Rural district councils in Zimbabwe have been urged to work diligently and efficiently to deliver quality services to rural communities, while also promoting transparency and accountability. The Minister of Local Government and Public Works, Winston Chitando, made this statement during the 17th Association of Rural District Councils Chief Executive Officers Forum Annual Conference in Nyanga. Minister Chitando emphasised the vital role that local authorities play in achieving Zimbabwe’s Vision 2030 of becoming an upper middle-class economy.
In his address, Minister Chitando stated that the goal of transforming the country into an upper middle-income economy by 2030 requires the active participation and cooperation of rural district councils, <a href="https://www.manicapost.co.zw/local-authorities-urged-to-foster-accountability-culture/">Manica Post</a> reported. These local authorities are responsible for implementing various development projects and programs that contribute to the overall vision of the country. He said:

The local authorities must devise strategies to ensure that every city, town and rural district council achieve the desired outcomes. The aim should be to support the President’s Vision 2030 as he has urged everyone to collaborate and provide quality service to the majority of the people. This requires teamwork and therefore the need for everyone’s contribution and commitment.
There is nothing you achieve without a plan. The right tone has been set by President Mnangagwa who established a national blueprint that guides local authorities and helps enhance their performance and service delivery.

Vision 2030 aims to improve the accountability, transparency, efficiency, and effectiveness of local authorities. It also encourages a culture of innovation, collaboration, and citizen participation. The document is aligned with the National Development Strategy (NDS1) and the devolution agenda, which aim to empower local authorities to address the needs and aspirations of their people.
Minister Chitando assured the Association of Rural District Councils that the ministry would support their people-centred programs in implementing the President’s blueprint, thereby ensuring quality service delivery to the voters. The permanent secretary of the ministry, Dr. John Basera, also emphasized the importance of teamwork in achieving the objectives of the ministry and the President’s vision. He called for effective collaboration among local authorities to ensure the successful implementation of the blueprint.
Most rural areas in Zimbabwe are poor as depicted by the infrastructure found there or lack thereof. There is a huge divide in development, income, and opportunities between rural and urban areas. Analysts worry that even if Zimbabwe becomes a middle-upper-income country by 2023, rural communities will still be very poor. Although the constitution says that power should be given to local areas through devolution, services are still centralised because of a lack of resources and political willingness. This slows down progress and makes it harder to provide important things like healthcare and education to rural areas.

Rural District Councils Urged To Deliver Quality Services To Rural Communities

Lands, Agriculture, Fisheries, Water and Rural Development Permanent Secretary Dr John Basera said the government is taking decisive action to ensure the country meets its grain production targets for the 2023-2024 summer cropping season, despite the forecast of below-average rainfall.
He said over 360,000 tonnes of agricultural inputs have been mobilised, including seed and fertilizers, to support smallholder farmers under the Climate-Proofed Presidential Input Scheme.
He said with the likelihood of the El Niño weather phenomenon affecting the cropping season, efforts are being made to distribute inputs in advance, rehabilitate irrigation schemes, and promote climate-smart agriculture. Currently, over 203,000 hectares of land are irrigable, and the goal is to cultivate every available irrigable inch with maize, while also incorporating traditional grains like sorghum and pearl millet. The target is to produce 3,512,658 tonnes of cereal, which would meet the country’s consumption requirements. Basera said:

In light of the predicted normal to below-normal rainfall, the Government has adopted a plan of action dubbed AMA — Adaptation, Mitigation, Action.
AMA encompasses a set of initiatives whose thrust focusses on action and deployment of Going4Growth-plus measures as we gear for the 2023/2024 season.

