The government of Mozambique condemned the alleged involvement of children in protests, “and the veiled attempt to subvert the legitimately established democratic order and to place obstacles in the functioning of institutions and the free movement of people and goods, with disastrous consequences for the national economy”.
President Filipe Nyusi convened an extraordinary meeting of the National Defence and Security Council in response to the protests.
While acknowledging the right to protest, the Mozambican government strongly condemned actions that undermine democratic order, obstruct institutions, and hinder the free movement of people and goods, which it said were damaging to the national economy.
Mozambique has already lost an estimated 2% of its GDP due to the ongoing protests.
Opposition leader Venancio Mondlane had called for a nationwide shutdown, targeting border posts and ports, but according to <a href="https://www.news24.com/news24/africa/news/children-used-in-economic-sabotage-mozambique-govt-charges-as-opposition-protests-falter-20241114">News24</a>, by Thursday morning, the protests appeared to be losing momentum.
Key trade routes, including the Lebombo border post with South Africa, were processing goods again.
On Wednesday, protests had closed critical trade routes, including the Lebombo border post, and disrupted traffic between Beira and Zimbabwe, which relies on Mozambique for access to the Indian Ocean.
The Southern African Development Community (SADC) heads of state are scheduled to meet in Harare, Zimbabwe, for an extraordinary summit this weekend to discuss the political and economic crisis in Mozambique.
Nyusi thanked the security forces for their conduct during the protests but urged the security forces to desist from using force against demonstrators and instead “prioritise dialogue with the population and that their actions prioritise the protection of the lives and property of Mozambicans”.

Nick Mangwana, the Permanent Secretary for the Ministry of Information, Publicity, and Broadcasting Services, has issued a stern warning to The Mirror, a local newspaper based in Masvingo, suggesting that the publication will soon face consequences for its reporting.
Mangwana’s comments came after The Mirror published an article alleging that ZANU PF facilitated the participation of Zimbabweans in Mozambique’s disputed October 9 elections.
Mangwana accused the newspaper of “wantonly breaking the law with brazen frequency,” criticizing it for what he described as irresponsible reporting.
Writing in the state-controlled <a href="https://www.herald.co.zw/zimbabwe-doesnt-meddle-in-neighbours-electoral-processes/">The Herald</a>, Mangwana vehemently denied the allegations, insisting that ZANU PF does not interfere in political events in neighbouring countries.
He said that while the party occasionally sends senior officials to the region for meetings and discussions, this should not be misconstrued as an endorsement of election interference or rigging.
The controversy intensified after several people from Masvingo were caught on camera admitting to having voted in Mozambique’s elections, sparking suspicions that Zimbabwean authorities may have played a role in facilitating vote rigging. Said Mangwana:

The strange thing is that initially these accusations were not coming from any participants in the Mozambican elections, but some media outfit in Masvingo which has been wantonly breaking the law with brazen frequency.
For this outfit, the writing is on the wall. Some Mozambican political parties only latched onto this accusation much later to try to explain away their performance during the elections.
But they know the truth that Zimbabwe did not send its nationals to vote in their elections, neither did it participate in any perceived rigging exercise, real or imagined.
The tragic part of all this is that there are Zimbabweans who are willing participants in the peddling of this disinformation.
</blockquote>
Mangwana argued that these “falsehoods” not only misrepresented the situation but also put Zimbabweans living in neighboring countries at risk.
He claimed that the spreading of such claims had prompted Zimbabwe’s ambassadors in Botswana and Mozambique to issue public warnings, advising Zimbabweans living there to exercise caution.
The controversy comes amid a tense political backdrop, as Botswana held its general elections on October 30.
The elections resulted in a victory for the opposition, despite efforts by senior ZANU PF figures, including Patrick Chinamasa, who had campaigned for the ruling party.
The involvement of high-ranking ZANU PF officials in the Botswana election campaign further fueled suspicions of political interference. Said Mangwana:

Zimbabweans who spread false claims about their country’s so-called interference in neighbouring nations’ internal affairs are putting their own loved ones at risk of xenophobia.
This is why Zimbabwe’s ambassadors to Mozambique and Botswana have issued cautionary advice to Zimbabwean nationals, urging them to be mindful of their movements lest they fall victim.

Mangwana asserted that, as a member of the Southern African Development Community (SADC), Zimbabwe has consistently demonstrated its commitment to upholding democratic principles and supporting free and fair elections across the region. He said:

The country’s non-interference stance is evident in its professional participation in SADC’s electoral observer missions.
As the region continues to navigate electoral challenges, Zimbabwe’s commitment serves as a positive example for fellow member states.
The Zimbabwean Government will work with any leader democratically elected in their country according to the rules of that country. We don’t rig elections in our country or any other country for that matter.

Mangwana Threatens "The Mirror" Over Report Of ZANU PF Involvement In Mozambique Elections

Mozambique’s ruling party, FRELIMO, is leading provisional election results across all 11 provinces as of Wednesday, October 16.
Mozambicans voted for a new president and members of parliament on Wednesday, October 9. Four candidates were approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Opposition parties have accused FRELIMO of electoral fraud. Mondlane, an independent candidate and Chapo’s biggest challenger, claimed he was in the lead according to his own tally and called for a nationwide strike on Monday, October 21.
Mondlane alleged that FRELIMO aims to maintain control over the country’s resources, including finance, business, and natural resources.
Simango, the presidential candidate for the Democratic Movement of Mozambique, announced plans to challenge the election results in court.
Observers, including the International Republican Institute, reported that the election did not meet international democratic standards, highlighting issues such as vote buying, intimidation, and lack of transparency.
Chapo has urged calm among voters while they await official results, but criticism of the electoral process continues from various observers and NGOs. Final results are expected on October 24.

