A South African medical doctor, Willi Leo Sieling, told Harare magistrates court that Mary Mubaiwa, the former wife of Vice President Constantino Chiwenga, had confided in him that President Emmerson Mnangagwa had attempted to assassinate his own deputy back in 2018.
According to Sieling’s testimony, Mubaiwa persistently pressured him to administer a dangerous drug called pethidine to sedate Chiwenga. However, Sieling refused due to the drug’s highly addictive and narcotic properties. Mubaiwa allegedly went further, asserting that the President himself wanted to eliminate Chiwenga, starting with a grenade attack. Sieling told the court:

On June 29, 2019, l was accosted by the suspect (Mubaiwa) who was unhappy that l had allowed a surgeon to place an intercostal drain without her consent.
She scolded me and shouted at me.
Nurses reported to me that the suspect was interfering with and hindering the administration of drugs to the complainant.
The suspect insisted that l had to start giving the complainant pethidine.
However, it is a highly addictive narcotic analgesic, which l refused to do.
There were continuous calls, messages and persistent demands by the suspect for the discharge of the complainant.
The suspect started from the beginning and consistently told me that his Excellency the President of Zimbabwe wanted to kill the complainant (Chiwenga) starting with the grenade attack.

Chiwenga survived an explosion at a political rally in 2018, where numerous individuals were injured, and three security aides tragically lost their lives. Mnangagwa, who was leaving the podium after addressing Zanu PF supporters when the explosion happened, escaped unhurt.
Dr Sieling said he received a call from John Mangwiro, the Health deputy minister, in December 2018 asking him to attend to Chiwenga at the Fire Ice Hotel in Pretoria. Sieling stated that he had extensive discussions with Chiwenga in the presence of the suspect, Mary Mubaiwa. He said just before their departure, Mubaiwa gave him $1,900, although he was uncertain of its purpose and considered it a gift for his assistance.
On June 23, 2019, Mangwiro called Sieling again, informing him that Chiwenga was critically ill and required admission to the High Care unit at NetCare Pretoria Hospital. Sieling made the necessary arrangements but waited until 9:40 PM without Chiwenga being brought to the hospital, prompting him to investigate at the Sheraton Hotel where he had been booked. At the hotel, Mubaiwa introduced Sieling to Dr. Bruce Peck.
Sieling said he told them that Chiwenga would die if not admitted to the hospital. Seven days before Chiwenga’s discharge, Sieling visited his room and noticed excessive sedation since the Intensive Care Unit (ICU) discharge. Sieling requested a urine specimen, which appeared normal. However, a member of Chiwenga’s security team informed Sieling that the retired general was being administered Pethidine.
Sieling arranged for a cystoscopy to extract a specimen, confirming the presence of Pethidine. However, he was unable to identify the person responsible for administering it. Sieling mentioned that Mnangagwa requested a report on the situation, and Chief Secretary to the President and Cabinet Misheck Sibanda visited South Africa to check on Chiwenga’s health.
Sieling suspected that a member of Chiwenga’s security team might have administered dangerous drugs. Sieling expressed concern for Chiwenga’s need for additional therapy. Prosecutors allege that Mubaiwa intended to remove life support devices while Chiwenga was critically ill in a Pretoria hospital. Chiwenga later received successful treatment in China.
The case has been adjourned until August 28.

The Health and Childcare Deputy Minister John Mangwiro said that faith healers and traditional healers are now required to obtain a licence for their operations.
Mangwiro said those who fail to do so risk being jailed for two years.
He said many patients are said to be dying after consulting traditional healers and faith healers who are not referring them to medical professionals.
The patients were presenting late at health facilities after their condition would have worsened due to late diagnosis.
Speaking at the launch of the Zimbabwe Unicef-Eli-Lilly pediatric and adolescent Non-communicable disease initiative on Friday at Sally Mugabe Central Hospital, Mangwiro said:
<blockquote>
Yesterday I was talking about traditional healers, n’angas, mapostori, pastors, and those who say they can cure people.
We were saying at the parliament that in Section 27.18 that those who say they cure diseases, should have machines to check BP, sugar and temperature.
They should also document what they would have cured. They should also be registered and whatever they do not know, they should refer to other medical practitioners.
We would also want to know the place of operation that is where they do the treatments and we can send our inspectors.
If we find you curing, whether you are a pastor or evangelist or bishop, or a n’anga you should be registered and possess a record book documenting who you healed, the disease cured and the period and medicines used for healing.

Mangwiro said that faith and traditional healers who fail to comply with the government’s directive will be imprisoned. He said:
<blockquote>
If in contravention, one faces two years in jail or a fine or both. It is like so, mothers when you consult these faith healers, they should tell you the diagnosis, and the treatment and if they cannot heal the child, they should learn to refer as they cannot know everything.
As the government, we are following up on this knowing what is being done.
We now have a council that will help traditional healers. We will be registering each practitioner, even if you are a n’anga, mudzimu, dreamer or a pastor, bishop or evangelist, we expect you to have a licence and we want to licence your place of practice and give you a practice number.

