply deals. A source was quoted as saying:

The Zimbabwe Defence Forces (ZDF) is underfunded and this has negatively affected the ability of the army to carry out its mandate.
This was said by the Minister of Defence and War Veterans Affairs Oppah Muchinguri-Kashiri while making a presentation at the 2023 Parliament pre-budget seminar in Harare on Monday, 24 October.
Muchinguri-Kashiri revealed that the army is not able to keep all personnel in the barracks or provide them with basics such as food and uniforms. She said:

Let’s invest in our defence forces. My ministry is facing a lot of challenges, and we have inadequate accommodation to keep our forces in the barracks.
If we are adequately provided for, I can assure the nation that we will keep ourselves in the barracks.
What we see in the current situation is that our forces are renting accommodation in the townships, and they are often given names because of inadequate and indecent accommodation — let alone transport, which they also hire.
They are insulted on a daily basis. They sometimes go without food and even uniforms, and these are constitutional requirements.
Their food items have been reduced. Sometimes they have only sadza and beans. This is a serious situation we are faced with.
My fear is that these are young people who sacrifice to create this conducive environment for us to enjoy peace. We appeal for funding from you.

However, since independence in 1980, the government has prioritised the Defence ministry in budget allocations.

Zimbabwe Defence Forces Underfunded, Says Muchinguri-Kashiri

Defence minister Oppah Muchinguri-Kashiri and Home Affairs colleague Kazembe Kazembe lamented the dire state of affairs in the security services.
Muchinguri-Kashiri said the poor budgetary support for the ministry had resulted in soldiers being the subject of public ridicule and insults, according to <a href="https://www.newzimbabwe.com/govt-funding-crisis-soldiers-fed-sadza-and-beans-publicly-ridiculed-says-defence-minister-police-situation-desperate-warns-home-affairs-colleague/">NewZimbabwe</a>.
Speaking during the ongoing Parliamentary consultations for the 2023 national budget held in Harare at the weekend, Muchinguri-Kashiri said:

Soldiers do not have adequate accommodation; they need to be in barracks.
They are given all sorts of names, they use public transport, they are insulted on a daily basis and whilst on duty, they sometimes go without food.
On the food items they are supposed to be getting 53 items but this has been reduced to five items only. Soldiers were going for Sadza and beans without cooking oil daily.

Home Affairs minister Kazembe Kazembe said the situation was equally bad for the country’s police service. He said:

The police force situation is very desperate.
You should actually be thanking the police that we still have sanity and tranquillity in our country because of the situation these men and women are going through.

ZANU PF’s Buhera South legislator Joseph Chinotimba warned the ministers to remember that their security was provided by these disgruntled officers, adding that the situation was a national security threat.

You are all being guarded by these security forces.
A soldier is the last person to defend the country. Let us be serious. You cannot feed a soldier with beans. Kuhondo taiti Gandanga haridye derere mukoma! Vapeyi mari kubva nhasi!

Parliament’s Defence Committee Chairperson Levi Mayihlome (ZANU PF) added that there is gross disgruntlement over police transport allowances.
Independent Norton legislator, Temba Mliswa questioned the prioritisation of scarce resources pointing out that while critical services were underfunded, the government still managed to find the money for ministers’ vehicles and housing loans.
He claimed ministers had two government issue luxury vehicles, adding they were also given housing loans of US$500 000 each.
Speaker Jacob Mudenda challenged Parliamentary committees and government departments to come up with domestic resource mobilisation strategies to help alleviate poverty across the country.

