ZANU PF national political commissar Mike Bimha has said the “2030, vaMnangagwa vanenge vachipo” slogan was not recognised in the party.
Members of the ruling party believed to be from a faction aligned to President Emmerson Mnangagwa launched the “2030, vaMnangagwa vanenge vachipo” (Mnangagwa will still be in office) campaign this year.
Some observers interpret this move as an attempt by the faction to amend the Constitution, enabling Mnangagwa to seek a third term in the upcoming 2028 general elections.
However, in an exclusive interview with <a href="https://www.newsday.co.zw/local-news/article/200025945/zanu-pf-shelves-thank-you-rallies">NewsDay</a> on Friday last week, Bimha said the “2030, vaMnangagwa vanenge vachipo” slogan did not come from the party’s commissariat. He said:

The commissariat never said we have a new slogan. I don’t know. It didn’t come from the commissariat. People are free to express themselves in their own way.
I want to suppose that they are saying in 2030 VaMnangagwa will still be alive and I think it’s a good wish for him to be still alive even beyond that. There is no problem with that.

Bimha also ruled out the possibility of an election before 2028, saying ZANU PF respects the Constitution. He said:
<blockquote>
ZANU PF follows the Constitution. Elections come every five years. We had elections and we won those elections. Elections will come again in 2028 and we will win anyway. That is where we are.
We are always ready for any election, even if it comes tomorrow, we are ready. What happens soon after the elections is that our focus changes.
We are focusing on economic issues, fulfilling the promises that we made to our electorate and also ensuring that the government in particular delivers on those promises.

Some political commentators say when Mnangagwa said “2030 ndeendichipo,” he was expressing his commitment to remain in power until the year 2030. The phrase translates to “I will still be around in 2030” in ChiKaranga (a Shona dialect).
Section 91 of the constitution outlines qualifications for presidential candidates. It explicitly states that an individual is disqualified if they have already held the office of President for two terms, regardless of whether those terms were continuous or not.
Section 328 (7) of the constitution further restricts incumbents from benefiting from any constitutional amendment that extends the length of time in office.
In other words, even if ZANU PF was to amend the constitution to allow third terms, Mnangagwa, as the incumbent, would not benefit from such an extension.
The legal precedent set by the case of Mupungu v Minister of Justice and others (CCZ07/21) sheds light on this matter.
In that case, the court ruled that prescribed term limits cannot be extended to apply to sitting incumbents without contravening section 328 (8) of the constitution.
Meanwhile, Mnangagwa earlier dismissed the claims that he wants to run for the third term saying he abides by the Constitution which limits the Presidency to two terms.

ZANU PF Disowns New Mnangagwa Slogan

The ZANU PF party has issued a stern warning to its members regarding unauthorised communication.
In a recent statement, the national political commissar, Mike Bimha, emphasized the need for discipline and adherence to party communication protocols.
Bimha said this unauthorised communication undermines the party’s cohesion and decision-making process. He said:

The Party notes with concern that certain party officials and members have taken to releasing Statements on behalf of the party on major issues without prior consultation or authorisation.
Recently, the press was awash with comments made by the P.C. for Harare Province on prospective By-Election candidates, primary election dates and the re-structuring exercise without the authority of the National Department of the Commissariat. This is a pre-emption of Party decisions and is unacceptable.
Other examples obtain, notably, the commenting by party officials on the new sanctions regime by the United States of America.
This was done without consultation nor authorization and it led to a garbled message which was corrected when our President and First Secretary, His Excellency, President E. D. Mnangagwa made a statement regarding the matter thereof.

Bimha said while the party appreciate the revolutionary zeal of its members to defend and represent the party, they must maintain discipline in their conduct.
He said party members should recognize that the Department of Information and Publicity, along with Heads of Departments, are the authorized spokespersons on policy issues and decisions. Said Bimha:

Whilst we acknowledge the revolutionary zeal to defend and represent the party we, however, urge discipline in our conduct.
Party members are reminded that the Department of Information and Publicity and, or Heads of Departments are the officially mandated people to speak on behalf of the Party on Policy Issues and the decisions thereof.
Members are hereby warned against assuming roles that are ultra vires their mandate and limits of discretion.

Bimha said to prevent unnecessary confusion, party members should seek guidance and adhere to party protocol when faced with uncertainties or issues of interest.