Mozambique Elections: FRELIMO Leads Provisional Election Results Amid Allegations Of Fraud

Mozambicans are voting for a new president in an election this Wednesday that could extend the ruling party’s 49 years in power since the southern African nation gained independence from Portugal in 1975. 
Approximately 17 million of Mozambique’s 32 million population are eligible to participate in the elections, which will include parliamentary and provincial votes across 11 provinces.
Current President Filipe Nyusi, 65, of the governing Mozambique Liberation Front (Frelimo) party, will step down after eight years in office.
He may be the last of Frelimo’s founders who fought in the liberation war, a conflict that resulted in significant loss of life.
Many young Mozambicans are expressing frustration with the existing system, seeking more job opportunities and security amid high poverty levels and ongoing armed conflict in the north.
Four candidates have been approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Chapo is viewed as a favourite to win the elections due to the advantages of Frelimo’s incumbency. Although he only entered politics in 2011, he quickly became Frelimo’s president in May 2024 after serving as a provincial governor in Inhambane. Chapo claims his experience gives him an edge over competitors.
During the official six-week campaign, which ended on Sunday, he distanced himself from Frelimo’s corruption issues and promised to restore peace in Cabo Delgado, a region affected by armed conflict. 
He also travelled to South Africa to engage with the significant number of Mozambicans living there who can vote abroad and met with leaders of the African National Congress (ANC), viewing them as historical allies.
However, many voters, particularly the youth, struggle to dissociate Chapo from the corruption and decay associated with Frelimo’s nearly 50 years in power.
In some areas, Frelimo members face hostility during campaigns, and while the party is expected to win, there are concerns about electoral fraud, with opposition parties alleging the presence of “ghost” voters on the electoral roll.
Momade is the leader of the opposition Mozambican National Resistance (Renamo), which holds only 60 of the 250 parliamentary seats and a few of the 65 municipalities.
Unlike Daniel Chapo, Momade is part of the old guard, having fought in the Mozambican civil war (1977-1992) against Frelimo and later transitioning Renamo into a political party.
Despite his age, Momade remains popular among Renamo supporters, particularly in the northern Nampula region, where he is recognized for signing peace accords that ended the Renamo rebellion in 2019.
He ran for the presidency in the 2019 elections but received only 21% of the vote, compared to President Nyusi’s 73%.
Momade contested the election results, claiming they were fraudulent, a view echoed by European Union observers.
Renamo officials criticized the municipal elections in October 2023, where Frelimo won nearly all locations.
Mondlane, nicknamed VM7, has gained a strong following among young Mozambicans, who make up two-thirds of the population.
A former deputy in the Mozambican House of Assembly, he ran unsuccessfully for mayor of Maputo in 2023 but left Renamo when Ossufo Momade did not step down.
Now running as an independent, Mondlane is supported by the Democratic Alliance Coalition (CAD), a group of nine political parties.
Many young voters express on social media that only Mondlane can bring about meaningful change. 
However, the enthusiasm surrounding him raises concerns among analysts about potential post-electoral violence, which has been common in Mozambique.
Like his competitors, Mondlane has pledged to end violence in Cabo Delgado, create jobs, and improve the healthcare system.
Simango leads Mozambique’s third-largest party, the Democratic Movement of Mozambique (MDM).
His election promises focused on creating jobs for young people by establishing factories to process natural resources, such as timber, within the country rather than exporting them.
Vote counting will begin immediately after the polls close on Wednesday, with partial results announced as they are compiled.
The National Election Commission is set to release official tallies within 15 days. Following this, contesting parties may file objections with the Constitutional Council, which will evaluate their validity.

Mozambicans Vote For New President

The Zimbabwe Republic Police (ZRP) has recovered a herd of 32 stolen cattle in Mozambique during a joint operation with their Mozambican counterparts held on July 10 this year.
In a statement, ZRP spokesperson Commissioner Paul Nyathi said the cattle were all stolen from the Zamuchaya area in Chipinge. He said:

The Zimbabwe Republic Police confirms the recovery of 32 cattle from Mozambique following a joint operation between Zimbabwe and Mozambique held on 10th July 2024 to curb stock theft cases in border areas of the two countries.
The cattle which were all stolen in Zamuchaya Area, Chipinge were recovered in Mamutse Area, Mozambique. The owner, a resident of Mufukwa Village, Chipinge, has positively identified the cattle.
The Zimbabwe Republic Police will continue to collaborate with Mozambican authorities in tackling cross-border crimes.

The police in Zimbabwe found 32 cows that were stolen from a place called Chipinge in Mozambique. This happened during a mission with the police in Mozambique on July 10th. The cows were taken from the Zamuchaya area in Chipinge. The owner of the cows, who lives in Mufukwa Village, Chipinge, was able to identify them. ZRP Recovers 32 Cattle Stolen From Chipinge In Mozambique

Front for the Liberation of Mozambique (FRELIMO) presidential candidate Daniel Francisco Chapo is set to visit Zimbabwe to meet President Emmerson Mnangagwa on July 20 ahead of his country’s elections in October this year.
Chapo (47) was nominated to succeed sitting President Filipe Nyusi, who has reached the constitutional limit of two terms.
ZANU PF spokesperson Christopher Mutsvangwa told <a href="https://www.newsday.co.zw/local-news/article/200028444/frelimo-candidate-visits-ed-ahead-of-moza-polls">NewsDay</a> that Chapo’s visit is a courtesy call “as he seeks wisdom from elders”. He said:

He is visiting all former liberation movements in southern Africa. He will be meeting President Mnangagwa. There is now so much in Zimbabwe that it is attracting attention.
With Manhize (steelmaking company) now in full swing, the port of Beira will be busy. Since 1965 under the (Ian) Smith regime, the UDI [Unilateral Declaration of Independence], Beira has never had an economic lifeline such as the hinterland of Zimbabwe (Rhodesia) because it collapsed due to sanctions.
Our export route has been Durban, some kilometres away. Now with the developments by the President — steel, lithium and the general economic revival of Zimbabwe, there is a new vitality in the Zimbabwean economy and the shortest route is through Beira and we want to restore its glory.

