The Zimbabwe Republic Police (ZRP) in conjunction with the Harare Municipal Police, have urged vendors, car wash operators, and pirate taxis (mushikashika) to comply with city regulations ahead of the SADC Summit, reported <a href="https://www.newzimbabwe.com/police-crackdown-on-vendors-touts-car-wash-operators-ahead-of-sadc-summit/">NewZimbabwe.com</a>.
The law enforcement authorities announced the launch of a joint effort dubbed “Operation Guta Ngarigare Rakachena” during a roadshow and awareness campaign held on Rezende Street in Harare. The ZRP said:

Only licensed vendors will be allowed to operate, and we will issue yellow cards to those who fail to comply.
Repeat offenders who fail to comply will be given red cards, and the police officers conducting the operation will take them into custody.
</blockquote>
Police also warned illegal pirate taxis against unlawful pickups and drop-offs and that anyone found using touts to coerce passengers to board their vehicles would face legal consequences. Said the spokesperson:
<blockquote>
We are also targeting those who do dangerous parking, illegal picking and dropping, and obstruction.
We want to keep the city clean and orderly ahead of the SADC Summit
We encourage the public to visit the Harare Metropolitan Police Headquarters or ZRP Public Relations for more information.
</blockquote>
The police are also targeting vendors selling fruits and vegetables without licenses, as well as kombis operating in undesignated areas.
<blockquote>
We want to encourage people to sell their products at designated areas and load kombis at designated ranks, not in the streets.
</blockquote>
SADC will hold the 44th Ordinary Summit of Heads of State and Government in Harare, Zimbabwe on 17 August 2024.
During the 44th SADC Summit, President Emmerson Mnangagwa will take over the chairpersonship of SADC from Angolan President João Manuel Gonçalves Lourenço.

The police in Zimbabwe are telling street vendors, car wash operators, and illegal taxi drivers to follow the rules before a big meeting called the SADC Summit. They have a plan called "Operation Guta Ngarigare Rakachena" to make sure everyone follows the rules. If people don't listen, they will get yellow or red cards and maybe even get arrested. They want the city to be clean and safe for the summit. The police will also check on vendors and taxis to make sure they are in the right places. Police Launch Crackdown On Vendors, Touts, Mushikashika Ahead Of SADC Summit

Pelandaba-Tshabalala Member of Parliament, Joseph Tshuma of the ruling ZANU PF party, has called on the government to assist the Zimbabwe United Passenger Company (ZUPCO) in rebuilding its fleet of buses.
This, he argues, would eradicate the proliferation of unlicensed “pirate” taxis, commonly known as “mushikashika.”
Speaking in the National Assembly on Tuesday, Tshuma emphasized the need for ZUPCO to acquire all-terrain buses that can navigate both paved routes and dusty roads. Said Tshuma (<a href="https://www.chronicle.co.zw/capacitate-zupco-nrz-to-eliminate-pirate-taxis-mps/">via Chronicle</a>):

So, it would be a good thing if the Government capacitates ZUPCO with an adequate complement of buses as this will eliminate pirate taxis.
ZUPCO should be capacitated to buy more buses and they should buy buses that can operate in both urban and rural areas.
Some buses are meant for urban routes on tarred roads only. This needs to be looked into.

In addition to his call for the government to assist ZUPCO in rebuilding its bus fleet, Tshuma also implored the government to financially empower the National Railways of Zimbabwe (NRZ).
Tshuma argued that by providing the necessary resources, the NRZ would be able to acquire new locomotives and passenger trains. He said:
<blockquote>
The issue of rehabilitating our railway networks is quite important and will benefit our people. This is an issue that we have raised several times as Parliament that our roads are being damaged by large haulage trucks that carry heavy loads.
There is a need for alternatives through the provision of passenger and goods trains so that our goods are carried on locomotives.
There should be additional locomotives that ply different routes across the country. Looking at Harare which has quite a large population, there are areas like Chitungwiza, Norton, and Ruwa which are a bit far away from the Central Business District and need public transportation through the railway line.
</blockquote>
Emakhandeni-Luveve legislator, Discent Bajila (CCC), has urged Parliament to explore alternative means of ensuring ZUPCO’s viability.
According to Bajila, the move to acquire ZUPCO’s debt has failed to produce the desired results, and a new strategic approach is necessary to revive the state-owned public transport company. He said:

We need now to find a means of making sure that ZUPCO is viable, because despite the debt assumption of 20 years ago, the Debt Assumption Act, making recommendations on reforms that were going to prevent Zupco from being in debt again, ZUPCO is back in debt.
We need to say as we think of recapitalising ZUPCO, we must find other ways because the old ways we have done of saying ZUPCO is in debt, let us give them money, they buy new cars, those cars got defunct.
Again, ZUPCO has problems, we pump money. It has proven that it does not work and the ZUPCO Debt Assumption Act of 2005 is enough proof for this House to consider.