Norton legislator Temba Mliswa (Independent) has accused some political elites in the ruling ZANU PF party, army generals and ministers of grand corruption involving Rusununguko Nkululeko Holdings, a company reportedly linked to the military.
<a href="https://www.newsday.co.zw/2022/08/army-zanu-pf-bigwigs-plundering-resources/">NewsDay Zimbabwe</a> says Mliswa made the allegations during a question-and-answer session in Parliament on Wednesday last week. He is quoted as saying:

We would like to know from an accountability point of view how much money is Rusununguko making and where is the money going to because, in every area, they are plundering resources in the name of Rusununguko, an army company.
Rusununguko is a vehicle which you, Zanu PF politburo members, are using to get things. That is the truth. You are abusing it. It is a vehicle in which (army) generals and your senior members are using to steal the resources of the country, yet the war veterans and soldiers are suffering.
We want accountability. Where is the money Rusununguko is generating going to or else give the resources of the country to the people? Give them to the ordinary soldiers so that they benefit.
</blockquote>
Ruling party legislators complained that his question was an attack on Defence minister Oppah Muchinguri-Kashiri. Resultantly, Mliswa was later ejected from Parliament by temporary speaker Martin Khumalo as he pressed for answers.
The Norton MP accused the Defence ministry of not submitting its accounts to the Auditor-General and the Public Accounts Committee for scrutiny.
Muchinguri-Kashiri dismissed Mliswa’s allegations as “unfair,” “offensive,” and “misleading” saying Rusununguko is a private company which does not benefit from budget allocations.

Defence and War Veterans Affairs Minister, Oppah Muchinguri-Kashiri has revealed that liberation war veterans are set to receive end-of-year bonuses denominated in United States Dollars
The move is widely seen as aimed at appeasing the veterans of the 1970s liberation war after they recently demonstrated against their measly allowances.
Some of them were arrested and arraigned before the courts after picketing at Finance minister Mthuli Ncube’s offices two weeks ago demanding an upward review.
Muchinguri-Kashiri, who was addressing the military top brass at a 2022 strategic planning workshop in Kariba, said:

Already, a commitment has been made by Treasury to pay war veterans bonuses this year, a part of which is likely to be in foreign currency. Measures are also being taken to further improve benefits of the veterans.
The ministry also has obligations to administer the welfare services of veterans of the liberation struggle. And as we plan for 2022 and beyond, it is critical for us not to leave them behind. They are an important constituent of our society by virtue of the sacrifices towards Mother Zimbabwe from the jaws of colonial bondage.

She said war veterans’ welfare issues remain the government’s priority adding: “In this regard, it’s noteworthy that the ministry, to date, has managed to institute a Veterans of the Liberation Struggle Board, which was launched by His Excellency the President (Emmerson Mnangagwa).”

War Veterans To Get End-Of-Year USD-Denominated Bonuses - Government

The Zimbabwean government has expressed interest in engaging private commuter omnibus operators (Kombis) amid concerns of transport woes in the country.
Commuter omnibuses were barred from roads in March when the country initially announced the coronavirus induced lockdown.
Addressing members of the media following this week’s Cabinet meeting on Tuesday, Defence and War Veteran Affairs Minister, Oppah Muchinguri-Kashiri said:
<blockquote>As we have been observing the number of infections coming under control and also the opening of quite a number of sectors, now we see a need to bring in other players. Originally, every private operator who wanted to operate had to register with Zupco but we realise that Zupco also has some challenges. There are now new players in the economy and therefore the need that we open up, especially inter-city transport.</blockquote>
She added that the private commuter omnibuses have to be registered with relevant authorities and also have to be roadworthy.
Unregistered kombis operating without route permits, at undesignated picking points known as Mushikashika, have in the past caused headaches for local authorities who intended to collect taxes.
The government parastatal, the Zimbabwe United Passenger Company (ZUPCO) is failing to quench the high demand which rose when the country reopened the economy.

Defence and War Veterans Minister, Oppah Muchinguri-Kashiri has said that the morale of the army is very low owing to a number of issues attributed to the worsening socio-economic crisis in the country.
She made the remarks when she appeared before the Parliamentary Portfolio portfolio committee on Defence, Home Affairs and Security Services. She added:

<div>ZDF medical personnel have been deployed alongside their ministry of Health and Child Care counterparts in manning the various medical institutions … and … are highly exposed to the risk of contracting Covid-19 due to their interaction with many people whose status is unknown, both in law enforcement and medical duties.</div>

