The Citizens Coalition for Change (CCC) is alleging that two of its councillors, Ian Makone and Lovejoy Chitengu, were recalled by the ruling party, ZANU PF, with the assistance of imposters within the CCC. The recalls were orchestrated by Sengezo Tshabangu, who claims to be the CCC’s interim secretary general. However, senior party leaders, including Nelson Chamisa, dispute Tshabangu’s claims stating that the secretary general position does not exist. They believe Tshabangu is colluding with ZANU PF to weaken the CCC and remove elected officials aligned with Chamisa.
Tshabangu has denied these allegations, asserting that the recalled individuals had ceased to be members of the party and were imposed on the electorate by Chamisa during the August 2023 general election. He also dared recalled MPs to <a href="https://www.pindula.co.zw/2023/10/22/prove-i-am-not-ccc-interim-secretary-general-tshabangu-dares-recalled-mps/">prove that he was not the party’s interim secretary general.</a> He claims to have an <a href="https://www.pindula.co.zw/2023/12/22/tshabangu-declares-chamisa-is-not-allowed-to-use-his-face-outside-ccc-even-if-he-forms-a-new-party/">affidavit which proves that he was appointed the interim secretary general</a> of the party. In a statement seen by Pindula News, the CCC party said:

Zanu PF and its imposters, who show no regard for the will of the citizens and their struggles under the Harare regime, unlawfully recalled Councilors Ian Makone and Lovejoy Chitengu. This was done because they had been elected as mayors of the city of Harare.

<a href="https://www.pindula.co.zw/2023/11/09/ccc-says-recall-of-harare-mayor-ian-makone-city-councillors-invalid/">The recall of Makone</a> and <a href="https://www.pindula.co.zw/2023/12/14/tshabangu-recalls-harare-mayor-lovejoy-chitengu/">Chitengu</a> has resulted in Jacob Mafume, a member of the CCC, being elected as the new mayor of Harare. But the party did not congratulate him suggesting its disapproval of Mafume’s election. Some CCC officials claim that Mafume has been collaborating with Tshabangu to destabilize the party. They allege that since Tshabangu and Mafume previously worked together in the Tendai Biti-led PDP party before it merged with other parties to form the MDC Alliance, Tshabangu is recalling CCC officials in an endeavour to reinstate former PDP members to influential positions within the CCC.
They say the alleged alliance between Tshabangu and ZANU PF will result in the ruling party gaining a majority in Parliament and influence in local government authorities. Tshabangu has denied all of these allegations.
Divisions within the CCC began before the August elections when the party implemented a <a href="https://www.pindula.co.zw/2023/11/11/biti-speaks-on-strategic-ambiguity-recalls-and-failure-to-be-in-parliament/">strategy called “strategic ambiguity”</a>, which <a href="https://www.pindula.co.zw/2023/11/22/ccc-constitution-proves-that-has-never-been-the-interim-secretary-general-lawyer/">concentrated power in the hands of Nelson Chamisa</a>, the party’s president. This strategy faced opposition from some senior party officials such as Tendai Biti, Welshman Ncube, and Chalton Hwende. The party claimed that this strategy was adopted to prevent infiltration by ZANU PF and security service agents.
In response to a follower’s comment about sellouts within the CCC, Chamisa stated that they deliberately delayed allocating positions to sift out the greedy individuals. He expressed a desire for genuine and committed members, adding that the power-hungry will be exposed in the long run. He said:

The only publicly known positions within the party are President and Spokesperson. Biti and Ncube used to hold interim vice president positions, but it appears that these positions were abolished before the elections. Chalton Hwende served as the secretary general, but that position was also abolished.

ZANU PF And Its Imposters Recalled Councilors Makone And Chitengu - CCC

Jacob Mafume has bounced back as Harare Mayor after defeating Elvis Ruzani by a vote of 22 to 15. Mafume, a lawyer by profession, was mayor between 2018 and 2023 and was replaced by Ian Makone following the 23-24 August 2023 harmonised elections.
The post of mayor became vacant when Lovejoy Chitengu, who was elected as councillor for Ward 36 in the August 2023 general elections, was recalled by Tshabangu. Chitengu had replaced Ian Makone, who was also recalled in November. Chitengu was spared from that recall due to a spelling error in his name but Tshabangu ordered another recall.
Tshabangu argues that the recalls were necessary because the targeted CCC representatives were imposed by party leader Nelson Chamisa during the party’s controversial candidate selection process. Some political observers believe that Chamisa used a different candidate selection process to eliminate opponents and favour loyalists. Others see the recalls as an attempt by President Emmerson Mnangagwa to weaken the opposition.
Mafume’s return as mayor marks a significant shift in the leadership of Harare. However, the frequent changes in mayors and the internal conflicts within the CCC raise concerns about stability and effective governance. Mafume is Harare’s fourth mayor in just four months.