He added that the government’s measures include fast-tracking the rehabilitation of irrigation infrastructure, implementing the Pfumvudza/Intwasa program nationwide, and promoting climate-smart feed formulations on farms. Basera emphasised cultivating every available irrigable inch of land with maize and intensifying in-field water and moisture harvesting.
He said the government plans to improve season preparedness through early distribution of inputs based on agro-ecological potential. There will be a focus on growing traditional/small grains, and the adoption of good agricultural practices (GAPs) is encouraged for better resilience. Dr. Basera expressed confidence in a productive season, highlighting the importance of timely input distribution. Seed, fertilizers, and agrochemicals are sufficient to support the 2023/2024 summer cropping plan.
According to a report by the Agricultural Advisory and Rural Development Services (AARDS), the authorities have accumulated stocks of:

<li>15,370 tonnes of sorghum seed</li>
<li>167,022 tonnes of Compound D fertiliser</li>
<li>167,022 tonnes of topdressing fertiliser</li>
</ul>
Seed and fertiliser manufacturers and distributors have indicated readiness for the cropping season. Valley Seeds spokesperson Mr Tich Maponga stated that there is sufficient seed available, with efforts made to process, package, and distribute it efficiently. Fertiliser Seed Grain (FSG) has increased basal fertiliser production and is distributing it to Grain Marketing Board (GMB) depots. Various farmer support programmes have been established, including the National Enhanced Agricultural Productivity Scheme, the Presidential Input Support Programme, and initiatives by the Food Crops Contractors Association and the government’s emergency food production programme.

Government Predicts Low Rainfall, Says It's Taking Action To Ensure Grain Production Targets Are Met

The Government has made arrangements with the Zimbabwe Electricity Supply Authority (ZESA) and Zimbabwe National Water Authority (ZINWA) to ensure that winter wheat farmers have adequate electricity and water respectively.
This was said by Lands, Agriculture, Fisheries, Water and Rural Development Permanent Secretary John Basera on Wednesday.
Basera was speaking at the Mashonaland East wheat planting preparedness discussion day in Marondera. He said:

The issue of power has been thoroughly assessed and discussed with ZESA. Ring-fencing of power for wheat farmers is guaranteed.
We are going to have sufficient power for wheat-producing farmers. We are Going4Growth and we must have wheat and flour self-sufficiency at all costs.
Uninterrupted electricity and water supply will change the dynamics of wheat farming in the country.

Basera, however, urged farmers to pay their outstanding debts to ZESA so that the power utility will be able to guarantee electricity supply.
The recommended sowing period for wheat is early April to the end of May and planting has commenced in areas such as Mashonaland West.
The <a href="https://www.sundaymail.co.zw/power-water-boost-for-winter-wheat">Sunday Mail</a> reported that an estimated 85 000 hectares will be put under winter wheat this year for a targetted output of 408 000 tonnes.
If that is achieved, it will surpass last year’s record of 380 000 tonnes.

ZESA To Prioritise Winter Wheat Farmers

The Government intends to rehabilitate 800 dip tanks across the country and build 1 500 new dip tanks this year.
This was said by Lands, Agriculture, Fisheries, Water and Rural Development Permanent Secretary John Basera on Sunday while speaking at Venice in Mhondoro-Ngezi district during the official launch of the national war against the January Disease. The Herald quoted Basera as saying:

If we win the war against January disease, we are guaranteed as a nation to meet Vision 2030 way back before the targeted year.
As we target to achieve this, we have put in place plans to rehabilitate dip tanks and build new dip tanks by June this year.
Currently, we have 4 000 dip tanks countrywide and 80 percent of these are functional.
The remaining 20 percent is targeted to be rehabilitated by June this year as we seriously intensify the fight again January Disease.
We want to increase our herd to six million from 5.4 million this year. This target can also be protected if we construct 1 500 new dip tanks countrywide.

Tick-borne diseases, among them January Disease (theileriosis), have killed at least 500 000 cattle in Zimbabwe in the past five years.