ZANU PF Warns Members Over Unauthorised Communication

ZANU PF political commissar, Mike Bimha, has urged people to vote in large numbers for the ruling party in the upcoming February 3 by-elections. He called on party members to support their candidate, Edgar Ncube, in the Mkoba North constituency, the <a href="https://www.chronicle.co.zw/cde-bimha-appeals-for-zanu-pf-vote-in-by-elections/">Chronicle</a> reported. Bimha expressed concern about the low voter turnout in previous by-elections and emphasised the need to change this trend.
Addressing a Press conference after meeting the party’s Midlands provincial team that is campaigning for Edgar Ncube, Bimha said:

We would like to appeal to our party members to come in their numbers on February 3 and vote for the party and our candidate for Mkoba North Cde Ncube.
We want to change this hence we are calling on all our registered voters in Mkoba North to all come and vote for Cde Ncube so that he wins resoundingly. I would like to appeal to our Women’s League, Youth League and War Veterans to continue to give support to our provincial teams.

The party has been actively preparing for the campaigns since the announcement of the by-election date. Bimha called on provincial structures across the country to play their part in mobilising support. He expressed the party’s commitment to strengthening its position with each election, noting that their improved performance in the previous elections was a sign that ZANU-PF is delivering on its promises. The party has in the past been accused of failing to deliver electoral promises.

The by-elections are taking place in six constituencies -Pelandaba-Tshabalala in Bulawayo, Mkoba North in the Midlands, Chegutu West and Zvimba East in Mashonaland West and Seke and Goromonzi South in Mashonaland East. The by-elections are being held to fill vacant posts left by the Citizens Coalition for Change (CCC) officials who were recalled by Sengezo Tshabangu, the party’s disputed interim Secretary-General. 
Meanwhile, the High Court ruled yesterday that 23 CCC Members of Parliament who were recalled last year are not eligible to contest in the by-elections representing the CCC. If they do not take further legal action, they won’t be on the ballot paper for the February 3, 2024 by-elections.

ZANU-PF Urges Massive Voter Turnout In By-Elections, Expresses Commitment To Deliver Promises

ZANU PF has officially announced the candidates who will contest in the February 2024 by-elections in the Chegutu West and Zvimba East constituencies in Zimbabwe. The two parliamentary seats became vacant after Eddie Chivero and Oliver Mutasa were recalled by the opposition Citizens’ Coalition for Change (CCC).
In a letter dated December 16, 2023, ZANU PF national political commissar Mike Bimha informed Mary Mliswa-Chikoka, the party’s Mashonaland West chairperson, that Wellington Shakemore Timburwa and Kudakwashe Munhanzva will represent the party in Chegutu West and Zvimba East, respectively. Bimha wrote:

This letter serves to notify that following their victory in the primary elections, the under-listed candidates shall represent the party on the 3 February 2024 by-elections, (a) Chegutu West constituency Wellington Shakemore Timburwa, (b) Zvimba East constituency Kudakwashe Munanzva.
In view of the above please facilitate the filing of Nomination Court papers and to start preparations for the by-election campaigns.

The announcement puts to rest the speculation that former Chegutu West Member of Parliament (MP), Dexter Nduna, would challenge his disqualification to stand as the party’s representative. Nduna had expressed optimism about reversing the decision, but ZANU PF disqualified him from contesting the primary election for reasons that remain unknown, according to <a href="https://www.newzimbabwe.com/zanu-pf-picks-by-election-candidates-ahead-of-nomination-court-sitting/">NewZimbabwe</a>.
In addition to the parliamentary by-elections, ZANU PF has also announced candidates for several local council ward by-elections. Mliswa-Chikoka stated that despite some disruptions caused by rain, the internal polls were conducted fairly and freely. She said people were able to vote for their preferred candidates despite the weather conditions. She added:

This clearly shows that the democratic process is what we followed. Everyone is happy with the candidates who have energised the electorate.

The Nomination Court, which receives papers from potential candidates, is set to sit on December 18 (today).

