President Emmerson Mnangagwa has appointed Lovemore Matuke as Minister of State for National Security with immediate effect.
In a statement issued this Tuesday, November 19, Martin Rushwaya, Chief Secretary to the President and Cabinet said that the appointment was made in accordance with Section 104 Subsection (1) and Section 225 of the Zimbabwean Constitution. Reads the statement:

In terms of Section 104 Subsection (1) as read with Section 225 of the Constitution, His Excellency the President, Cde. Emmerson Dambudzo Mnangagwa has appointed Honourable Lovemore Matuke , Senator, as the Minister of State for National Security with immediate effect.

The appointment came just days after Hatcliffe MP and lawyer Agency Gumbo (CCC) urged President Mnangagwa to appoint a Minister of State Security, as required by Zimbabwe’s Constitution.
Speaking in Parliament last Thursday, Gumbo argued that the failure to fill the position of Minister of State Security, as outlined in Section 225 of the Constitution, amounted to a violation of the country’s supreme law.
The position had been vacant since January 2022, following the dismissal of former Minister Owen “Mudha” Ncube, who was removed due to allegations of misconduct. Said Gumbo:

My statement of national importance arises from the Constitution of the land, particularly Section 225, which stipulates that the President must appoint a Minister to oversee any intelligence service.
This section uses the word ‘must’, meaning the President has no discretion on whether to appoint, the only discretion is who he appoints.
Yet, over a year after the elections and well into the second session of this Parliament, we still do not have a Minister responsible for National and State Security.
This abrogation of constitutional obligation is dire. Without a Minister of National Security, we are unable to interrogate and demand accountability on critical matters affecting national security. This goes to the heart of our oversight role as Parliament.

Mnangagwa Appoints Lovemore Matuke As Minister Of State For National Security

The government has announced plans to honour the country’s war veterans and civilian collaborators for their role during the liberation struggle against white-minority rule.
According to Lovemore Matuke, the Minister of State for Presidential Affairs in the Office of the President and Cabinet, the government intends to award medals and certificates to these veterans and collaborators.
Addressing members of the Senate last week, Matuke said the government is committed to prioritising the welfare of former combatants and war collaborators as part of this recognition initiative. Said Matuke (via <a href="https://www.newsday.co.zw/local-news/article/200030001/war-collaborators-to-get-medals-govt">NewsDay</a>):

This year we expect that indeed we will have a very huge figure and from next year, we expect the war collaborators to also be awarded medals…
All the ministers of State in the 10 provinces will be issuing certificates of appreciation for the role played by the war collaborators as well as other comrades who were not rewarded when the process was done.

Matuke said the first step will be to register all former combatants. This comprehensive registration process is intended to provide the necessary data to then develop targeted assistance packages for the war veterans.
However, Matuke acknowledged that the provision of this support will be contingent on the “availability of resources” at the government’s disposal.
This caveat suggests the initiative may be constrained by the country’s ongoing economic challenges and budgetary limitations. 
Matuke also said the government will prioritise the maintenance and upkeep of the shrines and memorial sites established to honour the heroes of the liberation struggle. He said:

The President started with earlier battles such as Phuphu where he visited and showed appreciation for people who fought in that war and ensured that they were given the necessary appreciation.
If you also look at Kangoma in Gutu, Masvingo, the President also went to that area and paid homage to those people who lost their lives as they fought in the liberation struggle.

After the country’s independence in 1980, the former guerrilla fighters became an influential political force and lobbied the government for greater recognition and benefits.
They continue to wield political and economic clout, often using their liberation war credentials to demand preferential treatment and access to resources.

ZANU PF secretary for security Lovemore Matuke this week denied reports that he directed party organs to disband WhatsApp groups which were allegedly being used by some members to cause divisions in the party.
ZANU PF provincial spokespersons recently ordered members to disband the WhatsApp groups with immediate effect while threatening those defying the order with unspecified action.
Provincial leaders insisted that the directive to close them had come “from above.”
Speaking to <a href="https://www.theindependent.co.zw/local-news/article/200012026/whatsapp-gag-order-divides-zanu-pf">The Zimbabwe Independent</a> this week, Matuke said he never issued the directives. He said:

Those reports are false. We are not aware of such a directive or even a recommendation from my department.
</blockquote>
The publication reported sources within the party as saying ZANU PF top brass could not monitor the activities of members in other WhatsApp groups.
Nigel Murambiwa, who is the ZANU PF Mashonaland West provincial secretary for information and publicity, is one of the provincial leaders who directed the disbandment of WhatsApp groups last weekend. He said:

We did not just ban WhatsApp groups. There are rowdy groups that were formed prior to our internal primary elections and some of the losing candidates and disgruntled supporters of losing candidates are posting denigrating messages that seek to divide or put the name of the party into disrepute. Those are the ones we ordered our members to take down.

Early this year, ZANU PF accused CCC supporters of hijacking constituency WhatsApp groups to campaign for their leader, Nelson Chamisa.
Meanwhile, President Emmerson Mnangagwa’s campaign teams have created WhatsApp groups and have been inviting voters to join the groups after clandestinely obtaining their mobile phone numbers.

