Former cabinet minister Ignatius Chombo has been cleared of all remaining criminal charges, as the prosecution withdrew two allegations against him. Chombo had been facing court proceedings without trial for the past five years, resulting in other charges being dismissed due to lack of evidence.
His initial arrest in 2017 was part of a crackdown on individuals associated with former President Robert Mugabe. The recent charges, which accused Chombo of showing favouritism to Alois Chiimba during his tenure as Local Government Minister, were found to lack supporting evidence by the Zimbabwe Anti-Corruption Commission (ZACC). The allegations included the manufacturing of fraudulent documents for the acquisition of a property and the subsequent fraudulent transfer to Chimimba.
Earlier this year, charges relating to the misappropriation of a US$14 billion Reserve Bank of Zimbabwe capital expenditure loan were also withdrawn due to insufficient evidence. Kennedy Madekutsikwa from the National Prosecution Authority (NPA) confirmed the lack of evidence against Chombo.
There are concerns regarding the practice of “catch and release” of individuals perceived to be involved in corruption. This approach has led some to question the government’s commitment to effectively combating corruption. Authorities defend their actions by stating that they cannot detain individuals without sufficient evidence. Supporters argue that it is more prudent to conduct thorough investigations before making arrests, as baseless arrests would violate the rights of individuals and waste taxpayers’ money.
Since President Emmerson Mnangagwa assumed power in 2017, numerous prominent politicians have been arrested on corruption charges, but convictions have been few and far between. Some analysts suggest that the arrests may be politically motivated, targeting Mnangagwa’s opponents, while others believe they are merely a façade to create the impression of action against corruption. Notable figures arrested include Prisca Mupfumira, Obadiah Moyo, and Justice Mayor Wadyajena.

Former Minister Chombo Cleared As State Withdraws All Corruption Charges

The Zimbabwe Republic Police (ZRP) is investigating allegations that <a href="https://www.pindula.co.zw/Chillspot_Records">Chillspot Records</a> co-producer, <a href="https://www.pindula.co.zw/Levelz">Tafadzwa “Levels” Kadzimwe</a>, raped his former girlfriend <a href="https://www.pindula.co.zw/Shashl">Ashleigh</a><a href="https://www.pindula.co.zw/Shashl"> “Shashal” Moyo</a> sometime in 2021.
Levels (33) started dating Shashl (23), the daughter of former Health minister <a href="https://www.pindula.co.zw/Obadiah_Moyo">Obadiah Moyo</a>, sometime in July 2021, according to H-Metro.
It is said the affair ended because Levels was forcing Shashal to have unprotected sex with him.
Shashl disclosed this in her rape case against Levels following their separation and the leakage of their nudes and a sex tape.
Harare provincial police spokesperson, Inspector Luckmore Chakanza, confirmed the case saying Levels faces rape charges as defined in Section 65(1)(9) of the Codification. Insp Chakanza told <a href="https://www.hmetro.co.zw/chillspot-is-a-love-nest-levels-now-faces-rape-allegations/">H-Metro</a>:

Police are investigating a case involving a Chillspot Records worker alleged to have raped a musician after inviting her to his house sometime in July 2021.
The accused person and the complainant were not yet in a relationship, but were working together in music at Chillspot Records in Mbare.
On an unknown date in July 2021, the accused was reported to have asked the complainant to pass through his place of residence to take his car since they were using the complainant’s car and they were coming from the studio.
When they were at the accused’s place, they got inside the house and, while inside the house, they started kissing, at the same time the accused pushed the complainant into his bedroom.
The complainant stopped kissing and informed the accused that she wanted to get home before curfew time.
When the complainant was about to leave the bedroom, the accused grabbed the complainant and raped her.
After the act, the complainant ran away from the scene and went home.
The matter came to light when the accused person posted some nude videos and pictures of him and the complainant on social media.
The complainant said the reason for sending the nudes and sex tape was because they broke up and this did not go down well with the accused person.

Levels hasn’t been arrested as yet.

Police Investigating Allegations That Levels Raped Shashl

Harare magistrate Stanford Mambanje has relaxed bail conditions for former Health and Child Care Minister Obadiah Moyo, who is facing criminal abuse of office charges.
Moyo will now report once a week at the Zimbabwe Anti-Corruption Commission (ZACC), instead of thrice.
In his application, Moyo pleaded with the court to make him report once a week at the ZACC offices, saying reporting thrice a week had become a burden on him.
Mambanje consented to Moyo’s request, saying the latter has demonstrated his willingness to stand trial by abiding by his reporting conditions despite the State failing to furnish him with a trial date up to now.
Moyo was arrested last year for his alleged involvement in the National Pharmaceutical Company’s (Natpharm) non-procedural engagement of the Delish Nguwaya fronted Drax International LLC, to supply medicines and surgical sundries, giving rise to the criminal abuse of office charges.
He is on $50 000 bail and has surrendered title deeds for his wife’s house in Eastlea pending trial.

