South Africa’s Minister of Cooperative Governance and Traditional Affairs, Nkosazana Dlamini-Zuma, has defended her decision to vote in favour of impeachment proceedings against President Cyril Ramaphosa.
Dlamini Zuma was one of four ANC MPs who refused to toe the party line by supporting the call for the adoption of the Section 89 panel report which found that Ramaphosa may have violated his oath of office in connection with the theft of cash at his Phala Phala farm.
She said that she used her discretion as a member of Parliament when she voted.
Nkosazana Dlamini Zuma, who was also in the running to become the African National Congress (ANC)’s next president, was the first MP to vote against the party’s position during the open vote and stunned the National Assembly on Tuesday.
She joined the likes of Supra Mahumapelo, Mosebenzi Zwane, and Mervyn Dirks who all voted in support of impeachment proceedings against Ramaphosa. Said Dlamini Zuma:

Dlamini-Zuma Defends Move To Vote In Favour Of Ramaphosa Impeachment Proceedings

South Africa’s president Cyril Ramaphosa could face impeachment after an independent panel appointed by the Speaker of Parliament Nosiviwe Mapisa-Nqakula found preliminary evidence that he violated his oath of office.
Parliament will examine the report, which was submitted on Wednesday, 30 November 2022, and decide whether to push ahead with impeachment proceedings next week. The report says:

In all the circumstances, we think that the evidence presented to the Panel, prima facie, establishes that the president may be guilty of a serious violation of certain sections of the constitution.
</blockquote>
However, Ramaphosa immediately denied any wrongdoing and has not been charged with any crimes.
A statement issued by the South African presidency on Wednesday reads in part:

I categorically deny that I have violated this oath in any way, and I similarly deny that I am guilty of any of the allegations made against me.
</blockquote>
On Thursday, Ramaphosa delayed an appearance in parliament to answer questions, requesting time to consider the report.
In a statement, Parliament noted that the panel’s recommendations had “implications for the stability of the country.”
In June, it emerged that an estimated US$4 million in cash was stolen from Ramaphosa’s Phala Phala game farm in 2020.
The theft raised questions about how Ramaphosa acquired the money and whether he declared it.
Ramaphosa is accused of not reporting the theft directly to the police, acting in a way inconsistent with holding office, and exposing himself to a clash between his official responsibilities and his private business.
The President has confirmed that a robbery occurred at his farm, but he said the cash was from proceeds from the sales of game.

At HICC several MPs move the motion started by Monica Mutsvangwa to impeach President Mugabe.</li>
<li>Speaker of Parliament, Jacob Mudenda, told the House that he had received a motion from Senator Monica Mutsvangwa, wife to war veterans leader Christopher Mutsvangwa, calling for the removal of the President from Office.</li>
<li>The motion was seconded by Honourable James Maridadi.</li>
<li>Mudenda outlined the rules and procedure of the joint sitting of the Senate and National Assembly on the motion to impeach the President.</li>
<li>Mudenda explained that there are three stages in the process of the removal of the president.</li>
<li>Mudenda said that in Stage One, the motion to remove the president from office required at least half the parliamentarians to vote for it in order for the motion to pass.</li>
<li>In Stage Two, a 9 member multi-party committee will be set up to investigate the President and to make recommendations.  The committee must allow the President the right to Respond.</li>
<li>In Stage Three, the 9 member committee would report on its findings and recommendations.</li>
<li>The motion would then be voted for and the president could only be removed if at least two thirds (232) legislators voted to pass the motion</li>
<li>Mudenda then announced that the joint session of the National Assembly and Senate will sit at the HICC at 16:30 today to deal with the motion of removing the President from Office.</li>

Independent legislator for Norton and former Zanu-PF politician, Temba Mliswa has boldly declared that he will step down if Parliament fails to impeach President Robert Mugabe. Mugabe is facing impeachment after he failed to meet Zanu-PF’s deadline to step down by midday on Monday. Mliswa who has been vocal in calling for Mugabe to step down said on Microblogging-site Twitter,
<blockquote>If we fail to impeach the president through Parliament, I’ll step down as an MP for Norton Constituency. I see the failure as a betrayal to the people of Zimbabwe who have put their lives on line marching against Mugabe. This is about the people and it’s beyond political parties.
Today’s about the people and every MP should do his job of impeaching the President. It is in the citizens’ interests that we represent as per their wishes. People spoke on Saturday and as parliament, we have to finish what they started.
I’ve never lost a fight before and this I’m not tiring until the President quits. Ndinozvitemba saTemba.