FRELIMO has governed Mozambique since the country attained independence from Mozambique in 1975. Said Mutsvangwa:

FRELIMO Presidential Candidate, Daniel Chapo, To Visit Mnangagwa Ahead Of Mozambican Elections

Mozambique’s ruling party, the Front for the Liberation of Mozambique (FRELIMO) has elected Daniel Francisco Chapo, governor of the province of Inhambane, as the party’s presidential candidate in the general elections on 09 October 2024, reported by the <a href="https://clubofmozambique.com/news/mozambique-frelimo-chooses-daniel-chapo-to-run-for-president-257817/">Club of Mozambique</a>.
Chapo was elected by 225 out of the 254-member FRELIMO Central Committee, as stated in the final communiqué of the meeting.
Chapo (47), will replace FRELIMO leader, Filipe Nyusi, who is also the President Of Mozambique. Nyusi can no longer run for office in these elections, as he has reached the constitutional limit of two terms.
He becomes the first “born free” FRELIMO presidential candidate, as he was born two years after Mozambique’s independence from Portugal in 1975.

According to the Club of Mozambique, Chapo was born in Inhaminga, Sofala province, central Mozambique, on January 6, 1977.

Mozambique's Ruling Party, FRELIMO, Chooses Daniel Chapo To Run For President

ZANU PF is reportedly registering thousands of Zimbabweans to vote in Mozambique’s presidential and parliamentary elections that will take place on October 9, 2024.
<a href="https://masvingomirror.com/zanu-pf-registers-thousandsfor-mozambique-elections/">According to The Mirror</a>, three of its reporters are among hundreds of Zimbabweans registered and issued plastic voter’s registration cards at a registration station at Nemamwa Growth Point on Tuesday this week. Nemamwa is just 25km South-east of Masvingo.
Gloria Salvador, a spokesperson for RENAMO, Mozambique’s biggest opposition party, said they are aware of the vote-rigging and are currently in Zimbabwe investigating the matter.
Salvador was cited as saying her party already had some of the evidence supporting the alleged rigging machinations.
Mozambique held local authority elections on October 23 won by the ruling party FRELIMO. The results were contested as rigged resulting in violent demonstrations.
The Mirror reported sources as saying the registration process at Nemanwa started on Monday, April 22 and is expected to run until April 28.
Long winding queues characterise the voter registration process and aspiring candidates are put on the waiting list and told to return the next day.
The desks used in the registration rooms were inscribed “ZANU PF”.
RENAMO’s aspiring Presidential candidate, Venancio Mondlane said he was in a meeting when The Mirror contacted him for a comment. He said:

I am in a video call meeting. We can talk as soon as I finish.
</blockquote>
He, however, was not picking phone when The Mirror later contacted him.
FRELIMO representative, Samuel Jemua dismissed the vote rigging claims and said Mozambican nationals abroad are allowed to register to vote wherever they are. Said Jemua:
<blockquote>
People are lying. All those registering are Mozambicans. Mozambicans can vote from all over the world, whether they are in Italy, Spain or America.
</blockquote>
Mozambique’s elections are run by the National Election Commission (CNE) and the Technical Secretariat for Electoral Administration (STAE).
CNE chairperson Bispo Carlos Matsinhe told The Mirror that registering Zimbabweans is a mistake when contacted for a comment.
Unlike Zimbabwe, Mozambique allows its citizens in the Diaspora to vote.
Zimbabweans who are registering to vote in Mozambique are being told that they are getting Mozambican IDs so that they will be able to freely travel in and out of Mozambique to buy old clothes for resale.
However, others boasted that they were Zimbabweans and that they had always been voting in Mozambican elections.
They were being issued with plastic cards written in Portuguese and many people don’t even realise that these are voter registration cards.
The Mirror could not get a comment from ZANU PF spokesperson, Christopher Mutsvangwa as his phone went unanswered.
ZANU PF communications director, Farai Marapira said his party cannot be involved in such an undemocratic programme and referred all questions to Mutsvangwa.
The voter registration exercise is not limited to Nemamwa alone but is also happening in other parts of the country.
Zimbabwe’s main opposition politician Nelson Chamisa said he was shocked but not surprised it was coming from ZANU PF and FRELIMO. He said:
<blockquote>
It’s shocking but not surprising. This is massive rigging of encyclopaedic magnitude. It’s a clear electoral manipulation through ballot box stuffing.
</blockquote>
MDC-T leader Douglas Mwonzora who boycotted last year’s presidential election alleging rigging, warned Zimbabweans against meddling with Mozambique’s internal politics. Said Mwonzora:
<blockquote>
It is unfair if Zimbabwean authorities are interfering with Mozambican elections. Mozambicans have the duty to choose their own leaders. This touches at the core of Mozambique’s sovereignty.
Zimbabwean authorities must stop whatever they are doing because it is not fair to the people in Mozambique.

Precious Gwangwava (56) one of the villagers who registered to vote, said she voted at Nemanwa in 2019, but this time she wants to travel and vote in Mozambique.
Robina Mudura (58) who is originally from Dande, near Mozambique, said he will vote for the ruling party so that he will be able to go to Mozambique to buy goods for resale in the next five years.
FRELIMO, the party that has been in power since Mozambique attained independence from Portugal in 1975, has yet to name its presidential candidate.
The incumbent, President Filipe Nyusi is constitutionally barred from running after serving his second and final term.
Nyusi is, however, rumoured to be seriously considering a third term. His preferred successor though is Carlos Ismael Correia.

