Information, Publicity, and Broadcasting Services Minister Jenfan Muswere said the government is drafting new legislation to regulate social media platforms in response to the growing challenges posed by their unregulated use.
Speaking at a “Ministers Meet the Media” event in Harare on Wednesday, 12 March, Muswere said the new law would strengthen the governance of social media, addressing a gap not only in Zimbabwe but across Africa. He said:

Social media is not properly governed, and this has led to a situation where people are chasing shadows — shadows that have no meaning, shadows run by ghost accounts operated by individuals seeking to demonise their own country.
In other cases, we have people who have transitioned from journalists to ‘cashvists’ and politicians and they do not have any iota of information in terms of the access to information and the current Government structure…
Part of our responsibility as a ministry is to ensure that social media is governed effectively.
We are preparing new legislation to regulate these platforms and hold users accountable.

Muswere urged journalists to uphold ethical standards, verify facts, and obtain information from official government sources, including ministers, commissioners, permanent secretaries, and other relevant officials.

Zimbabwe Drafting New Law To Regulate Social Media

Minister of Information, Publicity, and Broadcasting Services, Jenfan Muswere, said the government is committed to balancing the right to freedom of speech with the need to protect people from online harm, reported <a href="https://www.herald.co.zw/media-individuals-spreading-lies-to-face-full-wrath-of-the-law/">The Herald</a>.
His remarks come as concerns grow about the effects of social media and digital communication on public discussions and personal rights.
Muswere said that while the government supports democracy and the growth of the media, law enforcement will take action against anyone who violates other people’s rights. Said Muswere:

As Government we have been scanning the mainstream media, social media platforms and the utilisation of information communication technology systems in terms of broadcasting.
Also to highlight to the people of Zimbabwe that the Constitution guarantees the freedom of expression, but not the right to violate other citizens’ rights, which remains illegal.
The Government of Zimbabwe supports the democratic processes and democratic structures in our country, it also supports the growth of the media industry in Zimbabwe and also the rights of all journalists including all the people in Zimbabwe.

Muswere stressed the importance of responsible communication in the digital age, cautioning against the misuse of information technology.
Referencing the Criminal Law Codification and Reform Act and the Cyber and Data Protection Act (Chapter 12.07), the Minister said anyone who uses electronic platforms to intimidate or harass others could face serious consequences, including fines or imprisonment for up to 10 years. It reads:

Any person who unlawfully and intentionally by means of an ICT system generates and sends any data message to another person, or posts on any material whatsoever on any electronic medium accessible by any person, with the intent to coerce, intimidate, harass, threaten, bully or cause substantial emotional distress, or to degrade, humiliate or demean the person of another or to encourage a person to harm himself or herself, shall be guilty of an offence and liable to a fine not exceeding level 10 or to imprisonment for a period not exceeding 10 years or to both such fine and such imprisonment…
(1) Any person who unlawfully and intentionally by means of a computer or information system sends any data message to another person threatening harm to the person or the person’s family or friends or damage to the property of such persons shall be guilty of an offence and liable to a fine not exceeding level 10 or to imprisonment for a period not exceeding five years or to both such fine and such imprisonment.
(2) Any person who up skirts and records nude images or videos of a citizen or a foreigner who is resident in Zimbabwe without consent shall be guilty of an offence and liable to a fine not exceeding level 10 or imprisonment for a period not exceeding 5 years or both such fine or such imprisonment.

An individual convicted of cyberbullying by the courts may face a fine up to level 10, imprisonment for up to ten years, or both a fine and imprisonment.

The law says that anyone who knowingly spreads false information about someone using a computer or online system, to harm them mentally or financially, will be committing an offence. The person could face a fine up to level 10, imprisonment for up to five years, or both a fine and prison time.

The government wants to protect people from being hurt online by cyberbullies who spread lies. They support freedom of speech but not when it hurts others. Those who bully or threaten people online could go to jail for up to 10 years or pay a big fine. The law also punishes those who share fake information to harm others mentally or financially. Cyberbullies, Individuals Spreading Lies To Face Full Wrath Of The Law - Muswere

Information, Publicity, and Broadcasting Services Minister Jenfan Muswere has criticized a group of war veterans who opposed ZANU PF’s efforts to amend the Constitution and allow President Emmerson Mnangagwa to run for a third term.
At a press conference in Harare on Sunday, January 26, war veteran and ZANU PF central committee member Blessed Runesu Geza, along with five other veterans, called for Mnangagwa to step down, saying he was “not fit to run this country.”
The group also rejected any constitutional changes and dismissed Mnangagwa’s claim that he had no intention of staying in power beyond 2028.
In a statement on Tuesday, Muswere accused Geza of hypocrisy, pointing out that he had been a strong supporter of ZANU PF’s Resolution Number 1 from the 21st National People’s Conference, which calls for the President to remain in office until 2030. Said Muswere:

We are concerned about the extent to which these individuals, while purporting to be members of the ruling party (and) bona fide members of the War Veterans fraternity, are not using legal and relevant structures to discuss their grievances.
It is unfortunate that these individuals have also played to the whims of demonising the President for reasons best known to them.
What is surprising is that such individuals, including Cde Blessed Geza, was one of the lead proponents of Resolution Number 1 of the 21st National People’s Conference which underscores the need for the President to remain in office until 2030. Cde Geza was among the conference delegates who lobbied for that resolution to be passed.
Therefore, it is surprising that today he is turning his back against a resolution he helped create. It is unfortunate that the bitterness he suffered from the 2018 primary election defeat is now causing him to go as far as rewriting the history of the President.

