ZANU PF has officially announced the candidates who will contest in the February 2024 by-elections in the Chegutu West and Zvimba East constituencies in Zimbabwe. The two parliamentary seats became vacant after Eddie Chivero and Oliver Mutasa were recalled by the opposition Citizens’ Coalition for Change (CCC).
In a letter dated December 16, 2023, ZANU PF national political commissar Mike Bimha informed Mary Mliswa-Chikoka, the party’s Mashonaland West chairperson, that Wellington Shakemore Timburwa and Kudakwashe Munhanzva will represent the party in Chegutu West and Zvimba East, respectively. Bimha wrote:

This letter serves to notify that following their victory in the primary elections, the under-listed candidates shall represent the party on the 3 February 2024 by-elections, (a) Chegutu West constituency Wellington Shakemore Timburwa, (b) Zvimba East constituency Kudakwashe Munanzva.
In view of the above please facilitate the filing of Nomination Court papers and to start preparations for the by-election campaigns.

The announcement puts to rest the speculation that former Chegutu West Member of Parliament (MP), Dexter Nduna, would challenge his disqualification to stand as the party’s representative. Nduna had expressed optimism about reversing the decision, but ZANU PF disqualified him from contesting the primary election for reasons that remain unknown, according to <a href="https://www.newzimbabwe.com/zanu-pf-picks-by-election-candidates-ahead-of-nomination-court-sitting/">NewZimbabwe</a>.
In addition to the parliamentary by-elections, ZANU PF has also announced candidates for several local council ward by-elections. Mliswa-Chikoka stated that despite some disruptions caused by rain, the internal polls were conducted fairly and freely. She said people were able to vote for their preferred candidates despite the weather conditions. She added:

This clearly shows that the democratic process is what we followed. Everyone is happy with the candidates who have energised the electorate.
</blockquote>
The Nomination Court, which receives papers from potential candidates, is set to sit on December 18 (today).

ZANU PF Announces Candidates For February 2024 By-elections

Former Mashonaland West Provincial Affairs Minister, Mary Mliswa-Chikoka has been voted Hurungwe Rural District Council (RDC) chairman, <a href="https://www.newzimbabwe.com/ex-minister-mliswa-chikoka-voted-hurungwe-rdc-chairperson/">reported NewZimbabwe.com</a>.
She won 20 votes while Councillor Jani garnered 13 votes during chamber elections held at Magunje Growth Point on Thursday to become defacto mayor.
Mliswa-Chikoka, who got a seat on the Hurungwe Rural District Council courtesy of the newly introduced women’s quota system, is also the ZANU PF Mashonaland West provincial chairperson.
She was a victim of alleged factional fights that rocked ZANU PF primaries resulting in her losing her Hurungwe West constituency to little-known Chinjai Kambuzuma.
Mliswa-Chikoka was accused by her rivals in ZANU PF of taking instructions from her brother, Temba Mliswa, on how to manage ZANU PF’s internal issues, which allegedly resulted in her loss.
Mliswa is a former Hurungwe West MP and former ZANU PF Mashonaland West provincial chairperson
Following her failure to return to Parliament, Mliswa-Chikoka “humbled” herself to become a non-elected councillor.

Mliswa-Chikoka Elected Hurungwe RDC Chairperson

Minister of State Provincial Affairs and Devolution for Mashonaland West, <a href="https://www.pindula.co.zw/Mary_Mliswa">Mary Mliswa-Chikoka</a> last Friday received an award for being an outstanding leader.
She was named the Outstanding Woman CEO 2022 by CEO Network Zimbabwe at a colourful event in Harare.
Minister Mliswa-Chikoka who is also the first ever ZANU PF female provincial chairperson, received the platinum award in the category.
Speaking to <a href="https://www.herald.co.zw/minister-mliswa-chikoka-bags-top-gong/">The Herald</a>, Minister Mliswa-Chikoka said she is inspired by President Mnangagwa. She said:

I am humbled and grateful for such an award that has allowed me to lift the banner of women politicians and push us to excel more and demonstrate that we must be servant leaders as we are always taught by President Mnangagwa.

The event was attended by various stakeholders and individuals including Local Government and Public Works Deputy Minister and ZANU PF central committee member, Marrian Chombo who congratulated her.