ZANU PF Registers Thousands Of Zimbabweans For Mozambique Elections

Scores of young Mozambican men are eking out a living on the streets of Harare by selling sweets and mobile airtime vouchers.
According to <a href="https://www.newsday.co.zw/local-news/article/200021414/mozambican-hustlers-take-over-hre-streets">NewsDay</a>, the Mozambicans, popularly known as mano, which means a boy in the Mozambican language, are driven from their country by limited economic opportunities and civil war.
22-year-old Gabriel told NewsDay that in Mozambique, “there is nothing”. He added:

Here (in Zimbabwe), I can send money home, and build a future.
</blockquote>
However, “mano” face several challenges on Harare’s streets, which include competition from Zimbabwean vendors and the constant threat of arrest and deportation due to their irregular migrant status.
At times, they are exploited by unscrupulous middlemen and are always at risk of losing their wares and meagre earnings. Said 21-year-old Ricardo:

Some of the police and municipal police take advantage of us because they know that we have no proper immigration documents.
They sometimes take our stuff. It’s not easy. The competition, sometimes people don’t trust us. But we have to keep going. We have families depending on us.
</blockquote>
However, the language barrier is a minor issue as most of them come from Manica Province where a certain version of the Shona dialect is spoken.
The Mozambicans sell their products to taxi drivers and learners. Tariro Nyatanga, a young office worker in Graniteside Industrial Area, said:

Their airtime is convenient as they walk around, and their candies brighten my day. They add a bit of vibrancy to the city.
[However], it’s tough for them. They are always looking over their shoulders, worried about getting caught.
</blockquote>
In the evening, the Mozambicans retreat to their lodgings in Mbare, where they share a single bedroom and use a communal kitchen.
According to the United Nations High Commissioner for Refugees (UNHCR), Zimbabwe was, in 2021, still home to approximately 8 000 Mozambican refugees and asylum seekers who fled the country due to political instability or for other reasons.

Mozambican Hustlers "Flood" Harare Streets

Prominent Mozambican journalist João Chamusse was found dead outside his residence on the outskirts of the capital, Maputo, in what is believed to be a case of murder, reported <a href="https://www.africanews.com/2023/12/15/prominent-mozambican-journalist-murdered//">africanews</a>.
Chamusse was allegedly attacked by unidentified assailants, with neighbours claiming to have heard his desperate cries for help during the early hours of Thursday.
He was later found with a head wound, with a machete and gardening hoe close to the corpse.
Chamusse was the co-owner and editor of Ponto por Ponto, a privately owned online weekly newspaper, and he was an influential figure known for contributing critical commentary on the government via a local TV station.
The newspaper stated that its editorial director fell prey to a “knife-related murder.”
In response to this tragic incident, the Committee to Protect Journalists on Thursday urged authorities in Mozambique to thoroughly investigate the alleged murder.
Muthoki Mumo, CPJ’s sub-Saharan Africa representative, in Nairobi, said:

CPJ is deeply disturbed by the killing of prominent Mozambican journalist João Chamusse, and we extend our condolences to his family, friends, and colleagues.
Mozambican authorities should urgently and credibly investigate Chamusse’s killing and its motive, and ensure that those responsible are held accountable.

Previously, Chamusse co-founded the weekly Canal de Moçambique newspaper and worked as a reporter at the Metical newspaper edited by journalist Carlos Cardoso, who was murdered for his journalism in 2000.
Africa has witnessed instances of journalists being targeted and murdered for their work.
These acts of violence can have a chilling effect on journalism and suppress the truth, impacting society as a whole.

Prominent Mozambican Journalist João Chamusse Murdered

The <a href="https://www.sundaymail.co.zw/category/business?q=world-bank-approves-300-million-to-improve-access-to-finance-and-economic-opportunities-in-mozambique&amp;pr=248341&amp;lang=en">World Bank</a> has approved a $300 million credit for the Mozambique Access to Finance and Economic Opportunities Project or Mais Oportunidades project.
The project directly supports the Government of Mozambique’s reform initiative, Pacote de Medidas de Aceleração Económica (PAE), including through the creation of a national Credit Guarantee Fund.
The project which spans six years (2023-2029), is financed by the International Development Association (IDA).
Idah Z. Pswarayi-Riddihough, World Bank Country Director for Mozambique, Madagascar, Mauritius, Comoros, and Seychelles said:

The World Bank will support the Government of Mozambique to address multiple economic shocks and market constraints that prevent micro, small, and medium enterprises (MSMEs) and individuals, including informal workers, from accessing and using financial services and taking advantage of economic opportunities.
</blockquote>
The National Credit Guarantee Fund is meant to help banks have more money available to lend to small businesses, especially those owned by women and operating in regions or sectors that are affected by climate change. It will also promote economic growth by improving the business environment, expanding market access, and offering training and financing.
The project is expected to help create over 26,000 new jobs over six years.
The combination of credit guarantees and lines of credit aims to mobilize up to $450 million in private-sector loans to MSMEs across the country through partner financial institutions.
In addition, the project will promote financial inclusion by linking members of informal savings groups with formal financial institutions to promote sound resource management and resilience to shocks, particularly for women-owned or led businesses.
Generating enough jobs, particularly green and productive jobs, is a critical challenge for Mozambique.