Former Health Minister Obadiah Moyo's Bail Conditions Relaxed

The director of Epidemiology and Disease Control in the Ministry of Health and Child Care, Portia Manangazira, has appeared at the Harare Magistrates’ Court facing fraud charges.
The Herald reports that Manangagazira is being accused of misappropriating funds and fuel meant for training 800 community health workers who were to raise awareness on Covid-19 in the country.
Manangazira appeared before deputy chief magistrate Mrs. Bianca Makwande charged with four counts of criminal abuse of duty as a public officer.
The funds and fuel were part of the US$796 675 disbursed by the Health Ministry to train 800 health workers across the country, who were to raise Covid-19 awareness in various communities.
Mr. Lancelot Mutsokoti and Mr. Ephraim Zinyandu appeared for the State while Mr. Harrison Nkomo represented Manangazira.
Manangazira is expected to apply for bail.
This comes when health caregivers have for long been lamenting over the lack of personal protective equipment (PPEs), a scenario that exposes them to the deadly coronavirus.
Health caregivers’ awareness and safety are of much vitality considering that Zimbabwe has begun administering the COVID-19 vaccine in some parts of the country.
There have been reports of the abuse of COVID-19 funds since last year and <a href="https://www.pindula.co.zw/Obadiah_Moyo">Dr. Obadiah Moyo,</a> the former Health Minister, <a href="https://news.pindula.co.zw/2020/06/18/just-in-obadiah-moyo-has-been-arrested-by-zacc-report/">was relieved of his duties after reports which implicated him in a fraud</a> that prejudiced the state of about US$60 million.

Health Chief Manangazira Up For COVID-19 Funds Abuse

Former Health minister (GNU era), Henry Madzorera has said the sacking of the Health Minister, Dr Obadiah Moyo had nothing to do with addressing corruption in the country.
Moyo was fired on Tuesday “from the office of Cabinet Minister with immediate effect for conduct inappropriate for a Government Minister.”
He has a pending corruption case in which he is being accused of abusing coronavirus relief funds. In response to Moyo’s dismissal, Madzorera, a top opposition MDC official said:
<blockquote>The sacking of Obadiah Moyo does not change anything.
His sacking is a window dressing measure, it’s only a face-saving measure which is not done in earnest.
This is not done to curb corruption within the government of Zanu PF, but they are only managing the public relations.</blockquote>
He also claimed that President Mnangagwa was the person responsible for the rot within Zanu PF government adding that everyone in the ruling party should be fired.
Madzorera speaks when the government is at loggerheads with the citizenry and opposition parties who are demanding transparency and accountability from the government.
A protest has since been scheduled for the 31st of July to force the government to uphold principles of good governance.

"This Is Not Done To Curb Corruption," - MDC Official On Sacking Of Health Minister

President Mnangagwa has fired the Health and Childcare Minister Obadiah Moyo. This was revealed in a press release from the government which states that Moyo was fired for conduct inappropriate for a government Minister:

BREAKING: ED Fires Obadiah Moyo

The Zambian Minister of Health, Chitalu Chilufya was arrested by the Anti-Corruption Commission (ACC) on Wednesday on suspicion of corruption.
The anti-graft body’s spokesperson Jonathan Siame indicated in a statement Chilufya, 47, was charged with four counts of possession of property reasonably suspected of being the proceeds of crime but did not specify the property. Reads the statement in part:
<blockquote>The arrest follows investigations the Commission has been conducting against the minister in relation to the above allegations.</blockquote>
Chilufya has been released and is expected to appear before the Lusaka Magistrate’s Court on 9th July 2020 and If convicted, he is likely to get a 5-year jail term.
His arrest comes barely a week after his Zimbabwean counterpart, Dr Obadiah Moyo was also arrested and charged with criminal abuse of office thereby prejudicing the country of a minimum of US$40 million according to court papers.

Zambian Health Minister Arrested For Corruption

The meeting between the government and the Zimbabwe Nurses Union was on Saturday suspended following the arrest of the minister of Health and Child Care, Dr Obadiah Moyo on Friday.
Moyo who is facing criminal abuse of office charges was arrested by the Zimbabwe Anti Corruption Commission and was yesterday granted $50 000 bail.
Since Thursday, the majority of health caregivers in public health institutions across the country have not been reporting for work demanding that the government pays them in foreign currency.
Speaking to The Standard after the meeting was called off, Zimbabwe Nurses Union president Robert Chiduku said:
<blockquote>The government had called for the meeting. They wanted to see us. Today (yesterday) we had more health workers joining the strike except for a few, who are either related to bosses or were corruptly employed, reporting for work.
But generally in the whole country, the majority of the health workers are on strike.</blockquote>
Chiduku added that workers will not go back to work until the government has agreed to pay them in foreign currency and improve their working conditions.
Meanwhile, Zimbabwe Republic Police reportedly arrested protesting nurses at Victoria Chitepo Hospital in Mutare.