MPs Call For Government Support To Revitalize NRZ And ZUPCO

Police have arrested more than 677 rank marshals and 1 570 mushikashika drivers countrywide in an operation aimed at bringing sanity to the public transport system.
Rank marshals are individuals who operate at commuter omnibus ranks (bus terminuses) in cities, towns, and busy centres across the country and are notorious for illegally collecting money from transport operators.
Mushikashika refers to unregistered pirate taxis and kombis that dangerously pick up and drop off passengers anywhere and anyhow, causing traffic congestion and safety concerns.
Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi confirmed the crackdown against touts and mushikashika in an interview with <a href="https://www.herald.co.zw/677-touts-1-570-mushikashika-arrested/">The Herald</a> on Tuesday. He said:
<blockquote>
We have launched a countrywide operation targeting touts and mushikashika. As of yesterday (Monday), we have so far arrested 677 touts countrywide and 1 570 mushikashika. The operation is continuing until there is sanity.
</blockquote>
Commissioner Nyathi said some of the touts arrested would be fined while repeat offenders would be sent to court.
More than 40 touts, as well as bus operator Isau Mupfumi, were arrested at the weekend over the violent clashes between touts at Mutare ranks.
Mupfumi was granted US$1 000 bail by Mutare provincial magistrate Tendai Mahwe, while 49 rank marshals who were arrested over the same violent incidents, were all denied bail.
Comm Nyathi confirmed that they had received reports from transport operators about bogus police officers who were demanding a “security fee” so that they (bus operators) would not be arrested. He said:

We have received reports about some people who are claiming to be police officers and are approaching transport operators claiming various amounts of money so that they will not be arrested over the public violence case which occurred in Mutare.
</blockquote>
He said in one of the cases, the criminals demanded about US$300 cash from a Harare-based operator, who had since made a report to the police.
Comm. Nyathi warned the criminals that the long arm of the law would catch up with them and urged transport operators to report such cases to the police.

677 Rank Marshals, 1 570 Mushikashika Arrested

A mushikashika crew, a driver and his conductor have been arrested for allegedly kidnapping and assaulting two traffic police officers in Waterfalls, Harare.
The suspects, Kudakwashe Chigeregomo (23) and Emmanuel Denhere (18), both residents of Kuwadzana, kidnapped and assaulted Constables Godknows Maretawona (36) and Isaac Manjokoto (33), who are stationed at the Mbare Traffic Police Station.
The two police officers were at an intersection in Waterfalls, where they were deployed to maintain order at the busy intersection.
The cops arrested the pirate taxi driver and his conductor who were illegally carrying passengers in a grey Nissan AD van (AGE 6658) without an operator’s licence.
The two police officers boarded the car and ordered Kudakwashe to drive to Mbare Traffic Police Post at Masteps in Hopley.
Rather than complying with the police officers’ instructions, Kudakwashe drove the vehicle toward the east along Forbes Road, ultimately colliding with a precast wall of a house, which brought the vehicle to a halt.
Both Kudakwashe and Emmanuel attacked the two police officers, repeatedly striking them on the head and face with unidentified objects.
The assault was captured on video and shared widely on social media by an unidentified individual.
The cops eventually called for backup from their office and managed to subdue the suspects.
They sustained head injuries from the assault and were rushed to Sally Mugabe Hospital for treatment.
Zimbabwe Republic Police (ZRP) spokesperson Assistant Commissioner Paul Nyathi confirmed the arrest of the two men, adding that investigations into the matter are ongoing.

Mushikashika Crew Arrested For Kidnapping And Assaulting Cops In Harare

Bulawayo residents have urged authorities to consider regularising the unregistered pirate taxi operators (mushikashika) to tackle the transport crisis in the city.
The ongoing blitz by Bulawayo City Council (BCC) and police against errant kombi and pirate taxi operators has resulted in transport challenges for commuters which leave many stranded during peak hours.
The local authority together with the Zimbabwe Republic Police (ZRP) launched the operation against pirate taxis and kombis defying a directive to move to the upgraded Egodini bus terminus.
Speaking to the <a href="https://www.chronicle.co.zw/regularise-pirate-taxis-council-urged/">Chronicle</a>, Bulawayo United Residents Association (BURA) chairman Winos Dube said there is a need for the council and leaders of taxi associations to meet to map a way forward. He said:

Pirate taxis are also an interested party in the transport sector because, in some suburbs, residents rely on them for transport. Authorities must also try and engage them to regularise their operations.
These pirate taxi operators also pose a danger to human life as they are always speeding whenever they encounter police.
They should be registered in terms of the law and offered places of operation.
</blockquote>
The Mayor of Bulawayo, Councillor David Coltart said the local authority is not opposed to registering pirate taxis as long as they abide by the law. He said:
<blockquote>
If there are public entities interested in operating in the transport sector they have to apply and follow the necessary channels.
This is done to protect the people from harm, as most of these taxis are driven by unlicensed individuals.
They need to be properly licensed and go through a vetting system. We cannot, as a city, have an unregulated system that causes chaos and mayhem.
</blockquote>
The transport crisis has mostly affected commuters from the city’s northern and eastern suburbs which are only serviced by pirate taxis.
A Honda Fit driver, who plies the Matopos road route, Dumani Ndhlovu told the Chronicle that they are willing to cooperate with police and the council for them to regularise their operations.

