Niger’s military junta on Sunday said it will prosecute deposed President Mohamed Bazoum for treason.
The announcement came hours after a group of senior Islamic scholars said the country’s coup leaders were open to diplomacy to resolve their standoff with West Africa’s regional bloc, ECOWAS.
In a statement read out on national television, a spokesman for Niger’s military laid out the charges against Bazoum as “high treason and undermining the internal and external security” of the country.
The United Nations and Economic Community of West African States (ECOWAS) condemned the announcement, reported Al Jazeera.
Niger’s military deposed Bazoum (63), on 26 July and has held him together with his family at the president’s official residence in Niamey since the coup.
ECOWAS has called for Bazoum’s reinstatement, imposing severe economic sanctions on Niger and threatening military intervention if civilian rule is not restored.
The sanctions include cutting off financial transactions and electricity supplies as well as closing borders with landlocked Niger.
On Monday, ECOWAS enounced threats by Niger’s military rulers to prosecute Bazoum.
ECOWAS has approved the deployment of a “standby force to restore constitutional order” in Niger, has reiterated that it remains committed to finding a diplomatic solution to the crisis.
The prospect of a military intervention to reinstate Bazoum has divided ECOWAS members.
Niger’s neighbours Mali and Burkina Faso, also ruled by military governments which seized power in coups, have warned against military intervention.
The two countries have said intervention would be tantamount to a declaration of war on them.

Niger's Military Junta To Prosecute Deposed President For "Treason"

UN Secretary-General Antonio Guterres has faced criticism for expressing concern over the dire living conditions that President Mohamed Bazoum and his family are allegedly enduring during their arbitrary detention in Niger.
Guterres also expressed alarm regarding the reported arrests of government members, calling for their unconditional release and the country’s adherence to international human rights obligations. A UN spokesperson said:

The Secretary-General is very concerned over the deplorable living conditions that President Bazoum and his family are reported to be living under as they continue to be arbitrarily detained by members of the Presidential Guard in Niger.
The Secretary-General is also alarmed over continuing reports about the arrest of several members of the government. He urgently calls for their unconditional release and for the strict adherence to Niger’s international human rights obligations.

Political activist and Pan-Africanist Ali Naka, who is purportedly associated with the Rwanda government, argued that President Bazoum’s living conditions should not be a cause for alarm, as they reflect the typical circumstances experienced by the common people of Niger. He said:

86% of the People of Niger don’t have access to electricity, meanwhile, the UN is concerned about whether one individual (Former President) has access to electricity. Pathetic. Our struggles are different!

Since his ousting in a military coup, Bazoum has been held captive at the presidential palace without access to basic necessities or medical care. The Nigerien Party for Democracy and Socialism-Tarayya condemned these conditions, appealing for international intervention to secure Bazoum’s freedom and restore constitutional order. The junta, however, has resisted external pressure to relinquish power. 
Living conditions in Niger are challenging due to factors such as poverty, limited access to basic services, food insecurity, and inadequate healthcare. Clean water, electricity, and sanitation facilities are scarce, especially in rural areas. The majority of the population relies on subsistence agriculture, facing recurring droughts and desertification. These factors contribute to high poverty rates and low human development indicators. Several factors such as poverty, food insecurity, limited access to basic services, inadequate healthcare, environmental challenges like drought and desertification, and political instability contribute to these challenging living conditions.

UN Criticized For Concern Over President Bazoum's Alleged Living Conditions During Coup

West African defence chiefs have formulated a plan for a potential military intervention to reverse the recent coup in Niger. The Economic Community of West African States (ECOWAS) has decided not to disclose the timing or location of the intervention to the coup plotters. The final decision will be made by the heads of state within the bloc, according to <a href="https://www.aljazeera.com/news/2023/8/4/west-african-leaders-make-plan-for-military-intervention-in-niger?sf180741869=1">Al Jazeera</a>.
Abdel-Fatau Musah, the ECOWAS commissioner for political affairs, peace, and security, stated that all necessary elements for the intervention, including resources and deployment strategies, have been discussed during a three-day meeting in Nigeria’s capital, Abuja. Musah said:

All the elements that will go into any eventual intervention have been worked out here, including the resources needed, the how and when we are going to deploy the force. 
We want diplomacy to work, and we want this message clearly transmitted to them that we are giving them every opportunity to reverse what they have done.

ECOWAS has already imposed sanctions on Niger and has indicated that the use of force could be authorised if the coup leaders fail to restore power to President Mohamed Bazoum by Sunday. A delegation from ECOWAS visited Niger to seek a peaceful resolution, but no breakthrough was achieved during a meeting with the military representatives at the airport. ECOWAS emphasises its preference for a diplomatic solution and hopes to convey the message to the coup leaders that they have an opportunity to reverse their actions.
Nigerian President Bola Tinubu has instructed the government to prepare various options, including the deployment of military personnel. Senegal has also pledged to send troops. The military rulers in Niger have denounced external interference and expressed their determination to resist.
The coup leader, Abdourahamane Tchiani, aged 59, previously served as a battalion commander for ECOWAS forces during the Ivory Coast conflicts in 2003, providing him with firsthand knowledge of such missions. The support from military leaders in neighbouring Mali and Burkina Faso, both ECOWAS members, could potentially undermine the regional response, as they have pledged to come to Niger’s defence.