JUST IN: Health Minister Charged With Three Counts Of Criminal Abuse Of Office.

Advocate Thabani Mpofu of the “fulcrum” and “the pith” fame has denied allegations saying that he is representing the Minister of Health and Child Care, Dr Obadiah Moyo who has been implicated in the abuse of COVID-19 response funds.
Mpofu posted on Twitter last night in response to a message making rounds on social media which suggests that “the firebrand lawyer” was going to Rhodesville Police Station “to get hold of what is currently taking place regarding my client.”
Posting on Twitter, Mpofu who is the lawyer of opposition MDC Alliance leader Nelson Chamisa said:
<blockquote>Well, it is not true that I’m representing Obadiah Moyo. Khululeka Zimbabwe. I don’t even know who his lawyers are. He is, however, entitled to legal representation by lawyers of his choice of whom I AM NOT one. Handisi gweta rake. [I am not his lawyer].</blockquote>
The reports are made when some are castigating lawyers who are also officials in the opposition MDC for representing corruption accused ZANU PF officials.
Observers say although everyone is entitled to legal representation, MDC officials are not compelled to represent corrupt accused government officials adding that taking the cases is tantamount to defeating the efforts to combat corruption in the country.

The Minister of Health and Child Care, Der Obadiah Moyo has said DRAX International, a company that was contracted to procure coronavirus equipment has not been paid the US$1 million dollars as suggested by some media outlets.
Moyo speaks when the Permanent Secretary in the Ministry of Finance and Economic Development, George Guvamatanga has come under fire for authorising the purchase of extremely expensive equipment by the company.

"No Money Has Been Paid To DRAX International," - Govt

The World Health Organisation (WHO) has warned that the novel coronavirus could kill approximately 190 000 people in Africa in a new infections blitz.
This comes when 4 033 286 coronavirus cases including 276 682 deaths and 1 399 898 recoveries have been confirmed globally as of May 09, 2020, 11:22 GMT.
Africa is currently the least affected continent since the emergence of the virus in China in December last year with some attributing the trend to warm weather on the continent.
The virus is however rapidly spreading across the continent and fears abound as Winter is fast approaching. Meanwhile, Zimbabwe’s Minister of Health Obadiah Moyo told the Daily News that the country was on high alert. He said:

WHO: "COVID-19 Could Kill 190K Africans In The Coming Months"

The UK government has donated equipment worth $2 Million to Zimbabwe to help fight COVID-19, Health Times reports. The equipment will be set up at Zimbabwe’s Public Health Emergency Operation Centre in preparation for the COVID-19.
Delivering his acceptance speech at the handover ceremony Minister <a href="https://www.pindula.co.zw/Obadiah_Moyo">Obadiah Moyo</a> said:
<blockquote>We are very grateful to you the head of mission. This is exactly what we want. Protection of our staff is very, very vital. We don’t want our members of staff to end up being infected by COVID 19. So the British have come in and make sure all our members of staff are well protected. infected. We really thank you for that.</blockquote>
The equipment includes computers and protective clothing.

UK Govt Donates Equipment Worth $2 Million To Zimbabwe To Fight Coronavirus

The Wolrd Health Organisation (WHO) has said that it was concerned with Zimbabwe’s health crisis following the industrial action of health caregivers in pubic health institutions.
These remarks were said by WHO country representative, Dr Alex Gasasira who said that he was hopeful that the government and workers would find the best way to solve the impasse.
Speaking to ZBC News, Gasasira said:
<blockquote>We were very concerned and very happy that there seems to be light at the end of the tunnel.</blockquote>
<blockquote>
We have been having several discussions and the issue of the health workforce was a big issue.
</blockquote>
The government and workers have not been agreeing on the way forward with the latter rejecting a number of offers by the government saying that the offers were too insignificant considering that the economy is inflationary.
Meanwhile, Econet founder, Strive Masiyiwa, through his Higherlife Foundation announced a package which resulted in some workers returning back to work.