ZANU PF Announces Candidates For February 2024 By-elections

ZANU PF has dismissed self-exiled former political commissar <a href="https://pindula.co.zw/Saviour_Kasukuwere">Saviour Kasukuwere</a>‘s presidential ambitions as a futile exercise that will fall “flat on the ground”.
Kasukuwere successfully lodged his nomination papers with the Zimbabwe Electoral Commission (ZEC), and reports suggest he has the support of ZANU PF members particularly in his home province, Mashonaland Central.
However, speaking in Harare on Thursday, ZANU PF political commissar <a href="https://wiki.pindula.co.zw/Mike_Bimha">Mike Bimha</a> said Kasukuwere will eventually sink into oblivion after leaving the party. <a href="https://www.newzimbabwe.com/it-is-cold-out-there-zanu-pf-tells-kasukuwere-as-former-commissar-vies-for-presidency/">NewZimbabwe.com</a> quoted Bimha as saying:

One has to go back to the history of our party you had people who were probably holding very senior positions in ZANU PF and doing well in terms of making contributions to the party and having gone through the rank and occupying senior positions and one by one when they felt that probably they were big enough to go high to the top some of them left the party started their own parties and contested but history has it that one after the other they fell flat on the ground and that has been the history.
This is the history of ZANU PF and that is the end of you. It is very cold out there. You might have the support when you are within ZANU PF but when you go out of ZANU PF that support disappears because it is ZANU PF which is strong, it is ZANU PF that is popular not an individual and that is the fate that will also befall the colleague.

Kasukuwere Will 'Fall Flat On The Ground' - ZANU PF

ZANU PF parliamentary candidates and senior officials have expressed concerns that the country’s economic crisis and currency instability could result in the loss of some seats in the upcoming general elections, NewsDay reported.
During the party’s week-long induction workshop that ended recently in Gweru, party officials, particularly parliamentary candidates, criticized Finance Minister Mthuli Ncube for failing to address the nation’s crises. NewsDay was told:
<blockquote>
Ncube was grilled over the failing economy and inflation.
Ncube was told that the economy was Zanu PF’s number one enemy going into the elections.
The MPs were expressing fears that the run-away inflation might cost our party seats in the upcoming elections.
This was a real concern and Ncube promised to deal with the economy.

The senior party officials, including 210 aspiring MPs, youth, and women quota members, attended the five-day election induction workshop.
The Finance Minister presented on the state of the economy, assuring the party officials that the economy would stabilize ahead of the August 23 elections. However, the MPs expressed fears that the country’s runaway inflation might cost the party seats in the upcoming elections.
The officials demanded that the government urgently address the economic crisis to prevent further damage to the country’s economy.
ZANU-PF’s National Political Commissar, Mike Bimha, stated that he cannot disclose any information regarding the party’s internal discussions at the meeting. He said:

Just imagine disclosing your strategies before a football match, this is not proper.
</blockquote>
Prices of essential goods are rising on a daily basis as the local currency continues to depreciate against the US dollar. The government has not reintroduced the US dollar as the official currency despite growing pressure to do so.
Zimbabwe is going to the polls on the 23rd of August to elect councillors, senators, members of the House of Assembly and the president. While ZANU-PF has accelerated its preparations for the upcoming elections, the Citizens Coalitions for Change is yet to complete its candidate selection process. The ruling party has provided campaign regalia for all its aspiring candidates and purchased 210 all-terrain vehicles for its parliamentary candidates and affiliates.

ZANU-PF Officials Fear Economic Crisis May Cost Election Seats

Former MDC Central Kwekwe MP, Blessing Chebundo, has been lauded by ZANU PF for reportedly bringing new members to the ruling party from the opposition.
Addressing ZANU PF affiliates in Midlands Province recently, ZANU PF political commissar Mike Bimha commended Chebundo for a job well done. Bimha said:

I am impressed with what Cde Chebundo is doing he is massively recruiting from those who are in opposition.
Cde Chebundo is more likely to gain an audience from opposition members more than me.
We are seeing a lot of opposition members joining us due to Cde Chebundo’s efforts.

After the defeats, Mnangagwa retreated from Kwekwe and contested the rural Chirumhanzu-Zibagwe Constituency where he was elected MP.
Chebundo, however, left the opposition in February 2021 and joined ZANU PF after he was beaten in the then MDC Alliance party primary elections by Judith Tobaiwa.

