George Charamba, the Deputy Chief Secretary in the Office of the President and Cabinet (Presidential Communications), said that President Emmerson Mnangagwa has closed the door to any dialogue with opposition leader Nelson Chamisa.
Charamba’s remarks came in response to an appeal by economist Gift Mugano, who had called on Zimbabweans across the political divide to engage in dialogue to resolve the country’s pressing problems. 
Posting on X (formerly Twitter), Mugano argued that Zimbabweans have overcome their challenges in the past when they united. He wrote:

Fellow Zimbabweans, we have it on record that when we sit down and dialogue as Zimbabweans, we make progress as a country.
Striking examples of what dialogue can do are the talks between ZANU and ZAPU; and ZANU PF and MDC which produced the 1987 Unity Accord and GNU, respectively.
Likewise, we have it on record that when we unite, we move mountains. We united as one people against the Smith Regime and defeated them during our hard-won armed struggle.
Demonstrations will not help us to resolve our differences/challenges. Likewise, crackdown on citizens will not help us to resolve our challenges/differences…
I appeal to our leaders from the business community, churches, civil society, political parties, GOZ, academics, labour, etc to rise to the challenge and provide leadership towards the establishment of an inclusive dialogue aimed at providing permanent solutions to our differences/challenges.
</blockquote>
Doubling down on his rejection of dialogue with opposition Chamisa, Charamba dismissed the prospect, saying the ship has already sailed for dialogue.
Charamba accused Mugano and human rights lawyer Advocate Thabani Mpofu of “misleading” Chamisa, which Charamba claimed ultimately drove the opposition figure into the political “wilderness.” Said Charamba:

Professor, here is my honest view from inside: Nguva yataida nhaurirano yakapfuura. That’s the truth. Those keen on talks took up the chance and are communicating with the State.
Those who chose to stay out of dialogue because of cheap advice from you naAdvocate Fulcrum, will remain outside the circuit of dialogue.
What you are harvesting are the disutilities of your amateurish political exuberance in the run-up to elections.
You fortified Chamisa on the wrong; today he is the wilderness you created, and you want to sound constructive, reasonable and level-headed.
You are part of the cabal of pseudo-intellectuals who misled the young man. Today you seek to salve your conscience by abortively appearing to re-negotiate for his Second Coming. IT CAN’T!
</blockquote>
Chamisa has been without a political home since January of this year when he abruptly announced that he had quit the Citizens Coalition for Change (CCC) party – the same organisation he had helped form in 2022 – alleging that it had been infiltrated by the ruling ZANU PF party.

He thinks Chamisa's supporters gave him bad advice. Chamisa left his political party because he thought it was controlled by the ruling party. Chamisa doesn't have a political home right now.

Mnangagwa Shuts Door On Dialogue With Chamisa, Says Charamba

Roman Catholic Church priest, Father Fidelis Mukonori, has implored President Emmerson Mnangagwa and CCC leader Nelson Chamisa to engage in one-on-one dialogue to unite the nation and move the country forward.
Chamisa rejected the outcome of the recent presidential election after the Zimbabwe Electoral Commission (ZEC) declared Mnangagwa the winner with 52.6% of the votes.
Speaking in an interview with a local media house, Mukonori said Chamisa should be “courageous” to concede defeat and engage Mnangagwa in dialogue rather than embark on street protests as it will lead to the killing of innocent people. <a href="https://www.herald.co.zw/concede-defeat-seek-dialogue-chamisa-told/">The Herald</a> quoted Mukonori as saying:
<blockquote>
The one who says I am not satisfied and I believe the elections were not free and fair should also have the courage, it takes courage for someone to say let us sit down and discuss, it takes wisdom, courage is wisdom.
It is essential for the two to sit down and discuss. Discussions are more difficult than toy-toying on the streets and it will get people killed.
They (discussions) are more difficult because they require thinking and it is an exercise that has no textbook and thinking requires someone who has to know how to think.

In 2018, the military shot dead six people in central Harare when MDC Alliance supporters took to the streets in protest of what they considered ZEC’s delay in announcing the results of the presidential election.
Meanwhile, Mukonori stated that it is not too late for Mnangagwa and Chamisa to engage in meaningful dialogue. He said:
<blockquote>
We need that humility. It is only a lawyer who is called an educated person but there has to be a display to say indeed we are learned and therefore let us sit down and discuss.
I believe it is necessary, it is not too late to request the two sides, the winner and loser to say please can you sit down and discuss. There is a need for serious discussion.

