The government’s food aid distribution programme for villagers is shrouded in controversy, with reports indicating that some individuals are receiving grain while many others are being left out.
During a Q&amp;A session on Wednesday, Murewa South Member of Parliament Noah Mangondo raised concerns with Acting Speaker of the National Assembly Raymore Machingura, saying that there are serious issues with the distribution process. Said Mangondo:

People who received food aid in April and those who received in June are the ones who are receiving food for phase two that we started in August. What is government doing so that food is distributed to all vulnerable families?
</blockquote>
Public Service and Social Welfare Deputy Minister Maruva Mercy Dinha explained to legislators that when the government started the distribution programme, the Zimbabwe Livelihoods Assessment Committee (ZimLAC) had yet to produce its assessment report. She said:

When we started distributing food in April, we were given the names of the beneficiaries by sabhukus, Village heads. ZIMLAC had not yet finished doing its assessments.
The first phase started in May to July. We did not use the ZIMLAC results because it was stated that from July to September, people who were supposed to receive food aid when we started, were 6 100 000.
</blockquote>
Dinha said her ministry did not revert to the ZIMLAC results because people would have been disadvantaged and only a few would have been given food aid.
She added that the government resorted to the number that it had been given in the first phase. Said Dinha:
<blockquote>
These people are the people who were considered to be vulnerable. When this assessment was done, people had meetings with their Sabhukus and agreed on the families to receive food aid.
</blockquote>
However, Mangondo questioned Dinha’s response, arguing that the same individuals receiving food aid are not representative of the broader community affected by the drought.
Dinha told Machingura that those who received food aid first were deemed the most vulnerable and would continue to receive assistance until the programme concluded.
Other MPs joined the debate, including Tendai Nyabani (ZANU PF) from Rushinga and Richard Ziki (ZANU PF) from Hurungwe Central. Said Ziki:

Some people did not get food during the second phase who were supposed to get food in their wards but by July 31, those people were removed from the list for not receiving their previous allocations.
</blockquote>
Justice, Legal and Parliamentary Affairs Minister, Ziyambi Ziyambi admitted there are anomalies. He said:
<blockquote>
Something went wrong such that not all the places got food, but it does not mean that if you did not benefit, we should go back in retrospect because the time has passed and you are alive.
We are giving for the next three months not to go back as if you have died. If you are still alive, we will start where we are.
</blockquote>
Zimbabwe suffered its worst drought in over 40 years in the past season caused by El Nino leaving more than 9.2 people in need of food aid in both urban and rural areas.

ZANU PF MPs Question Fairness Of Food Aid Distribution Process

More than 2.7 million people in rural areas of Zimbabwe are facing hunger in 2024, according to the latest Zimbabwe Vulnerability Assessment Committee (ZimVAC) Rural Livelihoods Assessment report. This translates to 26% of the rural population. The report also states that approximately 100,482 metric tonnes of cereal will be required to feed the food-insecure population during the peak hunger period from January to March 2024. During the peak hunger period (January to March 2024), 26% of the rural population is projected to be food insecure. This translates to 2 715 717 people. At least 100 482 metric tonnes of cereal will be required to feed the food insecure population during the peak hunger period.

These projections contradict the government’s assurances that there would be no starvation and that the country had sufficient food stocks. The Ministry of Industry and Commerce announced this week that it has engaged key stakeholders, including the Grain Millers Association of Zimbabwe and the Grain Marketing Board, to discuss the supply of maize meal in the country. In a statement seen by Pindula News, Sithembiso .G. G. Nyoni, the Minister of Industry and Commerce, assured the nation that the Grain Millers and the Grain Marketing Board have committed to <a href="https://www.pindula.co.zw/2024/01/04/industry-and-commerce-minister-update-on-status-of-maize-meal-supply/">supplying sufficient maize meal through various distribution outlets</a>, including formal retailers. Additionally, ZIMRA, the customs authority, has pledged to facilitate the clearance of imported maize at ports of entry and exit. However, the minister does not provide specific details or an assessment of the current state of maize supply.
Zimbabweans have struggled to feed themselves in recent years due to the country’s economic decline and a changing climate. The depreciation of the Zimbabwe dollar has led to limited purchasing power, and the prices of essential commodities, such as wheat flour, maize meal, sugar, and rice, have increased significantly. The country’s food situation has been deteriorating, with increases in food poverty and total consumption poverty datum lines.
The projected food insecurity will have a devastating impact, particularly on marginalised communities in Matabeleland. Child malnutrition is expected to worsen, poverty levels will increase, and some children may drop out of school due to the inability to pay fees. Farmers are also facing challenges, including failed crops, poor livestock conditions, and disputes over agricultural land.

More Than 2.7 Million Zimbabweans In The Countryside Are Facing Hunger - Report

Hunger has pushed elderly people including grannies into gold panning in Silobela District in the Midlands Province.
This was said by the Zibagwe Rural District councillor for Ward 29, Willard Moyo.
Moyo told <a href="https://masvingomirror.com/grannies-turn-to-gold-panning-as-hunger-stalks-silobela/">The Mirror</a> that villagers have no option but to sell the few cattle that they have in order to buy food while schools’ feeding programmes have ceased.
Non-Governmental Organizations (NGOs) that used to provide food handouts in most rural parts have reportedly withdrawn due to an unfavourable political environment and government policies.
Moyo urged the Government to bring back school feeding schemes claiming school kids are starving. He said:

Most of the people in my ward including women have resorted to gold panning along the banks of the Gweru River.
The challenge is that Social Welfare food programs that traditionally give food to the less privileged have reduced the number of beneficiaries. We were told that the Government’s budget is limited.
We also used to receive food handouts from donors like the World Food Programme (WFP).
We appeal to the Government to increase the number of beneficiaries in social welfare schemes and to bring back school feeding programs before we die of hunger.

Grannies Turn To Gold Panning In Silobela As Hunger Bites

The World Food Programme (WFP) said that it will roll out a cash transfer programme for urban households to alleviate hunger.
According to WFP country director Eddie Rowe, a pilot programme will be launched in <a href="https://www.pindula.co.zw/Epworth" rel="noopener noreferrer" target="_blank">Epworth</a> where 20 000 people are targeted. Said Rowe:
<blockquote>We will be doing the cash transfer program for the urban poor. Currently, we are carrying a pilot programme in Epworth for 20 000 people where each beneficiary is getting <del>US$13</del> US $9. We plan to reach 200 000 residents in eight urban areas by January next year.</blockquote>
Rowe said that the cash transfer programme was affected by the government of Zimbabwe’s decision to ban the use of foreign currency in domestic transactions.
He explained that the WFP will, therefore, give foodstuffs instead of cash since giving the beneficiaries cash will not guarantee them the same amount of goods they would get if given foodstuffs.

WFP To Give Cash Handouts To Epworth Residents

The Herald reports that hungry villagers in Nembire area in Mt Darwin West particularly those in Ward 7, have resorted to scavenging for food left over by school children at St Albert’s High School. The area is facing a critical shortage of food due to the erratic rains.
Women, travel for about 10 kilometres to St Albert’s High School which is no longer throwing away the leftovers, but keeping them for local people. Speaking at Chief Nembire’s homestead on Saturday, MP for the area Barnwell Seremwe (Zanu-PF) said the highest yield in the area was five bags and most people are living on one meal per day. Seremwe said together with the Social Welfare Department, are working on bringing food aid.  Last time, he managed to source 174 tonnes of maize, but he said there is need for more.