World Bank Has Approved $300 Million Credit For Mozambique

Rains and winds hit parts of Mozambique on Saturday as Tropical Cyclone Freddy drew closer for the second time, according to the Mozambique National Meteorology Institute (INAM).
Freddy slowed its advance towards Mozambique and was 60 kilometres (40 miles) off the coast on Saturday morning.
INAM said cyclone Freddy reduced its speed from seven to four kph, thus delaying its entry. 
Authorities added that heavy rains and very strong winds were affecting the central provinces of Zambezia, Manica and Sofala.
The cyclone was expected to make a second landfall in Mozambique later this weekend, after a first deadly hit in late February.
It was initially forecast to make landfall on Friday night.
Guy Taylor, a spokesman for the United Nations’ children agency UNICEF, told <a href="https://www.enca.com/news/first-rains-hit-mozambique-cyclone-freddy-inches-closer-again">AFP</a> from the seaport of Quelimane, in Zambezia, on Saturday that there was already quite a substantial flooding.
He added that rain and wind had been “on and off” as Cyclone Freddy cyclone inched closer to Mozambique.   
On Friday, authorities said more than half a million people were at risk. 
The storm was forecasted to drop up to 400 millimetres of rain over the next few days, more than twice the usual monthly rainfall. 
According to the UN World Meteorological Organization (WMO), Freddy, which began life off northwestern Australia in the first week of February, was set to become the longest-lasting tropical cyclone on record.
It crossed the entire southern Indian Ocean and hit Madagascar on February 21, crossing the island before reaching Mozambique on February 24.
Following what meteorologists describe as a “rare” loop trajectory, Freddy then headed back towards Madagascar before moving once more towards Mozambique.
During the first visit, it destroyed, damaged or flooded more than 28 000 homes, affecting about 166 000 people.
In total, Freddy has so far killed at least 27 people (10 in Mozambique and 17 in Madagascar).

Rains Hit Mozambique As Cyclone Freddy Gets Closer Again

Mozambique has issued warnings of a possible tropical storm in the southern coastal province of Gaza.
Torrential rains and possible flooding are expected to start from Friday in the province.
The National Institute of Meteorology has urged residents to take precautionary measures to fortify their houses and not venture outside.
Speaking on State radio, Leonardo Duma from the institute, said the storm could affect the northern areas as well as those on the coast of the province.
He said strong winds accompanied by rains of up to 50 millimetres per hour are expected. Said, Duma:

If you have a house that is not in good condition try to fix it well in order to be able to resist these strong winds that we are predicting.
</blockquote>
In 2022, Mozambique was pummelled by extreme weather events which included Tropical Cyclone Gombe, Tropical Storm Ana, and Tropical Storm Dumako.

Mozambique Issues Warnings Of A Possible Tropical Storm In Gaza

Zimbabwe’s incapacitated public health system is now forcing locals to cross the border into Zambia and South Africa to seek medical attention.
Mbire Ward 1 councillor Christmas Kachasu said that people from Mashonaland Central are seeking medical attention in Zambia due to the high cost of medical care in Zimbabwe as well as the long distances they have to travel to get to the nearest hospital. He was quoted by <a href="https://www.newsday.co.zw/local-news/article/200002253/mps-confront-chiwenga-over-nurses-mass-exodus">NewsDay</a> as saying:

They (people) are crossing over to the Zambian side and this is because of the cost of medicines and consultation fees which are a bit lower compared to those charged in Zimbabwe.
The closest hospital we have is 140 kilometres away, and at the end of the day, people prefer to go to the other side of the border because it is about 12 kilometres to get to the waterfront and cross into Zambia and access the hospital.
</blockquote>
Chief Muzarabani, born Alfonce Chuzu, said that medical drugs are expensive in Zimbabwe compared to Zambia and Mozambique thereby forcing people to cross the border for treatment. He said:

The challenge is drugs here in Zimbabwe are expensive and are not easily found. In Mozambique and Zambia, they have adequate medicines especially to cure rabies as most of the attacks here are from dogs and hyenas.

Recently, South African politician and medical doctor, Phophi Ramathuba, complained that Zimbabweans were burdening South Africa’s health delivery system and should seek treatment in their own country.
<h2>What did Ramathuba say?</h2>
She told an unnamed Zimbabwean patient who reportedly underwent surgery at Bela Bela Hospital in Limpopo Province that Zimbabweans were putting a huge strain on the Limpopo Health Department’s budget and were treating South Africa “like a charity”. Said Ramathuba in a viral video:

You’re supposed to be with Mnangagwa, he doesn’t give me money to operate you guys. Now I must operate you with my limited budget.
When you guys are sick, you decide to cross into Limpopo. That embassy in South Africa is a charity department, that’s what gets said.
The truth is painful: Limpopo has about 5.7 million people. Most of these citizens do not have medical aid. They rely on the state.
Instead of using my limited budget for what it is meant for, we’re here sorting out something Emerson Mnangagwa must do.
This is exactly why, when the people of Limpopo want access to health systems, they cannot get it. That is angering the community.
You guys aren’t even registered here, you are not counted, some are illegals. It’s unfair. I cannot go to Zimbabwe and get help.

Zimbabweans Cross Into Zambia And Mozambique For Medical Care

Zimbabwe will send some prisoners officers for training in Mozambique, in an exchange programme, that will see the country borrow best practices from its eastern neighbour.
This was said by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi on Thursday during a courtesy call by a delegation from the National Penitentiary Services of Mozambique.
Ziyambi said Zimbabwe and Mozambique will jointly work on ways to improve the welfare of prisoners in line with international standards. Said Ziyambi:

We are going to send our officers to be trained in Mozambique and Mozambique will send their officers to be trained here in Zimbabwe.
We are having this programme with Mozambique so that they can exchange notes and see if they can borrow best practices, and implementations, within our system and vice versa.
We believe that this is a good thing, they have already started hitting the ground to familiarise themselves with our system.
</blockquote>
Ziyambi also revealed that the Government is in the process of amending the Prisons Act so that it is in sync with the Constitution.
The director of National Penitentiary Services of Mozambique, General Antonio Augusto, said he was impressed by projects being undertaken by Zimbabwe’s prisoners.

President Emmerson Mnangagwa has left the country for Maputo, Mozambique, for a three-day State visit.
Mnangagwa left Harare on Sunday afternoon accompanied by Foreign Affairs and International Trade Minister, Frederick Shava, Defence and War Veteran Affairs Minister Oppah Muchinguri-Kashiri, Transport and Infrastructural Development Minister Felix Mhona, Energy and Power Development Minister Zhemu Soda, Industry and Commerce Minister Sekai Nzenza as well as Deputy Chief Secretary – Presidential Communications, George Charamba.
He was seen off at the Robert Gabriel Mugabe International Airport by Vice President Constantino Chiwenga, a number of senior Government officials and service chiefs.
The Zimbabwean delegation is expected to sign a number of Memoranda of Understanding with Mozambican Government officials to deepen ties between the two countries.
James Manzou, the Permanent Secretary in the Ministry of Foreign Affairs and International Trade said:

Previously, relations have been at the level of the Joint Permanent Commission of Cooperation, which was headed at the ministerial level, but when the two Presidents met recently in Beira, they agreed to broaden the relations to the Bi-National Commission (BNC).

