Midlands Provincial Affairs and Devolution Minister, Owen Ncube, has banned journalists from The Mirror and NewsDay, which are privately owned, from all government functions in the province.
As reported by <a href="https://x.com/TheMirrorMsv/status/1762539889663353251?s=20">The Mirror</a>, Ncube kicked out the publication’s Midlands Bureau Chief, Sydney Mubaiwa, and NewsDay reporter Stephen Chadenga from a meeting organised by the Zimbabwe Gender Commission and ordered them not to attend future government engagements.
The meeting took place at the Minister’s boardroom in Gweru on Wednesday, 28 February, in the morning.
Ncube asked journalists to identify themselves and then singled out the two for representing newspapers that allegedly attacked the Government.
He ordered them to stand up and asked his security aides to escort them out of the meeting. Said Ncube:

Who invited you here? We are building the country and discussing Government business and you are not welcome here. You are not wanted at any other Government function.
</blockquote>
The two journalists had been invited by Zimbabwe Gender Commission chairperson Margaret Mukahanana Sangarwe ahead of the official opening of the organisation’s Gweru offices.
Zimbabwe Gender Commission officials apologised to the two journalists.
Zimbabwe Union of Journalists (ZUJ) president George Maponga condemned the discrimination of journalists, saying journalism was not a crime. He said:

ZUJ is disturbed by reports of private media journalists being chased away from Government programmes.
We want to make it clear that journalism is not a crime and all accredited journalists have a right to cover all events that are in the public interest.
ZUJ will not accept any attempts to divide the media along private/public media lines.

Owen Ncube Bars Private Media From Government Functions

A prominent investigative journalist in Malawi, Gregory Gondwe, has gone into hiding after the Malawi Defence Force (MDF) allegedly threatened to arrest him.
According to <a href="https://www.hrw.org/news/2024/02/02/malawi-militarys-threats-send-journalist-hiding">Human Rights Watch</a>, this comes after Gondwe wrote a report exposing the military’s multi-million-dollar payments to companies owned by a businessman under investigation for corruption.
The report, titled “<a href="https://www.investigativeplatform-mw.org/2024/01/chakwera-still-in-bed-with-zuneth-sattar-treasury-pays-4-98-million-for-armoured-carriers-amidst-corruption-allegations/">Chakwera still in bed with Zuneth Sattar: Treasury pays $4.98 million for armoured carriers amidst corruption allegations</a>“, was published on 29 January 2024 on the Platform for Investigative Journalism.
In January 2022, the government of Malawi announced the cancellation of all contracts with firms associated with the named businessman and also barred his companies from future involvement in public procurement in Malawi.
However, according to Gondwe’s report, government authorities have continued to pay the businessman.
The report says, for instance, the businessman was paid US$4.98 million as part of a US$19.93 million deal for the procurement of military hardware.
This week, Gondwe wrote on Facebook that he had gone into hiding after “top government officials” told him that the Malawi Defence Force intended to arrest him for “endangering state security.” He wrote:

The military believes it has a leak and they think addressing it through me will solve their problems.
</blockquote>
In April 2022, the police arrested and detained Gondwe and tried to compel him to disclose his sources for a similar story about alleged government corruption.
The Media Institute of Southern Africa Malawi has condemned the threats towards Gondwe saying they have a chilling effect on journalists and the media.
It said if the MDF or any other concerned parties have an issue with the media, they should use proper channels to raise such issues.
Fifteen Malawi civil society organisations also denounced the alleged plans to arrest Gondwe, describing them as an attempt to intimidate whistleblowers who wish to report corrupt practices to the media.

Malawi Military’s Threats Send Top Journalist Into Hiding

Information, Publicity and Broadcasting Services deputy minister Kindness Paradza, who is Makonde MP, said that the government will ensure that journalists operate in a free and safe environment.
Paradza made the remarks while speaking at the Zimbabwe Community News Awards ceremony in Harare on Friday. He said:

Zimbabwe under the Second Republic has made the safety of journalists an issue of high priority.
We do not condone any acts of violence against journalists.
Government under the able leadership of President Emmerson Mnangagwa is committed to providing a safe operating media environment and ensuring that media practitioners exercise their duties freely without any harassment from anyone or any court.
Government has achieved major milestones in enabling an environment for the media and this includes repealing some laws and crafting new pieces of legislation.

You’re aware that we repealed the Access to Information and Protection of Privacy Act and replaced it with the Freedom of Information Act.

Govt Prioritising Safety Of Journalists - Paradza

Journalists in Masvingo Province have condemned the arrest of Mirror editor, Garikai Mafirakureva, describing the arrest as persecution.
Several journalists from media houses across Masvingo on Friday packed the courtyard at the Masvingo magistrates’ court to show solidarity with Mafirakureva.
Mafirakureva was supposed to appear in court facing a number of charges including writing falsehoods and undermining the authority of the Police.
However, the Police did not show up for the court session and later dropped the charges after being advised that their case stood no chance at law.
The journalists who numbered more than 20 were at Masvingo Magistrates Court from 8 AM until 12 PM when they were told that the charges had been dropped.
EnviroPress editor Moses Ziyambi urged the Police to be conversant with media laws and how journalists operate.
He said Mafirakureva’s arrest was unnecessary and is more worrying in view of the looming general elections. Said Ziyambi:

Police know very well that falsehoods in a democracy are not criminal, but they are a civil matter.
This case is clear victimization intended to cow journalists before the Police.

Former Mirror editor Nkulumani Mlambo said Mafirakureva’s arrest was calculated to muzzle the Press.