The SADC Election Observer Mission (SEOM) on Zimbabwe’s 2023 Harmonised Elections and other foreign observers said that the polls did not meet regional and international benchmarks to be deemed free and fair.
South African President Cyril Ramaphosa last week said SADC Heads of State will debate the contents of the SEOM’s final report and also hear representations from Zimbabwe as well as the SEOM.

Mukonori Implores Mnangagwa, Chamisa To "Sit Down" And Talk

The President of the Zimbabwe Council of Chiefs, Chief Fortune Charumbira, has urged President Emmerson Mnangagwa and opposition Citizens Coalition for Change (CCC) leader Nelson Chamisa to engage in dialogue for the good of the country.
He jokingly said Mnangagwa and Chamisa should have tea together and “bring their own tea leaves if worried about poisoning.”
Chief Charumbira made the remarks at the funeral of the mother to CCC’s Harare Mayor Jacob Mafume in Masvingo.

Chief Charumbira Calls For Mnangagwa-Chamisa Dialogue

The Movement for Democratic Change-Tsvangirai (MDC-T) says party president Douglas Mwonzora has not joined the Political Actors Dialogue (POLAD) platform.
In a statement, MDC-T spokesperson Witness Dube said Mwonzora recently attended a meeting of POLAD interlocutors not because he had joined it but to talk to it about how it should be transformed. Said, Dube:

At its last but one meeting the National Council resolved that we as MDC will only be part of POLAD under certain conditions.
The main condition was that POLAD should create a platform of Political Parties in Parliament.
Today President ED Mnangagwa invited our MDC President to a POLAD plenary at State House which he said was going to receive the MDC conditions for being part of POLAD.
The invitation by President Mnangagwa is a follow-up to the numerous engagements on proposals for dialogue by the MDC.
President Mwonzora presented the Party position to POLAD, and it was resolved that the POLAD principals will deliberate on the MDC position.
Professor Madhuku, one of the principals, has already indicated that his party view the MDC proposals favourably and will be canvassing for their adoption as a dialogue roadmap.

Mwonzora Has Not Joined POLAD - MDC-T

MDC-T leader Douglas Mwonzora on Wednesday said political and electoral reforms in the country will only come through dialogue, not confrontation.
Mwonzora said ZANU PF has a huge majority in Parliament, therefore, political parties should come to the negotiating table to discuss ways to move the country forward.
Addressing journalists at the Bulawayo Media Centre on Wednesday, Mwonzora said:
Our position as a party is that we cannot avoid dialogue in order to achieve key reforms.

The reality we have to live with is that ZANU PF enjoys a supermajority in Parliament, and they have been the majority since 2013.
If we are to go via dialogue, it means that we agree and what we would have agreed will then be processed through Parliament.
If we are to amend the Electoral Act, for example, we need to agree and cooperate with legislators from across the political spectrum.
</blockquote>
Mwonzora said in the history of Zimbabwe, key political reforms have come through dialogue and he cited the Lancaster House agreement of 1979 which brought about the majority rule in the country and the 1987 Unity Accord which brought an end to Gukurahundi. He said:

This is what happened throughout the history of the country. In 1979, the issue of majority rule was a key political reform, and it came via dialogue.
The disturbances in Matabeleland after independence were stopped via dialogue which led to the signing of the Unity Accord between the warring parties.
People can argue about the content of the Unity Accord itself and whether one party won more than the other, but that is beside the point at this point and time.
The fact of the matter is that the Accord came via dialogue.

Key Reforms Will Only Come Through Dialogue, Not Confrontation, Says Mwonzora

The Zimbabwe Council of Churches (ZCC) has called for the inclusion of the State security organs in the national dialogue process to ensure inclusivity in the process.
ZCC made the call last week at a time when the clergy was pushing for a national convergence platform that seeks to bring together key stakeholders including all political parties, civic society groups, among other groups to find ways of extricating the country from its socio-economic challenges. ZCC said in a statement:
<blockquote>On the role of the security sector, there was a sense that they needed to be involved in such national engagement since the human security challenge is central to the issues at the national question.
On the next steps, it was also clear that more work must be done to (a) increase buy-in and convince the key stakeholders to see this as an alternative route for Zimbabwe; (b) to build a trusting environment for such dialogue; (c) build groundswell among citizens as the main beneficiaries of the process.
It was clear that a consensus environment was good for economic development, hence to the benefit of the ruling party.</blockquote>
President Emmerson Mnangagwa launched the Political Parties Dialogue (POLAD) in 2019, a dialogue platform including all losing presidential candidates in the 2018 elections.
However, main opposition leader Nelson Chamisa (MDC Alliance) has refused to be part of POLAD insisting on one on one meetings with Mnangagwa.
The MDC Alliance has also called for security sector reforms.