ZANU PF Praises Former Kwekwe MDC MP Blessing Chebundo

The ruling ZANU PF party has expressed confidence in victory in the general elections scheduled for 2023.
This follows the party’s victory in by-elections held in several wards across the country on 03 December 2022.
Out of the five wards that were up for grabs, ZANU PF won three while the opposition Citizens Coalition for Change (CCC) led by Nelson Chamisa bagged the remainder.
Addressing the media at the ZANU PF headquarters in Harare on Thursday, party National Political Commissar Mike Bimha, said:
<blockquote>
ZANU PF participated in the recent by-elections with a clear intent to win in all the wards because there is growing confidence in the way the ruling Party is handling and managing national issues.
The Party has been renewing and creating sustainable relationships with rural and urban communities and generally responding to critical issues that matter to the people around the country.
The broad array of policy initiatives put in place by government since 2018, created a sense of new beginnings and new possibilities for everyone.
The development approach that emphasises local and project-based programmes impact positively on livelihoods both in rural and urban settings resulting in a sense of hope and anticipation.
</blockquote>
Bimha said, unlike opposition political parties that rely on “empty rhetoric” ZANU PF has been improving the lives of ordinary Zimbabweans in tangible ways. He said:
<blockquote>
The political landscape is changing in favor of ZANU PF for a lot of reasons but most importantly coz other political outfits rely on empty rhetoric at the expense of tangible deliverables resulting in ZANU-PF winning resoundingly improving its share of the vote.
The recent by-election results in Binga, Ward 20, Gweru Urban, Ward 5 and Mberengwa, Ward 28 are a mirror held up to Zimbabweans so they can see the shift of political attitudes in favor of the ruling Party.
This shift is not predicated on some cheap political propaganda but on visible and tangible results of well-planned community and public investment programs throughout the country. No place and No one is being left behind.
The ruling Party’s commitment to dealing with key issues and policy areas at local and national level is unmatched and the public can see for themselves that ZANU PF is not just talking but taking practical steps to address problems that face our communities.
Most communities are able to see and relate to programs being implemented by the ruling Party and evidence of what’s in it for the people is verifiably present for everyone to see.
</blockquote>
He said people in urban areas have now realised that opposition parties have nothing to offer, hence ZANU PF’s improved performance in towns and cities. Said Bimha:

What can not be denied today is that people in urban areas now know very clearly that those in control of cities are big at talking but totally incapable of delivering basic services to the people.
We are comfortable as a Party that we did well and we deserve the victory and the improved vote margins.

ZANU PF Confident Of Victory In 2023 General Elections

ZANU PF national commissar Mike Bimha has ordered party members to desist from campaigning ahead of the 2023 elections.
He said the party would announce the time party members could begin campaigning for primary elections before next year’s polls, NewsDay reported. Bimha is quoted as saying:

When the time comes, you will know the criteria and the guidelines of the primaries. The party will announce when to start the campaigns. I am appealing to our members to desist from campaigning, issuing placards, or sending messages through social media, some with their own faces on T-shirts.  We are appealing to our members to desist from such practices; failure which they will face disciplinary action.
The use of social media is an acceptable way of communication, but we also don’t believe that it must be abused. We want to see people use social media for the purposes of disseminating constructive ideas, information, positive contribution for the party and campaigning for the party and President.
</blockquote>
Bimha added that instead of party members de-campaigning each other, they should approach relevant offices if there is evidence suggesting that one is unfit to hold office.
He warned that intra-party conflict might shake ZANU PF structures and cost the ruling party in the 2023 elections.

2023 Elections: ZANU PF Orders Followers To "Desist From Campaigning"

President Emmerson Mnangagwa Saturday reappointed Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> and former VP <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi</a> as the Second Secretaries of the ruling ZANU PF party.
<a href="https://www.pindula.co.zw/Oppah_Muchinguri">Oppah Muchinguri-Kashiri</a> was also <a href="https://zero.pindula.co.zw/president-mnangagwa-appoints-new-central-committee-and-politburo-members/">reappointed</a> as National Chairperson, completing the party’s four-member Presidium.

The ruling ZANU PF party has claimed it has been infiltrated saying some of its members were secretly working with the opposition.
These reports come amid reports of power struggles and disgruntlement among party senior officials ahead of the elective congress later this month.
ZANU PF political commissar Mike Bimha said the party had roped in “experts” to assess the loyalty of its members suspected to be working with the opposition. 
Speaking at a Press conference on Friday ahead of the party’s central committee elections that were held on Saturday, Bimha said:
<blockquote>
You also have those who have been disqualified because there (was) additional information to the point that probably they are not in good standing in terms of their activities and some who might not really (be) moving with us, who might probably be ZANU PF during day and opposition during the night. So, there are cases like that where you need experts to assist us to make a better assessment.
</blockquote>
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200001775/weve-been-infiltrated-zanu-pf">NewsDay</a>, Bimha said disqualifying suspected disloyal members was one of the measures that had been put in place by the party to deal with the problem of infiltration but he would not disclose the names of those fingered. 
He said ZANU PF was not worried by the G40 cabal but by the opposition parties in the country. 
Political analyst Eldred Masunungure said the alleged infiltration was a confirmation of the fissures within the ruling party. Masunungure said:

Disloyalty among the ruling ZANU PF members has been rumoured for a long time since 2018 in the aftermath of the coup that ousted (the late former President Robert) Mugabe.
This points to the general disgruntlement of the party members against Mnangagwa’s leadership.  It could be a reincarnation of another Bhora Musango.
</blockquote>
Masunungure added that the opposition parties are not good at counter-infiltration. He is also of the view that infiltration could be orchestrated by the G40 working together with CCC just to destabilise ZANU PF.

United Family International Church (UFIC) founder and leader, Emmanuel Makandiwa, has challenged Zimbabweans to appreciate and speak positively about what he considers infrastructure development taking place in the country.
Makandiwa was addressing his followers at the Chitungwiza Basilica on Sunday where ZANU PF national Political Commissar, Mike Bimha and his wife had visited.
Bimha’s visit followed instruction by President Emmerson Mnangagwa during his visit to the church during the Easter Holiday that he was supposed to frequently visit UFIC.
In his address, Makandiwa said the church should pray so that Zimbabweans can see the developments the government has done in terms of dam and road construction and airport expansion, among other things. He said:

You highlighted something which is very crucial, Dr Bimha that we have managed to stretch as a nation in terms of development.
However, not much is being said concerning the developments taking place and we are behind in terms of marketing ourselves globally. There is a lot that has to be known about us.
… As men of God, we need to deal with the cloud that hovers around this country because if it is not removed, the citizens will remain under that cloud.
There is need for prayer to be raised so that people can begin to appreciate good things.

In his address, Bimha urged UFIC as well as other churches to continue praying for peace and unity in the country. He said:

Unity is what we seek from Prophet Makandiwa and your church, and we ask you to pray for us. It is through your prayers that we are still living in peace. Other countries have wars every time.
Peace does not just come, it’s through your prayers. You might pray silently without making any noise about it, but we know that you pray for this country Prophet Makandiwa.

Makandiwa Says Zimbabweans Should Appreciate "Development"

The ruling ZANU PF has reportedly suspended Buhera district co-ordinating committee (DCC) chairperson Cosmore Chimombe over intra-party violence that erupted in the district two weeks ago.
<a href="https://www.newsday.co.zw/local-news/article/200000377/zanu-pf-official-suspended-over-violence">NewsDay Zimbabwe</a> reports that the violence was recorded during the party’s district restructuring exercise to establish party cell structures in Chimombe East, Chimvuri and Chiremwa.
The party’s national political commissar Mike Bimha had assigned Mashonaland East provincial members to restructure the three districts of Buhera.
However, violence flared and the provincial members were forced to flee for their lives. A report to Bimha seen by <a href="https://www.newsday.co.zw/local-news/article/200000377/zanu-pf-official-suspended-over-violence">NewsDay</a> reads:

After you (Bimha) assigned us on a restructuring exercise, we failed to complete the assignment since the party leadership of the area did not accommodate us. Instead, they instigated violence.
The leader present was DCC chairperson Chimombe among others. As we arrived there were more than 30 people at the party offices. Unfortunately, the co-ordinator on the day had not yet arrived. He later arrived with one Mutero and proceeded without even greeting us, although he noticed that we were visitors.
When we wanted to address the meeting, unfortunately no one wanted to listen to us and they started to sing. The mob became more violent, threatening to beat us since it was in possession of weapons.
We expected the chairman to control the mob but instead, violent threats increased. We managed to escape through the window with the mob in hot pursuit.

Insiders in the ruling party yesterday said Chimombe has since been suspended over the violence.
Both Chimombe and the party’s provincial chairman Mike Madiro refused to comment on the matter.

ZANU PF Official Reportedly Suspended Over Violence

ZANU PF has distanced itself from Pius Jamba, who is accused of killing and mutilating CCC activist, Moreblessing Ali in Nyatsime, Beatrice, saying he is not in their structures.
Addressing a press conference on Thursday, ZANU PF political commissar Mike Bimha accused CCC of staging acts of violence to draw unwanted international attention to Zimbabwe ahead of the Commonwealth Heads Meeting scheduled for Rwanda. He said:

I got some reports that the culprit got apprehended and the culprit is in no way one of us, and what I gather is that the opposite is true of those people who had been attacked first.

