President Emmerson Mnangagwa has reappointed Bubi MP Simelisizwe Sibanda as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
In a statement issued this Wednesday, 31 July, the Chief Secretary to the President and Cabinet, Martin Rushwaya, said the appointment is effective immediately.
Rushwaya said that President Mnangagwa pardoned Sibanda following representations, profuse apologies, and Sibanda’s undertakings to refrain from similar wrongdoings in the future.
However, Rushwaya did not specify what Sibanda had apologised for or the nature of the behaviour he promised to avoid going forward. Reads the statement:

Following representations, profuse apologies and undertakings to refrain from similar misdemeanours in future, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has decided that Hon. Simelisizwe Sibanda be pardoned.
Accordingly, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has in terms of subsection 2 of Section 104 of the Constitution of Zimbabwe, appointed Hon. Simelisizwe Sibanda M.P. as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
The appointment is with immediate effect.

Sibanda was fired on 01 July 2024 after demanding the transfer of early childhood development (ECD) teacher, Winnet Mharadze from Clonmore Primary School in Bubi Constituency, allegedly for not being proficient in the local language, Ndebele.
The ZANU PF MP had gone to donate uniforms to learners at the school, 55 km out of Bulawayo, off Harare Road near Gloag High School on June 24, 2024.
During a meeting attended by teachers, parents and hundreds of learners, Sibanda asked Mharadze why she was in Matabeleland and tested her by asking her what “uqethu” is.
As reported by <a href="https://cite.org.zw/outrage-as-dep-minister-fired-over-support-for-indigenous-languages/">CITE</a>, uqethu means grass, and it is part of a common tongue twister among IsiNdebele speakers that goes “Qum’ qethu, ‘gecu ‘qethu,” which simply means cut the grass.
This was not the first instance of Sibanda criticizing Shona teachers in Bubi. Reports indicate that Bubi District education officials alleged the MP stirred controversy previously at Mbembeswana 1 Primary, where he also reprimanded Shona teachers who could not speak the local language.
In 2016, then Primary and Secondary Education Minister Lazarus Dokora said that infant classes (ECD to Grade Two) in the country must be taught in indigenous languages.
Zimbabwe’s Constitution also recognises 16 languages, while a 2018 policy mandates student teachers to learn three local languages beyond their own.
 On 02 July, Sibanda issued an apology for publicly criticising the ECD teacher, saying he took “full responsibility” for his actions. He said:

PUBLIC APOLOGY TO THE NATION OF ZIMBABWE BY HONOURABLE SIMELISIZWE SIBANDA 
2nd of July 2024
I, Honourable Simelisizwe Sibanda, former Deputy Minister of Higher and Tertiary Education, do hereby express my sincere apologies for the concerns arising from my recent actions.
I understand that my approach to addressing the issue of a teacher’s language proficiency was misguided and inappropriate, leading to perceptions of tribalism.
I want to assure the public and especially the teachers that my intention was solely to ensure that our children receive quality education, and I was concerned about the teacher’s ability to communicate effectively with her students.
However, as a national leader, I should have addressed this issue through appropriate channels, avoiding public platforms that may have fueled the tribal connotations.
I take full responsibility for my actions and acknowledge that my approach was wrong. I understand that my actions may have perpetuated tribal divisions, and for that, I truly apologise to the whole teaching fraternity and nation at large.
I want to assure the public that my commitment to our nation’s unity and development has always been genuine.
I want to express my gratitude to the public, the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development, for supporting me during my tenure. I appreciate the opportunity to have served and contributed to the development of our education sector.
I also want to extend my apologies to all the leadership and members of my Party ZANU PF. I understand the party’s values of unity and inclusivity, and I regret any harm caused by my lack of judgment.
I hope that the party and its members will accept my sincere apologies and recognize my commitment to our nation’s progress.
I would like to thank His Excellency, the President CDE Dr Emmerson Dambudzo Mnangagwa, for trusting me and giving me the opportunity to serve within the Ministry of Higher and Tertiary Education, Innovation Science and Technology Development, and regret that I have let him down.