Churches Call For Army Inclusion In National Dialogue

ZANU PF national political commissar, Victor Matemadanda, said that he personally would back the idea of dialogue with the opposition MDC parties outside the Political Actors Dialogue (POLAD), if that will help resolve Zimbabwe’s political and economic challenges.
POLAD is a dialogue platform created by President Emmerson Mnangagwa and launched on 17 May 2019 following calls for the need for dialogue with the opposition to find solutions for the country’s problems.
Speaking to Daily News on Sunday, Matemadanda said it was refreshing that the Nelson Chamisa-led MDC Alliance and the MDC-T led by Douglas Mwonzora are willing to hold unconditional talks with Mnangagwa. Said Matemadanda:
<blockquote>Any discussions can be done anywhere, but they do not become official unless they are done under an established platform and in our case POLAD.
It doesn’t mean that they (such talks) cannot be done outside POLAD. They can be done, but at the end of the day, an established forum will make them official.</blockquote>
Matemadanda further asserted that Mnangagwa established POLAD out of his benevolence as he had won the 2018 presidential election. He said:
<blockquote>It must be understood that the president came up with POLAD knowing fully well that he had won the elections.
But he felt strongly that other leaders who contested the elections had their own ideas of how to take the country forward, and that those ideas needed to be respected.</blockquote>
MDC Alliance vice president Tendai Biti was recently quoted by a daily publication saying that his party was willing to talk with ZANU PF without any pre-conditions.

Matemadanda: ZANU PF-MDC Talks Outside POLAD Possible

Build Zimbabwe Alliance (BZA) leader Noah Manyika on Friday said he has no desire to join President Emmerson Mnangagwa’s Political Actors Dialogue (POLAD).
Manyika was a presidential candidate in the disputed 2018 elections and is therefore eligible to join the State House initiated by Mnangagwa in 2019.
Speaking after the POLAD interlocutors had met at State House earlier in the day, Manyika said Mnangagwa is deluded in thinking that everyone is desperate to join the gravy train. He tweeted:
<blockquote>I just received an inquiry from a journalist about Mnangagwa’s statement today inviting those who have so far refused to join POLAD to do so. I responded as follows:
Mnangagwa is still operating under the delusion that everyone is desperate to join the gravy train. I am not.
He still believes everyone can be bought, threatened, coerced into cooperating with his repressive, corrupt and incompetent regime.
The fight is not to join POLAD, but for freedom. The fight is to change a sadistic and selfish system whose true colours have now become evident to all.
The real message from Mnangagwa is when we saw the abduction and torture of Mathuthu’s relative, and Hopewell Chin’ono and Jacob Ngarivhume in leg irons and much much more.
The message is evident through the Neanderthal thinking that the brutal reality in our country can be changed by denying it, or that calls by the clergy for the government to do what’s right should be used as an opportunity to threaten Ndebeles.
Mnangagwa’s message is clear when he attempts to use an issue as critical as land to separate the white community from the rest of the Zimbabweans who live tortured lives under his regime.
Mnangagwa’s imperious statements that assume everyone will go crawling to State House at his call demonstrate the extent of his delusions of grandeur. Ultimately, no authoritarian, no matter how vicious, can escape the consequences of their own folly.
One day, Zimbabwe shall be free, and those who abuse God’s children shall be gone.</blockquote>

Noah Manyika Says He's Not Desperate To Join ED's 'Gravy Train'

South Africa’s ambassador to Zimbabwe Mphakama Mbete has warned the government that it will not succeed in attracting foreign direct investment if it fails to implement reforms and uphold the rule of law.
Mbete was speaking at the inaugural <a href="https://www.pindula.co.zw/POLAD_(Political_Actors_Dialogue)" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> Economic Summit held recently, where President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> was the guest of honour. Said Mbete:
<blockquote>… in order to attract significant flows of foreign direct investment, it is important that Zimbabwe reforms and improves its record concerning security of tenure and investment protection, repatriation of proceeds by investors, honouring bilateral trade investment agreements, the need to open up the economy to competition and optimal debt settlement.
We believe that in a highly competitive environment for foreign direct investments these … must be upheld at all times.
In our view failure to do so means that investment capital will always look past Zimbabwe to other safer havens.</blockquote>
Mbete said it was important for everyone to enter into a social contract where businesses, politicians and citizens rally behind the common vision of Zimbabwe.
He added that citizens should participate in economic development and that ultimately it is the citizens’ will which must prevail in order for any democracy to be sustainable.