Bimha said President Emmerson Mnangagwa had ordered ZANU PF members to shun violence. He said:

When we had our last Politburo meeting, one of the things that the President said was to condemn any acts of violence, that the party does not condone violence because it does not bring anything… there is no room for violence because we don’t benefit from anything.

ZANU PF Political Commissar, Mike Bimha has announced that the party’s primary election results are out noting that there has been an increase in participation by the electorate. He told the winners that these are ZANU PF internal processes “but real work starts now, candidates have to pull up their socks in their provinces and admin districts to ensure we succeed as a party.”

Results For ZANU PF Primary Elections Announced

Ruling ZANU PF Political Commissar, Mike Bimha has said the results of the recent ZANU-PF Provincial Elections given out remain provisional and preliminary and will be subjected to the wisdom of Politburo deliberations and processing of legitimate complaints raised by others. Pindula News presents Bimha’s statement:

<h2>ZANU PF DIRECTIVE ON THE JUST ENDED PROVINCIAL ELECTIONS </h2>
The National Political Commissar hereby issues this categorical directive as earlier indicated during our Press Conference held on the 31st of December 2021 releasing provisional results, that there are no winners nor losers as yet following the holding of successful Provincial Elections across the nation. As such, all members of the Party and contestants in the just-ended elections must stop all activities aimed at celebrating victory or expression of disgruntlements. 
The 358th Ordinary Session of the Politburo which was set as the National Elections Directorate of the Party dissolved all the outgoing ten provincial executives and nothing has changed so far, except that we had successful provincial elections to choose new executives. As an established rule and tradition of the Party, until the Politburo convenes to deliberate on the outcomes as announced at the aforementioned press conference, the results given out remain provisional and preliminary and will be subjected to the wisdom of Politburo deliberations and processing of legitimate complaints raised by others. 
For the record, as the National Political Commissar, I did not declare any winners in both the Youth, Women and Main Wings because that is outside of the scope of my responsibility. It is the responsibility of the collective of the leadership. The media is advised to take note of this position. 
All cadres of the Party are hereby reminded to abide by this directive until further notice. No deviations from this directive will be tolerated.
Finally, ZANU PF reiterates that the provincial elections were focused on re-energizing and uniting the Party ahead of the 2023 elections and not to divide it.

Zanu PF Appoints Mike Bimha As Acting Spokesperson In Simon Khaya Moyo's Absence

Minister of Industry and Commerce, Mike Bimha will lead a Zimbabwean delegation to the First Belt and Road Agrifood and Trade Summit (ATS) taking place in Hong Kong, China from from 27 to 29 June. The summit which is being held under the theme ‘Opportunities and Challenges to The Agriculture and Food Industry’ will feature more than 1500 including government officials, industry leaders, entrepreneurs, ambassadors, consul-generals, international investors.
Speaking to 263Chat, Zimbabwe Agricultural Society (ZAS)  Head of Sales and marketing, Cynthia Tapera said the summit is meant to discuss and exchange views on investment and development in the agriculture sector. Said Tapera:

Bimha Leads Zimbabwe Delegation To Hong Kong

Minister of Industry, Commerce and Enterprise Mike Bimha has said that the government is considering increasing the import levies on pre-owned cars in order to discourage people from importing the cars. Speaking to Business Weekly, Bimha said,
<blockquote>We are not going to ban the second-hand cars but to put in place restriction measures to support the growth of the sector.</blockquote>
However, the policy has been criticised as being elitist. Brains Muchemwa, the chief executive of Oxlink Capital said,

We Are Not Going To Ban Used Cars, We Will Make Them More Difficult To Import: Minister Bimha

The latest Zimbabwe National Statistical Agency information shows US$10 million was used to import toilet paper, chewing gum, dog and cat food topping the list of non-essential items. 
The statistics show US$3, 4 million was spent on tissue paper, US$1,3 million on cat and dog food and US$1,2 million on chewing gum. Roughly US$1, 1 million was used to import tooth brushes while dish towels, dusters and mutton cloths accounted for US$287 887. An additional US$427 973 was spent on natural honey, floor sweepers, mops and feather dusters. Over 4 000 types of household and industrial materials were brought into Zimbabwe from 155 countries.
Industry and Commerce Minister Mike Bimha said Government is working on measures to rectify the situation. Said Bimha:
<blockquote>I don’t have those figures yet, but Government’s policy is clear. We are in the process of growing investments and encouraging local content production. So, we are working with various stakeholders to ensure we increase availability of foreign currency. Statutory Instrument 64 resuscitated a lot of companies and even those that did not want foreign currency previously suddenly approached the Reserve Bank of Zimbabwe to ask for it.</blockquote>