Bulawayo Council Urged To Regularise "Mushikashika"

Thousands of commuters in Harare and other urban cities and towns are struggling to find transport to and fro work following the launch of an operation by the Zimbabwe Republic Police (ZRP) targetting unlicensed commuter omnibuses and pirate taxis (mushikashika).
Police launched the operation “Tame the Traffic Jungle” across all provinces of the country starting on 12 September 2023.
According to ZRP spokesman, Assistant Commissioner Paul Nyathi, the “operation has been necessitated by the lawlessness on the roads especially in major cities and towns”.
In Harare, some kombis were dropping off commuters before their destinations to avoid police roadblocks on major roads leading to the city centre.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200016623/police-blitz-leaves-commuters-stranded">NewsDay</a>, Tinashe Muturikwa, a commuter, said the police operation was meant to punish urban dwellers for voting for the opposition CCC. He said:
<blockquote>
We are struggling to get transport. Police are just everywhere disrupting us from getting transport home.
Personally, I feel the government is punishing us for overwhelmingly voting for CCC. It’s the same with regard to electricity.
</blockquote>
Police officers have reportedly been impounding vehicles without charging drivers or vehicle owners.
Zimbabwe Union of Drivers and Conductors president Frederick Maguramhinga told NewsDay that the operation is a noble initiative but they are not happy with how it is being implemented. He said:
<blockquote>
What is happening on the ground is that even the vehicles with the necessary documentation are now being impounded.
The process of acquiring papers is difficult because we don’t have a one-stop shop, we don’t access papers online and the papers also take time to come out.
We want the operation to have phases, for instance, vehicles that are 70% compliant are different from vehicles with zero compliance.
</blockquote>
However, Passengers Association of Zimbabwe (PAZ) president Tafadzwa Goliath commended the Government for launching the blitz. He said:
<blockquote>
Government must craft a transport policy. We don’t have one currently. But the operation is good, it might bring sanity to cities.
The operation will also protect civilians from getting robbed by drivers of cars posing as mushikashika.
</blockquote>
This is not the first time that the ZRP has launched an operation to curb lawlessness on the country’s roads in recent times.
Police have previously initiated operations to bring sanity to the roads lasting two weeks at a time, but Mushikashika returned to the road as soon are the operation came to an end.
Critics argue that these operations have failed to bring lasting solutions to “traffic jungles” in towns and have only fattened the pockets of corrupt police officers.

ZRP Operation “Tame The Traffic Jungle” Leaves Commuters Stranded

Police in Harare have urged members of the public to avoid boarding pirate taxis (Mushikashika) after a female teacher at Oriel Boys High School was robbed on Monday.
The teacher, Patricia Kutadzaushe (39) boarded a white Toyota Wish at Rhodesville Avenue intending to go to town.
Two passengers disembarked at the Cunningham Road junction, leaving Patricia, the driver, and a man who acted as the conductor.
The vehicle drove for less than a kilometre and turned off into another road.
One of the two men then informed Patricia that she had boarded a criminals’ vehicle and forced her to surrender her belongings.
She surrendered her handbag, a wallet containing US$135, a Samsung A13 and a national ID card to the robbers.
In another incident, a 36-year-old woman from Chitungwiza was robbed by occupants of an unregistered Toyota Wish vehicle in Malborough just after midday on Monday.
Violet Maradzika had just disembarked from a commuter omnibus from town at the Civic Centre when she was accosted by two men.
An unregistered Toyota Wish stopped in front of her and two men disembarked and manhandled her.
They covered her face with a black cloth and took her handbag which contained US$100 and a Samsung AS 20.

Teacher Robbed By Mushikashika Crew

Police in Midlands Province have reiterated their call to members of the public to desist from boarding mushikashika (private) vehicles, and instead resort to public transport to avoid being robbed.
This comes after a 52-year-old man was robbed of cash and a cellphone on Monday by three men who had offered him a lift in Shurugwi.
Zimbabwe Republic Police (ZRP) spokesperson in Midlands, Inspector Emmanuel Mahoko, said the assailants are still at large. <a href="https://www.newsday.co.zw/local-news/article/200012020/man-robbed-after-boarding-lift">He said</a>:
<blockquote>
The Zimbabwe Republic Police confirms a robbery case in which a 52-year-old man was robbed of cash amounting to US$385 and a cellphone on May 22 at about 1840 hours in Shurugwi.
It is alleged that Felix Matenda of Munikwa village boarded a grey Honda Fit which had three occupancy near Glow Service Station. He was travelling to Gamwa from Shurugwi.
Upon reaching the Todal Mine turn-off along the Shurugwi-Masvingo Road, the driver pulled off the road and parked the vehicle.
</blockquote>
Insp Mahoko added that one of the passengers produced a knife and threatened to kill Matenda before robbing him of money and a cellphone.
In some cases, travellers prefer boarding mushikashika because they are faster than public transport and also they can negotiate fares with the owner of the vehicle.
However, in parts of the country where roads are damaged, mushikashika vehicles are the only mode of transport available, which leaves travellers at the mercy of criminals.