If We Fail To Impeach Mugabe I Will Step Down As MP Declares Temba Mliswa

Zanu-PF deputy legal secretary Paul Mangwana has said that the motion to impeach president Robert Mugabe is going to be presented on Tuesday in Parliament. However, the voting will take place on Wednesday. Contrary to what CyberSecurity Minister P<a href="https://news.pindula.co.zw/2017/11/20/zanu-pf-mp-criticises-chinamasas-regrettable-statement-says-mdc-t-not-welcome/">atrick Chinamasa said about not needing the MDC-T</a>, Mangwana said that Zanu-PF actually needed the votes of opposition legislators to pass the motion. According to Mangwana, some of the Zanu-PF MPs are aligned to the G40 Faction and might vote against the impeachment motion.
Said Mangwana:
<blockquote>We need 125 votes from ZanuPF and 73 from MDC-T for the motion to succeed. We need the support of the MDC because our own MPs aligned to the G40 cabal may not vote for the motion.</blockquote>
The Zimbabwe Defence Forces (ZDF) seized power in a military takeover last week which they claimed was targetting criminals around President Mugabe in order to bring them to justice. The military is reported to have arrested a number of prominent G40 members which include Finance Minister Ignatius Chombo, Local Government Minister Saviour Kasukuwere and Higher Education Minister Jonathan Moyo.

Paul Mangwana says Zanu-PF needs MDC-T for Mugabe impeachment to succeed

The ruling Zanu-PF party has called all its Members of Parliament (MPs) to attend an urgent meeting at the Zanu-PF Headquarters. The ruling party is now working on impeaching President Robert Mugabe after he seemed to ignore the party’s ultimatum to announce his retirement by midday today.
Mugabe who is under tremendous pressure to resign was sacked as party leader and first secretary of Zanu-PF by a special session of the Central Committee on Sunday. He has been resisting calls to step down despite losing power to the Zimbabwe Defence Forces (ZDF) who seized power in a military takeover last week.  Earlier on today, the party’s politburo met and agreed to send Mugabe the resolutions recalling him as party leader and first secretary of Zanu-PF
Zanu-PF Chief Whip Lovemore Matuke said:

High Noon For Mugabe As Zanu-PF Summons Legislators For Urgent Meeting At Party Headquarters

The clerk of Parliament Kennedy Chokuda has confirmed that Parliament will resume sitting on Tuesday. President Robert Mugabe had been given an ultimatum to resign by 12 PM Monday or to face impeachment on Tuesday.
A message sent to Members of Parliament and senators reads:
<blockquote>The Clerk of Parliament Mr K.M. Chokuda would like to inform all Members of the National Assembly and Senate that there will be normal sittings of Parliament on Tuesday 21 November 2017. All MPs are urged to attend.</blockquote>
This comes as Mugabe seems to be resisting the call to step down. Mugabe has been under pressure to step down, ever since the Zimbabwe Defence Forces seized power in a military takeover last week.

Clerk of Parliament Confirms That Parliament Is Sitting Tomorrow

Underfire President Robert Mugabe has been given a deadline of 12 Noon, on Monday to step down or face impeachment on Tuesday. The deadline came from Mugabe’s own ruling party, Zanu-PF, a<a href="https://news.pindula.co.zw/2017/11/19/list-people-expelled-zanu-pf-following-central-committee-meeting/" rel="noopener" target="_blank">fter the Central Committee sacked Mugabe as party leader and first secretary of Zanu-PF on Sunday</a>. However, Mugabe was not expelled from the party and is now an ordinary card-carrying member of Zanu-PF. HIs wife Grace, on the other hand, was expelled from Zanu-PF and banned for life together with some of her G40 allies.
At the Central Committee meeting, Zanu PF chief whip Lovemore Matuke was ordered to “institute proceedings for the removal of Mugabe in terms of Section 97 of the constitution of Zimbabwe” if he continues clinging on to power.
As Zanu-PF on its own, already has more than two-thirds of the legislators in parliament, the threat is very potent and can be acted on.

Mugabe Given Until Monday 12 PM To Resign Or Face Impeachment

Next week, the Parliament of Zimbabwe is expected to consider a motion to impeach President Robert Mugabe.
Sources told NewsDay, that MDC-T Mabvuku-Tafara MP James Maridadi had notified the Speaker of Parliament Jacob Mudenda of his intention to move a motion to impeach Mugabe. The sources said that Mudenda was given the notice of the motion on Wednesday. When contacted for comment by NewsDay Mudenda however denied any knowledge of the notice while Maridadi could neither confirm nor deny the development.
NewsDay also reports that Maridadi tried to convince Mudenda to recall Parliament and allow for debate on the motion on Friday but Mudenda only agreed to convene Parliament next Tuesday.