SA Ambassador Lectures Zim On Reforms, Rule Of Law

Former South African President Thabo Mbeki is set to return to Zimbabwe at the end of January to resume his mediation efforts between President Emmerson Mnangagwa, MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> and other fringe political parties under the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> banner.
Mbeki’s expected second coming was confirmed by Chwani Mtetwa, first secretary for political affairs at the South African Embassy in Harare. Mtetwa told Business Times:
<blockquote>We know that former South Africa President Thabo Mbeki is supposed to be coming back at the end of this month to resume the political dialogue between <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">Zanu PF</a> and MDC leaders and we will let you know once we have information on the matter as we are in the process of communicating with him.</blockquote>
Mbeki was in the country last month supposedly on the invitation of the government but ended up meeting various political players, including Chamisa (twice) and POLAD members.
He was expected to return to Zimbabwe after the Christmas holiday but failed to turn up, with no reason being given for his no-show.

President Mnangagwa reportedly confided in some party officials that he is not keen to dialogue with the youthful MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a>, Zimbabwe Independent reports.
According to a highly placed source that spoke to the publication:
<blockquote>He has clearly told those of us he trusts that publicly he was keen to talk to Chamisa when in actual fact he is not too keen on these talks. He prefers that his administration continues as at present, since our party won the election and got vindicated by the courts when the MDC challenged the presidential poll result. He believes he has the backing of regional heads of state,</blockquote>

ED Confided In Some Zanu Pf Officials That He Is Not Too Keen To Dialogue With Chamisa - Report

MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> said that he expected to meet President Emmerson Mnangagwa face-to-face at the just-ended <a href="https://www.pindula.co.zw/Progressive_Teachers_Union_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Progressive Teachers Union of Zimbabwe (PTUZ)</a> congress held in Harare at the weekend.
Chamisa told the gathering of teachers that he came to the occasion after he was told that President Mnangagwa had also been invited. Said Chamisa:
<blockquote>When I came here I was expecting that I would have my equivalent from Zanu PF here. I was expecting to meet my partner, my brother ED.
I asked the organisers if ED was invited and they said yes, and I said if he is invited I am coming because I would like to meet him. And so I delayed … expecting him to come, but he didn’t. Hopefully, I will meet him soon.</blockquote>
Chamisa, however, said that he will not join the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a>, describing the platform as a choir against reason and logic.
POLAD is a brainchild of President Mnangagwa and is made of about 18 losing candidates in the 2018 presidential election who meet regularly to discuss various issues on governance.

MDC president <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a>‘s spokesperson, <a href="https://www.pindula.co.zw/Nkululeko_Sibanda" rel="noopener noreferrer" target="_blank">Nkululeko Sibanda</a>, said President Emmerson Mnangagwa is “dreaming” if he believes that the opposition party will join the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a>.
Sibanda said that the whole world is aware that there is no meaningful dialogue taking place at POLAD.
<blockquote>He (Mnangagwa) is dreaming. If he wants to believe what he wants, let him believe it.

On Saturday, President Mnangagwa told journalists in Harare that he will not entertain dialogue with opposition political parties outside the POLAD platform.

The permanent secretary in the Ministry of Information, Publicity and Broadcasting Services, <a href="https://www.pindula.co.zw/Nick_Mangwana" rel="noopener noreferrer" target="_blank">Ndavaningi Mangwana</a> says the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> has made notable achievements since in inception.
Posting on microblogging site Twitter, Mangwana listed what the government considers to be POLAD’s achievements as follows:

<li>The coming together of Political Actors under one banner (POLAD) and the official launch symbolised the unity of purpose.</li>
<li>The formulation of a Code of Conduct and subsequent adoption and signing of the same.</li>
<li>Visit to <a href="https://www.pindula.co.zw/Cyclone_Idai" rel="noopener noreferrer" target="_blank">Cyclone IDAI</a> by POLAD delegates led to conscientisation of the nation about the problem and the need for urgent intervention by different stakeholders.</li>
<li>Improved understanding by POLAD on issues affecting the country through an interface with the Minister of Finance and Economic Development, Minister of Industry and Commerce and the Governor of the Reserve Bank of Zimbabwe and other Government Official.</li>
<li>Acceptance and endorsement of POLAD by both SADC and AU, thereby giving impetus and relevance to POLAD as a vehicle for solving local problems without external interference.</li>
<li>Increased call for the removal of sanctions through participation at the SADC Anti-sanctions march in 
Harare.</li>
<li>Increased visibility of POLAD through social responsibility activities such as the monthly Clean-up day.</li>
<li>Increased public awareness of POLAD through extensive media coverage and debates.</li>
</ul>
POLAD was created by President Emmerson Mnangagwa as a platform for dialogue following the disputed 2018 presidential election results.
It is made up of some of the losing candidates, among them is Thokozani Khupe, Lovemore Madhuku, Brian Mteki, and Lucia Matibenga.
However, prominent opposition leaders, the likes of Nelson Chamisa, Joyce Mujuru, Noah Manyika, Nkosana Moyo, and Daniel Shumba have snubbed the platform.

Here Is What POLAD Achieved In 2019... According To The Government

The president has maintained that there will be no dialogue outside Political Actor’s Dialogue (POLAD). He further went on to say the visit by the former president of South Africa Thabo Mbeki was not to impose a dialogue outside <a href="https://www.pindula.co.zw/Political_Actors_Dialogue">POLAD</a>.
ED was speaking to members of the media at the Statehouse after delivering the <a href="https://www.pindula.co.zw/Unity_Day">Unity day</a> speech when he said:

MDC president Nelson Chamisa’s spokesperson, <a href="https://www.pindula.co.zw/Nkululeko_Sibanda" rel="noopener noreferrer" target="_blank">Nkululeko Sibanda</a> said his principal is not negotiating for positions in a <a href="https://www.pindula.co.zw/Government_of_National_Unity" rel="noopener noreferrer" target="_blank">government of national unity (GNU)</a>, but for something bigger than that.
Speaking in an interview with NewsDay, Sibanda asserted that Chamisa is negotiating for political reforms that will eliminate disputed electoral outcomes and military coups in future. He said:
<blockquote>Currently, SADC is engaged with the Zimbabwe situation through (former South Africa) President Thabo Mbeki. Chamisa is not negotiating for positions, but for something better than a Government of National Unity (GNU).
He (Chamisa) is negotiating for political reforms first to correct the record of 2018 elections, reforms that will never go back again, disputed elections, military coup and corruption. That is his agenda. Those who are thinking about positions must forget.</blockquote>
Former South African President Thabo Mbeki’s visit to Zimbabwe earlier this week raised hopes that Chamisa and President Emmerson Mnangagwa will finally meet to thrash out their differences and bring respite to the suffering masses.

MDC president Nelson Chamisa said the crisis of legitimacy and governance emanating from disputed elections is the elephant in the room that should be tackled during the envisaged dialogue between his party and ZANU PF.
Speaking to NewsDay on Thursday, Chamisa pointed to elections held in the 1980s, 1990s, and in the new Millennium whose outcomes were always disputed. He said:
<blockquote>The problem was there between Zanu and PF Zapu, it was there between Zanu PF and ZUM (led by Edgar Tekere), it was there between (the late former President Robert) Mugabe and (the late) president (Morgan) Tsvangirai and this problem is known even by my opposite number (Mnangagwa) and that must be dealt with and anything that doesn’t resolve that is simply a delayed disappointment and we can’t move away from fundamental issues.</blockquote>
Chamisa made the remarks following a visit to Zimbabwe by former South African President Thabo Mbeki earlier this week.
Mbeki was in the country ostensibly on a social visit and held separate meetings with President Emmerson Mnangagwa, Chamisa, smaller opposition parties, churches, and civil society organisations.

Chamisa: We Can't Shy Away From The Crisis of Legitimacy & Governance

MDC president Nelson Chamisa’s spokesperson, Nkululeko Sibanda said his principal is ready to engage President Emmerson Mnangagwa after the party presented its agenda for the envisaged talks to former South African President Thabo Mbeki.
Speaking to Business Times, Sibanda asserted that Chamisa has not changed his position to not participate in POLAD and will insist on having an international mediator. He said:

Former South African President Thabo Mbeki has arrived in Harare this Monday morning and met President Emmerson Mnangagwa at State House.
It is not yet clear the agenda of the meeting between the duo. Mbeki is famous for facilitating the formation of the Government of National Unity (GNU) in 2009 following inter-party dialogue which started in 2007.