Man (52) Robbed After Boarding Mushikashika Vehicle In Shurugwi

A senior photojournalist with H-Metro, Takawira Dapi was on Wednesday evening robbed of his cash and valuables at gunpoint.
Dapi told <a href="https://www.hmetro.co.zw/h-metro-journalist-robbed-at-gunpoint/">H-Metro</a> that he boarded a Mercedes Benz along Charter Road on his way home to Glen Norah. Dapi said:
<blockquote>
I just left Herald House around 11 PM going to where I normally get my transport along Charter Road.
When I got there, I saw some private cars which were loading but there was no car going to Glen Norah.
Within minutes, a Mercedes Benz arrived calling for Glen Norah passengers and it was being loaded by touts.
Immediately after I got in, someone entered using the other door.
There were now four of us and the car left.
On our way, after the flyover, as we were approaching ZBC, the passenger in the front seat suddenly pointed a gun at me. He demanded money by force.
He also ordered me to look downwards before the other ‘passenger,’ who was sitting next to me, forced me to lie down.
They asked if I had seen them and they also asked me the type of their car but I had to think quickly.
I lied that it was a Toyota Wish and that I didn’t see the number plates, they asked my name and I told them.
We moved to a place where there was no noise, the car stopped, and they searched everywhere and took everything, except my BP tablets, and glasses.
One of the guys ordered me out of the car, I was then dropped at St Mary’s School in Mbare.
I was then accompanied by a Good Samaritan in Mbare where I met a female dancehall artist Ninja Lispy who took me to Star FM.
I lost my phone and cash to these thieves.

H-Metro Photojournalist Robbed By "Mushikashika" Crew

A 33-year-old man was robbed of US$41 000 cash by three unknown men who had offered him a lift to Borrowdale, Harare.
Police said the victim’s kombi broke down near 6th Avenue and Borrowdale Road and he decided to hitchhike to complete his journey.
The robbers allegedly dumped the man near Mukuvisi Woodlands in Rhodesville, Harare and unfortunately, he could not capture the vehicle’s registration numbers.
A statement released by the police on Saturday morning, however, did not state when the alleged robbery case occurred. It said:

The ZRP is investigating a robbery case where a man (33), who had his Nissan Caravan broken down near 6th Avenue and Borrowdale Road, was offered a lift to Borrowdale by three unknown male adults who were travelling in a white Honda Fit vehicle, registration number not captured.
Along the way, the suspects diverted the root and robbed the complainant of US$41 000 cash, a cellphone, and a wallet with identification particulars before dumping him near Mukuvisi woodlands in Rhodesville.

Honda Fit Crew Robs Harare Man Of US$41 000

A 24-year-old woman from Shurugwi narrowly escaped death after she was pushed out of a speeding Honda Fit vehicle by robbers in Gweru on Sunday night.
The woman was also stripped naked and robbed of her valuables worth US$200 including US$80 cash and an Itel cellphone.
ZRP Midlands provincial police spokesperson Inspector Emmanuel Mahoko confirmed the incident to the <a href="https://www.chronicle.co.zw/naked-woman-thrown-out-of-speeding-honda-fit-after-robbery/">Chronicle</a>.
Insp Mahoko said the incident occurred on 26 March around 9 PM at Claybank Traffic Circle
He said the complainant boarded a white Honda fit at the Cathedral bus stop in Gweru intending to go to Shurugwi.
Inside the vehicle, he said, were four male occupants including the driver. He said:

The police are investigating a robbery case in which a 24-year-old woman from Shurugwi was robbed of cash and property worth US$200.
The incident occurred on March 26 around 9 PM near Claybank roundabout in Gweru
Upon reaching Clay bank roundabout, Gweru, two male adult passengers jumped from the boot and sat in the back seat beside the complainant.
</blockquote>
It is alleged that one of the robbers allegedly hit the woman on the forehead with an iron bar and took her Itel P38 cell phone, a bag containing various clothes, cash us$80 and the clothes she was wearing.
He then pushed the complainant out of the vehicle and drove towards Shurugwi. Said Insp Mahoko:
<blockquote>
The complainant then walked to Gweru Provincial Hospital where she was assisted with clothes. A report was made at ZRP Gweru Central and the scene was attended.
No arrests were made. The total value stolen is US $200 and nothing was recovered.
</blockquote>
The suspects are still at large and members of the public who might have information leading to the arrest of the four robbers are urged to report to any nearest police station.
Insp Mahoko appealed to the public to board public service vehicles as they appear to be safer than Mushikashika vehicles.

