On Saturday, Midlands Provincial Affairs Minister <a href="https://www.pindula.co.zw/Larry_Mavima/">Larry Mavima</a> and politburo member Daniel Mackenzie Ncube fled an angry ZANU PF mob protesting the alleged rigging of the ruling party’s primary elections in Gokwe-Chireya.
The meeting was intended to reconcile the constituency after chaotic primary polls that saw Torerai Moyo announced as the winner despite losing to Jeremiah Ndukulani.
ZANU PF supporters accused Local Government Minister <a href="https://www.pindula.co.zw/July_Moyo/">July Moyo</a> and ex-State Security Minister <a href="https://www.pindula.co.zw/Owen_Ncube/">Owen “Mudha” Ncube</a> of rigging the internal party polls in favour of Moyo. Chaos erupted when Moyo was introduced as a parliamentary candidate. <a href="https://www.pindula.co.zw/2022/01/06/gokwe-chief-chireya-demands-3-million-from-subject-for-defamation-of-character/">Chief Chireya</a> addressed the supporters:

When you see him (Mavima), you see the President, when you talk to him, you talk to the President. So I am imploring you to respect and listen to him.
We are all in Zanu PF and I know the committed that I invited are well-behaved. Booing each other happens, but at this party meeting, we came to hear what the minister has to say.
I am the one who invited him to address you. He came here to see the chief, but I asked him to address my people. So why are you booing him before he finishes addressing you?
</blockquote>
Despite Chief Chireya’s attempt to calm the crowd, Mavima was forced to leave after being heckled by angry ZANU PF party members.
The party has been struggling to gather crowds for campaign meetings in the Midlands following chaotic primary polls, <a href="https://www.newsday.co.zw/local-news/article/200011907/minister-flees-angry-zanu-pf-mob">NewsDay</a> reported. ZANU PF youth league secretary Tino Machakaire pleaded with party factions to unite ahead of the August polls, addressing a ZANU PF youth inter-district meeting in Zvimba South. He said:
<blockquote>
Now that the primary elections are over, those that won and the ones who didn’t make it, it’s time to unite towards the goal to support President Mnangagwa in the upcoming harmonised elections for we are one people.
</blockquote>
He was accompanied by his deputy John Paradza, despite reports of conflict between them.
Zvimba South legislator Phillip Chiyangwa urged party supporters to back Dexter Malinganisa, who defeated him in the primaries. Several officials, including Mashonaland West Provincial Affairs and Devolution Minister Mary Mliswa-Chikoka, Justice Minister Ziyambi Ziyambi, and Central Committee member Mike Chimombe, also attended the meeting.
The ZANU PF national security department recently ordered all provinces to prohibit party supporters from using WhatsApp and other social media platforms. The ban on social media platforms for allegedly fueling divisions has caused controversy within the ruling ZANU PF party structures ahead of the upcoming elections.

More than 5 000 artisanal miners who had descended on Sandawana Mine in Mberengwa in search of lithium have been dispersed, an official has said.
The artisanal miners and dealers had descended on the defunct emerald mine in search of the newly-discovered lithium.
Midlands Provincial Affairs and Devolution Minister Larry Mavima said some “unscrupulous” businesspeople were buying the lithium from the illegal miners before exporting the mineral. Said Mavima:
<blockquote>
We were informed that there was a lithium rush in Mberengwa and that’s why we decided to come down to have first-hand information on the goings on.
We have since stopped all the operations to allow for formal operations.
</blockquote>
Zimbabwe Miners Federation (ZMF) president, Henrietta Rushwaya, said artisanal miners should benefit from the lithium. She said:

We as ZMF are coming up with plans to make sure that artisanal miners benefit from lithium mining at the same time make sure that Government is benefiting from this lithium mining.

Police Stop Illegal Lithium Mining At Sandawana Mine

Non-governmental organisations (NGOs) operating in the country should relocate to Ukraine where there are people in need of their services, a senior government official has said.
Speaking during a devolution meeting in Gweru at the weekend, the Minister of State for Provincial Affairs and Devolution in Midlands, Larry Mavima, said the government doesn’t need NGOs anymore as it can now cater to citizens’ needs without their help. Said Mavima:
<blockquote>
How long should we continue relying on other people? The country is built by its own people.
As much as possible we are now able to do a lot of things without NGOs. There was a time when NGOs were necessary. But we have to get out of this mentality.
I was serious when I said if there are NGOs that feel that they have something; let them go to Ukraine where there are people in need of their services because there is war.
Here we are a peaceful country. No one is bombing us.