Muswere called the press conference held by the war veterans a “charade” and suggested that they were ungrateful for the government’s support and contributions to war veterans. Said Muswere:

This sense of self-contradiction and hypocrisy goes against the principles of basic honesty we expect from senior citizens and genuine war veterans.
This charade is very disappointing considering the magnitude of economic transformation that Zimbabwe has enjoyed under the leadership of the President His Excellency Cde Dr Emmerson Dambudzo Mnangagwa.

Muswere Labels War Veterans Opposing Mnangagwa Third Term As Ungrateful And Hypocritical

Information Minister Jenfan Muswere said extending President Mnangagwa’s term beyond 2028 is a rightful obligation for Parliament and other stakeholders.
In a statement on Wednesday, 22 January, Muswere criticized the Zimbabwe Heads of Christian Denominations (ZHOCD) for opposing the Presidential Term Limit Extension.
On Tuesday, the ZHOCD warned that extending Mnangagwa’s term would amount to a coup against the constitution.
Muswere claimed ZHOCD consists of donor-funded individuals pretending to represent the Church in Zimbabwe.
He reminded Christian leaders that ZANU PF is the political establishment that delivered freedom of expression and religion. The statement reads:

The politically broad-based call to extend the Presidential term of office beyond 2028 remains a rightful and unquestionable obligation for Parliament, the Party of Zimbabwe’s permanent national democratic revolution -ZANU PF and other legitimate political stakeholders to this matter.
Parliamentarians from the cross-sectional divide of political parties represent the views and interests of their electorate.
Submissions by Honourable Members of Parliament reflect the aspirations of those who voted the constituencies they were elected to serve.
The Parliament is not answerable to narrow, sectoral and regime- change donor funding antics by a paltry conglomerate of civil society entrepreneurs purporting to represent the views of the Church in Zimbabwe.
In the same vein, such Western donor organisations need not to be reminded that ZANU PF is a political establishment which delivered freedom of expression and freedom of religion among many other rights we all enjoy today.
Likewise, the ZANU PF-led Government still ferociously defends freedom of worship for all Zimbabweans most of which are not affiliated to the Zimbabwe Heads of Christian Denominations (ZHCD) outfit.
However, it is crucial for ZANU PF’s godly existential values not to be abused by minority entities and individuals bent on misrepresenting the cordial relationship which the state and the church enjoy.
The proposal to move a motion on the Presidential Term Limit Extension will follow the provisions of the law.
It must be emphasized that the Constitution will remain centrifugal throughout this process with no iota of infractions.

Muswere Castigates Church Leaders For Opposing The Extension Of Mnangagwa's Term

The Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, who is also the Acting Minister of Home Affairs and Cultural Heritage, has accused unnamed opposition politicians and Civil Society Organisations (CSOs) of attempting to foment chaos in the country to solicit funds from foreign donors and revive their waning careers.
In a strongly-worded statement issued on Friday, June 28, Muswere categorically stated that such efforts to subvert the will of the people will not be tolerated.
Muswere warned that law enforcement agents will be deployed to ensure that any “merchants of violence” are swiftly apprehended and that peace and tranquillity prevail throughout the country. He said:

Government has observed attempts to instigate anarchy and despondency by some criminal and opportunistic elements in the opposition; some politicians and some Civil Society Organisations (CSOs).
This is in line with their well-documented modus operandi to seek attention and raise funding to try to resurrect their political careers by subverting the will of the people.
Therefore, as Government we are warning perpetrators of these serial choreographed theatrics who are involved in subversive activities aimed at undermining the rule of law that their days are numbered and that their lawless plans will never see the light of day.
To this end, the Government reaffirms its commitment to protecting the nation and the citizens by ensuring that law and order prevails.
Law enforcement agencies will not hesitate to apprehend all those who undermine the justice delivery system by causing chaos and mayhem.
Finally, the Government is assuring Members of the Public that the security forces have adequate capacity to maintain law and order in terms of the constitutional mandate!

Muswere’s statement represents the ZANU PF-led government’s latest attempt to delegitimize and discredit any criticism or dissent aimed at its policies by casting aspersions on the motives of opposition figures and CSOs.
The warning comes after 79 people linked to the Citizens’ Coalition for Change (CCC), including former party senator Jameson Timba, were arrested over a week ago on allegations of participating in a gathering with the intent to promote violence, breaches of peace or bigotry as well as disorderly conduct.
They were arrested on Sunday, 16 June, at Timba’s house in Harare while commemorating the Day of the African Child.
Prosecutors alleged the gathering was for an unlawful demonstration.
The Harare Magistrates’ Court on Friday, June 21, 2024, initially postponed its ruling on the CCC activists’ bail application until Tuesday, June 25, 2024, but then further delayed the decision and rescheduled it for this Thursday.
The activists were denied bail and remanded in custody to 10 July 2024 by the Harare Magistrates Court.

