The Zimbabwe Electoral Commission (ZEC) said that with effect from 20 February 2023, only three senior officials are allowed to speak on behalf of the elections management body.
The <a href="https://www.chronicle.co.zw/zimbabwe-electoral-commission-appoints-three-spokespersons/">Chronicle</a> reported that ZEC chairperson Justice Priscilla Chigumba, her deputy Rodney Kiwa and Chief Elections Officer Utoile Silaigwana will be solely responsible for ZEC’s communication affairs.
Chigumba said the appointment of the three spokespersons is in line with the Electoral Act. She said:

In terms of the Electoral Act and by the operation of law and virtue of conditions of oath of office and the ZEC Public Relations and Communication Policy, the following are the three officials statutorily designated to be the spokespersons of ZEC: a) Chairperson Honourable Justice P M Chigumba, b) Deputy chairperson Ambassador R Kiwa, c) Chief Elections Officer, Mr. U Silaigwana.
In light of the above, members of the public and electorate are hereby advised that with effect from 20 February 2023 the above-mentioned three people are exclusively spokespersons of ZEC.

Chigumba said ZEC will respond to all media queries within 72 hours of receipt.
Prior to the latest development, Jasper Mangwana was the ZEC spokesperson after taking over from Joyce Laetitia Kazembe on the 18th of March 2022.

ZEC Appoints Three Spokespersons

The Zimbabwe Electoral Commission (ZEC) says it will not comment on the request for the electronic voters roll until the courts have made a ruling on the matter.
Following Team Pachedu’s accusations of manipulation, civic society organisations, as well as political parties, <a href="https://zero.pindula.co.zw/delimitation-process-election-watchdog-bemoans-inaccessibility-of-the-voters-roll/">have requested access to the computerized voters’ roll.</a>

ERC said without the voters’ roll, it will be impossible to know if the boundaries created by the delimitation process have followed the law and if indeed votes are equal.
In its defence, ZEC says it is protecting people’s personal information from being abused online.
According to election experts, access to voters’ rolls is important for the holding of credible, free, and fair elections as it enables stakeholders to verify the information.
ZEC <a href="https://zero.pindula.co.zw/zec-demands-us187-000-from-watchdog-for-the-release-of-the-voters-roll/">demanded US$187 238 from ERC</a> for a hard copy of the voters’ roll.
The commission cited provisions of Statutory Instrument 145 of 2022 Electoral (Voter Registration) (Amendment) Regulations, 2022 (No.1), which imposes US$1 per page of the roll as the unit price.
However, ZEC spokeswoman commissioner Jasper Mangwana stated that a less expensive electronic format would be accessible “soon,” without providing any precise release dates. The statement was made in November 2022.

Voters' Roll: ZEC Says It Won't Comment On The Matter

The Zimbabwe Election Advocacy Trust (ZEAT) has said the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> should employ impartial people to ensure free and fair elections.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200005126/disband-current-zec-secretariat">NewsDay Weekender</a>, ZEAT executive director Ignatious Sadziwa said:

<a href="https://www.pindula.co.zw/Utloile_Silaigwana">Utloile Silaigwana</a>, who is the head of secretariat of the commission is a former army officer and a host of other members are either aligned to the CIO [Central Intelligence Organisation] or police, something that the Constitution does not allow. We advocate for the disbandment of both the commission and the secretariat and employ impartial civilians to manage elections as espoused in the Constitution.
The year 2022 has been a long tumultuous and contentious election year for next year’s general elections. We held by-elections under very difficult conditions amid contestations between ZEC, the civil society and political parties mainly the Citizens Coalitions for Change over a myriad of issues.
The issue of ballot paper printing which is shrouded in opaque and shadowy dealings, the unilateral appointment of compromised Zec officials without due diligence is another landmine which compromises the integrity of ZEC.

Sadziwa also condemned the Electoral Amendment Bill as a ‘fraud’ to avoid implementing much-needed electoral reforms.
Election Resource Centre’s legal and advocacy officer Takunda Tsunga said ZEC must address politically-motivated violence and the partisan conduct of traditional leaders. 
ZEC spokesperson Jasper Mangwana said those were “just baseless allegations” as the Constitution does not bar former serving army officers from being employed by ZEC. He added:

Even if there are former, they don’t report to those structures, they report directly to the commission. The commission is the ultimate authority in terms of who is to be employed.