Zimbabwe Spends US$10 Million On Toilet Paper, Chewing Gum, Dog Food

Industry Minister Mike Bimha announced that they are relaxing import restrictions on basic commodities ahead of the festive season. He said that his ministry is ready to process permits and licences for those that have funds to import basic commodities.
Said Bimha:
<blockquote>What we would want to announce today is that, we want to call upon companies and individuals who have free funds to import basic commodities and my ministry is ready to process permits and licences to that effect. You will recall that some of the basic commodities were removed from the Open General Import Licence and were now covered under various Statutory Instruments including SI 64 of 2016. But as we had said time and time again these SIs such SI64 of 2016 were not intended to ban the importation of products but were intended to regulate their importation and where we believe that there is demand exceeding supply we will obviously want to facilitate the importation of such commodities which is the case in point because of the demand as a result of the coming festive season and again because of the limited foreign currency available to local producers we would want to make sure that those with free funds be they individuals or companies they should come forward to obtain the necessary permits and licences to bring products into the market.</blockquote>

Govt relaxes import restrictions on basic commodities ahead of festive season

Industry and Commerce Minister Mike Bimha said that Government will consider revoking operating licences of businesses found guilty of unjustified price increases.
Said Bimha:
<blockquote>When companies operate, they operate on the basis of licensing and permits, which Government has a leeway to withdraw if a company is not behaving as required. However, we do not want to come up with measures that punish everybody and yet they are probably few, its better for us to be able to identify the culprits and deal with them.</blockquote>
He said that Government has identified 16 commodities which it will ensure will be prioritised in the allocation of foreign currency to import key raw materials for their production. Manufacturers of the essential products are expected to publish recommended prices every two weeks. ZimStat will publish their price monitoring surveys by the 15th of every month and are expected to conduct public awareness programme on key commodities.

Govt to revoke licences of shops that increase prices

Minister of Industry and Commerce, Mike Bimha has said that the government will be introducing conformity tests for all second-hand vehicles before they can be allowed into the country. According to the minister, this is one of the measures introduced to promote the motoring industry.
Speaking to the Financial Gazette, Bimha said:
<blockquote>We have now finalised the process, and conformity will be facilitated for under the Motor Vehicle Policy. The Motor Vehicle Policy will address the issue of second hand vehicles in great depth and we have carried out this exercise with the players in the motoring industry.
What remains is for us to bring it to Cabinet. As you know there are a number of Cabinet papers in the pipeline and it is one of those so that is where we are at the moment… If you recall these issues of radiation, nuclear radiation, to do with some of these vehicles coming into the country, you will realise the importance of the tests.</blockquote>

All second-hand vehicles to be tested for conformity before being allowed into the country: Minister

Minister of Commerce and Industry Mike Bimha has claimed that there is no crisis in Zimbabwe, insisting that the economy was on the rebound and that the economy was going to grow by 3 percent. When taken to task about how there could be a rebound when people are losing jobs while those employed are going months without salaries, Bimha said the economic turnaround was not about salaries.  The economy has ups and downs when you have ups things have to change when you are on a downward trend, things have to change, these are the vicissitudes of every economy.

Turnaround is not just a question of having salaries all the time - Minister Mike Bimha

Minister of Industry and Commerce Mike Bimha has said that he will defend Zimbabwe’s implementation of Statutory Instrument (SI) 64 of 2016, at the upcoming committee meetings with his Sadc counterparts. SI 64 restricted the importation of at least 40 products. Said Bimha:
<blockquote>While it is good for us, it is not good for others and obviously this issue comes again and again on the agenda, but we are confident that we do have the ammunition to fight our case and that it is in the interest of Zimbabwe. In any case, when we talk about SI64 we are only talking about 40 products and that there is still a lot of products and raw materials that we still import from one particular country,
Now, surely, they cannot cry foul with only 40 out of the many products that we continue to import from them, but I believe we will stand our ground. As I said, we believe that SI64 was just the beginning of a strategy to support local production, we must continue to buttress this policy by other policy interventions.</blockquote>