Mnangagwa Reappoints Deputy Minister Simelisizwe Sibanda

A National University of Science and Technology (NUST) student was arraigned before the Bulawayo Magistrates Court for allegedly posting a provocative tribal comment on his X page demeaning Ndebele people.
According to the <a href="https://www.chronicle.co.zw/nust-student-caged-for-racial-profiling/">Chronicle</a>, the accused, Tanaka Ryan Ziso (24), resides at the Old Mutual students’ accommodation complex in Selbourne Park and is a final-year Civil and Water Engineering student.
He appeared in court on Thursday to answer for charges of causing offence to persons of a particular race.
Ziso was remanded in custody to 2 April when he appeared before Bulawayo magistrate Maxwell Ncube.
Prosecuting, Dorcas Maphosa said Ziso committed the offence on 13 March this year. She said:

On 13 March 2024 at 2011 hours the accused person posted a message on his X-page (previously Twitter) using the name The Royal Priest of Chitungwiza @ iamryantanaka.
</blockquote>
In the post, Ziso allegedly expressed demeaning sentiments against the Ndebele people, using unprintable words.
On 14 March 2024, the accused at around 2 PM posted another message heightening the already boiling tensions.
Maphosa said the matter was reported by the director of communication and marketing at NUST, Thabani Mpofu. She said:

Printed hard copies of the contents of the accused person’s posts can be produced in court as evidence.
The accused person had no right to post sentiments that can cause offence to persons of a particular race, tribe and place of origin.
</blockquote>
In Zimbabwe, causing offense to persons of a particular race, religion, etc. is addressed under the Criminal Law (Codification and Reform) Act. Specifically, Section 42 of the act deals with this offence.
It prohibits actions that intentionally cause offense to individuals based on their race, religion, or other protected characteristics. The section reads as follows:
<blockquote>
42. Causing offence to persons of a particular race, religion, etc.
(1) In this section- 
“creed or religion” means any system of beliefs associated with practices of worship that is adhered to by any significant body of persons in Zimbabwe or any other country; 
“film”, “picture”, “publication”, “record” and “statue” have the meanings assigned to those terms by section 2 of the Censorship and Entertainments Control Act [Chapter 10:04]; “publicly”, in relation to making a statement, means—
(a) making the statement in a public place or any place to which the public or any section of the public have access; 
(b) publishing it in any printed or electronic medium for reception by the public; 
“statement” includes any act, gesture or form of expression, whether verbal, written or visual, but does not include any film, picture, publication, statue or record that is of a bona fide literary or artistic character.
(2) Any person who publicly makes any insulting or otherwise grossly provocative statement that causes offence to persons of a particular race, tribe, place of origin, colour, creed or religion, intending to cause such offence or realising there is a real risk or possibility of doing so, shall be guilty of causing offence to persons of a particular race, tribe, place of origin, colour, creed or religion, as the case may be, and liable to a fine not exceeding level six or imprisonment for a period not exceeding one year or both.

NUST Student In Court Over Anti-Ndebele Tribal Comments

Plawn Motors, a renowned automotive company, has apologised for an allegedly discriminatory job advertisement for a post in Bulawayo (a predominantly Ndebele-speaking community) that stated that applicants should be fluent in Shona.
The company’s recent advert for a bike messenger stated that individuals interested in the job should be fluent in both Shona and English.

This sparked outrage and accusations of tribalism, prompting Plawn Motors to issue a public apology, saying there was an “oversight” in the recruitment post. It said:

We sincerely apologize for an error in our recent post seeking a proficient Shona and English speaker for a delivery position in Bulawayo and surrounding areas.
We understand that this appeared insensitive and discriminatory towards Ndebele speakers, and we deeply regret any offence caused.
It was an unintentional assumption on our part that by hiring a local (Bulawayo-based) person, they would also be a Ndebele speaker. That is a wrong assumption indeed.
We acknowledged that being conversant in English and Shona would be an additional advantage, catering to a wider range of clients.
However, the wording of the post unintentionally hinted at a preference for Shona speakers, and we regret that oversight.
We value diversity and inclusivity and recognize the importance of clear and inclusive communication in our recruitment practices.
We are committed to doing better and will implement more thorough verification procedures in the future to avoid such mistakes.
We again apologise for this error and look forward to receiving applications from all qualified members of Bulawayo and surrounding areas.
We are confident that we will find the perfect candidate for our team.

Journalist Nqaba Matshazi seemed to suggest that the wording of the apology was worse than the advert that offended the Bulawayo community. He posted on X: “I don’t know what’s worse, the advert or the apology?”