Mnangagwa met Mozambique leader, President Filipe Nyusi, two months ago during a one–day official working visit in Beira, and according to The Herald, “the two leaders agreed to facilitate the emancipation of their people through economic development.”

Mnangagwa Leaves For Mozambique On 3-day State Visit

The government has pledged 304 soldiers to the Southern African Development Community (SADC) Standby Force Mission in Mozambique to train an infantry battalion-size unit at a time.
This was revealed by Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri while briefing journalists at Defence Headquarters in Harare on Thursday morning.
She said the contingent will consist of 303 instructors and one specialist officer to the coordinating mechanism of the SADC Force Headquarters in Maputo. Said Muchinguri-Kashiri:

While other countries have to deploy combat troops, Zimbabwe pledged to assist in the training of Mozambique armed forces to enhance their capability to combat terrorism.
</blockquote>
Muchinguri-Kashiri said the contingent will be sent to Mozambique once the Status of Force Agreement has been signed.
She said in terms of Section 214 of the Constitution of Zimbabwe, Parliament will be informed accordingly.
Meanwhile, Botswana sent 296 troops to Mozambique on Monday while Rwanda, a non-SADC member, sent 1 000 troops earlier this month.
Last month, SADC resolved to send troops to fight Islamist insurgents in the oil-rich Cabo Delgado region.
The civil unrest has claimed the lives of nearly 3,000 people while an estimated 800,000 people have been displaced.

Zimbabwe Pledges 304 Non-combat Troops To Mozambique

The Southern African Development Community (SADC) is said to be unhappy with Mozambique after Rwanda last week deployed a contingent of 1 000 troops to the country’s conflict-ridden northern provinces ahead of the regional bloc’s standby force.
An extraordinary summit of the SADC heads of state and government held in Maputo last month recommended the deployment of a standby force to help the country fight terrorism in Cabo Delgado province.
But before SADC could deploy its forces, Rwanda last Friday announced that it would put boots on the ground to help stem a conflict that has claimed thousands of lives.
Rwanda’s deployment has already annoyed key members of SADC, among them South Africa, The NewsHawks reported.
South Africa’s Defence Minister, Nosiviwe Mapisa-Nqakula, said on Saturday she “regretted” that the deployment of Rwandese troops happened before SADC has deployed its force. She said:
<blockquote>Regardless of the bilateral agreement, it would be expected that Rwanda’s intervention to help Mozambique would happen within the regional mandate decided by the SADC heads of state.</blockquote>
However, Mozambican President Filipe Nyusi defended his position. Speaking during a visit to military units deployed in central Mozambique’s Sofala province on Monday, he said Mozambique is “a sovereign nation and SADC respects that”.
A leading political scientist based in Mozambique has said while South Africa’s dissatisfaction over the deployment of Rwandese forces to Mozambique was somehow justified, a US$12 million budget drawn up by SADC is not enough to finance a major operation without external support.
Adriano Navunga, director of the Maputo-based Centre for Democracy and Development, said:
<blockquote>Indeed the South Africans are not happy, understandably. The South Africans have been in the forefront with the SADC deployment to Mozambique and when the extraordinary summit of the heads of state and government endorsed the recommendation to deploy a SADC standby force to Mozambique it was also agreed that Mozambique could tap into other support from African states.
However, the understanding was that such additional support would come within the framework of SADC, not parallel to SADC. But the reality is the current Rwandan deployment is not only parallel to SADC but it has been given priority.</blockquote>
According to a leaked report done by a regional technical team, the SADC intervention force would comprise three light infantry battalions of 620 soldiers each, a light infantry battalion headquarters with 90 troops, two special forces squadrons of 70 soldiers each, 100 engineers, 100 logistics coordinators, 120 signals experts and 42 technicians, among other military personnel.
There are also helicopters as well as transport aircraft, patrol ships, a submarine and a maritime aircraft to patrol the Cabo Delgado coastline to intercept insurgents’ movements, supplies and combat their drug trafficking activities, said to be a source of financing for the insurgency.

SADC Unsettled By Rwanda’s Mozambique Deployment

President Emmerson Mnangagwa has this Thursday morning left the country for an Extraordinary Double Troika SADC Summit in Maputo, Mozambique.
The summit brings together the SADC Troika and the Troika of the SADC Organ on Politics, Defence and Security Cooperation and will discuss the insecurity in Mozambique’s Cabo Delgado province.
The SADC Troika is presently chaired by Mozambique, with Malawi as incoming chair and Tanzania as outgoing chair.
The troika of the SADC Organ on Politics, Defence and Security Cooperation has Botswana as current chair, South Africa as incoming chair and Zimbabwe as outgoing chair, which is why President Mnangagwa is attending the summit with his team.
The Double Troika summit will be preceded by meetings of ministers and senior officials.
The meeting was initially scheduled for last month but was postponed owing to the absence of Botswana President Mokgweetsi Masisi and South African President Cyril Ramaphosa.
Masisi was reportedly in quarantine, following contact with a person who later tested positive for the coronavirus, while Ramaphosa was attending to urgent domestic matters.
Today’s meeting is expected to receive a report of the technical assessment team that was deployed in Mozambique following the decisions of the SADC Extraordinary Double Troika Summit held on 8 April.