More than 1.5 million people have fled Ukraine since 24 February when Russia invaded the country and started bombing cities from land, sea and air.
Meanwhile, the government is working on a new law, the Private Voluntary Organisations (PVO) Amendment Bill, which seeks to restrict the operations of NGOs.
The PVO Amendment Bill, which will amend the PVO Act, is currently being debated in Parliament and has come under immense criticism as it gives the government power to regulate the operations of NGOs and disclose their sources of funding.

'We Don't Need You Here, Go To Ukraine', Govt Tells NGOs

Former State Security minister Owen “Mudha” Ncube’s political fortunes continue to diminish after he lost the ZANU PF Midlands provincial vice chairmanship, on which he had imposed himself, over the weekend.
Ncube was demoted to a far less influential position of secretary for production and labour during a rescheduled provincial coordinating committee (PCC) held in Gweru on Saturday.
The PCC was rescheduled after violence unleashed by Ncube’s thugs the previous weekend ended the meeting prematurely.
A ZANU PF insider told NewZimbabwe.com that Ncube was given the position as a mere consolation. He said:
<blockquote>
He was given the position of provincial secretary for production and labour as a mere consolation but politically he is finished.
</blockquote>
At the previous meeting, Ncube had smuggled a controversial list that was supposed to make the provincial executive. It was however rejected by ZANU PF structures in Midlands.
The controversial list, which was packed with Ncube’s loyalists, included former Mbizo Legislator Vongai Mupereri as secretary for administration, Shurugwi South MP, Edmund Mkaratigwa as finance Secretary, among others.
Instead, former ZANU PF youth league deputy secretary Edward Chakanyuka Chiherenge will deputise provincial chairperson Larry Mavima, who was imposed by President Emmerson Mnangagwa.
Mkaratigwa is now the secretary for administration, Chirumhanzu MP Barbara Rwodzi becomes secretary for finance, Minister of Public Service, Labour and Social Welfare Paul Mavima is the new secretary for legal affairs.
In his address to the new executive, Mavima called for unity and implored party officials to stop denigrating each other. He said:
<blockquote>
My plea to you comrades as your chairman is that we unite and or at the least attempt to unite.
In retrospect, our differences are very minor as we all claim to be 100% behind HE E D Mnangagwa our current and future President in 2023 and one united Zanu PF party led by our current praesidium who have all clearly stated their support for Cde Dr E D Mnangagwa as the sole candidate for the 2023 General. elections.
Let us now put our personal differences aside and rally to win the Bye Elections and the 2023 General Elections. I as your chairman.

Owen Ncube Loses Influential ZANU PF Post

President Emmerson Mnangagwa fired <a href="https://www.pindula.co.zw/Owen_Ncube">Owen “Mudha” Ncube</a> from the State Security ministerial portfolio following a three-hour-long meeting with newly installed ZANU PF Midlands provincial chairman <a href="https://www.pindula.co.zw/Larry_Mavima">Larry Mavima</a> at his Pricabe Farm in Kwekwe last Sunday, a report claims.
NewZimbabwe.com reported ZANU PF sources as saying Mavima sought an emergency meeting with Mnangagwa intending to resign from the chairmanship after an aborted Provincial Coordinating Committee (PCC) meeting in Gweru the day before.
The meeting was abandoned after Ncube threatened to assault Public Service Minister Paul Mavima and Gokwe Nembudziya legislator Justice Mayor Wadyajena during the proceedings.
Ncube had also bussed machete-wielding thugs to surround the venue of the meeting to intimidate his opponents.
During the meeting with Mnangagwa, Mavima (Larry), reportedly said he could not work with Mudha because of his violent tendencies.
Mavima is reported to have told Mnangagwa that numerous provincial leaders were considering leaving the party because of Ncube’s conduct. Said a ZANU PF insider:
<blockquote>
What happened is that after the Saturday fiasco at the PCC meeting, some senior ZANU PF members advised Mavhima to go straight to the president and give him a full report of what transpired.
And so on Sunday, he went to the president’s farm and they spent about three hours conversing about the issues.
The message he carried to the president was simple and clear: nobody was able to work with Mudha anymore.
So it was a question of either to retain Mudha and risk dismantling the province or sack him and save the situation. Any leader in that situation would decide the way that ED did.
You should visit the province and see how excited people are about this development.
In fact, this axe had been hanging over his head since last year when he started deploying some CIO (Central Intelligence Organisation) operatives and machete gangs to harass his rivals in a bid to win the provincial chairmanship position which he wanted.
So basically, the man had the rug proverbially pulled off his feet and when the province decided that Mavhima should be the unopposed chairman, he resorted to fighting for his proxies who were seeking other positions through violence and intimidation. 
The situation had become very tricky and the President really faced the inevitable choice of having to fire him.
But he was not working alone. He was working in direct consultation with July Moyo, who leads a faction in the province that wants to dominate affairs here.
It will not, therefore, be surprising to see the axe falling on him because he is basically the master controller and these are his runners.

