The demolitions of poor people’s homes and other structures across the country to deal with illegal occupations of State land are mainly driven by three factors: politics, power and money.
<a href="https://thenewshawks.com/reasons-for-mnangagwas-ruthless-house-demolitions/">The NewsHawks</a> cited sources as saying President Emmerson Mnangagwa and Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi are using power and politics to create a new land market where money would be the main determinant of land occupations and settlements. One unnamed government official was quoted as saying:
<blockquote>
The minister has made it clear to us in government what’s going on here. The land belongs to the President, which means he uses his power for its spatial distribution and his politics of patronage and loyalty influence the dynamics of it.
But in the end, money will take centre stage and the land will now be sold at market rates, creating a new land market which is driven by power and politics. It’s a symbiotic relationship.
Since the beginning of February this year, authorities have demolished houses and settlements built on land acquired illegally in peri-urban communities including, for example, Gutu and Mushandike in Masvingo province, Chipinge in Manicaland, Dema and Goromonzi in Mashonaland East and different other places.
The illegal settlers bought the land from village heads and land barons linked to ZANU PF.

The NewsHawks reported a source as saying it is also the government’s intention to sell the land after demolitions to create a new market in which ordinary people pay fair value for land even though Mnangagwa and other ZANU PF leaders got land for free. Said source:

To be sure, the demolition of informal houses and structures is not a new phenomenon in Zimbabwe and elsewhere. 
What is new is some of the political actors, policy approach, frequency and intensity, as well as the motives and visibility which do vary.
What is new is the intensity, frequency, and agency (visibility and changing dynamics of its triggers and mechanisms of its unfolding in specific contexts).
There are three objectives of the demolitions: politics, power and money. These are the real underlying motives.
From the top, that is the Office of the President and Cabinet down to the minister’s office and government officials’ positions, they are all aware of the agenda.
The President and the Minister of Justice know very well what this is all about. It’s an elite project being driven by those who own land and houses which mostly they didn’t even buy in the first place. It’s hypocrisy of the worst order.
Of course, the rule of law must apply whenever there are illegal activities and criminality, but it must be applied even-handedly not just to the poor and vulnerable as the situation shows at the moment.

In 2005, the ZANU PF-led government launched “Operation Murambatsvina” (Clear Filth) which resulted in mass evictions of urban dwellers from housing structures and the closure of various informal sector businesses throughout the country.
According to the United Nations, 700 000 people were forcibly evicted from their homes, made homeless or lost their source of livelihood.

Mnangagwa's House Demolitions Mainly Driven By Politics, Power And Money | Report

The Zimbabwe Congress of Trade Unions (ZCTU) has criticised the government’s approach in dealing with illegal occupations of land and likened the eviction of villagers to the seizure of Arab land by Jewish settlers in Palestine since 1948.
This comes after the government demolished the homes of some villagers in Masvingo and Matabeleland South provinces raising fears that the nation is slowly backsliding to the 2005 Operation Murambatsvina demolitions.
Many occupants facing demolitions had settled in the areas for decades only to be arrested and prosecuted for illegal land occupation.
Speaking to <a href="https://www.newzimbabwe.com/labour-blasts-govts-zionist-approach-to-land-evictions/">NewZimbabwe.com</a> on Tuesday, ZCTU secretary general, Japhet Moyo implored government officials to be humane and desist from creating a needless humanitarian crisis. Said Moyo:

Land is a right and thus should be accessible to all individuals. In the past, we have noted the regularisation of informal settlements for political expediency.
Now that elections are over, politicians are looking the other way as if nothing is happening.
We are faced with a humanitarian crisis, we expect the government to approach the issue with cool heads.
A “Zionist” approach towards alleged illegal settlers is not a solution.

Moyo said the ZCTU stands against the perpetuation of exclusionary colonial laws adding that some villagers are being evicted by greedy political bigwigs who want more land for themselves. He said:
<blockquote>
The same laws being invoked to evict villagers are also undermining the authority of traditional leaders who settled the villagers in the first place.
These villagers were not settling themselves, but they got a go-ahead from traditional leaders and in some cases, they got a go-ahead from land officers.
The operation has exposed our government’s ineptitude. It left the villagers undisturbed for decades only to bombard them with evictions on short notice.
If our leaders have the conscience and time for some soul-searching, they will realize their errors and omissions.