Govt Accuses Opposition And CSOs Of Inciting Anarchy To Solicit Donor Funds

Zimbabwe has good relations with its neighbours, including Zambia, Information, Publicity and Broadcasting Services Minister, Jenfan Muswere, has said.
Addressing the media after last week’s Cabinet meeting, Muswere dismissed reports that relations between Zimbabwe and Zambia were strained. He said:

Our international relations are governed by our engagement and re-engagement policy and we are a friend to all and enemy to none.
Zambia is our neighbour and a geographical reality with a long history from the days of the Federation all the way to the liberation struggle when we worked together. We are Siamese twins.
</blockquote>
Muswere’s comments came after President Emmerson Mnangagwa criticised Zambia and Malawi’s relations with Western countries during a meeting with Russian leader Vladimir Putin.
In a recent meeting with Putin at Konstantino Palace ahead of the 27th St Petersburg International Economic Forum, Mnangagwa claimed Zambia and Malawi have accepted the West’s alleged machinations to isolate Zimbabwe.
Mnangagwa also accused Zambia of allowing the United States of America to establish a military base in the country, a claim that Lusaka has dismissed as false. He said:

You see, the West has just begun consolidating its power in Zambia, our next neighbour. You know, there was a time when Zambia and Zimbabwe were one; it was called Northern and Southern Rhodesia.
It was made one by the British, but they are now separate. And the Americans are consolidating their power in that country, both in terms of security and in terms of financial support to Zambia to make sure that we feel lonely.
But that will not change us, because we have taken a course as a people that we feel we want to be independent and we will choose our friends ourselves…
We cannot go to the West; we have to come here because the West would want to see us down. They support our neighbours, Zambia and Malawi, very heavily.
But in spite of that, Zimbabwe’s economic growth is the fastest growing economy in the region, in spite of us being isolated by the Americans.

Zimbabwe And Zambia Are Siamese Twins - Muswere

The Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, has accused some online publications of peddling falsehoods on strategic and operational matters at the Zimbabwe Broadcasting Corporation (ZBC) saying they are bent on tarnishing the image of the Government.
In a statement issued on Friday, 17 May, Muswere said the deployment of staff at ZBC is the responsibility of the organisation’s Board and Chief Executive Officer. He said:

The ministry wants to make it clear that the Board and the Chief Executive Officer are responsible for the management of the ZBC in accordance with the Public Entities and Corporate Governance Act. The deployment of staff at ZBC is therefore the responsibility of the Board and CEO.
I call upon all media practitioners to exercise their duties within the confines of Section 61 of the Constitution and the Cyber and Data Protection Act.
I also encourage the media to adhere to the ethics of journalism which include truthfulness, accuracy, authenticity and objectivity.

This statement comes after the ZBC Board on Tuesday, 07 May, announced the appointment of Charles Munganasa, a ZBC board member, as acting CEO.
Munganasa is the secretary for administration in the Masvingo ZANU PF Youth League.
He replaced Assael Machakata, the ZBC finance director who had been acting CEO since February following the suspension of Adelaide Chikunguru, who later resigned.
ZBC also announced the appointment of Merit Munzwembiri as the acting head of news and current affairs.
Munzwembiri takes over from Jackie Gwemende who replaced Robson Mhandu whose contract was not renewed when it expired earlier this year.

Minister Accuses Media Of Peddling Falsehoods Over Appointment Of ZANU PF Activist As ZBC CEO

Information, Publicity and Broadcasting Services Minister Jenfan Muswere says the United States has no right to impose sanctions on another sovereign state as this is a violation of international law.
Speaking an interview with <a href="https://www.sundaymail.co.zw/america-not-judiciary-of-the-world-min-muswere">The Sunday Mail</a> on Saturday, Muswere hit out at the U.S. for renewing sanctions against President Emmerson Mnangagwa and several high-ranking officials for alleged corruption and violation of human rights.
Muswere said Zimbabwe has enough democratic institutions to safeguard the country’s democracy such as the Zimbabwe Electoral Corruption and an independent Judiciary. He said:
<blockquote>
Zimbabwe has embarked on an engagement and re-engagement agenda guided by principle that it is an enemy to none but friend to all.
Zimbabwe has enough democratic institutions to safeguard our democracy. The President has put in place mechanisms to support anti-corruption activities.
One, he declared zero tolerance on corruption; two, he put in place structures such as SACU (Special Anti-Corruption Unit); such as ZACC (Zimbabwe Anti-Corruption Commission).
He gave ZACC arresting powers. He capacitated Zimbabwe Republic Police, National Prosecuting Authority, and he has been at the forefront of ensuring that the Judicial Service Commission is resourced.
ZEC (Zimbabwe Electoral Commission) is an independent institution that is fair.
The JSC is impartial and independent.