Zimbabwe is finalizing preparations to start fresh citrus exports to China, following virtual inspections done by the General Administration of Customs of China (GACC) last month.
<a href="https://www.pindula.co.zw/John_Basera">John Basera</a>, the Permanent Secretary in the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, said Zimbabwe is now finalizing its post-inspection report for submission to China in the next few days. He told <a href="http://en.people.cn/n3/2022/0930/c90000-10153821.html">Xinhua</a>:

Zimbabwe is finalizing preparations to export citrus fruits to China by clarifying queries arising from the virtual inspections done by China’s General Administration of Customs (GACC) in August.
</blockquote>
He said some of the queries are related to:
<blockquote>
1). the use of orchard numbers as opposed to production unit code to improve traceability, 
2). strengthening pest and disease management in the field and at pack houses to minimize infestation of harvested citrus, 
3). clarifying the cold treatment of citrus destined for China.

Basera said Zimbabwe intends to sell oranges, lemons and grapefruits to China, for the time being. 
Zimbabwe has the advantage of good natural conditions that are beneficial for producing cheap, sweet and juicy citrus.
The country’s marketing period is also different from the domestic citrus market in China, which can meet a certain demand in the Chinese market.
Zimbabwe’s trade promotion body, <a href="https://www.pindula.co.zw/ZimTrade">ZimTrade</a>, has since welcomed the move by China to allow imports of Zimbabwean citrus fruits, saying this will help Zimbabwe diversify its export markets.
The Zimbabwean government is currently working on scaling up horticulture production to meet the growing demand for citrus fruits worldwide. 
Early this month, Zimbabwean Finance Minister Mthuli Ncube launched a US$30 million horticulture export revolving fund to help farmers boost production. This was after reports that <a href="https://zero.pindula.co.zw/citrus-production-declines-from-10k-hectares-to-5k-hectares-govt/">citrus production had declined</a> over the years.

"Zimbabwe Finalising Preparations To Start Citrus Exports To China" - Minister

The government has criticised some civil servants who are directly soliciting United Nations agencies for invitations to attend meetings in New York.
In an internal memorandum seen by Pindula News, Agriculture Permanent Secretary, <a href="https://www.pindula.co.zw/John_Basera">John Basera</a> condemned the conduct which he described as “undiplomatic”. 
Basera said the United Nations recently expressed concern over the development. Reads the memo addressed to all directors and department heads:

<h2>CONCERN OVER THE CONDUCT OF ZIMBABWE GOVERNMENT OFFICIALS TRAVELLING TO NEW YORK</h2>

The United Nations Secretariat has complained to our Mission in New York over the conduct of some Government Officials who directly contact the Secretariat soliciting to attend UN meetings.
The practice is unprocedural and undiplomatic and, therefore, Government Officials are hereby directed to desist from such behaviour.
It is also of concern that there are other scenarios where delegates travelling to New York for UN sessions end up attending the sessions virtually or travel to the sessions out of time, and attend closing sessions
This is unnecessary wastage of resources.
In line with the pronouncement by his Excellency the President (Emmerson Mnangagwa) on the need to apply prudence when undertaking foreign trips, officials in the ministry are called upon to take note of the observations above in order not to bring the country’s name into disrepute.

United Nations Complains Over Zimbabwean Officials Who Solicited To Attend UN Meetings

Perrance Shiri, the former army general who was the Lands, Agriculture, Water and Rural Resettlement Minister, reportedly died alone in his car while trying to drive himself to a private hospital nearby.
Shiri called two trusted friends – Norton MP Temba Mliswa and his ministry’s permanent secretary John Bhasera – to come to his assistance, but he was dead by the time they arrived, ZimLive reports.
Shiri, who was not married, is suspected to have succumbed to COVID-19 after his driver was buried last Saturday after dying from the respiratory disease caused by the novel coronavirus.
He missed Cabinet on Tuesday after being advised to self-quarantine at home. He visited a private hospital in Belgravia on Monday and Tuesday but was allowed to return home.
Officials in the Lands Ministry told ZimLive that Shiri initially fell sick two weeks ago following a trip to Rushinga.
He thought he had been poisoned, according to the sources, before his driver tested positive for the virus.
The ministry of agriculture has closed its offices for disinfection procedures.