On 13 February this year, the Zimbabwe Republic Police said 3 700 people had been arrested countrywide under the ongoing Government operation dubbed “No To Land Barons and Illegal Settlements on Land”.
According to the Police, 28 people were arrested in Tokwane-Ngundu Resettlement, 26 people were arrested for allegedly occupying grazing lands and distributing gazetted land to their relatives at Lazy Five Farm in Karoi, and 123 people were arrested at Enyandeni Resettlement Area, Gwanda.

ZCTU Condemns Govt's "Zionist" Approach Towards Illegal Land Occupiers

Police have said more than 3 700 people have been arrested countrywide under the ongoing Government operation dubbed “No To Land Barons and Illegal Settlements on Land” which seeks to eradicate illegal settlements.
In a statement issued on Tuesday, 13 February, ZRP Senior Staff Officer [Press and Public Relations], Assistant Commissioner Paul Nyathi said arrests were made in Mashonaland West, Masvingo, Matabeleland North and South provinces. He said:
<blockquote>
The Zimbabwe Republic Police appreciates and commends the public for the cooperation and information received in the ongoing Government’s country-wide operation, “No To Land Barons and Illegal Settlements on Land” in either rural or urban setups.
The operation started in January 2024 and is progressing well. As of 12th February 2024, a total of 3 775 suspects have been arrested with 985 convictions being made by the courts, while 3 360 cases are pending trial.
Notable arrests have been made in Masvingo where 28 suspects were accounted for in Tokwane-Ngundu Resettlement.
The suspects had illegally settled on the grazing lands without the authority of the Ministry of Land, Agricultural, Fisheries, Water and Rural Development.
In Mashonaland West Province, Police in Karoi arrested 26 suspects who were occupying grazing lands and distributing gazetted land to their relatives at Lazy Five Farm.
Investigations carried out unearthed that the suspects were paying US$15.00 or maize equivalent, to the plot holders.
In Matabeleland South Province, 123 suspects were arrested at Enyandeni Resettlement Area, Gwanda. The suspects settled themselves on the gazetted land without lawful authority.
In Matabeleland North Province, Thulani Nzima aged (53) was arrested for illegal allocation of land in which he allocated six residential stands to desperate home seekers for payment in Siganda, Mbembeswana 1 Village, Nyamandlovu.
Investigations carried out unearthed that the beneficiaries paid US$300.00 and ZAR4 000.00 to the suspect.

Asst Comm Nyathi said the Zimbabwe Republic Police will continue to issue regular updates on the operation to the public.
He urged members of the public to verify the status of any land before being settled or made to pay for the allocation or development.
The police also implored the public to report criminal activities by land barons at any nearest Police Station or National Complaints Desk on (0242) 703631 or WhatsApp on 0712 800 197.

3 700 People Arrested Under Operation "No To Land Barons And Illegal Settlements On Land"

Hundreds of illegal settlers in Retreat, Waterfalls, Harare are counting their losses after their dwellings were demolished on Friday last week.
More than 300 illegal structures were destroyed to allow Emmanuel Makandiwa’s United Family International Church (UFIC) to occupy the land that the families had been allocated by land barons.
The demolitions took place in an area popularly known as kumaCongo because some of the illegal stands were occupied by Congolese.
The Congolose reportedly bought the stands from a land baron who was popularly known as Nkomo but is now deceased.
Anti-riot police were deployed to the area on Friday ahead of the demolitions and were ordering people to leave by 3.30 PM.
In December 2022, UFIC founder and leader, Makandiwa gave the illegal settlers time to remove their structures on their own.
One of the evictees told <a href="https://www.newsday.co.zw/local-news/article/200019179/honeymoon-over-as-thousands-evicted-from-makandiwa-land">NewsDay</a> that they thought that there would be no demotions since they bought the stands through a ZANU PF “chairman”. He said:
<blockquote>
We were aware that Makandiwa was the owner of the land because we were issued notices long back.
We were just relaxed thinking that there would not be demolitions since we bought the stands through ZANU PF “chairman”. 
Some stands were sold for between US$10 and US$20. Anyone could wear party regalia and sell. This usually happens towards elections.
Some papers even had the City of Harare stamps. Some stands were advertised on Facebook and unsuspecting people could buy for US$2 000.

