Madagascar’s Parliament last week approved a law which will allow for chemical, and in certain cases, surgical castration of those found guilty of raping a minor.
<a href="https://news.sky.com/story/madagascar-set-to-castrate-child-rapists-after-parliament-passes-law-13069323">Sky News</a> reported that the Bill must now be ratified and then signed into law by President Andry Rajoelina, who first raised the issue in December leading to the proposal of the new law.
International human rights groups have criticised the move, but activists in Madagascar say the law is an appropriate deterrent to curb a “rape culture”.
Madagascar’s Minister of Justice Landy Randriamanantenasoa said the law is necessary because of an increase in cases of rape against children.
She said in 2023, 600 cases of the rape of a minor were recorded, and 133 in January this year alone.
The proposed law stipulates that surgical castration – the permanent procedure of removing one’s genitals to stop the production of sex hormones – “will always be pronounced” for those guilty of raping a child under the age of 10.
Cases of rape against children between the ages of 10 and 13 will be punished by surgical or chemical castration (not a form of sterilisation as drugs are used to inhibit hormone production).
The rape of children aged between 14 and 17 will be punished by chemical castration. Said Randriamanantenasoa said:

Jessica Nivoseheno of the Women Break the Silence group, which campaigns against rape and supports victims, said:

There really is a rape culture in Madagascar. We are in the process of normalising certain cases of sexual violence, also minimising the seriousness of these cases.
(The new law) is progress, because it is a deterrent punishment. This could prevent potential attackers from taking action… but only if we, as citizens, are aware of the existence and importance of this new penalty.

However, human rights group Amnesty International denounced the law as “inhuman and degrading” and said it was not in line with Madagascar’s constitutional laws.
Several countries administer chemical castration for sexual offenders, among them, South Korea and the US.
Surgical castration is rarer, though countries like Nigeria and the Czech Republic implement the procedure under their laws.

Madagascar Set To Castrate Paedophiles After Parliament Passes Law

Rains and winds hit parts of Mozambique on Saturday as Tropical Cyclone Freddy drew closer for the second time, according to the Mozambique National Meteorology Institute (INAM).
Freddy slowed its advance towards Mozambique and was 60 kilometres (40 miles) off the coast on Saturday morning.
INAM said cyclone Freddy reduced its speed from seven to four kph, thus delaying its entry. 
Authorities added that heavy rains and very strong winds were affecting the central provinces of Zambezia, Manica and Sofala.
The cyclone was expected to make a second landfall in Mozambique later this weekend, after a first deadly hit in late February.
It was initially forecast to make landfall on Friday night.
Guy Taylor, a spokesman for the United Nations’ children agency UNICEF, told <a href="https://www.enca.com/news/first-rains-hit-mozambique-cyclone-freddy-inches-closer-again">AFP</a> from the seaport of Quelimane, in Zambezia, on Saturday that there was already quite a substantial flooding.
He added that rain and wind had been “on and off” as Cyclone Freddy cyclone inched closer to Mozambique.   
On Friday, authorities said more than half a million people were at risk. 
The storm was forecasted to drop up to 400 millimetres of rain over the next few days, more than twice the usual monthly rainfall. 
According to the UN World Meteorological Organization (WMO), Freddy, which began life off northwestern Australia in the first week of February, was set to become the longest-lasting tropical cyclone on record.
It crossed the entire southern Indian Ocean and hit Madagascar on February 21, crossing the island before reaching Mozambique on February 24.
Following what meteorologists describe as a “rare” loop trajectory, Freddy then headed back towards Madagascar before moving once more towards Mozambique.
During the first visit, it destroyed, damaged or flooded more than 28 000 homes, affecting about 166 000 people.
In total, Freddy has so far killed at least 27 people (10 in Mozambique and 17 in Madagascar).

Rains Hit Mozambique As Cyclone Freddy Gets Closer Again

The <a href="https://www.pindula.co.zw/Meteorological_Services_Department">Meteorological Services Department (MSD) of Zimbabwe</a> has said Tropical Cyclone Freddy could make landfall in Madagascar on Tuesday, 21 February 2023. In a weather update seen by Pindula News, MSD said the cyclone might cross Madagascar into the Mozambique channel. Reads the update issued on Monday 20 February 2023:

Cyclone Freddy Could Make Landfall In Madagascar On Tuesday - MSD

The Meteorological Services Department (MSD) of Zimbabwe has issued an update on moderate Tropical Storm Cheneso saying it made landfall in northern Madagascar yesterday 19 January 2023, and heavy rains were being experienced there. <h2>Differences between a storm and a cyclone:</h2>
A tropical storm is a type of storm with winds between 39-73 mph. A cyclone is a more severe storm, with winds over 74 mph. Both types of storms can bring heavy rain and strong winds, and they form over warm ocean waters. “Cyclone” is mostly used in the Southern Hemisphere and “Hurricane” or “Typhoon” is used in the Northern Hemisphere.