"ZEC Should Employ Impartial People To Ensure Free And Fair Elections" - Election Watchdog

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> wants data analysts Team Pachedu arrested for violating data protection laws and hacking into its website.
This was after Team Pachedu had reported that there were several irregularities and security loopholes in the voters’ roll, NewsDay Zimbabwe reported quoting ZEC spokesperson Commissioner <a href="https://www.pindula.co.zw/Jasper_Mangwana">Jasper Mangwana</a>. He is cited as saying:

If someone has the capacity to access information that does not appear on the homepage of the website, what is it?
Is it not hacking? We are not very sure of why they had to dig into information on our website. It is not about being exposed. We are worried about the means they use to obtain the information.
We do not know how they intend to use that information. We do not know the profile of Team Pachedu, who they are, whether they are registered or not for us to engage them. We will not agree to meet a faceless group. To achieve what?

Team Pachedu said the IT loopholes were so gross that they could be identified by “anyone” browsing on the internet. Said Team Pachedu:

There are serious security loopholes in Zec IT systems, which are accessible to anyone browsing on the internet. For instance, the critical folders that run the website ./wp-includes and ./wp-content were left unsecured. We found five people managing the insecure Zec website.
The fact that they call it hacking exposes their weaknesses in IT expertise. There was no hack!
We don’t operate in the shadows. Recently, we invited Zec to a roundtable debate and to tour Zimbabwe showing Zec, along with journalists, the evidence of illegal double voters that we found during our five-month fieldwork audit. Zec refused to meet us face-to-face.

Team Pachedu has been exposing anomalies on the voters’ roll including the alleged movement of 170 000 voters from their constituencies and wards and the creation of additional polling stations under unclear circumstances.
The data analysts say ZEC could be deliberately creating anomalies to manipulate the 2023 elections in favour of the ruling ZANU PF.

ZEC Says Team Pachedu Hacked Its Website

Zimbabwe Electoral Commission (ZEC) spokesperson Jasper Mangwana said ZEC registration officers have no way of verifying the addresses if the information on a sworn affidavit availed by potential voters is true or false.
Sworn affidavits are used as proof of residence where a potential voter cannot provide proof of residence required by the law and are signed by councillors, traditional leaders, Members of Parliament and house owners.
ZEC has faced criticism from political parties and elections watchdogs over anomalies on the voters’ roll which include non-existent addresses.
Posting on his Twitter page this Tuesday, Mangwana said some of the things that political parties are seemingly not happy with such as the proof of residence requirement were commissioned by politicians from across all the political parties. Wrote Mangwana:

Residence Requirements on voter registration. The proof of residence issue is a historical one dating back to the initial BVR blitz in 2016 when Biometric voter registration was introduced on the polling station specific voting.
Stakeholders led by political parties agreed that a lot of potential voters could not provide proof of residence required by the law which could be ZESA, Telone Bills, Letter from employer, bank letter etc and there was consensus that affidavits be used as proof of residence.
Consequently, in the rural areas, chiefs and headmen used and still use affidavits while in urban areas councillors, MPs and house owners use affidavits to assist people to register to vote. An affidavit is a legally binding document.
@ZECzim registration officer has no means of verifying if the information on a sworn affidavit is true/false. ZEC has no way of establishing the veracity of addresses supplied by way of affidavits. Some towns, cities&amp; residential suburbs do not have street names.
Sec 28 of the Electoral Act gives power to voters to object to any voter registered by the Commission.
Voter Inspection was meant to ensure polling areas can check names and if there are any objections so that @ZECzim would work on them.
The solution is to prosecute the deponent of the affidavit for supplying false information to the commission as this is a crime of perjury.
The purpose of the voters’ roll inspection done for 10 days in July was to receive such objections from voters in different areas.
@ZECzim has made over 23000 corrections in the voters’ roll as proved by the gazettes and address standardization.
We urge Stakeholders to participate when the voters’ roll is laid open for inspection &amp; this is the form of AUDIT provided by our electoral law.
If Parliament resolves that those who supply false information on the registration to vote must be prosecuted there should be changes to the Electoral law, to include guidelines to the commission on how to identify addresses in both rural and urban areas.
Some of these proofs of residence have been commissioned by politicians like councillors from across all political parties.