Top ZANU PF Official Denies Banning WhatsApp Groups

The Government says it will deregister non-governmental organisations (NGOs) that deviate from their mandate.
This was said by Public Service, Labour and Social Welfare Deputy Minister Lovemore Matuke in the Senate last week.
He was responding to ZANU PF Mashonaland Central Senator Alice Chimbudzi who had asked him how the Government is dealing with NGOs that interfere with the country’s electoral processes. Said Matuke:

Matters to do with NGOs and how they work when we are looking at elections, I believe that you are aware that we had an exercise prior, where a lot of NGOs were no longer operating according to their mandate. We had that problem.
The registration would say something different from what is obtaining on the ground and being done by the NGOs.
We saw that they had deviated from their mandates and most of these NGOs failed when it came to re-registration.
Those who would have deviated from their mandate we are looking for them.
If there are NGOs who are going against their mandate, kindly let us know so that we cancel their licences.

Early this year, President Emmerson Mnangagwa said that he will sign the Private Voluntary Organisation Bill (PVO), which critics argue may serve as the basis for restricting the operation of many NGOs.

Govt Threatens To Deregister NGOs That Interfere With Electoral Processes

President Emmerson Mnangagwa Saturday reappointed Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> and former VP <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi</a> as the Second Secretaries of the ruling ZANU PF party.
<a href="https://www.pindula.co.zw/Oppah_Muchinguri">Oppah Muchinguri-Kashiri</a> was also <a href="https://zero.pindula.co.zw/president-mnangagwa-appoints-new-central-committee-and-politburo-members/">reappointed</a> as National Chairperson, completing the party’s four-member Presidium.

The government has challenged teachers who are set to leave for Rwanda under the Government-to-Government bilateral agreement to represent the country well.
A send-off ceremony for the 159 teachers was held at Morgan Zintec College in Harare on Wednesday.
Addressing the teachers at the function, the Deputy Minister for Public Service, Labour and Social Welfare, Lovemore Matuke, said:

Send-off Ceremony Held For Rwanda-bound Zimbabwean Teachers

The government has established committees in the country’s districts to monitor non-governmental organisations (NGOs) and ensure that they do not deviate from their mandate.
This was revealed by Public Service, Labour and Social Welfare deputy minister Lovemore Matuke on Thursday while responding to senators who wanted to know why the government was targeting NGOs. Said Matuke:

What we have done as a ministry is, we have got a committee at the district level, it is an inter-ministerial committee which is at every district and also has the duty to monitor the operations of NGOs.
Every NGO which provides anything to any community has to go through that committee and also when they go out there to give whatever they want to give, they seek approval from our offices.
Those who deviate from their mandate, normally we delist them, but we can only do that when we get reports that this NGO has deviated from its mandate.
Sometimes we get information from the local councillors as to whether the NGOs are following their mandates because I can see your question is that there are NGOs that go out there not to help people, but to do things which are a bit evil in terms of politicising, maybe whatever they will be giving.
If we get knowledge of any of those NGOs, the ministry will not hesitate to delist the NGO from our books so that they will not continue with their operations.

The Government is currently crafting the Private Voluntary Organisations Amendment Bill which seeks to regulate the operations of NGOs in the country.
Critics say the Bill, which is currently before the National Assembly, will result in employees at civic society organisations losing their jobs and also constrict the democratic space if it is passed in its current form.

Govt Monitoring Operations Of NGOs

Former Masvingo Urban MP, Tongai Matutu, who defected to ZANU PF said he was the “best brains” during his time in opposition.
Matutu left the then MDC Alliance that was led by Nelson Chamisa after he was disqualified from contesting the provincial chairmanship post ahead of the 2019 Gweru Congress.
Matutu is among several former MDC officials who are being used by the ruling ZANU PF party to de-campaign their erstwhile colleagues ahead of the 26 March by-elections.
During a recent ZANU PF campaign rally at Pangolin shopping centre, Matutu was asked to address supporters by the provincial chairperson Robson Mavhenyengwa. Said Matutu:

There is nothing there, I have been there you know it and I am one of the few who had brains and now that we are no longer there, who else is there?
There are two types of votes, spoiled and counted votes, spoiled are those where you fail to put an X where it is required or voting for two or more candidates and also voting for the opposition is now spoiling a vote.
So I want to urge you to vote for Zanu PF to avoid spoiling your votes.

ZANU PF secretary for security and senator for Gutu District Lovemore Matuke said Matutu will be invaluable for the ruling party in its quest to win all wards previously held by the opposition. He said:

He knows the valves to open so that things work in our favour.