Some church leaders have become latter-day prophets who see nothing wrong about the trials and tribulations the Zimbabwean masses are going through.
This was said by a political analyst, Rashweat Mukundu, who was commenting on what the role the church can play in mediating between President Emmerson and MDC leader Nelson Chamisa. Said Mukundu:
<blockquote>It is clear that some church leaders have been co-opted by those in authority, while others are seemingly attempting to genuinely have the country’s political problems addressed comprehensively.
Some are not seeing anything wrong with the evident suffering of Zimbabweans. They are the latter-day prophets who see nothing wrong about the trials and tribulations the masses are going through. They have ceased to be the conscience of society.</blockquote>
Last week, a member of the Inter-Denominational Council of Churches, Andrew Wutaunashe said Chamisa should not question Mnangagwa’s legitimacy but should join other losing presidential candidates in last year’s elections under the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a>.
Meanwhile, secretary-general of the Zimbabwe Heads of Christian Denominations (ZHOCD), <a href="https://www.pindula.co.zw/Kenneth_Mtata" rel="noopener noreferrer" target="_blank">Kenneth Mtata</a>, a few months called for talks between Mnangagwa and Chamisa as a way to end the suffering of the masses.

Foreign Affairs Minister Sibusiso Moyo has ruled out external mediation for Zimbabwe’s crises, at the same time chiding MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> for “stubbornness”.
Addressing diplomats accredited to Zimbabwe at the annual diplomatic reception on Wednesday, Moyo said:
<blockquote>Some stubbornly refuse to accept the outcome of the 2018 election; refuse to lend themselves or their ideas to the national dialogue process initiated by the President.
Some continue to call for sanctions and the diplomatic isolation of their own country, believing that only external mediation can heal the deep polarisation which continues to afflict our nation and our people.
We believe that Zimbabweans must be allowed, encouraged and afforded the space to find one another, by themselves.</blockquote>
Chamisa has consistently refused to recognise President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> as the legitimate Head of State.

SB Moyo Tells Diplomats Harare Won't Accept External Mediation

Vice president of the <a href="https://www.pindula.co.zw/Thokozani_Khupe" rel="noopener noreferrer" target="_blank">Thokozani Khupe</a>-led MDC-T, Obert Gutu, asserted that the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> interlocutors are not being motivated by the desire for filthy lucre.
Gutu was responding to reports that members of POLAD are lining up their pockets with taxpayers’ money in allowances for attending POLAD meetings. Said Gutu:
<blockquote>POLAD isn’t there to milk taxpayers’ money for the corrupt and personal benefit of particular individuals. POLAD is a national programme that is open to all political parties that fielded presidential candidates in the 2018 harmonised elections.
The notion that some of us are in POLAD in order to line our pockets is utterly false, ridiculous, malevolent and mischievous. We are not paid any allowances for attending POLAD meetings.</blockquote>
Some media reports have claimed that POLAD interlocutors have come up with a US$80 million to cater for their allowances and accommodation when they attend meetings.
POLAD was initiated by President Emmerson Mnangagwa soon after the disputed <a href="https://www.pindula.co.zw/Zimbabwe_2018_Harmonised_Elections" rel="noopener noreferrer" target="_blank">2018 elections</a> but notable politicians have snubbed it, chief among them being MDC leader Nelson Chamisa who won close to 50 per cent of presidential votes.

The ruling ZANU PF party says President Emmerson Mnangagwa will not hold bilateral talks with MDC leader Nelson Chamisa as that will be viewed as a betrayal by State House Dialogue interlocutors.
Zanu PF Secretary for Administration <a href="https://www.pindula.co.zw/Obert_Mpofu" rel="noopener noreferrer" target="_blank">Obert Mpofu</a> told The Herald that Chamisa is free to join the likes of Thokozani Khupe, <a href="https://www.pindula.co.zw/Lucia_Matibenga" rel="noopener noreferrer" target="_blank">Lucia Matibenga</a> and Brian Mteki among others, in the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a>. Said Mpofu:
<blockquote>The other parties might think we are betraying the understanding that we have come to build with them.
So, if they [MDC] have serious concerns on their part in the handling of the dialogue issues [when they join POLAD], they should raise them there; that’s where they will see the President and talk to him.</blockquote>
Chamisa has demanded direct one-on-one talks with Mnangagwa over the 2018 presidential election which he claims was rigged by the Zimbabwe Electoral Commission (ZEC)to favour the ruling party candidate.
President Mnangagwa won by the skin of his teeth, having barely managed to reach the 50 per cent plus threshold to avoid a runoff.