Update: Tropical Storm Cheneso Makes Landfall In Madagascar Bringing Heavy Rains

The United States Embassy in Madagascar has issued a Weather alert on Cyclone Emnati which formed over the central Indian Ocean on 16 February and has been moving west-southwestwards over central Madagascar. Pindula News presents the advisory below:

Meanwhile, the <a href="https://reliefweb.int/report/madagascar/madagascar-la-r-union-tropical-cyclone-emnati-gdacs-meteo-madagascar-meteo-france">Relief Web</a> reports that:

<li>On 20-21 February, Tropical Cyclone EMNATI passed approximately 370 km north of La Réunion and is currently moving south-west, towards central Madagascar. On 21 February at 0.00 UTC, its centre was located 490 km east of Toamasina City (central-eastern Madagascar) with maximum sustained winds of 190 km/h.</li>
<li>The Interdepartmental Crisis Management Operational Centre (COGIC) reports 25 800 families affected by water disruptions and 7 000 others without power supply in La Réunion.</li>
<li>EMNATI is expected to continue moving south-west and it will make landfall in an area between the cities of Vatomandry and Farafangana (central-southern Madagascar) on the morning of 22 February, with maximum sustained winds up to 180 km/h, as reported by Meteo Madagascar. Later on 22 February, it will cross southern Madagascar.</li>
<li>On 21-22 February, heavy rain and strong winds are forecast across most parts of central and southern Madagascar (under yellow warnings for cyclones) and La Réunion.</li>
<li>Furthermore, following the passage of DUMAKO over central-northern Madagascar on 15 February, 14 people have died, more than 4 300 were displaced and almost 9 560 were affected.</li>

Weather Alert: Cyclone Emnati - US Embassy In Madagascar

Three people were reported dead in southeastern Madagascar on Sunday after cyclone Batsirai made landfall, leaving a trail of devastation including collapsed buildings, power cuts and flooding.
An official <a href="https://www.reuters.com/world/africa/least-three-dead-after-cyclone-batsirai-causes-devastation-southeast-madagascar-2022-02-06/">told Reuters</a> that one of the towns badly affected was Nosy Varika on the coast where most of the buildings were destroyed and the town was cut off from the surrounding area due to flooding.
Batsirai swept inland late on Saturday, slamming into Madagascar’s eastern coastline with heavy rains and wind speeds of 165 kilometres per hour (103 miles per hour). It was projected it could displace as many as 150,000 people.
The damage from the storm system is compounding the destruction wreaked by another cyclone, Ana, which hit the island just two weeks ago, killing 55 people and displacing 130,000 people.
Madagascar state radio reported three people had been killed in the town of Ambalavao, about 460 km south of the capital Antananarivo, when their house collapsed as the storm swept the area. 
The government’s office for disaster management was expected to release figures of casualties and displacement later on Sunday.
Elsewhere in the central Madagascar region of Haute Matsiatra villagers shovelled mud from a road on Sunday to clear damage from a landslide caused by Batsirai.
Meanwhile, the Meteorological Services Department (MSD) of Zimbabwe Saturday issued a statement saying the Tropical Cyclone Batsirai which is over southern areas of Madagascar is strengthening the south-easterly airflow into the country.

Cyclone Batsirai Causes Devastation In Southeast Madagascar

High-ranking army and police officials have been arrested in Madagascar in connection with a failed attempt to kill the country’s president, President Andry Rajoelina.
The arrested include five generals and several active police officers, meaning 21 people are now being investigated over last month’s assassination attempt.
local media said authorities have also seized a gun and $250 000 (£180,000).
The attempt on President Andry Rajoelina’s life was among ongoing turbulence rocking the island nation.
Madagascar has been under a lockdown since the Covid-19 pandemic hit last year and its southern region is in the grips of a famine.
Authorities announced last month that they had thwarted a plot to “eliminate and neutralise” a number of people, including the president.
It came a month after another failed effort to kill the head of the national police force.
Attorney General Berthine Razafiarivony said among the latest arrests were 12 “active military and police personnel, including five generals, two captains and five non-commissioned officers.”
Four of those arrested are retired national and foreign police and military personnel, while the final five are civilians, she said.
Several local people and foreigners were arrested last week.
Mr Rajoelina, 47, initially seized power in 2009 from Marc Ravalomanana with the backing of the military.
He beat Mr Ravalomanana in the last election in 2018 – although the vote was beset by allegations of fraud.
The former French colony has had a long history of coups and unrest since gaining independence from France in 1960.

Madagascar: Army, Police Generals Arrested Over Plot To Kill President

Pope Francis was seen earlier today leaving Rome boarding a vessel herded for Africa. The Pope will be in Africa for a 7-day tour of Mozambique, Madagascar and Mauritius. Climate and post-conflict peace are on the agenda of the Vicar as he visits the sub Saharian Part of Africa for the second time.
There is fear that the upcoming elections in Mozambique may be marred with violence and the Pope is expected to emphasise the need to strengthen Mozambique’s fragile peace process.
He will also address issues that have anything to do with protecting the environment, tackling climate changes and promoting sustainable development.