Muswere said politicial activists who have been jailed were common criminals and not political prisoners. He said:

Our history is that we fought for our democracy; we fought for one man, one vote.
The issue related to political persecution of political opponents is absolute nonsense given the reality that there is no known record of political persecution of any opposition politician in our country.
The US government should be able to separate political issues from common criminal issues, of which, in terms of our laws, no one above the law.
And anyone who is going to participate in illegal criminal activities will be arrested in terms of the laws of Zimbabwe.

On 04 March, the U.S. reviewed its targeted sanctions on Zimbabwe but maintained the Zimbabwe Democracy and Economic Recovery Act of 2001 (ZDERA).
ZDERA was enacted in response to the “fast-track land reform” in Zimbabwe in which the government reclaimed land previously taken by white colonists.

United States Is Not The Judiciary Of The World - Muswere

President Emmerson Mnangagwa fired <a href="https://www.pindula.co.zw/Christopher_Mutsvangwa/">Christopher Mutsvangwa</a>, the former Minister of Veterans of the Liberation Struggle Affairs, for various reasons, including his business dealings with Chinese investors and his son’s commercial ventures. Mutsvangwa’s recent outburst against Information Minister <a href="https://www.pindula.co.zw/Jenfan_Muswere/">Jenfan Muswere</a>, a close ally of the president, regarding changes in state-controlled media board appointments, was the final straw that led to his dismissal, <a href="https://thenewshawks.com/why-mnangagwa-sacked-political-ally-mutsvangwa/">The NewsHawks</a> reported.
Mutsvangwa’s attack on Muswere was seen as interference in another ministry’s affairs and a challenge to the president’s authority. Additionally, Mutsvangwa had strained relations with Vice-President Constantino Chiwenga and the military top hierarchy, according to The NewsHawks. Sources said:

Mutsvangwa was fired for several reasons, but the final straw was his attack on Muswere — and by extension Mnangagwa — over new board appointments at ZBC and Zimpapers. Mutsvangwa wrote to Mnangagwa complaining about Muswere, saying he was removing information or propaganda chiefs who helped Zanu PF win elections and does not know anything about party policy. This was seen as gross interference in another ministry’s affairs, brazen arrogance and unacceptable challenge to the highest appointing authority, the President.
There were also other issues concerning his business dealings with the Chinese and his son’s commercial undertakings, especially his connection with Starlink. The issue of war veterans who are disgruntled with him was also a major factor.

The conflict escalated when Muswere, with Mnangagwa’s approval, replaced board chairpersons appointed by Mutsvangwa’s wife at the Zimbabwe Broadcasting Corporation (ZBC) and Zimbabwe Newspapers (1980) Ltd. Mutsvangwa openly supported the former chairpersons, praising their performance during the previous year’s general elections. This public challenge to the president and his ally further sealed Mutsvangwa’s fate.
This isn’t the first time Mutsvangwa has been dismissed from a government position. In 2018, Mnangagwa removed him as his special advisor after the military coup that brought him to power, and in 2016, former President Robert Mugabe fired him as War Veterans Minister over leadership succession battles and factionalism.
In addition to Mutsvangwa’s dismissal, President Mnangagwa appointed three deputy ministers in various government departments. The reasons behind Mutsvangwa’s dismissal were not officially stated, but former Tourism Minister, <a href="https://www.pindula.co.zw/Walter_Mzembi/">Walter Mzembi</a>, believes he is <a href="https://www.pindula.co.zw/2024/02/05/mutsvangwas-dismissal-chris-is-ungovernable-mzembi/">“ungovernable and does not submit to the authority</a> of anyone let alone the collectivity of Cabinet and the President. Zimbabwean Minister Mutsvangwa Fired Over China Deals, Family Business, And Power Struggle - Report

The Government says former ICT Minister <a href="https://pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a>‘s decision to quit CCC “is a non-event, which is not surprising”.
In a 13-page statement released on Thursday, but dated 24 January 2024, the second anniversary of the formation of the party, Chamisa said CCC has been “contaminated” and “hijacked” by the ZANU PF-led government.
In response to the announcement, Information, Publicity and Broadcasting Services Minister, Jenfan Muswere, told <a href="https://www.herald.co.zw/chamisa-reaches-political-waterloo-govt-says-its-a-non-event-not-surprising/">The Herald</a> on Wednesday night that Chamisa’s resignation from CCC was not surprising. Said Muswere:
<blockquote>
[Chamisa’s resignation] is a non-event, which is not surprising given that the CCC formation originates from various MDC formations riddled with infighting, internal contradictions, dictatorship, puppetry and leadership deficiency.
The rantings and misleading empty statement is not based on law, but on imagination, lack of understanding of the legislation related to electoral laws, the role and mandate of observer missions and deficiency in the running and management of a political party.
Historically, opposition formations are in the habit of donating their leadership or partners to Government or ZANU PF, but after they make amends, they have never reverted to correct their misinformation to the constituencies.
If you analyse most of the members of the structure-less opposition have been part of different formations and have along the way been donated in the media to Government or the ruling party in the past.