Don't Blame ZEC, Change The Laws - Mangwana

The Zimbabwe Electoral Commission (ZEC) insists it will not release the voters’ roll on CDs saying this will protect the document from possible tampering.
Electoral watchdogs have said that the voters’ roll can be distributed in “read-only” mode, but ZEC spokesperson Jasper Mangwana told <a href="https://www.newsday.co.zw/local-news/article/200002583/zec-digs-in-on-voters-roll">NewsDay</a> that the decision not to use CDs will not be reversed. Said Mangwana:
<blockquote>
A decision to do away with CDs was already made.
That the CD could be available in a ‘read only’ mode) is not technically correct, a CD is not a data format that’s why you can write a video in MP4 format, pictures, word, or excel. The CD is accessed just like USB/DVD. 
What is key is the data format of excel which can be duplicated/pirated, edited, tampered with, and can be in the wrong hands since ZEC cannot control access to a CD given to individuals or organisations.

He added that the voters’ roll is currently available in hard copy and soon in electronic format but will not be made available on CD. Added Mangwana:
<blockquote>
The voters’ roll is available in hard copy and soon in electronic format through a portal to adhere to the Electoral Act whose requirements do not allow unscrupulous elements to tamper with it and use it for commercial purposes.
ZEC will provide both hard and electronic copies as per the law and no more CDs for duplication, tampering with, or commercialisation of personal data.

Citizens Coalition for Change (CCC) secretary for elections Ian Makone said that ZEC should make the voters’ roll easily accessible. He said:
<blockquote>
This is very crazy. When did they amend the Electoral Act for them to be able to make such changes?
You can’t audit the roll on the portal. Which law is guiding them to make the changes? It is also of concern that even the hard copy of the roll is not easily accessible.
It costs $1 per page and has over 1 000 pages and can only be availed after 30 days of purchase.
One requires a pick-up truck to carry it from the ZEC offices. The biggest question is why all that secretiveness on a public document? What does ZEC want to cover up?

No More Voters' Roll On CD, Says ZEC

The Zimbabwe Electoral Commission (ZEC) has expressed its readiness to hold six local authority by-elections across the country on Saturday, 22 October 2022.
ZEC will conduct elections in Ward 4 Insiza Rural District Council (RDC), Ward 2 Matobo RDC, Ward 24 of Buhera RDC, Ward 4 Guruve RDC, Ward 18 Mutare Municipality and Ward 6 Takawira RDC tomorrow.
The run-up to the by-elections has been marred by politically motivated violence which rocked Matobo and Insiza, Matabeleland South where suspected ZANU-PF supporters attacked an injured CCC activists and also damaged vehicles.
Despite the violence, ZEC spokesperson Jasper Mangwana told <a href="https://cite.org.zw/zec-expresses-readiness-for-saturdays-by-elections/">CITE</a> that they are ready to conduct the -by-elections. He said:

ZEC is ready. Printing of ballot paper and distribution of materials for the 6 by-elections to be held over the weekend is in progress.
Preparations are going on well and the commission hopes that by Thursday all materials will be in place.
I am urging all contesting candidates and the electorate to conduct their electioneering peacefully.

ZEC Ready For Saturday's By-elections - Mangwana

<a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">The Zimbabwe Electoral Commission (ZEC)</a> says it will put measures to restrict access to the voter’s roll to individuals and or organisations that would have been approved by the commission to protect it against possible tampering.
In a statement seen by Pindula News, ZEC spokesperson commissioner <a href="https://www.pindula.co.zw/Jasper_Mangwana">Jasper Mangwana</a> said the commission would avail the electronic voters roll on a platform only accessible to those approved by the commission. 
Reads the statement titled: Enhancing Security of the Voters Roll posted on Twitter on Monday:

Enhancing Security of the Voters Roll Sec 20 of the Electoral Act stipulates that @ZECzim shall maintain a voters roll in printed or electronic form for each polling area. The voters roll shall contain names, dob, ID #, sex, address.
@ZECzim has always availed this voters roll on a CD in a format,analyzable and searchable format. The voters roll shall be kept at all ZEC office for public inspection, free of charge, during ordinary working hours by individuals and they may make written notes if need be.
@ZECzim has provided the USSD and bvrinspection portal platforms to easy inspection by individuals. Sec 21(7) Where a voters roll is provided in electronic format , it should be 1. in a format that it may not be altered.
@ZECzim may provide reasonable conditions on the provision of the voters roll to prevent it from being commercialised or used for other purposes unconnected to elections. 
Technology has moved,CD format which was issued cld be altered and duplicated so many times causing alarm and despondency to the electorate hence the need to enhance security &amp; introduce a platform only for those approved to access the VR by @ZECzim that cannot be altered.
There are cases of the voters roll being commercialized by individuals and organizations which has resulted in some cases of identity theft and fraud hence the need to enhance the security of this public electronic document.
Publication of the 2018 voters roll on the internet on a UK website exposing registered voters personal info to the world in 2018 caused problems with stakeholders hence the need to enhance the security of the voters roll.
We need to align the Electoral Act to the Cyber Security and Data Protection Act , the region and continent members have made sure they only avail necessary information that is not personal,nor private which may put registered voters and their families in danger.
Other countries in SADC provide names, surnames, polling stations, sex for public inspection and only after consent from the owner can the other information like ID # and address be made available to anyone other than the owner of the information.
@ZECzim is availing the voters roll in printed copy at the gazetted costs &amp;also in electronic portal format where only authorized people will search and analyse the document and cannot make changes or endanger the registered voters by publishing private information online.

Election stakeholders including watchdogs and the opposition have been pushing the electoral body to make the voters’ roll public for scrutiny.
Some watchdogs allege that there are several anomalies in the voters’ roll adding that ZEC is conniving with the ruling ZANU PF to manipulate the 2023 elections in favour of the ruling party.

ZEC Putting Measures To Limit Access To The Voters' Roll - Mangwana

The Zimbabwe Electoral Commission (ZEC) says it registered 110 000 new voters during the just-ended 20-day second phase of the voter registration blitz.
ZEC spokesperson Jasper Mangwana on Tuesday 3 May, told The Herald that only 49 000 people registered during the first phase conducted for 28 days.
Mangwana commended the Registrar General’s office which also launched a mobile registration blitz which runs from 1 April to 30 September this year. He said:

The huge numbers we have received during this phase can be attributed to the confidence and credibility that Zimbabweans are showing in the Commission.
In this second voter registration phase that was conducted in just 20 days, we received about 110 000 new voter registrants.
During the first phase conducted for 28 days, we only had about 49 000 applications and this time the numbers have doubled.
We give credit to the office of the Registrar General for handling the issue of national identity documents with professionalism to enable people to register to vote.
</blockquote>
Mangwana said ZEC will embark on a data cleaning exercise to deal with the issue of double registration. He said:

We are going to embark on a data cleaning exercise in which we will remove all duplicated applications. This de-duplication exercise will provide final data to the people.
Remember we had CSOs that were involved in this drive but in some cases ended up having double voter registrants. We need to clean that.

ZEC Registers "About 110 000" People In 20 Days

The Zimbabwe Electoral Commission (ZEC) has called for the enactment of laws that punish individuals and organisations that seek to discredit the commission and electoral processes by making unproven allegations.
This comes after pressure groups such as Team Pachedu have accused ZEC of electoral malpractices over the past few years which they allege are meant to create an uneven electoral playing field to give an advantage to the ruling ZANU PF party.
Speaking on ZBC News Current Affairs programme, Face the Nation on Tuesday, ZEC spokesperson, Jasper Mangwana said those making false accusations about the commission and electoral processes must be punished. He said:

We have been asking to be able to register and regulate these political parties because of some of these unfounded allegations that ZEC didn’t do anything, but the moment you become like any other EMB South Africa.
If you raise false issues, for example, they will take like 5 000 votes before you get into an election, we would something like that. This is because if you raise such false allegations, you must prove them.

Meanwhile, Mangwana expressed satisfaction with how the 26 March by-elections were held, saying the absence of rains ensured that no logistical challenges were encountered.