ZANU PF Clarifies On Why ED, Chamisa Face To Face Dialogue Won't Happen

ZANU PF secretary for administration <a href="https://www.pindula.co.zw/Obert_Mpofu" rel="noopener noreferrer" target="_blank">Obert Mpofu</a> said that the ruling party will not negotiate with MDC president <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> outside the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> platform.
Mpofu revealed this during an interview with The Herald’s Joseph Madzimure. On being asked on the discussions with the MDC officials who visited him at ZANU PF headquarters, Mpofu said:
<blockquote>We told them that if they are serious about engaging us, they should do so formally, but they should come through the Political Actors Dialogue (POLAD).
If they want dialogue they should indicate some seriousness and if they want to engage President Mnangagwa they can only do that under the auspices of POLAD.</blockquote>
Mpofu said he will not disclose the names of the MDC officials who visited him. He added that the “envoys” did not submit any written documents but only produced party membership cards.

ZANU PF Won't Entertain Chamisa Outside POLAD - Obert Mpofu

Senior MDC officials have reportedly met their ZANU PF counterparts in a move that may result in one-on-one talks between President Emmerson Mnangagwa and opposition leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a>.
Zanu PF secretary for administration, <a href="https://www.pindula.co.zw/Obert_Mpofu" rel="noopener noreferrer" target="_blank">Obert Mpofu</a>, on Tuesday confirmed to the Daily News that MDC top officials have visited the party’s headquarters to push for dialogue. Said Mpofu:
<blockquote>A few of them (MDC officials) have been here (at Zanu PF headquarters) and my position as the secretary-general of the party is that they should formalise their engagements to show that they are coming from Chamisa so that I can also progress it accordingly to my superiors.
It is a good idea that we engage (with Chamisa) … we are all Zimbabweans. The president is very clear and he means what he says (about the need to have inclusive talks).</blockquote>
President Mnangagwa and Chamisa have hitherto failed to meet even though analysts have urged the two to bury the hatchet as the only way to salvage the country’s economy which is moving dangerously downhill.

MDC Officials Visit ZANU PF HQ In Bid To Initiate ED, Chamisa Talks

State-owned daily publication, the Chronicle, has urged MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> to show maturity and respect President Emmerson Mnangagwa as legitimate.
It further contends that Chamisa is free to join the <a href="https://www.pindula.co.zw/Political_Actors_Dialogue" rel="noopener noreferrer" target="_blank">Political Actors Dialogue (POLAD)</a> platform and accept President Mnangagwa’s gesture when he congratulated the party for attaining 20 years of existence last month. In an editorial article this Friday, the Chronicle editor wrote:
<blockquote>MDC-A leader Mr Nelson Chamisa is free to join other opposition party presidents on that platform and we are sure he would be welcomed with open arms were he to honour the invitation.
In the same spirit that President Mnangagwa congratulated the MDC-A on its anniversary, the party should reciprocate the gesture by accepting that he is the legitimately elected leader of Zimbabwe.</blockquote>
Chamisa rejected the 2018 presidential election results soon after they were announced by the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission" rel="noopener noreferrer" target="_blank">Zimbabwe Electoral Commission (ZEC)</a>.
He then launched a <a href="https://www.pindula.co.zw/Constitutional_Court_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Constitutional Court</a> challenge of the results, which he also lost and rejected.

