The Finance Ministry Secretary, George Guvamatanga, has blocked a move by the Harare City Council (HCC) to start billing its clients in US dollars. The council had recently announced that it would begin charging its services in foreign currency from July 1, 2023, to preserve value for money and hedge against inflation. The council said:

The need to preserve value against rate losses has necessitated this move. City of Harare thanks its valued residents for the support in funding service delivery through payment of rates and other services.
</blockquote>
However, Guvamatanga has described the proposal as unlawful, stating that it violates Statutory Instrument (SI) 142 of 2019. The SI prohibits the use of foreign currency for domestic transactions, except if provided for by the law or if exempted in terms of the Exchange Control Regulations. He further explained that any person with free funds may elect to pay for goods and services chargeable in Zimbabwe dollars, in foreign currency using their free funds at the ruling rate on the date of payment. Guvamatanga has ordered the HCC to withdraw its notice and comply with relevant laws. He said:

Under this, in March 2020, the government published SI 85 of 2020 which, in section 2(2) provides that any person with free funds may elect to pay for goods and services chargeable in Zimbabwe dollars, in foreign currency using his or her free funds at the ruling rate on the date of payment.
The payment, in foreign currency by any person paying for goods and services should be at his/her option unless otherwise exempted and cannot be compelled to pay in foreign currency.
The charging and billing in US dollar by the City of Harare or any local authority is unlawful and contravenes the above-cited laws. As the city council falls under your purview, may you ensure that the City of Harare withdraws its notice and all local authorities comply with relevant laws. Be guided accordingly.

The Zimbabwe dollar has seen a major decline in recent months due to inflation, foreign currency shortages, and a lack of trust in the government’s economic policies. This has negatively impacted the population’s purchasing power and access to essential goods and services. Some businesses have refused to accept the local currency due to its volatility. Finance Ministry Has Blocked Harare City Council From Billing In US Dollars

Zimbabwe’s President Emmerson Mnangagwa has launched his campaign for a second term promising to revive the country’s collapsed economy.
Mnangagwa, who is seeking re-election amid a raging economic crisis characterised by high inflation and a plummeting currency, vowed to develop infrastructure, power generation, and the mining economy. He stated that his government had made progress in these areas, with hopes of generating $12 billion in mining revenue by 2023. He said while addressing a large crowd of supporters in Chipinge, about 500 km (311 miles) east of the capital Harare at the weekend:

ZANU-PF is unstoppable. It will continue governing Zimbabwe as other parties continue to split assunder.
We fought for our democracy, no one will stop us.
We are building roads and dams and recently we started installing solar boreholes in every village across the country.
</blockquote>
Mnangagwa’s strongest challenger is expected to be the 45-year-old pastor and lawyer Nelson Chamisa, the leader of the Citizens Coalition for Change party, who gained considerable support in towns and cities.
However, Mnangagwa remains confident in his party’s ability to lead Zimbabwe, stating that ZANU-PF is “unstoppable” and will continue to govern Zimbabwe as other parties “split asunder.” The election is scheduled for August 23rd and comes amid criticism of Mnangagwa’s government for allegedly closing the democratic space.
The election comes amid a raging economic crisis, with high inflation and a currency that plunged more than 50% this month against the U.S. dollar.

Mnangagwa Launches Campaign, Promises To Revive Zimbabwe's Collapsed Economy

According to American economist Professor Steve Hanke, Zimbabwe is currently facing its third hyperinflation in 15 years due to a recent increase in the inflation rate in the southern African country.
Hanke’s Inflation Roundup, which compiles his “accurate and up-to-date inflation measurements”, ranks Zimbabwe in first place this week. He said:

On June 22, I measured Zim’s inflation at 1298%/yr, over 15x ZimStat’s official (read: phony) inflation rate of 86.5%/yr. Zimbabwe is experiencing its third hyperinflation in 15 years.