Plawn Motors Apologises Over A Bulawayo Job Advert For Shona-speakers

The Minister of Primary and Secondary Education, Evelyn Ndlovu, has denied claims that there is an abundance of Ndebele and other minority language teachers who are unemployed.
This comes after some members of parliament asked why a number of teachers who were deployed in the Matabeleland region lacked the necessary Ndebele language competence.
Ndlovu said that in some cases, teachers lied about their ability to instruct in a specific language, but when they were deployed to schools, they were unable to do so.
She also said that government policy was, “when a child is still young at ECD level up to Grade 3, the child must be taught in his or her mother tongue but we have a challenge of teachers from that region.”
Ndlovu refuted claims that teachers from other regions of the country were being deployed to teach at primary schools in Matabeleland while Ndebele teachers were being overlooked. She said:

I do not think there are facts there. It is a talk that is very prevalent in our society. The truth must be told that we have got a screen in the office.
Because of the ICT computers and software that we have, all the teachers who graduate register with the Ministry.
After registration with the Ministry – we have transferred that register to the Public Service Commission which has got a register of all the teachers that have graduated.
I am yet to be informed that there are Ndebele teachers that are available but have not been deployed.
But on our screens, we are told that we do not have Ndebele teachers, we do not have Venda teachers, we do not have Kalanga, Sotho, Ndau, and Tonga teachers. They are in short supply.

Ndlovu urged MPs from communities that speak minority languages to encourage people to enroll in teacher training colleges to deal with the shortage of competent teachers to teach minority languages.

Ndebele, Tonga Teachers In Short Supply - Minister Ndlovu

The Minister of Primary and Secondary Education, Evelyn Ndlovu, has said the shortage of Ndebele teachers especially for ECD level up to Grade 3 is due to the reluctance of people from Ndebele-speaking regions to become teachers.
Ndlovu said the majority of learners from Ndebele-speaking regions do not finish secondary school education and instead choose to migrate to South Africa and Botswana.
She was responding to a question from Senator Bekithemba Mpofu on what the government policy was regarding teachers teaching primary school children without the knowledge of their language.
Mpofu then gave an example of a teacher with limited knowledge of Ndebele teaching primary school children in a school that is predominantly of the Ndebele community. Ndlovu responded:

The policy is that when a child is still young at ECD level up to grade 3, the child must be taught in his/her mother tongue but we have a challenge of teachers from that region.
We have been advocating for more teachers to be trained from that particular region without success.
Most of the children in that region opt for other qualifications. The majority of them do not finish school.
They leave for South Africa or Botswana and they do not finish their primary and secondary education. That is the biggest challenge that we have.
We have been in touch with the training colleges to investigate the shortage that is there and I am very disappointed that we have failed to get children into those colleges.
I am very disappointed. We have failed to get volunteers even in my own constituency which is Bulilima.

Minister Ndlovu Explains Why There Is A Shortage Of Qualified Ndebele Primary School Teachers

The Silobela community has rejected non-Ndebele-speaking teachers deployed by the government to take early childhood development classes in Donsa-Donsa, a predominately Ndebele area.
Donsa Councillor Willard Moyo said accommodating the teachers would do no good for the infant learners.
He was speaking at a recently held Zibagwe Rural District full council meeting. <a href="https://www.newzimbabwe.com/silobela-community-rejects-non-ndebele-speaking-teachers-deployed-to-teach-ecd/">NewZimbabwe</a> cites him as saying:
<blockquote>
In my Ward there was a need for two Ndebele teachers for ECD.
We managed to identify qualified teachers from the area and recommended them to the ministry. However, we were shocked to learn that the two ladies were deployed elsewhere, one was deployed in Gokwe and another one in Zvimba and we are failing to understand why the government did that.
We were shocked that government sent Non-Ndebele speakers to take the ECD classes.
We rejected them and sent them back to the ministry. That move is killing our language and culture. ECD is a foundation in terms of education and learners at that stage need to be taught with people who are conversant in their own mother language.

Councillor Emmanuel Sibanda said there was a similar problem in Kwekwe where Ndebele-speaking teachers were deployed in the District, a predominantly Shona-speaking community.
Kwekwe District Schools Inspector Herbert Maziriri said while, he wanted learners to be taught in their mother languages, his hands are tied as the deployment of teachers is now centralised as it is being done in Harare.
Some have long attributed poor results in Matabeleland schools to the deployment of Shona-speaking teachers in the region.