Chamisa Told To Show Maturity & Respect

MDC president Nelson Chamisa met with The Elders in Harare on Saturday after they had a meeting with President Emerson Mnangagwa. They urged the duo to engage in an inclusive national dialogue.
Chamisa confirmed meeting The Elders through Twitter where he wrote:
<blockquote>Just had a great meeting with the Elders Mama Graca Machel and former Ireland President Mary Robinson.
Fixing politics through genuine and credible political dialogue for comprehensive political and economic reforms is the only viable solution to the challenges Zimbabwe is facing!</blockquote>
Meanwhile, in a statement released by The Elders after meeting the country’s main political actors, they said:
<blockquote>The Elders urged President Mnangagwa, Advocate Chamisa and all political leaders to find a way out of the current impasse and act constructively in the interests of the whole nation.
The inflammatory language that perpetuates and exacerbates cycles of confrontation must be disavowed. All political and security forces must commit to abide by the Constitution of Zimbabwe, the rule of law, freedom of speech and the protection of human rights.
They also called on Zimbabwe’s neighbours in the Southern African Development Community (SADC) and the wider international community to hold its leaders to account in terms of their responsibility to their people.
Economic and political reforms must progress in tandem to enable Zimbabwe’s reintegration into global markets and the community of nations.</blockquote>

Chamisa Meets The Elders, Reaffirms Commitment To Dialogue

Losing presidential candidates in last year’s elections who are taking part in the Political Actors Dialogue (POLAD) said that dialogue is imperative to tackle the various challenges affecting the country.
The POLAD principals are holding a two-day validation workshop for POLAD’s strategic planning document in Mutare. ZBC News quotes some of the interlocutors as saying:
<blockquote>We believe dialogue is more important for Zimbabweans to engage. A lot of progress has been registered as there is a need for patience to turn around the process.
We are developing a clear work plan to tackle issues affecting the economy.
There is a need for all political parties to be part of the initiative as it is clear that demonstrations and violence will not solve the challenges facing the country.
It’s time for the MDC to swallow its pride and respect the people by engaging in dialogue than to cause more confusion through demonstrations.</blockquote>
Among eminent political leaders to eschew POLAD is MDC president Nelson Chamisa and former Vice President Joyce Mujuru.

Chamisa Urged To Join POLAD

A Zim Morning Post report claims that the possibility of dialogue between President Emmerson Mnangagwa and opposition MDC leader Nelson Chamisa is now dead.
The report cites its sources who said that the two politicians have been communicating through emissaries and the stumbling block has been their egos.
While the duo has expressed willingness to talk, they have differed over the 2018 electoral dispute. On one hand, a senior ZANU PF official reportedly said:
<blockquote>President (Mnangagwa) wants Chamisa to admit that he lost the 2018 plebiscite and dialogue will kick start from there but he is hitting the wall.
Mnangagwa was declared the winner of the 2018 polls not only by the Zimbabwe Electoral Commission (ZEC) but also by the Constitutional court after Chamisa challenged the result.
From the Concourt Chamisa has nowhere else to appeal and that should be the take-off point for any dialogue to take place.</blockquote>
On the other hand, sources close to Chamisa said that the electoral dispute is the genesis of the problem and cannot be sidestepped;
<blockquote>Chamisa’s starting point is the issue of the electoral dispute. As the MDC we believe we won the elections so that’s our starting point.
How do we resolve the stalemate without discussing the genesis of the problem?
Chamisa believes the problems we are facing as a country are emanating from a political dispute and what Zimbabwe needs is a political solution.</blockquote>
The opposition leader has hitherto refused to take part in the Mnangagwa-initiated Political Actors Dialogue (POLAD), a platform where little-known political candidates in the 2018 general election gather routinely.

ED, Chamisa Talks Now Highly Unlikely - Report

A senior National Patriotic Front (NPF) official has chided MDC leader Nelson Chamisa for refusing to accept President Emmerson Mnangagwa’s legitimacy.
NPF vice president, Welcome Shumba told NewZimbabwe.com that Chamisa unwittingly endorsed Mnangagwa’s Presidency when he approached the Constitutional Court in August last year.
Shumba, who is infamous for openly boasting that he was enjoying the good things by participating in the ongoing State House dialogue, said:
<blockquote>This issue legitimacy is a closed chapter some might want to see how Chamisa was the first person to legitimise Cde ED Mnangagwa by trusting in the judiciary in the country.
That means he had trust in any outcome of the court process, so he went to court, trusting in our judiciary system and the outcome was there for everyone to see.
The President was declared the winner. So in terms of legitimacy, I think that is a closed chapter. I wonder how he is demonstrating, raising that issue.
If he has got any issues, he must come to the political parties dialogue and we talk about them and move forward.</blockquote>
Shumba urged Chamisa to join the Political Actors Dialogue (POLAD), a dialogue platform initiated by President Mnangagwa.
The meetings are routinely carried out at State House and the interlocutors include losing presidential candidates in the 2018 elections.
The NPF official rebuked the MDC for engaging in street protests, claiming that they scare away investors.