Minister Mliswa-Chikoka Receives Outstanding Woman CEO 2022 Award

Mashonaland West Provincial Affairs minister, <a href="https://www.pindula.co.zw/Mary_Mliswa">Mary Mliswa-Chikoka</a> survived an accident recently after a speeding commuter omnibus rammed into her a maroon Toyota Land Cruiser Prado VX.
NewZimbabwe.com reports that the incident occurred last weekend along a narrow road in her Hurungwe West constituency.
The crash occurred after she earlier travelled to Kariba alongside justice minister Ziyambi Ziyambi and other senior party officials to mobilise the electorate ahead of this weekend’s Kariba Ward 5 by-election.
Mliswa-Chikoka’s friend, Tommy Mwanza confirmed the accident to <a href="https://www.newzimbabwe.com/mliswa-survives-car-accident-after-kombi-rams-into-her-stationary-vehicle/">NewZimbabwe.com</a> Tuesday. Said Mwanza, a former party provincial security chief:

The minister did not suffer any injuries. The impact was not severe as her car had stopped to pave way for the kombi whose driver rammed his kombi into the minister’s stationary car. Actually, its the kombi driver who sustained injuries.

Minister Mary Mliswa-Chikoka Survives Accident - Report

ZANU PF Politburo member Ziyambi Ziyambi said President Emmerson Mnangagwa cajoled him into working with the party’s Mashonaland West chairperson Mary Mliswa-Chikoka after he had expressed reservations over her leadership skills.
Addressing a provincial coordinating committee (PCC) meeting at Mazvikadei Resort at the weekend, Ziyambi said he was initially opposed to Mliswa-Chikoka taking charge of party affairs in the province.
He said Mnangagwa was the one who talked him into working with Mliswa-Chikoka, calling her the “Chief of Mashonaland West”. Said Ziyambi:

I didn’t want her (Chikoka-Mliswa), but the President said ‘the Chief of Mash West is Mary, go and work with her’.
</blockquote>
Mliswa-Chikoka, who is also the Minister of State for Provincial Affairs and Devolution for Mashonaland West Province, recently made history by becoming the first-ever female to lead a province.
However, reports suggest that some ZANU PF members in the province were contemplating a no-confidence motion against her executive.
Mliswa-Chikoka is accused of unilateral dissolution of district executives and imposing her cronies.

Violence rocked the new ZANU PF provincial joint council of the main wing, women’s and youth leagues’ inaugural meeting held in Chinhoyi Saturday.
The meeting was meant to officially hand over the reins of power to newly-elected chairpersons of the three-party organs voted during recent elections that were characterised by rigging allegations.
The Indaba held at Chinhoyi University of Technology (CUT) gym hall started off later than scheduled before violence broke out just as proceedings were about to start.
This was after Mashonaland West Provincial Minister, Mary Mliswa-Chikoka won the chairmanship had instructed party security and police officers to allow only listed “winners” from the recent elections and bar the rest of party members.
Timothy Masviba from Chegutu district, who later on had his car tyres deflated by opponents, sparked the chaos insisting all participants of the polls were eligible to attend the meeting.
Chaos ensued for close to 20 minutes as security details struggled to fend off resistance from Masviba and other members who wanted to force through into the venue.
Mliswa-Chikoka had to personally intervene to cool down tempers after it became apparent the meeting would not proceed and ordered police to close the door.
The meeting went ahead amid numerous complaints about the list of winners, the highlight being an objection by Agriculture Deputy Minister Vangelis Haritatos questioning the ‘ghost’ identity of one Jessie Banda, who was listed as having won in Muzvezve constituency. Haritatos said:

With all due respect, on the list of winners that you have just read out, there is a character called Jessie Banda who is said to have won in Muzvezve. We don’t know a person called Jessie Banda and where they come from. We recently convened a meeting of chairpersons from Muzvezve and no one said they knew this Jessie Banda, we are baffled where that name came from, it needs to be replaced by someone identifiable we know won in the elections.

The chaos continued during the allocation of other posts that constitute the provincial executive membership, with Mliswa-Chikoka taking the flak for trying to impose her preferred candidates.
The meeting ended late at night way after some members had left.

