The Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS) has suspended two senior officials, Edmund Chirongedzo, the Procurement Officer, and Delia Mapuranga, the Procurement Clerk, effective July 21, 2023, pending investigations into allegations of procurement irregularities.
The suspension follows accusations of tampering with quotations to give favoured suppliers an advantage. ZIMPARKS spokesperson, Tinashe Farawo said:

The Parks and Wildlife Management Authority would like to confirm the suspension of Edmund Chirongedzo the Procurement Officer and Delia Mapuranga the Procurement Clerk, effective 21 July, 2023, pending investigations on allegations of procurement irregularities involving tampering with quotations in order to give advantage to certain suppliers among other malpractices. The suspension is in line with the Government’s drive to fight corruption within public entities.

ZIMPARKS had earlier been accused by a group of Small and Medium Enterprises (SMEs) of threatening to cancel tenders awarded to them. The SMEs supply ZIMPARKS with supplies through tenders and Request for Quote (RFQ), and have accused senior officials at ZIMPARKS of attempting to create a corrupt procurement system. The SMEs had written to the office of the President and Cabinet expressing their concerns over the matter. Reads the letter:

We also seek to bring to the President’s attention that the move by the parastatal is digressing from national policies on Youth and Women Empowerment.
The move was communicated by on Brian Mupandawana who visited all SMEs providing procurement services to the environment entity. We believe that a wave of corruption is now game of the day at the parastatal and this is now affecting the survival of our local businesses.
We are kindly requesting our President through the responsible ministry to intervene on our behalf. We are living up to the Vision of the President in making Zimbabwe great using our own local SMEs, hence “Nyika inovakwa nevene vayo”. Anyone who clamps down on Women and Youths is an enemy of the Second Republic and Vision 2030.

Tinashe Farawo has denied the accusations made by the SMEs that senior officials at ZIMPARKS were attempting to create a corrupt procurement system.
Corruption and tender scandals have been a recurring issue in government parastatals in Zimbabwe. The Auditor General often reports corrupt activities in the awarding of tenders and procurement processes, with some senior officials being implicated in the scandals. These scandals have resulted in financial losses for the government and have undermined the public’s trust in the institutions.

ZIMPARKS Suspends Two Senior Officials Over Procurement Irregularities Allegations

President Emmerson Mnangagwa has approved the appointment of Allen Choruma as Head Corporate Governance Unit in the Office of the President and Cabinet.
The appointment was confirmed on Monday by the Chief Secretary in the Office of President and Cabinet, Misheck Sibanda. Reads the statement issued by Sibanda:

The post of the Head Corporate Governance Unit in the Office of the President and Cabinet became vacant following the promotion of Mr. Willard Lowenstein Manungo as the Deputy Chief Secretary for Policy Analysis, Coordination and Development Planning in the Office of the President and Cabinet.
His Excellency the President, in consultation with the Public Service Commission, has since approved the appointment of Mr Allen Choruma as Head, Corporate Governance Unit in the Office of the President and Cabinet.
Mr. Allen Choruma holds a Bachelor of Laws degree and post-graduate certifications in insurance and pension management.
Mr. Choruma has 32 years of experience in business management, and public, legal, insurance, media, banking, financial and mining services gained working in Zimbabwe, USA, UK and South Africa.
Mr. Choruma has worked in government; the insurance sector; the Reserve Bank of Zimbabwe and the mining sector in Zimbabwe and South Africa where he provided legal, compliance and corporate governance services. 
He also played a central role in developing the public entities’ corporate governance legislation in Zimbabwe.
He has thus accumulated a wealth of experience in managing Boards of Directors, training and developing Directors, undertaking Board evaluations, performance contracting, strategy development, and in ethics and risk management.
Mr. Choruma is a prolific writer, researcher and publisher, who for two decades was a business correspondent for different daily and weekly newspapers in Zimbabwe and for African monthly magazines.
Before his elevation to Head the reconstituted Corporate Governance Unit, Mr Choruma was the Chief Director responsible for Corporate Governance in the Office of the President and Cabinet.
The appointment of Mr Allen Choruma was with effect from 20 October 2022.

The Office of The President and Cabinet has announced that the government shall be showcasing progress made so far on the reform agenda at this year’s ZITF edition.
The initiative is purported to inform concerned stakeholders including potential local and foreign investors of efforts underway to create a conducive environment for business.  
Part of an OPC statement read:
<blockquote>The reforms cover 10 main areas of business regulation that constitute and affect a business in its life cycle. These include starting a business, dealing with construction permits, getting electricity, registering property, getting credit (accessing finance), protecting minority investors; paying taxes, trading across borders, enforcing contracts and resolving insolvency.</blockquote>

The statement further indicated that the exhibition shall present major transformations with regards the business environment since 2015. It read further:
<blockquote>This has resulted in the establishment of Small Claims Courts in the 10 provinces to deal with civil disputes and Commercial Courts at magistrate level, whose mandate is to expeditiously deal with commercial disputes, … ensuring increased access to justice by our business sector.
The other area being highlighted at the OPC stand is the policy framework, with a view to communicating to the public how they can participate in policy formulation, and implementation as a way of ensuring that policies are inclusive.</blockquote>
In an endeavor to achieve a moddle class income by 2030, the government through the OPC is spearheading State Owned Enterprises’ corporate governance reforms to enhance their performance.

Government Exhibits Progress On The Reform Agenda At ZITF

Speaking in an interview with Business Chronicle at the Office of the President and Cabinet (OPC) stand at the Zimbabwe International Trade Fair (ZITF) in Bulawayo yesterday, Senior Principal Director and Head of Public Affairs, Ambassador Mary Mubi, said the Zimbabwe is open for business initiative also includes local Zimbabweans.
She said the Zimbabwe is open for business initiative aims to create a conducive business environment. Said Mubi:
<blockquote>Zimbabwe is open for business in some ways has been wrongly interpreted as being that Zimbabwe is just focusing on outsiders. At the end of the day it is our people, our business sector who should benefit. Business people are the people who should drive the initiative. Largely, Zimbabwe open for business is about the environment that we are trying to create through the ease of doing business which then empowers our people to be able to do business.</blockquote>

The Office of the President and Cabinet has denied that it played a role in the awarding of a controversial tender to Harare businessman Wicknell Chivayo.

Deputy Chief Secretary to the President and Cabinet Dr Ray Ndhukula today wrote a letter to the Parliamentary Portfolio Committee on Mines and Energy chaired by Norton legislator Temba Mliswa and denying Chivayo’s claims that the OPC played a role in the awarding of the tender for the Gwanda solar project which has failed to take off despite Chivayo being paid $5million by the Zimbabwe Power Company. In a letter addressed to acting Clerk of Parliament, Ms Helen Dingane deputy chief secretary to the Office of the President and Cabinet Dr Ray Ndhlukula said:
<blockquote>The OPC plays an oversight role in the implementation of Government projects, be it in ministries and State-owned enterprises. The Office liaises with the relevant ministries to carry out this mandate. The alleged involvement of the Office in the national solar project in Gwanda would therefore be at the level of the Office, engaging the permanent secretary in the Ministry of Energy and Power Development and not beyond.
The onus is on the Intratrek management to prove that indeed they met with Chief Secretary to the President and Cabinet or myself, or both, where this project was discussed. As far as we know, we have never engaged directly any person from Intratrek. The person alleging this meeting must confirm to the Portfolio Committee where and when he did meet OPC officials. There is therefore no basis for this Office to appear before the Portfolio Committee on Mines and Energy.</blockquote>