"Mushikashika Crew" Strip Woman Naked And Throw Her Out Of Moving Vehicle

Police in Harare on Monday, 27 March launched a blitz against pirate taxis (mushikashika), with several operators being arrested and vehicles impounded.
ZRP Harare Metropolitan Province spokesperson Inspector Luckmore Chakanza told <a href="https://zbcnews.co.zw/2023/03/27/police-intensify-blitz-against-mshikashika/">ZBC News</a> that mushikashika has resulted in an increase in reports of rape and robberies.
He urged members of the public to shun pirate taxis and use buses for their safety. Said Insp Chakanza:
<blockquote>
We are carrying out this blitz because we have cases of armed robbers we have those reports of rape and robberies. We are encouraging commuters to use buses.
</blockquote>
Zimbabwe Passenger Transporters Organisation Chairperson, Sam Nhanhanga said:
<blockquote>
We believe at the moment we have enough busses, we are awaiting the government to tell us what we need to do to be able to serve the urban areas.
</blockquote>
Pirate taxis became popular during COVID-19-induced lockdowns when the government monopolised public transport through the Zimbabwe United Passengers Company (ZUPCO).
ZUPCO buses and kombis were woefully inadequate and this forced the public to use mushikashika as there was no other option.

Police In Harare Launch Blitz Against Mushikashika

Members of the public say unregistered public transport vehicles and illegal taxis commonly known as mushikashika are causing traffic congestion and should be removed as a matter of urgency.
There has been an increase in the number of mushikashika vehicles which pick up and drop passengers at undesignated points causing traffic congestion on main roads during peak hours.
Mushikashika is illegal and the operators are always engaged in running battles with police in the city centre and this has resulted in serious accidents.
A survey by <a href="https://www.herald.co.zw/surge-in-mushikashikas-disrupts-city-traffic/">The Herald</a> on Monday, 20 March revealed that along Leopold Takawira Street, behind Queen Elizabeth School, there were operators ferrying people to Westgate, Marlborough, Greencroft, Avondale, Chinhoyi, Karoi and even Kariba.
Westgate roundabout was inundated with mushikashika vehicles in the form of Toyota Vitz, Toyota Wish,Toyota Noah, blocking traffic.
Other undesignated pick-up points in the city centre included the intersection of Joseph Msika Street and Robert Mugabe Road, corner Sam Nujoma Street and Leonid Brezhnev Avenue, among other roads.
Pauline Sunganoyemoyo, said things had normalised when the government banned kombies and established the ZUPCO monopoly in 2020. Said Sunganoyemoyo:

Things were getting back to normal when all public transport operators were ordered to operate under the ZUPCO franchise.
Mushikashika was low, but when the transport system was liberalised, mushikashika including kombis resurfaced and now they are a menace in the city centre.

Another citizen, Freddy Dhliwayo, urged the police to eradicate mushikashika from the country’s roads. He said:

The mushikashika operators are causing a lot of trouble in the city centre. Recently, a woman was nearly run over by a vehicle that was escaping from the police.
We want the police to act and remove all those operating in undesignated areas.

"ZUPCO Monopoly Was Better", Mushikashikas Irk Citizens

A 26-year-old woman from Avonlea in Harare was kidnapped before she was gang-raped at Botanic Gardens after she had boarded a Mushika-shika vehicle from town on Wednesday.
Police said the four men who raped the woman also robbed her of cash and a cellphone and then dumped her.
ZRP spokesperson in Harare Province, Inspector Luckmore Chakanza, confirmed the case to <a href="https://www.hmetro.co.zw/woman-gang-raped-by-mushika-shika-crew/">H-Metro</a>.
He said the victim was referred to Parirenyatwa Group of Hospitals for medical examination. Said Insp Chakanza:

Police are investigating a case involving a woman who was raped after being offered transport along Leopold Takawira Street in town to Avonlea.
Circumstances are that on March 1 at around 11 AM, the complainant boarded a black Honda Fit, at corner Leopold Takawira and Nelson Mandela, intending to go to Avonlea.
The vehicle had four men, including the driver.
The victim shared the front passenger seat with one accused.
The vehicle drove along Leopold Takawira towards Avondale and turned right into Cork Road just after Parirenyatwa Group of Hospitals.
When they reached a bushy area near the Botanic Gardens, the accused, who was sharing a seat with the complainant, demanded the complainant’s valuables
Complainant handed her Honor cellphone which had a US$10 note in the pouch.
Accused then snatched the complainant’s handbag and stole US$5.
The accused, who was sharing the seat with complainant, fondled her breasts and the other three accused disembarked from the vehicle and he raped her once without protection.
The other three took turns to rape the victim and dumped her in the garden.
She was later rescued by a passerby who took her to ZRP Avondale.

