The Auditor-General, Mildred Chiri, has implored accounting professionals to shun corruption, saying dabbling in corrupt activities can jeopardise one’s career.
Chiri made the remarks while speaking at the 2022 Premier Business School (PBS) awards ceremony in Harare last Thursday.
She urged accounting professionals who were awarded the Association of Chartered Certified Accountants (ACCA) certification to use the skills they had acquired to help rebuild the country’s economy. Chiri said:

Go out there and be ethical accountants with integrity. Corruption kills both yourself and the country.
Don’t be involved in corrupt activities that jeopardise your career, and do not aspire to acquire wealth at any cost.
We have seen many scandals in the private and public sectors, some of which were perpetrated by qualified accountants.
We don’t expect that from you as products of Premier Business School.
Integrity and ethics should be the backbone of any accounting professional.
Without integrity and ethics, you cannot be a successful accountant or finance person.
The profession requires high levels of discipline, and without integrity, it is almost impossible for you to achieve sustained success.

Auditor-General Urges Accountants To Shun Corruption

Legal think tank Veritas has criticised the Ministry of Public Service, Labour and Social Welfare for failure to fully utilise its 2021 budget allocation and also failure to relay donated equipment to targeted recipients.
The Ministry failed to exhaust its share allocated in the year 2021 budget even when there were millions of people who were in dire need of assistance considering that the country was being ravaged by COVID-19.
This was revealed in the Report on Appropriation Accounts, Finance, and Revenue Statements and Fund Accounts by Auditor General Mildred Chiri.
In its latest publication, Veritas noted that the Ministry failed to fully utilise its allocated budget. It said:

Ministry failed to fully utilise its allocated budget. The Ministry was allocated a total of ZW$ 7,382,629,000 in the 2021 financial year and its total expenditure was ZW$ 5,867,713,446.
This means at the end of the year, the Ministry had ZW$1,515,915,554 that was unspent, which is disturbing considering how many families, pensioners and persons living with disabilities had to go without food at the height of the COVID-19 pandemic, and how many schoolchildren had to leave school through non-payment of fees.

On education assistance, the ministry did not follow laid down procedures in paying school fees under the BEAM programme. Said Veritas:
<blockquote>
The Auditor-General noted that the Ministry did not follow laid down procedures in paying school fees under the BEAM programme, which is designed to facilitate the enrolment of orphaned and vulnerable children in school by paying their school fees, school levies and exam fees.
The Ministry made overpayments amounting to $794,842 under the BEAM programme, to a number of schools due to a lack of scrutiny of invoices upon payment.

In response, the Ministry said that the overpayments were being recovered.
Veritas also observed that the Social Welfare Ministry failed to correct past mistakes and repeated them again in 2021. It said:

The Auditor-General made a worrying note that the Ministry had not addressed most of the issues raised in the previous financial year.
Of the seven issues raised, the Ministry had addressed only one; three were partially addressed, and three had not been addressed at all.
For example; double payments dating back to 2018 had been partially recovered, but more double payments were made in 2021.
Expenditure reconciliations were not done again in 2021, payment vouchers were again not submitted for audit and for the third year running the Ministry did not have an information technology policy or an IT plan.

Veritas Criticises Social Welfare Ministry For Failing To Fully Utilise Budget

Auditor-general (AG) <a href="https://www.pindula.co.zw/Mildred_Chiri">Mildred Chiri</a> has exposed the rot in the country’s health sector noting issues such as a shortage of personnel and ambulances as well as unauthorised expenditures.
The audit report on the appropriation accounts, finance and revenue statements and funds accounts for 2021 comes at a time when South Africa is accusing Zimbabweans of straining the neighbouring country’s healthcare facilities.
In her report, Chiri said:
<blockquote>
i). the Harare Government Dental Centre, which is the country’s largest referral centre, is operating below capacity with insufficient human resources and equipment.
ii). the facility offers oral health services to patients and provides training and internship to dental technicians, therapists and assistants.
iii). it requires 8 dental chairs and 8 dental mobile carts, but it only has 1 of each.
iv). it also requires 4 autoclaves (sterilising equipment), 4 air compressors for dental procedures and 2 dental X-Rays, but it had none. The dental centre also has no water and power backup.
v). the number of dental therapists and assistants had significantly declined, a situation that may see the country having no therapists. 30 therapists should be trained each year, yet in 2019, 15 therapists were trained and in 2020, 10 therapists were trained.