Zimbabwean Police Drop Charges Against Newspaper Editor

The Zimbabwe Union of Journalists (ZUJ) has condemned the recent brutal attack of four Techmag TV crew members by suspected ZANU PF members while filming ZANU PF and CCC  rallies that were held 800 metres apart in Gokwe.
In a statement on Friday, 26 August, ZUJ urged the Zimbabwe Republic Police (ZRP) to bring the perpetrators to book as this “will send a loud and clear message to all merchants of violence” that violence has consequences. ZUJ said:

ZUJ condemns the recent attack by alleged ZANU PF supporters of four Techmag TV crew members for filming activities at competing ruling ZANU PF and opposition Citizens Coalition for Change (CCC) campaign rallies in Gokwe.
The four, comprising Toneo Rutsito, Tongai Mwenje, Pellagia Mpurwa and Chelsea Mashayambire, were allegedly beaten by at least 12 suspected ruling party activists for filming the party’s campaign activities that were being held adjacent to those of the CCC.
The two rallies were reportedly held about 800 metres apart. The four Techmag crew have since filed a police report (RRB Number 5075126) at Chitekete Police Station in Gokwe.
The heinous attack-which saw Rutsito reportedly losing a tooth and Mwenje sustaining a deep gash on the forehead-goes against the spirit of promoting freedom of the media in the country.
Journalists/media workers should be allowed to do their work without having to fear for their safety.
The security of journalists is a constitutional issue and should always be guaranteed by both political actors and government security agencies.
ZUJ, therefore, calls upon the police to thoroughly investigate the alleged assault of the journalists in Gokwe and bring the culprits to book in what the Union hopes will send a loud and clear message to all merchants of violence that freedom of the media should be upheld always and everywhere. There should be no compromise.

ZUJ Condemns Assault Of Journalists By Suspected ZANU PF Activists

Two local journalists who were arrested by the police for allegedly violating COVID-19 restrictions while they interviewed three hospitalised MDC Alliance members have been granted ZWL$500 bail by a Mbare magistrate.
Frank Chikowore (40) of Voice of America’s Studio 7 and Samuel Takawira (29) of 263Chat were released after spending four days in remand prison.
They two, who were represented by Paidamoyo Saurombe and Tonderai Bhatasara from the Zimbabwe Lawyers for Human Rights (ZLHR), were remanded to June 15 by magistrate Manase Musiiwa pending finalisation of the investigations.
According to the State, the duo sneaked into Parktown Medical Private Hospital in Waterfalls on Friday last week intending to interview Joana Mamombe, Cecilia Chimbiri and Netsai Marova.
They had been barred from entering the hospital on Thursday by the hospital administrator in consultation with the police officers who were deployed at the hospital to ensure the safety of the victims.
The State further alleged that the duo returned to the hospital on Friday and sneaked into the hospital ward without a reference letter from Stewart Ephraim the hospital administrator.
A detective, Collins Makore, allegedly observed that the reporters were not observing social distancing with the admitted victims as is required by the lockdown leading to their arrests.

Journalists Released After Spending 4 Days In Remand Prison

The <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police" rel="noopener noreferrer" target="_blank">Zimbabwe Republic Police (ZRP)</a> has said journalists with expired accreditation cards are free to conduct their duties without interference from law enforcement agents during the 21-day national lockdown.
In a statement on Monday, Police said they had consulted with the Ministry of Information after a journalist was arrested in Gweru in the course of his duties. The statement read:
<blockquote>We have taken note of the purported arrest of a journalist in Gweru on account of expired accreditation cards.
Police General Headquarters has intervened after consultation with the Ministry of Information Publicity and Broadcasting Services.
All journalists with such expired cards are free to conduct their duties without hindrance, information which has since been communicated to our stations.
We have a direct communication mechanism with media bodies who should feel free to contact us in case of any challenges.
On the other hand, journalists should not manifest confrontational attitudes towards law enforcement agents while they perform their duties.</blockquote>

Journalists With Expired Accreditation Cards Free To Conduct Their Duties - ZRP

Addressing participants to the UNESCO-funded World Press Freedom Day celebrations at the Harare Polytechnic, Acting Information Minister Simon Khaya Moyo yesterday warned journalists against partisan politics, saying scribes must ‘leave politics to political parties.”
Said Khaya Moyo:
<blockquote>Let us steer clear from the old snare of media polarisation which seeks to entrap our media into joining partisan politics. Let us leave politics to the political parties and we have over 124 of them in the country and more may still emerge to contest the forthcoming harmonised elections, and let us be professional journalists and demonstrate not only to the outside world but to ourselves in the run-up to the elections that we are not partisan.</blockquote>

The journalists tapped their mouths and marched silently against continued assaults on their colleagues by the Zimbabwe Republic Police. The march went up to Harare Central Police Station. On Friday,  journalists held a silent march in the capital to protest against police brutality. The journalists tapped their mouths and marched silently against continued assaults on their colleagues by the Zimbabwe Republic Police. The march went up to Harare Central Police Station. This follows the assault and arrest of Alpha Media Holdings journalists yesterday.

Two journalists Garikai Chaunza and Frank Chikowore are reported to have been detained for 5 hours and forced to delete their images after they recorded armed riot police who had forcibly evicted a white farmer at Lesbury Farm. Robert Smart is reported to have been evicted from his farm which is 26 kilometres from Rusape, to make way for Bishop Trevor Manhanga leader of the Tebarnacle church, who is linked to Zanu-PF.
Chaunza and Chikowore were later released after Inspector Nyakwedza had forced them to delete all the images of the eviction.