Harare Woman Gang-raped And Robbed By Mushika-shika Crew

The Zimbabwe Passenger Company (ZUPCO) at the weekend reduced inner-city fares in all trading currencies.
In Bulawayo, ZUPCO reduced fares from ZWL$300 to ZWL$250 and from R7 to R5.
Passengers Association of Zimbabwe (PAZ) president Tafadzwa Goliati commended ZUPCO for the move saying it will provide respite to commuters. He said:

This is a good move which has been taken by the Government as it will help to reduce the burden being worsened by economic hardship.

Goliati, however, urged ZUPCO to increase efficiency and deploy commuter omnibuses in areas where there is a shortage.

ZUPCO Slashes Inner-city Fares

Police in Plumtree, Matabeleland South Province, arrested 55 drivers and impounded at least 29 vehicles during a seven-day operation code name “i-number plate ingaphi/ number plate iripi” (where is the vehicle number plate?).
The operation, which covered both rural and urban areas, business centres and highways and ended on Tuesday, was aimed at curbing traffic lawlessness thereby reducing road traffic accidents.
Police said they noted that unregistered vehicles were being used to commit crimes such as armed robbery, murder, kidnapping and smuggling. Police said in a statement:

It has also been observed that the mushikashika vehicles and kombis that are being contracted to ZUPCO were carrying passengers across the district and these have removed number plates to avoid being identified.
The seven-day operation which was conducted in the district resulted in 55 arrests and 29 vehicles were impounded for infringing the temporary identification card facility.
The operation led to the confiscation of those vehicles without relevant papers.

Police in Harare have launched an operation targetting unlicensed, uninsured and unregistered motor vehicles plying the capital’s major roads.
Police suspect that the vehicles are being used to commit serious crimes such as armed robbery and hit-and-run accidents.
A memo from the Officer Commanding Police, Harare South District, Chief Superintendent, M. Majojo, reveals that the operation will also target mushikashika (pirate taxis). It reads:

It is difficult for law enforcement agencies to identify owners of unregistered vehicles after committing such crimes as they are not on the Central Vehicle Registry database.
Most vehicles plying the country’s roads are either not registered or the vehicle owners deliberately remove number plates to avoid identification.
The unregistered vehicles are being used to commit serious crimes and drivers of such motor vehicles cause chaos on the roads.
These unruly elements have reduced Harare from a Sunshine City status to a dirty and chaotic capital.
It is against this background that the district shall embark on an operation to clean up and restore sanity in Greater Harare, by arresting touts, mushika-shika operators, street car washers and car repairers operating at undesignated places.

Police In Harare Launch Operation "To Restore Sanity" On Roads

A speeding wanted robber who was driving a stolen vehicle allegedly caused the road accident that claimed six lives in Mutare recently.
According to <a href="https://www.manicapost.co.zw/robber-killed-in-accident-with-stolen-vehicle/">The Manica Post</a>, one of the Honda Fit vehicles that were involved in the accident that killed six people near Mutare Teachers’ College on Sunday morning had been stolen in Chipinge the previous week.
The mastermind of the robbery was driving the car and he died on the spot.
Zimbabwe Republic Police (ZRP) spokesperson in Manicaland Province, Inspector Nobert, Muzondo confirmed the development.
He said that the driver of the stolen vehicle was Tawanda Chitambo (31) of Chikanga 1 in Mutare.
Chitambo had stolen the Honda Fit he was driving from Takudzwa Ngqobi (20) in Chipinge on 29 August.
Insp Muzondo further revealed that police were hunting for Chitambo’s two accomplices in the robbery who were still at large. He said:

During enquiries to establish the registered owner of the Honda Fit, it was established that the vehicle had been stolen from a taxi operator plying the Mt Selinda-Chipinge route.
Investigations revealed that Mr Ngqobi was hired by the three suspects to ferry them to Mutakura Dam Turn-off.
They lied to the complainant that they wanted to visit a sick relative. The complainant agreed and charged them US$10.
When they arrived at their intended destination, the suspects ordered the complainant to drive further into the bush where they robbed him of his car, US$80 and a cellphone. They tied him up and fled from the scene.
The complainant later freed himself and made a police report.

Chitambo reportedly started using the stolen vehicle as a pirate tax and was killed in the accident on 4 September after he had picked up passengers in Mutare.

Robber Killed In Accident With Stolen Pirate Taxi

The Zimbabwe Republic Police (ZRP) has urged members of the public to desist from boarding pirate taxis (mushikashika) or using their vehicles as pirate taxis as they risk being robbed.
This comes after three men were robbed in separate incidents within Harare Metropolitan Province on 21 and 22 April where pirate taxis were involved. In a statement, ZRP said:

The ZRP reiterates that members of the public must avoid boarding mushikashika vehicles or using their private vehicles as pirate taxis as they risk falling prey to robbers.
On 22/04/22, a Harare man (25) lost property valued at US$750 after boarding a grey Toyota Wish vehicle with two occupants at the Mbudzi roundabout destined for the CBD.
Along the way, the suspects produced an unidentified pistol and a knife before they stole his property.
On 22/04/22, a complainant (37) lost property valued at US$893 to four unknown suspects after boarding a black Toyota Wish at Puma Service Station, Zengeza going to the city centre.
The suspects later parked the vehicle at Hunyani Bridge and threatened the victim with knives.
On 21/04/22, a motorist driving a Honda Fit vehicle along Liberation Legacy Way lost property valued at US$300 after picking up four passengers along the way.
The suspects grabbed the victim from behind and threatened him with a knife.