Ncube was fired from the Government on Monday for “conduct that was deemed inappropriate for a Minister of Government”.

"Mavima Crucified Owen Ncube During 3-hour-long Meeting With ED'

Zimbabwe is scheduled to commission the US$1 billion Mvuma steel plant next year which is set to be Africa’s biggest steel plant.
The project is expected to create employment for over 6 000 people.
The ground-breaking ceremony, undertaken by a local subsidiary of Chinese global steelmaker, Tsingshan Holdings, is expected to be presided over by President Mnangagwa in two months’ time, while the Chinese firm’s top brass will fly in for the occasion.
Early this week, government agencies in the Midlands province, led by the Midlands Minister of State for Provincial Affairs and Devolution Mr Larry Mavima, convened for a consultative meeting at the project site to discuss implementation modalities.
Minister Mavima told the meeting that they wanted a smooth takeoff of the project therefore all stakeholders should play their part. He added:
<blockquote>
We don’t want the investor to be denied any service they need when the Government and His Excellency, the President have approved the creation of this project. Let us ensure that it is implemented within the time frame agreed by Government.
</blockquote>
He said some huge projects had failed in the past because of “falling into that trap of not following relevant procedures.” Minister Mavima told the stakeholders:
<blockquote>
We don’t want anyone who will say, ‘I was not consulted.’ We will remove all landmines that you might encounter because this project will not only help the local community but also the GDP of the province and at national level. This project is being incorporated into our provincial economic plan for the next five years, which is similar to the Government’s National Development Strategy 1 blueprint.
</blockquote>
The project is expected to revitalise the country’s infrastructure development drive and will make a town of its own.
A dam over Munyati River, a new bridge, a tarred road, a 40-kilometre rail link to Gweru and an electricity substation are some of the substructures to accompany the plant.
The investors have also clarified that there will be no relocation of villagers.

Zimbabwe Scheduled To Commission Africa's Biggest Steel Plant

The government has announced it targets the dualisation of the accident-prone Shurugwi Boterekwa road to facilitate the easy movement of trucks that pass through the escarpment.
Midlands Provincial Affairs minister Larry Mavima last week said the dualisation of the Shurugwi Boterekwa road project was meant to minimise traffic accidents on the sloppy terrain.
He added that there was a likelihood of an increase in economic activity in the province due to the dualisation of the road. Mavima said:
<blockquote>_Dualisation of Boterekwa road clearly shows government’s commitment to build roads that are up to Southern African Development Community (Sadc) standards._
_The road can be used by huge trucks and large volumes of trucks to ferry goods from South Africa up to the Democratic Republic of Congo. Dualisation will also eliminate numerous accidents that happen as a result of the narrowness of the road. Once this is achieved in the shortest possible time, it will, indeed, increase the gross domestic product of the province and that of the country as a whole._</blockquote>
Mavima added that the JOC [Joint Operations Command] will soon meet to determine how best to eliminate the issue of illegal mining.
He warned illegal miners against damaging government infrastructure saying authorities will get them despite their connections.
Over the years, the Environmental Management Agency (EMA) has encountered hurdles in dealing with illegal miners, particularly in the Midlands province.
The miners, some of whom are backed by politicians who benefit from the illegal mining activities, have left a lot of environmental degradation.
Last year, part of the Boterekwa road collapsed as a result of illegal mining activities in the mineral-rich town.

The mine was carrying out illegal alluvial gold mining near Mutevekwi River located just outside the mining town along Shurugwi-Zvishavane highway.