UFIC secured a court order to demolish the 300 illegal structures on 19 September 2022 under case no HC3515/21.
Part of the land is earmarked for a housing scheme by UFIC members, Operation Nehemiah Housing Project.
UFIC spokesperson Pastor Prime Kufakunesu told NewsDay that the settlers were given notice on several occasions. He said:

We obtained a court order, but Father Makandiwa gave reprieve to the settlers in December fearing that their property could be damaged by rains.
The people were told several times that the land belonged to UFIC but they have remained at the place.
Land barons were selling the land and we kept telling people it was ours. Maybe they bought out of desperation.

The cleric added that the land was earmarked for an orphanage, church and residential stands.
Kufakunesu said more than 500 housing structures, flats and single houses would be built.

Hundreds Evicted From Makandiwa's Land In Harare

United Family International Church (UFIC) founder, Emmanuel Makandiwa, has given more time to illegal settlers on a piece of land belonging to his church congregants to remove the structures and their materials.
On 19 September 2022, UFIC secured a court order to demolish about 300 illegal structures built on the piece of land in Retreat, Harare South.
The land belongs to UFIC congregants for a housing scheme, Operation Nehemiah Housing Project.
The squatters were supposed to be evicted within 48 hours from 21 November when they were served with an eviction order.
However, Makandiwa intervened and stopped the evictions and demolitions to give the squatters enough time to remove the structures on their own.
This was said by UFIC spokesperson Pastor Prime Kufa. He said:
<blockquote>
The Man of God implored us to consider the plight of the affected families notwithstanding the fact that they are illegal settlers.
He instructed us to ask the Sheriff to give the settlers time to pull down their structures and rescue their belongings.
He said he is touched by their situation and also felt the anxiety among our church members who are bonafide owners of the land, thus his bid to find a win-win solution.
Look, it is the rainy season, it’s really a difficult situation but the Prophet believes the temporary reprieve will give the settlers some time to find alternative accommodation.

Makandiwa Gives Reprieve To Illegal Settlers

The Minister of Environment, Tourism and Hospitality Industry, Prisca Mupfumira said that the government will forcibly drive out all illegal settlers around the Save Conservancy in Masvingo province.
About 15 thousand families are said to have illegally settled close to the sanctuary resulting in increased cases of human-wildlife conflict.
Speaking on Thursday ahead of the Masvingo Environment and Tourism Indaba, Mupfumira said:
<blockquote>We have an ongoing exercise which we are undertaking in partnership with the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement of the removal of illegal settlers mainly in wildlife sanctuaries.
Here in Chiredzi, we have issues at Save Valley Conservancy and some parts of Gonarezhou National Park.
… We want to arrest all those who are fuelling this. We want to punish all those who are working against the environment. This disorder must be sorted in no time, we want the conservancy to be fenced so that we address the rising cases of human-wildlife conflict.</blockquote>
Illegal settlers reportedly occupied properties in the Save Conservancy such as Masapasi, Angers and Chegwite, which all fall under a Bilateral Investment Promotion and Protection Agreement (BIPPA).

Govt Vows To Drive Out Illegal Settlers From Save Conservancy

War veterans have expressed outrage over the farm evictions of people settled for close to two decades, leaving them as vagrants with nowhere to go.
The evections have also affected war veterans and their children, a recent case being that of the late liberation war heroine Mavis Rombedzayi whose children have been evicted from a Mazowe farm in Mashonaland Central Province.
Speaking to the Daily News last week, Zimbabwe National Liberation War Veterans Association (ZNLWVA)’s Mazowe district chairperson Efanos Mudzimunyi said:
<blockquote>The situation here is so sad; we are being targeted as war veterans. Rombedzayi’s children received a court order to leave the farm but they didn’t know anything about the case. We are not happy with what is happening because we fought for our kids.
We are going to die defending our land from being taken (away) by these bigwigs. This must stop and I think they are telling the president lies about the situation on the ground.
We are suffering as war veterans because of some corrupt individuals who want to undermine the war veterans.
And most of these people are working with the G40 (Generation 40)… we are going to sit down as war veterans and map the way forward on these issues.</blockquote>