Chamisa won about 44% of the votes in last year’s presidential election which was condemned by the SADC Electoral Observer Mission (SEOM) and other international election observers as not free and fair.
The 45-year-old Christian pastor and lawyer’s move to quit CCC came after the State effectively handed over the party to <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a>, an opposition activist who claims to be CCC interim secretary general.
Chamisa recently recalled Harare mayor Jacob Mafume, but his communication to the Ministry of Local Government and Public Works was ignored, yet the same Ministry does not hesitate to enforce Tshabangu’s letters to recall CCC councillors.
Chamisa was previously the leader of the MDC Alliance which he quit in 2022 after the State handed the party over to Thokozani Khupe through a controversial High Court ruling that was upheld by the Supreme Court in March 2020. He then announced the formation of CCC that same year.

Govt Says Chamisa's Resignation From CCC Is "A Not-event"

The Minister of Information, Publicity and Broadcasting Services Jenfan Muswere has dismissed the state-owned Zimbabwe Broadcasting Corporation (ZBC) board, reported <a href="https://x.com/NewsHawksLive/status/1745034573619085803?s=20">The NewsHawks</a>.
This comes after two television presenters claimed live on air, that Ndebele King Lobengula Khumalo sold the country’s mineral resources to British imperialists for sugar.
The presenters, Farai Juliet Magada and Victoria Manase have reportedly been suspended for saying colonialism was justified to some extent and repeating the falsehood that King Lobengula sold the country to the United Kingdom for sugar.
The NewsHawks reported sources as saying Muswere fired the Dr Josaya Tai-led board over several key performance, oversight and corporate governance issues at ZBC, as well as the tribally divisive remarks by the two female presenters. Said the source:

The minister (Muswere) has dismissed the ZBC board and got the acting ZBC chief (currently standing in for Adelaide Chikunguru away on holiday leave) to suspend those two ignorant presenters who are peddling old tribal myths and lies on national television. Their show was scandalous.

ZBC Board Fired, Two Female Presenters Suspended | Report

The Ministry of Information, Publicity, and Broadcasting Services has said the 2024 national Budget proposals presented by Finance Minister Professor Mthuli Ncube last week are still undergoing parliamentary processes.
The budget proposals presented by Professor Mthuli Ncube have caused a lot of public outcry. Many people are unhappy with the proposals, especially the plans to increase taxes and introduce new ones. If the budget proposals are accepted, they will be put into action next month. 
In an update on the Budget, the Minister of Information, Dr Jenfan Muswere, said Parliament had taken steps to ensure that the concerns of the people, as well as the civic and business community, are considered during the Budget process. Committees have been established specifically for this purpose.
He said these committees play a crucial role in making the Budget a stakeholder-driven process, <a href="https://www.herald.co.zw/budget-proposal-ongoing-process/">The Herald</a> reported. They facilitate discussions and debates in the National Assembly and Senate, where different viewpoints are shared and considered. He added:

The 2024 National Budget Proposals Still Undergoing Parliamentary Processes - Government

The Zimbabwean government has taken various measures to provide treatment and prevent the spread of cholera. Cholera treatment camps and oral rehydration points have been established to ensure that affected individuals have access to medical services. These facilities are crucial in providing immediate treatment and preventing complications associated with cholera.
In addition to the treatment centers, the government is conducting training sessions for case management and rapid response teams, Information Minister, Dr Jenfan Muswere, said during a post-Cabinet media briefing yesterday. The minister said:

Cabinet advises that by 26 November 2023, 46 cholera treatment camps were set up. 
Oral rehydration points are being set up in communities to bring services closer to the people. Case management and rapid response teams’ training sessions are ongoing using workstations, on the job and classroom methods to improve on disease management. 
Furthermore, health education on cholera prevention and control measures including hygiene promotion is ongoing in all provinces. Training of City Health promoters in Chitungwiza and Harare started this week targeting 300 community members who will spearhead door-to-door campaigns

He added that health education, prevention, and control measures are also being implemented across all provinces. This includes raising awareness about cholera prevention strategies and promoting proper hygiene practices. Specific interventions are being put in place to augment the following services:

a) that immediate safe water trucking in affected urban areas;
b) that the continuation of drilling and rehabilitation of boreholes;
c) that the monitoring of water quality in all areas;
d) that the provision of household water treatment technologies;
e) that the repairing of burst sewer pipes;
f) that the regular refuse collection and removal of garbage;
g) that restrictions of gatherings in all cholera-affected areas;
h) that supervision of all burials in all cholera-affected areas;
i) that there was a need to have functional public toilets in all public places by involvement of the private sector in the installation of temporary toilets; and
j) that installation of hand washing and sanitation devices in all public 
places be expedited.

Between November 16 and 23, there were 1,744 new suspected cases of cholera reported. This is higher than the number of cases reported in the previous week, which was 1,259. During this period, two new districts, Zvishavane and Mbire, reported cases of cholera.