Jacob Mafume Bounces Back As Harare Mayor

The Harare City Council (HCC) has announced a state of emergency due to the increasing spread of cholera in the city. The Mayor, Councillor Ian Makone, and the City Director of Health, Dr Prosper Chonzi, recently held meetings with residents’ associations to address the situation.
During the meetings, Dr Chonzi stressed the importance of collaboration between residents and the City in order to effectively combat and control the disease. Said the local government authority:

So far we have 1000 suspected cases in Harare and 100 confirmed cases. Unfortunately, 10 people have succumbed to the disease and there is a need for the residents to be very alert. As council we are treating this as an emergency and every department is working 24/7 to fight the disease.

Harare, the capital city, has been heavily impacted, with certain suburbs experiencing long-term water shortages. However, some progress has been made in restoring water supplies to certain areas. Suburbs like Budiriro, Glen Norah, Glen View, Kuwadzana, and Rydle Ridge have had their water supplies restored, but other areas, including Tynwald, Bloomingdale, Bluff Hill, Dzivaresekwa, Hatcliffe, Borrowdale, Mt. Pleasant, and Hogerty Hill, continue to face water shortages.
The southern suburbs, supplied by Prince Edward, have access to water, including areas like Robert Gabriel Mugabe International Airport, Cranborne, Hatfield, parts of Chitungwiza, Mbare, Sunningdale, and Graniteside, according to Harare City Council. The central business district and its surrounding areas also have access to water. However, the eastern suburbs, such as Greendale, Mandara, Mabvuku, Tafara, Zimre Park, and Epworth, are severely affected due to reduced production levels and erratic power supply at the Letombo pump station. Power supply disruptions are also impacting water supplies to the north-eastern suburbs.
Harare residents need 800 million litres (megalitres) of water per day. Unfortunately, the city’s current water capacity is only around 494 megalitres. Water controls transmit as follows: Morton Jaffray to Warren Control (144 megalitres), from Morton Jaffray to Lochinvar/Marimba reservoirs (91 megalitres), from Morton Jaffray to Norton (61.94 megalitres), from Warren Control to Alexandra Park (120 megalitres), from Warren Control to Letombo (22 megalitres), from Prince Edward to Letombo (40.252 megalitres), and from Prince Edward to Chitungwiza (13.748 megalitres). However, due to leaks and pipe bursts in the water distribution system, some of the water gets lost before it reaches its intended destination.

Harare Announces A State Of Emergency As Cholera Spreads In The City

Self-proclaimed CCC interim secretary general <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a> has ordered the recall on Harare mayor Ian Makone, his deputy Kudzai Kadzombe and seven other city councillors.
<a href="https://www.zimlive.com/tshabangu-strikes-again-axes-harare-mayor-ian-makone-deputy-7-more-councillors/">ZimLive</a> reported that the fresh round of expulsions threatens to throw the country’s main opposition into complete disarray and puts renewed pressure on CCC leader Nelson Chamisa to act decisively to prevent the party from disintegrating.
Tshabangu sent a letter to Local Government Minister Winston Chitando, dated 7 November 2023 saying the targeted councillors “have ceased to be members of the Citizens Coalition for Change”. He wrote:

Kindly be advised that the following councillors were under Citizens Coalition for Change political party and have ceased to be members of the Citizens Coalition for Change.
</blockquote>
The councillors listed by Tshabangu include Makone (Ward 18) Kadzombe (Ward 41), Denford Ngadziore (Ward 16), Lovejoy Chitegu (Ward 36) and Samuel Gwenzi (Ward 5).
Added to the list were PR Councillors Chido Hamauswa, Tariboyi Sabina, Florence Cheza and Fadzai Matimba.
The recalls follow the recent expulsion of 14 party MPs and councillors in different parts of the country by the hitherto little-known CCC activist.
Tshabangu argues that the targeted CCC representatives were imposed by party leader Nelson Chamisa during the party’s controversial candidate selection process in the run-up to the 23 August 2023 Harmonised Elections.
Some political observers say Chamisa used the novel community consensus candidate selection process instead of the traditional primary elections to eliminate some party adversaries in place of loyalists in their positions.
However, other commentators are of the view that the recalls are an attempt by President Emmerson Mnangagwa to cripple the opposition and create a defacto one-party-state.