Chaos Rock New ZANU PF Mashonaland West Province Joint Council Inaugural Meeting

Norton legislator (independent), Temba Mliswa has mocked some ZANU PF officials who lost in the party’s recently held provincial elections saying some were motivated by greed.
He also said his sister, Mary Mliswa-Chikoka who is Mashonaland West Provincial Affairs minister, won the provincial chair post because she had a strategy while her opponents did not have one. He added:

As I have said War Vets should refrain from contesting for such positions but should have their own quota same as the youth, women and the disabled. And may we push for two terms.
I’m embarrassed that Muchechetere got 300 votes amounting to 6 cells. That is a branch plus one cell, so effectively he is a branch chairperson. Why would he embarrass himself like that? He was commander in the struggle, why would he still want to Chair a Province? Very sad.
It’s like myself, I was Chairperson for 3 Committees. Why would I want to chair a subcommittee now? Why would a Chief seek to be a village head? Asi kutsvaga mari?
</blockquote>
He also said the ruling ZANU PF has had difficulties because it expelled members who were of much vitality including himself and Killer Zivhu. He said:

Revolutionary parties have suffered because they have expelled people with value. You create monsters. @ANCParliament created Julius Malema @ZANUPF_Official created Temba Mliswa, @killerzivhu1.
</blockquote>
He urged the ruling party to bring to book all its members who were violent during the elections. 
ZANU PF has over the years expelled members as factionalism intensified.

Mliswa Mocks ZANU PF Officials As His Sister Mary Chikoka Wins Provincial Chair Post

Mashonaland West Provincial Affairs minister Mary Mliswa-Chikoka became the first woman to lead a province in ZANU PF’s history after defeating her three rivals in the party provincial chairmanship race. 
Other candidates, who won the chairmanship, include Robison Mavenyengwa (Masvingo), Kazembe Kazembe (Mashonaland Central), Jabulani Sibanda (Bulawayo), Mike Madiro (Manicaland), Daniel Garwe (Mashonaland East), Nqobizitha Mangaliso Ndlovu (Matabeleland South), Godwills Masimirembwa (Harare), Albert Nyakuedzwa (Manicaland), Richard Moyo (Matabeleland North), and Larry Mavhima who was elected unopposed in the Midlands province.
The ruling ZANU PF’s Politburo Wednesday endorsed the results of the party’s provincial elections held recently across the country.
Some of the contestants had complained about violence and rigging and were hoping that Politburo, the highest decision-making organ in the party, would nullify the election outcome.
Addressing a Zanu PF politburo session at the party headquarters in Harare yesterday following the contentious provincial elections held last week, President Emmerson Mnangagwa urged members to accept the outcome and work together for the “good” of the party.
After the politburo meeting, Zanu PF spokesperson Christopher Mutsvangwa said the party had resolved to endorse the results despite the rigging claims adding that the outcome of the investigations was insignificant to alter the outcome of the polls. Mutsvangwa said: 
<blockquote>
Those who lost — the party is big, it has the wings of the chicken — all the chicks will be able to be accommodated somehow. But the principle that it is an election and not an appointment is fundamental. Those who lost must accept defeat.
</blockquote>
Party commissar Bimha also confirmed that the politburo had endorsed the results, adding that the outcome of the proposed investigations would guide the party’s future elections.
Zanu PF will, however, organise provincial elections for the Matabeleland North provincial youth wing after all the candidates were disqualified because they were over 35 years.
Some party officials told NewsDay that unconfirmed results indicated that a faction linked to Mnangagwa was sharing control of the 10 provinces with one aligned to Vice-President Constantino Chiwenga, some of whose candidates were controversially disqualified from the race.

Mary Mliswa-Chikoka Becomes The First Woman To Lead A Province In ZANU PF's History

Two top ZANU PF Mashonaland West provincial officials were arrested last week after threatening to assault acting provincial chairperson, Abia Mujeri. 
Following their arrest, provincial secretary for security, Tommy Mwanza, and deputy secretary for the commissariat, Nigel Murambiwa were questioned at Chinhoyi Central Police Station’s Law and Order section, before they were released without charge.
The pair had confronted Mujeri to register their displeasure over his unilateral decision ordering poll re-runs in some districts in the ongoing party restructuring exercise. Mujeri said:
<blockquote>
The two threatened my life, insulted and pushed me. I sought refuge at the police station as it was the only escape route in the wake of marauding members who are supposed to provide security and discipline within the party. They both lacked that discipline and they now have to face disciplinary action.
</blockquote>
Mujeri conceded that “there is friction within the party’s” Mashonaland West province.
Mwanza told NewZimbbwe on Sunday that they had a misunderstanding with the Mujeri who then reported them to the police in order to silence them. 
Mwanza added that the case was no longer serious since Mujeri did not follow up with the police.
Mujeri, alleged to be an ally of Justice Minister Ziyambi Ziyambi, is set to contest for the chairmanship post against Provincial Affairs Minister Mary Mliswa-Chikoka, Deputy Information Minister Kindness Paradza, and Vengai Musengi, the party’s provincial youth league chairperson.