Silobela Community Rejects Non-Ndebele-speaking Teachers

The Silobela community has expressed unhappiness over the shortage of Ndebele-speaking teachers, which has resulted in the deployment of Shona-speaking teachers in the area.
Midlands Minister for Devolution and Provincial Affairs, Larry Mavima, was briefed on the situation recently when he commissioned the Gwesele – Bharimasvesve Primary School in Zhombe.
A senior Ministry of Primary and Secondary Education official said few people from the region were training as teachers hence the shortage of Ndebele-speaking teachers.
The official challenged youth from the area to go to teachers’ colleges.
People who spoke during the briefing said the problem had not been addressed for the last ten years, and this was one of the causes of the low pass rates in Silobela.
Meanwhile, Mavima assured stakeholders that the government was going to attend to the problem to address it. He said:

I was informed during the briefings that we have a shortage of Ndebele-speaking teachers in our local schools. I promise that as Government we are going to address the problem.

One of the villagers at the event, Derek Thumelo told The Mirror that most schools have a high number of Shona-speaking teachers who can hardly communicate in Ndebele.
Silobela District Schools Inspector (DSI) Herbert Maziriri confirmed the problem and said:

We have such a problem; it is not limited to Silobela but affects the whole country.
We call upon local students to take up teaching courses so that they can be deployed to teach in their indigenous languages.

Shortage Of Ndebele-speaking Teachers Hits Silobela

MDC-T president Nelson Chamisa has expressed his support for a Ndebele King saying that Zimbabweans must respect cultures and traditions. This comes after the government blocked the coronation of Bulelani Khumalo as the successor to King Lobengula saying that it was unconstitutional.  Chamisa also spoke out against tribalisation and “Shonalisation” of Zimbabwe. Speaking at a rally in Dete, Chamisa said,
<blockquote>We cannot, for example, have the continuation of a situation, for example, where the majority of judges are from Mashonaland . . . this has to come to a stop and we are not apologetic about that.  We want a Zimbabwe which reflects who we are as Zimbabweans.
It should never be about tribe and after my two terms of office, I would love to ensure that I leave a Ndebele president.
What is the problem? Let us allow the king to be put in place. It’s all about a people’s culture and tradition.Our cultures and traditions have to be respected, and that way we are going to be stronger as a nation. The government must also find closure to the Gukurahundi issue.</blockquote>

Chamisa Says Cultures, Traditions Must Be Respected, Expresses Support For Ndebele King

Pritchard Zhou, the chief executive officer of Zimbabwe Heritage Trust (ZHT) has controversially claimed that the Ndebele people were being used to remove President Mugabe by westerners because they were ignorant of their true history. Zhou went on claim that the Ndebele people did not originate from South Africa, as originally thought,  but were actually Shona people who speak a different language. Speaking on Tuesday, Zhou said:
<blockquote>Matabeleland is designed to remove President Robert Mugabe. If you go to Bulawayo, you will find that nine floors on a building house NGOs. The message they get is that Mugabe is not your leader.
…The Ndebeles didn’t come from South Africa; they are as Shona as anyone in terms of the blood that runs in them save for their Ndebele language. These are divide and rule tactics being used because people don’t know their history. The white man uses lack of understanding of history to their advantage
Matabeleland South is the home of the Mwari (God) religion. If you go to Matopos you find at every high place there is a cross and we all know a cross is a Christian propaganda.</blockquote>

Ndebele people do not know their history, they are actually Shona people - Zim Heritage Trust  CEO

Speaking at the unveiling of a new Mthwakazi flag at Bulawayo’s Large City Hall on Saturday, self imposed new Ndebele King Stanley Tshuma said that the Unity Accord signed on November 22, 1987 between President Robert Mugabe and the late Vice-President Joshua Nkomo to end the Gukurahundi massacres is null and void.
Said Tshuma:
<blockquote>Mthwakazi is a kingdom, not a republic. All agreements to incorporate it into Mashonaland are null and void. King Mzilikazi never signed such an agreement, King Lobengula never did, and I, Mzilikazi II, never signed any agreement. So I will never observe any of those agreements. You will hear people saying those who swallowed us swallowed poison. What poison? You are the ones who are dying and suffering while those who swallowed you still live.</blockquote>
Tshuma also announced that September 12 as the day of his coronation. When contacted for a comment on the issue by NewsDay, Zanu PF national spokesperson Simon Khaya Moyo declined.