Cholera Treatment Camps And Oral Rehydration Points Established

Information, Publicity and Broadcasting Services Minister Dr Jenfan Muswere has said the government will make efforts to eliminate instances of sexual harassment in media houses.
He also said media houses should appoint change agents who ensure a safe and secure workplace for journalists, <a href="https://www.herald.co.zw/govt-to-deal-with-sex-pests-in-the-newsroom/">The Herald</a> reported. Dr. Muswere made these remarks during the 2023 Gender Media Conference organised by the Friedrich Naumann Foundation (FNF). He emphasised the importance of creating a favourable working environment for all individuals in Zimbabwe. He said:

I also want to underline that it is the Government’s policy to liquidate sexual harassment activities in newsrooms in order to support the girl child, in order also to support each and every Zimbabwean because we want a safe and secure workplace for every Zimbabwean.
The most important thing that we would like to urge all media houses to do is to have a change in terms of organisational behaviour. We need change agents to be able to create a safe and secure working environment for all journalists, be it male or female.
There is need to come up with measures to protect the girl child from sexual harassment in the newsroom but we need to understand the challenges beyond the complaints.

Minister Muswere emphasised the importance of addressing sexual harassment in media houses to create a gender-sensitive and inclusive industry. He suggested that such issues may be a result of a culture created by older journalists in positions of power. 
Minister Muswere’s comments come in light of <a href="https://www.pindula.co.zw/2023/09/29/zbc-director-of-radio-services-robson-mhandu-suspended-over-sexual-harassment-allegations/">the suspension</a> of <a href="https://www.pindula.co.zw/Robson_Mhandu/">Robson Mhandu</a>, the director of radio services at ZBC, due to allegations of sexual harassment. Mhandu is accused of requesting sexual favours from a female presenter, Farai Juliet Magada, in order to approve her transfer request. Audio recordings and WhatsApp messages have been shared as evidence, indicating that Mhandu used his power to intimidate and coerce Magada.
The case involving Mhandu is seen as evidence of a larger issue of senior male bosses exploiting young women in newsrooms for personal gain. The Zimbabwe Broadcasting Corporation (ZBC) has<a href="https://www.pindula.co.zw/2023/10/19/zbc-investigates-allegations-of-sexual-harassment-at-workplace/"> acknowledged the allegations of sexual harassment</a> and is conducting investigations and disciplinary proceedings to address the situation.

Information Minister Muswere Pledges To Liberalise Media Sector And Involve Private Players

Information Communication Technology, Postal and Courier Services Minister, <a href="https://www.pindula.co.zw/Jenfan_Muswere">Jenfan Muswere</a> has reportedly won in the ZANU PF primary election to retain Makoni West constituency.
The ruling party had earlier announced that minister Muswere had lost. In a Twitter post seen by Pindula News, Information, Publicity and Broadcasting Services secretary, Nick Mangwana said minister Muswere won the primary election contrary to earlier reports. He said:

When Mangwana was asked how Muswere was back in after it had earlier been announced that he lost, he responded:

This comes as President Emmerson Mnangagwa, who is the ZANU PF First Secretary, has given a lifeline to some losing party members by <a href="https://zero.pindula.co.zw/zanu-pf-set-for-primary-elections-re-runs-in-violence-hotspots/">ordering a re-run of primary elections</a> in areas where there were incidents of violence. Mnangagwa made the directive while addressing the politburo at the party headquarters in Harare on Thursday.
Addressing journalists after the politburo meeting last week, ZANU PF Secretary for Information and Publicity Christopher Mutsvangwa said Mnangagwa condemned the violence. Said Mutsvangwa:

One aspect which came out is that if there were any instances of violence in any particular constituency or ward, the President is a hardliner, he is on record for zero tolerance to violence and was very clear that charity begins at home.

Mutsvangwa said he was not going to announce when the re-runs will be saying they would like to have a comprehensive list first. 
There were reports of gunshots having been fired, kidnapping, and rape in some areas.

UPDATE: Minister Muswere Won ZANU PF Primary Election

The Minister of Information, Communication Technology, Postal and Courier Services, Jenfan Muswere, has challenged villagers in Manicaland Province to vote for President Emmerson Mnangagwa in upcoming elections for them to continue receiving freebies.
According to <a href="https://www.newsday.co.zw/local-news/article/200009056/vote-ed-for-free-inputs-computers-minister">NewsDay</a>, Muswere, who is Makoni West legislator (ZANU PF), made the remarks while officially opening computer laboratories at three schools in the constituency.
His ministry handed over 30 computers to Chemarima and Chamakumba secondary schools as well as Nerwande Primary School in Makoni West.
The computers are being distributed through the ICT ministry and the Postal Telecommunications Regulatory Authority of Zimbabwe (POTRAZ).
Muswere also distributed rice, mealie meal, food hampers, and a grinding meal to villagers.
The three schools also received 300 bags of cement for the construction of classroom blocks. Said Muswere:

Voting For Mnangagwa Will Guarantee You Freebies, Minister Tells Villagers

The government plans to install more than 300 base stations (boosters) across the country this year to improve connectivity, especially in rural areas.
According to <a href="https://www.africanwirelesscomms.com/news-details?itemid=5650&amp;post=zimbabwe-aims-for-300-more-base-stations-in-2023-701246">African Wireless Communications</a>, the installation and operation of the base stations will be entrusted to NetOne, a State-owned telecoms firm.
This was said by Information Communication Technology, Postal and Courier Services Minister Jenfan Muswere. He said:

Govt Plans To Install 300 More Base Stations In 2023

The government says it will establish a National Computer Incident Response Team (NCIRT), which will receive and respond to cybercrime reports in the country.
According to <a href="https://www.britannica.com/topic/cybercrime">Britannica</a>, cybercrime, also called computer crime, is the use of a computer as an instrument to further illegal ends, such as committing fraud, trafficking in child pornography and intellectual property, stealing identities, or violating privacy.
Speaking at a cyber-security dialogue at the University of Zimbabwe on Thursday, Minister of ICT, Postal and Courier Services, Jenfan Muswere, said the government has passed laws to combat cyber-crimes. He said:

As a result, the Government has responded swiftly through regulatory measures such as the enactment of the Cyber and Data Protection Act, as well as supporting directives and other related legislation to enforce provisions of the law across all sectors of the economy.
In addition, the ministry, working with its stakeholders, has designed a programme to train personnel in Government ministries, departments, and agencies on ICT skills and cybersecurity awareness.
We believe there is room for collaboration with institutions of higher learning such as the University of Zimbabwe in this regard.
In addition, the ministry, working with POTRAZ (Postal and Telecommunications Regulatory Authority of Zimbabwe) and the International Telecommunications Union, is setting up a National Computer Incident Response Team (NCIRT) to provide a focal point for incident reporting and response in the country.

The Government has directed Zesa Holdings to immediately institute measures to recover <a href="https://news.pindula.co.zw/2021/11/21/zesa-owed-15-billion-by-customers-in-unpaid-bills/">the $15 billion it is owed by its clients</a> in unpaid electricity bills.
Under the directive only paying customers should get power.
Energy and Power Development Acting Minister, Jenfan Muswere said all electricity consumers must be placed on smart meters to ensure maximum revenue collection and ensure that the power utility can discharge its duties effectively and efficiently.
In his keynote address at a recent event to commission motorbikes for use by Zimbabwe Electricity Transmission and Distribution Company (ZETDC) Revenue Assurance Operations and the official launch of Operation Usabe Magetsi/Lingebi amagetsi in Harare, Muswere said:

It is very crucial that revenue assurance and anti-vandalism modalities are developed to ensure secure generation of power.
The $15 billion that is owed by various local authorities, mining houses and the public has got to be extinguished.
In the New Dispensation, our major interest is to ensure that you develop action-oriented mechanisms.
I am delighted to say that as a ministry we need to develop the modus operandi that says ‘no payment no power.’
Disconnections should be a measure that should be instituted after clients have failed to stick to the payment plan.
It is very important that we give a time frame that before the end of next year smart meters should be deployed across the country.

Muswere who is also Minister of Information, Communication and Technology, Postal and Courier Services criticised the vandalisation of ZESA properties saying they were sabotaging efforts to achieve Vision 2030 which is anchored on the National Development Strategy 1 (NDS1).

ZESA Ordered To Disconnect Defaulting Customers

The Minister of ICT, Postal and Courier Services, Jenfan Muswere has said the job market in the sector is expanding when other sectors are saying job opportunities are vanishing.
Muswere made the remarks at the official launch of the Murambinda Community Information Centre (CIC) on Friday where he emphasised the need for improved internet connectivity in rural areas. He said:
<blockquote>_Whilst it is true that jobs are dwindling in other disciplines, for those with skills in energy frontier technologies like Artificial Intelligence, Robotics, Machine Learning and Blockchain, the job market is actually expanding._
_We are indeed living in unprecedented times. A time where Internet connectivity is no longer a luxury but a basic need for day to day survival, whether one stays in urban or rural areas. Access to the Internet has always been important but Covid-19 has amplified the wide gap between the connected and the unconnected._
_Whilst it is critical for those in urban areas to be connected, mobile broadband is equally critical for rural under-served and unserved communities._</blockquote>
At the event, Potraz also offered free internet services, for a year, to the schools that were presented with laptops, donated more than 100 laptops to various schools in Buhera and surrounding areas.
The schools that benefited from the laptops include Mukondomi, Nerutanga, Makumbe and Hande while Murambinda Hospital School of Nursing also received its allocation.