Chiri also said she had reported in 2018, that Masvingo and Gweru provincial hospitals failed to support creditors’ balances as they did not maintain creditors’ records. The situation is still the same.
<h2>Unsupported expenditure:</h2>
Chiri also exposed unsupported expenditure at 11 health institutions visited in 2018 which incurred expenditure amounting to $160 295 that was not fully supported by source documents such as requisitions, invoices or receipts as well as goods received notes.
Nine health institutions visited in 2018 incurred expenditures amounting to $143 154 without seeking competitive quotations and subsequently compiling comparative schedules.
Also, the health institutions had no service level agreements in cases where the acquisition of goods and services was from a sole supplier.
Analysts fear that the crisis might worsen if the government goes on with the Private Voluntary Organisations (PVOs) Amendment Bill which will likely chase away donor funding from the sector.

Auditor-General Chiri Exposes The Rot In Zimbabwe's Health Sector

The latest audit report by Auditor-General Mildred Chiri has revealed that the majority of residents in Zimbabwe’s major urban areas are drinking sewage-contaminated water due to poor management systems by local authorities.
Audit findings from an assessment by the Auditor-General on six major cities in the country for the period 2013 to 2017 indicated that failure to attend to sewer blockages timeously resulted in the contamination of drinking water and outbreaks of waterborne diseases. Chiri said:
<blockquote>The assessment of the urban local authorities’ management of sewerage system revealed a number of weaknesses which contributed to the increase in the number of sewer blockage complaints from consumers.
If local authorities fail to attend to blockages within the stipulated eight to 24 hours, raw sewage is lost into the environment before reaching the treatment plants, thereby contaminating water bodies.
According to interviews conducted, engineers cited that they were doing more of reactive maintenance rather than planned maintenance.</blockquote>
Chiri also noted that local authorities do not have modern equipment and technologies for sewer system inspection and maintenance.
As a result, the government was losing about US$194 million annually owing to poor sanitation practices.
The Auditor-General urged urban local authorities to procure online equipment for sewer inspection to minimise sewer blockages.

A senior government official on Monday suggested that Auditor-General Mildred Chiri’s audit reports could not be trusted.
The acting Finance secretary, Zvinechimwe Churu, appeared before Parliament’s Public Accounts Committee to answer questions relating to issues of financial impropriety in his ministry where US$3,2 billion was unaccounted for in 2017 and 2018.
When Committee Chair, Tendai Biti reminded Churu that the AG (Chiri) in her report concluded that the Ministry made allocations of US$3,2 billion to line ministries, which had not even requested for the amounts and without providing her with supporting documents, Churu responded:
<blockquote>I am surprised by those audit observations by Chiri.</blockquote>
Biti advised Churu to withdraw his statement as he was implying that Chiri lacked integrity. Said Biti:
<blockquote>We cannot accept that you accuse the AG of lack of integrity and if you continue to do that then we are finished as a country because you cannot challenge audit reports.
We advise you that you withdraw any statement that seeks to impeach on, directly or indirectly an insinuated attack on the AG.</blockquote>
Churu however, denied that he was questioning Chiri’s integrity. He said:
<blockquote>I did not attack the AG. I am only saying can you also please give the Accountant-General in the Ministry of Finance Daniel Muchemwa the benefit of the doubt.
I have a lot of respect for this committee and MPs, but it is also unfair for MPs to say they have a position on my character.</blockquote>

Senior Govt Official Casts Doubt On Auditor General's Integrity

The much-awaited NSAA Audit Report has revealed that the parastatal’s housing and vehicle loan schemes were abused.
According to the company’s Human Resources Management Guidelines, the housing loan benefit entitlement is capped at 3.5 times the annual basic salary.
However, these guidelines were flouted in the case of Daisy Madume, Personal Assistant to the General Manager. The report reads:
<blockquote>Ms Daisy Madume, a Personal Assistant to the General Manager, benefited more than her entitlement based on her salary as of February 2018.
Based on her February 2018 monthly basic salary of US$3 500, her housing benefit should have been capped at US$147 000 yet she was availed a loan amounting to US$189 000.
She used the credit to purchase a house costing US$151 291 and had a balance of US$37 710 to spare.
The loan benefit was calculated at 4.5 times the annual salary instead of the approved 3.5.
The loan was recommended by the General Manager, Ms Chitiga and approved by Mr Matongera.</blockquote>

NSSA Housing And Loan Benefit Guidelines Were Ignored

In a notice published in the Government Gazette on Friday, Finance and Development Minister Patrick Chinamasa announced Government has extended Auditor General Mrs Mildred Chiri’s term of office to February 2023, after Parliament approved her nomination by President Emmerson Mnangagwa.
The notice reads:
<blockquote>It is hereby notified, in terms of section 310 (1) as read with section 340(1)(a) of the Constitution of Zimbabwe Amendment (No.20) of 2013, that the President, with the approval of Parliament, has reappointed Mildred Chiri as Auditor-General with effect from 26th February, 2017, for a period of six (6) years ending 25th February 2023.</blockquote>
Chiri briefly left last year after former President Mr Robert Mugabe attempted to replace her with former Industrial Development Corporation (IDC) General manager Mr Mike Ndudzo who was rejected by Parliament.
