Victoria Falls residents have called for a lifestyle audit for councillors and council management following allegations of corruption in the MDC Alliance-led city council.
The calls were made during a public meeting held at Chinotimba Hall on Friday.
The meeting, which was attended by more than 300 people, was convened by war veterans’ leadership from Matabeleland North to discuss the problems within Victoria Falls City council.
This follows the arrest of mayor Somvelo Dhlamini a week ago on fraud allegations.
Residents also claim that town clerk Ronnie Dube and other councillors were also involved in corrupt activities related to the parcelling out of commercial stands.
Speaking during the meeting, Victoria Falls Combined Residents Association (VIFACORA) secretary general Trymore Ndolo said they have evidence against Dube and some councillors. He said:

They sold our land for US$4.2 million, how can land depreciate from US$14 million?
I’ll be clear and straightforward, some of the councillors came to us as Vifacora to report that they told us that when stand 8300 (comes up for discussion) we should agree to the sale as there was going to be bribery money and they surely got US$ 400 000 and this is why they have been fighting against each other.
(Stand) 1811 is the size of a stadium and cannot be sold to a councillor, and that stand was valued at US$ 5 million.
We protested even to the mayor at a full council meeting resolution where we were called to endorse its sale in bond (RTGS) and we’ve got all the information.
The people, who were the masterminds (are known) and we queried how a stand worth US$ 5 million can be sold for $11 million.
So this is what residents have been arguing about and we are saying there should be a lifestyle audit of everyone involved in these corrupt deals.

A resident, who spoke at the meeting, claimed that some councillors were now living in opulence yet a few years ago “they were selling sweets”. Said the resident:

Suspended ZINARA CEO and Finance Director have been fired The Herald exclusively revealed. Mrs Nancy Chamisa and Mr Simon Tanharike were fired for gross incompetence and abuse of office. Reports also say 24 other ZINARA employees have been arrested on corruption charges.
ZINARA board chairman confirmed the development and also revealed that a lifestyle audit into the lives of some senior ZINARA Managers was currently underway, and looted funds were being recovered:
<blockquote>The CEO and the financial director who were on suspension were fired for great incompetence and abuse of office after it was realised that all the rot at Zinara was happening under their noses whilst they were engaged in bruising fights and failed to act on reports of corruption addressed to them as accounting officers. Both are attending trials to answer to abuse of office at Zinara</blockquote>
The ZINARA board Chair Engineer Madanha revealed some of the issue unearthed by an audit at ZINARA:
<blockquote>There are leakages at the tollgates, transit fees and bulk licensing where cashiers pocket public funds and according to a report by one of the employees caught red handed, the stolen money is shared right up to the echelons of power with rates of contribution by cashiers clearly stipulated
Fraudulent activities are noted with petty cash managed by the finance department as no records are present on some disbursements and acquittals to provincial offices
Another area of abuse is recorded on fuel coupons which are disbursed without proper paper trail in some cases.
The other major problem at the institution lies in the recruitment process and each director is in charge of the filling of posts in his respective department.
Directors filled up positions with relatives, friends and church members, thereby creating an environment which defies corporate governance as workers pay their allegiance to their director and not to the institution</blockquote>

The <a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimbabwe Revenue Authority</a> has intensified lifestyle audit of its staff with the authority looking at bank accounts, mobile money transfers and the deeds office to establish properties registered in its employees’ names or their families.
Employees then have to justify any suspicious bank deposits, mobile money transfer transactions and the source of funds for properties in their names, spouse or children’s names.  A large number of employees were fired on suspicion of engaging in corruption after they failed to justify their transactions or the source of income. In an emailed response to The Herald, Zimra board secretary and director for Legal and Corporate Services, Ms Florence Jambwa, confirmed the lifestyle audit saying it was meant to curb graft within the authority.
The revenue collector has roped in the <a href="http://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe</a> to compel financial institutions to avail bank statements of a number of employees as part of the audit.