Tshabangu Strikes Again, Recalls Harare Mayor Ian Makone, Deputy, 7 More Councillors

President Emmerson Mnangagwa this Monday participated in a ground-breaking ceremony for a <a href="https://pindula.co.zw/Pomona_Dump_deal/">waste-to-energy project in Pomona,</a> which has been awarded to Geogenix BV, represented by <a href="https://www.pindula.co.zw/Dilesh_Nguwaya/">Dilesh Nguwaya</a>. The ceremony was attended by various esteemed individuals, including the Mayor of Harare, <a href="https://www.pindula.co.zw/Ian_Makone/">Ian Makone</a>. The project, valued at US$320 million, aims to convert waste into energy at the Pomona landfill site in Harare.
During his address at the Geo-Pomona Waste-to-Energy groundbreaking ceremony, President Mnangagwa made the following key points:

2. It marks the beginning of restoring Harare as a clean and friendly city.

<h3>Some Context:</h3>
The Pomona waste management project has been facing legal challenges as the City of Harare disputes the contract imposed on it by the central government through the Ministry of Local Government.
According to the controversial deal, the local authority was obligated to pay a minimum of US$22,000 per day to the Netherlands-based company Geogenix BV for waste disposal at the site. Over the course of the 30-year contract, the City of Harare was expected to pay over US$344 million to Geogenix BV.

If the local authority chose to cancel the deal, it would have to pay Geogenix BV US$3.5 million for breaching the contract. However, former Mayor Jacob Mafume stated that the Ministry of Finance and Economic Development is now covering the bill. He expressed that the City of Harare is no longer concerned about the Pomona waste management deal, as the government has taken over the financial responsibility.

In May 2022, it was revealed that the Harare City Council dumpsite in Pomona would be handed over to Geogenix BV to establish Geo Pomona Waste Management Private Limited, which would build a waste-to-energy plant.
The concession agreement states that Geogenix BV is responsible for carrying out specified works, financing, procuring, installing, and maintaining equipment, as well as transferring the site and facilities to the City of Harare or any designated third party at the end or termination of the agreement. However, it appears that the City of Harare will be doing most of the work, while Geogenix BV receives the majority of the funds. The project company established for this purpose is called Geo Pomona Waste Management (Pvt) Ltd.
On April 28, 2022, the City of Harare handed over the site to Geo Pomona Waste Management (Pvt) Ltd after signing a joint statement on April 27, 2022. From then until May 12, 2022, the City of Harare and Geo Pomona Waste Management (Pvt) Ltd agreed to jointly operate the Pomona dumpsite, after which Geo Pomona Waste Management (Pvt) Ltd would take full control for the next 30 years.
This model will be rolled out across the country.

Key Points From Mnangagwa's Address At Geo-Pomona Waste-to-Energy Groundbreaking Ceremony

The Confederation of African Football (CAF) has recommended that the proprietors of Rufaro Stadium, the Harare City Council, should make a lot of improvements to the facility.
The improvements should be made in areas such as the tunnel used by the players, the changing rooms, the toilets, the lack of bucket seats and electronic turnstiles, among others.
This was revealed by the former mayor of Harare Jacob Mafume at the handover takeover with his successor Ian Makone at the stadium on Wednesday. Mafume said, as quoted by <a href="https://www.herald.co.zw/caf-want-rufaro-fixed/">The Herald</a>:

We understand CAF came to inspect. They gave us recommendations, which recommendations we are going to implement – recommendations around the tunnel, the changing rooms, recommendations around the number of toilets in the players’ changing rooms, recommendations around the seats and recommendations around a few other areas that they want us to improve.
So we are going to do that. We had a meeting with the ZIFA Normalisation Committee led by Lincoln Mutasa. They also gave us what they want improved.
We had meetings with Dynamos and CAPS United executives and we have an indication as to what their requirements are and the nature of the right of use that they require.
They both coincidentally asked for 10 years of use, paying rentals and so forth.

Rufaro Stadium was closed in 2019 after years of deterioration and has been undergoing renovations since March this year.
A CAF stadium Inspector Joshua Knipp was in the country recently to inspect the National Sports Stadium and Rufaro Stadium and made the recommendations.
The two stadiums were banned from hosting international matches after failing to meet CAF requirements.