ZEC Wants Penalties For Slanderers

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> has said it it not obliged to print ballot papers in colour (s) corresponding to contesting candidates or parties. This was said by <a href="https://www.pindula.co.zw/Jasper_Mangwana">Jasper Mangwana,</a> the newly-appointed ZEC spokesperson. In a series of messages, seen by Pindula News, Mangwana said ballot papers are required to have 1. Name of candidate 2. Name of party 3.Symbol 4.Photograph, and 5. marking space. He said:

@ZECzim is not obliged to print ballot papers in colour/colours that correspond to contesting candidates or party. The applicable provisions that relate to printing of the ballot paper are in section 52A of the Electoral Act &amp; Section 5 of the Electoral Regul SI 21 of 2005.
The sections do not at all bind the Commission to print any ballot papers in the manner the party is alleging.What is important is to distinguish the colour of the ballot paper depending on the type of election as envisaged by Section 5 of the Electoral Regulations.
All ballot papers are in terms of the law required to have the following information on them: 1.Name of candidate 2.Name of party 3.Symbol 4.Photograph,and 5.marking space May check forms V.9 and V.10 in the Regulations.
The law does not require the Commission to print the photograph or symbol of the party in colour.It is unfortunate that the party went on to educate its supporters without consulting with the Commission on the contents and form of ballot paper. Be guided accordingly.

His remarks come just days before the 26 March by-elections and could cause confusion on voters, especially the illiterate as they depended on colours to know their candidates.

Full statement by Zimbabwe Electoral Commission (ZEC) chairperson Priscilla Chigumba on the appointment of new spokesperson Jasper Mangwana.

<h2>Handover of ZEC Spokesperson’s Duties to Commissioner Jasper Mangwana</h2>
The Zimbabwe Electoral Commission wishes to acknowledge and recognise the years of sterling service Commissioner Joyce Laetitia Kazembe has provided to this country throughout her career.
Currently, she is the most senior in terms of experience having served for a period spanning in excess of 20 years.
Commissioner Kazembe joined the Zimbabwe Electoral Commission in 2007 and served her term of office under the then Constitution of Zimbabwe.
She was again appointed for a fresh term under the new Constitution following the promulgation of the Constitution of Zimbabwe Amendment No. 20, which became operational after the 2013 referendum.
She was reappointed for a further two terms, of which the second term under the 2013 Constitution is terminating in July 2022.
Prior to joining the Zimbabwe Electoral Commission, Commissioner Kazembe had performed national service with the then Electoral Supervisory Commission which she joined in 2000.
The Electoral Supervisory Commission is the predecessor to the Zimbabwe Electoral Commission whose mandate was to supervise all elections in Zimbabwe which were being conducted then by the Registrar General’s Office.
Commissioner JL Kazembe possesses vast experience in the conduct and management of elections and is well known for her service both in the region and the international sphere. 
The Commission appreciates and wishes to thank her for the unwavering dedication and quality service she has provided to the Commission during her term of service.
She was the spokesperson of the Commission and Chairperson of the Commission’s Media Monitoring Committee. Sadly, as already stated, her term of office is terminating in July of this year.
The Commission wishes to tap in from her experience in dealing with public relations and media issues prior to her departure.
Pursuant to that objective, the Commission has appointed Commission Jasper Mangwana to take over the role of the Spokesperson for the Commission with effect from Friday 18th March 2022 before Commissioner JL Kazembe’s term of office expires.
This will allow a smooth handover-takeover process and enable the Commissioner to inherit this portfolio to draw good lessons on handling it while the outgoing Commissioner is still in service.
It is also our hope that Commissioner JL Kazembe will do her best in passing all the knowledge and expertise at her disposal to the next generation of Commissioners and staff.
In recognition of her outstanding contribution to the mandate of the Commission and the development of electoral processes in Zimbabwe, the Commission is mooting the establishment of a Zimbabwe Electoral Commission Elders Panel comprising personnel who have served it before.
The Panel will be responsible for providing guidance and advice to the Commission during critical electoral processes.
It is envisaged that the panel of elders will operate as a charitable trust wherein they donate their institutional memory by training, dispute resolution, recommendations on international best practices, technology and ethical practices in elections and, championing youth participation and role of women and PWDs in elections and electoral processes.
It is also proposed that Commissioner JL Kazembe be designated as the Honorary Chairperson of the panel when the panel comes to fruition.
The Zimbabwe Electoral Commission wishes her all the best in the remaining term and her future endeavours.