Zimbabwe is facing significant economic challenges due to rising inflation, leading to a decline in the value of its currency and difficulties accessing basic necessities such as food and healthcare.
The government has implemented measures to address these issues, but inflation continues to rise. In June, annual inflation more than doubled from 86.5% to 175.5%, with food inflation rising by 104%.
The upcoming elections in August have put a spotlight on the economy, which is considered the biggest challenge to the ruling party’s reelection. Economist Steve Hanke predicts that the high inflation rate may hinder President Emmerson Mnangagwa’s chances of retaining power. He added:

The southern African nation previously recorded inflation in 2008 and 2020. Hyperinflation is a severe <a class="MarkdownLink_linkifiedLink__KxC9G">economic condition</a> characterised by rapid and uncontrollable increases in prices by at least 50% or more per month. In Zimbabwe, although hyperinflation is present in the local currency, prices have not risen significantly in US dollars.
The Government uses <a class="MarkdownLink_linkifiedLink__KxC9G" href="https://www.pindula.co.zw/2023/03/03/govt-adopts-blended-inflation-rate-based-on-usd-zim-dollar/">Blended inflation</a>, a method of measuring inflation that considers both foreign and domestic currencies in circulation. However, this method can mask the impact of inflation on specific sectors of the economy, leading to controversy. Former <a class="MarkdownLink_linkifiedLink__KxC9G">Finance Minister</a> Tendai Biti last month challenged the current Minister Mthuli Ncube to explain the use of blended inflation, calling it <a href="https://www.pindula.co.zw/2023/03/08/blended-inflation-rate-is-pure-undiluted-heresy-biti/">“pure, undiluted heresy.</a>” He argued:

In economics, inflation is a measurement of the rise in prices and only one currency is used, whether USD or RTGS or local currency, and you cannot mix currencies.

Biti said Ncube should appear before the esteemed House to provide a detailed explanation on the origin of the currency mixing that comprises RTGS and US dollars.

Zimbabwe Experiencing Its 3rd Hyperinflation In 15 Years: American Economist

According to American economist and applied economics professor, Steve Hanke, Zimbabwe is on the brink of another hyperinflation episode.
Hanke recently estimated Zimbabwe’s monthly inflation rate to be at 102% as of June 7, 2023.
He warned that if the current rate of inflation persists, Zimbabwe could reach hyperinflation in just five days.
Zimbabwe has experienced hyperinflation in the past, namely in 2008.
The current economic situation in Zimbabwe is dire, with some retailers selling a loaf of bread for ZWL 12000.
Professor Hanke’s warning underscores the urgent need for Zimbabwe to take immediate action to stabilize its economy and address the underlying issues causing the inflation. Failure to do so could result in severe consequences for the people of Zimbabwe, as hyperinflation has devastating effects on the economy and the population as a whole.

In 2008, businesses removed commodities from shelves to prevent making losses as the Zimbabwe dollar rapidly shed value against other currencies. 
The government has issued a <a href="https://www.pindula.co.zw/2023/05/29/zimbabwe-announces-additional-measures-to-stabilize-economy-and-currency/">cocktail of measures</a> to stabilise the macroeconomy and the depreciating local currency. There is no evidence to suggest that the measures are effective so far.

American Economist Prof Hanke Says Zimbabwe Is On Verge Of Another Hyperinflation

The price of bread in Zimbabwe has experienced a significant increase within a span of 12 hours, rising from Z$10,000 to Z$12,200.
The increase in bread prices has occurred in the context of a rapidly depreciating Zimbabwean Dollar and macroeconomic instability that has persisted in recent months. 
Award-winning journalist, Hopewell Chin’ono, says the upsurge has been attributed to the decline of the Zimbabwean Dollar, which has resulted from misplaced economic policies and corrupt governance characterized by the misappropriation of public funds and the exploitation of the country’s natural resources. He said on Twitter:

Meanwhile in Zimbabwe bread has gone up inside 12 hours from Z$10,000 to Z$12,200. This has been caused by a crashing Zimbabwean Dollar due to misplaced economic policies and corrupt rule driven by the looting of public funds and plunder of the country’s natural resources.

The Minister of Finance and Economic Development, Professor Mthuli Ncube, and the Reserve Bank of Zimbabwe have recently implemented a series of measures to stabilize the economy. However, there are no indications at present that these measures have been effective in achieving their intended outcomes.