Mnangagwa To Participate In SADC Double Troika summit

Thousands of resident of the Mozambican town of Palma deserted their homes these past few days after the town was seized by militants last week, forcing residents to desert the town in fear for their lives, IOL reports.
Militants reportedly seized Palmer a town in Cabo Delgado of around 75 000 people on Wednesday, and this forced resident to leave on foot, by road and or by boat as the Islamist Insurgence that started in 2017 intensifies in Mozambique.
A man who spoke to the publication, said some people have walked for over 120 kilometres to get to a town that is close to Palma to seek refuge. Said the man to the publication:
<blockquote>Along the way… many people fell from fatigue and were unable to continue walking, especially the elderly and children,</blockquote>

While PayPal is still by far the most dominant internet payments platform globally, and therefore hard to go around if you want to receive payments, there are still some alternatives to explore. It’s important to note however those possibilities depend on your needs, what’s possible in your country.
One issue with these alternatives is that it limits the flexibility on the part of the party making the payment to you and sometimes that party may just tell you they are unable to use that alternative.

Stripe has risen in the past few years to challenge PayPal globally and will be the best alternative for a lot of individuals and businesses. In October last year, it acquired a Nigerian payments company, Paystack, effectively making it available in Nigeria and other African countries.

Paysera is a Lithuanian payments company launched in 2004 which now offers payments globally.

Also referred to as TTs for short, but also called Bank Wire Transfers this old and extremely expensive way of using banks to make payments across borders still works with a lot of businesses globally. Indeed, many will be happy to find you have this alternative. 
However, in a few regions (EU for example and the US) the paying business may complain that regulations (sanctions of perceived risk by their government) do not allow them to send TTs to certain countries.

Mozambique said its security forces repelled an attack by Islamist insurgents on a town close to the site where Total SE is building a $20 billion natural gas facility.
Bloomberg reported the country’s Ministry of Defence saying the attack took place about 21 kilometres (13 miles) from Total’s project overnight on Wednesday and is the second this month on the town of Mute in the northern Cabo Delgado province.
The insurgents, who have aligned with Islamic State, seized the port town of Mocimboa da Praia, about 42 kilometres south of Mute in August.
The conflict has already killed about 2,500 people and caused 570,000 to flee their homes since it started three years ago and the latest attack on the natural gas facility may derail the investment.
Mozambique’s government has struggled to contain the insurgency and President Filipe Nyusi has faced criticism for refusing outside help.
Leaders from the Southern African Development Community (SADC) are set to meet in January to agree on a plan to prevent the conflict from spilling across Mozambique’s borders.

Mozambique Military Fends Off Terrorist Attack Near $20 Billion LNG Project

The Ministry of Defence and War Veterans Affairs has said Zimbabwe’s intervention in the Mozambican conflict will be done within the framework of the Southern African Development Community Brigade (SADCBRIG).
SADCBRIG is a regional multidimensional peace support operations instrument as provided for by the African Union Standby Force Policy Framework.
Responding to emailed questions from The NewsHawks on reports that Zimbabwe is preparing to deploy its military to Mozambique’s Cabo Delgado province to help the country quash an Islamic insurgency that has resulted in the death of thousands and the displacement of hundreds of thousands, the Ministry of Defence said the country has contributed troops to SADCBRIG that will be deployed for such missions.

<blockquote>Please also note that intervention in that conflict will be done within the framework of the SADC Brigade.
The SADC Brigade was launched in August 2008 and is made up of military, police and civilian members from the SADC Member States.
Zimbabwe, as a Member State, contributed troops and equipment to the Brigade that will be deployed for such missions.
The Brigade participates in peace support missions which include: Observation and monitoring of the situation; Interventions for peace and security restoration and at the request of a Member State; and Actions to prevent the spread of conflict to neighbouring states, or the resurgence of violence after agreements have been reached.
The SADC Brigade serves in peace-building efforts including post-conflict disarmament and demobilisation and humanitarian assistance in conflict areas and areas impacted by major natural disasters.
The SADC Brigade operates as a tool of the SADC Organ on Politics, Defence and Security Cooperation and receives its guidance from the SADC Committee of Chiefs of Defence Staff and the Committee of SADC Police Chiefs.</blockquote>

Zimbabwe To Intervene In Mozambique Under SADC Brigade Framework

Zimbabwe is preparing to deploy soldiers to fight an Islamic insurgency in neighbouring Mozambique’s Cabo Delgado province, with plans for the deployment already formally underway in the Zimbabwe National Army (ZNA).
The NewsHawks quoted a high-ranking military source saying Zimbabwe Defence House officials are holding meetings regularly to analyse the risks of placing boots on the ground in Mozambique. The official said:
<blockquote>Meetings are being held on a regular basis and we are most likely to intervene in the war.
What is worrying most is that most Sadc countries are reluctant to send troops to Mozambique, understandably so because they have very little, if anything, to lose from it while we stand to lose the most given how strategic the country is to our own economy.
The other countries can afford to relax, as they are doing, but we cannot afford that luxury.
There are preparations going on and indications are that if things continue to worsen, we will send troops there.</blockquote>
Mozambique is of huge strategic importance to Zimbabwe, with the Mutare-Beira trade corridor providing Harare with the shortest route to the sea.
Zimbabwe has a history of intervening militarily in Mozambique as its military helped end Mozambique’s 16-year civil war in 1992.
The insurgency forced Mozambican President Felipe Nyusi to seek urgent military assistance from Zimbabwe.
The Mozambican military currently relies on mercenaries under the command of former Zimbabwean army colonel Lionel Dyck’s South African-based private security company, Dyck Advisory Group.
Reports indicate that up to 2 000 people have been killed and about 430 000 have been left homeless in the conflict in the mainly Muslim province since 2017.
The militants, from the Al Sunnah wa Jama’ah (ASWJ), are linked to the Islamic State (IS) group which is fighting to establish a foothold in southern Africa.