<div>Thus, constraints, such as the shortage of personal protective equipment (PPE) are serious challenges to their effectiveness and safety.</div>
<div></div>
<div>Inadequate funding for food, transport, fuel and kitting, which became perennial after the imposition of illegal sanctions, also take their toll on both the morale of troops and effectiveness.</div>

<div>Muchinguri-Kashiri also said that there was a shortage of institutional accommodation forcing the armed forces to frequent their homes.</div>

<div>Military strategists have over the years emphasised that soldiers’ morale is essential for the accomplishment of missions adding that low morale can manifest in desertion, revolt, psychological issues and absenteeism.</div>

The Army's Morale On Low Note - Defence Minister

The Minister of Lands, Perrance Shiri on Thursday narrated how Defence Minister, Oppah Muchinguri-Kashiri at one time lost a bag full of cash and documents in a fierce battle pitting ZANLA forces against Rhodesian soldiers in Mozambique during the liberation war for Zimbabwe’s independence.
He added that the now late ZANLA commander Josiah Magama Tongogara heard of the disappearance of the money and documents and ordered Muchinguri-Kashiri to go back to the battlefield and retrieve the bag.
Narrating this event at President Emmerson Mnangagwa’s farm in Sherwood, Kwekwe, Shiri said other senior male fighters present, including himself, developed cold feet to accompany her and Sobuza Gula Ndebele volunteered to accompany her and the duo managed to retrieve the bag.

Shiri Narrates How Gen Tongo Ordered Muchinguri To Go Back To The Battlefield To Retrieve A Bag Of Cash She Had Lost

The family of the late former president of Zimbabwe, Robert Mugabe has barred some top government and ZANU PF officials from attending his funeral.
Zim Live, a local publication reports that Zanu PF chairperson and defence minister Oppah Muchinguri-Kashiri and the party’s political commissar and deputy defence minister Victor Matemadanda were told that they were not welcome.
The decision is said to have been reached at by the inner core of the Mugabe family, the Karigamombe clan, during an emotional family meeting held at Kutama in Zvimba district on Friday, hours after Mugabe’s death at a Singapore hospital was announced.
The Karigamombe clan is also expected to announce soon where he will be buried. Reports suggest that <a href="https://news.pindula.co.zw/2019/08/09/i-dont-want-to-be-buried-at-heroes-acre-shrine-robert-gabriel-mugabe/">Mugabe had before his death snubbed the National Heroes Acre</a> merely because he does not want his funeral presided over by his <a href="https://news.pindula.co.zw/2019/09/06/mugabe-refused-national-heroes-acre-burial-report/">longtime apprentice and successor, President Emmerson</a> Mnangagwa.
Speaking to Zim Live, an unnamed family source reportedly said:
<blockquote>People were very emotional. There was a lot of anger that Albert and Walter were refused their passports to go and visit their uncle in his final days.
There was also a lot of anger towards some Zanu PF officials who said a lot of awful things about Mugabe when he was alive but will now take centre stage assuming charge of his funeral. 
Matemadanda and Muchinguri, in particular, will not be welcomed, they said some unretractable things and their presence can only add insult to injury.</blockquote>
Matemadanda and Muchinguri led a number of ZANU PF officials who have been stripping Mugabe of several of his honours including the title “CDE” which signifies inclusion in the party.
They also said that Mugabe would not be buried at the National Heroes Acre since he was a sellout.

MUGABE Family Bars ZANU PF Bigwigs From Attending Funeral

Defence and War Veterans Affairs Minister, Oppah Muchinguri Kashiri has reportedly come under fire for her remarks over the weekend when she said that the government will use the army to deal with “internal threats”, a veiled reference to protests.
Highly-placed government officials told the Daily News that the Defence Minister was offside as her remarks did not resonate with President Emmerson Mnangagwa’s line of thinking. Said the sources:
<blockquote>Muchinguri-Kashiri was both right and wrong. She was right in coming out strongly against those who want to cause anarchy in the country. In fact, the Constitution does not allow that.
But she was also wrong to suggest that the army will be used to usurp the work of the police in civilian matters. Only the Commander-in-Chief of the military, not the Defence minister, can deploy the army.</blockquote>
Political analysts who spoke to the Daily News opined that Muchinguri’s utterances were wrongly timed and out of order.