In an unrelated incident, ZRP Avondale recorded a murder case where Wayne Darimani (41) fatally assaulted his brother Leonard Karombo (46) after a misunderstanding at a beer binge at Lagoon Shops, Avondale.
Police said the suspect pushed the victim and he fell headlong and lost consciousness on 27 April this year.
The victim was sent to the hospital but his condition continued to deteriorate until he passed away.

Police Urge Motorists, Commuters To Shun Mushikashika

The Zimbabwe United Passenger Company (ZUPCO) on Friday evening apologised to motorists over its failure to provide buses to ferry them to their homes on time.
Social media platforms were yesterday evening awash with pictures of hundreds of people waiting dejectedly for ZUPCO buses and kombis at various terminuses in Harare.
In a statement, ZUPCO claimed to have managed to clear most of its ranks by 7.30 PM and blamed the transport chaos on the removal of the Mushikashika and illegal kombis. ZUPCO said:

Today we witnessed an increase in passengers as Mushikashika was taken off the road.
By 1930hrs we had managed to clear most of the ranks in Harare. We will continue to do better and help eradicate Mushikashika chaos in our cities.
</blockquote>
The transport situation has been compounded by the police who are imposing $2 000 fines on passengers who are arrested for boarding vehicles that are not registered with ZUPCO.
The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana also apologised to members of the public for the transport blues. <a href="https://twitter.com/nickmangwana/status/1434017888264982529?s=20">He tweeted:</a>

Meanwhile, MDC Alliance leader Nelson Chamisa castigated the government for creating a ZUPCO monopoly when the company clearly has no capacity to provide convenient transport for members of the public. Said Chamisa:

We said this in May 2021. It has only gotten worse. The illegal ZUPCO monopoly is heartless and evil. Command transport has failed, must fall &amp;end! Zim deserves quality. We will provide efficient world-class urban transport, trams, trains and modern buses.

The Zimbabwe Republic Police (ZRP) has launched an operation targeting pirate taxis (mushikashika) mostly unregistered Toyota Wish, Honda Fit and Toyota Vitz vehicles following an increase in armed robbery and rape cases countrywide.
National police spokesperson Assistant Commissioner Paul Nyathi police are also conducting awareness campaigns urging people to desist from boarding such types of vehicles.
He said they were concerned with such cases and that people are not taking heed of their warnings as they continue falling prey to these criminals. Said Asst Comm Nyathi:

Last Thursday at 11.45 am, a 24-year-old man was robbed of a cellphone and cash, all valued at US$487, after boarding a silver Toyota Wish at Newlands roundabout.
On the same day at around noon, a woman aged 21 was raped and robbed of US$70, RTGS$320 and other valuables after boarding an unregistered silver Toyota Wish along Chiremba Road, Hatfield.
The next day at around 11.45 am another woman aged 23 was also raped after boarding an unregistered white Toyota Wish with two men aboard near Mufakose High 1, on her way to Budiriro.

Police Launch Operation Against Pirate Taxis

A pirate taxi (mushikashika) driver allegedly committed suicide by consuming poison at Zvishavane Central Police Station after police refused to return his vehicle which they had impounded for operating in contravention of COVID-19 restrictions.
Tapiwa Manyimo (38) of Maglas suburb in the asbestos mining town was pronounced dead on arrival at Zvishavane District Hospital where he had been rushed for medical attention.
Police found a suicide note in one of his pockets which indicated that he was having sleepless nights at home as his wife was harassing him over the impounded vehicle which was his only source of income.
National police spokesperson, Assistant Commissioner Paul Nyathi confirmed the incident but said he had no full details at hand. He said:

I can confirm that there is a sudden death matter involving a Zvishavane man who committed suicide and left behind a suicide note.
</blockquote>
Chronicle reported a source close to the matter as saying the incident occurred on Saturday. Said the source:

He [Manyimo] walked to the police station and pleaded with the police officers to have his pirate taxi released but the police would not budge.
The police were insisting that all impounded vehicles will be taken to the Vehicle Inspection Department (VID) for inspection first before they are released to their owners.

Marimo then allegedly took some pesticides from his pocket before consuming some at Zvishavane Central police station before collapsing.