Zimbabwe Prepares To Deploy Troops In Mozambique

Three returnees who recently escaped from Marymount Teachers College quarantine centre were stopped from entering Mozambique by the neighbouring country’s authorities.
One of the escapees who was later arrested later quarantined at Mutare Teachers College told police that they had travelled to Mozambique to buy groceries.
Manicaland provincial minister Ellen Gwaradzimba confirmed the incident last week. She said:
<blockquote>One of the returnees who escaped but was later located at Mutare Teachers College quarantine centre is the one who later provided information and leads as to who these people are.
What he said is that this group of three was on a mission to go to Mozambique to buy some items as illegal border crossers.
They were apprehended and chased back by the Mozambican authorities before they reached their destination to conduct their business.</blockquote>
Gwaradzimba called for a thorough inspection of the quarantine facilities to ensure there was adequate security.

President Emmerson Mnangagwa, as the Chairperson of the Southern African Development Community (SADC) Organ on Politics, Defence and Security Co-operation (OPDSC) is set to host a one-day Extraordinary Troika Summit in Harare on Tuesday.
In a statement this Monday, the Minister of Foreign Affairs and International Trade Sibusiso Moyo said the Summit, which will consider the security situation in Mozambique, will be attended by Zambian President Edgar Lungu, President of Botswana, Dr Mokgweetsi Masisi, and the President of Mozambique, Filipe Nyusi. The statement read:

ED To Host SADC Extraordinary Troika Summit Over Jihadist Menace In Mozambique

MDC vice president Tendai Biti argues that the reported unilateral deployment of Zimbabwean troops to fight terrorists in Mozambique’s Cabo Delgado region is not only illegal but foolish and costly.
Biti says the Southern African Development Community (SADC) should be involved as a whole instead of Zimbabwe’s adventurism. <a href="https://twitter.com/BitiTendai/status/1256662941077852166" rel="noopener noreferrer" target="_blank">Said Biti</a>:
<blockquote>The reported deployment of Zimbabwean troops in Mozambique represents further reproduction of illegalities ill-thought actions by the regime. Assuming there is an urgent military situation in Cabo Delgado surely the region collectively must act. A meeting of SADC must be held.
The SADC Organ on Defense and Security should surely have met. This kind of unilateralism which we saw during the DRC civil war is foolish and costly and against the basic tenets of international law.
Wars are protracted and costly. The involvement of the region as a precondition to any involvement.
Further, any involvement should only have been part of a SADC Mission and nothing else. Parliament should be notified and the constitution should be followed.
But Zimbabwe is in COVID war (sic) and can’t even afford basic PCR Tests. This move is total madness. Zimbabwe can’t afford unilateralism nor a war.</blockquote>
Biti further contended that the same people who plunged the country into the DRC Civil War in order to loot the country’s mineral resources are at it again, now in Mozambique. Biti added:
<blockquote>History has now shown that Zimbabwe’s participation in the DRC war was not based on Pan Africanist solidarity but greed and avarice. UN Reports expose the massive looting of diamonds and bauxite that took place under cover of that war. Regrettably, the same characters are now in Mozambique.</blockquote>

Zimbabwe's Deployment Of Troops In Mozambique Not Only Illegal But Foolish And Costly - Biti

There are reports claiming that the Zimbabwean government has deployed soldiers to northern Mozambique to help fight an Islamic insurgency that erupted a few years ago.
A legal expert says such a deployment would be ill-advised as the country is broke and reeling on account of the COVID-19 pandemic and cannot even feed its citizens.
Academic and constitutional law expert, Alex Magaisa explains the law concerning the deployment of armed forces as provided for in the national Constitution. <a href="https://twitter.com/Wamagaisa/status/1256617816469516288" rel="noopener noreferrer" target="_blank">He writes:</a>
<blockquote>I understand Zimbabwean troops have been deployed in Northern Mozambique to assist the host government in its defence against insurgents. This thread outlines the law concerning the deployment of armed forces as provided for in the Constitution.
The President, in his capacity as Commander in Chief, has the power to deploy armed forces outside the country “to defend the territorial integrity of a foreign country” or “in defence of Zimbabwe’s national security or national interests” (section 213(3).
However, the President is required to inform Parliament “promptly and in appropriate detail the reasons for their deployment” and “the country they are deployed”. The question therefore is whether Parliament has been informed. COVID-19 complicates issues but it can be done.
Parliament has the power to cause a rescission of the deployment (section 213(4) &amp; (5). In lay terms, this means Parliament can stop/reverse the foreign deployment. But this requires special majority vote (two-thirds of the total membership of Parliament).
This legal power is however theoretical at best in the current political dynamics. With a two-thirds majority, ZANU PF is in full control of Parliament &amp; its members are unlikely to question their boss.
The main question is practical &amp; economic: the country is broke &amp; it’s reeling on account of the COVID-19 pandemic. It can’t even provide for citizens. How is the war funded and by whom? These are the practical questions which must seize our political &amp; civic representatives.</blockquote>

Zimbabwe Sends Troops To Fight Insurgents In Mozambique - REPORT

Defence and War Veterans Affairs Minister <a href="https://www.pindula.co.zw/Oppah_Muchinguri" rel="noopener noreferrer" target="_blank">Oppah Muchinguri-Kashiri</a> is leading the SADC Elections Observer Mission (SEOM) to Mozambique’s general elections set to be held on the 15th of October this year.
This was revealed by Shepherd Gwenzi, the spokesperson in the Ministry of Foreign Affairs and International Trade. He said:
<blockquote>The Republic of Zimbabwe, as Sadc Chair on the Organ of Politics, Defence and Security Cooperation will lead the Sadc Elections Observer Mission to the presidential, provincial and legislative elections to be held on October 15, 2019, in Mozambique.
As mandated by His Excellency, President Mnangagwa, the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, Minister Muchinguri-Kashiri, the Minister of Defence and War Veterans Affairs will lead the SEOM to the Republic of Mozambique from the period running from 2-22 October 2019.</blockquote>