<blockquote>This is a highly-irresponsible statement by the minister and reinforces an impression that Mnangagwa’s government is locked into a militaristic mindset that has totally ignored the recommendations of the Motlanthe Commission.

While speaking to State media over the weekend, Muchinguri had said:
<blockquote>The Zimbabwe Defence Forces (ZDF) posture on national defence and security is defensive in nature, hence the organisation trains to meet both internal and external security threats.
Judging from the negative private press reports, including adverse social media reports, it is true that frantic efforts are being made by opposition political parties, supported by some non-governmental organisations, to tarnish the good image of the ZDF.</blockquote>

Muchinguri Kashiri Criticised For Saying Army To Be Used Against Internal Threats

Defence and War Veterans Minister Oppah Muchinguri-Kashiri has applauded ‘peace-loving’ Zimbabweans for ignoring the recent demonstration calls by some civil society groups.
Minister Muchinguri-Kashiri was speaking at a graduation ceremony of Junior Staff Course (JSC) number 71 at Zimbabwe Staff College (ZSC) at Josiah Magama Tongogara Barracks in Harare yesterday. She said:
<blockquote>I would like to take this opportunity to thank the people of Zimbabwe for remaining peaceful and ignoring recent frantic efforts by our detractors to foment mayhem and unnecessary loss of life and damage to property.
It is apparent that these violent demonstrations, advocated by some opposition political parties and civic organisations that are backed by foreign forces to unconstitutionally unseat a democratically-elected Government and subvert our country’s electoral process.</blockquote>
She claimed that ‘enemy’ was using modern methods of distabilising the state hence the need to find matching solutions. The minister added:
<blockquote>In our country we have seen the use of violent demonstrations against the Government purportedly over the poor performance of the economy or to display disapproval of the national electoral process.</blockquote>

Govt Applauds "Peaceful Citizens"

Defence and War Veterans’ Minister Oppah Muchinguri-Kashiri and her Zambian counterpart Stephen Kampyongo are expected to officially open the 32nd Session of the Zimbabwe Zambia Joint Permanent Commission on Defence and Security today.
The Zimbabwe Zambia Joint Permanent Commission on Defence and Security is aimed at deepening collaborations and containing security threats that might arise between the two countries. Kashiri and Kampyongo held closed door meetings yesterday. Zimbabwe Defence Forces Commander, General Valerio Sibanda, Police Commissioner General Godwin Matanga and Deputy Director General in President’s Office, Mr Aaron Nhepera are some of the senior officers from the security services attending the meeting in Victoria Falls.

ZANU PF national chairperson and Defence Minister Oppah Zvipange Muchinguri-Kashiri said that the people who marched during the MDC-led demonstrations last Thursday are poor. She said that if people owned something, they would not be easily persuaded to get into the streets. Addressing Zanu-PF leaders drawn from across Masvingo during a provincial inter-district conference held at Masvingo Polytechnic College, Muchinguri said
<blockquote>The demonstrations led by Chamisa that have been taking place are a sign of poverty, if those people were masters of their own destiny and self-sufficient they would not be easily fooled to go into the streets, they will actually be in a position to pay those who want to coax them to demonstrate. Some people are easily misled to go into the streets because they have nothing.</blockquote>

Chamisa Demonstrations Show That People Are Poor And Have Nothing: Oppah Muchinguri

Zanu-PF national chairperson Oppah Muchinguri-Kashiri said she was impressed with the work done so far to improve facilities at the 17th Annual National People’s Conference venue.
The conference will be held at Mzingwane High School, Esigodini, in Matabeleland South from December 10 to 15. Muchinguri-Kashiri and the national coordination committee on Sunday met provincial leaders in Esigodini. Said Muchinguri-Kashiri:
<blockquote>We’re counting down the days remaining before the big event and we’re here to assess the progress on the ground, she said. I must say that I’m impressed. People have been working round the clock and the work is remarkable. We hope that by Sunday most of the work will be complete. We’re coming back on Sunday for another assessment before the delegates come in.</blockquote>
She said delegates are discouraged from bringing in cooked food to avoid an outbreak of cholera.