The Passengers Association of Zimbabwe (PAZ) has filed an appeal against a High Court judgment empowering Zimbabwe Republic Police (ZRP) officers to use spikes when dealing with errant private and public motor vehicles.
This comes after High Court judge, Justice Owen Tagu dismissed an application by PAZ, together with private taxi “Mushikashika” driver Bernard Murizani seeking a ban on the use of spikes and tear gas by the police.
Justice Tagu dismissed the application saying that banning the use of spikes by traffic police to stop vehicles refusing to obey orders to stop would be as good as legalising crime and disempowering police from maintaining law and order.

The High Court erred and misdirected itself in making a finding that the use of spikes, smashing of windscreens and throwing of teargas in public transport by the ZRP officers leading to damage to property, bodily injuries and loss of lives of passengers and other members of the public does not amount to a violation of the rights to life and to personal security as ingrained on section 48 and 52 respectively of the Constitution of Zimbabwe Amendment (No.20) Act, 2013.
The High Court further erred and misdirected itself in finding that illegal conduct of illegal transport operators, colloquially known as mushikashika justifies or necessitates the use of excessive use of force outside the parameters stipulated under section 42 of the Criminal Procedure and Evidence Act.

The appeal is yet to be heard.

Passengers' Association Appeals Against Use Of Spikes By Police

Former tourism workers who have been rendered jobless due to the effects of the coronavirus are believed to be the majority of pirate taxi drivers (Mushikashika), who have flooded roads in Victoria Falls.
The Chronicle reports that there are no commuter omnibuses (kombis) in Victoria Falls as residents prefer smaller vehicles which they say are quicker.
Mushikashika taxis are threatening to push registered operators out of business as they do not use designated pick up points in town and continuously run between routes for passengers.
The Victoria Falls Taxis Association (VFTA) has appealed to Government for a waiver of some vehicle registration fees.
VFTA chairman Victoria Mwembe told Chronicle that some of the Mushikashika taxis were once registered but are now operating illegally because owners cannot afford registration and licence fees amid low business. He said:
People are desperate and looking for money which is why we have been appealing for exemption of some fees.
<blockquote>As a taxis association, there is nothing we can do about the unregistered vehicles because a majority of vehicles here are not registered as people cannot afford to take their cars to VID or pay insurance fees.
We had wished to get assistance from Government because it is not a secret that Victoria Falls was the hardest hit by COVID-19.</blockquote>
Meanwhile, Matabeleland North police spokesperson Inspector Glory Banda said traffic police are committed to ensuring sanity prevails on the country’s roads in the best interest of reducing road carnage and a host of other offences.

The Zimbabwe United Passenger Company (ZUPCO) has increased bus fares by 100% with effect from Saturday, 5 September 2020.
Bus fares have been hiked from ZWL$8.00 to US$16.00, while kombi fares have been increased from ZWL$16.00 to ZWL$32.00 per trip.
Just over a month ago, the transport utility hiked bus fares by the same margin. ZUPCO chief executive Evaristo Madangwa said then:
<blockquote>The price of fuel has gone up and operating costs have also increased. By adjusting the fares upwards, we will be able to improve efficiency.</blockquote>
Meanwhile, illegal transport operators (Mushikashika) are charging the equivalent of US$0.50 or ZWL$45.00 for short trips which makes ZUPCO kombis cheaper in comparison.

ZUPCO Hikes Fares By 100%, Again

ZRP has announced that since Sunday it has impounded over 9 000 vehicles (combies and private cars) that are running illegal pirating services because ZUCO is the only one licensed to ferry passengers from point A to point B, The Herald reports.
ZRP further warned that they will also impound cars not displaying number plates and warned citizens about inter-province travelling by saying the country was still in lockdown. ZRP spokesperson Assistant Commissioner Paul Nyathi said:
<blockquote>Motor vehicle owners who are removing number plates to avoid detection also risk having such vehicles impounded once caught.
People should take note that the country is still under national lockdown and as such, inter-city movements remain banned. We reiterate that we don’t expect any unnecessary movements and that people should abide by the laws.

ZRP Impounds 9233 Vehicles Running Illegal Pirating Services In 1 Week

A Harare-based police officer only identified as Mukosera was run over by a <a href="https://www.pindula.co.zw/Kombi" rel="noopener noreferrer" target="_blank">commuter omnibus</a> and broke his arm in the process while attempting to arrest a tout, Phillimon Munikwa, 20, of no fixed abode.
Harare magistrate Learnmore Mapiye charged Munikwa with touting for passengers in contravention of the Road Motor Transportation Act and assaulting a peace officer.
The tout was remanded in custody to November 7 for bail application.
Mukosera allegedly jumped into a kombi Munikwa was loading and was shoved off the vehicle, hitting the tarmac and was run over by the vehicle as the driver tried to flee from the scene.
The incident occurred in the <a href="https://www.pindula.co.zw/Harare" rel="noopener noreferrer" target="_blank">Harare</a> CBD on October 14 at the corner of Robert Mugabe Road and Cameron Street (where kombis routinely pick up passengers illegally, a practice known as Mushikashika). Munikwa was arrested on October 23 at the Copacabana Bus Terminus.