World Health Organisation Speaks On Zimbabwe's Health Crisis

President Emmerson Mnangagwa has addressed the United Nations General Assembly which he told that Zimbabwe remained committed to ensuring the country’s health sector was up and running.
Addressing the 74th United Nations General Assembly High-Level Meeting on Universal Health Coverage in New York, Mnangagwa said that Zimbabwe’s National Development Agenda, the National Health Strategy 2016-2020, demonstrates the government’s commitment.
He also observed that the government was targeting to build health posts, clinics and hospitals in remote areas to shorten distances travelled by citizens in search of health care services.
Mnangagwa blamed US sanctions on Zimbabwe for the challenges the country is facing in trying to improve the health sector.
His remarks come when the country’s health system is grounded. As it stands, public hospital doctors are on strike over salaries which they say need to be increased. They also say that their working conditions are no longer safe.
They also claim that there are <a href="https://news.pindula.co.zw/2019/03/13/parirenyatwa-hospital-doctors-have-to-wash-bandages-reuse-them/">no medicines and requisite machinery</a> needed for day to day operations.
Reports suggest that <a href="https://news.pindula.co.zw/2019/09/22/mpilo-hospital-we-engaged-personnel-from-zimbabwe-national-army-to-save-the-situation/">military personnel are standing in for the striking doctors</a>, just to save the situation.
As a result of the state of the health sector, <a href="https://news.pindula.co.zw/2019/07/22/full-text-indisposed-vp-chiwenga-leaves-south-africa-for-china-for-thorough-medical-tests/">the haves</a>, <a href="https://news.pindula.co.zw/2019/09/06/former-president-robert-mugabe-has-died-reports/">mainly government officials,</a> have opted to seek medical attention outside the country.

President Mnangagwa Addresses UNGA, Discusses Zimbabwe's Health Sector

The government has threatened pharmacies that continue to charge in US dollars, and those overpricing their products with unspecified action.
Some retail pharmacies, while discontinuing charging in foreign currency, have resorted to pegging prices against the prevailing parallel market rates for that particular day.
Speaking during a post-cabinet media briefing on Tuesday, Health and Child Care Minister Obadiah Moyo said:
<blockquote>It’s now law that you cannot charge in United States dollars. Whichever pharmacy is found flouting that law will face the consequences.
The law is very clear so we advise everybody who is a pharmacist and who owns a pharmacy not to overcharge customers and to also stop charging in United States dollars.</blockquote>
The government last month banned the use of foreign currency in all domestic transactions and made the Zimbabwe Dollar the sole legal tender.
It is now a criminal offence for a business to sell goods or services in foreign currency.

Govt Warns Pharmacies Against Charging In Foreign Currency

Health Minister Obadiah Moyo said that the government has commenced a programme of rehabilitation of public hospitals in partnership with private players.
He said that the programme is being implemented under the 2015 Joint Ventures Act, and will initially target central hospitals, then move down to provincial and district hospitals. Said Moyo:
<blockquote>We want to make sure that the healthcare facilities are of a very high level, providing first class service. We want to make sure that our customers access affordable services, which is also within easy rich so we want to make sure that all the facilities are all rehabilitated.
Our facilities had gone for a long time without undergoing major rehabilitation and at the same time, we also need to replenish all the institutions with medicine, surgical sundries so that they make sense.</blockquote>
Moyo, who was in charge of Chitungwiza Central Hospital before he was appointed Minister of Health, revealed that the hospital has already been running a joint venture partnership. He said:
<blockquote>Chitungwiza Central Hospital has already been running that type of joint venture partnership (JVP) and that is what has made the hospital survive but obviously, we also realised that we also have to improve the working arrangement with our partners.</blockquote>
All the country’s public health institutions are in a sorry state due to years of neglect.
Strikes by doctors have become common, as they protest against poor remuneration and shortage of medicines and various sundries.
The country’s elite shuns local hospitals in favour of South Africa and the Far East.

Public Hospitals To Be Rehabilitated - Health Minister

Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi seemed to irk members of parliament when he said that ministers are appointed by the President while legislators where asking Minister of Health and Child Care, Obadiah Moyo to clear the air on his qualifications. The Minister is alleged to have misrepresented his qualifications by claiming that he is a doctor. Binga North MP Prince Dubeko Sibanda said,
<blockquote>Whispers are coming out of the development partners saying that they do not trust this minister because he is alleged to have fake qualifications. Does he possess the qualifications that he purports to have or does he not? I think we need then to create confidence in the health sector, and the minister should clear that or we are going nowhere.</blockquote>
Ziyambi then responded saying,
<blockquote>First of all, he is out of order because the minister is presenting a ministerial statement on cholera. Secondly, according to the section 104 of the constitution, ministers are appointed by the president….nowhere is it written in the constitution that qualifications are a prerogative for one to be a minister.</blockquote>
Ziyambi was interrupted by Zengeza West MP Job Sikhala who also accused him of masquerading as a lawyer as he was not registered with the Law Society of Zimbabwe.
