Civil servants are urging the government to ensure they receive their full bonuses and not have them staggered like last year. The government recently announced its readiness to pay bonuses, but has not provided details on the payment process, leading to concerns.
The civil servants also want the government to address unresolved issues related to improving their working conditions. The Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) has written to the <a href="https://www.pindula.co.zw/National_Joint_Negotiating_Council_(NJNC)/">National Joint Negotiating Council (NJNC)</a> requesting an emergency meeting to discuss the bonus matter. ZCPSTU chairperson <a href="https://www.pindula.co.zw/Cecilia_Alexander/">Cecilia Alexander</a> told <a href="https://www.newsday.co.zw/local-news/article/200019152/civil-servants-restive-over-bonus">NewsDay</a> on Sunday:

We wrote a letter to the NJNC for an emergency meeting to deliberate on several issues and outstanding matters related to the third quarter. Of course, we are now in the fourth quarter.
In the letter, we identified our proposed agenda. One of them is to discuss the 2023 bonus and modalities. We wrote to NJNC since they are our chief negotiator with the government. We want to appreciate what government is going to pay us.

<a href="https://www.pindula.co.zw/Obert_Masaraure/">Obert Masaraure</a>, the president of the <a href="https://www.pindula.co.zw/Amalgamated_Rural_Teachers_Union_of_Zimbabwe/">Amalgamated Rural Teachers Union of Zimbabwe</a>, expressed concern that this year’s bonus payment may be staggered. He criticised the government for its lack of transparency and disregard for the welfare of workers, accusing them of prioritising cost-cutting over the well-being of hardworking individuals. He said:

Now that we are through with the election season, we demand a new governance culture that prioritise the rights and well-being of workers.
We firmly assert that the bonus in 2023 must be paid in a single month without staggered disbursement. The government must ensure that the bonus is provided as a once-off payment to allow teachers to adequately prepare for the festive season.

The secretary-general of the Educators Union of Zimbabwe, Tapedza Zhou, mentioned that they are awaiting an update from the government regarding their bonuses. He expressed that they have worked hard throughout the year and hope to receive their bonuses, but the payment method remains uncertain.
In recent years, the government has staggered the bonus payments, causing concern among civil servants. The civil servants are demanding a 100% bonus payment in both foreign and local currency. Discussions between the government and civil servant representatives took place last week but failed to reach an agreement on multiple issues, including salary and working conditions.

Civil Servants Urge Government To Avoid Staggering Bonuses Payments

<a href="https://www.pindula.co.zw/Zimbabwe_Teachers_Association_(ZIMTA)">The Zimbabwe Teachers Association (ZIMTA)</a> has said it appreciates the government’s offer to increase civil servants’ salaries by 20 per cent across the board but observed the hike is insignificant hence the need to negotiate for another increase. Pindula News presents ZIMTA’s statement issued on the 9th of February 2022:

ZIMTA acknowledges and appreciates the fact that the Government, through the intervention of His Excellency <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">E. D. Mnangagwa.</a> has adopted the following principles that formed part of ZIMTA’s position paper to <a href="https://www.pindula.co.zw/National_Joint_Negotiating_Council_(NJNC)">NJNC.</a>
1.1. The introduction of an advancement award, which recognizes seniority for differentiation within the same grade and to have this implemented across the entire education sector.
1.2. Remunerating educators using a hybrid salary package wherein part of the salary is paid in United States dollars and the balance in ZWL.
1.3. Alleviating the transport challenges faced by educators when they report for duty.
1.4. Reviewing salaries for teachers with effect from 1 January 2022.
1.5. Payment of school fees for educators’ children.
1.6. Facilitating the importation of duty-free vehicles by educators. 
<h3>ZIMTA leadership, while appreciating and embracing the above principles, met today, the 9th of February 2022 and agreed on the following as a way forward.</h3>
2.1. That the 20% salary increase across the board is insufficient and that the NJNC must meet and further negotiate to agree for a further increase over and above the 20% offered by no later than the 16th of February 2022.
2.2. That the payment of the backdated 20% and the February 2022 salary pay date be brought forward to the 15th of February 2022 or earlier in order to allow educators to get their salaries before they can return to work. 
2.3. That the provision of a transport facility to ferry teachers in both rural and urban areas be introduced the same day salaries arc paid on or before the 15th of February 2022.
2.4. That the advancement award be paid by no later than March 2022 pay day and be backdated to 1 January 2022.
2.5. That no educators’ salary will be docked for having failed to return or report for duty during incapacitation.
2.6. That school fees for educators’ children be paid urgently and that ahead of the payment there be no denial of access to class to the children concerned.
ZIMTA further resolved that upon being paid their February 2022 salaries and being provided with the transport facility, its members will be called upon to report for duty while awaiting the NJNC negotiations that must be completed by no later than the 16th of February 2022.

ZIMTA: "We Appreciate 20% Salary Hike, But It's Just Not Enough"

The  National Joint Negotiating Council (NJNC), which comprises Government and civil servants’ representative body, the Apex Council met on the 14th of January 2022 over workers’ salaries.
Workers have for the past two years been pressing the government to restore their 2018 salaries that were denominated in United States Dollars.
They argue that inflation that has continued unabated eroded their salaries hence the need to restore their 2018 salaries that were around US$500 for teachers. They currently earn an equivalent of about US$100.
The recent meeting agreed that the workers’ grievances were genuine hence the need to address the request to find a long-lasting solution to the salary issue as an urgent matter. Pindula News presents an update on the NJNC meeting:

The much-awaited NJNC first meeting of 2022 finally took place today. The meeting which happened against the backdrop of Government having pledged to pay the USD 75 COVID -19 allowance In hard currency saw the workers request that Government concede to their long-standing demand to pay their salaries USD. In light of the above, the Government team appreciated the workers’ reasons for sticking to their position of a non-inflationary and sustainable solution to the salary circus, upon which they asked for time out to consult with their principals. It was also agreed that this was an urgent matter and that the NJNC reconvenes In the shortest time possible.

Outcome Of Government And Workers' Meeting On Salaries

The Zimbabwean government has scheduled a meeting with civil service workers’ representatives after workers had threatened to embark on protests over salaries.
Following the threats of industrial action, the government announced the meeting between workers’ representatives and the Government team in the <a href="https://www.pindula.co.zw/National_Joint_Negotiating_Council_%28NJNC%29">National Joint Negotiating Council (NJNC).</a>
The meeting is scheduled for tomorrow, the 12th of March 2021. In a statement by the Secretary in the Public Service Commission, the government said: 
<blockquote>Government is pleased to confirm that the meeting between workers’ <a href="https://news.pindula.co.zw/2018/12/08/govt-to-meet-with-civil-servants-representatives/">representatives and the Government team in the National Joint Negotiating Council (NJNC)</a> is scheduled for tomorrow, the 12th of March 2021. The meeting will deliberate on a Cost of Living Adjustment (COLA) and other matters that relate to the welfare of civil servants.
Government is satisfied that preparations for the opening of schools are proceeding well. All civil servants who have been called to work are expected to report at their workstations on the date they are scheduled to commence work. Government will apply the principle of no work no pay in respect of civil servants who absent themselves from work, a principle that is fair to clients who are entitled to services, as well as to those civil servants who report for work.
The Government reiterates its commitment to continuous and fruitful engagement with its workers towards improving conditions of service for its valued workforce, and in that regard welcomes the opportunity to engage tomorrow with workers’ representatives in the NJNC, the forum established officially for the discussion of conditions of service for civil servants.