Minister of Defence and War Veterans Oppah Muchinguri-Kashiri has alleged that senior Zanu-PF officials in Manicaland misappropriated money which had been donated to the party to celebrate Muchinguri-Kashiri’s appointment to the party’s praesidium. Zanu-PF Officials Loot $32 000 Donated For Muchinguri Celebrations

Zanu-PF chairperson Oppah Muchinguri said some funds and fuel coupons donated towards the party to celebrate her appointment into the party presidium have gone missing.
Muchinguri revealed this while addressing Zanu-PF supporters who attended the celebrations in Mutasa Central constituency on Saturday. Muchinguri could not confirm the exact amount stolen, but the party’s Manicaland political commissar Gift Kagweda told NewsDay $32 000 was missing. Said Muchinguri:

Zanu-PF Officials Steal Funds Meant For Muchinguri's Celebrations

Zanu-PF national chairperson and Minister of Water, Environment and Climate Oppah Muchinguri Kashiri has attacked former president Robert Mugabe calling him a traitor for allegedly working with the opposition. ZBC reports Zanu-PF has received the Zimbabwe National Liberation War Veterans Association (ZNLWVA) petition to remove former president Robert Mugabe name from Harare’s airport .
Party national chairperson, Oppah Muchinguri Kashiri said she is in support of the removal of Mugabe’s name saying the former president is now a sellout. Said Muchinguri:

Zanu-PF Receives War Veterans' Petition To Remove Mugabe's Name From RGM International Airport

Speaking at the star rally addressed by President Mnangagwa in Mutare last week, Zanu-PF national chairperson Oppah Muchinguri-Kashiri said Mnangagwa will revive Zimbabwe.
Muchinguri also assured Mnangagwa of a victory in Manicaland Province in Monday’s elections. Said Muchinguri:

It Took Israelites 40 Years To Reach Canaan, Zim Left With 2 Years: Oppah Muchinguri

President Emmerson who was supposed to meet with vendors at the City Sports Centre in Harare today was unable to make it due to other commitments. In his stead Minister of Environment, Water And Climate, Oppah Muchionguri-Kashiri ended up addressing the vendors. The meeting was organised by political activist and leader of the National Vendors Union Zimbabwe (Navuz) Sten Zvorwadza. However, it was poorly attended and some reports claim that is what motivated Mnangagwa to cancel the meeting.
The president instead passed by Mbare’s Matapi flats where a fire destroyed some of the buildings while on his way to South Africa. Soon after, President Mnangagwa left for Johannesburg, South Africa where he will join other African leaders invited to participate at the 10th Brazil, Russia, India and China (BRICS) Summit.

God Was Waiting For Mnangagwa To Bless Us, ED is Our Messiah Who Never Asked To Lead: Oppah Muchinguri

President Emmerson Mnangagwa is set to officially open the Water Resources Infrastructure Investment Conference which will be held next week on Monday and Tuesday. The conference is meant to mobilise funding for the development of 50 water infrastructure projects countrywide.
Projects that require funding include dams, conveyance systems for potable water, irrigation systems and mini-hydropower stations on water bodies in various parts of the country. President Mnangagwa is also expected to launch the National Climate Policy that provides for broader framework of the country’s responses to climate change.
In statement yesterday, Environment, Water and Climate Minister Oppah Muchinguri-Kashiri said Government was looking at financing options such as Build Operate and Transfer (BOT), Build Own and Transfer (BOOT), joint ventures and public-private partnerships (PPPs).

Oppah Muchinguri was announced as the winner in a tightly-contested women’s quota election for Nyanga putting to rest reports she had lost to Joyce Bukuta. Muchinguri who is also Zanu-PF national chairperson was confirmed as the winner for the Nyanga seat in results released by Zanu-PF national political commissar Retired Lieutenant-General Engelbert Rugeje on Thursday last week.
Some reports claimed Muchinguri had lost to Bukuta, but others said results had been understated, with only one constituency instead of three having been recorded.