CCC, MDC Alliance Parties 'Brainless', Claims Tongai Matutu

Zanu PF secretary for security, Lovemore Matuke has accused local civil society organisations (CSOs) of working with the <a href="https://zero.pindula.co.zw/chamisa-should-not-use-other-peoples-children-for-his-selfish-agenda-his-wife-children-should-lead-demo-next-time-matuke/">opposition MDC</a> to push a regime change agenda.
Matuke made the remarks while addressing the party’s Mashonaland West provincial coordinating committee (PCC) members in Chinhoyi weekend. He said:
<blockquote>The National Democratic Institute held a meeting with non-governmental organisations on 22 January when these organisations with ties to opposition MDC were given money to fight Zanu PF ahead of the 2023 elections.
These organisations are deemed strategic in the agenda to destabilise the nation. As a party and provincial leadership, we have to be careful of these as they have a foreign agenda to remove Zanu PF from power.</blockquote>
His remarks come when the government is being accused of harassing the opposition and civil society organisations and human rights defenders.
Matuke also speaks after President Emmerson Mnangagwa has hinted at reviewing laws that govern the conduct of all civil society organisations after accusations that they were now meddling in politics “neglecting their mandate.”
Matuke mentioned the Zimbabwe National Students Union (Zinasu), National Association of Youth Organisations (Nayo), Amalgamated Rural Teachers Union of Zimbabwe (Artuz), Zimbabwe Council of Churches (ZCC), Zimbabwe Human Rights Association (ZimRights), Vendors Initiative for Social and Economic Transformation (Viset), Women’s Leadership Institute for Development (Wild) and a news portal, NewsHawks as CSOs pushing the regime change agenda.

ZANU PF Accuses CSOs Of Pushing Regime Change Agenda

The government according to the Newsday has admitted it sold vulnerable citizens a dummy by disbursing less than 1% of the funds it had promised to extend to vulnerable families during the lockdown.
The matter came to light in Parly after Senator Watson Khupe who represents people with disabilities (PWDs) asked Social Welfare deputy minister Lovemore Matuke for an update over social assistance which is yet to be disbursed to PWDs.
Matuke reportedly responded by saying:
<blockquote>Most people will need to be registered and it might take time, but in the next few weeks you will see progress. We have paid $200 000 to date. We need to know where those people live so that we can connect to them</blockquote>
Matuke’s response came at a time when non-governmental organisations like the Zimbabwe Coalition on Debt and Development (Zimcodd)  asked for transparency and accountability on how the $600 million package <a href="https://news.pindula.co.zw/2020/03/31/govt-sets-aside-600-million-to-cover-1-million-vulnerable-households-for-the-next-3-months/">announced by treasury to the vulnerable citizens</a> will be disbursed as details of the beneficiaries are sketchy.

Govt Admits To Paying Only $200k Of The $600 Million It Promised Vulnerable Citizens During The Lockdown

Zanu PF National Spokesperson, Ambassador Simon Khaya Moyo has said that the ruling party’s restructuring process has now started in preparation for the 2023 elections.
Speaking to journalists after the <a href="https://news.pindula.co.zw/2019/10/03/full-text-zanu-pf-politburo-in-extraordinary-meeting/">party’s special extraordinary politburo</a> held in Harare this Thursday, Moyo said that the restructuring exercise will start in Harare province where new District Coordinating Committees (DCC) will be established with immediate effect.
He added that the process which will exclude Harare will be led by the Zanu PF National Chairperson, Oppah Muchinguri Kashiri.
Moyo added that the Defense Minister will be assisted by party secretary for administration, Obert Mpofu, Lovemore Matuke, Victor Matemadanda and Patrick Chinamasa. Moyo added:
<blockquote>The party is re-modelling itself in preparation for 2023, we expect people to cooperate with the process, anyone found vote-buying will be disqualified.</blockquote>

"ZANU PF Restructuring Process Starts In Preparation For 2023 Elections," Simon Khaya Moyo

Public Service, Labour and Social Welfare Deputy Minister Lovemore Matuke has said Government is considering raising payouts for pensioners.
Principal beneficiaries are receiving minimum payouts of $80 per month, while the surviving beneficiaries are receiving a minimum of $32. The last increase was in October 2017. In an interview with The Herald yesterday, Deputy Minister Matuke said they have approached NSSA to conduct an evaluation on whether they can increase monthly pension payouts. Said Matuke:
<blockquote>As Government, we tasked the National Social Security Authority (NSSA) to seriously consider increasing monthly pension payouts. NSSA is, therefore, in the process of conducting an evaluation to see what we can afford. Once the survey is complete, we’ll be able to tell how much NSSA can pay pensioners monthly and when an increment can be effected.</blockquote>

Govt Considers Increasing Payouts For Pensioners

Addressing a Gutu Development Association fundraising dinner event in Harare last night, Zanu-PF chief whip and Gutu Central Legislator Lovemore Matuke announced that he was voluntarily stepping down from his seat to pave way for Winston Chitando to contest for the constituency in the forthcoming elections. Chitando is also the Minister of Mines and Mining Development.

Apart from Mpofu, his wife Sikhanyisiwe, who is a legislator under proportional representation and Bubi MP, Clifford Sibanda, have also indicated that they would be making way for younger leaders.
Zanu-PF Member of Parliament for Muzvezve Peter Haritatos also announced he will not be seeking to be reelected in the coming elections saying he is passing the opportunity to give a chance to the younger generation.