New Harare Mayor Inspects Rufaro Stadium

Ian Makone, representing the Citizens Coalition for Change (CCC), has been elected as the new Mayor of Harare, with Kudzai Kadzombe as his deputy. Makone, from Ward 18, replaces Jacob Mafume of Ward 17.
Kadzombe’s appointment is historic, as she is the first female Deputy Mayor in the city’s history.
The CCC holds a significant majority in the council, with 42 out of 45 seats, including 10 women’s quota councillors. Zanu PF holds the remaining four seats.
Makone received 46 votes in the election, defeating Zanu PF’s challenger, Temany Utete, who secured seven votes. Kadzombe won with 47 votes, surpassing Zanu PF’s Susan Chuma, who received seven votes. Party leader Nelson Chamisa instructed CCC councillors to vote for Makone and Kadzombe, similar to the instructions given in Bulawayo, where David Coltart will become mayor and Dumisani Nkomo will serve as deputy mayor. He said:

Our single-minded commitment is the provision of service to all residents of Harare regardless of political affiliation. We are accountable to the residents of Harare, and we shall be a listening council.

Tafadzwa Muguti, the Harare secretary for provincial affairs, assured the newly elected Harare council that the central government would support them in addressing challenges faced by the city, including water supply, garbage, and sewer issues. Muguti said

You are now part of government. There is no them, there is no us; we are one Zimbabweans.
</blockquote>
Some individuals criticised the outgoing Mayor, Jacob Mafume, for not addressing the water crisis in Harare. They pointed out that despite Mafume winning in the driest Ward, Hatcliffe, he did not take sufficient action to ensure access to running water. They called for proactive measures to improve water supply and establish effective communication structures.

CCC's Ian Makone And Kudzai Kadzombe Elected As New Harare Mayor And Deputy

The opposition CCC has raised concerns over what it says is the “shrinking electoral environment” in the country.
On Tuesday, CCC held a Press conference at Media Centre in Harare to update the media on issues to do with elections as the country prepares for general elections in 2023.
Speaking at the Press conference, CCC secretary for elections Ian Makone, challenged courts and the Zimbabwe Electoral Commission (ZEC) to assert their independence from ZANU PF. Said Makone:

The Nyatsime 14, who include legislators Job Sikhala (Zengeza West) and Godfrey Sithole (Chitungwiza North), have spent 147 days (in prison) without trial causing distress to their families, but they remain motivated.
We emphasise and call upon the Judiciary to separate itself from the clutches of the regime. ZANU PF is in a panic mode which is why it has resorted to violence.
To the police, I say, reports were made in Insiza, Matobo, and Chirumanzu but no one has been arrested. Are we not correct to say that the police have been captured?
And ZEC (Zimbabwe Electoral Commission) — the Constitution mandates it to take measures and systems to eliminate electoral violence and other malpractices.
Justice Priscillah Chigumba (ZEC chairperson) should come out in the open to tell us what those measures have done. If they cannot, we are right to conclude that they (ZEC) are captured.

CCC had to reconvene the Press conference after it was initially disrupted by suspected ZANU PF youths who had barricaded the Media Centre.
The assailants later entered the building and took away CCC banners and materials meant to be used during the Press conference.

CCC Challenges Courts To Be Impartial

The MDC Alliance released the following statement following the suspension of the by-elections after the Health Ministry using SI 225A of 2020 idenfinetly suspended by-elections.

On the 2nd of October 2020, the Minister of Health published SI 225 of 2020 which indefinitely suspends the holding of by-elections in Zimbabwe ‘So the duration of the period of the declaration of COV1D-19 as a formidable epidemic.
The MDC Alliance is deeply concerned with the unconstitutionality of the decision to suspend by-elections. Section 159 of the Constitution requires vacant elective public offices to be tilled within 90 ninety days. This constitutional imperative cannot be overturned by subsidiary legislation as the Constitution is the supreme law. The effective banning of elections follows the unlawful recalls of elected representatives from Parliament and Local Government. The will of the people continues lobs violated by the illegitimate regime of Mr Mnangagwa.
We are of the firm view that h is grossly tutreasonable to ban by-elections when Covid19 restrictions confinue to be eased throughout the country. Various electoml activities are tatting place such as internal party elections by Zinn] PC and extraorthmuy congresses by other parties. In the circumstances. there is no justification for the ban.
We are funher concerned that the suspension of by-elections infringes upon the independence of the Zimbabwe Electoral Commission (ZEC). ZEC has a constitutional duty to formulate electoral policies without the direction or control of anyone as set out in section 235 of the Constitution. The actions of the Minister of Health only serve to undermine ZEC’s independence and to use the excuse of CovidI9 to take away the right of citizens to vote and be represented by people of their choosing in Parliament.
The MDC Alliance calls for the urgent repeal of SI 225 of 2020 and for comprehensive electoral reforms that pave the way for credible elections in accordance with the Constitution.