Govt Says Pastors, Traditional Healers Now Require Licences To Cure Patients

The government launched a polio vaccination campaign on Wednesday, 26 October targeting children under the age of five.
The first round of the polio vaccination campaign is scheduled to run between October 27 and October 30 and the second round will run from December 1 to December 4.
Health and Child Care Deputy Minister Dr. John Mangwiro said polio cases have been confirmed in neighbouring countries and there are high chances of cross-border spread of the disease. He said:

We share strong social and economic activities with the affected countries, hence the vaccination drive to protect children below five years as they are at risk.
</blockquote>
Also speaking at the launch, World Health Organisation (WHO) country representative, Dr. Alex Gasasira, said:

I am delighted that Zimbabwe has taken great strides to eliminate polio. Parents should take advantage of this initiative and present their children for vaccination regardless of their religion.
</blockquote>
Polio oral vaccine is free for every child and Zimbabwe has been polio-free since 1989.

Govt Launches Polio Vaccination Campaign

The Ministry of Health and Child Care (MoHCC) says it will soon introduce a quota system that will see a certain number of student nurses recruited and trained to serve in their own provinces and districts.
In 2019, MoHCC introduced an online nurses’ application forum after investigations by the Zimbabwe Anti-Corruption Commission (ZACC) concluded there were unacceptable levels of bribery in the old system.
Prospective student nurses were allegedly made to part with large sums of cash by recruiters just to get into the interview process.
Speaking during a Question and Answer session in the National Assembly on Wednesday, Health and Child Care Deputy Minister Dr John Mangwiro said:

Now, we are going to decentralise the recruitment to provinces down to districts. Each province is going to be assigned its <a href="https://vacancymail.co.zw/jobs/national-e-recruitment-of-registered-general-nurse-training-may-2021-intake-30957/">nurses recruitment</a> and its quota system.
By quota system, it means we are decentralising to provinces and districts so that people select. At least every district must have a child.
Even if the places are 200, we will divide that 200 by our ten provinces and say 20 should come from Matabeleland North, 20 from Manicaland and so on. This is what I mean by the quota system.
This is what we are going to be doing in the future because we have seen all other systems are a bit unfair when it comes to <a href="https://vacancymail.co.zw/categories/nursing-jobs-in-zimbabwe/">nurses recruitment</a>.

Govt To Introduce Quota System For Nurses’ Recruitment

Health and Child Care Deputy Minister, Dr John Mangwiro fumed after observing that grass and trees had grown in a building that was supposed to house Mpilo Central Hospital mortuary.
The construction of the building started in 1996 but it is yet to be completed. Apart from the mortuary, some of the incomplete structures at the institution include a chapel and residential flats.
Speaking after touring the incomplete structures last week, Mangwiro said he was not impressed by the state of affairs. He said:
<blockquote>_These tree roots growing inside the building may have damaged the building by now, don’t you think so? This mortuary needs to be completed, I need to know when work can start even just to remove these trees and weeds._</blockquote>
Mpilo Central Hospital acting chief executive officer Professor Solwayo Ngwenya urged the government to resuscitate the project to address accommodation shortages at the institution.
A senior official at Mpilo Central Hospital who spoke to Sunday News said the structure had grown vegetation because the contractor had abandoned it.
The official said it was against the institution’s policy to invade a site without the contractor’s knowledge.
Last week, a fire broke out at Mpilo Central Hospital and damaged a block of flats that housed doctors in the process also destroyed property worth US$500 000.
There are a number of projects and programmes that were initiated decades ago across the country that are still incomplete mainly due to contractors’ incompetence, abuse of funds or lack of resources.

D/Minister Fumes As Grass, Trees Grow In Hospital Building

Health and Child Care Deputy Minister John Mangwiro has said the upsurge in COVID-19 cases and deaths being recorded in the country is attributed to uncontrolled movements of people during the festive season.
Zimbabwe has been recording over 700 new coronavirus cases every day over the past few days with daily COVID-19 related deaths hovering above 50.
On Wednesday, 20 January 2021, the country recorded 733 new cases from 4 418 PCR tests as well as 54 deaths. All the 733 cases were local cases.
There are fears that the highly infectious coronavirus variant detected in South Africa at the end of last year may be responsible for the exponential rise in cases as thousands of Zimbabwe returned home for the festive season.
Dr Mangwiro said all people both in rural and urban areas are at equal risk of being infected by the viral disease.
He called for adherence to laid down COVID-19 preventative measures such as masking up, washing of hands, sanitising and maintaining social distance and limiting travel.
Dr Mangwiro added that people with underlying conditions such as those suffering from asthma, High Blood Pressure (Hypertensive), diabetes, obesity and heart problems, among others were at high risk because their immune system is not at its peak level.