War Veterans Blame G-40 Over Farm Evictions

Former chairperson of the Zimbabwe National Liberation War Veterans Association, Jabulani Phetshu Sibanda, has warned the ruling ZANU PF party that it risks losing support if it enforces the eviction of illegal settlers across the country.
There has been an upsurge in urban to rural migration over the past few years as economic hardships have worsened.
Over 5 000 households are reported to be on the brink of eviction for illegally settling themselves at Ensangu and Lochard farms in Shangani, Insiza district.
Sibanda, who was one of the pioneers of the Third Chimurenga in Matabeleland, said:
<blockquote>The economic situation is forcing people out of towns. The whole country is affected by the exodus of people from urban areas (as people) go to look for cheaper land in rural areas.
Now, if we start evicting them, where do we want them to go? These evictions will give advantage to the opposition even though it will also not do anything about it.
People are looking up to this government and the party to address the problems and if they ignore dealing with the problem, the situation will deteriorate.</blockquote>

ZANU PF Could Lose Support Over Farm Evictions - War Veteran

Hundreds of families in Umguza were left stranded after the government launched a crackdown on people who illegally settled on various farms across the country.
About 240 families at Stoncroft Farm in Umguza district located just outside Bulawayo had their homes destroyed.
This comes after the government directed illegal setters to be removed from farms, notwithstanding that some had been living on the land for close to two decades.
Some of the affected people who spoke to NewZimbabwe.com said:
<blockquote>We occupied the farm in 2,000 although we have some people who came in 2012 and 2015.
The farm was lying idle when we came here, and we were shocked this week when Ndlovu came saying we should vacate.
His men started burning down our homesteads and all of us have been left homeless.
… We don’t know what we will do with our livestock as we can no longer drive them to the grazing land as we have been banned.
We had planted crops and all that will be wasted.</blockquote>
The government has been carrying out a  countrywide audit of farms through the Ministry of Lands and Agriculture which targeted idle land and multiple farm ownership.

Umguza Illegal Settlers Left Homeless After Govt Torches Homes

The Minister for Lands, Agriculture, Water, Climate and Rural Resettlement Perence Shiri last week told a post-cabinet media briefing that people who have settled illegally on government farms should go back where they came from. Shiri is reported to have said,
<blockquote>We expect that they shall go back to where they came from. If they have got any challenges, well, we have got the social department which can look into that, but our task is to ensure there is total stability on the farms.
The illegal settlers are found throughout the farming areas so basically, you find them in all the provinces. We have identified where they are and we are proceeding with the evictions.
Everything possible is being done for farmers to go back to the land and the government will leave no stone unturned to make sure we produce enough not only for our own consumption but even for exports.
Yes, there could be challenges here and there but that’s why we are there to look into challenges and resolve them.</blockquote>

Govt Tells Illegal Settlers On State Farms To Go Back Where They Came From

About 220 settlers who were illegally settled on lands belonging to the Zimbabwean units of South Africa sugar producer, Tongaat Hullet, are facing eviction following the death of former Minister of State for Masvingo Province, Shuvai Mahofa. The late national heroine is reported to have been shielding the illegal settlers from eviction.
The settlers’ representative Ailes Baloyi told the Daily News,
<blockquote>We have received reports of farmers that are being threatened with eviction daily. They are saying that since Mai Mahofa who was our shield is no more, we have been left weaker and easier to deal with.</blockquote>
An official from Tongaat Hullett who spoke on the condition of anonymity said:
<blockquote>I don’t see them (farmers) winning. As we speak, they are not legitimate sugarcane growers. Varikungosimbisana chete but hapana chinobuda (they are only fooling each other but they will not win)</blockquote>

Illegal settlers on Tongaat Hullet land face eviction after the death of Shuvai Mahofa

Illegal settlers have invaded the Chimannimani district of eastern Zimbabwe, destroying vast areas of timber in the process. Many trees have been lost to forest fires started by the settlers who have reportedly invaded at least 20 000 hectares. The future of the industry is at risk as the bulk of Zimbabwe’s timber comes from the eastern highlands.
Darlington Duwa, CEO of the Timber Producers Federation said:
<blockquote>Most of the timber plantations (in Manicaland) are occupied (by illegal settlers)
It is no exaggeration that unless the situation is addressed, the future of the timber industry in Manicaland is bleak</blockquote>
Some of the affected companies include Allied Timbers Zimbabwe, Border Timbers, and Wattle Company.
Duwa warned that the issue needs to be dealt with quickly as the country is facing a huge shortage of foreign currency, and imports can go a long way in alleviating that, saying:
<blockquote>The issue of illegal settlers is taking too long to address. The time when the nation will solely rely on timber imports is fast approaching, let us all join our hands to prevent this from happening,</blockquote>