Accident-Prone Shurugwi Boterekwa Set For Dualisation

United Kingdom (UK) Ambassador to Zimbabwe, Melanie Robinson has commended the government for successfully taming machete-wielding gangs (Mashurugwi) that had been terrorising citizens across the country, mainly in mining areas.
Gangs of men armed with machetes, axes, guns and other deadly weapons had been on the rampage, committing heinous crimes such as armed robbery and murder.
Small gold mines, gold buyers and stamp mills were their prime targets.
Police responded by launching operations targeting the gangs and banned the carrying of dangerous weapons in public.
Speaking during a courtesy call to the Minister of State for Midlands Provincial Affairs and Devolution Larry Mavima on Thursday afternoon, Robinson said:
<blockquote>The mineral resource base especially here in the Midlands and Gwanda is incredible, what is only needed is more formal mining than the artisanal type of mining.
I would, however, like to commend you for managing to deal with the violent machete gangs which had been moving around committing crimes in the mining areas.
The situation is now very calm and peaceful.</blockquote>
Robison said there is a need to capacitate artisanal miners so that the country benefits from its mineral resources.
She said equipping and formalising artisanal mining will result in cutting down in leakages as the miners will be selling the gold through proper channels.
Meanwhile, Minister Mavima said the government had acted accordingly in stopping machete gangs so as to protect the people and fellow miners and that there were no sacred cows when it comes to policing.

UK Ambassador Commends Zimbabwe Govt For Neutralising Mashurugwi

Midlands Provincial Affairs Minister Larry Mavima has recovered from COVID-19, The Herald reports.  Mavima recently tested negative for the virus according to the publication after he had been in isolation since the turn of the new month when he tested positive for the novel coronavirus.
Mavima spoke to the publication about his recovery and said:
<blockquote>I have fully recovered from the virus and this morning I received my results and I am now negative.
I would like to thank Government for the support, the doctors who worked hard attending to me and the prayers I got from the loving Zimbabweans during the time I was diagnosed until I recovered</blockquote>
Mavima warned people to adhere to precautionary and containment measures as he said the disease is real:
<blockquote>The disease is real, we still have the disease in our midst so we need to be very careful and responsible. We need to follow recommended guidelines like putting on our masks properly for Covid 19 has no bounderies, it can attack anyone nomatter the position or post in life.
There has been visible laxity in terms of following recommended health procedures and it is worrisome. We need to properly put on our masks, maintain social distancing and always sanitise because no one needs to revert back to the initial lockdown situation but as Zimbabweans we need to be responsible always</blockquote>

Mavima Recovers From COVID-19

Zimbabwe’s first mining explosives manufacturing plant at Intrachem in Kwekwe is almost complete, ZBC News reports.
This came out during the progress assessment tour of Intrachem industry in Kwekwe this Thursday by Cabinet ministers including Industry and Commerce Minister, Dr Sekai Nzenza. She said capacitation of local industries is government’s priority. Nzenza added:
<blockquote>I am pleased by the company’s progress; this initiative will help import substitution and will see the company as one of the best exporters of explosives…..</blockquote>
Also speaking at the same event, Midlands Minister of State for Provincial Affairs and Devolution, Senator Larry Mavhima emphasised the importance of embracing provincial economic development through utilisation of local industries. Mavima said:
<blockquote>We want this industry not only to transform the mining sector only but also the Midlands province should benefit economically from the industry….</blockquote>
Meanwhile, Intrachem Chief executive officer, Mr Langton Nyandoro urged the government to continue supporting industrial growth which in turn would ascertain “more production..”
Mining is one of the strategic areas which the Zimbabwean government has identified as key in the resuscitation of the collapsed economy.
Zimbabwe last year launched a roadmap for the achievement of a US$12 billion mining industry in Zimbabwe by 2023, a 344% increase from US$2.7 billion in 2017.
Observers often bemoan the externalisation of minerals through the country’s porous borders, an issue that is believed to have robbed the country of billions of dollars in potential revenue.

Mining Explosives Manufacturing Plant Almost complete

Reden Mine in Gweru where a mine manager shot 2 workers in a salaries row could be operating illegally after the mine owners failed to produce requisite paperwork and cited language barriers despite having an interpreter present during the probing, ZBC News reports.
The matter came to light after a delegation led by Mines Minister Winston Chitando visited the mine on a fact-finding mission and the management at the mine failed to produce requisite paperwork.
Speaking about the development Chitando said:
<blockquote>We want all our operations to be conducted within the context of the law. If there are any disputes of labour or otherwise they should be resolved within the context of the law. So yes we came we found out that the place is no longer operating. But certainly, this is a very sad situation in the history of mining in the country. We are conducting investigations on the way they are operating and their contributions to fidelity</blockquote>
Also speaking on the same mission, Midlands Minister of State for Provincial Affairs, Senator Larry Mavhima said the incident relieved memories of Mashurugwi who wreaked havoc in gold-rich areas in the country earlier this year:
<blockquote>What has been experienced here is similar to the machete-wielding gangs that have been terrorising the province. We cannot accept violence to prevail in the mining sector. We have full confidence in our judiciary system and we do believe that justice will take its course. It is quite unfortunate that we had to experience such at a time we are dealing with the COVID-19.</blockquote>