Rising COVID-19 Cases, Deaths Attributed To Uncontrolled Movements During Christmas

Health and Child Care deputy minister John Mangwiro has said the government could reimpose a lockdown as experience has proved that it is very effective in arresting the spread of the coronavirus.
Speaking during an interview with NewsDay senior reporter Miriam Mangwaya, Mangwiro said a rise in new infections and an increasingly complacent citizenry could trigger another hard lockdown.
Asked if there is any possibility that the government could impose another level one lockdown, Mangwiro responded:
<blockquote>Yes, some European countries have already gone back to level one lockdown. The second wave of the disease is aggressive so people still need to continue exercising the precautionary measures.
Figures might continue to rise in the country if people continue in the relaxation mood.
… Our experience with the pandemic has proved that a strict lockdown, although with its own disadvantages, is very effective in controlling the disease.
What is most important is to save lives. If need be, the government has to impose another lockdown.
However, the government still continues to encourage citizens to exercise precautionary measures to keep the figures low.</blockquote>
As of Sunday, 15 November 2020, Zimbabwe had recorded 8 829 coronavirus cases and 257 deaths.
43 new COVID-19 cases were recorded yesterday and all the cases were local transmissions.

If Need Be, Govt Has To Impose Another Lockdown - Minister

Deputy Minister of Health and Child Care, Dr John Mangwiro, officially opened the Mandara Manor Wellness Centre recently, a Private Psychiatric and Rehabilitation Hospital nestled in the leafy suburb of Mandara.
Dr Mangwiro expressed his gratitude in officiating at the opening of the state of the art facility which offers a wide variety of services. He said:
<blockquote>… The new Wellness Centre, is a state-of-the-art facility and the first of its kind in the country, offering, inpatient and outpatient mental health promotion and treatment facilities, an eleven-bed hospital admission facility and holistic treatment packages incorporating Specialist Psychiatrists, Clinical Psychologists, Occupational Therapists, various indoor and outdoor activities, and relaxation facilities.</blockquote>
The Deputy Minister of Health pointed out that opening such facilities in the country will drastically cut travelling costs of seeking medical attention abroad.
Highlands Wellness Group Chief Executive Officer, Dr Sacrifice Chirisa said they managed to construct three psychiatric hospitals in five years and that they were ready to serve both local and foreign clients.
He paid tribute to his wife, Dorcas Chirisa whom he described as a pillar in his business journey. Said Dr Chirisa:
<blockquote>I take this opportunity to thank a number of people who have made this possible. One thing why we want to make this thing special is that a few months ago I was bedridden with COVID-19.</blockquote>

Deputy Health Minister Officially Opens Mandara Manor Wellness Centre

The government has received over 134 oxygen concentrators from UNICEF a move which will boost the former’s efforts to fight the novel coronavirus that has killed 12 people in Zimbabwe so far, the Daily News reports.
Speaking at the handover ceremony, Health Ministry Deputy Minister Dr John Mangwiro said the donation would allow Zimbabwe to have more beds to enable institutions to attend to COVID-19 critical cases:

<div>This equipment will increase the capacity of hospitals to treat moderate to severe Covid-19 patients. The arrival of these 134 oxygen concentrators will translate into an increase in the number of beds available for treatment of this category of Covid-19 patients from current 45 beds to 179, bringing this close to 80 percent of the required beds for this category in the country. In the past, we had to refill the oxygen tanks elsewhere and was very inconvenient as it meant that patients could go for a long time without oxygen.</div>

<div>Zimbabwe has as of this morning recorded 926 COVID-19 cases including 12 deaths and the government has always emphasised that people maintain social distancing and other measures to try and curb spreading the virus as they say the country is not ready to mitigate the virus if cases soar to unprecedented levels.</div>

UNICEF Donates 134 Oxygen Concentrators To Zimbabwe, The Donation To Increase Zimbabwe's COVID-19 Beds From 45 To 179

Deputy Minister for Health and Child Care, John Mangwiro has implored doctors, nurses and hospital management to work together for the welfare of patients.
Mangwiro made the remarks while speaking to ZBC News on the sidelines of the Parliamentary Committee on Health tour of Harare and <a href="https://www.pindula.co.zw/Parirenyatwa_Group_of_Hospitals" rel="noopener noreferrer" target="_blank">Parirenyatwa Group of Hospitals</a> this Tuesday. He said:
<blockquote>The most important thing we should be concerned about is the welfare of patients, let’s all come together to make sure Zimbabwe gets the best maximum benefits from us. Let’s also focus on doing our best with what we have.
We have to put our emotions aside, let’s use our hearts. This fact-finding mission has brought out a lot of factors. It has opened our eyes.</blockquote>
Doctors and nurses have sometimes been at loggerheads, with Zimbabwe Nurses Association (ZINA) president Enoch Dongo saying that the country’s public hospitals can operate without doctors, hence they cannot continue holding the country at ransom.