Job Market Expanding In ICT Sector - Minister

Below is the full statement by the Acting Minister of Information, Publicity and Broadcasting Services Jenfan Muswere on the lockdown measures which came into effect today.
<blockquote>LOCKDOWN STATEMENT BY THE ACTING MINISTER OF INFORMATION, PUBLICITY AND BROADCASTING SERVICES, HON J MUSWERE.
Fellow Zimbabweans, I address you on the first day of our National Lockdown that was pronounced by the Hon Minister of Health, who is also the Vice President, Cde CGDN Chiwenga on the 2nd of January 2021.
This report also comes on the backdrop of the statement released by the Acting President, Cde KCD Mohadi on the 3 of January, which gave policy direction and how the nation will conduct itself over the course of the lockdown.
Whilst the flattening of the curve of the Covid 19 infections in the last few months gave us hope, the reality on the ground nationally and globally is that there is a spike in Covid-19 cases, and we ought to be vigilant as a nation, hence the need to adhere to the measures announced for the lockdown.
For the avoidance of doubt, the country has reverted back to level 4 lockdown as stipulated within SI 10 of 2021.
Essential services and emergencies will continue to operate within the confines of the regulations.
Other commercial operations and services specified in Part 5 of the lockdown order that is to say all formal businesses and registered informal traders are suspended as from today.
My fellow countrymen and women, events of the past two to three weeks do not need me to remind you that Covid-19 kills. Let us be responsible and do our part to fight this war against Covid-19.
The Covid-19 Taskforce met yesterday, 4th of January 2021 to review the situation pertaining to the resurgence of Covid-19 cases and the following issues were raised and addressed:
1. On Surveillance, as of 1 January 2021. Zimbabwe’s cumulative cases of COVID-19 stood at 14 084, with 11 347 recoveries, and 371 deaths. The number of new cases has almost doubled in two months from 8 374 on 1 November to the current 14 084.
There is a recovery rate of 80,6%, with 12 753 being a result of local transmission. New cases increased from 833 in week 51 to 1 204 in week 52
2. Regarding law and order, our security forces are on high alert and vigilant to arrest offenders.
In particular, the Task Force noted the suspension of Matapi police officers for negligently allowing a super spreader event to proceed under their watch as well as the arrest of organisers of the big, illegal event that took place in Mbare on New Year’s Eve.
3. On Primary and Secondary Education, the commencement of the 2021 School calendar has been deferred till further notice to allow for monitoring of the COVID-19 pattern.
Further to this, the nation is advised that teachers including invigilators as well as pupils sitting for exams will be given free passage to their respective schools, subject to them having a clearance letter from the Ministry authorities For Higher and Tertiary Education students, classes will continue online while final exam classes will be allowed free passage to sit for their examinations
4. Media practitioners are considered to be part of essential services as stipulated in SI 200 and in this regard, pending the production of new Accreditation cards by the Zimbabwe Media Commission, journalists will continue to use 2019 Press cards whilst the ZMC puts in place modalities for registration for the current year with immediate effect.
Support staff for the Media Industry at large will have exemption letters issued through the Ministry of Information, Publicity and Broadcasting Services on request from their media houses
5. Concerning information and risk communication, the Subcommittee will continue to hold awareness campaigns in line with Covid 19 regulations and disseminate COVID-19 messages through the media focusing on behaviour change.
Sub-national structures have already begun engaging key stakeholders such as traditional, political and religious leaders to ensure that the message cascades down to the grassroots.
6. Pertaining to cross border movement, entry through land borders will only be permissible for citizens and returning residents upon production of valid Covid-19 Free Certificates issued within 48 hours.
There shall be no exit of travellers through land border posts except for commercial and transit cargo transporting essential goods and services.
It must be reiterated that only International Airports remain open to ordinary travellers for both exit and entry in which entry clearances are subject to strict production of Covid-19 Free Certificates.
Government wishes to advise Zimbabweans abroad that use of fake Covid 19 certificates not only puts your own loved ones at risk, but perpetrators are liable to prosecution
7. Moving onto Government employees, The Public Service Commission has put in place measures to ensure the safety of its workforce including streamlining the size of essential services workforce expected to be physically at work to 30% across Ministries.
Face to face meetings have been suspended. Meanwhile, strict Covid-19 protocols on PSC buses will be enforced. Knock-off time for Government employees shall be

8. Members of the public, entities in essential services such as mining, communication and telecommunication, agriculture production and security companies are advised that movement and exemption letters will now be issued by the respective line Ministries
May I once again take this opportunity to reiterate the Acting President’s call which said: “We all have the responsibility to adhere to set guidelines. When we work together against the pandemic, we will save lives and ensure a healthy and productive citizenry”.
We all have a collective responsibility to ensure our personal safety, the safety of our loved ones and that of the nation at large. We can stop covid 19.

The board of directors was nearing the end of its term.
Technomag reports that some new board members of the State-Owned Enterprise are expected to be announced today as well.

The development was reportedly confirmed by the ICT postal and courier services minister Jenfan Muswere who reportedly said it was the government’s initiative to bring sanity to the sector.

Information Communication Technology and Courier Services deputy minister, Jenfan Muswere, has said that the achievement of vision 2030 requires concerted efforts and collaboration of all stakeholders. 
Vision 2030, enunciated by president Emmerson Mnangagwa, envisions an upper-middle income Zimbabwe.

The role of ICTs in fostering economic transformation cannot be over-emphasised. As you are aware, President Emmerson Mnangagwa has enunciated a vision which aims to ensure that Zimbabwe becomes an upper-middle income economy by 2030.
ICTs are a key catalyst in attaining vision 2030 as they are pivotal in enabling socio-economic development. This, therefore, calls for concerted efforts and collaboration in a bid to create an enabling environment for the generality of Zimbabweans who we serve.</blockquote>
He said that the aim is to increase mobile broadband population in the country from the current 84 % to 100% before 2030.
His remarks were supported by Potraz director-general, Gift Machengete, who said:
<blockquote>As a nation, our growth and development is embedded in our collaborative efforts. As a country, our progress is dependent upon our ability to work together.</blockquote>