Shooting Incident Gweru Mine Operating Illegally - Report

There has been a spike in cases of machete-wielding gangs being involved in violence and robbing people, with fears that this could degenerate into civil war.
Fears of national conflict were expressed by Midlands Provincial Affairs minister <a href="https://www.pindula.co.zw/Larry_Mavima" rel="noopener noreferrer" target="_blank">Larry Mavima</a> while officially opening the Chiefs Council meeting hosted by the <a href="https://www.pindula.co.zw/Zimbabwe_Council_of_Churches" rel="noopener noreferrer" target="_blank">Zimbabwe Council of Churches (ZCC)</a> in Gweru on Tuesday. He said:
<blockquote>We often hear that the artisanal miners are now a menace in communities. They are using machetes to injure people. Every day there now seems to be such cases. We will all perish if these cases of violence persist. We need peace in the country. If these small cases of violence are allowed to go on, they will become a national conflict.</blockquote>
Numerous media reports indicate that artisanal miners who move around carrying machetes (<a href="https://www.pindula.co.zw/MaShurugwi" rel="noopener noreferrer" target="_blank">MaShurugwi</a>) are engaged in violent conflicts resulting in fatalities in some cases.
High crime rates are always recorded in areas where the machete gangs operate, with some of the thugs reportedly boasting that they are untouchable as they enjoy protection from politicians.

Some non-governmental organisations (NGOs) have been criticised for presenting themselves as an alternative to the Government of Zimbabwe.
Addressing Government heads during the provincial development committee meeting at the Government complex in Gweru last week, Minister of State for Midlands Provincial Affairs Larry Mavima, said:
<blockquote>Whilst we appreciate the complementary work that some NGOs are doing in the province, the Government is seriously concerned about the negative influence that they are now having in the country.
There are more than 35 000 NGOs in Zimbabwe and several of these are, at least, presenting themselves as an alternative to the Government of Zimbabwe.
This can no longer be allowed to continue and we must all play a role in addressing this issue.</blockquote>
Mavima told the officials to only work with NGOs that would have been authorised operate both in the province and particular districts.

NGOs Castigated For Being A Negative Influence

Midlands Provincial Affairs Minister, Larry Mavima revealed that the Government has offered $1000 towards the burial of every victim of the Wednesday night Gweru accident.
Mavima expressed gratitude to the government’s gesture towards the bereaved families. He said:

<blockquote>We mourn the deceased together with bereaved families, but I would like to thank the Government for its quick response in assisting the bereaved families with $1 000 each.<ins></ins>
I understand some of the victims were related and it’s very sad. I also got information that both drivers were speeding and I think drivers should desist from this tendency.</blockquote>
Mavima further advised that the bereaved families from Kwekwe and Gokwe should visit the Kwekwe District Administrator’s offices to receive their money.

Government Offers Burial Assistance To Gweru Accident Victims

The Midlands Provincial Minister, Larry Mavima had a reality check on Tuesday when he visited the passport offices in Gweru.
The minister made an unannounced visit and was ‘disappointed’ to see the struggles the general citizenry has to endure to get the documents. He said
<blockquote>I was very disappointed with what I saw. Some villagers from far areas like Mberengwa, Gokwe and Lower Gweru actually told me that they sleep outside the offices for days without getting their travel documents.
They complained that the pace at which the queues move is slow and sometimes time lapses with no one being served.
In this new dispensation, we do not allow such things to happen because we want our people to be served timeously when they seek services at public institutions. It is, therefore, my call that things must change at the Registrar’s Offices.</blockquote>

Speaking at the Kwekwe Press Club to Kwekwe based journalists recently, Midlands Provincial Affairs Minister, Larry Mavima said some business people were sent by opposition MDC Alliance leader Nelson Chamisa to sabotage the economy.
Said Mavima:
<blockquote>Chamisa akati akuda kudira jecha, saka tinoziva kuti vamwe vacho havazviitise, vakatumwa naChamisa kuti vazodire jecha. But we are a strong government and we are not going to back down easily. Instead of accepting defeat, you embark on such treasonous actions.</blockquote>
